Chapleaudrivercharged afterfallingasleepatwheel

Adriver in northern Ontario got averyscarywake-up call after allegedly falling asleep at the wheel and crashing theirvehicle.

The singlevehicle collision happened on Highway101,approximately 50 kilometreseastofWawa,OntarioProvincialPolicesaidonsocialmediaWednesday.

"OnSept.3,SuperiorEastOPPwasnotifiedbyapasserbyofacollisionon Highway101nearWawa,"policesaid.

"Aheavilydamagedvehiclewasfoundinthemiddleoftheroadwithpartsof thevehicleanditscontentsscatteredallovernearbyditchesandtheroad. Twentyfourguardrailswerealsodamaged.Thedriverwasnotlocatedatthescene,butwas eventuallyfoundbypolice."

Officers determined a 46-year-old from Chapleau was responsibleandhadfallenasleepatthewheel,OPPsaid.

"Luckily, the driver was not injured and did not (injure) anyoneelse,"policesaidinaFacebookpostcontainingaphotoofa black pickup truck with a badly damaged front end stopped in the middleofthetwo-laneroad.

Alsointhephotoiswhatlookslikea dirtbikeintheditchseveralfeetinfrontof thepickup.

Thedriverreceivedseventicketsfor provincial offences including careless driving, insecure load, failing to report damage to a vehicle and highway property andfailingtoreportanaccident,OPPsaid.

Chapleauresidentchargedwithdrugtrafficking

On Aug. 30, 2023, shortly after 2 p.m., membersoftheSuperiorEastDetachmentofthe Ontario Provincial Police (OPP) were conducting general patrol when they observed a wantedindividualonBirchStreetinChapleau.

The individual was arrested and

subsequently searched, with officers locating a large amount of suspected fentanyl and drug paraphernalia. As a result, April Tangie, 32 yearsofage,ofChapleauwaschargedwithone countofpossessionofaScheduleISubstancefor thepurposeoftrafficking.

The accused was remanded into custody pendingabailhearing.

None of allegations have been tested in court and Tangie is considered innocent unless provenguilty.

Drugwarning:Increaseinsuspecteddrugpoisonings(overdoses)

The Community Drug Strategy has received reports of an increase in the number of drug poisonings (overdoses) and unexpected reactions from the use of substances in Sudbury anddistricts.

Whilewecannotconfirmthesubstance(s)

causing the overdoses, this situation serves as an important reminder to the community that street drugsmaybecutormixedwithsubstancessuchas benzos (benzodiazepines), xylazine, fentanyl, or carfentanil.Frontlineworkerswarnthatmoretoxic substances than usual may be circulating locally and that multiple naloxone kits have been required to reduce overdoses.

Anoverdoseoccurswhenaperson usesasubstance,andtheirbodyis unable to handle the effects.As a result,thebrainisunabletocontrol basic life functions. The person might pass out, stop breathing, or experience a seizure. Overdoses canbefatalandnon-fatal.

Preventoverdosestosavelives:

· Avoid mixing drugs, including prescribed, over the counter,andillegaldrugs.

· Avoid drinking alcohol whileusingotherdrugs.

YouthCharged WithAssault

A youth is facing a criminal charge following a physical altercation. On September8,2023shortlyafter 12:00 p.m., members of the SuperiorEastDetachmentofthe Ontario Provincial Police (OPP) were notified of an assault that occurred on Teak StreetinChapleau.

As a result of the investigation, a 16-year-old fromChapleauwasarrestedand charged with one count of Assault.

The youth was released from custody and is scheduled to appear before the Ontario CourtofJusticeinOctober2023 inChapleau.Theidentityofthe accusedisbeingwithheldasitis protected under provisions of the Youth Criminal Justice Act (YCJA).

MartelfamilymadesignificantcontributionstoChapleau sincearrivingin1951toestablishlumbermill

Earle Freeborn, then the reeve of Chapleau, said that "Since 1951, you have provided employment for our community," adding that they had supported sports and many communityprojects.

