Readers of last week's column about utilizing my “political barometer” skills may recall that I alluded to sort of a general vexation that Ontarians, and most Canadians for that matter, have for the seemingly endless gamesmanship and squabbling emanating from their elected officials. In truth what Ontarians want is for their political leaders to speak, act and lead with confidence, understanding and compassion. They expect politicians to successfully work cooperatively to ensure the growth of the economy and technology, ensure the health and safety of its people and to generally make life better for everyone. The thing is, however, it takes two to tango. All politicians and political parties need to sing from the same song book in this regard. Not to sound like a broken record, this is why Andrea Horwath and the NDP committed to proposing polices and change with a positive focus on making life better for Ontarians, rather than just opposing whatever direction the government determines.

That's why this week I am focussing upon strictly presenting a new positive plan for which the only goal is to make life better, healthier, happier and safer for our seniors. In other words, we are putting finger pointing aside and just stating what the NDP believes needs to be done.

We desperately need a plan for better aging. We need to completely overhaul our home care so that people In Loving Memory of our dear Mom, Grandmother, and Great-Grandmother, Lena Tangie, who passed away 20 years ago on October 25th, 2000.

20 years has passed since that sad day, When the one we loved was called away, God took her home, it was his will; Within our hearts, she lives still.

May God give my siblings and I, comfort in our sorrow, Over the loss of our Mother Dear Lord, please continue to bless our Mother, In Heaven and Bestow your Grace to us; her children who miss her everyday.

We Love and Miss you Mom, and rejoice in the many happy memories you left in our hearts.

- Page 2 can live at home happily, longer and safer. We all know that most people prefer to live in the comfort of their own home for as long as they can. While this may be a popular philosophy to base plans around, the truth is that we have not been very effective in seeing this goal through to a successful end for most.

Service delivery for seniors is unequally distributed across Ontario, with rural and Northern areas often receiving the least reliable care than more urban areas.

In 2015, the Auditor General of Ontario pointed out this inconsistency in services across Ontario, and not much has changed since.

But it doesn't have to be this way. It is with this in mind that New Democrats have crafted our new “Aging Ontarians Deserve the Best” plan.

To achieve this, New Democrats know we must establish provincial standards for home care services by creating a basket of core services - a basic set of home care services, such as meal preparation or nursing care to help with medication management – that will be applicable all across the province. We must hold service providers accountable to ensure they meet the provincially-regulated criteria for basic services.

We'll need to align home care services to communities' needs. Ontarians speak hundreds of different languages at home. But often, the health care providers who help our parents don't speak their language, and don't know about their culture.

To address this, Andrea Horwath and the NDP will create culturally appropriate resources and training for home and community care programs. We will develop a provincial jobs-matching program to attract and match personal support workers and other home care workers to jobs in communities where they have common cultural and linguistic knowledge.

Too often Northern families are separated when the only long-term care space that our loved one is offered is an hour or more away. That has a profound impact on our parents in long term care. It doesn't happen as frequently in the bigger cities in Southern Ontario, and it should never again happen to families in the North. Under our new model, residents will live in communities of six to ten, sharing spaces like dining and living rooms. In small towns or villages, it could look like a regular home in a neighbourhood, and in urban centres it could look more like a small community of villas. In the north, that means families will be able to stay close together in a place that looks and feels like a real home, not a senior facility. You should be able to readily pop over to your parents or grandparents new home, rather than drive an hour to visit.

The NDP will commit to being upfront about where Ontarians' money is being spent when it comes to home care. Rather than continuing previous governments' approach of making decisions behind closed doors, the NDP government will work with local communities to provide home care that reflects local needs, and ensures access to services, both at home and in the community. We will bring in a community based not-for-profit home-care system and end for-profit home care in Ontario.

The NDP is committed to eight objectives: · Overhaul home care to help people live at home longer · Make all long-term care public and not-forprofit

· Build small, modern, family-like homes · Staff up with full-time, well-paid, welltrained caregivers · Make family caregivers a priority · Create culturally responsive, inclusive and affirming care situations · Clear the wait list for access to long-term care · Guarantee new and stronger protections for our seniors We can have a system where every last dollar goes into better care, and better quality of life for our loved ones. Your parents deserve to be better off, no matter how much money is in their retirement fund.

