On September 17, 2022 at 8:34 p.m., members of the Superior East Detachment of the Ontario Provincial Police (OPP) responded to a marine call on Ruth Lake, approximately 15 kilometres south of Chapleau. Reports indicated a male had goneoutinacanoeand had not returned.

Police attended the scene and located an overturnedcanoeonthelake.

On September 19, 2022 at 11:30 a.m., with the assistance of the OPP Emergency Response Team (ERT) and the OPP Underwater Search and Recovery Unit (USRU), a body was recovered from Ruth Lake.The deceased has been identified as 74year-oldDougLYNNfromChapleau.

Causeofdeathremainsunknownatthis time. The investigation is ongoing under the directionoftheOfficeoftheChiefCoroner.

OBITUARY

Passed unexpectedly in the wilderness that he loved, one day before his 74th birthday. Doug will forever be missed and loved by his wife of 40 years, Roxann,aswellashisdaughters,Charlsie (Yvan), Kalan (Sean), and Sydney (Stéphane). He also leaves behind his granddaughters Delia, Ellie, and Nora, his sister Virginia, brother Ken as well as numerous nieces and nephews. Predeceased by his parents John and GraceandhisbrothersRobertandGlen.

Doug was raised in Capreol, Ontario and became aconservation officer, which brought him to Chapleau in the early 1970s where he met Roxann and planted his lifelong roots. He eventually became a wildlife technician with the MNRfromwhichheretiredandsubsequentlybecametheMasterofAllTradesat MooseHornLodge.Hewasalifelongoutdoorsmanpossessingmoreknowledge thanmostofuscoulddreamofhavingaboutwildlife,theforest,andthenorthern environment.

Inhisfamily,hewasknownforhavingninelives,hisaccident-prone"Tim theToolmanTaylor" persona, love of cat videos, World War II history, inability to smileorkeephiseyesopenduringfamilyphotos,andcontagiousgigglethatoften resultedinhimlaughinguntilhecriedorcouldn'tbreathe.EventhoughhisdogKai couldalwaysbefoundbyhisside,hewasasecretcatlover,havingabigsoftspot forhiscatWillow.

Dougwasamanoffewwordsbutwhenhespoke,heoftenmadeothers laugh.Hewasacalm,laid-backpresenceinafamilyoffierywomenandgirls.He was well-loved by everyone, including the thousands of tourists he met while runningMooseHornLodgeoverthelastthreedecades.Heisnowsmilingdown onhisfamilyasheisfinallyabletogetoutofcleaningcottages.

A Celebration of Life will be held at Moose Horn Lodge on Sunday, October9th,2022from1pm-4pm.

Chapleau Moments

"1181 Chapleau High School Cadet Corps,GeneralSalute,PresentArms,"Company CommanderCadetMajorStanleyBartyordered at 1400 hours precisely, the Girls Bugle Band played, and the annual inspection and social event of the school year was underway 53 years agoonMay22,1957,onthegroundsbehindthe oldschoolonPineStreet.

Following the salute taken by Central Command Area Cadet Officer, Captain H.G.L. Hutton, there was the inspection in line, and the marchpastfollowedbythedemonstrations.Neil Ritchiewasinchargeoftheprecisiondrillwhile bren l.m.g., Cadet Sergeants Jim Evans, Roger Mizuguchi and Doug Slievert headed first aid andrifle,respectively.

Ian Macdonald, who was Second in Command as Cadet Captain and David McMillan,theCompanySergeantMajor,kindly shared some of their memories about the Cadet CorpsfromtheirtimeatCHS.

Ian explained that "the Cadet inspection includedadrillexhibitionbythePrecisionSquad and a demonstration of how to dismantle and assemble a Bren Gun. CHS had a war surplus BrenGunwiththefiringpinremovedalongwith some extra ammunition clips and spare barrel. I think that the rifles that the cadets carried were standard army Enfields modified for 22calibre barrels. Target shooting was part of the Cadet program."

In 1957 Neil Ritchie who headed the precision drill was taking Grade 13 in several

annualstages,accordingtoIan,and"had earned a lot of seniority and was given the rank of Cadet Lieutenant Colonel which was the highest rank possible in Cadets. Usually, a Cadet Lieutenant Colonel commanded a battalion rather than four platoons, but we moved Neil up because it was the only way that the restofuscouldbepromotedupthechain ofcommand."

Platoon commanders were Cadet Lieutenants Jim Hong, Lucien Bouillon, Leona Paquette, and Naomi Mizuguchi while the bugle band commanders were Margaret Rose Payette and Mary Serre. Gail Leon was drum majorette.

