Council Meeting Highlights

NEW OWNERSHIP

The Regular Meeting of Council was held on April 11, 2023 at the Village office and via Zoom. 8 people attended in-person and 1 person attended virtually.

Council Code of Conduct Council adopted a code of conduct which will be available soon on the Village’s website.

Council heard from various gallery members regarding the Visitor Information Centre services, that they should not be relocated, and also regarding the Entrepreneur Immigration program, that the Village should continue participating in the program.

BC Provincial Nominee Program – Entrepreneur Immigration Regional Pilot Council agreed to continue participating in the program pending the availability and costs of hiring a Thompson Rivers University co-op student.

Visitor Information Services – Proposal for Relocation Council passed a resolution for staff to obtain more information from businesses and the Boards of Directors of the Chamber and the Museum regarding the best location for the Visitor Information Centre service and bring back a report to a future Council meeting.

Road Closure – Chase and Area Young Learners Society – Mother’s Day Event Council approved the closure of Shuswap Avenue from 10:00 a.m. to 2:00 p.m. of Shuswap Avenue between Haldane Avenue and Chase Street on May 13, 2023 for their Mother’s Day event.

Street Sweeper – Proposal to Purchase Council passed a resolution for staff to obtain information regarding options and costs relating to the purchase of a street sweeper and bring a report back to Council.

Trail – Whitfield Landing – Development Permit Council passed a resolution to approve the development permit for the construction of a public access non-motorized trail along the creek adjacent to the Whitfield Landing modular home park.

Development Permit – 910 Sicamous Avenue Council passed a resolution approving the development permit for 910 Sicamous Avenue to build an addition onto the existing garage.

UBCM Letter regarding Provincial Land Inventory Council received the letter and directed staff to compile a list of all municipally owned lands that could be used for housing and send the list to the Province of BC. Chase Secondary Class of 2023 – Dry Grad Council agreed to donate $200 to the 2023 Chase Secondary Dry Grad Committee Additional comments from the pubic were forthcoming relating to the Visitor Information Services location including the parking being better at the current location, the visitors like the trains, there is a lot more room at the current location for displays of brochures, sales of tourism items, and lounge area for people to check messages with wi-fi.

Obituary June Ellen Scott June 15, 1938 - April 9, 2023 June Ellen Scott (nee Jackson) of Vernon, BC died peacefully on April 9, 2023 at the Vernon Jubilee Hospital at the age of 84.

She was born on June 15, 1938 in Kamloops, BC. She was the daughter of Dan and Dorothy Jackson and was one of seven children.

She will be remembered with love by her children: Russell (Wendy) of Prince George, BC; Rhonda (James) Colamatteo of Vernon, BC; Robert (Janelle) of Vernon, BC; Ross of Falkland, BC; Ryan (Laura) of Falkland, BC; grandchildren: Jamie, Blair, Angelina, Holly and Ivy; sister Shirley McConnell of Chase, BC; brother Dan Jackson of Chase, BC; many nieces, nephews and extended family members.

She was preceded in death by her parents; husband of 59 years Bruce Scott; sisters Donna and Vivian; brothers Bill and Ron. June married Bruce in 1956 and made Falkland, BC their home where they raised their five children.

She will be remembered for her love of her family, her love of life, her generous heart and warm spirit.

In her later years she enjoyed reading, doing crossword puzzles and feeding the birds. Quails were her favourite.

She will be dearly missed.

A Graveside Service will be held at 1:00pm on Saturday, April 29, 2023 at the Falkland Cemetery followed by a Memorial Service at the Falkland Community Hall.

Council Meeting Highlights

Karen Basset cited complaints about crime in Chase and noted that there is a homeless camp just near the Lions RV park which will scare people from coming to use the park, reducing contributions of positive amenities for the community.

The Village needs to address the crime as most of the issues are bylaw infractions and not under RCMP jurisdiction.

She also asked why Council has not made a decision about the vault toilets proposed for Willson Park by the Lions Club.

With no further business, the Council meeting concluded at 5:34 p.m.

Climate Action Committee Are you concerned about Climate Change? Do you want to help by participating in a group to make things better?

We all know every little bit helps! The Village of Chase is inviting you to apply for a position on the Village’s Climate Action Committee.

This is a voluntary position with at least 4 meetings a year being held. You will be asked your opinion on ways the Village of Chase can contribute to making things better in our community to reduce greenhouse gas emissions, reduce waste, and promote environmental stewardship.

