Once again Joey Nash worked on the theme of pollinators and biodiversity in our local ecosystems. This mural features Shuswap Lake, and Joey did a great job of capturing the feeling of our beautiful region.

Alongside the central work of creating the art, Joey mentored youth in our community and included them in the creative process. Children in our free summer art programs were invited to

help out, and our outstanding youth summer art team worked alongside Joey throughout the process.

This project came together thanks to Back to Table of Contents the support of the larger community, but in particular the Chase Literacy Program.

Music on the Lake Artist Profile: Liz Blair Project

Performance Date: August 22 Band: The Liz Blair Project Presented by: Donna Smith-Bradley, *PREC Century21 Returning to the Joyce Dunn Theatre Stage for a second year in a row, the Liz Blair Project is sure to entertain everyone at the August 22nd Music on the Lake event.

Liz Blair is a singer, songwriter, and recording artist from Armstrong.

Familiar yet re-inventing, Blair’s voice walks the line between power and personability as she channels the influences of soul and blues powerhouses before her. Often compared to Aretha Franklin, Etta James, Amy Winehouse, her power and soulfulness is only matched by her passion and high energy while performing on stage.

As a child she grew up singing, and at the age of 18 she began her career in cover bands and musical theatre productions. In 2018, she partnered up with ‘LegionHQ Music Group’ producer Shane

Bouthillier and began writing songs for her first EP, ‘Fine Wine and Poison’ which was released in early 2019. The recordings represent both an artistic revolution for Blair, as well as a complete reimagining of soul and blues genres with a modern electronic and rock twist. The combination of her lyrical venom with strong vocal attack captures the maturity and overall direction of her recordings and her career as an artist.

K N A TH YOU Parkside Community’s residents would like to give a heartfelt thank you to all the businesses, volunteers and most importantly the community for coming out to support our very successful fundraiser held at the Chase Memorial Park July 29th.

The Town is still abuzz, and if you heard it through the grapevine, the crowd was entertained with two excellent performances. Shuswap local, Jody Evans did a phenomenal opening solo, which set the stage for “Bad Moon Riders” (The CCR Experience). There was no bad moon rising that evening, only singing, dancing, and reminiscing of good times.

A special thank you to Beverley Iglesias (The Helping Hand) for putting in endless hours planning and organizing the entire event raising a whopping $16,121.00 towards Parkside’s bus fund.

Parkside residents started fundraising in January of this year, for a wheelchair accessible bus for their facility. The bus will be used for recreational activities which most residents don’t have the means to participate in. Courtney Merrells, Parkside’s Executive Director, explained: “Earlier this year, I held a resident meeting. The residents started chit chatting about how nice it would be to have a bus for extracurricular activities. We are very appreciative to the Chase Seniors Transport, but they are limited to medical appointments currently. Before I knew it, I had residents in my office bringing fundraising ideas. They are a great group of dedicated friends working together for the same end goal. It’s a very humbling experience helping them along this endeavour.”

Everything Shuswap is the first book about our region’s geography and when it was published in 2017, it received very positive reviews locally and provincially.

The Vancouver Sun wrote, “Everything Shuswap stands alone as a compelling portrait of land, waters, wildlife and human history,” and author and former Globe and Mail columnist Mark Hume wrote, “…it should be mandatory reading for anyone who lives in or visits the Shuswap.”

In the prestigious UBC journal, BC Studies, UVic Professor Emeritus Michael M’Gonigle wrote, “On the one hand, Cooperman covers a massive territory, with detailed attention to geology, ecology, the traditional Secwépemc peoples and the history of settler colonialism.

It is the product of prodigious research, in the archives and the forests. On the other hand, his portrait of this region conveys, without saying so explicitly, a message of living in a place that means everything to those who learn how to ‘inhabit’ it. The rewards of being truly part of one’s place come through on every page.”

When David Suzuki read the book, he penned a note that ended, “Every part of the country should have something like Everything Shuswap.” He was right, because there are few books that describe a region’s geography, including its geology, ecology, Indigenous history, and settler history, with detailed maps, archival and contemporary photos, and graphs like Everything Shuswap.

The idea about writing the book was conceived in the 1990s and then in 2005 I began writing this geographic column to create the material needed for all the chapters. By 2015, there was enough written to begin combining it all into the chapters and the decision was made to publish the first of three proposed volumes.

To raise the funds needed, a collaborative agreement with School District #89 was created I raised the over $42,000 needed for publishing from generous individuals, organizations, businesses, and local governments.