And you also deserve to have the peace of mind that comes with that. We must create a system that will ensure that senior care is not something to be dreaded in the future, but rather something that maintains and improves the quality of our lives as we age.

OBITUARY DOROTHY HANNAH BIGNUCOLO Dorothy Bignucolo (nee Bain) sadly passed away Sunday October 4, 2020, in her 89th year, at Bay Haven Community Care in Collingwood with her family by her side.

Dorothy was born and raised in Chapleau, youngest daughter of the late Tom and Rose (Turner) Bain.

Predeceased by husband William (Willie) in 2001, she lived on her own in Toronto, a city she loved, for many years before finally deciding to move to Collingwood to be closer to daughter Janice and family. She then spent her final years at Bay Haven Community Care. Wherever she lived, she was known for her happy and generous spirit. To her neighbours in the city and in Collingwood, and to her friends and staff at Bay Haven, she loved giving out treats, chocolates and little gifts. She was always thoughtful and kind, especially to others that were not as fortunate, and that endeared her to everyone that knew her.

Predeceased by sisters Ida (Raymond) Barty and Mildred (Albert) Corston, and Alice Bain, and brothers Joe, Alec (Evelyn) and John (Anna), she will be lovingly remembered by the Bignucolo family, sisters-in-law Mary Forrester (Alex) and Suzanne Bignucolo (the late Frank) and brothersin-law Ed (Roseanne), Albert (Audrey)and Joe (Ria), as well as many nieces and nephews.

She was a much loved Mom and Grandma, and her smile, her stories and her love of family will be so dearly missed by Janice, son-in-law Garth and her two grandchildren Jessica and James. They knew each and every day how blessed they were to have her for all these many years, and for all of the special memories she has left behind for them.

At her request, no funeral services will be held.

Cremation has taken place and her final resting place will be next to her husband William in Chapleau.

Michael J. Morris As this horrific year of 2020 gradually draws to a close, I am being reminded that in 2022, Chapleau High School will celebrate its 100th anniversary. Truly a year of historic importance in the life of Chapleau, especially for those like me who attended the school on Pine Street and/or the hill.

I attended the Pine Street school and taught in the "new school" as well the old school when I first returned home.

Anyway, given the current situation in the world with the virus still rampant, folks may not want to start planning a high school reunion.

I thought about the anniversary, and turned to my good friend, the late George Evans, former teacher and assistant principal at CHS for help. George died in a tragic car accident in March 2012 just before the anniversary in 2012.

George had written a series called "Snapshots of Chapleau's Past" and I decided to share some of his thoughts about "Why I Live In Chapleau" rather than write about Chapleau High School at this uncertain time.

George Evans on 'Why Live in Chapleau" as 100th anniversary of Chapleau High School approaches Here are some excerpts: "On a spring day, there is a view from the overpass that takes the breath away. The eye looks eastwards and f o l l o w s t h e Kebsquasheshing River past the town, into the green wilderness of the Canadian Shield. You know that the water in this river will flow into James Bay. This river was once, in the days of the “gentlemen and traders” of the Hudson’s Bay Company, the only way in and out of this place. It has always been a distant, challenging place.

"Over a century ago, the railroad that lies beneath the overpass was built to stitch together sparsely populated pockets of North America that had, for one reason or another, escaped the “Manifest Destiny” of the ambitious Republic to the south. At the place where river and railway intersect, people settled and the place got a name: Chapleau.

"After World War II, a forest-based industry established itself on the edge of town. In the 50s and 60s, highways were built. Thanks to these latter, tourists can now drive to Chapleau and the people of Chapleau can shop in Timmins, Sudbury, and Sault Ste-Marie.

"Through decades of change, Chapleau has endowed itself with an admirable collection of public assets. These include three elementary schools (English Public, English Catholic, French Catholic), two high schools (English Public and French Catholic), a Recreation Centre (with arena, curling club and community hall), a General Hospital with attached Extended Care wing, a vigorous volunteer fire department, and an excellent Public Library.

