Bainham Rural Women’s Children’s Christmas Tree Party is a long-running tradition in the Aorere Valley, but the modern pandemic meant that the celebrations were a little different this year.

Last Saturday, rather than celebrating Christmas with the usual big Bainham bash, each child, along with any siblings, had a personal audience with Santa who handed out

gifts from his grotto deep inside Bainham Hall.

President of Bainham Rural Women Carolyn McLellan says the special arrangements were necessary because of Covid restrictions.

“It’s been a huge undertaking.”

That undertaking included creating a “wonderful Santa’s grotto” and turning the Hall into a “fairy wonderland” which required the hall to be blacked-out.

Santa and his hard-working elves put in a long shift on Saturday as the stream of excited children passed through the grotto from 12pm to well into the evening. Understandably there were some very tired looking elves at the end of the day.

Underlining the strong family ties to the event, there were four generations of Blackadders at the celebration this year.

For the children, the special day is a real treat; Bainham Santa is an extremely generous gentleman, thanks to the thousands of dollars raised earlier in the year by the local branch of Rural Women - all of which is spent on Christmas presents for the children.

Carolyn says her team pulled out all the stops to ensure the children didn’t miss out on their special day. “Our members did a wonderful job.”

Enjoy your flying toys this summer but stay away from power lines Drones, model aircrafts and kites make great Christmas presents, but if you aren’t familiar with the rules of flying there is potential for things to go very wrong.

We want everyone to enjoy their unmanned aircraft this summer and we also want everyone to be safe, especially when around electricity. Flying drones, model aircraft and kites close to power lines can quickly ruin the fun and put people and property at risk.

Model aircrafts, kites or drones touching power lines or equipment can risk causing a flashover, explosion, fire or electrocution.

Flying too close to power lines won’t just damage your aircraft, it can ruin Christmas for those affected by the risk of a power cut.

Remember, judging distance from the ground or via an onboard camera is difficult and it does not provide an accurate measurement.

Here’s what you need to do to help you stay safe: z

Fly drones and model craft in clear, calm weather when it is easier to see them and keep them under control

Only fly your aircraft during daylight hours

Momoti Karutakea succeeded in earning the Collingwood Area School Dux award for 2021. Following on the heels of attaining the Pacifica Entrance Scholarship, she is genuinely humble about both.

Achieving an Excellence in Maths, which seemed to surprise her, Momoti confessed, “I don’t really like Maths.” She achieved Merits in Chemistry, Biology and Earth and Space Science. The latter is her main passion due to the relevance of global warming to her home island, Kiribati.

She was inspired by science teacher Gary Lewis before he passed away recently. “I was interested in Science, but when he taught me it made me more interested.”

Her other achievements include Physics levels one and two, which she didn’t actually take this year. But Sports is a favourite for Momoti. She plays volleyball, netball, basketball – all for school teams – and loves tramping. She achieved Outdoor Education to a University Entrance level.

The transition to life in New Zealand from her previous life in Kiribati hasn’t all been easy though. At first Momoti struggled.

“Speaking English, I couldn’t understand anything they said and couldn’t understand the accents. But now it’s all good.”

was too hard, with NCEA levels and her struggles with English, so Momoti repeated year 10, which helped her to understand the system.

The contrasts were huge, “In Kiribati we learned English, whereas here English is about film and really interesting stuff.”

While living with her family of origin in Kiribati, Momoti attended school on another island. There she earned a scholarship to attend college in Australia. But her mother told her she was instead going to New Zealand to stay with her aunty. Momoti, her mother and two siblings, had visited during the Christmas holiday period in 2015.

In 2018 Momoti immigrated to live with her aunt and uncle on their farm in Pākawau. They are now her legal parents, having adopted her to make opportunities available. “I couldn’t have studied here otherwise.”

Describing Kiribati, Momoti explained. “It’s right at the equator. It’s a tiny tiny dot on the

map. It’s not even visible on the map it’s so tiny.

