Some Lowcountry lawmakers, candidates commit to action on gun violence. Most don’t.

I

n the wake of the school massacre in Uvalde, Texas, last Tuesday, Charleston City Paper reached out to 34 community and state leaders and candidates via email and Twitter, with one question: “What are you going to do to reduce gun violence?”

In addition to live interviews with S.C. Sen. Chip Campsen (R-Charleston) and S.C. Rep. J.A. Moore (D-Charleston) we received eight answers, including one perturbed message.

The original email, sent Thursday morning, asked that answers be sent via email by Friday, though responses would be accepted through the weekend. When just two replies were received, we took to Twitter, where we received another six responses, though S.C. Rep. Leon Stavrinakis’ (D-Charleston) response did not address the question at hand.

“If that’s how you are going to treat people, you can rest assured when I am ready to communicate to the public it won’t be through or in response to City Paper,” he wrote.

Below are excerpts from the responses we received from each legislator, activist and/or candidate, along with some responses taken from surveys given to candidates for the coming primary elections: S.C. Rep. Joe Bustos (R-Charleston): “Last November, I submitted a Gang Violence and Criminal Enterprise Bill that would strengthen law enforcement and deter those who would violate our laws … Violent crime that has been on the rise for months has not been adequately addressed. The bill I submitted, unfortunately, is still in the Judiciary Committee.”

S.C. Rep. Joe Jefferson (D-Berkeley): “Gun violence has been a major concern for all of us for years. My advice to the voters, comes down to several major decisions when voting for a candidate: Ask yourself the following questions: 1. Why would I vote for a bill that would allow an 18-year-old to carry a gun where it is visibly CONTINUED ON PAGE 6

Campsen advocates for better background checks

Since taking office in 2004, State Sen. Chip Campsen, R-Charleston, has been reliably Republican in his views on gun control, including the right for a person who passes a background check to own a high-capacity assault rifle. But in a wide-ranging Wednesday conversation that touched on topics from the breakdown of the American family and gun buybacks to the practical difficulties in enacting background checks on private gun purchases, the senator said more can — and should — be done.

The main problem with federal gun background checks, Campsen said, is the database the FBI relies on (the National Campsen Instant Criminal Background Check System) is not the more thorough database the bureau actually uses for even routine criminal and security checks.

“I’m for whatever you can do to improve the federal background check,” he said. “But the truth is, it’s the federal

government’s incompetency. They don’t have to stick with this incomplete, insufficient database while in the same building.

They have a much more robust database.”

That more robust database, he said, allows agents and even businesses to look at warrants, orders issued by judges and documents.

“This is what businesses have access to when they do a background check,” Campsen said. “Why does the federal government prohibit that database from being used for the purpose of background checks for purchase of weapons? It’s much more accurate. If that database had been in play, you probably would have realized that Dylann Roof couldn’t have owned the weapon … And it’s still that way today. Why is that?”

When pressed on what he could do about it personally, Campsen replied, “Well, it’s a federal issue. I can’t fix it.”

“But you can advocate for it,” the City Paper countered, “which you’re doing right now, right?”

The State Ports Authority (SPA) announced on May 25 it will be terminating its home port contract with Carnival Cruise Lines as part of its first step in redeveloping Union Pier. The last Carnival docking at the old pier will happen in late 2024. The move has city leaders and environmentalists optimistic about the future of the city.

“This is great news for our city, and for our citizens’ quality of life,” said Charleston Mayor John Tecklenburg.

“We’re grateful to the port for taking this critically important step.”

A statement signed by six local advocacy groups echoes the hopeful outlook, but group leaders said it’s important to remain vigilant to protect the unique, “world-class,” historic city of Charleston.

“While we are optimistic about what appears to be a new direction for the future of the cruise industry in Charleston, we look forward to learning more about the implications of this decision,” the statement said. “We support limited port of call business — especially smaller ships that will have a greater economic impact — as long as the SPA continues to abide by a previous agreement to limit cruise ships in Charleston to 103 visits or fewer each year.” —Skyler Baldwin

Hurricanes’ close calls cause concern

Legislators take up safe boating measures in budget talks Mount Pleasant resident Morgan Kiser is on a mission to ensure no one is forced to grapple with the trauma she and her mother endured on the water on Sept. 21, 2019.

That evening on what was supposed to be a relaxing Lake Murray after-dinner cruise with her parents, a speeding boat ran over the Kisers’ boat. Reacting just before impact, Morgan’s father Stanley pushed his wife Shawn out of the way.

Shawn Kiser’s lower leg was severed.

Morgan Kiser, then 32, suffered a badly lacerated scalp. For more than an hour, she attempted CPR on her father while also struggling to maintain an ad-hoc tourniquet on her mother’s leg. Screaming into the dark for help and crying into a cellphone as rescue crews struggled to locate her boat, she eventually lost her father.

“They’re the most important, influential people in your life — the people who you look to for your structure, for your safety, for everything that you are as a person,” she said this week, choking back tears. “For those two people to be chopped apart in front of you. It was just so bad.”

The 53-year-old Elgin man driving the runaway boat eventually was charged with boating under the influence and reckless homicide. The bars that allegedly allowed him to become grossly intoxicated are also facing a lawsuit from Stanley Kiser’s estate.

In the ensuing years, Shawn Kiser has moved to Mount Pleasant, where she still receives physical therapy, and Morgan, who runs a cooking accessories business, has become a part-time Lowcountry resident, splitting time between Mount Pleasant and Columbia. Starting with a Facebook group called Safe the Lake, the Kiser family have become advocates for boating safety education and legislation in South Carolina.

Despite having one of the highest per-

capita rates of boat ownership and boating fatalities in the country (25 in 2020), South Carolina remains one of a handful of states without an ongoing boating certification requirement for boaters over 16. It’s also legal to have a drink while driving a boat.

Despite no formal legislative training and with the help of the S.C. Department of Natural Resources (SCDNR), S.C. Boating and Fishing Alliance Director Gettys Brannon and a slew of state politicians, the Kisers have managed to get a safe boating bill, H.3103, before the state legislature.

While those under 16 are already required to obtain a boating education certificate from SCDNR, the bill would require those born after 2006 to become certified, too.

The 2006 year is fixed, so more and more boaters must become licensed each year.

