Rotary Club of Chapleau Pike Ice Fishing Derby Update

W

hen news reports of a new novel coronavirus affecting China first appeared in the news in January, no one thought that it would affect us here in Chapleau, let alone Canada. But six months later, our daily lives have been affected and we are all living the effects of this virus.

As you can imagine, there is much planning that takes place to put on an event of this size and we begin our preparations months before the derby. One of the first steps is to secure insurance for the event. Unfortunately, given the uncertainty of the pandemic and with the prediction of a second wave, our carrier could not ensure coverage. Without proper insurance, we cannot host this event. The current uptick in the number of cases also casts doubt upon the

feasibility of this event. Will there be continued or further restrictions on gatherings? Will there be travel bans? Unfortunately, our club does not have a crystal ball and we have no idea how the virus will impact us in February. As such, the club made the painful decision to postpone the 2021 Rotary Club of Chapleau Pike Ice Fishing Derby until February 2022.

We know that many eagerly awaited this event and we have appreciated your support. And we also enjoyed putting this event on for our community and visitors. We also recognize that the community will be negatively impacted because we will not be reinvesting the proceeds from the 2021 derby in our community, as we have done in the past and this greatly saddens Rotarians. To counter the disappointment of this

postponement and in hopes that we can continue to support our town, we are looking to see if we can run another fundraising event such as a draw.

Stay tuned for developments on this front.

n virus qui a vu la lumière du jour en Chine en janvier a su se transformer en pandémie. Qui aurait cru qu'un virus aurait tellement bouleversé notre train de vie journalier à Chapleau? Nous voici, six mois plus tard, encore aux prises de la COVID-19.

Comme vous pouvez vous imaginer, il y a énormément de planification qui a lieu pour organiser un tournoi de cette envergure et nous débutons cette planification plusieurs mois avant le tournoi. Une des Long Term premières étapes Forecast consiste à obtenir les Thursday assurances nécessaires.

Canadian Pacific Donates $10,000 to For the Heart, From the Heart Campaign

Just in time for World Heart Day this Tuesday, September 29, the Chapleau General Hospital Foundation is pleased to announce a

$10,000 donation from Canadian Pacific (CP) to our For the Heart, From the Heart campaign.

The donation was made possible through CP's Community Investment Program CP Has Heart that provides funding from $500 to $50,000 to organizations that aim to improve the heart health of people in communities all over North America.

“At CP, we know that a railroad may serve as the arteries of a nation, but at its heart is community,” said David Marchioni, trainmaster, Chapleau. “That's why investing in the communities in which we operate in and through is so important to us. Through our community investment program CP Has Heart, CP has donated $10,000 towards the purchase of a telemetry machine which will ensure Services de santé de Chapleau Health Services has the very best cardiac equipment.”

“CP is a great community partner. We are so grateful for this significant donation,” said Chapleau General Hospital Foundation Chair John Branchaud. “We are now one step closer to covering the new telemetry machine, which is a very important piece of equipment in our hospital.”

The Foundation launched the For the Heart, From the Heart campaign in March 2020. So far the Foundation has secured over $57,000 and has purchased a new ECG machine and vital signs monitor.

The Foundation needs to raise approximately $16,300 more in order to reach the $74,000 campaign total and cover the telemetry machine.

St Patrick's Day and Dominion Day celebrations "big days" each year in life of Chapleau

Michael J. Morris In its early years Chapleau celebrated some "big days" during the year, according to Vince Crichton, in Pioneering in Northern Ontario.

Two of them were St Patrick's Day on March 17 and the other was on Dominion Day, now Canada Day on July 1.

Vince wrote that on March 17 started with "charging young ladies" selling shamrocks on the street and from house to house.

"Everyone, regardless of race, colour or creed, wore this emblem of Ireland on that day."

In the afternoon the ladies of the Catholic Women's League of Sacred Heart Church held a tea and sale at which baking and articles , such as aprons were sold, every piece having been made and donated by the members.

