The Bantay Kapayapaan NewsMagazine is the official publication of the 93rd Infantry (Bantay Kapayapaan) Battalion, 8th Infantry Division, Philippine Army. It is published semi-annually by the 93IB through the Civil Militay Operations, Bn S7, Headquarters 93rd Infantry Battalion, Brgy. Aguiting, Kananga, Leyte. It contains news articles and photos regarding the accomplisments and other significant events happening inside the Area of Responsibilities of the 93IB. The publication is approved for public release. It is distributed to the selected units of the Armed Forces of the Philippines and different partner stakeholders.

FOREWORD
This Tour of Duty Report highlights the leadership journey of LIEUTENANT COLONEL CHARLIE L SACLOT INF (GSC), PA, during his tenure as the 5th Battalion Commander of the 93rd Infantry “Bantay Kapayapaan” Battalion. For a period of two years since his assumption of command on 29 June 2023, Lieutenant Colonel Saclot’s dedication and leadership significantly contributed to sustaining peace and preventing the resurgence of CTG activity in the area of operations, which covers two provinces and a total of forty municipalities.
His extensive expertise in intelligence and focused military operations led to several accomplishments by the unit, greatly contributing to the overall success of the 8ID mission. Lieutenant Colonel Saclot’s competence in TRIAD operations was shaped by his previous assignments and designations. His efficient and effective use of manpower and resources was evident in his strategic deployment of Alfa, Bravo, and Charlie Companies to key focus areas. This approach limited the enemy’s mobility corridors within the municipalities of Burauen, Jaro, and Carigara in Leyte, which later resulted in several successful enemy engagements.
Furthermore, the sustained low insurgency rate in the unit’s area of operations can be attributed to the cooperation of local government units and other stakeholders in the provinces of Leyte and Biliran. The unit’s continued engagement with the civilian sector contributed to a series of declarations of stable internal peace and security conditions within the area of responsibility.

On behalf of the 8th Infantry (Stormtroopers) Division, I extend my highest commendation and heartfelt appreciation to LTC CHARLIE L SACLOT GSC (INF) PA as he concludes his exemplary tenure as Commanding Officer of the 93rd Infantry (Bantay Kapayapaan) Battalion.
During his tour of duty, LTC SACLOT led the unit with strategic vision, operational competence, and a deep sense of duty. His effective conduct of intelligence-driven operations and focused military campaigns significantly weakened the enemy’s influence and dismantled their networks in Leyte and Biliran. These efforts greatly contributed to the overall success of the campaign to defeat IC LEVOX and prevent enemy resurgence.
LTC SACLOT likewise championed the battalion’s role in Civil-Military Operations. Through strong inter-agency collaboration and community engagement, the unit supported sustainable peace efforts and facilitated the reintegration of former rebels under the E-CLIP program. His leadership saw the implementation of livelihood, infrastructure, and stakeholder-centered initiatives that empowered local communities.
Moreover, he placed high value on troop welfare and development—spearheading improvements in facilities, logistics, and morale programs, while ensuring that personnel received timely recognition, promotions, and support. Under his command, 93IB also earned the Gold Trailblazer Award under the Army Governance Pathway—reflecting a culture of excellence, transparency, and accountability.
As he relinquishes command, LTC SACLOT leaves behind a unit that is missionready, community-anchored, and professionally led. His legacy of service, dedication, and leadership will continue to inspire the men and women of 93IB and the wider Stormtroopers Division.

It has been an honor to have worked with LTC CHARLIE L SACLOT INF (GSC) PA -- a highly competent, dedicated, passionate, and hardworking military leader under my command for more than two years.
I was never wrong in recommending you for your position. I know that your years of leadership experience leading your men in combat operations, coupled with military training and education, made you the best choice for Commanding the 93IB.
As your Brigade Commander, I am proud of your competent leadership, which has led to various operational accomplishments in safeguarding internal security in the provinces of Leyte and Biliran.
The 93rd Infantry (Bantay Kapayapaan) Battalion has displayed excellence in combat operations, civil-military operations, and intelligence operations as you gained various significant accomplishments that greatly contributed to the eradication of the NPA in your Area of Operations.
These accomplishments resulted in the declaration of 20 Local Government Units as insurgency-free in the provinces of Leyte and Biliran.
We still have a long way ahead to address the internal security threats in our AOR but with the strong and consistent support of our partner stakeholders and the community, I have faith that we will be victorious in the end.
As your stint as the Commanding Officer of 93IB ends, I want to congratulate you for your excellent leadership.

