Ontario lifting capacity limits in select settings Proof of vaccination will continue to be required in outdoor settings where the normal maximum capacity is 20,000 people or more to help keep these venues safe for patrons. With public health and health care indicators remaining stable or improving, the government, in consultation with the Chief Medical Officer of Health, is cautiously lifting capacity limits in select indoor and outdoor settings where proof of vaccination is required, as well as certain outdoor settings that have a capacity below 20,000. This gradual and incremental approach will continue to help protect people and ensure the province continues to cautiously lift public health measures safely. “As we continue to see more Ontarians roll up their sleeves with over 22 million doses administered, our government is cautiously lifting capacity limits in select settings where we know proof of vaccination requirements are providing an added layer of protection to Ontarians,” said Christine Elliott, Deputy Premier and Minister of Health. “The fight against COVID-19 is not over and we must all remain vigilant by continuing to follow the public health measures we know work and keep us safe, and receiving your first or second dose of the COVID-19 vaccine if you have not already done so.” In keeping with the government’s cautious approach, effective Saturday, October 9, 2021, at 12:01 a.m., capacity limits will be lifted to allow 100 per cent capacity in the following settings: -Concert venues, theatres and cinemas; -Spectator areas of facilities for sports and recreational fitness (would not include gyms, personal training); -Meeting and event spaces (indoor meeting and event spaces will still need to limit capacity to the number that can maintain physical distancing); -Horseracing tracks, car racing tracks, and other

similar venues; and -Commercial film and television productions with studio audiences. To date there has been a limited number of outbreaks in these settings. Other public health and workplace safety measures continue to remain in effect for these settings. This can include wearing face coverings, screening and the collecting of patron information to support contact tracing. In settings where capacity limits have been lifted, the requirement for individuals to maintain two metres of physical distancing are being removed, with limited exceptions. In addition, proof of vaccination will continue to be required in outdoor settings where the normal maximum capacity is 20,000 people or more to help keep these venues safe for patrons. Since the proof of vaccination requirement went into effect, the province has reached two key milestones in its COVID-19 response, with more than 86.8 per cent of individuals aged 12 and over vaccinated with at least a first dose and more than 81.9 per cent with two doses. The majority of new cases continue to be among the unvaccinated. “I am thankful for the continued efforts of Ontarians getting vaccinated and following public health measures and advice as we have continued to cautiously and gradually reopen the province. Our public health and health care indicators are continuing to trend in the right direction, and we are able to lift additional restrictions,” said Dr. Kieran Moore, Chief Medical Officer of Health. “However, now is not the time to let our guard down. We must all continue doing our part and continue strictly following the measures that remain in place and get as many people as we can fully vaccinated,

especially as we enter the holiday season.”

Chapleau Experiencing a special Remembrance Moments Day moment in the United States by

Michael J. Morris As Remembrance Day on November 11 nears, I am reminded of the one occasion in my life when I was not in Canada for the occasion which is very important to me. For the first time, I was visiting my friend in Orlando, Florida on Remembrance Day.. However, on my trip there while waiting for my flight at George W Bush International Airport in Houston, Texas, I experienced a most touching moment. As those who travel on commercial airlines in the United States know, American military personnel in uniform are given priority when it comes to boarding flights, and such was the case as I waited in line for my flight to be called. The airline representative invited military personnel to board first and two young s o l d i e r s c a m e f o r w a r d , a n d s u d d e n l y, spontaneously, the more than 150 people waiting to board the flight broke into a round of sustained

