Refugees in need of protection apply for refugee resettlement. Usually, refugees are referred by the UN refugee agency (UNHCR), which collects initial documentation and biographical information. This information is transferred to a Department of Statefunded Resettlement Support Center (RSC). The RSC conducts an in-depth interview with the applicant, enters the applicant's documentation into the Department of State's Worldwide Refugee Admission Processing System (WRAPS), crossreferences and verifies the data, and sends the information necessary to conduct a background check to other U.S. agencies.

Security screening results from each agency are transmitted back to DHS and the State Department. Specially trained DHS officers review initial screening results, conduct in-person interviews in the host country, and collect biometric data from the applicants. The DHS interview confirms the information collected from the previous interviews conducted by the State Department’s RSCs. Additional interviews are conducted as new information arises. With each interview, data is verified in person and in WRAPS. If new information emerges during the interview, the information is entered into WRAPS and additional security checks are conducted. If inconsistencies emerge at any point, the case is put on hold until the inconsistencies are resolved. Once all interviews and checks are complete, DHS adjudicates the case, the decision is entered into WRAPS, and the process continues.

Biometric Security Checks

Fingerprints collected by U.S. government employees are stored in a DHS database and screened against: The FBI biometric database; The DHS biometric database, which includes watch-list information and previous immigration encounters in the U.S. and overseas; and The U.S. Department of Defense database, which includes fingerprints obtained around the world. These fingerprint screening results are reviewed by DHS. Cases with any problematic results are denied. Otherwise, the process continues.

Resettling as a Refugee in America Continued from pg. 5 comed into the United States by resettlement agencies who help them begin their new lives. In 2016, the U.S. accepted 84,995 refugees from around the world. Abdulwahab Abulgansem is a University of New Haven graduate student studying engineering management. He came to the United States from Libya in 2014 to complete his studies after getting a scholarship for college in his home country. Since 2011, when the war began in Libya, there has not been an American embassy in the country, so Abulgansem was forced to go to another country with an American embassy to file an application to come to the U.S. He had a friend in Los Angeles who was able to send him the application. Since he is not a refugee, Abulgansem’s process was different than the one previously outlined by the State Department, but has many of the same parts. He applied for an F-1 (student) Visa at the embassy in Malta (an island south of Sicily and north of Libya). To get the Visa, he did a short interview where they asked what his intentions

were and to verify his information. He said it “wasn’t that hard” to obtain his travel Visa and that the routine was straightforward. He added that his application to get a green card was also fairly easy, going through similar processes here in the U.S. as he did with his Visa. According to the Integrated Refugee and Immigrant Services, approximately 420 refugees settled in New Haven in 2016 from countries including The Democratic Republic of the Congo, Afghanistan, Iraq, and Syria. “Welcoming persecuted people from other countries is an ancient and universal custom. In the United States, it is our most noble tradition,” IRIS’s website says. Libya, where Abulgansem is originally from, is one of the seven countries affected by President Trump’s travel ban. He said he was upset when he found out about it and thought it was “unbelievable.” “I heard the news and I thought it was fake news,” he said. Abulgansem had planned a trip to go home to see his family over the summer. However, he has since cancelled the trip, saying that it isn’t worth the risk.

would like to use this column to reinforce my support and the University of New Haven’s commitment to the international members of our community. Our students, faculty, and staff from around the globe enrich our campus in so many ways. From the insight they contribute to classroom discussions, to their leadership on campus, to their participation in the Greater New Haven community, our international students hailing from nearly 50 countries help all of us to develop a more comprehensive view of the world and a better appreciation for and understanding of the many cultures, customs, and traditions represented on campus. I have had the opportunity to live, teach, and study abroad throughout my life. Earlier in my career, I was a visiting lecturer in Germany at one of the oldest and most highly regarded universities in Europe. My experiences there and the relationships I forged helped me become the person I am and continue to inform the decisions I make each day. Equally important to taking the time to interact with your classmates from around the globe is making the commitment to pursue your studies beyond our campus – even outside the borders of the United States. I encourage you to consider studying abroad during your time as a student. I continually hear from students about how transformational these experiences can be and how they impact their life and career plans. Nearly 100 students are spending the spring semester living and studying at our campus in Prato, Italy. The only additional expense – beyond your regular tuition – to participate in this incredible opportunity is the cost of airfare. There is no better way to learn and grow than by being immersed in a culture different from our own. This is an opportunity for you to step out of your comfort zone and to make connections with people around the globe who could become lifelong friends. You can also increase your understanding of the world by visiting our Myatt Center for Diversity and Inclusion and participating in the many programs that are designed to facilitate interactions between diverse groups of students. A recent report from the Council of Graduate Schools showed that the number of students from overseas enrolling in American graduate programs has stalled. As an institution, as a country, and as a world, we must continue to welcome intelligent, hard-working, and passionate students who seek the outstanding and innovative educational experiences we offer. Earlier this month, we welcomed Shobi Sivadasan to the University of New Haven as our senior associate vice president for graduate and international admissions. She will play a critical role in enhancing the diversity of cultures, traditions, perspectives, and viewpoints on campus, which will serve to further enlighten our discussions and further strengthen our community of scholars. Ultimately, the rich tapestry of the University of New Haven community helps instill in our students the compassion and empathy they will need as the world’s future leaders, innovators, and problem solvers. The night was filled with emotions and varying reactions as students experienced the Oscars together. Justin Timberlake opened the show and captured everyone’s attention and Jimmy Kimmel’s monologue had students laughing. People cheered when Suicide Squad won for makeup, and when Fantastic Beasts won for costume. “I’m excited that Fantastic Beasts and Where to Find Them won for Best Costumes. I love Harry Potter so much and that,” movie just dove right back into that universe and the costumes helped so much with that, Jessie Edelman mentioned. Moana’s performance with