Kiser and allies including Republican S.C. Sens. Tom Davis of Beaufort and Chip Campsen of Charleston hoped the bill would be signed into law during this year’s legislative session. But concerns were raised by boat rental businesses and S.C. House legislators reportedly scuttled the bill.

Now in what they hope is a compromise, the senators have introduced a proviso into the 2022-23 state budget that would enact a year-long version of the law starting in July. It would require a fast-pass education course for boat renters.

The measure does not address onboard drinking or older boaters who actually have the highest accident rates. But Kiser, Davis and Campsen said, it’s a start.

“This bill is going to be a very slowburning bill,” Kiser said. “Nobody’s trying to attack anyone. Nobody’s trying to take anyone’s rights away, you know, but my rights were taken away from me to have a parent and to not be thrown into a war scene.”

She later explained she was on meth and ran from police because she didn’t want to go to jail.

An improbable joker Police contacted a man sitting alone in a vehicle outside a West Ashley apartment building in response to a reported drug deal, but the man told officers he had just been watching “prank” videos on YouTube by himself the whole time and hadn’t met with anyone else that day.

The City of Charleston’s director of emergency management has some experience with hurricanes. From dangling from steel cables as a U.S. Coast Guard rescue swimmer to plucking people from the rooftops of hurricaneflooded houses to four years on city staff encouraging folks to evacuate before looming storms, Shannon Scaff has seen it all.

With the National Oceanic and Atmospheric Administration (NOAA) predicting above-normal Atlantic hurricane activity, Scaff is worried that the close calls and near-misses of previous seasons has lessened Lowcountry residents’ respect for the potential impact of a hurricane. This year, NOAA has projected a 70% probability of 14 to 21 named storms, six to 10 hurricanes and three to six major hurricanes.

“With every season that comes by — we’ve had Florence, Michael, Dorian — that passes through and doesn’t affect us much, we get a little more complacent,” Scaff said. “When I meet people on their turf to talk about emergency management, I ask them about their threshold for evacuation. Frequently they say, if they evacuate at all, it’s based on the category of storm. Some say they won’t evacuate at all. As you can imagine, that’s problematic for me.

“There’s this false sense of security,” he added.

That complacency, he said, will get people into trouble. Charleston hasn’t felt a massive-impact storm since Hugo in 1989, but the memories of the storm are still fresh to those who lived through it.

“Charleston was basically a third-world country for weeks if not months after that,” Scaff said. “We get a direct impact from a Category 3 or higher hurricane, life as we know it here isn’t going to be so comfortable.”

That’s why, he said, it’s so important to have a plan. Every household, he said, should have its own emergency management director — maybe it’s you.

“You have to do for your home what I have to do for the city — plan,” he said. “Know where you’re going to go.

Have important documents ready to go.

Provide for your family in a way that can sustain you long-term if you have delays getting back.”

It’s vital, he added to respect the danger not only from wind, but water.

“If a storm falls in line with high tide, we’re in real trouble,” he said. “There will come a time when nobody is going to be able to come in and get you out.”

ith early voting now in effect in Charleston County, voters should look deeply at local candidates on ballots in primary elections. We offer the following endorsements in contested primaries based on experience, service and plans provided by candidates in a survey sent last month: S.C. HOUSE OF REPRESENTATIVES House District 80 is a new Mount Pleasant seat with anchors that stretch from Interstate 526 and Belle Hall through Boone Hall and to areas of incredible residential growth north of S.C. Highway 41, such as Dunes West and Park West. We believe attorney and Republican candidate Chris Staubes is best suited to be on the November ballot. If elected, the former school board member would provide valuable experience in fixing education funding issues.

In House District 112, Democrats won’t go wrong with either primary candidate, but we give the edge to new college graduate Stephen Hilton for his well-thought-out policy positions and the vigor that his youth would bring to the seat. We need more young people in office, and his candidacy offers that pathway.

For House District 116, Republican Dixie Button’s experience as past administrator for the Town of James Island would go a long way to helping other state lawmakers better understand issues of local government funding and coastal management.

CHARLESTON COUNTY COUNCIL Former Charleston County GOP Chairman Larry Kobrovsky is the best candidate for the District 2 seat on Charleston County Council. His priorities of taxes, traffic, transparency in government and conservation are tailor-made for this East

Cooper district.

Republican and Democratic voters each will have primary picks in District 8, a massive district in the western part of the county that stretches from James Island, across Johns Island and through Ravenel and Hollywood. Democrats should consider Millicent Middleton, an activist whose priorities include improving infrastructure, transportation and education.

Republicans should give the nod to Joe Boykin, a retired law enforcement officer who describes himself as a centrist. His priorities include dealing with traffic congestion, managing growth and improving government transparency.

CHARLESTON COUNTY PROBATE JUDGE Elect attorney Tamara Cunningham Curry, associate probate judge for 22 years, to be the Democratic candidate for the county probate judge seat. Her blend of experience and sensitivity to the county’s rural residents provides a solid foundation for the job.

CHARLESTON COUNTY REGISTER OF DEEDS Democratic candidate Karen Hollings is, hands down, the best candidate to fill this seat after four years of mismanagement by the incumbent. Hollings, who has 16 years of experience in the Register of Deeds office, will create much-needed stability that county residents deserve.

As of May 30, this year, there have been 228 mass shootings, according to the Gun Violence Archive. Even more horrifying: 17,817 people have died because of guns this year in the United States. That’s more people than live in West Columbia, Beaufort or Orangeburg.

Gun violence is out of control. It is so lethal that guns surpassed auto accidents as the number one killer of children for the first time in 2020.

The political culture in the United States Senate illustrates the problem of grappling over guns. Of 50 Democrats in the chamber, all but one want to take up two House-passed bills to strengthen background checks on guns so they stay out of the hands of nuts.

But Democrats need 10 Republican votes to avoid a GOP filibuster.

According to The New York Times last week, only five of 50 GOP senators said they were undecided or were open to talking about the two House bills. Fourteen, including U.S. Sen. Lindsey Graham of South Carolina, opposed the measures or said they were leaning no. The rest — more than 30 senators — didn’t answer or brushed off the issue, the Times reported.

Be a boat ramp champ

Lowcountry boat ramps can be dangerous, not only with anxious, know-it-all hordes, but with wind and tidal currents.