After two fulfilling years of service as the Battalion Commander, I now bid farewell to this proud unit with a deep sense of honor, humility, and immense gratitude. As I transition to assume new responsibilities in another unit, I take with me not only the valuable experiences but also the enduring camaraderie and lessons that have shaped me both as a leader and as a soldier.
To the officers, enlisted personnel, and CAAs of this battalion — thank you. Your unwavering commitment, steadfast professionalism, and unrelenting pursuit of excellence were instrumental in the many milestones we achieved together. You have exemplified what it means to serve with integrity and purpose, and I am truly proud to have led such an exceptional team.
As you continue your journey under new leadership, I urge you to remain united and dedicated in your service. Give your full support to your incoming commander as you have given me. Leadership may change, but our mission and values remain constant — to serve the people and secure the land with courage, honor, and dedication.
I would also like to extend my deepest appreciation to the Commander of the 8th Infantry Division and the Commander of 802nd Infantry Brigade for the unwavering support, strategic guidance, and trust accorded to our unit. Your continuing trust and confidence empowered us to overcome challenges and accomplish our mission with success and distinction.
To our stakeholders both in the LGUs and NGAs — thank you for your continued participation, collaboration, and support. OF COMMAND ASSUMPTION
The 93rd Infantry “Bantay Kapayapaan” Battalion conducted its 5th Change of Command Ceremony on 29 June 2023 at Headquarters, 93rd Infantry Battalion, Brgy. Aguiting, Kananga, Leyte. The event was presided over by MAJOR GENERAL CAMILO Z. LIGAYO, Commander of the 8th Infantry “Stormtroopers” Division, Philippine Army.
The unit color was formally turned over by the outgoing Battalion Commander, LIEUTENANT COLONEL ARNOLD D. LOZADA, to LIEUTENANT COLONEL CHARLIE L. SACLOT, the newly installed Battalion Commander of the 93IB.
LIEUTENANT COLONEL LOZADA submitted his Tour of Duty Report to MAJOR GENERAL LIGAYO. Following this, he expressed his appreciation to all Bantay Kapayapaan troopers for their sacrifices, cooperation, and discipline, which he said had made his job easier. He emphasized his gratitude by stating that the unit’s accomplishments and successes would not have been possible without the hard work, perseverance, and commitment of the 93IB personnel.
Succeeding LIEUTENANT COLONEL LOZADA was Lieutenant Colonel Saclot. In his assumption speech, he expressed how honored he was to be designated as the Acting Commanding Officer of the 93rd Infantry “Bantay Kapayapaan” Battalion. He described it as
one of the pinnacles of his military career—a privilege that comes with great responsibility. He swore before everyone present that he would perform his duties and responsibilities to the best of his ability. He thanked Major General Ligayo for trusting in his capability as both an officer and a leader. Confident in the competence and skills of the troops he would be leading, he expressed eagerness to work with them in the days ahead.
LIEUTENANT COLONEL SACLOT then introduced MAJOR GENERAL LIGAYO as the Guest of Honor and Speaker. In his remarks, Major General Ligayo acknowledged LIEUTENANT COLONEL LOZADA’S two-year stint as a job well done and warmly welcomed Lieutenant COLONEL SACLOT as the new Battalion Commander. He assured the troops of his full confidence in LIEUTENANT COLONEL SACLOT and emphasized that his leadership and command ability would be instrumental in shaping the future of the unit.
He concluded his message with a quote from Mario Andretti: “Desire is the key to motivation, but it is determination and commitment to an unrelenting pursuit of your goal—a commitment to excellence— that will enable you to attain the success you seek.”
IMPLAN’s
MISSION
93rd Infantry Battalion conducts PLEDS Operations to deter the remnants of P2, IC LEVOX from resurgence in support to the JTG TANDAYA total victory against the IC LEVOX NLT 30 September 2023; sustain security, ensure stability, and attain unity and reconciliation towards lasting peace and development in the Provinces of Biliran and Leyte.
KEY TASK
1. Prevent CTG recruitment through Preventing and Countering Radicalization and Violent Extremism (PCRVE);
2. Deny the CTG of financial and logistical resources through effective RCO;
3. Neutralize key leaders, finance officers, and other high-value individuals (HVIs) of SRC Levox;
4. Neutralize the Key Leaders of WA and coopt SFOs and CAMOs;
5. Destroy P2;
6. Deter CTG from violating the International Humanitarian Law (IHL);
7. Prevent P2, SRC Levox from recovering.
CONCEPT OF OPERATIONS
The Battalion IMPLAN “PAGLAMBO” was issued by this unit on 01 June 2023 and remained in effect until 30 September 2023. During its implementation, the battalion covered the areas of Leyte and Biliran in support of stability mechanism operations under the IO Plan “Tandaya Expedition” of Joint Task Group (JTG) Tandaya. The said IMPLAN was crafted to destroy the remnants of P2, IC, and LEVOX and prevent their resurgence, in order to support JTG Tandaya’s pursuit of total victory against the Island Committee LEVOX.
During the covered period, 93IB focused on redirecting nine CTG-Affected Mass Organizations (CAMOs) and co-opting and/or rendering ineffective the three Sectoral Front Organizations (SFOs) within the unit’s area of responsibility.
With the battalion’s successful completion of its mandate with the previous IMPLAN, through the dismantling Platoon 2 of IC47 CN: LEVOX, EVRPC, the Battalion crafted IMPLAN “PAGLAMBO II” to support the Bde IMPLAN “SOUTHERN STORM” last 26 January 2024; this aimed to decimate the remnants of Platoon 2, IC LEVOX, and destroy Squad 2 of Platoon 1, IC LEVOX, Sub-Regional Committee “LEVOX.”
MISSION
The 93rd Infantry (Bantay Kapayapaan) Battalion, as the 802nd Brigade’s SE3, was tasked to conduct intensified PLEDS operations to decimate the remnants of P2, IC LEVOX, and destroy Squad 2 of P1, IC LEVOX not later than 30 June 2024. This mission aimed to prevent their resurgence, contribute to the total defeat of IC LEVOX, and sustain security and stability in order to achieve peaceful, developmentready, and CTG-inhospitable communities in the provinces of Leyte and Biliran.
KEY TASK
1. Decimate remnants of P2, IC LEVOX;
2. Destroy Squad 2, P1, IC LEVOX when in AO;
3. Neutralize CTG cadre/leadership and other High-Value Individuals (HVIs);
4. Fully profile CTG personalities;
5. Identify CTG propaganda personalities, discredit their narratives, neutralize their machineries, and expose CTG HR/IHL violations;
6. Intensify Resource Control Operations;
7. Sustain the gains in cleared barangays by ensuring complete and functioning ITDS as a component of IACPSS, and prevent CTG recruitment;
8. Declaration of Stable Internal Peace and Security Condition (SIPC);
9. Intensify local peace engagements (LPE) through the FReE Families Program;
10. Maximize the involvement of Community Defense Centers (CDCs) in the Battalion’s campaign.
CONCEPT OF OPERATIONS
IMPLAN PAGLAMBO II’s OPERATIONAL DESIGN
Scheme of Manuever of IMPLAN PAGLAMBO II
PAGLAMBO II utilized four (4) Infantry Companies and one (1) platoon of Scout Platoon.
One (1) Infantry Company was employed as the Main Effort (ME), tasked to conduct Internal Security Operations (ISO) to decimate the remnants of P2, IC LEVOX at the pre-designated Engagement Area (EA) not later than 30 June 2024. The company was also deployed to conduct MCSST in pre-designated barangays within the given timeline to elevate the status of POs and to deny the CTG their means of resource generation, recruitment, and recovery in cleared areas.
One (1) Infantry Company was utilized as Supporting Effort 1 (SE1), tasked to conduct ISO to decimate the remnants of P2, IC LEVOX at the pre-designated EA not later than 30 June 2024. They were likewise deployed as MCSST in pre-designated barangays within the same timeline to elevate the status of POs and deny CTG their resource generation. The unit was also instructed to establish Forward Operating Detachments (FODs) in the municipalities of Burauen and Albuera to prevent Squad 2, Platoon 1, IC LEVOX from crossing into our area of operations and to push the enemy toward the 14IB containment area. The mission of SE1 is to destroy Squad 2, Platoon 1, IC LEVOX when in the AO, deny CTG recruitment, prevent CTG recovery in cleared areas, and participate in the implementation of IO Plan “Tandaya Expedition.”
One (1) Infantry Company was designated as Supporting Effort 2 (SE2), tasked to conduct ISO to decimate the remnants of P2, IC LEVOX at the pre-designated EA not later than 30 June 2024. The same unit was also deployed as MCSST in pre-designated barangays within the given timeline to elevate the status of POs and deny the CTG their resource generation. In addition, they were tasked to provide two (2) platoons under OPCON to 63IB effective 03 February
2024. Their mission is to deny CTG recruitment, prevent CTG recovery in cleared areas, and participate in the implementation of IO Plan “Tandaya Expedition.”
One (1) Infantry Company was tasked as Supporting Effort 3 (SE3) to direct all PBs in the AO to conduct regular patrols, deny CTG recruitment, prevent CTG recovery in cleared areas, and participate in the implementation of JTG IO Plan “Tandaya Expedition.”
One (1) platoon from the Scout Platoon was tasked as Reserve, with the mission to conduct strike operations and Focused Military Operations (FMO) upon orders.
The Battalion IMPLAN “HULING YUGTO,” aligned with Bde IMPLAN “PANGMANWA,” aims to decimate Squad 2 of Platoon 1, IC LEVOX, SubRegional Committee “LEVOX.” The battalion will conduct Security and Stability Operations (SASO) not later than 15 July 2025 to prevent their resurgence. This operation will contribute to the total defeat of IC LEVOX, sustain security and stability, and support the development of peaceful and CTG-inhospitable communities in the provinces of Leyte and Biliran.
MISSION
93rd Infantry (Bantay Kapayapaan) Battalion, as 802nd IBDE SE1, conducts Security and Stability Operations (SASO) to decimate Squad 2, P1, IC LEVOX NLT 30 April 2025, in order to prevent their resurgence that will contribute to the total defeat against IC LEVOX while transitioning forces and efforts towards Territorial Defense Operations (TDO).
KEY TASK
1. Neutralize remnants of P2 and decimate IC LEVOX and decimate Squad 2, P1 NLT 31 March 2025;
2. Facilitate the declaration of SIPSC over the remaining municipalities in the AO and the Province of Leyte;
3. Intensify RCO focusing on identification and suppression of remaining extortion activities of CTGs;
4. Identify primary and alternate defensive positions along coastal
areas of Palompon to Ormoc to Baybay;
5. Identify alternate defensive positions at Kananga-Capoocan Highway and Mount Amindawen Complex;
6. Coordinate with EDC, VISPET Oil Depot and administrators of water dams for security contingency plans for Phase 2 and Phase 3;
7. Support 82MICO in their conduct of SSIs to critical infrastructures and identification of possible UFW personalities and activities.
CONCEPT OF OPERATIONS
SIGNIFICANT ACCOMPLISHMENTS
INTELLIGENCE
FOOD CACHE HIDDEN BY THE CTGs
One team composed of intelligence operatives from this unit, led by Staff Sergeant Godofredo B. Capatoy III (MI) PA, discovered a food cache left by suspected CTGs in Sitio Kandakay, Brgy. Tagadtaran, Burauen, Leyte, on February 10, 2024. The hidden food cache contained: 2 packs of misua, 6 pieces of Lucky Me noodles, 6 pieces of pancit canton, 7 packs of odong, 1 liter of soy sauce, 1 liter of cooking oil, 1 dozen Great Taste coffee sachets, 1 dozen Great Taste choco sachets, 9 cans of sardines, 8 cans of corned beef, 2 cans of beef loaf, and 30 kilos of rice stored inside a Wilkins water jug.
The successful discovery of the enemy’s food cache positively impacts the unit’s focused military efforts, as it weakens the enemy’s ability to sustain themselves.
DISCOVERY OF ABANDONED ENEMY HIDEOUT
One section of the Scout Platoon and one team of intelligence operatives from this unit, led by 1LT Crispin G. Valencia (INF) PA, conducted an intel-driven strike operation in the vicinity of Brgy. Buenavista, Burauen, Leyte, on July 23, 2024. This operation resulted in the discovery of an abandoned enemy hideout located in a cave, which included running trenches, one comfort room, one guard post, and a main bunkhouse with an estimated area of approximately 35 meters in length and 3 meters in depth, capable of accommodating around 15 persons.
In addition, several recovered items were discovered in the enemy hideout, namely: 150 rounds of 5.56mm ammunition, 1 round of .30 caliber ammunition, 3 rounds of .45 caliber ammunition, 1 improvised stove, 1 butane canister, 1 dextrose, 1 medical kit with assorted medicines, 1 rope (5 meters), 2 backpacks, half a sack of korot (wild yam), assorted clothes, 1 tumbler, 2 power banks, half a meter of electrical wire, a hammock, a bolo, a pair of slippers, a PNP T-shirt with the name “Mendz,” and a sim card from Touch Mobile.
The discovered enemy hideout is believed to have been occupied by merged members of Squad 2, Platoon 1, IC LEVOX, led by Alyas Matus, and the remnants of the dismantled Platoon 2, IC LEVOX, led by Alyas Tibor. However, the success of the operation can be credited to the reports from concerned citizens within the barangay, proving that the residents of Burauen, Leyte, are cooperative with the government and are CTG inhospitable.
SURRENDER OF ALYAS RANGER
The 2nd Company of the 8CMO Battalion and the 93rd Infantry Battalion jointly conducted Local Peace Engagements, which led to the voluntary surrender of Soledor Garrido Tugonon, alias “Ranger,” on October 26, 2024, at 9:00 AM in Purok 6, Barangay Milagro, Ormoc City, Leyte. Along with his surrender, he turned over one (1) shotgun with a defaced serial number and three (3) rifle grenades.
The successful surrender was attributed to the relentless efforts and continuous dialogue with the families of former rebels, as well as the effective implementation of the E-FREE Families Program of the 802nd Brigade. This initiative aligns with the Brigade’s support for the Division Campaign Plan on sustainment operations, as it actively preempts potential incursions by remnants of IC LEVOX attempting to recover previously cleared areas within the brigade’s area of operation.
2025
JOINT OPERATIONS
A joint strike operation with the 14th Infantry Battalion, led by Second Lieutenant Carissa M. Dadea (INF) PA and Second Lieutenant Roger Jaime B. Ramos (MI) PA, resulted in the discovery of a CTG armed cache containing One (1) M60 automatic weapon, One (1) M14 rifle, and One (1) M16 rifle within the vicinity of Barangay Mahilom, Hindang, Leyte, on January 11, 2025.
This achievement was the result of continuous communication and coordination with former rebels, now commonly known as the “friends rescued.” In fact, it was Janel Fuentes, Alyas Dodong, who revealed the existence of a hidden armed cache between San Antonio, Hilongos, and Mahilom, Hindang. This information was affirmed and attested by Jimmelyn Malinao, Alyas Mitch, who disclosed that she accompanied Janet Darantinao, Alyas Mera, and her husband Arnulfo Opo, Alyas Resty, when they buried the said arms. When Janet Darantinao, Alyas Mera, was consulted regarding the veracity of the information, she confirmed the facts, gave a specific description of the cache’s location, and offered to serve as a guide to precisely locate the armed cache.
RECOVERED WAR MATERIALS
The intel-driven strike operation led by Second Lieutenant Roger Jaime B. Ramos and conducted by this unit on February 26, 2025, at Sitio Mawalo, Barangay Buenavista, Burauen, Leyte, resulted in the recovery of an armed cache that had been buried since May 2024. The recovered cache contained war materials including 1 M16 rifle with a defaced serial number, 1 M16 magazine, and 28 rounds of ammunition.
The success of the operation can be largely attributed to the effective implementation of the unit’s Project LEVOX, as well as the relentless engagement and communication with former contacts of former rebels in the area of operations. The recovered firearm was confirmed to have been formerly issued to Juanity Dumpi Jr., Alyas Rezan, prior to his surrender to the 14IB in 2024.
OPERATION BSKE 2023
BARANGAY AND SANGGUNIANG KABATAAN ELECTION
The massive deployment of Bantay Kapayapaan troopers helped keep the Barangay and Sangguniang Kabataan Elections (BSKE) in the provinces of Leyte and Biliran peaceful on October 30, 2023.
The deployment of troops to the municipalities within the 93IB area of operation greatly contributed to the decrease in electionrelated killings. The presence of uniformed personnel assured residents of each community of a safe and fair election.
Joint AFP-PNP-COMELEC checkpoints were also conducted, preventing vote-buying and violent activities. Power monitoring, updates on mobile network connectivity within the provinces, and the mobile delivery of election forms and supplies were closely supervised to ensure a clean and proper election—not just for the candidates but also for the voters.
The 93IB exerted its utmost effort to encourage every citizen to exercise their rights and vote freely without coercion or intimidation. After all, a safe, just, and clean election is essential for a progressive province to prosper.
DISMANTLING
OF P2, IC, LEVOX
Operations have led to the affirmation of the declaration of Platoon 2 of Island Committee 47, Code Name: LEVOX, as dismantled by the National Joint Peace and Security Coordinating Council on the stated date.
This achievement was the result of the unit’s rigorous and intensified development support and security operations, conducted in accordance with the higher units’ operational guidance and directives. To finally dismantle P2, IC LEVOX, EVRPC, and ultimately bring genuine and lasting peace to the provinces of Leyte and Biliran, the battalion implemented a series of combined TRIAD operations and Enhanced Community Support Programs (E-CSP).
The CSP facilitated more inclusive and active participation and commitment from various stakeholders, particularly the LGUs with jurisdiction over the KKER barangays in the unit’s area of operation. These efforts resulted in the clearing of 25 KKER barangays, composed of five (5) barangays in Ormoc City, eight (8) barangays in the Municipality of Carigara, two (2) barangays in the Municipality of Capoocan, seven (7) barangays in the Municipality of Kananga, and one (1) barangay in the Municipality of Capoocan, all within the 4th Congressional District of Leyte and the 2nd Congressional District of Leyte.
The parameters of Joint Letter Directive III (JLD 3) served as the basis for the dismantling of the guerrilla front, whereby all five parameters for dismantling P2, IC47 CN LEVOX, EVRPC were satisfied and met. In fact, these 25 KKER barangays were validated by the Area Clearing Validation Board (ACVB) on 10 November 2022, 17 March 2023, and 31 May 2023, respectively. Following the validation, Mobile Community Support Sustainment Teams (MCSSTs) were deployed to ensure the establishment of physical and psychological barriers to prevent CTG resurgence and recovery
efforts. The MCSSTs also facilitated the delivery and implementation of government programs and projects in these communities, addressing issues exploited by the CTG.
Furthermore, nine (9) CTG-Affected Mass Organizations (CAMOs) supporting P2, IC47 LEVOX were successfully redirected/reoriented and rendered ineffective, as evaluated and validated by the ACVB on 21 September 2023. These CAMOs were then coopted and transformed into People’s Organizations and are currently active partners of the government in addressing the issues of farmers and the communities.
With the satisfaction of the parameters outlined in JLD No. 3 revised version S-2020—particularly that all guerrilla zones/focus areas within the guerrilla
front were validated by the ACVB as cleared, that the political and military structures have been dismantled, that CTG fund-generation activities and the flow of logistical support and other resources from the town centers to the guerrilla front have been disrupted, that white area support has been cut off through the redirection/ reorientation of CAMOs and the cooptation or neutralization of CTG Sectoral Front Organizations (SFOs), and lastly, that the POPS Plan or similar mechanisms created later in the dismantled guerrilla front are established and fully operational—P2, IC47 CN LEVOX, EVRPC has been successfully declared dismantled.
This attests that the implementation of Executive Order 70 and the involvement of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) have provided an effective, efficient, and holistic approach to peace and security efforts in the provinces of Leyte and Biliran.
TWO HIGH VALUE-INDIVIDUALS OF
P2, IC47, CN LEVOX, EVRPC
WERE KILLED IN AN ENCOUNTER AT ALBUERA, LEYTE
The 93rd Infantry (Bantay Kapayapaan) Battalion neutralized two members of the remnants of P2, IC47, CN: LEVOX, EVRPC during an armed encounter within the vicinity of Brgy Tinag-an, Albuera, Leyte, at 7:23 in the morning on February 10, 2024.
The two high-value individual (HVI) NPA members were identified as Rolando Caballera, alyas Chow/Jet, Vice CO, and Crispolo Agunos, alyas Maniwang, remnants of Platoon 2, Island Committee 47, LEVOX, Eastern Visayas Regional Party Committee (EVRPC). Both were killed in the 15-minute encounter with Bantay Kapayapaan Scout Platoon troopers led by 1LT JONNELL S. PARAYNO (INF) PA while conducting focused military operations.
The firefight resulted in the recovery of two bodies identified as Alyas Chow and Alyas Maniwang; one M16A1 Carbine Rifle; one M4 Carbine Rifle; one .45 caliber pistol; one Improvised Explosive Device (IED); various gadgets and accessories; subversive documents; and personal belongings.
The focused military operation was conducted in response to multiple civilian reports claiming that the CTGs were conducting extortion activities within the community. Furthermore, the presence of the CTG in Albuera, Leyte, reflects their intention to recover their mass base by engaging former rebels and former civilian supporters.
DISCOVERY OF IMPROVISED EXPLOSIVE DEVICE
On September 24, 2024, the 93rd Infantry (Bantay Kapayapaan) Battalion, through a combat operation led by 2LT ERWIN T. ROLOYAN (INF) PA, discovered suspected improvised explosive device (IED) materials approximately 100 meters southeast of the previously discovered abandoned enemy hideout from July 23 of the same year, within the vicinity of Brgy Buenavista, Burauen, Leyte.
The specific items recovered were: two cans of epoxy, one 6-volt battery, one solar charge controller, five kilos of Vietgro fertilizer, one bolo, and an improvised tester light.
FAMILY MEMBERS DIVULGED
ARMED CACHE
On October 5, 2024, one squad from Charlie Company and one team from COLT 1 conducted an intel-driven strike operation led by 1LT CRISPIN G. VALENCIA (INF) PA at Sitio Bonote, Brgy Rizal, Kananga, Leyte. The operation was in response to a tip-off from a family member of Crispolo Agunos, alias Maniwang, who claimed that an armed cache had been personally buried by Maniwang sometime in 2023 within the vicinity.
At 7:10 AM on the same day, after a thorough search and scouring, the troops of this unit successfully located the armed cache containing the following war materials: one M16 rifle with a defaced serial number, one Garand rifle with a defaced serial number, one KG 9mm with a defaced serial number, two KG 9mm magazines, three M16 magazines, and fortyone rounds of M16 ammunition.
It can be recalled that Maniwang was a former member of the dismantled Platoon 2, Island Committee LEVOX, and was killed in action during an encounter on February 10, 2024. The successful inteldriven strike operation was the result of the unit’s relentless engagement with the families of active NPA members and former rebels, as well as the effective implementation of the E-FReE Families Program and Project LEVOX in the area of operations.
ABANDONED “KUBO” WITH ENEMY MATERIALS
Bravo Company of the 93IB, led by 2LT JEREIGH PATRICK C. AQUINO (AGS) PA, discovered suspected enemy materials in an abandoned kubo located in the mountainous area of Brgy Matin-ao, Burauen, Leyte, on 16 November 2024, while conducting Focused Military Operations (FMO) in relation to Battalion OPORD 042024.
ENEMY ENCOUNTER BEFORE THE YEAR ENDS
The 93rd Infantry “Bantay Kapayapaan” Battalion, through the implementation of COPLAN “TIBERIUS,” conducted a strike operation that led to an encounter with nine members of the Communist Terrorist Group (CTG) at Sitio Culi-culi, Barangay Canhandugan, Jaro, Leyte, on 30 December 2024. The operation resulted in the capture of one caliber .45 pistol, improvised explosive devices (IEDs), personal belongings, and subversive documents.
The successful execution of the strike operation and the accurate location of the enemy can be highly attributed not only to the cooperation of the local populace but also to the continued efforts of the unit in shaping and constricting the enemy’s mobility corridors.
NLE 2025
NATIONAL AND LOCAL ELECTION
The May 2025 National and Local Elections was both a challenge and a privilege for the
93rd Infantry Battalion.From the start of the year, preparations were already in full swing—coordination meetings, security planning, and operational briefings with COMELEC, PNP, and other agencies formed the backbone of the Battalion’s mission to help ensure a safe, honest, and orderly election in Leyte and Biliran.
Under the Task Organization, the unit was divided into 17 operational clusters, each tasked to secure strategic municipalities such as Ormoc City, Albuera, Palompon, Merida, Jaro, Isabel, Kananga, Matag-ob, Dagami in Leyte, and Naval, Cabugcayan, Almeria in Biliran. These included barangays considered election hotspots like Brgy Tinag-an (Albuera) and Brgy Manlawaan (Tabango). Security forces were strategically deployed not just for presence, but to build public confidence. Communities saw in every uniformed soldier a symbol of protection—guardians of their right to vote.
In support of the 12 May 2025 National and Local Elections, the 93rd Infantry Battalion deployed a substantial number of troops across its area of operations to ensure a secure and peaceful voting process. The Battalion’s forces provided security for polling centers, COMELEC personnel, election facilities, and equipment. In coordination with the PNP and COMELEC, the 93IB conducted 22 joint checkpoint operations in areas including Ormoc City, Kananga, Albuera, Dagami, and Jaro to
prevent the entry and movement of private armed groups and lawless elements. This troop deployment was critical in deterring election-related violence and safeguarding the integrity of the electoral process in the area. The 93rd Infantry Battalion remains committed to maintaining peace and order during national events.
Participation in Joint Security Control Center (JSCC) meetings from the provincial down to the municipal level fostered seamless coordination. These efforts were complemented by peace covenant signings, interfaith rallies, and unity walks across towns such as Albuera, Tabango, and Naval, which strengthened the call for peaceful and clean elections.
In the days leading up to the elections, focused combat clearing operations were executed in key areas of concern. This included operations in Brgy Tinag-an, Albuera, where a shooting incident involving a mayoralty candidate occurred on April 10, and another in Brgy Manlawaan, Tabango, where a second incident happened on May 9, leaving multiple civilians wounded. These operations served as deterrents against further violence and disruption.
One part of the operation that stood out was the loudspeaker information campaign. Using megaphones, troops moved through barangays such as Sherwood (Albuera), Talisayan (Albuera), and Guinarona (Dagami) to remind citizens of their right to vote freely and without fear. These announcements weren’t just words—they were calls to action. In many areas, children were seen pausing to listen, and elders nodded in agreement. This simple yet powerful approach reinforced the message of peaceful and honest elections and showed that the Armed Forces supported not just safety, but civic empowerment.
The battalion’s professional and impartial performance played a key role in the smooth conduct of the elections. The absence of electionrelated deaths, with only one civilian injured, reflected the effectiveness of joint operations. Coordination, discipline, and integrity displayed across Biliran Province and 1st to 4th Districts of Leyte stood as proof that military presence can be both protective and democratic.
This experience reinforced a deeper understanding: true service does not only mean defending territory—it also means protecting the voice of the people. The success of NLE 2025 in the 93IB’s AO reflects a shared commitment to uphold democracy, honor duty, and serve with pride.
THE FALL OF TIBOR
On June 18, 2025 at 7:51 in the morning, two combat groups of scout platoon led by Captain Jonnell S Parayno neutralized three members of Squad 2, P1, IC LEVOX during an armed encounter within the vicinity of Hiraya Brgy Cogon, Carigara, Leyte while implementing CO-PLAN “TIBERIUS” with target packet CHOK.
The three members of the Communist Terrorist Group (CTGs) who were killed in action were identified as Juanito Selleza Alyas Tibor a PSR listed member of Platoon 1 Island Committee Levox Executive Committee, Eugene Paclita alyas Dimple a squad leader of squad 2, P1, IC LEVOX, and Lito Laurente alyas Jeric a member of squad 2, P1, IC Levox.
The encounter also resulted to the capture of one 5.56mm M16 Rifle with two long magazines, one Caliber 45 pistol with two magazines, one hand grenade, personal belongings and subversive documents.
The successful execution of the strike operation and the accurate location of the enemy can be highly attributed to the smooth cooperation and coordination of the unit’s intelligence operatives and the operating troops.

