Pine Street Reconstruction – Between Monk and Lisgar Streets

T

he Township of Chapleau would like to take the opportunity to provide the community with an update on its efforts to address the condition of the segment of road on Pine Street between Monk and Lisgar Streets (the bottom of the overpass).

The condition of the road in this location has deteriorated at a faster rate than elsewhere due to the high volume of industrial traffic which is compounded by the sharp turning radius at the bottom of the bridge. As a result of our recent experience with the private sector where contributions have been made to municipal infrastructure projects, such as the waterfront revitalization and renovations at the Recreation Centre, Council chose to approach the local industry to ask if they would consider making a financial contribution towards the project. Council was informed that the industry could not contribute at this time. The budgetary estimate for full-depth surface reconstruction of this segment of Pine Street, including limited underground infrastructure, is $155,000.

In response to ongoing public complaints about the condition of the road and the impacts of industrial users, as well as recognizing the need to protect any further investment in the municipal road network, Township staff worked with the municipal solicitor to develop options for next steps. An Open Forum was held on November 4th, 2019 with 37 members of the community in attendance who provided valuable input on this matter. Despite the sentiments expressed by some community members that local industry should contribute to the project, it was made clear to Council that they need to proceed with the necessary work to address the problem.

Following the November 4th meeting, Council prioritized this project in the 2020 budget.

The project was put out to tender this spring and a single bid was received which was significantly higher in cost than the engineering estimate. The tender was released a second time and was bundled with other road work to increase the size of the project in the hopes of attracting more bidders and competitive pricing. Three bids were received this time, the lowest of which exceeded our budget by $114,000 (86%). It was the recommendation of the Township's consulting engineers that the project did not represent good value for money, and the contract was not awarded. The high bids are in part attributed to the cost of mobilizing contractors to Chapleau for a small project.

The reconstruction of Pine Street has been deferred until 2021 in hopes that the work can be completed in tandem with other construction projects which may lead to better pricing.

Council has allocated its 2020 Ontario Community Infrastructure Funding (OCIF) formula grant component of roughly $138,000 to this project to off-set the costs to municipal capital reserve funds.

The Public Works department has been maintaining the damaged segments of road with cold patch to the extent possible, recognizing that this is a temporary repair which requires ongoing attention.

The Township would like to thank the community for their patience in this matter.

Ontario-Québec Summit Strengthens Ties between the Two Provinces

Governments Agree to Collaborate on Key Priority Areas Including Health Care, Economic Recovery, and Infrastructure Renewal Today, Premier Doug Ford and Québec Premier François Legault concluded a successful Ontario-Québec Summit, where their governments agreed to collaborate on accelerating economic recovery and job creation, working towards increasing health care funding sustainability and preparedness, and advancing other areas of mutual benefit for the people of Ontario and Québec.

Over the past few months, both provinces have surmounted extraordinary challenges due to COVID-19, from building unprecedented testing capacity to encouraging thousands of Ontario and Québec businesses to retool to make personal protective equipment and critical medical supplies.

OBITUARY Margaret “Marg” Ansara (nee McKay) Passed away peacefully with family by her side at the Chapleau Health Services on Wednesday September 2, 2020 at the age of 88 years. Margaret was born in Glasgow, Scotland and immigrated to Canada with her parents, settling in Timmins, Ontario. It was in Northern Ontario where she spent the majority of her life.

Margaret was predeceased by her husband George Ansara of Timmins, Ontario.

She is survived and will be dearly missed by her three children and their families: Mark Ansara (Christine) and his son Brian Ansara, Cathy Ansara and her daughter Jaime Fortin (Brendan), Justin Fortin (Dezirae) and greatgrandaughter Myla, and Susan Ansara (Marc) and her children Jack and Catherine Mageau.

Dear sister of Johnny McKay (Bonnie), Tommy McKay (Mila), Edmund McKay (Mary), late Sylvia McKay and late Francis McKay. Marg will be lovingly remembered by Ian and her many nieces and nephews as well as her other dear friends.