The eight children of Mr. and Mrs. Martel, Lise, Solange, Suzanne, Oriette, Yvon, Aldee, Denis and Jean, all contributed to the community.

Theyweregreatsupportersofhockeyand SuzanneTurcottenotedthatDenishadcoacheda Midget team to a Northern Ontario Hockey Association championship. Aldee was a great supporter of Junior "B" hockey and was part of the1953-1954famousChapleauBantamteam.

The reception honouring them was held after they had sold their operations in 1997 to E.B.EddyLumberLtd.

Theyevenhadafastballteamatonetime, andLarry,Aldee'sson,sharedananecdoteabout makinggamesonaFridaynight.Inthesummer monthswhileattendinguniversity,Larryworked forthecompany,andworkedstoppedatnoonon Friday. His girl friend, now his wife would be coming for the weekend, but Larry also had to playball.

So, he would drive to Sault Ste. Marie, pickuphisgirlfriend,andmakeittothegameon time, and be a quick-change artist to be in uniformatgametime.

Writing in Chapleau Trails, edited, and publishedbyDr.W.R.Pellow,DougGreignotes that J.E. Martel and Sons Lumber Limited was one of the first independently owned and operated manufacturing firms to situate in the Chapleauarea.

When Joseph Egide Martel and his wife Yvonne moved to Chapleau with their family in 1951 it marked the beginning of a long family relationship with Chapleau, Jim Prince wrote in theChapleauExpressaftertheywerehonouredat acivicreceptionin1998.

In another report on the reception, perhapsDanLemieux,speakingonbehalfofthe ChapleauSkiClub,summeditupbestonbehalf of all those who were touched by the Martel family.Dansaid:"Wheneverwewereinneed,we justhadtogototheJ.E.Martelcompanyoffice, andwenevercameawayemptyhanded."

Richard Bignucolo, representing the ChapleauAirportCommissionthankedthemfor their contributions to the airport. Yvon Martel, along with Gene Bernier, were particularly instrumental in getting an airport at Chapleau. Yvon,inanaircraftpilotedbyStanDeluce,made thefirstlandingatitin1970.

At the civic reception, Mme Yvonne Martel and the four Martel brothers who had taken over operation of J.E. Martel and Sons LumberLtd.afterMr.Martel,itsfounderdiedin 1972,werepresentedwithtokensofappreciation by the Township of Chapleau, flowers to the ladies and certificates of appreciation to the brothers.

Joseph Egide Martel moved to the area from La Sarre in 1951 to salvage the standing timberthatburnedinFireNumberSixatRacine Lake.

A supply of green timber limits with an allowablecutof7,500unitsfromthegovernment ofOntarioafterthesalvageoperationresultedin apermanentoperationatRacineLakeuntil1959 whenaportablesawmillwasdismantledandby 1960anewmillonemileswestofChapleauwas up and running with a production capacity of sevenmillionboardfeetannually.

When Mr. Martel died in 1972, the business was divided into an equal partnership among his four sons - Yvon, Aldee, Denis and Jean.

It's been over a decade since the previous Conservativegovernmentbegantoimplementthe now-infamous Phoenix pay system for public servants.Whatwasinitiallysupposedtobeacostsaving measure for future governments has now balloonedcompletelyoutofcontrol.

In 2009, as part of that government's Transformation of Pay initiative which sought to bothmodernizeandstreamlinepublicservantpay systemswhile saving the government money, a $122 million project was approved to centralize pay administration for most federal departments, withanother$186milliontocreateanewpayment system.Itwasareasonablegoal.Governmentsfor decadeshadexaminedstreamliningpublicservice payroll systems to save themselves, and by extension taxpayers, money on administrative costs. The implementation of Phoenix was expected to save $70 million by eliminating positions that would be made redundant and automating pay processes. In 2016, the current government launched Phoenix in full, despite concerns shared with Public Services and Procurement Canada at the time from an independentanalysisfromconsultingfirmGartner Canada about the viability of the system. As of today,Phoenixhashadtheoppositeofsavingthe governmentmoney.