PSWEEP
Platoon Sustained Warfighting Enhancement and Evaluation Program
A selected platoon of the 93rd Infantry (Bantay Kapayapaan) Battalion, “Alpha Company,” underwent the Platoon Sustained Warfighting Enhancement and Evaluation Program (PSWEEP) training held at Headquarters Alpha Company, Barangay Tinaguban, Carigara, Leyte, from November 11 to 28, 2023.
The two-week PSWEEP training, conducted by the Philippine Army, aimed to enhance the individual combat skills of personnel and ensure the unit’s warfighting readiness. This realistic and mission-focused training is designed to align with the operational environment and capacitate units to develop synchronized and integrated training programs.
THE BEST IN DISASTER RESPONSE OPERATIONS: 93IB DEPENDABLE
DURING
The 2nd Squad, 2nd Platoon, Alpha Company of the 93rd Infantry “Bantay Kapayapaan” Battalion demonstrated their reliability in Disaster Response Operations (DRO) by emerging as Champion in the Best DRO Challenge and 1st Runner-Up in the Rifle Squad Challenge during the 8th Infantry “Stormtroopers” Division Rifle Squad and DRO Challenge held from November 21 to 23, 2023, at Headquarters, 8th Infantry Division. As a result, the 93rd Infantry Battalion was hailed as the Overall 1st RunnerUp in the said activity.
DISASTERS
The Rifle Squad and DRO Challenge is conducted annually to evaluate the capabilities of rifle squads as the basic fighting units of the Infantry. The participating squads are randomly selected from among the Infantry Battalions of the 8ID. Thus, it is a great honor for the 93rd Infantry “Bantay Kapayapaan” Battalion to be recognized as one of the top-performing units.
TESDA
DRIVING NC II TRAINING
On June 14, 2024, the Technical Education and Skills Development Authority (TESDA) launched a specialized Driving NC II training program for the 93rd Infantry Battalion. This initiative aims to equip military personnel with essential driving skills and certification, enhancing their operational efficiency and preparing them for civilian careers after military service.
The program, held at the 93IB headquarters, included modules on vehicle maintenance, road safety, and practical driving skills under the supervision of qualified instructors.
Dr. Gerardo S. Pag-ong of TESDA emphasized the importance of providing accredited driving skills to soldiers, offering them valuable qualifications for future employment opportunities.
CAPTAIN ROWELL B. TAGALA, the Civil-Military Operations Officer of the unit, expressed his gratitude for TESDA’s support.
The Driving NC II training not only enhances the troops’ current roles as military personnel but also allows them to acquire skills that they can use in their personal lives. By equipping soldiers with in-demand driving skills, the program contributes to their overall capability and development.
The TESDA Driving NC II training program exemplifies the agency’s commitment to empowering military personnel with essential skills, bridging the gap between military service and civilian life. ADOPT A SCHOOL PROGRAM
Over 100 students received school supplies through the Adopt-a-School program of the 93rd Infantry Bantay Kapayapaan Battalion, led by its Commanding Officer, LIEUTENANT COLONEL CHARLIE L. SACLOT INF (GSC) PA, in September 2023. These students come from geographically isolated and disadvantaged barangays across the province of Leyte.
This program enabled stakeholders from various institutions to turn their vision of inspiring students into reality. In collaboration with other government agencies, the private sector, and Barangay Local Government Units (BLGUs), the Adopt-a-School program—with the theme “Bayanihan Para Sa Matatag na Paaralan”—has created avenues for partners to make a greater impact in the community and become advocates of peace for the future.
Fair Child Builder and Developers Inc., TINGOG Partylist, the Third Legislative District of Leyte, Ormoc Tandaya Eagles Club, and City Savings Bank channeled their corporate social responsibility efforts to benefit students from Brgy. Villa Corazon in Burauen; Brgy. Talawigan in San Isidro; and Brgy. Mahawan and Brgy. Hiloctugan in Kananga, Leyte.
At such a young age, the students were able to witness how strong relationships between soldiers, other uniformed personnel, and the civilian population can strengthen peace and development within their communities.
Education provides children with a platform to develop their skills and to learn to distinguish right from wrong. This Adopt-a-School program may be a small project, but its impact grows through the difference it makes in the hearts and minds of every child.