applause to show their respect to them. I joined hem in their applause. I don't know if applause is common practice in the United States but I was sure impressed, and immediately thought about our R e m e m b r a n c e D a y o n N o v e m b e r 11 . For as long as I can remember I attended Remembrance Day ceremonies wherever I have been in Canada, particularly Chapleau, to pay my respects to those who made the Supreme Sacrifice for us. It is special day for me to pause, reflect and remember, although my mother Muriel E Morris. told me that "Every day is Remembrance Day," I don't think my Mother ever missed a Remembrance Day ceremony. Her husband, my father, Flying Officer James E Morris, was killed while on active service in the RCAF on July 16, 1943 during World War II. My father was born and raised in Chapleau. My grandfather, Harry Morris served in World War I In fact, Grandpa Morris was the first Chapleau citizen to enlist in the 227th Regiment in Chapleau in 1916. Grandpa's brother, my great uncle, was killed in action during World War I Tw o o t h e r g r e a t - u n c l e s , m y grandmother's brothers, also served in World War I. My special Remembrance Day moment was experienced outside Canada as those two

young men, soldiers in the ranks, were applauded by their fellow citizens for serving their country. Upon arrival at Orlando International Airport, at the arrivals level, the two young soldiers were greeted warmly by family and friends. It was a very touching moment -- and the dog of one of them showed his love very warmly too. In the United States, it is Veterans' Day on November 11. It is more than 70 years since the end of World War II in 1945. I plan to attend the ceremony here in Cranbrook on November 11 where we remember those who served in our armed forces on the eleventh day, eleventh hour, and eleventh month of 1918, when World War I ended. "They shall grow not old old, As we who are left grow old. Age shall not weary them Nor the years condemn. Horwath calls for even playing field on capacity limits Since the Doug Ford government could not offer Ontario's restaurant industry any explanation for why once again he is favouring big companies over small local restaurants and businesses under the new COVID rules, Official Opposition NDP Leader Andrea Horwath is now calling for an even playing field. “Once again, Doug Ford is putting the mom-and-pop, neighbourhood family owned businesses at a disadvantage,” said Horwath. “We've seen this movie before. This is just like what Ford did to small local businesses when he shut them down, but allowed big box stores to sell anything.” On Friday, the Ford government announced that it's allowing some big businesses to operate at full capacity, but forcing familyowned restaurants and other small businesses to operate at a far lower capacity. On Tuesday Restaurants Canada, Horwath and the NDP, and many others called for an explanation — but Ford didn't have one for them, and Tourism and Culture Minister Lisa MacLeod reportedly skipped a meeting with industry leaders. “Small businesses drive our economy and sign people's paycheques. Doug Ford has got to stop giving his big fish buddies a big advantage over the local and little guys,” said Horwath. “In light of the fact that we've heard no credible explanation for Doug Ford's choice to give the big guys another big advantage, the NDP is calling for parity, fairness and an even playing field.”

Canada adds 157,000 jobs in September, returning to pre pandemic levels Statistics Canada says the economy added 157,000 jobs in September, bringing employment back to pre-pandemic levels for the first time. The unemployment rate fell to 6.9 per cent, down from 7.1 per cent in August. Statistics Canada says the unemployment rate would have been 8.9 per cent in September, down from 9.1 per cent in August, had it included in calculations Canadians who wanted to work but didn’t search for a job. The last time Canada had this large an employment gain was in June 2021, when the economy added 231,000 jobs. The statistics agency says the job gains were widespread, but concentrated in full-time work and evenly split between the public and private sector. Gains were also notable in industries where many workers continue to work remotely. Still, the ranks of long-term unemployed who have been without work for six month or more remained little changed last month and was still double the number recorded in February 2020. Leah Nord, senior director of workforce strategies with the Canadian Chamber of Commerce, says the fact that nearly 400,000 Canadians are long-term unemployed should put a

pause on any celebrations, particularly with no data to explain why they haven’t been able to rejoin the labour force in months. “Canadians want to work, most are not unemployed by choice, so we need to dig down and find out exactly what’s holding them back so we can make evidence-based decisions,” she says in a statement. “Our full economic recovery depends on it.” Employment also fell by 20,000 in retail trade in September, bringing employment in the sector to within 71,000 jobs, or 3.1 per cent, of its February 2020 level. Statistics Canada notes that despite the easing of restrictions across Canada, employment in the industry has been around the same level since June. A similar story played out in the hard-hit accommodation and food services sector, which saw its first decline in five months as 27,000 jobs were lost after gaining 211,000 positions between May and August. The statistics agency also notes the employment rate remains just below the prepandemic figure, reflecting the fact that job growth hasn’t matched population growth over the past 19 months.