A Celebration of Life was held at the Royal Canadian Legion Branch #5 on Saturday September 5, 2020 from 12 noon until 2:00 pm.

With the COVID-19 crisis amplifying existing pressures on the provinces' respective health care systems, Ontario and Québec now call on the federal government to remedy longstanding underinvestment in provincial health care by committing to a long-term funding partnership with the provinces and territories for health care through a significant increase of the Canada Health Transfer (CHT).

"This summit offered a historic opportunity to strengthen our regional partnership with Québec and ensure we can deliver a strong and resilient recovery for the people and businesses of our two provinces," said Premier Ford. The provinces also agreed to press the federal government for fair, flexible, sustainable funding for other key priorities that support economic recovery and resilience, including infrastructure, transit, other sector-specific supports and broadband in order to accelerate access to high-speed Internet access for rural, remote, and Northern communities.

The two parties also agreed to collaborate on combatting U.S. protectionism, removing trade barriers, and promoting Ontario-made and Québecmade products to help protect and create more jobs for Ontarians and Quebeckers.

The governments will further work together to develop shared principles on the safe and responsible reopening of the Canada-U.S. border and ensure Ottawa has a clear plan before any restrictions are relaxed.

To continue the extraordinary progress made over the past two days, Premiers Ford and Legault have agreed to convene annual meetings to jointly work on shared priorities and areas of

mutual agreement.

The Premiers look forward to discussing these important priorities for the people of the two provinces and for all Canadians.

The inaugural Ontario-Québec Summit provided an unprecedented opportunity for the two provinces to strengthen economic ties and agree on key priorities for ongoing collaboration.

John Beresford Austin who generated "tall tales from the north' about Chapleau dies in Toronto

Michael J. Morris John Beresford Austin, a member of one of Chapleau's founding families, prominent in retail, lumber, hydro electric and other businesses has died.

In an email his niece Elizabeth Austin, advised me that her uncle had died on August 27 in Toronto. She noted that now "there is only Richard, at a young 81 left as the 'last man standing', though his cousin Jeannie is 92.

Richard lives in southern Ontario.

From one of Chapleau's most prominent, and well known families, Elizabeth is about the only family member remaining with memories of the community. Richard likely does too as I remember him living in Chapleau.

According to an obituary in The Globe and Mail, Mr. Austin died on August 27, 2020 in the company of his daughter Alice at North York General. He was the son of the late Allan McNiece Austin and the late Alice (Dickinson) Austin.

He was predeceased by his lifelong love, Marjory, his brothers James and Allan (Mac), and survived by his brother Richard, his adoring children Janet (Jim), Alice (Jan), and David (Glyn), his cherished grandchildren David (Allison), Laura (Nicolaas), Nicole (Fabrizio), Robin (Steve), Mary (Matt), and Katey, and his great-grandchildren Allegra, Cristiano, Bianca, Cameron, Sylvie, Joel, Evan, and Margot.

Lest we not forget his great-grand dogs Walter and Rex. The obituary noted that he lived a full and long life, just shy of 94, dedicated to family, friends and business pursuits. His childhood life in Chapleau framed his early years, generating a lifetime of "tall tales from the north" and forming his initial plan to carry on in the family lumber business.

Attending Trinity College School and meeting Marjory changed all that and Toronto and Vancouver became his home bases where he entered into a long career in the sign business at Neon Products and ultimately retired from a second career in the investment business at RBC Dominion Securities.

John and Marjory shared a wonderful life of entertaining family and friends, travelling the world with friends, and spending many summers at Pointe au Baril with the family. Throughout his life, John dedicated much of his service time to the Rotary Club of Toronto where he was elected President in 1983.

He played a decent game of golf at Rosedale Golf Club and although curled for many years at the Granite Club was noted latterly as the first arrival every morning at the Granite's fitness centre.