"At the most essential level, the town has an up-to-date water purification plant and sewage treatment system.

But, seriously, why live in Chapleau? Let’s return to the view from the overpass. To its permanent residents and to visitors, a major attraction of Chapleau is its immediate access to the preCambrian wilderness of boulders, lakes, forests, and a huge Game Reserve.

"Even in the town the call of the loon is heard and occasionally an unwelcome black bear ambles through backyards. Summer smog-alerts are not announced in these parts: the air is always breathable. Even in deepest winter, skis, snowshoes, and, most recently, snow-mobiles, make the wilderness a handy playground.

"More than the natural beauty that laps at its edges, Chapleau’s underlying sense of community attracts and holds the affection of its citizens. Though much less isolated than once it was, the town is still a town of very self-reliant people who care about each other."

George captured the essence of Chapleau, especially for people like me, who moved quite a few years now to teach at College of the Rockies in British Columbia but remain a Chapleau boy.

There is a saying that you can take the boy and girl out of Chapleau but you can't take Chapleau out of them!!!

In case you missed it, the International Monetary Fund (IMF) with its long history of concern about national debt loads, has encouraged developed countries to increase infrastructure spending in order to spur an economic recovery. Citing a lack of private investment and the historically low cost of borrowing money in their reasoning, the monetary organization suggests this type of investment could be an important factor in growing stagnant national economies. The IMF suggests the place to start is with infrastructure maintenance since those projects are both labour intensive and can be undertaken quickly. The next steps would focus on digital infrastructure and green technology. With an economic prescription like that, it would seem the IMF has turned over a new leaf.

The call for investments is nothing new, of course, there is a growing body of economic thought that points in the same direction as a way to expand the economy to address more of those it is not working for. Modern Monetary Theory (MMT) proposes that countries who control their own currency can invest in themselves freely with little recourse. This has big

The case for strong public investments implications for the way we view debt. According to MMT proponents, the idea that people need to embrace is that the budget of a sovereign nation is nothing like a household budget and that comparison should not be employed when making decisions on a national scale. They point out that the kind of spending they call for is nothing new. What is new is their belief that countries can handle much greater debt loads than they currently carry.

With national budgets ballooning to address the pandemic, it might be temping to think that MMT is being viewed as an accommodation to explain the spike in debt, but the theory was gaining momentum well before the pandemic hit. It is more of an exploration of how to address wealth inequality that also provides some insight to the risk we have undertaken. What is considered is how to build more wealth into society without altering too much of our current circumstances. It points to society building projects like national daycare schemes, health care, and even bigger undertakings such as working towards zero emissions as good investments. In all these instances, money spent now, creates better outcomes down the road.

When we consider our immediate future in Canada, it is clear there will be more debt incurred until we come to some form of terms with Coivd-19.

Even if a vaccine were announced today, the ability to mass-produce and distribute it ensures a longer timeline. Most of us are supportive of government efforts to help us through the pandemic. We are able

to imagine what is being maintained with our investment. It has been more difficult to make the case for similar efforts to grow our economy such as a national subsidized childcare plan. Even with empirical data showing clearly that this investment is outstripped by growth in the economy as more women are able to participate and families are better positioned to save money, it remains a hard sell.

The negative associated with the notion of unbridled national spending is higher inflation. Even so, many economists argue we are nowhere near the point at which that will be triggered. In the meantime, we are avoiding work which simply must be done. A good example of that is climate change which there is little doubt we are both adapting to and contributing to. The cost of mitigation, although ballooning, has still not created enough public demand to increase our investment to address and prepare for climate change.

The pandemic has shown us we will adapt when our backs are against the wall. The question in many instances is, why wait? The free market can do a lot of wonderful things, but it has its limitations. The government is better suited to handle some important issues that can make positive changes in the lives of individuals and the well being of society. That will require reimagining national debt as an investment rather than just a negative number. Doing this would provide some balance to the era we are experiencing which rewards very few individuals at the expense of the majority.