Arrive early to avoid crowds and traffic.

When it’s time to re-trailer, be patient.

Tidal currents can make the Wappoo Cut ramps off Folly Road and in Riverland Terrace particularly difficult. Gain some experience before launching at either. In the summer, afternoon winds often come on strong from the south. This can make ramps with open southern fetches like Sol Legare Road and Folly Beach quite challenging.

By Chris Dixon ith the dawn of summer upon us, lots of people will head to the water and area beaches for fun, sun and relaxation. So it’s a good time to offer reminders to readers to help them stay safe in and on the water.

In this issue, Senior Editor Chris Dixon leans on his 2021 book, The Ocean: The Ultimate Handbook of Nautical Knowledge, to offer a rundown of boating wisdom from top experts that might help water newbies and even a salty Binyah or two. In a coming June issue, we’ll focus on beach safety.

Manatees and dolphins

In the summertime, our local waters are full of dolphins, turtles, manatees (that have migrated north) and boats. Wear polarized glasses and post a spotter at the bow. Legally, boaters must remain at least 50 yards from dolphins, porpoises and sea turtles and 100 yards from large whales. Look for big swirls of water, and be vigilant. Remember too — these creatures can’t dive to avoid you in shallow tidal water. Report any strikes to the state Department of Natural Resources (SCDNR) hotline: 1-800-922-5431.

A pre-castoff Lowcountry boating checklist

Plenty of websites provide a boating checklist with vital items like personal flotation devices, spare drain plugs and, of course, a first aid kit. Here are some Lowcountry specific items: [] Converse high tops. Stuck on an oyster bank? Need to jump into mud that may be full of sharp shells?

Converse’s are tough, light, have drain holes and won’t get sucked off your feet when you sink in the muck.

[] Provisions. You might break down even on a short ride. Keep enough food, water and sunscreen onboard for each person for a full day. [] An anchor with a long line. If your motor dies, you’ll need to be ready to deploy at any time. Tide and wind are constant. [] A heavy-duty paddle. For obvious reasons. [] Vinegar or StingNoMore.

Jellyfish stings are very common even in inshore waterways during the Lowcountry summer.

Vinegar deactivates stingers on your skin.

StingNoMore deactivates venom on and already under your skin. (stingnomore.com) [] A big, long screwdriver. If your outboard motor gets stuck ‘up’ on Morris Island, there’s a screw at the transom that drops the hydraulic pressure, lowering the motor. [] Fishing line. Keep a couple of feet of heavy monofilament line —100 pound or higher test — to clean mud from an engine cooling water intake.

Be wary on the shallows

Oyster shoals and hidden flats can trap you and your boat for hours — or days.

• Use a chart and/or depth finder and stay in the center of channels.

• Polarized sunglasses cut through surface glare, allowing a much better view into murky waters.

• No channel markers? Know the following: ° Shorebirds only walk in very shallow water. ° Very shallow water is often slightly calmer than surrounding deeper water. ° Along the edges of shoal water, tidal currents visibly swirl, and wind-driven waves or boat wakes will break.

How to get unstuck

In a V-hull boat, carefully move as much weight as reasonable to list the boat to one side. Tilting on its side, the boat might float. Also try levering off with a heavy oar. Confirm the bottom is solid enough before you try to jump in and free the boat, and revving your motor in mud will destroy your water pump. Forgot to join a boat-towing service? Wait until high tide, enjoying all the refreshments you remembered to pack.

How to pull onto a beach

to which direction clouds are heading. If a storm is approaching: • Put on your dang PFD (personal flotation device).

• If visibility will be disrupted, get clear of shipping lanes and lower anchor if you fear running aground.

• Lightning can strike miles ahead of an approaching thundercloud. Don’t assume you’re safe just because the storm isn’t directly over you.

• During a lightning storm, shelter under a bridge if you can. (Avoid storm drains!)

• Lower radio antenna and other exposed metal points. Lowering the motor will increase conductivity, so lightning passes to the water. Wet, salty lines conduct electricity too — drop them in the water.

• Aim your bow into the wind; expect strong gusts. If under power, approach waves at a 45-degree angle.

• Have everyone stay in the cabin or crouch as low in the boat as possible.

Stay clear of any metal and wear rubber gloves when holding the wheel.

• If you’re on the beach while the boat is anchored and might not outrun a storm, stay on the beach. You’re safer on land.

• Secure your boat with an extra anchor line off the beach before the squall.

• Lower umbrellas, tents and any loose objects.

• Seek the lowest spot on the beach and use any sort of cover, like a tarp. Don’t shelter under metal objects or trees.

• Avoid standing directly on the ground by crouching atop a surfboard, boat cushion, bodyboard and so on. Make sure only feet touch ground, not hands.

Keep feet close together.

• If someone is struck, initiate CPR. A person is not charged with electricity after being struck.

Swimming off the boat — voluntarily

Before swimming, ensure your anchor is well set with plenty of scope (it won’t set if you just drop it straight down) and the engine is off. Considering tidal currents, perhaps keep someone onboard to retrieve those swept away. Trail a long, floating or buoyed line (like a water ski rope) that swimmers can grab if the currents are bad. Other tips:

Drop an anchor off the bow in deeper water, then slowly beach with the bow outward facing incoming waves. Wear shoes when you disembark and deploy a second stern anchor on the beach. Keep pushing your boat out on falling tide!

• Swim only during the day.

• Only enter the water feet first.

• Children and nonswimmers must wear PFDs. (For kids under 12, it’s the law.)

• Don’t swim, ski or wakesurf in busy waterways.

Summer thunder

Swimming off the boat — involuntarily

Summer Lowcountry storms can roar in seemingly from nowhere. Monitor a weather radar app and pay close attention

Prevent accidents by keeping the deck free of hazards, maintaining hand and guard

rails, carrying a pull-down ladder and keeping lines and PFDs ready for rescue.

Tip: Urinating off the side is a constant source of “man overboard” fatalities. Use a cup or bucket, or the head below deck.

If someone falls overboard and they’re conscious: • Lift horizontally. No ladder?

Especially in colder water, it’s more important to lift someone from the water horizontally than to get them out quickly. Lifting vertically causes blood to rush to the lower body and away from the brain and heart, which can kill. Provide a way for the victim to climb or be lifted aboard.