At 4;30 pm the dress rehearsal of a light hearted three act Irish play took place at which school children were admitted at reduced rate.

Trust me folks. These plays were not to be missed. I don't recall missing one during the years I attended Chapleau Public and Chapleau High schools.

Afterwards the ladies had supper ready for all those taking part in the production after which final preparation were made for the play which began at eight pm before a packed house in the Town Hall auditorium Father Romeo Gascon, the long time parish priest at Sacred Heart Roman Catholic Church sat in the front row always, He was referred to as that "wonderful parish priest". He was always present.

Early Dominion Day

J. M, Shoup far right Vince tells us that the day was the culmination of many weeks of practice and was the year's highlight of this sort of activity. After the show the ladies had a delicious repaste for all involved followed by a dance in the Town Hall basement.

St. Patrick's Day was a great celebration in Chapleau.

Turning to Dominion Day on July 1, Vince says it was a g r e a t h o l i d a y. I t w a s a community event sponsored by the municipality and Branch 5 (Ontario) of the Royal Canadian Legion.

Dominion Day officially started at six am with the sound of a cannon which had been owned

by Tom Lonergan. The parade a giant one first started at the rink on Lorne Street and later the CPR station. It was led by the Chapleau Brass Band..

Vince wrote that almost all the children of Chapleau were in it. J.M. Shoup principal of Chapleau Public School was in charge for many years but Dr J.J. Sheahan was the first organizer.

The afternoon was devoted to adult activities including ball games with Chapleau, White River and Schreiber usually participating,

Government knows what it will take to pass its throne speech REPORT This point is critical to negotiations. The government delivered its throne speech this week and, as expected, it was filled with nice sound bites. While the chattering class in Ottawa speculates breathlessly about whether any opposition party will support it – spoiler, the Conservatives immediately said they wouldn’t – Canadians are left to wonder where they fit into the discussion.

At the outset, it’s important to remember that a throne speech is just that, a speech. There is no legislation attached and no real measures to evaluate. It is a collection of ideas that will be fleshed out in parliament. Unfortunately, the Prime Minister has shown us over and over that his actions don't match his words. As a tonic to that, there have been successful negotiations with New Democrats that helped his government focus on the real needs that Canadians are experiencing.

A great example is how we helped the government come to understand that Employment Insurance (EI) was never going to meet the nation’s need during the first wave of the pandemic. At the time, the government believed EI would absorb the shock despite decades worth of work by New

governments turning EI premiums into an unfair tax on jobs). In many ways EI had become more difficult to access and often didn’t provide enough relief to secure households through normal bouts of unemployment. It was clear that it didn’t have the ability to address the pandemic’s shock to our economy. That led to the CERB being installed, reluctantly.

Now we are hearing EI will be re-vamped to reflect our current models of employment which includes gig workers, those who hold multiple parttime jobs, and the self employed in greater numbers every year. This is overdue and welcome news if the government goes about the exercise properly, but past experience suggests they’ll need help to ensure it actually delivers.

In the meantime, the CERB is winding down and the transition measures are set to offer recipients less at the same time as the second wave of the pandemic seems to be settling in. That’s what needs to be immediately addressed and where New Democrat efforts are going to be focussed.

We’re concerned that the government’s stated plan for those relying on the CERB will deliver $400 less per month. (As I write this, it would seem the government will relent to this demand to maintain the original rate.) The other is the lack of paid sick leave during a pandemic.

We can’t forget the experience of other nations that dealt with larger outbreaks and had to choose who to help based on age, like was the case in Italy.

Avoiding that scenario is why we desperately need two weeks paid sick leave for everyone who holds a job.

The quick criticism of the idea is that these are provincial concerns, but that ignores the fact that the federal government has done more of the heavy lifting during the pandemic. There are other avenues to explore for this. Employment insurance is one route that is available, but so is a program designed specifically for the pandemic such as the CERB which could be re-branded into a sick benefit. This too seems to have been negotiated but it is uncertain what form it will take.