Des investissements publics importants s’imposent Toujours soucieux toujours du fardeau de la dette nationale, le Fonds monétaire international (FMI) encourage les pays industrialisés à augmenter leurs dépenses dans les infrastructures pour stimuler la relance économique. Compte tenu du peu d’investissements privés et des taux d’emprunt exceptionnellement bas, le FMI estime que les investissements dans les infrastructures pourraient être un moteur de croissance important pour les économies nationales de plus en plus stagnantes.

Selon l’organisation, ces investissements doivent d’abord viser la réfection des infrastructures, puisque ces travaux, en plus de mobiliser beaucoup de maind’œuvre, peuvent rapidement être mis en œuvre. Il faudrait ensuite miser sur l’infrastructure numérique et les technologies vertes. Compte tenu de ces recommandations économiques, le FMI semble donc avoir changé son fusil d’épaule. Évidemment, il n’y a rien de nouveau dans cet appel aux investissements, et de plus en plus d’économistes proposent cette approche pour développer l’économie et mieux répondre aux besoins des laissés-pour-compte. Selon la théorie moderne monétaire ou TMM, un pays qui détient le monopole sur sa devise est libre d’investir dans son avenir sans véritable entrave. Cette théorie influe de façon marquée sur notre vision de la dette. Selon les tenants de la TMM, la population doit accepter que le budget d’un État souverain n’a rien à voir avec le budget d’un ménage et que cette comparaison ne devrait pas être faite quand on prend des décisions d’ampleur nationale. Ils soulignent que le type de dépenses qu’ils prônent est bien connu. La nouveauté

réside dans leur conviction que les pays peuvent assumer un fardeau beaucoup plus grand que la dette nationale actuelle.

Quand on constate l’explosion des budgets nationaux en réaction à la pandémie, il peut être tentant de voir la TMM comme une explication commode de la flambée de la dette, mais cette théorie gagnait déjà en popularité bien avant la pandémie. Il s’agit davantage d’une exploration des solutions aux inégalités de richesse qui nous donne aussi une meilleure idée des risques que nous prenons. En fait, elle vise à trouver des moyens pour créer plus de richesses dans la société sans que nos circonstances en soient trop affectées. Cette théorie présente comme de bons investissements des projets de société comme les régimes nationaux de services de garde et de soins de santé, et d’autres, plus imposants encore, comme les efforts déployés pour atteindre l’objectif zéro émission. Dans tous les cas, on dépense aujourd’hui pour obtenir de meilleurs résultats demain.

Quand on pense au futur immédiat du Canada, il est évident que notre dette va continuer de grimper tant que la pandémie de coronavirus ne sera pas derrière nous. Même si un vaccin était annoncé aujourd’hui, sa production et sa distribution à grande échelle demanderaient un certain temps. La plupart d’entre nous appuient les efforts du gouvernement pour nous aider à traverser la pandémie. Nous pouvons imaginer ce que nos investissements soutiennent. Il est toutefois plus difficile de défendre d’autres efforts du genre pour stimuler notre économie, comme un régime national de places subventionnées en garderie. Même si les données

empiriques indiquent clairement que la croissance économique permettrait rapidement de récupérer cet investissement en raison du plus grand nombre de femmes en mesure d’entrer sur le marché du travail et de la capacité accrue des familles à économiser, l’idée ne suscite guère l’enthousiasme.

Le problème des dépenses nationales débridées, c’est qu’elles entraînent une hausse de l’inflation. Cela dit, nombre d’économistes avancent que nous sommes encore bien loin de là. Entre-temps, nous évitons de nous acquitter d’un travail qui doit tout simplement être fait. Le changement climatique est un bon exemple, car notre contribution à celui-ci et notre besoin de s’y adapter ne font aucun doute. Les coûts des mesures d’atténuation, même s’ils explosent, n’ont toutefois pas encore suscité assez d’intérêt public pour que nous augmentions nos investissements de sorte à remédier au changement climatique et à nous y préparer.

La pandémie nous a montré que, si nous sommes acculés au pied du mur, nous nous adaptons.

Mais, à bien des égards, nous devrions nous demander pourquoi nous attendons pour agir? Le libre-marché peut faire de bien belles choses, mais il a ses limites.