A longboard surfboard is great or string three lines at staggered heights from cleats on the side for a makeshift ladder. A simple loop tied into a line can also provide a vital foothold.

• The safest place to board. On a bigger boat, that’s often the side.

Avoid the transom (or stern) in heavy seas, since the boat can crush a person. For a small boat low in the water, use the transom or even the bow to prevent capsizing. Rescuers should tie or strap themselves to the opposite side to avoid being pulled overboard during rescue.

• Pulling a victim from the water.

With only one rescuer: Have the victim face outward, away from the boat. Grab their arms with a mountain climber grip or under shoulders.

If rescuing at the side, use the rocking motion to your advantage. As your side lowers, coordinate your actions so the victim kicks while the rescuer pulls up with all their might. With two rescuers: One rescuer grabs under the shoulders or by the arms while the

What a Coast Guard rescuer will tell you

In a solo rescue, on a low-sided boat, face the victim outward and have them kick as the boat rocks upward other grabs under the knees, so the victim is lifted horizontally.

If they’re unconscious: • Call the Coast Guard or 911. Don’t attempt a solo rescue if there’s any chance you may also end up in the water. Wait for help.

• If one person can swim while another remains onboard, have the swimmer get a line underneath the victim’s arms. Once they’re alongside, loop another line under knees and heave them aboard horizontally.

• If you have a sturdy net, improvise a “Jason’s Cradle.” Roll the victim into the boat horizontally.

• Lay the victim down with their head toward the stern and legs slightly elevated in order to keep the blood flow toward the head while the boat is underway.

Shannon Scaff is a U.S. Coast Guard veteran and director of the Charleston Emergency Management District. “I enlisted in the Coast Guard in 1993 — specifically for the position of aviation survival man or helicopter rescue swimmer," he said. "Three years into that, I was involved in a search-and-rescue case at the small boat station in Chestertown, Maryland. Two boats were in distress, foundering in nasty weather. The call came in at 2 a.m., as they normally do, and I was shimmying down a ladder. Just like that, my finger got caught in the ladder’s handrail and tore right off.

So I learned — literally firsthand — how quickly things in the maritime environment go from bad to worse to life-threatening.”

What follows is a first-person sampling of Scaff’s hard-won Scaff wisdom for mariners.

INSPECT. The reality is that anytime you’re out on the water, it’s inherently dangerous. First, get a courtesy boat inspection from the Coast Guard auxiliary and some peace of mind. Get that sticker and feel good that you’re a responsible, prudent mariner.

WHAT’S THE WEATHER? Check the weather before you go and understand that if you take your family out on that boat and a storm comes up, that’s your responsibility. It’s your fault that you are not prepared, because they trusted you. Just like the public trusts us to go out there and save you when something goes bad.

PLAN, MAN. It sounds simple, but make a solid plan and stick to it. Say you’re just going out fishing. Have a plan and voice it so that somebody who cares about you knows your plan. That alone is of tremendous value, because if something bad happens, the first person who is going to call us is that person.

COMMUNICATE. Other simple stuff. The radio. We understand that we’re going to get calls from the newest of the new to the saltiest of the salty. We don’t get wrapped around the axle about technical stuff. We’re more interested in you passing along the information we need because time is of the essence. What should you pass along? Location and number of souls. Click. Done.

What have you done? One: You’ve narrowed our search range from 50 square miles — the transmitting range of your radio — to a single square mile. And two: You’ve told us how big a rescue we need to launch. Basically, you’ve taken the search out of search-and-rescue.

IF YOU HAVE TO USE A FLARE, USE COMMON SENSE. Don’t blow them off all at once, and please do not shoot them directly at our helicopter. Our night-vision goggles are very sensitive. We’ll see a flare from a country mile. But any light source — a lighter, a flashlight — is going to help.

DRUNK BOATING. Don’t drink and boat. Period. You can pull into Shem Creek at any time and see Joe Schmoe with his fancy little Sea Fox with hotties running around. He’s like, 'I’m Johnny on the spot. I’m the man. I’m gonna jockey my boat right up here while everybody’s watching.' That’s the same dude who’s gonna get loaded, then he slams into Chutes Folly Island and kills himself and three people.

NO BRAINERS. Wear your life jackets. And what if you break down? Are you subscribed to a boat towing service? It sounds cliché, but this stuff matters.

You’ve stacked the deck against yourself. Every maritime store sells personal locator beacons. Put one on. It’s a couple of hundred bucks, but it sure beats drifting in the ocean for three days holding onto a cooler.

Nico Romo pays homage to his Italian grandma

Innovative pickleball club and restaurant coming to Mount Pleasant Sometime this fall, you’ll be able to play a few rounds of pickleball, then relax with some local backyard bites and ice cold drinks at Crush Yard, Mount Pleasant’s newest dining experience, at 3365 S. Morgans Point Road.

The 40,000 square foot space will house eight indoor pickleball courts, an outdoor play area featuring amenities including a fire pit and yard games like cornhole. Though the dining experience will offer a laid-back family barbecue vibe, Crush Yard will also be an innovative spot — with its own app to book pickleball courts, a self-service kiosk for ordering and self-pouring beer, wine and soda for guests to imbibe on demand.

Laura, the newest concept by French chef Nico Romo, who was voted Best Chef in City Paper’s 2022 Best Of awards, is now open in historic Summerville on 101 Main Street. Named after Romo’s grandmother, Laura joins NICO in Mount Pleasant and Bistronomy downtown as part of the Nico Dining Group.

While Romo’s first two restaurants focus on his French roots, Laura takes inspiration from his Italian lineage.

“I’m pretty much as immigrant as it gets, with an Italian grandmother on mom’s side, my dad’s side is Hispanic and I was born in France,” Romo said. “So I’m a mutt, especially food-wise.

“My Italian grandRomo mother taught me so much about flavors and ingredients, as well as the importance of hospitality even while at home. For NICO and Bistronomy, I pulled culinary inspiration from my childhood in France and my classic French training. So I’m excited to celebrate my Italian heritage and the huge impact that my grandmother’s cooking continues to have on my food. I think I eat more Italian food than French food, honestly.”

