As the statewide membership coalition, the Texas Council on Family Violence (TCFV) represents family violence service providers, for-profit and non-profit agencies, government entities, and individuals dedicated to fulfilling our shared mission of building a safer Texas. Our membership reflects the vast diversity of Texas, with members providing a variety of community-based approaches to preventing and responding to family violence.

As a membership-focused organization, TCFV serves as the unified voice before the Texas legislature on behalf of family violence survivors and service providers to support laws in the movement to end domestic violence. TCFV is firmly committed to serving its members, communities in Texas, and survivors and victims of family violence and their families.

TCFV hosts an array of dynamic signature conferences, regional meetings, e-learning, and in-person training, throughout the year to support the capacity-building of member and non-member programs.

Serving Texas Families

This TCFV Statewide Service Directory includes family violence service providers, Battering Intervention and Prevention Programs (BIPPS), and community partners in Texas. Each listing will include the criteria for each respective agency.

FAMILY VIOLENCE SERVICE PROVIDERS F VSP

The family violence service providers listed in this directory are either TCFV organizational members and/or are funded by the Health and Human Services Commission (HHSC).

In Texas, there are 97 family violence service providers, including TCFV’s 88-member programs. Family violence service providers offer an array of critical no-cost services to family violence survivors and their families, which may include:

Crisis Services

 24/7 emergency shelter and crisis line services

Legal Advocacy

 Protective orders, other civil matter resources, and support in navigating local court systems

 Legal counsel and referrals to pro bono or low-cost attorneys

Support Groups and Counseling

 Individual and group counseling sessions for survivors, children, and youth

HH SC

Advocacy Services

 Safety planning and exploration of economic, legal, and housing options with trained advocates

 Assistance navigating related systems such as Child Protective Services

Transitional Housing

 Free or reduced-rent apartment or rental units for 12-24 months, along with supportive services to heal from trauma and secure permanent housing

HHSC-Funded Family Violence Service Providers: Comprehensive Services

Of the 97 family violence service providers in Texas, 83 programs receive funding from HHSC (72 shelters, 7 nonresidential centers, and 4 standalone special nonresidential projects). These programs must provide comprehensive services to survivors, as outlined in the Texas Administrative Code (TAC), as well as follow a detailed survivor-centered set of regulations.

BATTERING INTERVENTION & PREVENTION PROGRAMS (BIPP s ) BIPP

TCFV provides technical assistance, oversight, and training to accredited and funded Battering Intervention and Prevention Programs (BIPPs). The BIPP providers listed in this directory are funded by the Texas Department of Criminal Justice Community Justice Assistance Division (TDCJCJAD) and/or are TCFV members.

Texas law provides that a court may require certain individuals to attend and complete a BIPP which has been accredited under CCP Article 42.141. Courts who opt to order BIPP are required to refer to accredited programs. The program or professional must comply with TDCJ-CJAD guidelines, including:

 Complete 25 battering intervention training hours and 15 family violence training hours

 Conduct Federal and State Criminal Background Checks

 Provide at least 36 hours of group intervention, with a minimum of 18 weeks

 Promote the safety of victims, and hold offenders accountable by directly challenging, educating, and addressing the attitudes, beliefs, and entitlements that contribute to their violent behavior

BIPP providers utilize a curriculum based on an intervention model recognizing intimate partner abuse as resulting from choices where one person systematically uses tactics of coercive control and violence to maintain power and control over the other. In doing so, BIPPs place the responsibility for behavioral change upon each offender to foster non-violent behaviors in relationships.