Every step of the way, New Democrats have had to fight for people and convince the government to work with us to deliver appropriate assistance. We were clear what it would take to ensure our support for the throne speech, but the government chose to go it alone forcing last minute negotiations that were avoidable. It doesn’t need to be this way, but we are prepared to do the work time and again to ensure Canadians get the support they need during the pandemic.

Il s’agit d’un ensemble d’idées qui seront étoffées au Parlement. Malheureusement, le premier ministre nous a montré à maintes reprises que ses actes ne correspondent pas à ses paroles. Pour remédier à cela, il a tenu des négociations fructueuses avec les néo-démocrates, qui ont permis au gouvernement de se concentrer sur les besoins réels des Canadiens.

La façon dont nous avons aidé le gouvernement à comprendre que l’assuranceemploi (AE) ne pourrait jamais répondre aux

besoins des Canadiens au cours de la première vague de la pandémie en est un excellent exemple. À l’époque, le gouvernement croyait que l’AE allait être en mesure d’absorber le choc.

Pourtant, pendant des décennies, les néodémocrates ont prouvé que le système aidait moins de gens en raison de la nature changeante du travail, ainsi que du fait que le fonds a été pillé pendant de nombreuses années et appliqué aux recettes générales (les gouvernements Chrétien et Martin ont détourné 54 milliards de dollars du fonds, transformant ainsi les cotisations d’AE en une taxe injuste sur les emplois). À bien des égards, l’assurance-emploi est devenue moins accessible et, souvent, elle n’apporte pas une aide suffisante aux ménages pendant les périodes de chômage normales. Il était clair que l’assuranceemploi n’avait pas la capacité de faire face au choc que la pandémie a fait subir à notre économie. C’est la raison pour laquelle le gouvernement a mis en place la PCU, avec réticence.

Nous apprenons maintenant qu’il remaniera l’assurance-emploi pour que soient pris en compte nos modèles d’emploi actuels, qui comprennent les travailleurs à la demande, les

personnes qui occupent plusieurs emplois à temps partiel et les travailleurs indépendants, lesquels sont de plus en plus nombreux chaque année. Cette nouvelle est attendue depuis longtemps, et ce sera une bonne nouvelle si le gouvernement s’y prend correctement, mais l’expérience passée démontre qu’il aura besoin d’aide pour s’assurer que l’assurance-emploi donnera bien les résultats escomptés.

En attendant, la PCU tire à sa fin, et les mesures de transition sont censées entraîner un versement moindre d’argent aux prestataires, au moment même où la deuxième vague de la pandémie semble être en train de s’installer. Voilà le problème qu’il faut régler immédiatement, et c’est sur ce problème que porteront les efforts des néo-démocrates. Nous craignons que le plan annoncé par le gouvernement pour les personnes qui dépendent de la PCU n’entraîne une baisse de revenus de 400 $ par mois. Au moment où j'écris, il semblerait que le gouvernement cédera à cette demande pour maintenir le taux initial.) L’autre problème est le manque de congés de maladie payés qui sont offerts au cours de la pandémie.

Letters to the Editor This week, Chapleau loses a phenomenal physician. Dr. Doris Mitchell returned as the first female Indigenous family physician in 2012 to better the lives of Chapleau and the Indigenous communities. Featured in a CBC documentary in 2015, she was recognized for the exceptional care she was able to bring back to her own home community.

Taking on a significant number of patients in Chapleau and in her community, there is a lot to be said about her dedication and commitment.

When I first moved here in 2018 to open up my practice, she was the first doctor who genuinely welcomed me into the Chapleau community. Full of knowledge and experience, Dr. Mitchell would often miss her lunch to squeeze in a few more patients. She truly adopted the patients first model because she cared for their health and well-being. The countless holidays, weekends, meals and time with family she sacrificed to instead be there for her patients does not go unnoticed. I learned much from Dr. Mitchell and it was pleasure of mine to be able to work with her.

When I had to unfortunately close my practice last year, Dr. Mitchell kept that communication line open.