Phoenix issues have ballooned its cost to an exorbitant $2.4 billion as of April 2022, and obviouslymoretoday.AsofthisApril,therewere over 200,000 unresolved transactions related to Phoenix pay systems. For many public servants, Phoenixhasbecomeatopicofregularwatercooler jokes,andmostpublicserviceemployees,over50 percent by the most conservative estimates, have hadapersonalissuewiththesysteminoneformor another.Therealityofthesituation,however,isno laughing matter. Many employees have been underpaid,orhadpaychequesdelayedordeferred. Others have received paycheques well into retirementthatnegativelyaffectedtheirtaxesand pension income. Some employees have received zero-dollar paycheques. Others have had to file taxesmultipletimesinthesameyearbecausetheir T4s did not accurately show their earnings. And stillotherswereoverpaid,andwhendiscrepancies were discovered or pointed out, wages were garnished to compensate for mistakes not caused bytheemployeesthemselves.

These problems are starting to be addressed,althoughinwaysmanypublicservants likelywouldforgoforeconomicstability.In2019,

the Treasury Board of Canada Secretariat (TBS) andvariouspublicsectorunionshavecometoan agreement to compensate those employees affected by Phoenix pay issues. This includes correcting any mistakes and compensating those employees who have been affected the most severely. Included in the agreement is additional days of paid leave, including two days for those who worked through fiscal years 2016 and 2017, and one day for those working each fiscal year since, up to a maximum of five additional leave days. This resulted in public servants receiving a totalof4.3millionhoursofleaveascompensation for eight years of dealing with Phoenix-related issues, but some public servants are still dealing with the fallout and are still waiting for compensationforissuesthatoccurredyearsago. Thisyear'sbudgetincluded$52millionforShared Services Canada to work on a permanent replacement for Phoenix. Ceridian was chosen amongthreecompetingcompaniesin2021asthe replacementforthetroubledsoftware.TBSisnow

Pendant des décennies, les gouvernements ont cherché des moyens de simplifier les systèmes de paye de la fonction publique dans le but d'économiser et, par le fait même, de faire économiser les contribuables pour cequiestdesfraisadministratifs.Lamiseenœuvre du système Phénix devait nous permettre d'économiser 70 millions de dollars, car elle permettrait d'éliminer des postes devenus redondants et d'automatiser les processus liés à la paye. En 2016, le gouvernement actuel a lancé le système Phénix dans son intégralité, même si des préoccupations avaient été soulevées à l'époque auprès de Services publics et Approvisionnement Canada à la suite d'une analyse indépendante réalisée par la société d'experts-conseils Gartner Canada au sujet de la viabilité du système. Inhis2018report,formerAuditorGeneral Michael Ferguson gave a scathing grade to both thepreviousandcurrentgovernmentsforthelack of appropriate oversight for the Phoenix rollout and implementation. It's important to have independent analysis completed of the software being used to replace Phoenix to ensure that we don'tendupwithanotherboondogglethatwastes moneyanddoesn'tdeliveronthebasicpremiseof asimplified,unifiedsystemthatreflectstheneeds ofFederalworkers.

Those workers deserve to know that their paycheques are stable, that delays won't happen, and that they can access information about their payandbenefitswithoutitbeingamassivehassle and ensure that taxpayers' money is no longer wasted.

D'autresontdûproduireunedéclarationderevenus à plusieurs reprises au cours de la même année parce que leurs feuilletsT4 n'indiquaient pas leurs gainsexacts.Ilyaégalementeudesemployésqui ont été surpayés; quand des écarts ont été découverts ou signalés, les salaires ont été saisis pour compenser des erreurs n'ayant pas été commisesparlesemployésensoi.