OPERATION KALAYAAN, DAGDAG KABUHAYAN,
AT EDUKASYON
Former Rebels (FRs) and their families were empowered to reintegrate into civilian life and become productive, law-abiding members of society through the Joint Partnership Agreement among DBSN Farms Agriventures Corporation, led by its Chief Executive Officer Sophia Noreene A. Oñate; the Municipality of Palompon, headed by its Chief Executive, Hon. Ramon C. Oñate; and the 93rd Infantry Battalion (93IB), led by its Commanding Officer, LIEUTENANT COLONEL CHARLIE L. SACLOT. This partnership paved the way for livelihood assistance benefiting the third batch of former rebel beneficiaries.
This program is the result of a collaborative effort among the Local Government Unit (LGU) of Palompon, DBSN, and the 93IB. By providing livelihood and educational assistance, each partner
agency demonstrated its commitment to supporting FRs. The provision of logistics, technical, and manpower support has contributed to the sustainability and success of the initiative.
The selected beneficiaries were given the freedom to choose the most suitable livelihood for their families based on their needs and experience. They received livestock during the Livestock Turnover Ceremony held on September 6, 2023.
In appreciation of the support, the beneficiaries committed to developing, improving, and enhancing their livelihood assistance by finding ways to replicate and sustain the program for the benefit of future recipients. It has been the goal of the 93IB to serve as a bridge between Local Government Units and private sectors in reaching out to former rebels. This illustrates that with genuine commitment and sincerity, sustainable projects and partnerships are truly possible.
SERBISYO PUBLIKO CARAVAN
The Serbisyo Publiko Caravan is one of the government’s programs in partnership with the Philippine Army, other government agencies, and private sector organizations. Its goal is to extend services to communities, especially those in remote areas vulnerable to insurgent misinformation and recruitment.
To bring essential services closer to residents in these areas, a total of 391 families in Brgy. Antipolo, Albuera, Leyte, and 530 families in Brgy. Rubas, Jaro, Leyte, were assisted on July 27 and November 24, 2023, respectively. They received food packs, free haircuts, medical check-ups, and dental services.
This one-day caravan also raised public awareness in the barangays, as agencies such as the Department of Agriculture, Rural Health Unit, Municipal Environment and Natural Resources Office, Municipal Social Welfare Office, as well as the PNP, BFP, and LGUs, not only promoted the services they offer but also shared the campaigns of their respective offices. Other organizations, like DBSN Farms Agriventures, showed their support by providing food provisions for the activity.
In this endeavor to reach out to the community, the 93rd Infantry Battalion hopes that with each tooth extracted, ailment treated, and haircut given, the people of Barangays Antipolo and Rubas will remember not just the services received, but also the collective effort of every government agency to unite and make public services accessible to the people.
KKDAT
KABATAAN KONTRA DROGA AT TERORISMO
The 93rd Infantry Battalion actively participated in several AntiIllegal Drug Awareness and Anti-Terrorism Awareness campaigns, known as Kabataan Kontra Droga at Terorismo, in collaboration with local government units. The unit maximized the opportunity to influence the youth during the “Katipunan ng Kabataan” assemblies by deploying speakers who could relate to and capture the attention of young participants.
Private First Class Christian Rey Sabado of the 8CMOBn, being a subject matter expert on the topic, imparted wisdom and valuable insights to approximately 200 participants. Sharing his life story as a former member of the leftist group CPP-NPA-NDF, he described in detail the hardships he experienced while living in the mountains. He also emphasized how they were fed with false philosophies to keep fighting despite the hunger they endured. PFC Sabado further explained how the terrorist group uses deceitful tactics to recruit young and naïve students.
TANDAYA EXPEDITION
The Local Government Units of Palompon and Matag-ob, Leyte, conducted the “TANDAYA EXPEDITION” Simulation Exercise at Barangay Mazawalo, Palompon, and Barangay Masaba, Matag-ob, Leyte, on November 22, 2023, and January 19, 2024, respectively. Spearheaded by their respective Local Chief Executives, Hon. Ramon Chu Oñate and Hon. Bernardino G. Tacoy, through their Municipal Disaster Risk Reduction and Management Councils (MDRRMC), the activity was attended by BRIGADIER GENERAL PERFECTO P. PEÑAREDONDO, Commanding Officer of JTG TANDAYA, and LIEUTENANT COLONEL CHARLIE L. SACLOT, Commanding Officer of the 93rd Infantry Battalion (93IB).
Given that the province is prone to typhoons and landslides, each municipality simulated scenarios based on their Local Disaster Risk Reduction and Management Plan (LDRRMP) and historical data. The Incident Management Team (IMT) and
the Joint Task Group (JTG) developed the scenario plans that guided the execution of the simulation.
As the exercise progressed, the Barangay Disaster Risk Reduction and Management Councils (BDRRMCs) were enlightened on their specific roles and responsibilities during calamities. The MDRRMCs also enacted their roles at the municipal level, providing aid and support to the affected barangays.
The Tandaya Expedition aims to create effective AFP-LGU interoperability. By identifying the preparedness and response capabilities of the Joint Task Group and partner Local Government Units and Non-Government Agencies concerning incidents and associated hazards, the program seeks to develop an effective AFPLGU response mechanism against both human-induced and natural calamities.
An After-Activity Review (AAR) was conducted following the simulation. Having the heads of each department share their takeaways and lessons learned helped establish a working Standard Operating Procedure (SOP) on disaster risk reduction and management among all agencies involved.
Working hand in hand, this interagency multisectoral feedback mechanism will produce conflict- and disaster-resilient communities.
VALENTINES DAY ‘24
Valentine’s Day is a special occasion to express love and gratitude to those you care about—a day when chocolates and flowers are often given as tokens of affection. To make the day even more special, the troopers of the 93rd Infantry Battalion showed their affection for the community at the Kananga Leyte Public Market on February 14, 2024.
The attention of the people was captured by a charming harana performed by the unit’s skilled vocalists for the bustling shoppers in the marketplace. The Kanangahanons felt kilig from the lovely renditions of love songs and were further delighted by the troops handing out red roses to the audience.
There was even a couple who celebrated their marriage by dancing to a song performed by Sgt. Marino. Other couples passing by had the opportunity to celebrate their love in small ways, filling the marketplace with joy and happiness.
Although military personnel often cannot spend Valentine’s Day with their families and loved ones, their sacrifice in fulfilling their duties is a profound expression of love. Soldiers deployed to remote locations are motivated by the need to support their families. For them, expressing love from a distance shows that love knows no bounds. This is why our soldiers feel warmth and joy when they witness couples brought together by small acts of kindness.
For those who are in love or seeking love, Valentine’s Day holds great significance. Life would be dull without love, and showing affection—not only through gifts but also through words—helps us stay connected to the important people in our lives.