Romo purchased the property nearly three years ago, but unfortunately had to sit on the project and “went into survival mode” due to the Covid-19 pandemic. He was confident though that the property and restaurant would still be there for him on the other side and starting last September, construction and planning for Laura went into full effect.

“I felt like a lot of people were expecting me to come to Summerville and open another French restaurant like another NICO, and I was like, No, no, no. NICO is the rustic French seafood brasserie and Bistronomy is your fine dining with an Asian twist.”

Instead, Laura will offer guests authentic experiences and dishes found in Rome,

Florence and Naples and follow the rustic simplicity of Italian culinary traditions— making everything from scratch and using the freshest ingredients in a room dedicated to making pastas, breads and pizza dough using the methods and recipes employed by Romo’s grandmother.

The core of the dishes offered at Laura will be centered around the “Mother Sauce,” made over two days using only five simple ingredients — olive oil, tomatoes, garlic, basil and salt.

A highlight item Romo is excited to share is the Casarecce or “Laura Bolognese,” named after his grandmother’s recipe.

“Put simply, it’s basically a beef bourguignon,” he said. “A beef bourguignon with tomato sauce is basically how she makes it.

She’s from Arpino, which is a small town in the middle of Italy, so the way we’re doing it is basically beef, pork, veal — whatever parts — and pretty much braise it off in tomato sauce for like 10-12 hours on the stove. That’s how she made hers.”

And all of the braised meats in the Laura Bolognese are used in the “pretty ridiculous” Lasagna a la Laura, with pork belly, chopped beef and veal cooked low and slow overnight to avoid burning, according to Romo. “It’s just awesome.”

When it came to actually employing his grandmother’s recipes, Romo said he had to interpret some of her handwritten notes, as a lot of the measurements were: “a little piece of this, a little bit of that.”

He added that opening Laura in Summerville, rather than downtown or Mount Pleasant, is more than just celebrating his grandmother; it’s about celebrating locals and their own family memories.

“I want it to be a new institution for people where it’ll be their first date and then they get married, or to be that place where people create memories on birthdays, anniversaries and all that kind of stuff. That’s what we need to be, and that’s what I want to be part of. I want Laura to be Laura.”

Dael Orlandersmith plays eight characters responding to tragedy in Until the Flood

Dael Orlandersmith’s Until the Flood brings profound histories to life

Mintzer Earlier this spring, Dael Orlandersmith was in Berlin performing her one-woman documentary theater show Until the Flood, which she wrote in the aftermath of the 2014 Michael Brown shooting in Ferguson, Missouri. One of the eight characters she plays, who are amalgamations of locals Orlandersmith spoke to in St. Louis, Missouri, mentions Schindler’s List and Nazi concentration camp commander Amon Göth. In that moment, Orlandersmith could feel a new chord being struck. On a Zoom call in late April, she described one particular audience member’s reaction, imitating the woman’s sharp intake of breath, her eyes wide like saucers.

“I was just watching her face at one point,” said Orlandersmith.

Neel Keller, who has worked with Orlandersmith for nearly 30 years and is currently directing Until the Flood (as he has every time she has performed the piece), also described the singular atmosphere of that theater.

“Suddenly, the spotlight was shining very brightly on historical events in Germany,” he said. “And you realize that much of this piece, what the piece is reckoning with at a fundamental level, is close to universal, and that everywhere we go, there are moments in the play where people tap into the whole underlying, very sad state of the play, and

this idea of racism that they can connect to in their culture.”

Until the Flood was initially commissioned by the Repertory Theatre of St. Louis in 2015 to recount the reverberations throughout the community after police officer Darren Wilson shot Black teenager Michael Brown. Steven Woolf, the artistic director of the theater at the time, approached Orlandersmith about creating a piece that would spark conversations and hopefully bring people together.

Set designer Takeshi Kata, who has worked with Orlandersmith throughout the production, shares that vision.

“We were hoping that this project would be somewhere where the healing can begin,” he said. “It felt like this was maybe a ritualistic space where people can come together, hear all the different points of view and start a conversation so that it can start to heal.”

St. Louis is one of the most segregated cities in America. Sliced up into dozens of microtowns — some with populations of less than one hundred people — division is inherently designed into the city’s geography. When Orlandersmith and Keller were there working on the play in the run-up to the 2016 election, they described a palpable patina of polarization. One block of lawns featured Hillary Clinton signs, while across the street was a thicket of Donald Trump signs.

In order to create the characters and write

the play, Orlandersmith spent several days interviewing locals. Her main question centered on how the shooting affected each of them personally.

“I made it very clear that I am not playing [them], I just wanted to get a sense of the terrain,” she said. “And I let them talk.”

Most of the people she spoke to did not have a direct relationship to the shooting; the one exception was Michael Brown Sr. “To this day,” Orlandersmith said, “I’ve never seen such contained, quiet rage and pain in my life.”

She said she encountered a variety of reactions among the locals she interviewed — some responded with surprise and disconcertment, while others conveyed weary resignation.

“There were people who said, ‘I thought I got over this,’ ” said Orlandersmith. “What they meant was, ‘I thought I was quoteunquote no longer racist. I didn’t think I thought this way.’ Whereas we do, whether we care to admit it or not.”

She added, “For certain people, or certain people of color, they said it was no shock to them. Some of them said that. ‘It’s the same old, same old.’ ” The play has now been performed about a dozen times, in some of the most segregated cities in America. Tyshawn Sorey brings spontaneity to classical, jazz music

By Riley Utley Acclaimed percussionist, conductor and composer Tyshawn Sorey loves to move and flow with the music, but he is also precise and logical in his approach to composition.

Spontaneity and technical mastery have been a part of Sorey’s musical process since he was a child. He recalls practicing orchestral excerpts until they were perfect, but then he’d begin to experiment. He would see what would happen if he played the notes backward or skipped a measure, constantly toying with the music.

“It was always the thing about questioning whatever it was I had in front of me and how do I respond to it,” said Sorey.

Sorey will be bringing that lifelong love of spontaneity and experimentation to Spoleto Festival USA for three events: • June 2 for a Jazz Talk with Wall Street Journal jazz critic Larry Blumenfeld.

• June 4 as part of a jazz trio with pianist Aaron Diehl and bassist Matt Brewer. Sorey will be playing percussion.

