Golden Bay in lockdown

What a difference a day makes. Last Tuesday lunchtime, Takaka’s Commercial Street was open for business and doing steady trade. Less than 24 hours later, with the whole country locked down at Covid-19 Alert Level 4, the road and pavements were all but deserted. With the exception of essential services including the pharmacy, a rural store, a hardware retailer, and two petrol stations, the CBD was effectively closed. Around the Bay it was a similar story with schools and businesses going into forced hibernation. The busiest place in Takaka, by far, was FreshChoice supermarket where a few dozen cars were parked up. Just outside the supermarket’s main entrance, maskedup FreshChoice employee Ian Betts was explaining to a small group of shoppers that they would have to wait until a customer exited the store before anyone else was allowed in. Despite the delay, no-one appeared unduly concerned about the new rule. Just outside of town Golden Bay Community Health (GBCH) had also instigated strict new
protocols. Visitors were being directed to the external window of the reception area before being allowed to enter the building. Opposite the main building two health workers were getting ready to receive the first wave of patients who had booked drive-through Covid tests. Clad in full PPE including plastic overalls, face shield and mask, the medical staff took swabs from patients who remained seated in their vehicles. General manager of GBCH Linzi Birmingham revealed that, by Tuesday afternoon, 52 people had been tested and urged anyone concerned they may be infected to get in touch. “If people are unwell and have respiratory symptoms, ring to book in for a Covid test.” Growing concern about the latest outbreak of the Delta variant may be one of the reasons why Bay residents appear eager to be vaccinated. The latest figures from Nelson Marlborough District Health Board show that, up to Tuesday, Golden Bay clinics have administered a total 2,728 doses of which 927 are second doses. even at Alert Level 4. “Covid vaccinations continue to go well in Golden Bay, 371 people received their first or second dose on Sunday.” And it’s not just the older generations lining up for the jab. “Included in that number, we are starting to see the younger age group, 12 to 15, who are able to attend with their parents.” As Golden Bay is classed as a rural area, anyone 12 years and over can receive a Covid vaccination, but Linzi suggests that, rather than just turn up with the kids, parents go through the regular procedure. “Being a satellite clinic, we ask that parents book their 12- to15-year-olds in so we know how many vaccines are needed.” Taking an overall view of the situation Emergency Management Golden Bay (EMGB) local controller Sara Chapman said her team was in regular contact with regional HQ. “At this time, we are in daily phone conferences with Nelson Tasman EM.” She explained the organisation’s main purpose during lockdown. “The focus is safeguarding essential services and staying... Tasman District Council (TDC) is adamant that consultation with the community remains an essential part of an informed decision-making process regarding its involvement in the Government’s Three Waters Reforms. The issue of public consultation on this controversial issue was discussed at this month’s meeting of the Golden Bay Community Board (GBW 13/8), at which the following resolution was drafted: “That the Golden Bay Community Board requests the Tasman District Council undertake public consultation from Tasman District residents prior to making any decision to opt in or out of the Three Waters proposal.” Tasman District mayor Tim King explained that Council is still working to gain a clear understanding on what the proposed reforms will mean for Tasman, based on the information provided by the Government to date. At this stage, Council has agreed to continue engagement with the Department of Internal Affairs (DIA) to assess its options. More information is coming: A report was presented to Council on 12 August with a second report due next month. Tim anticipates the reforms would have significant implications for TDC and the community, not only about who provides the services, but also what local input or influence will drive future investment decisions and costs. And he believes a number of questions still needed to be addressed before worthwhile feedback can be provided to Government. These included clarification of standards to be set and enforced by Taumata Arowai, central government’s new drinking water regulator. “It’s important that we make a fullyinformed decision as to whether we will remain in or opt out of the proposed reforms, should that choice be available,” said Tim. Based on feedback received so far, Tim pointed out that TDC shared a number of concerns with the community, particularly around potential loss of asset ownership, decisions that will be made outside the region without local knowledge, and whether the forecast efficiencies and costsavings will be realised. “To ensure we are advocating strongly for the Tasman community’s best interest, there needs to be an opportunity to sufficiently engage with residents and seek feedback on how the reforms may affect them,” said Tim. “As things stand currently, any decision of this significance needs to undergo a...
