Awanted Chapleau woman was arrested last month during a general patrol by OntarioProvincialPolice(opensinanew tab)(OPP).

OnAug.30,shortlyafter2p.m.,members from the Superior East OPP Detachment of observed a known wanted individual on Birch StreetinChapleau,whileonpatrol.

“The individual was arrested and subsequently searched, with officers locating a large amount of suspected fentanyl and drug paraphernalia,”saidpoliceinarecentnewsrelease.

Police posted a photo of the items seized duringthearresttosocialmediaonFriday.

In an email to CTV News, Const.Ashley Nickle confirmed the accused was wanted for failingtoattendcourt.

The32-year-oldwasarrestedwithoutincidentandisnowfacingan additionaldrugtraffickingcharge.Shewasbeingheldincustodypendinga

bailhearing.

“Theindividualhasnotbeenreleased,”saidNickle,inheremail. Noneoftheallegationshasbeenprovenincourt.

ImpairedChargeslaidafternearcollision

Anear collision has resulted in criminal charges for one individual. On September 17, 2023, shortly after 3:00 a.m., members of the Superior East Detachment of the Ontario Provincial Police (OPP) observedamotorvehicletravellinginan unsafe manner on Broomhead Road in

Chapleau.

Whenpoliceattemptedtostopthe vehicle,thedriverinitiallyrefusedtostop. Officerswereeventuallyabletoconducta traffic stop, where investigation revealed the driver had consumed alcoholic beverages.Asaresult,GarrySIMPSON, 66 years-of-age, of Gores Landing was

arrestedandchargedwiththefollowing:

-Operation while Impaired – blood alcoholconcentration(80plus)

-FlightfromPeaceOfficer

-The accused was released from custody and is scheduled to appear before the OntarioCourtofJusticeonNovember6, 2023inChapleau.

Michael McMullen's memories of growing up in Chapleau in the early 1950s won him the first annual BuckwheatAward for most popular story on the blog. The award is named after my beloved cat Buckwheat, who died in November2009at20yearsandtwomonthsold.

Michael McMullen lived in Chapleau from 1952-54 when his father Keith came to work for the Austin Lumber company, but his rootsinthecommunitygo back to 1885 whenhisgreatgreatunclePatrickMulligan(and mine)arrivedandopenedoneofthefirstgeneral stores, called Murrays and Mulligan General Merchants.

AfterreadingMichael'sfamilyhistoryof his grandparents, William, and May (Mulligan) McMullen, both of whom lived in Chapleau in theearlyyearsofthe20thCentury,Iaskedhimif Imightsharesomeofhisrecollectionsoflifein Chapleau. He agreed and his recollections capturemuchoflifeasitwasforusgrowingupin ChapleauduringtheearlyFifties.

"I have fond memories of that time and still have many friendships that have endured sincethen,"Michaelwrote."Moreimportantly,I

met my wife, Alison, during this period. She is the daughter of Leslie and Margaret (Jack) McMillanandsisterofDavidMcMillan.Leswas aCPRlocomotiveengineerwhooperatedoutof Chapleauforover25years,retiringin1966."Mr. McMillan also served as a member of Chapleau townshipcouncil.

After arriving in Chapleau, Michael and hisparentslivedforatimeintheofficesofAustin Lumberonthesecondfloorofthebuildingatthe northwest corner of Birch and Young Streets. Their bedrooms were in two of the separate enclosedoffices."TherewasaDominionstoreon thefirstfloor.(LatertheBankofMontreal).Years later I would discover that this was the building that Patrick Mulligan had rebuilt in 1895 followingafireathisoriginalstoreonthissite.”

He also recalled that it was on an empty lot to the west of the Boston Cafe that he first participated in building an outdoor skating/hockey rink. "Boo Boo Hong asked me, and several others to help him and his brothers (YenandJimmy)todothis."Thiswaswherethe Bridgeview Motel until recently owned by Yen Hong was built. It was also location where PatrickMulliganhadbuiltawarehouseandpost office.

The house was nearly oppositethechurch...Totheright(east)wasthe Town Hall and then beside it was Chapleau PublicSchoolwhichhewouldattend.Totheleft of the church on the west was Chapleau High School.

REPORT from OTTAWA Rapport d’Ottawa

September 30th marks Canada's third official National Day for Truth and Reconciliation. This day is meant to honour Indigenous, Inuit and Métis peoples who have suffered at the hands of Canada's residential school system and gives each of us a chance to reflect and learn about this tragic chapter in our nation's history. It encourages us to learn from those who have experienced this system firsthand, the generational trauma it has caused, andthepathwemusttaketowardsreconciliation.