• June 6 he will conduct the Spoleto USA Orchestra as they play his piece “For Roscoe Mitchell,” and they will create a spontaneous composition in the moment. Sorey calls this “Autoschediasms.”

“Autoschediasms” literally means something that is off the cuff, Sorey said. He described it as a language that “is a lexicon using visual and gestural cues.”

Kennedy described Sorey’s notation as a reflection of his sensibility regarding the elasticity of time and its relationship with pitch and rhythm.

“It’s like it’s a world unto its own and there’s the spontaneous music making he does, like with his trio and in the format that might be typically called jazz,” Kennedy said. “But then there’s this side to him compositionally for the orchestral program we’re doing in which his music is notated with extreme precision.”

With his jazz trio, Sorey, Diehl and Brewer will be taking classics from the American Songbook and recomposing them. Sorey compared it to sampling music. Some of the songs on the album include “Detour Ahead,” a standard popularized by the piano player Bill Evans and “Autumn Leaves” by Joseph Kosma.

“I was always one to respond to things that already exist,” said Sorey. “That’s sort of the tradition through which this music comes from, so called jazz in particular. It’s like how do you respond to something that’s already been done?”

The set is made up of tracks that will appear on the trio’s upcoming album Mesmerism. It will include tracks like “REM Blues” by Duke Ellington, “Enchantment” by CONTINUED ON PAGE 22

Blue Dogs bring big dreams to Windjammer

Charleston’s long-standing country-rock band Blue Dogs resurface with the group’s first record since 2006, the new LP entitled Big Dreamers Although the Blue Dogs traveled both paths to a certain extent, none of the eclectic ensemble’s earlier output fully reflected what they were underneath it all. “Truth be told, we were always more like the Grateful Dead in that we loved to play all kinds of American music: folk, blues, bluegrass, country, rock ‘n’ roll and other stuff besides,” Houck said.

As such, Houck is excited about his band’s latest effort and he hopes that Big Dreamers proves to be a big reset for the Blue Dogs brand.

The Blue Dogs is a long-running musical experiment between bassist Hank Futch and singer/guitarist Bobby Houck. They founded the group in 1987 and have been more-or-less based in Charleston ever since.

This week, the celebrated country-rock band is continuing its Lowcountry legacy with a headlining June 3 concert at The Windjammer to celebrate the release of the new LP entitled, Big Dreamers.

Perhaps more remarkable than having a new album show up after a 16-year gap in recordings is the sheer longevity of Futch and Houck’s relationship, which started before either one ever considered a life in music.

“We met initially as Boy Scouts in Florence, South Carolina, when we were something like 8 years old,” Houck told City Paper.

“Joe Walsh [of the Eagles] said something that really struck a chord with me about how things often seem to be happening to you randomly at any given time, but when you look back over your whole career, it starts to feel more like there was a master plan behind all of those seemingly chance encounters that got you to where you are now.”

There have been many unexpected twists and turns for the Blue Dogs along the way, Houck said. These included some key additions and subtractions to the core lineup and an assortment of record releases and related tours. Nevertheless, Futch and Houck have persevered with dignity and assurance throughout it all.

“It’s hard to know what to do in this business,” Houck said. “You’re always looking for signs that you’re moving in the right direction.

And the problem for us, well, one of us anyway, was that we never really knew if we ought to be following in the steps of other regional pop/rock sensations like the Connells, R.E.M. and Hootie & the Blowfish, or if we should be heading straight to Nashville to go for it as a country act.”

The set designer Kata uses language that evokes the supernatural when describing the experience of the play.

Of Orlandersmith’s performance, he said, “It’s so in her body, the characters, and it just feels so magical. It’s almost as though she’s conjuring these people instead of performing them.”

Orlandersmith keeps returning to the woman’s face in Berlin, and how this play summons uncomfortable truths about our histories.

“It’s almost as if they think, ‘We’re beyond that,’ ” said Orlandersmith. “And then within that moment, looking in her eyes, it’s like, ‘No, you’re not beyond it. It’s alive and powerful and still here.’ ” Keller is aware too, that the history of racial violence will be close at hand in Charleston, a town that saw the 2015 massacre of nine black parishioners at the Emanuel AME Church and shaped by hundreds of years of slavery.

For Keller and Orlandersmith, the trip to Charleston has an added dimension. Both of their families lived in South Carolina for many generations, and Orlandersmith will be visiting her mother’s grave for the first time in 30 years.

“I think the ghosts will be more present for both of us than they ever have been when we do this piece,” Keller said.

The three came together to create a spontaneous and fresh album that wasn’t fixed on any idea. They simply played with minimal rehearsal to see what would happen.

Sorey said his goal is to challenge the audience. He wants them to come in with no expectation and prepare to be surprised.

Kennedy said Sorey’s programs and body of work complement the Spoleto program very well. It’s the festival’s deliberate intention, he said, to highlight musical visionaries from Black American musical traditions who will all coalesce in Charleston for a brief moment.

“Everything I’m doing now is basically an extension of the joy that I get out of creating something in the moment,” Sorey said. “[It’s something] that I can say is mine and feeling like this is something that I’m very proud of, and something that is a reflection of who I am.”

Of this current juncture in the Blue Dog’s long and winding history, Houck simply said: “It feels good.”

“To have recently collaborated with all of these people in different ways has been a pure joy, and for us to be able to put out a CD at all in this day and age is a big win for the Blue Dogs, regardless of what happens next,” Houck said.

“Ultimately, Hank and I just love playing music and we don’t see ourselves stopping anytime soon. In fact, when all the fuss dies down, we’re heading out to take in the Telluride Bluegrass Festival together so that we can rekindle our primary bond as music fans.”

Second Chance Bikes expands access to affordable transportation

S

econd Chance Bikes is a North Charleston nonprofit that provides free and affordable bicycles to the Charleston area. What originally began as a chapter of Bikes for the World eventually became its own nonprofit in 2018, said executive director Sylvie Baele.

“We knew there was (and still is) demand in our community for reliable alternative transportation options. We wanted to try to meet those needs in ways that were equitable and affordable, which is why we provide several options for people to get bikes from us.”

The organization has free bike programs for adults and kids as well as sells restored bikes online and in-store. All bikes are sold at or below $250.