Ian also recalled that CHS Principal George Lemon participated at the 1957 cadet inspection in full army uniform but John McClellanwhohadretiredtheyearbeforedidnot appearinuniformalthoughtheCadetInspection and the Cadet movement was very important to him. Mr. Lemon had served in the Canadian forces in World War II and Mr. McClellan in WorldWarI.

David McMillan recalled a humorous incident that apparently occurred while Mr. McClellanwasstillprincipalatCHS."Therewas a humorous incident that I have tucked away in my memory box that I often look back on and wonderifitwasfactorfolklore.Atanyrate,the Corps was out on the ballfield practicing the marchpast,underMac'swatchfuleye,inadvance oftheupcomingInspection.Forwhateverreason Mac saw something he didn't like in the routine and took over temporary command with instructionsnottodeviatefromtheprogramuntil hegavetheorder.

"What he failed to realize was that the Corps were facing north towards the river when he gave the 'Quick March' order immediately prior to being distracted by someone or something close at hand. By the timehereturnedhisattentiontothe marchers, (the leaders) had led the troop into the river between two

boathouses and up to their waists in water. This was not an isolated incident by any means because I recall ending up behind the Public School on another occasion simply because marching orders were either not heard, understoodorsimplyignored."

Ian noted that "male Cadets wore a standard Canadian Army issue style khaki uniformwithawoolentunicandpants,webbelt, spats, parade boots and khaki beret. This really wasn't much of a fashion statement, so the decision was made to add a bit of panache and provide the cadet officers with white spats, web belt and a white lanyard. I can't recall how we managed to do that, but it helped immensely." Davidaddedthattwothingscametomindabout the uniforms: "their ability to create an itchy effectandretainheatonthosehotJunedayswhen wewereinuniformonadustyballfield."

David also remembered that CHS had been designated a Signal Corps and "had a monstrosity of a main transmitter that I believe was referred to as the 4880 and if this is indeed correct, I have no idea as to why this number comestomindafteralltheseyears.Atanyrate,it wassetupinsidetheHighSchoolandgroupsof cadets would be scattered around the ball field with satellite radios attempting to transmit and receivemessageswiththebaseunitwhich,more often than not, was a futile and frustrating exercise."

Canadians continue to feel the effects of inflation on their pocketbooks. This week, Statistics Canada again confirmed what most of us already know:whilethepriceofgascontinuestodrop,ithas not yet had the knock-on effect of reducing the costs forothercommodities,suchasgroceries,whichhave risen10.8%inthepastyear.Coupledwithincreasesin housing costs, it's harder and harder to make ends meet. Families are struggling to get by, and while corporate profits are rising twice as fast as inflation, wagesforworkingCanadiansarestagnating.Thecost oflivingisahugechallenge,soit'simportantwemeet thosechallengeshead-on.

Aswe'veseenconsistentlyoverthepastfew years, large corporate interests are making record profits, but that has not translated to a benefit for Canadians. Clearly trickle-down economic models aren't working, and it's leaving too many people struggling with the increasing costs of necessities.A keyfactortohelpdealwithglobalinflationchallenges is to ensure that money is put in the hands of people

who need it most…not shareholders, not CEOs, but workingpeople,families,andseniors.

With the House of Commons resuming, it's vital that the government focuses its efforts on addressing the inflation crisis and take appropriate measures to make it easier for people to make ends meet. To that end, it was good to see that the government is respecting its obligation under the Delivering for Canadians Now, A Supply and ConfidenceAgreement which was negotiated by the New Democrat Party who has been championing for monthsformeasuresthatwouldhelptogetmoneyin people'spockets,reducefamilycosts,andmakesome headwayonaddressinghousingcosts.

One key issue we've heard about for years from families is that the cost of dental care can be prohibitivelyexpensive,especiallyforyoungworking families who don't have the benefit of workplace dental plans. Dental care is exceptionally important, particularly for young people whose mouths are still developing. A bacterial gum infection, for instance, can lead to significantly greater problems down the roadifleftuntreated,includingheartattackandstroke, andcostingthehealthcaresystemfarmoreinthelong run. The recent announcement that flows from the Supply and ConfidenceAgreement will see children undertheageof12receivecoverageofupto$650per annum(perchild)forlow-to-middleincomefamilies. Coveragewillbeexpandednextyeartochildrenunder

theageof18,seniorsandpeoplewithdisabilities;and foralllow-to-middleincomeCanadiansthereafter.