Fortunately, Louise Wallace agreed to publish the book through her companies Mediability and Shuswap Press. Thanks

to the many reviewers, including former School Superintendent Glenn Borthistle, and the contributions from many photographers and local museums, plus intensive proof-reading by my wife Kathi, the book was finally published in 2017.

Half the proceeds from the sales went to support outdoor learning by covering the costs for field trips that hundreds of students appreciated.

The first printing of 2,500 copies sold quickly and then a second printing of 2,000 copies sold within two years. During the last two years that it has been out of print, bookstores reported that people were still seeking copies.

With changes at the school district, the collaboration ended, and the funds were transferred to Shuswap Press that is now our company. Thus, we decided to use the funds saved for volume two to do a third printing that would be a second edition with revisions, updates, and new material, including an epilogue about the aftermath of the wildfires that ravaged the Shuswap’s once pristine provincial parks.

After many months of intensive editing and writing additional material, on May 12th the new edition was released with great fanfare that included three bands at a gala event at the new Song Sparrow Hall in Salmon Arm. Community leaders were there including Salmon Arm mayor, Alan Harrison, Secwépemc storyteller and teacher, Kenthen Thomas, Shuswap Trail Alliance co-founder Phil McIntyrePaul, Area G Director Natalya Melnychuk and renowned artist Lisa Figueroa. They presented brief “Ted Talks” about topics related to the planned volume two that will have chapters on communities, arts and culture, sports and recreation and the economy.

The 240-page Everything Shuswap is a must-have guidebook for our region, it serves as a reference book for every home cabin and home and makes for a wonderful gift for family and friends. BC Interior Community Foundation delivers $411,000 to nine community service organizations including Family Resource Centre for Chase submitted

Today, BC Interior Community Foundation is pleased to announce $411,000 in funding to support nine projects in the Thompson, Nicola and South Cariboo region through the Government of Canada’s Community Services Recovery Fund.

The Community Services Recovery Fund is a one-time investment of $400 millionby the Government of Canada to help Community Service Organizations, charities, non-profits, Indigenous governing bodies located in Canada adapt, modernize and be better equipped to improve the efficacy, accessibility and sustainability of the community services that they provide through the pandemic recovery and beyond.

The following projects are being supported in Kamloops, Chase and Lillooet: • $38,610 was invested to fund the Lillooet Learning Communities Society to establish the Lillooet Community Connect Innovation HUB with a focus on developing policies and procedures.

• $39,289 was invested to fund Chase and Area Young Learners Society for digital Infrastructure and equipment for a Family Resource Centre.

• $97,280 was invested to fund the Lillooet Friendship Centre Society to enhance and provide digital solution to enhance communication and provides seamless linkage between their case management programs; • $14,300 was invested to fund Interior Community Services (ICS) to implement bio-metrics technology in all ICS supported homes; • $59,550 was invested to fund Kamloops Symphony Society to establish an integrated fund development plan, policies, and roadmap to implement an endowment campaign and establish an effective donor data management system; • $10,683 was invested to fund Kamloops Brain Injury Association for an upgrade and expansion of their database and fundraising tracking systems; • $100,000 was invested to fund

Council Meeting Highlights submitted by Village of Chase

The Regular Meeting of Council was held on August 15, 2023 at the Village office and via Zoom. 22 people attended in-person, Councillor Harder attended by phone and 2 members of the public attended virtually.

Acting Mayor Jane Herman made two announcements: She introduced Jim Dunn as our new bylaw enforcement officer She announced that the Mayor had signed a proclamation proclaiming September 2023 as Literacy Month in the Village of Chase.

Comments from the public included:* • The request to be able to hook into sewer like all other properties in Chase • Should not increase water rates – should have public’s approval for this • Should not give taxpayer money to any not-for-profit group – the citizens of Chase should be stepping up to donate if they wish to • We should not enter into a mutual aid agreement with Adams Lake Indian Band we should keep our fire departments separate • There are several businesses in Chase that should be more accessible, and the Visitor Information Centre washroom needs a grab bar • Disagree with an Every Child Matters crosswalk – stuff happened in the past and we need to move on • Water rates should not be increased for those who do not use much water especially some seniors • If exempt staff get overtime when they do Emergency Operations Centre work, would they be seconded to other places? Who would do their work?