It’s a three-hour flight from there to Fiji and then another three hours to New Zealand.”

Due to Covid, the island of Kiribati has closed its borders as it does not have the facilities required for treating people.

During her spare time Momoti enjoys the outdoors, Golden Bay is paradise to her. “I find the hills here very amusing. I like going for a tramp – you can’t do that at home, it’s completely flat.”

Next year Momoti will attend Otago University where she will major in Physiotherapy.

Wanting to give back to her communities, she also wants to take Pacific Island studies. Her aim is to work on Kiribati to help solve some of the climate issues.

Summing up her achievements, Momoti reflected. “For Dux I think it was all Mr Lewis. He was there all the way for me – ever since I got here, until this year.”

Anju joins Bay’s football royalty JO RICHARDS

Anju Ejima has become a lifetime member of Golden Bay Association Football Club (GBAFC).

In making the award, the club committee recognised Anju’s significant contribution Golden Bay football over many years – from playing and coaching to being a member of the committee and serving as club president.

Current president of GBAFC Phil Smith took great pleasure in bestowing the accolade at a recent ceremony.

“Anju is very humble and it was an honour to award him.”

Anju joins a very exclusive club within a club; the only other lifetime member is GBAFC legend Kevin Winter.

Concern over the ability of Golden Bay’s ambulance service to respond in the event of a major Covid-19 outbreak was expressed at last week’s meeting of the Community Board (GBW 17/12).

During the meeting, board member Grant Knowles questioned Nelson Bays Primary Health general manager Charlotte Etheridge about how the Bay’s limited volunteer service would be able to cope with a spike in cases among summer visitors.

Charlotte responded by stating that central resources would be allocated where necessary. “For any Covid positive patients that need to be moved, then we [the regional care hub] will arrange that transport.”

The under-staffing of Tākaka’s ambulance team is highlighted by some key numbers: There are currently five Emergency Medical Technicians (EMTs) and one paramedic who cover 14 shifts per week between them. In addition, four First Responders (FR) are available for the 10-hour day shifts, plus three FRs for the 14-hour night shifts. That is effectively a total of 12 volunteers to run a round-the-clock ambulance service – well below the 30 or so that would be considered optimum.

In practice this means, that for around one-third of the shifts, there is only one person on duty.

The Collingwood ambulance is crewed by a team of four FRs managed by one EMT. Local St John crews are, however, backed up by the Primary Response in Medical Emergencies (PRIME) service which is a jointly commissioned project funded by the Ministry of Health and ACC, and is administered by St John. Using specially trained rural GPs and/or rural nurses, PRIME provides support to crews in remote locations such as Golden Bay where the response time for assistance would otherwise be significant or where additional medical skills are required. PRIME operates an on-call roster system so a specialist doctor or nurse is available 24/7.

Responding to a series of questions posed by The GB Weekly, St John Nelson Bays territory manager Anne-Maree Harris began with a general statement of assurance. “As we move

towards endemic management of Covid-19, St John is well positioned to step forward and provide emergency ambulance services throughout New Zealand.”

Addressing the specific local situation Anne-Maree said: “In terms of our emergency ambulance service in Golden Bay and surrounds, our Tākaka service can operate either as a volunteer transporting ambulance, where they are double-crewed, or a volunteer first response unit, double or single-crewed, while Collingwood operates a volunteer first response unit, and may be single or double-crewed.”

In a scenario where more than one member of a household is in a critical condition, these limitations could present a problem. “Almost all ambulances operated by St John are single stretcher,” said Anne-Maree. “One ambulance officer cannot care for more than one critically ill patient enroute to hospital.”

She explained that St John’s operational procedures ensure full care is provided. “In all cases where a first response unit is dispatched to an incident, another double-crewed transporting ambulance is co-responded. This means that the first response unit can locate quickly and provide immediate care, while awaiting the arrival of the second vehicle.”