The family extended a very special thanks to the compassionate and capable team of medical personnel at Amica Bayview Gardens for their ongoing care of John. A private family service and internment will be held, and a celebration of his life will be

scheduled later. In lieu of flowers, donations would be greatly appreciated to the SickKids Foundation, North York General Foundation, or a charity of your choice. .In an article in Chapleau Trails edited and published by Dr Bill Pellow, it is noted that at one time the Austin lumber company had mills at Sultan, Devon, Nicholson, Dalton,Station and Dalton Mills. It became the largest producer of railway ties in the British Empire. Their partner was George Brecken Nicholson, the first reeve of Chapleau. They also bought out a hydro electric operation about 1908 and ran it for many years.

I’ve written quite a bit about the challenges we have with internet in the north for good reason.

No other technology has the power to transform our region and level the playing field of opportunity between rural and urban Canadians than highspeed internet service. We have known this for as long as the technology existed, but after more than a quarter century, too many parts of this region and large swaths of rural and northern Canada are still getting by with slow, expensive, or even no internet services. When we consider the reasons why, we have to look past the companies that deliver services and at the government which provides the bandwidth these services are built upon.

The old excuses of cost and geographic challenges have been addressed by other countries, like Australia, that share similar barriers to extending good service to sparsely populated areas.

The missing ingredient may be the political will to make demands on the big Canadian internet providers, but nothing in the government’s recent actions suggest they are willing to challenge these

Government sends wrong message to regions struggling for better internet companies or look to other models that may provide better service in a timely fashion.

It’s hard to know where the government stands when it comes to internet services. While they can often sound as if they are committed to getting Canadians the best service at affordable rates, their actions can lead observers to other conclusions. A recent example is how they sided with Canada’s largest telecom companies in their appeal of an August 2019 CRTC decision to lower wholesale rates.

This was done despite the fact that Canadians are more dependent than ever on highspeed internet connection during this pandemic for work, school and essential services. Instead of making fast and reliable internet connection more affordable for Canadians, the government is worried about rich telecom corporations losing profits. They are clearly on the wrong side and Canadians deserve better.

The problem is much bigger than the confines of Algoma-Manitoulin-Kapuskasing or even Northern Ontario. In Canada, 63 percent of rural households do not have access to high speed internet at all. In the Northwest Territories, Yukon, and Nunavut, no households have access to highspeed broadband. During this public health emergency, the situation has gotten worse for Canadians in rural and remote areas when we should be moving heaven and earth to make things better. What’s also discouraging is that the

government hasn’t looked at more methods to deliver service to these areas.

Municipally based broadband is a solution that isn’t getting enough attention or assistance. In these scenarios the internet is provided by the community to its residents. While the Infrastructure costs are typically invested in by the local government as an alternative to privately-owned networks, seed money from the federal government could help these solutions move forward quickly.

This would allow projects to begin while profits from the venture could pay all or most of the seed money back. An example of that model is in place in Olds, Alberta (population 9,184), where the profits from that community’s broadband project are projected to completely pay off the community’s loans from the government within 10 years. The cost was $21million, but that represents a great investment.

Either way, something has to give.

Canada’s largest telecom companies have been lobbying the government extensively to protect their profits and it shows. New Democrats have been consistent on this file calling out the government for its lacklustre approach to expanding service and for tolerating exorbitant rate schemes. They noticed enough to campaign on these issues, but the time to act is clearly upon us and yet their efforts remain focussed on corporate profits.

Les vieilles excuses concernant le coût et les défis géographiques ont été éliminées par d’autres pays, comme l’Australie, qui se heurtent à des obstacles semblables aux nôtres pour ce qui est d’offrir des services de qualité à des zones peu peuplées. L’ingrédient manquant est peut-être la volonté politique d’imposer des exigences aux grands fournisseurs d’accès Internet canadiens, mais rien dans les récentes actions du gouvernement ne laisse entendre qu’il est prêt à mettre ces entreprises au pas ou à se tourner vers d’autres modèles susceptibles de fournir un meilleur service en temps utile.

J’en veux pour exemple la façon dont il s’est rangé du côté des grandes entreprises de télécommunications du Canada récemment dans leur appel d’une décision du CRTC d’août 2019 visant à réduire les tarifs de gros.