For Baele, providing Lowcountry residents with more access to affordable transportation is vital. At one point in her life, she received a bike from her brother that allowed her a greater sense of freedom and agency. “When I got the bike, I was able to meet my own basic needs and be more independent,” she said. “That was the foundational building block that helped me get my life back on track.”

About the Festival The Piccolo Spoleto Festival annually presents a

varied program that includes visual arts exhibitions, performances of classical music, jazz, dance, theater and choral music, as well as cultural events and community celebrations, poetry readings, children’s activities, craft shows and film screenings.

Piccolo Spoleto prioritizes accessibility for both artists and performers, presenting professional work of the highest standard, while ensuring that nearly half of Piccolo’s events are admission-free, with the balance offered at affordable prices.

In addition to the Festival’s visual arts, artisan crafts exhibitions and public art installations, performances are being planned for outdoor settings in Charleston’s parks. Events are scheduled for the City’s larger parks in formats that accommodate social distancing and smaller neighborhood pop-up events will be announced the week of the event to ensure that the weather will accommodate the performance.

Piccolo Spoleto was launched in 1979 by the City of Charleston Office of Cultural Affairs, which continues to work closely with an engaged group of volunteers from the Charleston arts community. The working group of arts professionals who serve as volunteer program coordinators for the Festival now numbers nearly 40 with each specializing in a particular discipline, genre or period.

After 2020’s canceled Piccolo Spoleto season and 2021’s pared-down version, the 17-day festival returns this year with a rich array of theater offerings. From the story of a Black family coping with the matriarch’s declining health to celebrations of cultural icons, the schedule is packed with creative, diverse shows.

Dot captures Black language in a Black household

The language of Colman Domingo’s 2016 play Dot inspired Art Gilliard, founding director of Art Forms & Theatre Concepts (AFTC), as he was looking for a new production. “(Domingo’s) rhythm is right, just the way he captures the essence of people’s conversation,” he said. “He related well with what I consider the Gullah language here. Even though the show itself takes place in Philadelphia, the rhythm that he established captured the essence of Black language in a Black family household.”

Dot is a dramatic comedy that centers on the Shealy clan — matriarch Dotty and her grown children — gathering days before Christmas. The holiday cheer is coupled

with the family’s growing awareness of Dot’s battle with Alzheimer’s, and the show portrays them handling the diagnosis with humor and warmth.

AFTC is bringing in guest director Miriam Crawford Grant, who has worked in New York and Los Angeles, for the production. The company is trying to connect with new artists, and this project will be a return to Grant’s roots.

“She’s a Citadel graduate, and a Lowcountry girl,” Gilliard said.

Dracula show includes exploration

A descendant of Bram Stoker, a lawyer/psychic medium, and a Halloween-born horror fanatic walk onto a stage.

What follows is a multimedia exploration of Stoker’s singular mind. The horror fanatic, actor Braxton Williams, who portrays Stoker in the show, said it’s unlike anything he’s seen before.

Williams, along with Dacre Stoker (great grand-nephew of Bram) and paranormal expert and medium Andrea St. Amand, first mounted the show last October in a two-night

“There are all sorts of interesting little connections peppered throughout the story,” said Williams, who also added that Bram was married to Oscar Wilde’s ex-girlfriend.

“Andrea is interested in it because she’s a selfdescribed literary nerd, and she’s kind of an expert on occult history as well.”

When the Covid-19 pandemic hit and Village Repertory Company was forced out of its home at Woolfe Street Playhouse, the company piled into trucks and hit the road, performing outdoor shows in Charleston and around the country.

Keely Enright, Village Rep’s producing artistic director, said they adapted to this new format, cultivating a low-key, aroundthe-campfire energy. They produced their own shows that focused on contemporary popular music. Ladies of the Canyon, an ode to the female folk-rock singers who congregated in Laurel Canyon in the late 1960s and early 1970s, is the ninth show of this format.

The production, named after Joni Mitchell’s 1970 album, tells the story of foundational artists such as Cass Elliot, Linda Ronstadt and Janis Joplin, as well as Mitchell.

“Joni Mitchell and Cass Elliot were huge, almost matrons of the music scene at the time,” said Enright. “And it’s just been really fun to sort of weave the story of these women together who really were trailblazers of their era, and to entwine their lives, their music, and also just to give them agency away from the male artists who were also very dominant.”

The razor-sharp wit that inspired a show

When Susan Marrash-Minnerly is discussing the title of her one-woman show about literary icon Dorothy Parker, she recites the author’s darkly witty yet inspirational poem Resume from memory without missing a beat.

Marrash-Minnerly, a retired theater professor, has been dreaming about pro-

ducing a one-woman show about Dorothy Parker for decades. She began writing the show in the early ’90s with a student, and the two fell even more in love with Dorothy in the process.

“It has become kind of my life’s passion project,” said Marrash-Minnerly.

Now, after a 20-plus year hiatus, she has the opportunity to bring Dorothy back during Piccolo Spoleto. The play finds Dorothy on the day of her death, reflecting on her life and prolific career as a writer, which was marred by self-doubt and insecurity. Marrash-Minnerly embodies Dorothy and takes the audience on a journey into the past.

Marrash-Minnerly admires Dorothy’s distinctive biting wit, but emphasizes that she wasn’t just a factory of one-liners.

“I want people to know that there was more to this amazing woman than ‘Men seldom make passes at girls who wear glasses,” she said. “There was more depth to her than that.”

Poe show gets the Charleston treatment

Director Chrissy Eliason grew up around death. Her parents, who happen to be named Bonnie and Clyde, owned an extermination company, which is now Eliason’s day job. She’s always been fascinated with Edgar Allan Poe, who was stationed at Sullivan’s Island in the 1820s. Eliason is excited to produce a show around his work, but her interest in his writing goes beyond the gothic.

“Some of it’s dark — well, a lot of it’s dark — but he just has a way with words,” she said.

The title, Cognac and Roses, is a reference to an anonymous visitor who used to leave cognac and roses at Poe’s gravestone, and the show will feature readings from some of Poe’s most famous works.

When Paul O’Brien (also of Threshold Rep) reads The Raven to start the show, fog will ooze around his feet, and Eliason said his reading sends a chill down the spine.