Another option, especially in urgent cases is to call out the rescue helicopter, but if the chopper can’t fly, Anne-Maree said there are alternatives. “In the rare occasion where a critically ill patient is unable to be transported by air – less than three percent of the time – an ambulance may be dispatched from Motueka, Richmond or Nelson to meet the patient.”

Given the highly infectious nature of Covid-19, Anne-Maree stressed that all the necessary safety protocols were being followed. “St John ambulance crews are fully vaccinated, routinely wear appropriate personal protective equipment, and use a range of hygiene measures between patients. And there is no requirement for crews to isolate following exposure to a patient with Covid-19.”

As Golden Bay awaits the inevitable arrival of the Delta and Omicron coronavirus variants, local volunteer first responders are, despite the risks involved, ready to support their community.

This new year, could we marshal our brains and passion against a great danger caused by our own doing – the warming of our Earth?

Don’t look to our world leaders, but start this year by looking at yourself. What can I do or do without? Not just paper bags at the supermarket. Can you be determined to minimise your own use of fossil fuels and stop buying new gadgets? Will you buy local, eat locally grown food, etc?

But most importantly, will you make and, with all your heart, support efforts to protect our forests? Our oceans? Oceans are the biggest carbon sink in our world; if they get destroyed by unscrupulous fishing, deep sea mining, and pollution our world will die and all of us with it.

Last Friday afternoon, almost four years after the Tākaka Hill road was severely damaged by ex-tropical cyclone Gita, repairs were finally completed and the highway fully sealed and reopened.

In February 2018, Golden Bay’s long and winding road, that leads to – and from – our doors, suffered numerous slips which temporarily cut the vital transport link until contractors cleared some of the debris.

Andrew Adams, Waka Kotahi NZTA senior project manager says limited traffic movements were quickly re-established in the days and weeks following Gita. “Initially after the storm, the response was to allow essential traffic like the milk tankers and suppliers over the Hill and for people to be able to get to medical appointments in Nelson and Motueka. Getting caravans and boats over the Hill had to be managed carefully with allocated times and convoys in the first few months.”

While trucks with trailers were able to join the convoy a month after the storm, a significant section of the road on the Riwaka side of the Hill was reduced to a single lane with traffic flows controlled by traffic lights.

Much to the frustration of motorists and business owners, the reinstatement of the damaged SH60 proved to be more challenging and time-consuming than first anticipated.

Andrew provides an explanation: “With 15 work sites in total, the first 10 more straightforward sites were tackled in the first two years, with the remaining five more complex and highly

engineered work sites with deep retaining walls designed only after geotechnical investigations and then constructed over the past 18 months.”

The work schedule was affected by a combination of lockdowns, poor weather and engineering issues. “The first Covid-19 shutdown in April 2020 delayed the start on this work and pushed it into the winter months, affecting its final completion date, says Andrew. “The harsh conditions and complexity of work required in these steep gullies have been extremely challenging for the crews. It is very cold in winter on the south side of the Hill.”

Waka Kotahi is in no doubt about the impact the ongoing roadworks had on Golden Bay with drivers forced to wait up to 14 minutes each way at the traffic lights. “We thank everyone who has contributed, as well as residents, business owners, trades people, visitors to Mohua/Golden Bay - who have been patient throughout,” says Andrew.

With the peak holiday season arriving, Andrew reminds all travellers to drive carefully. “There are no median barriers on this route to safely separate oncoming traffic so we ask all drivers to stay alert and keep left.”

The speed limit for the newly-repaired section of highway was set at 30kmph for a few days as work sites are tidied up prior to Christmas. The speed limit will then go to 50kmph until all road-side work is completed. “There will be more tidying up around these work sites in the New Year but it will have a minor impact upon the two-lane traffic,” says Andrew.

Tākaka Hill road: two lanes restored for Christmas

The Tākaka Hill road will be fully open in time for Christmas and the busy summer holiday period.