THERE IS NO PROSPERITY WITHOUT PEACE: STABLE INTERNAL PEACE AND SECURITY CONDITION
A total of four Local Government Units in the Province of Leyte—namely Palompon, Matag-ob, Isabel, and Merida—have declared a Stable Internal Peace and Security Condition (SIPSC). These municipalities showcased significant advancements in the region’s anti-insurgency efforts.
The successful conduct of Local Peace Engagements, from the municipal level down to the barangay level, has resulted in an effective multi-sectoral commitment to peace and security among our local government units. This commitment led to the successful declaration of SIPSC by the municipalities of Palompon and Matag-ob on May 17, 2024, and by Isabel and Merida during the 126th celebration of Philippine Independence Day on June 12, 2024.
A covenant signing pertaining to the Memorandum of Understanding (MOU) regarding the terms of SIPSC was conducted between the Local Chief Executives of each municipality and LIEUTENANT COLONEL CHARLIE L. SACLOT, Commanding Officer of the 93rd Infantry Bantay Kapayapaan Battalion. The MOU embodies the broad functions and responsibilities of each party to ensure the success of law enforcement operations in their respective
municipalities. It also signifies the acknowledgment and acceptance by the LGUs, through the PNP, to continuously conduct robust law enforcement necessary to maintain their current SIPSC status, ensuring the success of law enforcement operations and preventing the resurgence of the CNT in their areas.
BRIGADIER
The agreement was further celebrated when the local populace showed their allegiance to maintaining the peace enjoyed by their municipalities through a commitment signing.
Each municipal mayor expressed gratitude to everyone who contributed to making their municipality peaceful, acknowledging that this milestone was the result of sustained efforts to address the causes of insurgency. Mayor Ramon Onate of Palompon quoted, “There is no prosperity without peace,” emphasizing that the declaration of SIPSC will foster prosperity by attracting more investors and tourists to the area.

Agabe, Regional Director of DILG8; and POLICE COLONEL DIONISIO APAS JR. all gathered to celebrate each municipality’s triumph. The programs concluded with the release of white doves, symbolizing the peace and unity embodied by each municipality.
DILG SUPPORTS REINTEGRATION OF FRIENDS RESCUED
Four Former Rebels (FRs) who surrendered to the unit in 2023 received cash allowances from the Department of the Interior and Local Government (DILG) on June 11, 2024, at the Multi-Purpose Hall, Upper Ground, New Provincial Government Complex, Campetic, Palo, Leyte.
The NPA surrenderees received ₱15,000.00 in livelihood assistance and ₱50,000.00 in immediate assistance, handed over by Hon. Carlos Jericho L. Petilla, Provincial Governor of Leyte, and LIEUTENANT COLONEL CHARLIE L. SACLOT, Commanding Officer of the 93rd Infantry “Bantay Kapayapaan” Battalion.
Cash rewards from surrendered firearms will also be given to our FRs as they are already enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP), which aims to help former rebels financially adapt and reintegrate as law-abiding citizens.
The FRs expressed their gratitude to the government for the cash assistance they received. They stand as living testaments to CPPNPA-NDF members still in hiding that surrendering will bring no harm and that the government is more than willing to support them.
The Provincial Government of Leyte is working hand in hand with various agencies to deliver clear initiatives that help sustain the needs of our Friends Rescued and improve their quality of life through the government’s reintegration program.
DTI DISTRIBUTES PANGKABUHAYAN SA PAGBANGON AT GINHAWA TO IPDWA
The members of the Alang-alang, Kananga, and Ormoc Integrated Farmers Association were able to receive sets of the Pangkabuhayan sa Pagbangon at Ginhawa Orientation Cum Simplified Business Planning and Digital Marketing Seminar from the Department of Trade and Industry (DTI), represented by Ms. Diana M. Quiza, SITDS Program Coordinator of DTI Leyte. The event was also attended by MAJOR JHONELL V. BANIAGA, Battalion Executive Officer of the 93rd Infantry Battalion. The orientation was participated in by approximately 90 members from each organization and took place last June 18, 21, and 26, 2024, consecutively in their respective municipalities.
The DTI Pangkabuhayan program was designed to equip beneficiaries with the proper knowledge, skills, and mindset necessary to start and successfully manage their businesses. Entrepreneurship, business planning, financial management, and innovation are essential concepts for the members to grow the livelihood packages that will be given to them.
The DTI and the 93rd Infantry Battalion aim to empower more Filipinos by providing the tools, resources, and support needed to turn dreams into sustainable livelihoods. However, this objective would not be possible without the commitment, effort, and hard work of our IPDWA members. While these agencies have bridged and initiated change, building a sustainable future is ultimately in the hands of our IPDWA members.
PROJECTLEVOX
The unit initiated Project LEVOX, also known as the LEVOX Reunion, on August 25, 2024. The reunion aimed to recall and assess the history of LEVOX in the province of Leyte while simultaneously uniting former rebels and encouraging the families of active NPA members to help convince the NPAs to surrender and cooperate with the government.
The former rebels shared their life experiences as NPAs — including the food they ate and the hardships they endured — with the families of active NPA members to help them understand the importance of persuading their daughters, sons, siblings, and relatives to surrender as soon as possible. The FRs also shared recent updates and plans of the leftist groups prior to their surrender; in fact, they were able to identify active NPA members who were already considering surrendering based on their previous conversations.
The LEVOX Reunion provided an avenue for the friends rescued to reconnect. An open forum was not the only activity during the reunion — they also enjoyed several raffles, guessing games, and singing performances offered by the FRs for the families and invited guests. Sacks of rice and several canned goods were distributed to each FR before they went home.
The success of the reunion was evident, as a few months later, the unit successfully facilitated the surrender of Jimelyn Malinao, who reunited with her family on November 26, 2024.
SIPSC BILIRAN PROVINCE
A BEACON OF PEACE: BILIRAN’S JOURNEY TO STABLE INTERNAL PEACE AND SECURITY CONDITION
The 93rd Infantry “Bantay Kapayapaan” Battalion’s successful conduct of Local Peace Engagements, led by LIEUTENANT COLONEL CHARLIE L. SACLOT from the provincial and municipal levels down to the barangay level, has resulted in an effective multi-sectoral commitment to peace and security among local government units, culminating in the successful declaration of a Stable Internal Peace and Security Condition (SIPSC) by the entire province of Biliran on September 11, 2024.
This declaration marked a significant milestone for Biliran Province, as it is the first province in Region VIII to declare SIPSC. This achievement reflects the collective determination of the province to sustain the peace and progress enjoyed by the Biliranons.

It also expressly signifies the acknowledgement and acceptance by the provincial local government unit, through the PNP, to continuously conduct robust law enforcement necessary to maintain the peace and progress of the province. The agreement was further celebrated when the local populace demonstrated their allegiance through a commitment signing and dove release.
Undersecretary Ernesto Torres Jr., Executive Director of the National Task Force to End Local Communist Armed Conflict (NTFELCAC), graced the event and affirmed the activity, stating how the declaration proved what unity can achieve in a community.
Dr. Victor C. Canezo Jr., President of Biliran State University — the only higher education institution in the province serving over thirteen thousand students — affirmed that the university will not serve as grounds for insurgent recruitment or as a platform for ideologies seeking to destroy the democratic institutions upheld by the government. BiPSU is a cradle of knowledge and wisdom, not rebellion.

BURAUEN, LEYTE OFFICIALLY DECLARED STABLE INTERNAL PEACE AND SECURITY CONDITION
In a historic and symbolic ceremony held at Burauen Community College, the Municipality of Burauen officially declared a Stable Internal Peace and Security Condition (SIPSC) on September 12, 2024, marking a significant milestone in its journey toward sustained peace and development.
The declaration was the result of a collaborative effort between the local government and the Philippine Army, particularly the 93rd Infantry “Bantay Kapayapaan” Battalion, led by LTC CHARLIE L. SACLOT, INF (GSC) PA, in sustaining peace within the municipality.
A Memorandum of Understanding (MOU) was signed between Honorable Juanito E. Renomeron, Local Chief Executive of Burauen, and LTC Saclot. The event also received full support from BGEN Noel A. Vestuir, PA, Commander of the 802nd Infantry “Peerless” Brigade; LTC Joseph D. Bugaoan (INF) PA, Commanding Officer
of the 78th Infantry Battalion; Police COLONEL DIONESIO DC APAS JR.; and Ms. Annabelle V. De Asis, CESE of DILG-8. Hon. Vincent G. Enerlan, SB Committee Chair on Peace and Order, also witnessed the momentous occasion.
To highlight the people’s commitment to sustaining peace, barangay officials and community members signed a Pledge of Commitment, affirming their collective resolve to maintain a community free from insurgency and criminal threats. The symbolic release of white doves during the program embodied peace, unity, and renewed hope for a secure future.
In his message, Mayor Renomeron expressed deep gratitude to all stakeholders, including the Armed Forces, PNP, and the residents of Burauen, for their unwavering dedication to peacebuilding. He emphasized that the SIPSC declaration would lay the groundwork for stronger unity and economic progress in the municipality.
Residents echoed the celebration, expressing their appreciation for the restored peace and freedom from insurgent influence. The event served both as a victory and a reminder of the power of collective action and shared responsibility in achieving lasting stability.
With the SIPSC now in place, Burauen stands as a shining example of what can be accomplished through cooperation, trust, and a steadfast commitment to community welfare. The municipality now looks forward to a future of continued progress, strengthened by peace and unity.