On commence à régler les problèmes de cette nature. Toutefois, bon nombre de fonctionnaires se passeraient probablement des moyens utilisésetopteraientpour une plus grande stabilité économique. En 2019, le Secrétariat du Conseil du Trésor du Canada (SCT) et différents syndicats de la fonction publique sont parvenus à une entente visant à compenser les employés touchésparlesproblèmesdepayeSuiteP.7

IndigenousLeaders:Coalitionseekingtoleadproposedtransmissionlineproject Taykwa Tagamou, Michipicoten, Chapleau Cree and Missanabie Cree First Nations partnering to pursue development contract for Wawa-Porcupine line

A coalition of four First Nations in northeasternOntarioismakingitknownitwants thedevelopmentcontractforanewtransmission line proposed to run between Wawa and Porcupine.

Taykwa Tagamou, Michipicoten, Chapleau Cree and Missanabie Cree First Nations have formed Transmission Infrastructure Partnerships 9 (TIP-9), in partnership with the U.S.-based company Ameren,withtheintentionofsecuringthetender to engineer, permit,contract,and buildthe 260kilometreline,whichisslatedtobeinserviceby 2030.

TaykwaTagamouChiefBruceArchibald saidthecommunitieswerepromptedtoformthe coalition after the Independent Electricity System Operator (IESO) released its electricity planfornortheasternOntariolastOctober.

Citing an increasing need for more

capacity — in particular due to heightened miningandotherindustrialactivityinthearea— theIESOiscallingfortheconstructionofanew, single-circuit, 230-kilovolt transmission line between the Wawa Transformer Station and the PorcupineTransformerStation.

Archibald said it provides an excellent opportunity for area First Nations, whose traditionalterritorieswill host the line, to get in ontheprojectatitsearlieststages.

“Our communities wanted to actually participateinmajorprojectswithinourterritory when it comesto any kind of mining,energy or hydrodevelopment,”hesaid.

“We wanted to actually be owners and operators in these projects that are going to happenwithinourterritory.”

When a company plans a development project in a traditional territory, it’s been common for First Nation communities to be offered impact benefit agreements (IBA), which typicallyoffersomecombination of training and employment opportunitiesandsocioeconomic benefits.

But Archibald said the four First Nations are seeking something more meaningful that enables them to engage in real economicreconciliation.

Overtheyears,thecompanyevolvedinto a modern progressive one responsible for the sustainable management of their forest license, and employment in manufacturing jobs in the Martel woodlands, sawmill, and marketing operations.

Doug noted that the company survived economic downturns by continuing to provide qualityproducts,customerservice,fairtreatment of employees and continued investment in the company.

Amongmanyawardsovertheyears,one

that stands out is one from the Ontario Lumber Manufacturers Association. Yvon Martel was presented with the first ever Honorary Life MemberAwardforhisworkwiththeassociation.

probably the other chiefs also — and we’ll talk about the treaty that we signed back in 1905 in regards to sharing the resources within our territories, and that’s something that was never donebefore,”saidArchibald,whosecommunity fallsunderTreaty9.

“Now, what reconciliationis allowingis for these relationshipsto build to work together onhowitshouldhavebeenover100yearsago.”

Afterlearningofthedevelopmentplans, thefourFirstNationsapproachedtheIESO and the Province of Ontario with their idea, and secured Ameren as their financing and developmentpartner.

The company, which has operations in Illinois and Missouri, provides electricity and transmission line development services. Its originsdatebackto1902.

Although the coalition approached a number of companies, in both Ontario and the U.S.,abouttheirproposedmodel,Archibaldsaid they chose Ameren because the company understoodthecoalition’svisionwhenitcameto respectingthe First Nations’inherentand treaty rights.

“They can bring the technical expertise, butnotonlythetechnicalexpertise,thefinancing that's needed to do major projectssuch as this,” hesaid.

Under the proposed agreement, TIP-9 andAmeren would be 50-50 joint partners, and thecoalitionwouldretaintherighttotakeonfull ownershiponcefinancingobligationsaremet.