Le gouvernement est plus apte à gérer certaines questions importantes qui peuvent engendrer des changements positifs dans la vie des citoyens et favoriser le bien-être de la société. Pour ce faire, la dette nationale doit être vue comme un investissement plutôt qu’un simple chiffre négatif. On pourrait ainsi rétablir un certain équilibre en cette période où quelques privilégiés sont récompensés au détriment de la majorité.

Un spectacle entre 2 vagues

Le 3 octobre dernier, le Centre culturel Louis-Hémon recevait Phil G. Smith avec Geneviève et Alain en double plateau, le premier spectacle de la saison 2020/2021. Tout ça entre deux vagues de la pandémie. En première par e, on présentait Phil G Smith qui est en nomina on dans la catégorie : Album de l'année – Country pour le Gala de l'ADISQ. Il nous a présenté son album "ON FAIT DU COUNTRY".

De leur côté, le duo Geneviève et Alain était de retour sur notre scène

Beerkens was the representative for schools north of Sault Ste. Marie.

In 2013, Beerkens' service and accomplishments as a Catholic trustee were recognized when he was given the Ontario Catholic School Trustees Association Award of Merit.

Regional Relief and Recovery Fund (RRRF) and Post Covid Professional Services Relief Available Until March 31, 2021 The Superior East CFDC has been busy offering new programs to small businesses in the region. The first program introduced was the Regional Relief and Recovery Fund (RRRF). This provides a loan to businesses of up to $40,000 that is interest free until December 31, 2022. As well, if the loan is paid in full by this date then up to 25% or $10,000 is forgivable. If not paid in full then the interest rate charged is 5% on the remaining balance.

To date a total of $660,000 RRRF loans have been approved and disbursed within the region. There are still a few allocations for this program remaining.

The newest program announced is the Post Covid Professional Services Relief program which offers a non-repayable contribution of up to $5,000 to small businesses that are looking at obtaining the services of a Professional Service Provider as a result of the pandemic. This could include

Feasibility Studies, Financial Assessments, F i n a n c i a l Tr a i n i n g , B u s i n e s s P l a n n i n g Consultations, Business Development Consultations, Marketing Consultations, Industry Expertise Training and Other Professional Consultations. Ineligible costs include those incurred prior to March 15, 2020, re-occurring professional service expenses (ie: regular audit expenses), food and beverage related expenses to host training/meetings and costs from suppliers that are not addressed directly to the SME. Superior East CFDC is a non-profit organization funded through FedNor that provides small business loans and counselling as well as regional economic development services in the Superior East Region including Chapleau, Dubreuilville, Wawa, White River and surrounding First Nations. A volunteer board of directors

provides guidance to the corporation and consists of residents from the entire region. Since January of this year there have been $1,348,600 in regular loans approved which have served to create or maintain 84 jobs in the region. In addition to the $660,000 in RRRF loans, there have been $161,538 in loans approved in pool loans in the Northeast Region. In all, $2,170,138 in loans have been approved in 2020 to date.

The year to date statistics show that $26,008,349 in loans have been approved and disbursed since 1989 which have served to create or maintain 2,894 jobs.

These funds have leveraged over $23,000,000.

Le premier programme offert fut le Fonds d'aide et de relance régionale (FARR). Celui-ci offre aux entreprises, un prêt allant jusqu'à 40 000$ sans intérêt jusqu'au 31 décembre 2022. De plus, si le solde dû est remboursé en entier par cette date, une dispense de remboursement de 25% ou jusqu'à 10 000$ est disponible. Si prêt n'est pas entièrement remboursé, le taux d'intérêt sera de 5% sur le solde restant. Jusqu'à ce jour, 660 000$ en prêts FARR furent approuvés et déboursés dans notre région. Il reste encore quelques allocations pour ce programme.

Le nouveau programme annoncé est celui de l'Accès aux services professionnels suite au COVID. Celui-ci offre une contribution non remboursable jusqu'à 5 000$ aux PME qui veulent accéder à des services professionnels en raison de la pandémie. Ceci peut inclure des études de