On Friday 17 December, the traffic light system on the Riwaka side of the hill was switched off and two sealed lanes back in operation after nearly four years of work on this rebuild project, following Cyclone Gita.

Review: Spider-Man: No Way Home

The third and final Spider-Man film from Marvel (in partnership with Sony pictures) has probably reached the pinnacle of a comic book adventure on screen.

It also joins Marvel Comics’ vastly interconnecting world of returning heroes and villains, some who don’t reappear until many years after their subsequent adventure. This would have previously been deemed impossible to realise on film.

Like us all, even actors age. Without recasting hugely popular interpretations of characters, like Willem Dafoe’s Green Goblin (Spider-Man, 2002) and Alfred Molina’s Doctor Octopus (SpiderMan 2, 2004), they would have had to remain as memories from two decades ago.

However, digital “de-ageing” technology now means that almost every villain from the previous seven Spider-Man films, is reprised by the original actors in this tale of the best intentions bringing the worst possible consequences.

Dafoe and Molina are both approaching 70, but their onscreen villainous characters are more vital and deadly than ever, teamed with equally impressive acting talent from the likes of Jamie Foxx, Rhys Ifans and Thomas Haden Church.

Why does any of this matter? Simply put, not only has SpiderMan always had the best villains, but the films have always boasted the greatest thespian talent to bring them to life.

It would be a mistake to think that all this only amounts to ingredients for an interminable costumed punch-up. The appeal of Spider-Man is that he isn’t an infallible, experienced and universally praised champion – merely teenaged Peter Parker trying to deal with paying his rent while occasionally saving the world. Always trying to find the best in everyone, he sees the reappearance of his rogue’s gallery as an opportunity help them. Like him, they have all been the victims of the kind of accidents that can only happen in comics, transforming them against their will into monsters.

Swiftly capturing them all (with the magical assistance of the always-excellent Benedict Cumberbatch’s Doctor Strange), scientifically gifted Parker sets about developing cures.

Unfortunately misplaced trust and youthful naivety is no match for the likes of Dafoe and Molina in full supervillain mode, and when the plan goes disastrously wrong the film’s tone suddenly veers into very dark territory indeed.

It is a welcome shift from the breezy, teenaged shenanigans of the first half, raising the stakes until it becomes very clear that even Spider-Man won’t be able to handle this crisis on his own.

The almost infallible Marvel studios have had a mixed year, introducing lesser-known titles like The Eternals, who haven’t found their way to audiences’ hearts the way The Avengers and friends immediately did.

Spider-Man: No Way Home is a return to the spectacle and silliness these films were founded upon, shored up with smart and witty scripting, and performances of sometimes Shakespearean gravitas from Hollywood’s finest.

The eternally youthful Tom Holland is hanging up his webshooters after this film, completing a trilogy. Many claim he is the most popular of the three actors to play a cinematic Spider-Man. Many years ago a cash-strapped Marvel sold some of its characters to various film studios, and Sony Pictures still jealously guards the Spider-Man brand, which it almost certainly picked up at a bargain price.

The result is that the very uncertain future of “Spidey” on the big screen is another reason to see Spider-Man: No Way Home.

It is not often that a third instalment in a series turns out to be the best one, but that is just one of the many miracles this film weaves.

The real world has been somewhat fraught this year, so let’s escape into the pages of a comic book and have a ridiculous – but ridiculously fun – two-and-a-half hours instead. We’ve all earned it.

The art and science of massage ROSA VOLZ

“Do what you love, and love what you do,” says Bay resident Julia Nazimova of her Russian massage practice.

Testimony to her deep passion for massage and lifelong learning, her massage studio walls are papered with her qualifications in classic body massage, deep-tissue, face-neckshoulder, holistic pulsing, and craniosacral therapy, to name a few.

Julia also brings her own life experience and intuition to her practice.