We also know how prohibitive the cost of housing is, particularly for those on a fixed income whoarestrugglingtokeepupwithrentincreasesthat outpaceearnings.Fartoomanypeoplearenowforced to pay more than the maximum recommended 30 percent of income on housing. Because of the agreement, two million people receiving the Canada HousingBenefitwillreceivea$500tax-freetop-upto help deal with rent increases. It's not panacea for the rise in housing costs, but it will benefit those people whoarestrugglingwithhousingcoststhemost.

Although not part of the Agreement, for months now New Democrats have been calling for a doubling of the GST rebate to help give recipients somefinancialrelief.Theriseininflationisincreasing governmentrevenuesgeneratedthroughtheGST,and that money should be put back into people's pockets. The government was initially resistant and opposed theideabroughtforwardbytheNDP,butnowrealizes that it is a sound way to get people some financial relief and ensure that it goes to those recipients who need it most. As a result, twelve million Canadians willbenefitfromtheincreasetotheirGSTrebate.

While these measures may not be enough to help Canadians deal with inflation and affordability issues,theywillhelptoprovidesomedegreeofrelief whileinflationevensoutandcostsstarttostabilize.

En plus du logement de plus en plus cher, il est toujoursplusdifficiledejoindrelesdeuxbouts.Les familles ont du mal à s'en tirer, et le salaire des Canadiens stagne, tandis que les entreprises engrangent des profits qui augmentent deux fois plusvitequel'inflation.Lecoûtdelavieestdevenu unénormeproblème,carilestimportantd'attaquer cesquestionsdefront.

Commenousl'avonsconstatésanscesseau cours des dernières années, les grandes sociétés génèrent des profits record, qui ne sont pas encore traduits par un quelconque avantage pour la population canadienne. À l'évidence, les modèles économiques à effet de ruissellement ne fonctionnent pas et laissent trop de gens dans une situation difficile où ils ont du mal à acheter des produits de première nécessité de plus en plus coûteux. Un facteur majeur dans la lutte contre les problèmes d'inflation dans le monde consiste à remettre l'argent aux personnes qui en ont le plus besoin,nonpasauxactionnairesetaux PDG,mais bien aux salariés, aux familles et aux personnes âgées.

Au moment où la Chambre des communes

reprendsestravaux,ilestvitalquelegouvernement s'emploiesurtoutàmettrefinàlacriseinflationniste etàprendrelesmesuresquiaidentlesgensàjoindre les deux bouts. Pour ce faire, il était bon de voir le gouvernement respecter son obligation issue d'« Obtenir des résultats dès maintenant pour les Canadiens:uneententedesoutienetdeconfiance» conclue avec le Nouveau Parti démocratique. Les néo-démocrates réclament depuis des mois la prise demesuresquipermettraientderemettredel'argent dans le portefeuille des gens, de réduire les coûts d'unefamilleetdes'attaquerauprixdulogement.

Depuisdesannées,lesfamillesnousparlent des soins dentaires excessivement chers, surtout pourlesjeunesfamillesdetravailleurssansrégime de soins dentaires. Les soins dentaires sont extrêmement importants, en particulier pour les jeunes dont la bouche est toujours en train de se former.Uneinfectionbactériennedesgencivesnon traitée,parexemple,peutcauserdesproblèmesbien pires comme une crise cardiaque ou d'unAVC, en plusdecoûterpluscherauréseaudelasantéàlong terme. Selon la récente annonce qui découle de l'entente de soutien et de confiance, les familles à revenufaibleetmoyendisposerontd'unecouverture allantjusqu'à650$paranetparenfantâgédemoins de 12 ans. L'année prochaine, la couverture engloberaaussilesenfantsâgésdemoinsde18ans, lespersonnesâgéesetlespersonneshandicapéeset, enfin, le reste des Canadiens à revenu faible et moyen.

Leprixexcessifdulogementn'estunsecret pourpersonne,surtoutpourlesgensàrevenusfixes qui ont du mal à payer leur loyer, car il augmente plus vite que leurs revenus. Bien trop de gens sont maintenantforcésàconsacreràleurloyerplusde30 % de revenus recommandés. Même si la question ne fait pas partie de l'entente, les néo-démocrates réclament depuis des mois de doubler le remboursement de la TPS afin d'offrir un peu plus de soutien financier aux bénéficiaires. La montée de l'inflation fait gonfler lesrecettesdugouvernementaumoyendelaTPS,et cet argent devrait retourner dans le portefeuille des contribuables. Après s'être initialement opposé à l'idéeduNPD,legouvernementserendmaintenant compte qu'il s'agit d'un bon moyen pour aider les gensfinancièrementetquecetargentestremisaux bénéficiaires qui en ont le plus besoin. Ainsi, 12 millions de Canada recevront un plus gros remboursementdelaTPS.