The National Day for Truth and Reconciliation was but one of the Truth and ReconciliationCommission's94CallstoAction. TheCallstoActionaredesignedtoaddressthose areasofunequalordiscriminatorytreatmentFirst Nations peoples have and continue to face in accessing fundamental human rights, in areas suchashealthcare,education,justice,andchild welfare,inadditiontoredressforthosewhohave been directly or indirectly affected by the tragic legacyoftheIndianResidentialSchoolsystem.It thereforemakessensetotaketheopportunityto examine those 94 Calls to Action ahead of the National Day for Truth and Reconciliation to remind ourselves of how much work this and future governments have to do to ensure the Commission's Calls to Action are fully implemented.

So how is the government doing in completing the Calls to Action? Frankly, not great.Oneofthegroupsthattrackstheprogress oftheTRCCallstoActionthemostfastidiously is the Yellowhead Institute, an Indigenous-led research and education centre based out of Toronto Metropolitan University. They report annually on the work required to achieve the Calls to Action, and in their 2022 report, they usedtermslike“glacial”todescribethepacewith which the Calls to Action are being completed. Lastyear'sreportstates“Weseemtobestuckin aneternalprologue,tryingtodefinetheproblems thatneedtobesolved,butwithincompletedata, laden with grand but ultimately empty promises fromalllevelsofgovernment,andwithallofthis coveredwithathicklayeroforange-glazed'good intentions.'”

In seven years, 13 of 94 Calls toAction havebeencompleted,withonlytwocompletedin 2022. Those calls completed include call 67, whichtaskstheCanadianMuseumsAssociation to undertake a national review of museum policiesandbestpracticestodeterminethelevel

NationalDayforTruthandReconciliationContinues toRemindUsofImportantWorkAhead

of compliance with the United Nations DeclarationontheRightsofIndigenousPeoples (UNDRIP) and to make recommendations; and call70,whichtaskstheCanadianAssociationof Archivists to undertake a national review of archival policies and their compliance with UNDRIP. While these are certainly important matters that needed to be addressed, it's telling that they were both completed by nongovernmental organizations, and not the governmentitself.

Progress within the government, however,ismovingatasnail'space.Soslow,in fact, that by the Yellowhead Institute's calculation, we would not complete all Calls to Actionuntil2065,afull42yearsfromnow.

It should also be noted Bill C-29, which would establish a national council for reconciliation, was passed in the House of Commons, but remains stuck in the Senate. It's particularly vital that the government place

sufficient focus on Calls to Action No. 71-76, which all relate to missing children and burial informationforthosewhodiedunderthecareof residentialschoolauthorities.

However,whileitisimportanttoaddress governmentdawdlingonmattersrelatedtotheir requirementsundertheTruthandReconciliation Commission'sCallstoAction,it'salsoimportant that we take the time to stand in solidarity with First Nations peoples, perhaps by taking part in one of the many events and pow-wows held to commemoratethisimportantday.

It is always heartening to see how much people across Northern Ontario have embraced the National Day for Truth and Reconciliation. Everywhereyougo,youcanseewavesoforange shirts,andabeautifuldegreeofsolidarity.Taking the time to learn about the residential school system from those who were directly affected will continue to propel conversations about the needtoaddressthesehistoricwrongs.

Michael also helped Raymond Soucie a number of times to pick worms to sell to fishermen for about 25 cents a container. He notedthatintheearly1950s,25centswentalong way, as admission to the theatre was only 15-20 cents. Michael and I also delivered flyers for Simpsons order office which had been recently establishedinChapleau.

"Inthedaysbeforetelevision,aradiowas a great thing to have," Michael recalled. Radio was nonexistent during the day until the CBC installedrepeaterstations,but"...asthesunwas goingdownthereceptionstartedtocomeinand after sundown the reception was really good, particularly for powerful stations from cities in theUnitedStates,suchasFortWayne(WOWO), Pittsburgh(KDKA)andBoston(WBZ)."

"Whilerepairingthesite,Ibrowsedatthe nearbyplotsandtomysurprise,oneoftheplots closeby,atthebackfence,wasthelocationofmy grandfather William McMullen. It needed the sameworkastheHongsite.So,wehauledmore earth and put both plots in a condition, which pleasedusboth."

As an aside, it should be noted that Michael's father Keith, and his grandfather, WilliamMcMullen,bothservedasWardensatSt. John's.HisfatherwasPeople'sWardenwhenMr. HaddonwastheRector,andhisgrandfatherwas Rector'sWardeninthetimeofRev.J.N.Blodgett.

Michael recalled earning "some real money"forthefirsttimeinChapleau.Mrs.Elsie Wilkinson, the widow of Dr. Steve Wilkinson paidhim25centstocutthegrassonherproperty on Beech Street with her hand mower once a week.