“The Tell-Tale Heart” and “The Black Cat” will be enacted as case studies in criminality, with performers in orange jumpsuits and handcuffs. But Eliason doesn’t rely too heavily on elaborate staging.

“The poetry is the star,” she said.

Cognac and Roses: A Toast to Edgar Allan Poe, presented by Threshold Repertory Theatre, will run June 4-11.

From oil paintings of local marshes to reimagined civil-rightsera photographs to paper cuttings made in front of your eyes, the Piccolo Spoleto festival has styles — and prices — to fit the needs of any and all visitors. Piccolo will feature some 200 artists, the vast majority of them local, in free shows ranging from large juried exhibitions to smaller installations created by students.

The Juried Art Exhibition at City Gallery at Waterfront Park was selected by Marie Carladous, the curator and director of the Gap Gallery. The juried show is the first that Carladous, a photographer from Nice, France, has curated by herself. Choosing 88 artists from 185 submissions took three weeks as she focused on highlighting a variety of mediums and styles, including photography, a medium often neglected by galleries around the city.

“I really tried to pick pieces that are not usually represented in galleries around Charleston,” she said. “It was really challenging to narrow it down and say ‘no’ to artists that deserve to be represented.”

All but three of the 88 artists featured in the show are from South Carolina. An Exercise in Empathy, created by fifth-grade teacher Shelby Joffrion, is a collection of photos from the civil rights era recreated by her students at James Island Elementary School. Each student chose a photo they connected with, posed for the photo themselves and wrote about why it is meaningful to them. The original photographs will be displayed with the recreations as well as what each student had to say about them.

“As soon as I saw it, it brought me to tears because it’s so powerful,” said Caroline Self, director and development coordinator for the James Island Arts and Cultural Center.

“I didn’t hesitate to include it in the festival.

Seeing the students recreate some painful images is very moving. It’s a great lesson in empathy and it is so well done.”

Self said she is so moved by the exhibition that she may even extend its run beyond Piccolo.

Piccolo Picks Piccolo Spoleto 2022 is back, stronger than ever. This year’s annual event will offer scores of fun, innovative programs and art experiences, according to Scott Watson, director of the City of Charleston Office of Cultural Affairs. It produces the festival that draws thousands to the city every year as a people’s companion to the internationally-recognized Spoleto Festival USA. “Come out and enjoy all of the offerings that will be available for 17 glorious days this spring,” said Watson. “It might not look exactly like it looked five years ago, but neither does your cell phone! There’s going to be a whole lot of fun going on.”

This year’s festival will again feature several last-minute neighborhood “pop-up events,” as highlighted in a story in this special section. But here are five things you can count on to make memories that will last for years:

This eclectic alternative rock band will present a multimedia event of performance art, visual art and rock music.

Post-Life Crisis makes its Piccolo debut

Radiohead, Nirvana, Bob Dylan, the Cure: Most of Post-Life Crisis’s musical influences will likely sound familiar to Piccolo Spoleto audiences on June 7, 8 and 9. But Charlestonians may not expect what they’ll see on the walls and stage when it plays at PURE Theatre on Cannon Street.

Why the name “Post-Life Crisis?” Well, three of the five band members are either retired or well into their careers — and not as musicians. Acoustic guitarist/vocalist Gary Smith, 68, was a journalist for Sports Illustrated from 1983 to 2013. Lead guitarist/ mandolinist Jim Prutting, 57, has been a health care consultant for many years. And vocalist/keyboardist Duke Hagerty, 72, was a plastic surgeon until recently. As these older members and their nearly 200 years of combined life experience turn the page on their careers, they are marking their “post-life” era by playing in a band.

And then there’s the word “crisis.”

“It’s, you know, kind of a play on ‘mid-life crisis,’ ” Smith said.

It’s really a new life for Smith, who spent the first 55 years of his life not playing any instruments or doing music of any sort.

“I started learning from scratch,” he said. “I’ve always loved music but never played. I just decided it’s time to learn. Learn this trade.”

He describes Hagerty as having “a very unusual perspective on the world and an unusual eye,” which you can see from the paintings on his website — or at the Piccolo show.

“His art is highly incorporated into our act,” Smith said. “We kind of jive up his artwork and a number of our songs to our lyrics. You know, trying to find interesting images in his art to connect with our stuff.”

The band tried to use these visuals in its shows at Awendaw Green in the past, according to the venue’s owner, Eddie White.

“Unfortunately, it didn’t work out at my place because it wasn’t dark enough to have a multimedia presentation,” White said. “But I can assume that is what is going to happen at the Piccolo event, which will be very, very exciting to see.”

It will happen this time, and Smith is just as excited about it. He said this mix of rock concert and arts show makes Post-Life Crisis a great match for Piccolo.

“Piccolo is, you know, all about performance,” he said. “It’s about dance. It’s about music. It’s about visuals. We knew that just to go out there and play a set of music like a regular rock band wasn’t going to fit

into what they did. We felt like what we naturally are does fit.”

The band’s bass player, Blake Ryan, said having PURE Theatre as a venue allows them to project images and other great theatrical opportunities.

“They’ve taken this old church and renovated the inside and have a wonderful, wide semicircle stage with a lot of room for props and other things and design plays and performances,” said Ryan.

The artwork and the music will bring to light the theme of crisis — but not just the midlife kind. “[Crisis] not just in terms of life,” Ryan said, “but crisis in terms of climate change and crisis in terms of the pandemic and everything.”

By addressing those world issues in the show, Smith said, the goal is to bring awareness but also a little hope.

“We’re dealing with some heavy stuff, the crisis facing mankind,” he said. “But we wanted to do it with some heart and hope and humor, so it’s not just a sledgehammer to the skull.”

But the show will begin with a “sledgehammer,” for sure.

“The first song that’s going to kind of set the tone for the whole crisis theme is called ‘World Need an Ambulance,’ ” Smith said.

“Then it goes on from there, you know, spiraling further and further into the crises.”

retirement, they said they are glad to have climate change and pandemic crises that they can relate to from the band’s material.

“Every time I tell people the name of the band, they’re like, ‘I hope there are some older people,’ ” Ryan said. But he loves the name Post-Life Crisis. “I think it’s a great name to throw out there because people will instantly recognize it.

And one day, I’ll probably come to recognize it,” he laughed.