“I use the classic massage techniques combined with intuitive energy, developed through [my] practice of yoga, aikido and meditation…Aikido [a Japanese martial art] has taught me that a powerful massage is about energy and connection with the body – not about physical strength.

“My preferred style is a combination of eastern and western techniques. For each person it can be different – some require deep-tissue massage, and others deep relaxation and stress relief.”

Julia adopts the approach “that massage is a form of art.

There is no ready-made recipe for everybody. It is important to find the best combination that will work for a given person at a given time.”

A native of Russia, Julia first took an interest in massage when she was based in the Russian Arctic between the ages of seven and 18. It was there she developed a love for downhill skiing, and joined the Russian Junior Olympic ski team as a downhill racer. “Part of our day to day was to learn how to do [Russian massage] to care for ourselves and our team mates.

I was interested, so I went on to receive proper training and certification in St Petersburg.”This has been further augmented by an additional five certifications in New Zealand.

Julia trained in the field of geology and mineralogy and graduated from St Petersburg University with a PhD. Her 30-plus years’ experience in the field of mineral exploration has seen her specialise in academic research and detailed explorations for platinum and gold deposits all over the world, including Russia, New Zealand, Canada, Australia, South Africa and Guyana.

In 2010, Julia and her family moved to New Zealand and settled in the Bay, “the best place in the world.” In 2016, she started to work formally as a massage therapist.

Julia makes a connection between her two careers: “[When I am massaging] “my PhD mind is always looking for creative style to find the balance between classic, holistic or combination – it is always changing.”

Julia attracts clients of all ages and walks of life, and with a variety of needs. “Sportsmen after a hard day training. Elderly people who need to keep themselves going and feeling active.

Equally, she believes that massage is a great preventative measure, and likens regular massage to maintaining a car.

“Give the body a regular service…it is much easier to prevent a problem than to deal with it when the issue has compounded.

My mother is 86 years old, and believes that it is massage that allows her to walk five kilometres daily without pain.”

School says goodbye to teaching trio ANITA PETERS

At the final assembly of the year for Motupipi School, cards, gifts, praises and hugs were bestowed upon three special staff members leaving the school and the Bay. Lynnette Edwards has been involved with the school for 30 years in many roles, including parent help, cleaner, gardener and teacher aide, and was described by principal Lisa Malones simply as “phenomenal.”

Amanda Thompson, a volunteer for five years, and then a teacher aide for the past two, has been “invaluable” said Lisa, particularly with her help assisting new entrants and their whānau.

And Thomas McArthur, otherwise known as “Mr M”, a teacher at the school for the past five years, was described in a string of accolades borrowed from his own rich vocabulary, “tremendous, hilarious, outrageous, mind-blowing, astounding and sensational.”

Unfortunately, parents were unable to attend the end-of-year assembly due to Covid restrictions. For a school that embraces the philosophy of family and community inclusion, they were missed, particularly by the year 6 students at their last primary school occasion before starting high school. Those students had attended a special farewell dinner earlier in the week, but were also given a rousing rendition of Utaina by the rest of the school as they made their “walk of honour” out of the Motupipi Hall.

Lisa described the farewell assembly as more like a “celebration.”

While the loss of the three staff members will clearly be deeply felt, Lisa is looking to the future with positivity.

“Change can be scary but it can also be a good thing,” she said. “It’s an exciting time for the school. Things turn out the way they’re meant to.”

Most of us have a to-do list to tick off before Christmas.

Farmers do as well, although some items may be different.

Drenching lambs and dipping sheep is high on our list. Often we put ourselves and others under unnecessary pressure with “to-dos” that really don’t need to be done by 25 December, but the warm damp weather we have experienced recently is ideal for both internal and external parasite development so protecting our stock makes a happier Christmas for both man and animal.

Calf marking is on the list. The spring-born calves must be identified with NAIT tags (National Animal Identification Tag) as well as a farm ear mark. They are also vaccinated against Clostridial diseases, and males are castrated. Calves are still on the cows and growing well so this job is easier when not left too late and is good to be ticked off by Christmas.