Pourtant, les Canadiens dépendent plus que jamais, étant donné la pandémie, d’une connexion Internet haute vitesse pour le travail, l’école et les services essentiels. Au lieu de fournir une connexion Internet rapide et fiable plus abordable aux Canadiens, le gouvernement s’inquiète de la perte de profits des riches sociétés de télécommunications. Il se place manifestement du mauvais côté, et les Canadiens méritent mieux.

Si les coûts d’infrastructure sont généralement assumés par le gouvernement local comme solution de rechange aux réseaux privés, des fonds de démarrage du gouvernement fédéral pourraient aider ce type de service à progresser rapidement.

Les projets pourraient ainsi démarrer et les profits qu’ils engendrent serviraient à rembourser la totalité ou la majeure partie des fonds de démarrage. C’est le choix qu’a fait la municipalité d’Olds, en Alberta (9 184 habitants), qui pourra rembourser entièrement en 10 ans, à l’aide des profits générés, les prêts qu’elle a reçus du gouvernement. Le coût s’élève à 21 millions de dollars, mais c’est un excellent investissement.

De toute façon, il faut que les choses bougent. Les grandes entreprises de télécommunications du Canada exercent de fortes pressions sur le gouvernement pour protéger leurs profits, et cela se voit. Les néo-démocrates n’ont cessé de rappeler le gouvernement à l’ordre dans ce dossier, en l’accusant de manquer de fermeté dans l’expansion du service et de tolérer des tarifs exorbitants, tant et si bien qu’il s’est résolu à inclure ces questions dans sa campagne, mais le moment d’agir étant venu, son énergie demeure concentrée sur les profits des entreprises.

Designate their own workspace.

Whether they’re 6 years old or 16, make sure your child has a dedicated workspace for their homework. If they have a clean and consistent place to work, it’s easier to get started.

One pro tip is that students who work in the open are more accountable to their work—it’s easy to see how they are doing their work, and you’re around to provide help and answer questions.

Choose a consistent time. Set aside half an hour for a break after school, then it’s time to get to work. Tackling homework before dinner means less time to stress and more time to finish it before bed.

Ford Government Must Be Transparent About COVID-19 Outbreaks, Improve Public Access to Information: Health Coalition Releases Updated Reports on Outbreaks in Health & Non-Health Sectors The Ontario Health Coalition, which has been tracking COVID-19 outbreaks since the beginning of the pandemic, released two new reports today tracking the trends in outbreaks to the end of August in health care settings and in nonhealth care industries. The Coalition has highlighted in each report the information that is either no longer reported by Public Health and the Ontario government, or has not been reported at all, but should be. The reports, Tracking of COVID-19 Outbreaks in Health Care Settings and COVID-19 Outbreaks in Non-Healthcare Settings are available on the Coalition’s website here. Previous reports dating back to the first outbreaks in March are also posted.

“Key information that was previously reported regarding the spread of COVID-19 in health care settings has been discontinued without explanation,” reported Natalie Mehra, executive director of the Ontario Health Coalition. “In nonhealth care industries, no information is being reported to identify the names of businesses and services with outbreaks. This is unacceptable.”

In a recent example, 184 staff who worked at two bakeries owned by the same company in Toronto contracted COVID-19 and one staff person died in May. The outbreak was lifted June 24. The information was not revealed publicly until mid-August. The Health Coalition found a cumulative total of 1,685 confirmed cases among agricultural workers, and the numbers continue to rise, by far the highest number in any industry outside of health care, but the names of farms with outbreaks are not disclosed. There are 87 active outbreaks in what we consider to be workplaces, including retail stores and warehouses, farms, public services and other industries that are not health care settings. We were able to find only a portion of these. People need to know, for instance, when a workplace or public setting has had COVID-19 cases to help contain the spread.

“Public Health Units and the Ontario government have disclosed the names of long-term care homes and retirement homes with outbreaks, even listing the gender and age of the people infected. So how is it justifiable that other outbreaks in businesses and services are being hidden?”, Ms. Mehra asked, noting that some retail chains such as Metro and Loblaws have been openly and transparently reporting outbreaks in their stores and warehouses while others have tried to keep the information secret, and have been aided in doing so by the government’s failure to report openly.