YOUTH LEADERSHIP SUMMIT
The Municipality of Burauen and the Municipality of Kananga, both in Leyte, conducted their Youth Leadership Summits at the Headquarters of the 93rd Infantry “Bantay Kapayapaan” Battalion on August 29-31, 2024, and December 6-8, 2024, respectively.
Both municipalities aimed to instill lessons in discipline and leadership, values commonly practiced in military life, to their participants. The 93rd Infantry Battalion warmly welcomed the participants of each Youth Leadership Summit, even allowing them to ride military trucks to provide a full camp experience.
The students followed a strict schedule during their time at the battalion. Each day began with a reveille and a morning jog, followed by a series of lectures from highly qualified subject matter experts designed to teach lessons applicable to their daily lives. After the lectures, team-building activities such as relay races encouraged healthy competition while fostering leadership and followership skills.
A bonfire activity was also held, during which participants faced their emotions and opened up to their peers. Before the commencement of each summit, a social night was conducted, allowing the youth to showcase their singing, dancing, and acting talents.
Both Youth Leadership Summits concluded with fun and laughter as participants shared their camp experiences with guests, including the guest of honor and speaker, BRIGADIER GENERAL NOEL A. VESTUIR, PA. The summits fostered strong bonds not only among the participants but also among the facilitators.
Last December 6, 2024, the 93rd Infantry “Bantay Kapayapaan” Battalion, in partnership with the Philippine Army Finance Center Producers Integrated Cooperative, successfully conducted a Serbisyo Caravan at Barangay Macaalang, Dagami, Leyte. This activity was part of the unit’s Pre-Christmas Celebration.
SERBISYO PUBLIKO CARAVAN
The unit aimed to spread love, kindness, and unity to the students and residents of the barangay by distributing bags and school supplies to 70 beneficiary students from Dagami Elementary School. Free circumcision, haircut, and dental services were also made available not only to the students but also to the residents of the barangay.
LIEUTENANT COLONEL
CHARLIE L. SACLOT, the commanding officer of the 93rd Infantry Battalion, attended the event and expressed his gratitude to the sponsor-partners, residents, and barangay officials for making the event successful. Through the Serbisyo Caravan, the spirit of cooperation and service was deeply felt by the residents of Barangay Macaalang, Dagami, Leyte.
The event was spearheaded by LTC CHARLIE L. SACLOT, INF (GSC) PA, Commanding Officer of the 93rd Infantry “Bantay Kapayapaan” Battalion, and attended by Mr. Bejan Macasusi, Principal of Canhandugan National High School; Mr. Romeo Garrido, Principal of Canhandugan Elementary School; Atty. Marlon Baltar, Municipal Administrator of Jaro; and Hon. Fe Calubiran, Barangay Captain of Canhandugan. Representatives from local government units and organizations such as PAFCPIC were also present.
The caravan offered various free services, including haircuts, dental check-ups, and circumcision. These services aimed to address the community’s immediate health and personal care needs while promoting stronger ties between the military and local residents.
“This initiative is part of our commitment to serve beyond the battlefield. As we celebrate our anniversary, we want to give back to the communities that continue to support and trust us,” said LTC SACLOT during his speech.
The Serbisyo Publiko Caravan exemplifies the battalion’s enduring mission of fostering unity, service, and resilience. It highlights the military’s crucial role not only in maintaining peace and order but also in contributing to the well-being and empowerment of the communities they serve.
GRAND PULONG-PULONG
In a meaningful stride toward sustained peace and unity, the 93rd Infantry “Bantay Kapayapaan” Battalion conducted a Grand Pulong-Pulong and Peace Covenant Signing at Barangay Canhandugan, Jaro, Leyte, on March 19, 2025. The initiative, held in partnership with the local People’s Organization, sought to strengthen peace-building efforts and reinforce the community’s commitment to stability and progress.
The activity was attended by LTC CHARLIE L. SACLOT, INF (GSC) PA, Commanding Officer of the 93rd Infantry Battalion, and LTC ESMERALDO L. SUMALINOG (INF) PA, Brigade Executive Officer, along with representatives from various local government units and government agencies.
The Grand Pulong-Pulong provided a platform for dialogue and engagement among community members, military personnel, and local leaders. Residents were encouraged to share their insights, concerns, and aspirations, fostering a deeper sense of inclusivity and active participation in the peace process.
The highlight of the event was the Peace Covenant Signing, which received enthusiastic support from residents and leaders. This act symbolized the
community’s collective resolve to uphold peace, lawfulness, and cooperation.
“This initiative is part of our sustained efforts to engage communities and foster a culture of peace rooted in unity and dialogue,” said LTC Saclot. “True peace begins in our homes and barangays—with people coming together for common goals.”
The event concluded on a hopeful note, emphasizing the crucial role of community involvement in maintaining internal security and promoting long-term development. The 93rd Infantry Battalion’s initiative stands as a testament to the power of collaboration and shared responsibility in building a peaceful future for all.
TURN-OVER OF PEACE AND PROSPERITY VILLAGE
In a remarkable day of peacebuilding and reintegration efforts, the Province of Leyte formally conducted the turnover ceremony of the Peace and Prosperity Village to Former Rebels (FRs) at the Peace and Prosperity Village, Sitio Limite, Barangay Daja Daku, San Isidro, Leyte, on March 21, 2025. The event marked a new beginning for former rebels who have chosen to embrace peace and return to mainstream society.
The activity was attended by LTC CHARLIE L. SACLOT, INF (GSC) PA; Leyte Governor Carlos Jericho I. Petilla; Mayor Remedio B. Veloso; members of the Board of Directors; regional directors; local government officials; and the program’s beneficiaries—the individuals who courageously turned away from armed struggle in pursuit of a better future.
It can be recalled that the Peace and Prosperity Village commenced construction in 2020 as the provincial government’s response to a sustainable project recommended by San Isidro associations. The village is under the Enhanced Comprehensive Local Integration Program (E-CLIP), which aims to provide 139 two-family houses, a halfway house, 22 poultry facilities, a market, and a technology center for veggie noodle processing to a total of 278 beneficiary families—a project purposely intended to create an independent and productive community.
During the turnover, Governor Petilla emphasized in his speech that the activity is not just about providing houses; it is about rebuilding
lives and restoring hope. In his words, he affirmed the provincial government’s commitment to support the brothers and sisters who have chosen the path of peace.
Mayor Veloso also highlighted the power of unity in nation-building. In his words, he said, “This is a victory for our community. It shows that with unity and perseverance, we can create a peaceful environment where every citizen has the opportunity to thrive.”
As the beneficiaries received the keys to their new homes, the moment was filled with heartfelt joy and tears of gratitude. The former rebels expressed their deep appreciation to the government for addressing the concerns of its citizens and for creating opportunities for them to reintegrate into society.
The Peace and Prosperity Village is not just a home for the beneficiaries; it is a sign of hope and a platform for many opportunities. Truly, the foundation of a peaceful and progressive society is a community that helps each other.
JOINT DECLARATION OF STABLE INTERNAL PEACE AND SECURITY CONDITION IN THE SEVEN MUNICIPALITIES OF FIRST CONGRESSIONAL DISTRICT OF LEYTE
The seven municipalities of the 1st District of Leyte namely Palo, Alang-Alang, Sta Fe, Tanauan, Tolosa, Babatngon, and San Miguel all of Leyte officially declared as State of Internal Peace and Security Condition in a joint ceremonial declaration held at Leyte Convention Center, Palo, Leyte on June 20, 2025.
This joint declaration was the result of a collaborative effort between the local government and the Philippine Army, particularly the 93rd Infantry “Bantay Kapayapaan” Battalion, led by LTC CHARLIE L SACLOT, INF (GSC) PA, in sustaining peace within the municipalities of the first district.
The signing of the Memorandum of Understanding was one of the highlights of the activity which signifies that each municipality will take the lead in the sustainment of peace, law and order in their respective municipalities.
Everyone showed their support and allegiance by taking part in signing in the Pledge of commitment. A testament to the local government unit’s assurance of sustaining the peace and advancement of their municipalities.
LIEUTENANT COLONEL CHARLIE L. SACLOT, Commanding Officer of the 93rd Infantry (Bantay Kapayapaan) Battalion, Philippine Army, expressed his support to the LGUs as they attained a significant milestone in peace and security.
As the Audio Visual Presentation exhibited the beauty and potential of the First District of Leyte, the municipal mayors expressed their heartfelt gratitude to all stakeholders whose involvement greatly contributed to their municipalities attaining the State of Internal Peace and Security Condition.
They emphasized that this milestone paved the way for greater unity and economic progress in the region. The local populace also expressed sincere appreciation, noting that their communities are now free from insurgent activities by communist groups. Meanwhile, BGEN VESTUIR reiterates his challenge to all the LCEs to sustain the gains that will further boost the economic development in the areas. He also applauded the efforts of the 93IB for protecting the communities from the ills of the terrorist group.
“This declaration is just a formality. The NPA cannot penetrate these municipalities because they cannot establish a mass base to support their illegal activities. The Army remains steadfast in our commitment to maintain the peace and security to prevent the resurgence of the NPA,” BGEN VESTUIR said.
The on-going and future projects of the seven municipalities of the first district of leyte paired with the peaceful culture enjoyed by the whole community, prepares its citizens to a developed and greater Leyte of tomorrow. For the first district of Leyte deserves a peaceful community, progressive society, and a place where no terrorism can prosper.
FREE FAMILIES
VOLUNTARY SURRENDER AND A COMPLETE FAMILY
A mother of two, Janet Darantinao—known by her alias Mera—had long been thinking of her children while living in hiding in the mountains of Southern Leyte. She served as the Political Instructor of Island Committee LEVOX and the Political Guide of Squad 3, Platoon 1 of IC LEVOX. As a full-fledged NPA member for eight years, she had been away from her family and children for far too long.
Discouraged by how civilians began rejecting their group’s assistance in daily activities, Janet felt that the people no longer needed the NPA’s help. The efforts of the NTF-ELCAC had enabled development and support from various government agencies to reach even the most remote barangays. This educated and enlightened the local population, leading many to withdraw support from the NPA.
For almost a year, Janet had been contemplating leaving her life as an NPA member to start anew. As a mother, she knew that the welfare of her children and meeting their basic needs should be her top priority—something her husband Resty, who was also her squad leader, did not seem to understand.
In December 2022, while her comrades were busy conducting mass work in a barangay, Janet found an excuse and asked permission to bathe in the river. She took the small amount of money she had saved for emergencies and used it to escape. Knowing she could not return to her hometown in Carigara, she chose the furthest place she could think of. After traveling for two days by bus, she reached Cavite City, where her aunt lived.
Living under the radar at her aunt’s home in Cavite, Janet later began applying for jobs to send money for her children’s daily expenses. However, she struggled to find higher-paying jobs, as most required police clearances.
A few months later, her sister Jessica Darantinao—also a former rebel—got in touch with her and encouraged her to surrender. Jessica had been contacted by authorities through the 802nd Brigade’s Free Families Program to help convince her sister to turn herself in, clear her name, and live a life free from fear. Though hesitant, Janet decided to take the opportunity in hopes of reuniting with her children and giving them a better life.
After Janet informed Jessica of her decision, Jessica coordinated with the 93rd Infantry “Bantay Kapayapaan” Battalion and traveled all the way to Cavite to bring her sister home. On May 7, 2024, Janet formally surrendered to operatives of the 93rd Infantry Battalion at Daniel Z. Romualdez Airport in Tacloban City.
Today, Janet is in the custody of the 93rd Infantry Battalion. Safe and well, she has reunited with her family and children. Recently, she attended the graduation ceremony of her 13-year-old daughter and was able to celebrate the milestone with her.
As Janet reintegrates into society and becomes a productive, law-abiding citizen, she embodies the strength of a mother willing to change and sacrifice for the well-being of her children. Truly, it is never too late to make things right.
WISH GRANTED
The Christmas project of the 802nd Brigade entitled “Wish upon a Star” under the Enhanced- Free Families Program resulted to the surrender of Jimelyn Malinao Alyas Mitch a member of squad medical of platoon 1, Island Committee Levox last November 26, 2024. Her surrender brought immense joy and tears to her family as they have been apart for quite a while.
The success of this project started with a wish from Jimelyn’s father stating that his only wish for the upcoming holidays was for her to come home and celebrate Christmas as a complete family. His request was broadcasted through reels in social media and luckily the news reached Jimelyn who have been having thoughts of leaving the armed struggle for quite a while.
What started as one man’s wish became a shared hope. As the post gained traction, strangers rallied behind the family, amplifying the call for Jimelyn’s safe return. The 802nd Brigade’s program provided the framework for her surrender, ensuring a peaceful transition and emotional reunion.