Certes, ces mesures ne suffisent pas pour aider les Canadiens à surmonter les problèmes d'abordabilitéetd'inflation.Ellesaiderontpourtantà apporterunpeud'aideaumomentoùl'inflationsera juguléeetquelesprixseserontstabilisés.

We were fully attired inourcadetuniformsandmarchedfromtheCPR station in Terrace Bay to their High School gymnasium. I remember being a bit concerned about damaging their slick hardwood floor. The gymfloorathomereallywasn'tworthworrying about."

The CHS band usually led the parade at

the Winter Carnival and also marchedovertotheCPRstation when Governor GeneralVincent Massey was passing through Chapleau.

The day did not end with the inspection andmarcharoundtownasitcontinuedasoneof theannualmajoreventsinChapleaucommunity life.ActivitiesmovedtotheTownHallwherethe school's commencement, the Cadet banquet and dancewereheld.

The day's program noted that: "Along with the fine performance of the Cadet Corps, includingthesmartsteppingprecisionsquad,the colourfulbuglebandandthevariousdemonstrations, the students have illustrated their artistic talents through the decorating of the Town Hall andtheorganizingofthebanquetitself."

In 1957, Thane Crozier was master of ceremonieswhileStanBarty,thecadetcompany commanderandstudents'councilpresidentgave the response to the toast to the Cadet Corps. Bert Lemon's toast to the ladies was respondedtoby NancyHonda.

At the

commencement, school board member J.G. "Jiggs" Goldstein presented graduation certificates while Leona Paquette presented tabloid sports awards to captains of their respective teams who were Jim Hong, Naomi Mizuguchi, RonaldMorris,andDawnGoldstein.

TheCadetinspectionandbanquetwerea tradition long established at Chapleau High Schoolandbringbackinevitablememories.AsI wrotethiscolumnsomanyfondmemoriesofmy yearsasastudentatCHSreturned,andIextend my sincere thanks to Ian Macdonald and David McMillan for taking the time to share their memories from 53 years ago when we were members of 1181 Chapleau High School Cadet Corps.

HSCDSB EnrollmentRises

TheHuron-SuperiorCatholicDistricthas seen a substantial enrollment increase from its springprojectionsforthe2022-2023schoolyear.

In an announcement to trustees at their first meeting of the 2022-2023 school year, DirectorofEducationDannyViottorevealedthat enrollment is up approximately 225 additional students.

"This is a significant increase in student enrollment and there are many people and facets who contributed to make this happen. We are proud of the work of our principals, vice principals,clericalandstaffateachofourschoolswho have created welcoming and vibrant learning communitiesfornewfamiliestobedrawnto.Our Catholic school communities continue to be nurturing and innovative. With expanding and diverse programming opportunities, our families are recognizing the many opportunities that Catholic education provides for their children," saidViotto.

Viotto added that an intentional focus on engagingwithnewcomerswasoneofthedrivers oftheenrollmentincrease.Closetoonehundred

newcomer students have chosen Catholic education over the summer bringing the number of newcomer students at HSCDSB schools to 173 overthepastyear.

Today,theHouseofCommonswelcomed theCanadian1972SummitSeriesChampionsto commemorate the 50th anniversary of their historic win. Algoma-Manitoulin-Kapuskasing MPCarolHughesdeliveredarousingspeechon behalfofherNDPcolleaguesintheHousetopay tributetothishistoricmomentinCanadiansports history.

“I am proud to rise today to honour the 50thanniversaryofthe1972SummitSeriesthat captured the hearts, minds, and imaginations of an entire nation,” said Hughes. “It is that rare event in sport that had every Canadian on the edge of their seat, and would become legend

acrossthenation,creatingrolemodels,inspiring songs, and establishing Canada as the dominant hockeynationonEarth.”

Hughes captured the importance of this historicanniversarybyhighlightingwhatthewin meanttoCanadians,andtothesport.

“Theplayerswentoutthere,for8games, andthroughgritanddetermination,broughtthis historic win home for our great nation. They inspiredagenerationofyoungpeopletoembrace hockey and did so much to establish it as Canada'snationalsport,”saidHughes.

Hughes paid special tribute to the many

players hailing from Northern Ontario, particularly Smooth Rock Falls' own Jean-Paul (JP) Parisé, who's Town Council recently honouredtheleftwingerwithacommemorative sign.

“I'm proud to say that a recent unveiling has Parisé's name permanently commemorated with a sign in his hometown of Smooth Rock Falls with thanks to the suggestion of Johnny LemieuxandthesupportoftheirTownCouncil. They wanted to ensure that JP was properly honouredwhilemarkingthe50thanniversaryof the1972SummitSeries.”