• Someone should be hired to deal with emergency activities • Concerns about paying overtime for staff to work in EOC – what about what happened at the TNRD when Sukh Gill got paid a large amount of money and the TNRD was audited – could that happen in

Chase? Overtime should be reported to Council annually • Concerns about the Village going into debt to buy a street sweeper – this purchase should be budgeted • Downtown road closure should not be permitted – it is for too long of a time • The Visitor Information Centre is inspected annually to make sure it complies with accessibility requirements of Destination BC. If we can assist the Village in any way to develop Accessibility plan we are happy to do so Street Sweeper Purchase. Council authorized the purchase of a new Trombia Airknife T220 sweeper from CUBEX Equipment for an amount of $112,095.20.

The sweeper will be available for Village wide sweeping earlier in the season, and for spot sweeping any time of year. In addition, the purchase eliminates service disruptions associated with contractors who frequently reschedule based on the demands of their largest clients, and mechanical breakdowns, both which are very common and experienced every year.

Fees and Charges Bylaw – Water and Sewer Fee Increases. Council gave first, second and third readings to Fees and Charges Amendment Bylaw No. 9302023, which will amend allow for the increase to water and sewer fees.

Sewer Extension Request – Owner of 845 Thompson Avenue. Council deferred the decision regarding sewer main extension for connection by the property owner of 845 Thompson Avenue until staff has obtained more information about the past servicing of adjacent properties.

Request for Donation – Chase Literacy.

Council approved a $500 grant to the Chase Literacy program for 2023, which supports the delivery of literacy-based initiatives within the community. ...Continued on page 12

Obituary Mark Morisseau We regret to announce the passing of Mark on August 3, 2023 at Royal Inland in Kamloops at the age of 92 years. Left to cherish his memory are his wife Anne, his son’s Eugene and Grant, and daughters Cheryl, Marilyn, and Lisa. Siblings of Mark to also cherish his memories are Clifford (Theresa) Morisseau, Garry (Helga) Morisseau, Margie (Harry) Baldwin, Rosella Scott, Verna Ball.

Many Grandchildren, cousins, nieces, and nephews, and extended family and friends.

Born September 9th, 1930 in Carman, Manitoba. Mark started working at a young age with the Railway and also with his siblings on building grain elevators throughout the Provinces. He married Anne Schilling and became a Standardbred Race Driver in Manitoba. Later they moved together to Cloverdale and Mark worked at Cloverdale Raceway in Surrey BC and became an owner and breeder of Standardbred horses. After many years of working, retired in Armstrong and then moved to Chase. Mark always loved family and friends around playing music (Bluegrass and Gospel), and enjoying eating good food. Mark will be missed. Celebration of Life will be August 26, 2023 at 1:00 pm at 212 Ash Drive, Chase.

Council Meeting Highlights Exempt Staff Overtime Compensation Policy. Council adopted ADM-35 (2023) Exempt Staff Overtime Compensation Policy, which establishes a policy to compensate exempt staff members for overtime worked in an Emergency Operations Centre. With the adoption of the policy, the Village can seek reimbursements of this compensation by submitting a claim to Ministry of Emergency Management and Climate Readiness.

Mutual Aid Agreement – Village of Chase and Adams Lake Indian Band – Fire Suppression Services. Council approved a mutual aid agreement with Adams Lake Indian Band for fire suppression services. As with all other fire suppression agreements, the Village of Chase Fire Department will ensure a fire department duty crew and apparatus is available within the main boundaries of Chase in order to provide assistance to Adams Lake Fire Department.

Accessible BC – Province of BC Requirement for Local Governments.

Council passed a resolution directing staff to develop an accessibility committee

and begin a process of developing an accessibility plan to be reviewed by the accessibility committee and brought forward to Council for adoption. In addition, Council also directed staff to collect input from the public regarding any barriers to accessibility within the community.

Council acknowledged a letter from Ronald McDonald House thanking the Village for its donation from the Chase Day Camp ‘Gratitude Day’ and extended its thank you to the Program Lead, Nakia Hill for providing a positive teaching opportunity for the children of the Summer Recreation Program.

Every Child Matters Crosswalk.

Council passed a resolution directing staff to work with the three local Indigenous communities to determine a location for an Every Child Matters crosswalk in Chase and associated costs and bring a report back to Council.

Car Show – Road Closure Request – Cars for Cancer. Council passed a resolution approving the closure of Shuswap Avenue

between Pine Street and Chase Street and Haldane Street between First Avenue and Sicamous Avenue to traffic between 8:00 a.m. and 3:00 p.m. Sunday, September 17, 2023 to facilitate a classic car show.

Council heard from various gallery members regarding the use of Voyent Alert, the development permit process, supportive housing initiatives and emergency preparedness.

With no further business, the Council meeting concluded at 5:34 p.m.