Celebrate Thanksgiving Mass every third week of the month.
Being on call and working 24/7 without weekends off is not an excuse for our soldiers to miss Mass. Allocating time to reflect on our actions and connect with our Creator through regular Mass is essential for every soldier. The morale and welfare of the troops are closely linked to their personal relationship with the Lord, as this affects their decision-making and how they handle daily challenges.
In line with this, the battalion ensures that the troops have a proper avenue to express their faith through a Mass conducted every third week of the month inside the battalion, officiated by the Parish Priest of Kananga.
BANTAY KAPAYAPAAN COWBOYS: CHRISTMAS PARTY 2023
Looking hot and sexy, the Bantay Kapayapaan Troopers dressed to impress during Their Cowboy-Themed Christmas Party Celebration Held Last December 12, 2023.
Wearing boots, cowboy hats, and jeans, the Christmas party celebration felt like a rodeo as everyone gave their best effort to look like dashing cowboys from Mexico. One couldn’t help but smile at how these fierce and brave soldiers—who oftentimes seemed too serious—looked as flawless as authentic cowboys during the event.
The troops were able to relax and enjoy themselves as each line company’s dance presentation entertained the audience. Laughter and awe filled the room as every company showcased their dancing skills.
Excitement was in the air as each troop eagerly anticipated bringing home the major prizes from the raffle draw. A 52-inch flat-screen TV, a laptop, a washing machine,
and a bike from our generous sponsors caught everyone’s attention, each one hoping to win the most coveted item.
An audio-visual presentation was also prepared to highlight the battalion’s pre-Christmas activities. Of course, the celebration wouldn’t be complete without drinks, a band performance, and— most especially—the dancing.
The joy brought by the celebration led to a spontaneous mob dance that united all the troops. Truly, the spirit of Christmas was felt in each person, celebrating the family forged through overcoming trials and tribulations over the years within the battalion.
THE ALTO PEAK CHALLENGE
A TEST OF ENDURANCE AND ADVENTURE
The Majestic Alto Peak Expedition
The majestic Alto Peak, better known as Mt. Amindauen to locals, is the highest peak in Eastern Visayas. Located at Brgy. Cabintan, Ormoc City, Leyte, this magnificent mountain stands proud and tall at 1,332 meters above sea level (MASL). Famous among hikers and trekkers, the 93IB troopers took the opportunity to showcase their skills, stamina, and mental toughness by exploring the exhilarating features and challenging trails of Alto Peak.
As part of the battalion’s Christmas celebration, nine teams from the Headquarters Company took on the challenge of climbing the mountain. Excited for the adventure ahead, the troops—headed by LTC CHARLIE L. SACLOT INF (GSC) PA, Commanding Officer of the 93rd Infantry (Bantay Kapayapaan) Battalion—arrived at the starting point around 5 o’clock in the morning.
Before the sun gave off its first ray of light, the teams had already begun their ascent. Along the trails, the troops observed various exotic plants. After 30 minutes of walking, they paused for personal needs, picture-taking, and, of course, to appreciate the
small waterfalls at the foot of the mountain. The presence of pine trees and the abundant growth of ferns testified to the lushness and coldness of the forest.
Reaching 1,332 MASL was no joke. Pvt. Solana even distributed and shared his snacks and water during one of their halts to reduce the weight of his jungle pack. As we gradually ascended toward the peak, our breathing became heavier, and our stops more frequent. Yet step by step, everyone grew more eager to reach the summit.
The climb became steeper and more dangerous, with thick fog and strong winds along the way. Although the ropes were a great help in scaling the terrain, it was the teamwork and cooperation of each group that truly enabled us to accomplish the mission.
It was much colder at the peak, especially while waiting for the last team to arrive, but the shared jokes and laughter kept the experience warm and unforgettable. With only a few liters of water and some sweet snacks like crackers and chocolates, the troops didn’t feel hunger—only the elation brought by the adventure.
Climbing Alto Peak was already difficult, but descending proved even more challenging. The trails, now slippery from the rain, became treacherous. Many tripped along the way, but thankfully, everyone returned safely. Sore feet, wet uniforms, and numbness from the cold were all forgotten once the troops finished the challenge and enjoyed the hot arroz caldo paired with bread, served by Pfc. Encina.
Camaraderie among the soldiers was strengthened through this activity, as they shared sweat, body pain, and hilarious moments in this remarkable feat. Although the initial target was to reach the peak in just one hour, the troops arrived at the summit around 9 o’clock in the morning and completed the entire journey by around 3 o’clock in the afternoon.
This Alto Peak challenge was joined by five brave women—2LT Paquera, Pvt. Batoto, Pvt. Prias, Pvt. Cadion, and Pvt. Bagsao—proving that this challenge knows no gender. These women demonstrated that in our line of duty, women are not limited to office work but are equally capable of accomplishing physically demanding tasks in the field.
The oldest participant to accept the Alto Peak challenge was our Battalion Sergeant Major, SMS Erdolfo G. Octa (INF) PA. At 52 years old, he proved that age is just a number and that nothing is impossible for a determined soldier. He reminded us all of the importance of setting an example by exuding good health, stamina, and strength to accomplish any task entrusted to us.
This challenge serves as an inspiration not only to other battalions but also to other agencies. It is a testament to promoting local tourist spots while encouraging fitness and health.

With the theme “Sama-sama Nating Pagtibayin ang Kasaysayan ng Kultura,” the 93rd Infantry “Bantay Kapayapaan” Battalion celebrated the sixth anniversary of its formation with a grand event held at the 93IB Headquarters in Brgy. Aguiting, Kananga, Leyte. The celebration was attended by officers, enlisted personnel, stakeholders, and most notably, BRIGADIER GENERAL NOEL A. VESTUIR, who represented the Commander of the 8th Infantry Division as the Guest of Honor and Speaker. The event was filled with cultural significance and historical appreciation.
In his message, 93IB Commanding Officer LIEUTENANT COLONEL CHARLIE L. SACLOT emphasized the importance of working together to preserve the rich cultural heritage of the provinces of Leyte and Biliran. As the unit marked its sixth year of service in these provinces, he highlighted that the cooperation and dedication of various stakeholders have been just as vital to the unit’s success in fulfilling its mission and maintaining peace in its area of operations as the efforts of the 93IB troopers themselves.
One of the highlights of the celebration was the awarding of plaques of appreciation to deserving staff members and stakeholders. Each award served as a recognition of the recipients’ dedication and significant contributions to the current accomplishments of the 93IB.
In his remarks, BRIGADIER GENERAL VESTUIR commended the unit for its achievements and its unwavering role in promoting security and peace in the region. He congratulated the soldiers for their steadfast commitment and encouraged them to
continue their excellent service. He also extended his congratulations on the unit’s sixth anniversary and urged all Bantay Kapayapaan troopers to maintain their exemplary performance.

The 93rd Infantry “Bantay Kapayapaan” Battalion (93IB) showcased its commitment to camaraderie and marksmanship excellence during its 3rd Fellowship Funshoot, held with enthusiasm and skill at its firing grounds on June 29, 2024.
The event featured active participation from the 802nd Infantry (Peerless) Brigade, led by BGEN NOEL A. VESTUIR PA. Esteemed stakeholders and gun enthusiasts from Ormoc Masonic Lodge #234 and YPRC Gun Club also joined, contributing to the dynamic and collaborative atmosphere of the occasion.
Soldiers demonstrated remarkable marksmanship, delivering performances that earned applause and admiration from their peers. Beyond the spirit of competition, the Funshoot served as a platform for troops to strengthen bonds, share experiences, and foster a sense of community within the 93IB. The atmosphere was further enriched by a festive boodle fight, highlighting the camaraderie and unity among all participants.

CHANGE OF COMMAND SMS
On June 24, 2024, at the battalion headquarters, Senior Master Sergeant Erdolfo G. Octa ceremonially passed the position of Battalion Sergeant Major to Technical Sergeant Andrew R. Aclan, marking a momentous and dignified occasion for the 93rd Infantry “Bantay Kapayapaan” Battalion. Lieutenant COLONEL CHARLIE L. SACLOT, Commanding Officer of 93IB, highlighted the significance of the event by delivering a heartfelt message to both the outgoing and incoming Sergeant Majors.
The ceremony commenced with the singing of the national anthem and an invocation. In his farewell message, outgoing Battalion Sergeant Major SMS Octa expressed deep gratitude for the camaraderie, shared experiences, and support he received throughout his tenure. He acknowledged his colleagues and allies, thanking them for their unwavering dedication to serving the community and the nation.
Recognizing the accomplishments achieved under SMS Octa’s leadership and commitment, LT. COL. SACLOT commended him for his outstanding service. He also expressed full confidence in TSg Aclan, welcoming him warmly and affirming
his belief in Aclan’s capability to lead and fulfill the responsibilities of his new role.
In his acceptance speech, TSg Aclan pledged to follow the example set by his predecessor and to uphold the values of integrity and dedication in carrying out his duties.
The ceremony concluded with the symbolic passing of the baton, representing the formal transfer of responsibility—a gesture witnessed by officers and enlisted personnel. THE LAKE JANAGDAN CHALLENGE
BUILDS CAMARADERIE FOR 93RD INFANTRY BATTALION’S CHRISTMAS CELEBRATION
The 93rd Infantry (Bantay Kapayapaan) Battalion conducted a series of pre-Christmas activities in anticipation of the unit’s Christmas party, aimed at strengthening unity and camaraderie among its personnel. One of the highlighted activities was a challenging yet rewarding hike to the picturesque Lake Janagdan. Lieutenant COLONEL CHARLIE L. SACLOT led the initiative as the unit showcased their physical endurance, resilience, and teamwork during the trek on November 23, 2024.
Lake Janagdan is situated in the eastern part of Ormoc City and forms part of the Mt. Amindauen Ranges. At 1,120 meters above sea level, the lake is surrounded by lush and diverse vegetation. Troops observed various plant species, including ferns, vines, and mosscovered trees, along with a variety of insects crawling along the trail.
After nearly two hours of uphill trekking, the troops finally reached the peak, where they were greeted with the breathtaking sight of the crater lake—a hidden gem of Mt. Amindauen. The lake, about 200 meters in diameter, offered a tranquil scene, and its calm waters even tempted some soldiers to take a refreshing dip.
Troops captured numerous photos at scenic viewpoints—visual keepsakes of the shared experience. The hike was both a physical challenge and a memory-making journey. A post-trek salo-salo by the lakeside highlighted the soldiers’ cooking skills, as hearty meals were prepared over open fires.
The bond among the 93IB troopers was evident as each shared personal stories of the climb. Corporal Jay Vincent Abarratigue reflected, “The climb pushed us to our limits, but struggling together—then laughing together afterward—reminded us why we’re a family. It’s these bonds that make our service meaningful.”
The climb’s impact on morale was unmistakable. Many described the trek as a “reset,” a refreshing break that renewed their sense of purpose. Lt. Col. Saclot connected the lessons from the climb to the unit’s upcoming initiatives: “Just as we conquered this mountain together, we’ll tackle our Christmas projects—medical missions, gift distributions, and youth engagements—with the same unity and heart.”