"I was a pin boy at the bowling alley for probably15-20centsanhour.Iwasdownatthe endofthealleywherethepinswereplaced.My responsibility was to properly position the pins duringeachframe,andtoputtheballsinthetrack toreturntotheplayers.AsIrecall,Iwaslooking after two lanes at one time. You had to be alert becauseofwherethepincouldgoafterbeinghit. There was a foot slot at the end of the bowling lanethatyousteppedonthatpushedthepinsup

Michael remembers some of the popular radio shows such as the Lone Ranger, Jack Benny, the Green Hornet, and Inner Sanctum with "its scary squeaky door at the beginning of theprogram.CanadianshowssuchasWayneand Shuster,andtheHappyGangwereverypopular. WegottheSaturdaynighthockeygames,usually fromTorontowithFosterHewittandtheToronto MapleLeafs."

He liked listening to baseball games particularly his favorite team at the time, the BrooklynDodgers.TheywereonWMGM,1050 onthedialfromNewYorkandthesponsorswere Lucky Strike and Schaefer beer. Vince Scully was the junior announcer, and he is still calling games for the Los Angeles Dodgers. On weekends there were baseball games on the United States Armed Forces Network on short waveradiowithDizzyDeanandBuddyBlattner.

After moving to Toronto in 1954, Michael did not return to Chapleau until the Chapleau High School reunion in 1997. Many changeshadtakenplaceinthe43yearssincehe left.TheoldPatrickMulliganstorewasgoneas wasthenaturalicearenaonLorneStreetreplaced by the Chapleau Recreation Centre on the other side of town.Themovie theatre had closed, and theYMCAwasgoneaswell.Theballfieldthat wasbehindthehighschoolwasstillthere,butthe school had moved. The Chapleau Civic Centre wasinitsplace.

Butsomethingshadnotchangedforhim. The Boston Cafe, which had become Hongers, wasstillthereandstillownedbytheHongfamily. Chapleau Public School was in the same place

Michael and his parents appear to have been the last of his McMullen line to live in Chapleau. However, some years ago, Dr. Bill McMullenfromSudburywasoneofthemedical doctorswhocametoChapleauonaperiodicbasis toprovidemedicalservices.Billistheeldestson of Hugh McMullen, his father's older brother. I am the last of the Patrick Mulligan line to have lived in Chapleau. My grandmother, Lil (Mulligan) Morris and Michael and Bill's grandmother May (Mulligan) McMullen were sisters.

OnMonday,September25,studentsand staff from various CSC Nouvelon schools in Chapleau, Wawa, Dubreuilville and Hornepayne took great pride in displaying green and white clothing and celebrating their Franco-Ontarianidentityandtheirbelongingto theFrancophonieinOntario.

Kindergarten to grade 8 students at École Sacré-Coeur (Chapleau), École secondaire catholique Trillium (Chapleau), École élémentaires and secondaire SaintJoseph (Wawa), École St-Joseph (Dubreuilville), École Saint Nom de Jésus (Hornepayne)celebratedtheprovincialFranco-

Ontarian Day along with staff and parents in their school. They took part in a multitude of dynamic activities in their schools and communitiesplannedtohonourthestrengthof theirfrancophonecommunity.Studentshadthe opportunity to take part in a flag-raising ceremonyandsingthesong“NotrePlace.”

Also as part of Franco-Ontarian Day, studentsstudentshadthechancetodisplaywith pride green and white clothing in their classroom while taking part in stimulating activitieshighlightingFranco-Ontarianculture. Some schools took their celebration outdoors andtookpartinananimatedwalk.

The provincial Franco-Ontarian day, celebratedofficiallysince2010,willtakeplace on September 25. The date marks the anniversaryoftheFranco-Ontarianflag,which wasflownforthefirsttimeinSudburyin1975. CSC Nouvelon school students and staff take greatprideincelebratingtheflag'sanniversary. The day of activities, while recognizing our Francophone and Catholic heritage, also promotes the excellence and dedication of our students and staff as they seek to widen their Francophonespaceandlivetheirowncultureto thefullintheprovinceofOntario.

Le lundi 25 septembre, les élèves et le personneldediversesécolesduCSCNouvelon àChapleau,Wawa,DubreuilvilleetHornepayne ontététrèsfiersdeporterdesvêtementsvertset blancs et de célébrer leur identité francoontarienne et leur appartenance à la francophonieontarienne.

Lesélèvesdelamaternelleàla8eannée

de l'école Sacré-Coeur (Chapleau), de l'école secondaire catholique Trillium (Chapleau), de l'écoles élémentaire et secondaire Saint-Joseph (Wawa), de l'école St-Joseph (Dubreuilville) et de l'école Saint NomdeJésus(Hornepayne)ont célébré la Journée provinciale des FrancoOntariens en compagnie du personnel et des parents de leur école.
