Village of Chase Regular Meeting of Council August 9, 2022 – Highlights submitted by Village of Chase

Council held a Regular Meeting on August 9, 2022 at the Community Hall and via Zoom. Seven people attended inperson and one person attended virtually.

Literacy Month – September 2022.

Mayor Crowe proclaimed September 2022 as Literacy Month in the Village of Chase.

Zoning Amendment Bylaw for 909 Foothills Road. Council adopted Zoning Amendment Bylaw No. 912-2022, which permits a commercial operation for sales of restaurant equipment by changing the zoning designation at 909 Foothills Road from P-2, Public and Quasi-Public Use to C-3, Service Commercial with a sitespecific single-family dwelling.

Climate Action – Request from Chase Environmental Action Group. Council passed a resolution recognizing the significant threat of climate change and

requested that the Chase Environmental Action Group present recommendations to the next Council. Recommendations include a Community Climate Action Committee, climate mitigation policies, the prioritizing of climate action, exploring incentives for energy efficient retrofits and engaging in discussion with local Indigenous groups about climate mitigation measures.

Official Community Plan (OCP) Amendment Bylaw. Council approved first and second reading of OCP Amendment Bylaw No. 915-2022 and submitted the bylaw to a public hearing.

The amendment corrects a mistake that erroneously designated the subject properties to General Commercial, which is inconsistent with Council’s previous decision and intention to designate the parcels as General Residential and Parks, Recreation and Open Space.

P r o p e r t y Maintenance Amendment Bylaw – Outdoor Storage of Vehicles. Council approved first and second reading of Property Amendment Bylaw No. 9162022, which includes revisions to clarify the intent to regulate the outdoor storing of vehicles and provide greater certainty in situations of unlicensed, uninsured or derelict vehicles.

Z o n i n g Amendment Bylaw – Outdoor Storage of Vehicles. Council approved first and second reading of Zoning Amendment Bylaw No. 9172022 and submitted

the bylaw to a Public Hearing. The amendment clarifies Council’s intent by adding definitions of “outdoor storage” and “derelict vehicle” to the Zoning Bylaw. The amending bylaw also replaces “front yard” with references to required setbacks, eliminating the uncertainty of defining “front yard” in relation to buildings.

Development Variance Permit, 918 Sicamous Avenue. Council accepted the Development Variance Permit application for 918 Sicamous Avenue, which includes a request for a variance to the front parcel line setback distance and the height of a fence along the rear parcel line.

Development Variance Permit, 424 Bay Street. Council referred the matter back to Administration to obtain further information from the applicant.

Village Green Mobile Home Park.

Council passed a resolution deferring funding for the unpaved portion of Thompson Avenue until the 2023 budget deliberations.

2022 Road Rehabilitation. Council awarded the 2022 Road Rehabilitation works contract to Okanagan Aggregates’ Ltd. in the amount of $408,883.17. Works will include the paving of Juniper Street between 3rd Avenue and Larch Street and will also include improvements at Thompson Avenue at Chase Street and access to the Willson Park Bridge.

Appointment of Interim Chief Financial Officer. Council passed a resolution appointing Pat Sibilleau as the interim Chief Financial Officer and removing the previous Director of Financial Services as an official signing authority.

Rural BC Healthcare Crisis Press Release

The healthcare crisis in rural BC has become a significant public safety concern. The BC Rural Health Network is overwhelmed with public complaints, concerns, and reports of serious health impacts that reduction of services has created.

Every day rural residents’ wellbeing is being affected by the services removed, reduced, and understaffed.

The impact to rural residents is compounding and the lack of rural focus causes great concern for all rural residents.

Peggy Skelton, President of the BC Rural Health Network, has listened to the public outcry, calls for action and investment in rural health and wellness, “Our membership and the residents of rural BC cannot continue to have services taken or diverted to support larger urban populations.” She stated, “BC rural communities are continually used as a buffer for staff shortages in larger centres and the negative impact on rural residents’ compounds. Imagine the situation where there is an emergency and the nearest facility is a considerable distance away, sometimes hours away. You try to get to your health care facility only to find the facility is now on diversion.

Furthermore, the ambulances that transport people in an emergency are now much further away from their bases.

Their ability to respond can increase by hours, not minutes! It is unacceptable and unsafe!”