We don’t bale hay or make silage but harvesting surplus grass is definitely on many farm lists come late December. Dairy farmers usually put the bulls out with cows about now so AI technicians are down to a short run. Shearers are on a busy run though as most ewes are shorn after weaning, so Christmas comes in the middle of main shearing season.

Our sheep and beef “discussion group” have an end-of-year gathering. It’s good to get together to catch up after spring when we are all busy. The Rural Service Centre generously provides the pre-Christmas BBQ and one our group provides the venue. This time we all enjoyed a windy visit to our northern neighbours at Nguroa. A major topic of conversation was around the important decision of what everyone is doing with lambs this year. When to wean? Selling store or holding on to grow more before sending them to the works? Lamb sales are our biggest income for the year and the decisions depend on how much grass we have and the price at the works. The works schedule is out of our control and hard to predict. The

Then there are normal pre-Christmas things like getting a Christmas tree. We are fortunate to have young wilding pines to remove so with a saw and ute we have the tree home, standing in an old drench container, tied up with baling twine.

It’s surprising how much bigger they look in the lounge than in the paddock.

And planning our Christmas menu. We are blessed with a great choice of home-grown meat in our freezer and vegetables in the garden. We look forward to a feast with family and friends and often after-dinner clay bird shooting. Again we are fortunate to have place and space for that.

A friend commented how different dinner table topics in rural homes are compared to non-rural. Questions about how the mating is going, discussions on fly blow or faecal egg counts, conversations on cow condition, grass growth, lamb weights and, inevitably, the weather.

On Christmas Day farmers do still have jobs to do and dairy farmers are up early to milk cows. I will head off on my normal routine of feeding chooks, lambs and calf, and milking my house cow. I have weaned most of my pet lambs but three funny little fellows that have just not grown are still on bottles. There’s “Scabby”, “Shrivelled ears” and “Wether-bo”(who was “Rambo” before docking happened). As I do my ordinary daily jobs I think of that extraordinary first Christmas. Someone must have been caring for animals in that stable too. As a sheep farmer I wonder about those shepherds long ago and their wonder at seeing angels in the night and being among the first to see that special baby whose birth we still celebrate at Christmas today. With the pre-25 December to-do list-ticking it can be easy to overlook the reason for this season. May readers have a wonderful Christmas full of the wonder of Christmas.

Rural firefighter urges property owners to reduce risks RONNIE SHORT

Erik Wardrop, the deputy controller of the Wainui Voluntary Rural Fire Brigade, has important information to share. With many years of firefighting experience, his message is clear: Reduction.

Reducing fire-spreading hazards is key to avoiding total devastation of your home.

Specific preventative measures can be undertaken to reduce that risk.

Erik advises storing the bulk of winter firewood at least 10 metres from the house.

Keeping trees at bay and clearing long grass can also help.

“With all the rain we’ve been having, the grass grows long, then when it dries out it can potentially act as a fuse,” says Erik.

Sparks can ignite dry debris in gutters, and flames then travel up into the roof space, devastating an entire building.

“Access to properties is a really big one,” says Erik, “and is often overlooked.” He recommends viewing the Fire and Emergency New Zealand website for further information on reduction.

Prior to joining the Wainui Fire Brigade (WVRFB), Eric was involved in firefighting through his work in the forestry industry. He trained in firefighting as part of his silviculture work programme. Forestry workers were often called up to help out with larger fires in Marlborough, Christchurch and even Great Barrier Island. Erik had also attended enormous fires in Victoria and Tasmania as part of the forestry fire crew.

Erik relocated from Nelson to Golden Bay with his wife and child four years ago. The WVRFB was looking for volunteers.

“With a focus on vegetation fires, that’s my skill set, so I signed up.”