The committee’s discussions will

advise Council on various initiatives, projects and educational opportunities.

The committee members will also be asked to be involved in educational activities that have been approved by Council.

Ingredients 1 (10 ounce) can refrigerated biscuit dough 1 (1 pound) bulk pork sausage 1 1/2 cups shredded Cheddar cheese, divided 6 eggs 1/2 cup milk salt & black pepper to taste 1 1/2 cups cold water, or more as needed 1 (1.5 ounce) package pork gravy mix Directions Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13-inch baking dish.

Line the bottom of the prepared baking dish with biscuits.

Heat a large skillet over medium-high heat. Cook and stir sausage in the hot skillet

until browned and crumbly, 5 to 7 minutes; drain and discard grease. Scatter sausage over biscuit layer and top with 1 cup Cheddar cheese.

Whisk eggs, milk, salt, and pepper together in a bowl and pour over cheese layer.

Mix water and gravy mix together in a saucepan; bring to a boil. Reduce heat and simmer until gravy is thickened, 1 to 2 minutes, adding more water for a thinner gravy. Pour gravy over egg layer. Sprinkle remaining 1/2 cup Cheddar cheese over casserole.

Bake in the preheated oven until egg is fluffy and cheese is bubbling, about 30 minutes.

“EARTH DAY CELEBRATIONS, 2023” Chase Environmental Action Society (CEAS) has partnered again with Chase and Area Young Learners Society (CAYLS) and the Chase Literacy Program (CLP) to honour Planet Earth on Friday, April 21st (Yes, it’s officially on April 22nd).

Come spend part of your day with Elaine Sedgman, pollinator expert and author of “A Bee Named Bob” & “Andrena, a Mining Bee.” Elaine will be entertaining and educating Haldane students (and adult eavesdroppers) while reading books. We will all learn more about the importance of protecting native bees.

Story times: 10:00, 10:45, 11:15, and 1:35.

Thompson Shuswap Master Gardeners, Sherry Bennett and Megan Blackmore (also from BC Invasive Species), will have an information table set up and provide demonstrations.

Along with Bronwen Scott, they will explain the importance of gardening without pesticides and offer tips and alternatives.

At 1 pm Neskonlith Education Lead, Iris Jules, will speak on the protection of land, water & Mother Earth.

The CEAS table will include pesticide free signs, pamphlets, pledges, a survey, cards to purchase, and lots of free items. CEAS bakers will also hand out “dandelion cookies” for a unique taste experience, and you will have the opportunity to enter the draw for a basket of goodies.

CALYS will share their plans on the “Pollinator Initiative” planned for Chase. And of course there will be an activity for the kids..

Gulshat Howard and Chase Secondary students, Paris Michel and Geo Horton, will provide face painting.

These students will also teach the kids

how to do the “Bee Waggle Dance.” And the entire family can colour beautiful designs created by a CEAS member.

The process will be sure to motivate and inspire you.

CLP is supporting Earth Day by providing books and prizes for the various events.

Take some time to visit local businesses who are kindly displaying the posters created by Haldane and Chase Secondary students in their windows.

If you can’t join us on Friday, be sure to visit the Chase Library on April 22, from 12-1 to “plant a seed for Earth Day.” You can take your pot home with you or leave it in the library window to grow.

Chase Four Laning Project – Construction and Traffic Updates April 2023 The Ministry of Transportation and Infrastructure project team wishes to provide the public with updates on key project activities, construction, and traffic impacts to keep locals and highway users informed as the project progresses. Highway through traffic

Additional wayfinding signs installed for Shuswap Ave entrance to Chase. Paving will restart this month at area A and then complete remaining throughout the project. Expect short stoppages and single lane alternating traffic with minor delays to accommodate construction activities. Night shift April 13 to shift traffic to eastbound lanes at area A. Highway 1 reduced to 60 km/hr when workers active.

Coburn Street Access Chase Creek Bridge

Blasting continues between 1300h – 1500h or 1900h to 2200h daily. Expect closures of up to 20 mins in both directions along Hwy 1.

Utility installations will continue through April with significant disruptions on Mason & Shepherd and Shepherd & Cottonwood.

Coburn Street access closed. Notice to be provided when reopening will occur.

Chase Creek Bridge deck rehabilitation starts April and will continue through to early June.