Un favori de l’automne, une touche végétalienne

(EN) Désolé, les lentilles, mais on a parfois envie d’un pâté chinois végétalien qui a le goût et la texture du vrai boeuf. Voici donc notre version entièrement à base de plantes de ce classique de la cuisine réconfort, faite avec du haché-végé sans bœuf à base de plantes. Il n’a rien à envier à la viande.

Pâté chinois végétalien Temps de préparation : 30 minutes Temps de cuisson : 1 heure 15 minutes

Portions : 8 Ingrédients Purée de pommes de terre • 1,13 kg (2 ½ lb) de pommes de terre à chair jaune, pelées et coupées en quartiers • 125 ml (½ tasse) de bouillon de légumes • 83 ml (1/3 tasse) de tartinade style beurre ou de margarine végétaliennes • 2 ml (½ c. à thé) chacun de sel et de poivre noir Garniture • 45 ml (3 c. à soupe) d’huile d’olive, divisée • 340 g (1 emb.) de Haché-végé sans bœuf PC À base de plantes • 1 oignon, haché finement • 340 g (1 emb.) de chou-fleur émietté • 2 gousses d’ail, hachées finement • 30 ml (2 c. à soupe) de farine tout usage • 30 ml (2 c. à soupe) de pâte de tomate • 30 ml (2 c. à soupe) de sauce soya à teneur réduite en sodium • 375 ml (1 ½ tasse) de bouillon de légumes • 500 ml (2 tasses) de mélange de pois, de carottes et/ou de maïs surgelés • 2 ml (½ c. à thé) de sel, de poivre noir et de thym séché Méthode 1. Préchauffer le four à 190 °C (375 °F). Pour la purée de pommes de terre, mettre les pommes de terre dans une grande casserole et ajouter assez d’eau froide pour les couvrir de 5 cm (2 po). Porter à ébullition. Réduire le feu et laisser mijoter environ 25 minutes ou jusqu’à ce qu’elles soient très tendres. Égoutter et remettre dans la casserole. Ajouter le bouillon, la tartinade style beurre, le sel et le poivre. Réduire en purée lisse à l’aide d’un pilon à pommes de terre. Couvrir et réserver. 2. Pendant ce temps, chauffer 30 ml (2 c. à soupe)

d’huile dans une grande poêle antiadhésive à feu moyen. Ajouter le haché-végé sans bœuf et le défaire en quatre morceaux avec une spatule. Cuire, en retournant les morceaux une fois, de 5 à 6 minutes ou jusqu’à ce qu’ils soient dorés. Poursuivre la cuisson, en émiettant le haché-végé avec la spatule, de 9 à 10 minutes ou jusqu’à ce qu’il soit doré et entièrement cuit. Transférer sur une assiette et réserver. 3. Chauffer l’huile restante dans la même poêle à feu moyen-vif. Ajouter l’oignon et cuire, en remuant de temps à autre, pendant 2 minutes. Ajouter le chou-fleur et l’ail. Cuire, en remuant souvent, environ 5 minutes ou jusqu’à ce que les légumes soient attendris. 4. Incorporer la farine, la pâte de tomate, la sauce soya, le sel, le poivre et le thym. Cuire, en remuant sans arrêt, pendant 1 minute. Incorporer graduellement le bouillon. Incorporer les légumes surgelés et le haché-végé sans bœuf. Porter à frémissement. Réduire le feu et laisser mijoter doucement, en remuant souvent, environ 10 minutes ou jusqu’à ce que la sauce ait épaissi. 5. Répartir dans un plat de cuisson en verre carré de 20 cm (8 po). Déposer la purée de pommes de terre sur la garniture et l’étaler jusqu’aux bords. Placer sur une plaque de cuisson. Cuire au four environ 40 minutes ou jusqu’à ce que la garniture bouillonne. Laisser reposer pendant 10 minutes avant de servir.