Since then he’s served with the crew helping fight the Pigeon Valley fires and large fires in both Canada and New South Wales.

“The experience you gain on those trips is immense,” Erik explained. “Working for Fire and Emergency NZ (FENZ), you go to three or four fires of a few hours or days, but overseas you are fighting the whole time you are there.

Overseas rosters are tight: Australia has 12hour shifts – five days on, one off, another five on and then home.”

Currently a team of six firefighters, the WVRFB is keen for anyone interested in volunteering to make contact. Regular team training days are held once a month on a Sunday. All training for volunteers is provided

by FENZ. “Volunteering means you pick up a lot of skills you can apply to your work/life. There are a range of opportunities, starting with basic firefighting and other related courses designed to build experience and knowledge in the field. If we get more volunteers we can cover all bases,” said Erik.

Giving back to the community is his main reason for volunteering.

“Also, for me, a big part is maintaining that skill set I’ve acquired through my years in forestry, and building on that.”

Assessing hazardous trees and felling them is Erik’s favourite part of his forestry job.

“If I could do that all summer, I’d love it,” said Erik.

Tasman District Council’s decision to go ahead with the Waimea Dam has been given a clean bill of health.

An investigation into decision-making and other processes leading to the construction of the Waimea Dam has concluded that the information provided to council was generally robust, and the decisions were appropriate with no evidence of bias by officers.

Tasman mayor Tim King says councillors and staff who had been accused of bias, incompetence and/or malpractice are now fully exonerated. “The investigation found no evidence of impropriety, hasty or uninformed decision-making or any conflicts of interest.”

Overseen by the independent chair of the Council’s Audit and Risk Committee Graham Naylor, the investigation, which was requested by a number of councillors earlier this year, was undertaken by PJ & Associates.

Not everyone on council is as pleased with the process, or the outcome. A long-term critic of the project, councillor Dean McNamara, believes the inquiry mistakenly took a narrow view and says the district’s elected representatives should have been involved. “The scope of the adopted investigation apparently precluded councillors from having any input. This meant that even questions that should have been answered, were not... Again, further missed opportunity. I think the result was disappointing in terms of providing value-for-money for the ratepayers.”

In receiving the investigation report Tim says that the Waimea Dam was “always going to be a challenging project given its size, multi-benefit scope, public/private ownership, let alone the mix of public and private funding at a national and local level”.

Referring to the findings of the report, Tim acknowledges “…there will be lessons to be learnt that can be applied to future public infrastructure projects and processes and not

just in Tasman,” adding that some learnings are now being acted upon. “It is also pleasing to note that some of the recommendations made in the report are in fact already in place or being developed.”

Council CEO Janine Dowding hopes the report will provide reassurance to those who had genuine concerns. “I never had any doubt that staff had acted with integrity and this report should bring an end to the unpleasant allegations that have been directed toward staff and councillors.”

Janine recognises that further criticism over project budget blow-outs is likely, despite the vindication. “While the investigation does not remove the challenges of the project nor the risk of further cost over-runs, it should provide reassurance that decisions made have been well informed and appropriate.”

The CEO, in accordance with the mayor, also regards the investigation as an opportunity for TDC to learn lessons.

“We fully expected the report to identify improvements and we consider the findings and recommendations entirely appropriate. In particular, the Council’s approach to risk and project management has come a long over the last three years and we continue to work on these areas.”

Dean says the nature of the investigation means that important lessons are unlikely to be learnt. “I voted against the investigation as brought to us by the CEO as I felt it was a missed opportunity to provide maximum benefit for the ratepayer. In my mind, the question that needed answering – much earlier – was whether we had a ‘good as fixed price contract’ as indicated by the staff when we signed off on the dam. If we did, then there was clearly a deliverability issue that needed fixing in order save the ratepayers money. If we did not, then there were other questions that needed answering about how future contracts were managed. This question was excluded from the scope of the investigation as proposed and subsequently adopted.”