The long weekend was difficult for many

who needed care in many communities in both rural and urban areas which are both affected by staffing issues throughout BC. The heat added to the load on the already faltering system. Mayor Leonard Casley of New Denver has been fighting to keep his community’s services for over 20 years and has never seen the system as bad as it is currently, “Last week the Interior Health Authority reduced our emergency operating hours to 8am to 8pm, 7 days a week (again and indefinitely), which leaves our residents and surrounding catchment without any nighttime ER. It is just a matter of time before people lose their life! Going into this last long weekend there was one available ambulance attendant for our community, the community of Nakusp and the entire surrounding populations!

They're moving our nurses to cover other sites and that leaves us short.”

The folks in the Slocan Valley are not alone! From the tip of Vancouver Island, through the rural communities in the far north, the situation is similar and with the same causes becoming clear.

Peggy Skelton continued “It’s province wide and it’s getting worse.

The centralization of services cannot include the centralization of the management of services.

When centralization occurred and communities lost their control of their own facilities, we saw an immediate change within rural BC. Community

involved management ensures community ‘know how’ is put into play. Rural communities need their administrator of a local hospital or emergency care facility to be accountable to that community. Then, you can guarantee that nurses, physicians, and healthcare providers generally, wouldn’t be shipped out to larger centres to fill a gap while leaving their community with no services.”

Peggy concluded “We also seem to have forgotten about the benefit of our volunteer base, many of whom feel ignored. We need to support these essential workers as well.

Community level input on health needs to return.

Our members and rural residents have solutions to many of the problems and we need to be involved more directly in our healthcare system. Investment in grassroots community programs, investment in recruitment of rural students into healthcare, investment in new approaches, investment in rural participation in health generally is not happening. This is causing major problems for rural communities, but the lack of rural investment impacts the wellbeing of us all!”

The BCRHN is the healthcare voice of the rural residents of British Columbia and seeks better health outcomes for all people, through solutionsbased approaches with governments, and information provision to residents.

Council Meeting Highlights

Acknowledgement of Creekside Seniors Centre. Council acknowledged the generosity of the Creekside Seniors Centre and extended its gratitude on behalf of the community for providing access to a Cooling Centre during recent extreme high temperatures.

With no further business, the Council meeting concluded at 4:48 p.m.

Notice of Motion. Councillor Lauzon submitted a notice of motion for Council to consider the declaring of a climate emergency – this issue will come forward at Council’s next meeting.

The next Regular Meeting of Council is scheduled for Tuesday, September 27, 2022 at the Community Hall and via Zoom at 4:00 p.m.

Cornsubmitted Season in Chase!

by Burkholder Corn Farm Finally, after a cold and slow start to the growing season, our corn is ready to be picked.

Three years ago, we started running the corn stand at the end of VLA when Pete Murray told us he wanted to retire.

For decades, the corn stand has been a famous stop for corn lovers.

Un for tu nately, access to the stand has been cut off by highway construction this year, and we've been forced to move.

Don't worry, our corn will still be available in Chase;

we're moving the stand uptown, right next to the barber shop.

As usual, we will stock the shop daily with fresh picked corn.

In addition, we hope that the shop can serve as a hub for other farms to offer locally grown food to the people of Chase.

QUALIFICATIONS FOR OFFICE

A person is qualified to be nominated, elected, and to hold office as a member of local government if they meet the following criteria: • Canadian citizen; • 18 years of age or older on general voting day October 15, 2022; • resident of British Columbia for at least 6 months (April 15, 2022) immediately before the day nomination papers are filed and; • not disqualified under the Local Government Act or any other enactment from voting in an election in British Columbia or being nominated for, being elected to or holding the office, or be otherwise disqualified by law.

CAMPAIGN PERIOD EXPENSE LIMITS

In accordance with the Local Elections Campaign Financing Act, for the 2022 general local election, the following expense limits for candidates during the campaign period apply: Mayor: $10,797.83 Councillor: $5,398.92

THIRD PARTY ADVERTISING LIMITS In accordance with the Local Elections Campaign Financing Act, for the 2022 general local elections, the following third party advertising limits apply: $809.84 [NOTE: Third party advertising limits will be available on the Elections BC website.