On the 12th of December 2024 the Bantay Kapayaan Troopers Christmas Party was held at the Milenyo Hall, Headquarters 93 Infantry Battalion, Brgy Aguiting, Kananga, Leyte with the theme “Ang tunay na diwa ng kapayapaan ay ang pagkakaisa at pagsasama ng bawat pamilya ngayong Pasko”.
The 93IB Christmas Party was a night of elegance and celebration, offering a refreshing departure from the soldiers’ usual rugged routines. Dressed to impress—gentlemen in sharp coats and ties, ladies in stunning long gowns—the attendees radiated confidence and pride. The evening was filled with vibrant performances, as each company showcased their creativity and spirit through dance, making it a truly unforgettable event.
LIEUTENANT COLONEL SACLOT also expressed his heartfelt Christmas message that emphasizes gratitude, shared accomplishments, and hope for the year ahead. During the culminating part of the Pre-Christmas Activities, the much-awaited raffle draw added excitement and joy to the celebration. Major raffle prizes included 1 laptop, 1 washing machine, 1 bicycle, and 1 caliber .45 pistol, which drew cheers and anticipation from the crowd. In addition to these, various minor prizes were given away, consisting of practical and fun items that brought delight to many. Most notably, five lucky individuals received what was referred to
as a “breakthrough”—a special form of reward or recognition that signified a life-changing or significant benefit, further amplifying the sense of appreciation and morale upliftment.
This generous and thoughtful gesture from Lieutenant COLONEL SACLOT highlighted not just the season of giving, but a deep commitment to the happiness and welfare of every member in the unit. The event honored the unit’s strength and resilience over the past seven years—overcoming numerous challenges and accomplishing its mission despite being the youngest unit in the Stormtroopers Division.

significant accomplishments. The presentation featured recent intelligence and focused military operations that resulted in several encounters and the recovery of armed caches and hideouts. It also showcased the unit’s CMO efforts, as well as its administrative and logistical achievements.
A sumptuous meal shared by troops and guests fostered warm conversations and connections among all present. Pictures were taken as mementos of the beautiful memories created during the 93rd Infantry “Bantay Kapayapaan” Battalion’s 7th founding anniversary celebration. 93RD INFANTRY BATTALION BASE DEVELOPMENT
To provide a better and safer work environment for the troopers, the 93rd Infantry “Bantay Kapayapaan” Battalion implemented base development and renovations in 2023. Renovations of Admin Buildings I and II, expansion of the firing range, and construction of the 93IB Park demonstrate that the implementation and maintenance of our base facilities benefit the unit as a whole.
The active and collaborative efforts of the unit in developing a strong base have been made possible through the support of various stakeholders. Materials and equipment for the construction and enhancement of our facilities were made accessible through their support. As a result, we have also been able to lend our facilities for meetings and educational training to other stakeholders. This practice fosters camaraderie among the different organizations within the province of Leyte.
One key factor contributing to a strong and stable organization is the unit’s ability to provide an environment that reflects its mission, vision, and values to its personnel.
The 93rd Infantry “Bantay Kapayapaan” Battalion will ensure that its troops have the resources they need to carry out their mission effectively, as well as access to facilities for training and development. This will not only boost our operational efficiency but also enhance our performance in the field.

The 93rd Infantry Battalion often commemorates significant events at the unit’s basketball court. However, outdoor celebrations are frequently disrupted or affected by unpredictable weather conditions. This recurring problem led LIEUTENANT

L SACLOT to prioritize the construction of a multi-purpose hall which could cater a wide range of events and at the same time could function as the battalion’s mess hall on a daily basis.
The unit partnered with our stakeholder, Ecogen Renewable Energy Corp who wholeheartedly donated the funding of the project with a total cost of One Million One Hundred Seventy Thousand Pesos. The 93IB personnel and Cafgu’s of this unit were the manpower of such project. They began construction last 05 September 2024 and completed last 01 March 2025.
This Multi-Purpose hall is named after the class name of LIEUTENANT COLONEL SACLOT called “Milenyo” which means a period of one thousand years. It is currently utilized as the unit’s mess hall and was recently used as a venue for special occasions such as the unit anniversary, meetings, caravans, socials, and even a wedding. It is a place where the troops gather and share a sumptuous meal after complying office works or accomplishing a mission. Just like its name, the unit hopes for the Milenyo Hall to witness the unity, victory, and camaraderie of soldiers for a thousand of years.

THE 93IB JOURNEY TOWARDS AGP
INSTITUTIONALIZED STAGE
The 93rd Infantry “Bantay Kapayapaan” Battalion, through its Commanding Officer, LTC CHARLIE L. SACLOT INF (GSC) PA, aligns its practices with the Army Governance Pathway (AGP) and the Army’s vision of becoming a world-class, multi-mission ready, and cross-domain capable force as outlined in the Army Transformation Roadmap (ATR).
A pre-validation and on-site audit were conducted by the GSMO, 8ID, PA on November 29–30, 2023. All the necessary documentary requirements needed to qualify for the institutionalized stage were complied with and presented by the unit, including the cascading of the essence of the Army Transformation Roadmap not only within 93IB as a unit but also to every soldier.
The final revalidation, or “revalida,” was conducted on December 8, 2023, with fourteen panel board members presided over by BGEN PERFECTO P. PEÑAREDONDO PA, Assistant Division Commander of 8ID, PA.
Through the unit’s demonstration of the principles of good governance and performance-based management, 93IB obtained a final rating of 96.88%. This achievement paved the way for the unit to earn the Gold Trailblazer Award, the highest level within the Army Governance Pathway (AGP).
The 93IB’s attainment of the institutionalized stage serves as a testament to the unit’s unwavering commitment to becoming a world-class, multi-mission ready, and cross-domain capable Army by 2040.
93RD INFANTRY BATTALION SUCCESSFULLY PASSES
PHILIPPINE ARMY ANNUAL INSPECTION
The 93rd Infantry (Bantay Kapayapaan) Battalion, located in Barangay Aguiting, Kananga, Leyte, underwent an Annual Inspection by the Inspector General of the Philippine Army on June 18, 2024. The inspection was led by COLONEL NAZARITO A. FLORESCA II, MNSA (ART) PA, Deputy Inspector General of the Philippine Army.
The inspection aimed to evaluate the readiness, efficiency, and overall operational capability of the 93rd Infantry (Bantay Kapayapaan) Battalion. It is a routine procedure designed to ensure that all units of the Philippine Army maintain the highest standards of military performance and discipline.
COLONEL FLORESCA and his team were received with a formal welcome ceremony, reflecting the battalion’s readiness and discipline. The inspection process began with a briefing by Lieutenant Colonel Charlie L. Saclot, Commanding Officer of the 93IB, who provided an overview of the battalion’s recent activities, achievements, and current status.
During his address, Lieutenant COLONEL SACLOT highlighted the battalion’s commitment to excellence and its ongoing efforts to fulfill its mission of maintaining peace and security in the region. He emphasized the importance of continuous improvement and adherence to military standards.
The inspection covered various aspects of the battalion’s operations, including administrative procedures, logistics, personnel management, training programs, and operational readiness. The inspection team also reviewed the battalion’s facilities and equipment to ensure that all resources were properly maintained and utilized.
COLONEL FLORESCA commended the 93rd Infantry Battalion for its high level of preparedness and dedication. He noted the professionalism of the officers and enlisted personnel and their commitment to the values and mission of the Philippine Army. “The 93IB has demonstrated commendable discipline and efficiency. Your efforts in maintaining peace and security are evident, and I encourage you to continue striving for excellence,” said Colonel Floresca.
The visit also included interactive sessions where the inspection team engaged with the troops, addressing any concerns and providing guidance on best practices. This interaction allowed for an exchange of ideas and reinforced the importance of teamwork and communication within the unit.
As part of the inspection, commendations were given to outstanding members of the battalion who have shown exemplary performance in their duties. These recognitions serve to motivate and encourage all personnel to maintain high standards in their service.
In his closing remarks, Colonel Floresca reiterated the significance of regular inspections in upholding the integrity and effectiveness of
the Philippine Army. “Inspections are vital in ensuring that our units are always ready to respond to any challenge. They help us identify areas for improvement and recognize the hard work and dedication of our soldiers,” he stated.

The 93rd Infantry Bantay Kapayapaan Battalion was awarded the prestigious AFP Campaign Streamer Award by Lieutenant General Fernando M. The award was given to the unit in recognition of its successful dismantling of the confronted threat, Platoon 2 of the Island Committee LEVOX, by the National Joint Peace Coordinating Council on March 3, 2024, pursuant to JPSCC Resolution Number -01, 2024.
Dear Officers. Enlisted Personnel, and Respected Members of the 93id Infantry Batallion of the Philippine Army,
I am honored to share my thoughts on the invaluable collaboration between our Municipalty and the Philippine Army’s 93 Infantry Batallion (93IB), especially in the context of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) program. Enhanced Comprehensive Local Integration Program (ECUP), and the Retooled Community Support Program (RCSP).
Our partnership with the Philippine Army, notably the 93I8, underpins our commitment to ensuring peace, security, and sustainable development in Kananga, The MTF-ELCAC program has been a cornerstone in addressing the root causes of insurgency, fostering community development, and building lasting peace. Through ECLIP, we aim to reintegrate former rebels into mainstream society, providing them with opportunities to a brighter future, The RCSP is a testament to our joint efforts to address local issues and promote community resilience.
Moreover, Kananga is no stranger to natural disasters, and the 93lB has been instrumental in disaster response and relief operations. Their swift and organized actions during calamities ensure that affected communities receive timely assistance. emphasizing the military’s role not only in times of conflict but also as guardians in times of crisis.
Together with the Philippine Army, we are implementing initiatives that address the unique challenges faced by our community, fostering a sense of unity and progress, I extend my deepest appreciation to the brave men and women of the Philippine Army and the 93IB for their unwavering dedication to our municipality. As we continue to work hand in hand, let us strengthen our resolve to create a community that is not only secure but also thriving in prosperity.

For years, the 93rd Infantry Battalion has been a beacon of hope, not just for the constituents of the town of Palompon, but also for its neighboring towns. The unit, under the steadfast leadership of LTC Saclot, played a vital role in ensuring that the area it operates in remains peaceful and that the communities thrive at its fullest. It is apparent, not only for the town of Palompon, but also to the other towns that the programs that the 93rd Infantry Battalion have implemented created a rippling effect of collaborative efforts which lead to the establishment of just and equitable systems - which in turn, addressed the root cause of the internal conflict issue and thus, promoted lasting positive peace. Peace is not just an absence of violence, rather it is the absence of social justice and inequality. By working together - the communities and the government - these systematic issues are indeed threshed out and addressed.
By playing an active role in ensuring positive peace thrive in the area it operates in, the 93rd Infantry Battalion has been successful in the process as it fostered collaboration with the government instrumentalities and non-government organization.
Immensely grateful for the collaborative efforts and programs that the 93rd Infantry Battalion has implemented. Human, as we all are, we are interconnected and in that interconnectedness, our well-being is linked to the well-being of others.