Whileit’stooearlyintheprocesstoputa price tag on the project, Archibald said initial estimatespegitsvalueatbetween$1billionand $1.5billion.

For the partnercommunities,the project would bring training and employment opportunities, but the ancillary benefits — money spent with small businesses, hotels, restaurants, and more — would spread through theregion.

There’snowordfromtheIESOwhenthe process will get started, so in the meantime, ArchibaldsaidtheTIP-9coalitionwillcontinue tolobbyforitsplaceatthetable.

“It’s kind of an historic moment if you really look at it,” Archibald said. “The First Nations that are involved in this project are bringingsomethingnewtothetableinregardsto how we can work together as First Nations and government.”

Public Health Sudbury & Districts has receivedlaboratoryresultsconfirminganadultin GreaterSudburyhastestedpositiveforWestNile virus(Wnv).Beforethis,themostrecentlaboratory confirmed cases within the Sudbury and Manitoulindistrictswerein2017.

A mosquito that was positive for West NileviruswasdetectedintheManitoulinDistrict earlier this season through routine surveillance, and positive mosquitos and birds have been identified within the districts in previous years. Routine surveillance via trapping of mosquitos continues within the Public Health Sudbury & Districts’servicearea.

“Although reports of West Nile virus in humans are uncommon, the threat posed by the virus remains as the virus is found across Ontario,” said Jonathan Groulx, a manager in Public Health’s Health Protection division. “Takingprecautionsto protectagainsttheinfectionisimportant,”addedGroulx.

WestNilevirusisspreadthroughthebite

ofaninfectedmosquito.Mosquitoesgetthevirus by feeding on infected birds. Symptoms can rangefrommildtosevere.Mostpeopleinfected with the virus have no symptoms while others mayexperiencemildsymptomsincludingfever, headache, body aches, mild rash, and swollen lymphglands.Inveryrarecasestheinfectioncan affect the central nervous system and cause serioussymptoms.

Mosquitoescan carry higher levels of the virus at this time, and thisiswhenpeoplemightnotbeascarefulabout protectingthemselvesfrommosquitobites.Here are some simple measures you can take to continuetoprotectyourselfandyourfamily: Reducetheriskaroundthehome

• Installorrepairwindowanddoorscreens.

• Removestandingwaterfromaroundyour homewheremosquitoescanbreed.

• Carry out regular yard and lawn mainte-

nance:collectlawncuttings,rakedleavesorother decayingdebrisandrecycleormulchthemsothat organicmatterdoesnotendupinstormsewersas afoodsourceformosquitolarvae.

• Turnovercompostfrequently.

Personalprecautions

• If possible, stay indoors from dusk to dawnwhenmosquitoesaremostactive.

• Use mosquito netting when sleeping outdoors or in an unscreened structure and to protectsmallbabieswhenoutdoors.

• Wear light-coloured,long-sleevedshirts, long pants, shoes, and socks when outside, especiallyfromduskto dawn,whenmosquitoes aremostactive.

Certainmessagesneed toberepeatedseveraltimes

Darian Williams of Englehart pleaded guilty to carelessly discharging a firearm while hunting and possessing illegally killed wildlife. Hewasfinedatotalof$6,700.In addition, he received a one-year hunting licence suspension and must complete the Ontario Hunter Education Course before obtaining another hunting licence.

Tom Hager of Charlton pleaded guilty to possessing illegally killed wildlife and failingtocompletehismandatory hunterreport.Hewasfinedatotal of$2,000andreceivedaone-year huntinglicencesuspension.

The court heard that on October 19, 2021, conservation officersreceivedinformationthat a moose had been shot down a roadway in Savard Township within the District of Timiskaming. Upon further investigation, conservation officers learned that Williams was on his way home when he observedabullmoosestandingin the ditch. Williams then exited his vehicle and shot the moose twice,shootinginthedirectionof abusyintersection.Williamsand Hagerwerebothinpossessionof the moose when a conservation officerinvestigatedthefollowing

day.Thebullmoosewasseized.