“This is vital public information. Not only does it make the public aware of the transmission of COVID-19, helping to remind people to continue to use the infection control measures recommended

by Public Health, but also it enables patrons and workers alike to take extra care when there are outbreaks which will help to contain the spread of the virus,” she added. “There is no public interest argument for keeping COVID-19 outbreaks secret.

This is a case of putting business interests before the public interest and the government must start full and transparent reporting of outbreaks.”

In light of the return to school, the Coalition is calling for the government to make clear that the definition of an outbreak is one person in a workplace, industry, or service, and one person in a school. This matters, because when an outbreak is declared, outbreak protocols can be effected. In long-term care, once the definition of outbreak was clarified to mean one person (staff or resident) and outbreak protocols were put in place it helped to begin to contain the spread of the novel coronavirus.

The Coalition is also calling for clear and transparent disclosure of the names of schools, workplaces, services and industries with outbreaks, and reporting on the number of cases in each outbreak, just as there has been in health care and congregate care facilities.

Finally, the Coalition is calling for the resumption of the reporting of details regarding outbreaks in health care settings as were reported prior to the beginning of June. The information is vital for researchers, advocates and the public to be able to see over time what the trends are regarding the spread of the virus. (Details of the information that is no longer reported are in the health care outbreaks report.)

Key findings in the Ontario Health Coalition’s outbreaks reports released today: -In health care, the Coalition found 54 new outbreaks over the six weeks from mid-July to the end of August, up from 30 new outbreaks in the previous month. However, the outbreaks are smaller than they had been throughout the first wave, with fewer people infected, and the outbreaks have been resolved more quickly. Across health care settings, including long-term care, hospitals, retirement homes, clinics, public health units and other congregate care settings, the Coalition found that case numbers stopped declining and have instead flatlined over the last 6 weeks with 197 new people, including staff and patients/residents infected (1.7 percent growth in cases almost identical to the month before). The Coalition expressed deep sadness as it reported that it found 46 patients and residents who died as a result of COVID-19 over this period. Since the beginning of the pandemic, the Coalition has found a total of 762 outbreaks in 599 health care facilities including hospitals, long-term care, mental health and

addictions facilities, retirement homes, clinics, public health units and other congregate care settings. Of these, the Coalition found that 669 have been resolved. The cumulative total of patients/residents infected that the Ontario Health Coalition has been able to track in health care settings is 7,011; cumulative total staff infected 4,512; cumulative total of residents/patients deceased is 2,172; cumulative total of staff deceased is 14; cumulative total of volunteers/family deceased is 2. Note: on September 2, Public Health Ontario reported the cumulative total of health care staff infected is 6,732 so we have not been able to find and track all of them. The Coalition has included a new section in the report on discontinued data that lists the changes in data reporting and the data that is no longer being reported by Public Health Ontario and the Ontario government.

The report on outbreaks in non-health care industries key findings: -Public Health Ontario reports that as of August 29 there are 87 active outbreaks in non-health care industries and a cumulative total of 520 outbreaks.

(Note: Public Health Ontario does not count all of these as workplaces though a number of them are both services and workplaces.) The OHC has found 3,717 of these cumulative total cases in non-health care industries and has listed them by industry. The Coalition has found 1,685 cases among agricultural workers, the largest portion of total cases in any industry. The findings reveal significant increases in COVID-19 transmission in agriculture (up 34% in approximately six weeks from the cases that we could find); public services with an outbreak in Ottawa transit; retail where the virus continues to spread to new locations; developmental services, and; distressingly, we have seen new a few new outbreaks in summer camp settings. Ontario has also seen a continued rise in COVID-19 positive passengers arriving in Ontario during July and August, when flight providers were allowed to seat passengers in the middle seats in each row, which had previously been prohibited to allow for better social distancing. In July there were 37 flights that arrived in Ontario with C O V I D-positive passengers and in August there were at least 45 flights.