True to her core principles, she made those who live in Chapleau feel welcomed and wanted because it was always about making things better for this Town. For that, I am grateful and she will always be considered a friend.

Doris, thank you for everything that you've done for the Chapleau community. Thank you for making the world a better place. Your legacy will not be forgotten.

Cette semaine, Chapleau perd une médecin phénoménale. Dre Doris Mitchell est la première femme médecin de famille autochtone qui y est revenue à Chapleau en 2012 pour améliorer la qualité de vie des habitants de la municipalité et des communautés autochtones. Elle a fait l'objet d'un documentaire de la CBC en 2015 et on lui reconnaît les soins exceptionnels qu'elle a su prodiguer au sein de sa propre communauté d'origine. Elle a pris sous son aile un grand nombre de patients à Chapleau et dans sa communauté, ce qui en dit long sur son dévouement et son engagement.

Lorsque je suis arrivé ici en 2018 pour y ouvrir mon cabinet, elle a été la première médecin à m'accueillir chaleureusement au sein de la communauté de Chapleau. Dre Mitchell possédait de vastes connaissances et une grande expérience et elle se passait souvent de dîner afin de pouvoir recevoir quelques patients de plus dans sa journée. Sa pratique était résolument axée sur ses patients, car elle se souciait véritablement de leur santé et de leur bienêtre. Elle a sacrifié d'innombrables vacances, fins de semaine et repas et activités en famille afin de pouvoir être là pour ses patients et son sacrifice n'est jamais passé inaperçu. J'ai beaucoup appris de Dre Mitchell et je suis très heureux d'avoir eu la chance de travailler avec elle. Lorsque j'ai malheureusement dû fermer mon cabinet l'an dernier, Dre Mitchell a gardé la ligne de communication ouverte avec moi. Fidèle à ses principes fondamentaux, elle a fait en sorte que les habitants de Chapleau se sentent accueillis et désirés, car son objectif a toujours été d'améliorer la vie des gens de la municipalité. Chapleau born Murray Hong involved with Halifax neurosurgeons performing first robot-assisted brain biopsy in Canada to Stealth AutoGuide for preclinical research in Halifax.

His team has worked in collaboration with a surgical team in Austria, which pioneered the preclinical research over the past several years.

The device has been used in about 10 other sites around the world, Clarke said.

The QEII was the only North American site to perform preclinical trials, leading to Health Canada’s recent decision to approve the device for clinical use in Canada.

As a result, Medtronic gave the QEII a “very significant” deal in the purchase of the device, Clarke said. He declined to give a specific figure.

“We wanted to ensure we had that technology for our patients as soon as possible.”

Clarke figures the robot will be used to perform over 100 biopsies a year at the hospital.

He will also explore use of the device for other procedures such as implanting electrodes in the brain for diagnostic or treatment purposes.

By John McPhee Halifax neurosurgeons are the first in Canada to use cutting-edge robotic technology to perform a brain biopsy.

The robot can be programmed to pinpoint the precise location where tissue samples can be extracted from a tumour, said Dr. David Clarke, head of neurosurgery at Dalhousie University and the Nova Scotia Health Authority.

His team, which included surgeons Murray Hong and David Brandman, used the device - called a Stealth AutoGuide - to perform a biopsy last week on a patient at the QEII Health Sciences Centre.

Clarke said the technology represents a major step forward in surgery.

The robot allows surgeons to complete brain biopsies in about half the time it would take to manually plan for the procedure, and it’s also safer for the patient, Clarke said in a phone interview Tuesday.

“If you imagine us trying to get at a tissue somewhere deep in the brain, a tumour that needs to have a biopsy, what’s critical for us is to not only reach the target so that we can obtain successfully a piece of tissue that will give the pathologists enough information to make a diagnosis that’s important for the patient’s treatment, but just as

critical, we need to get there in a way that avoids any damage to the surrounding brain.

"And that can be very tricky because of the various important structures that we may have to contend with, including various blood vessels.”

Whereas the usual surgical incision for biopsies is several centimetres, the precision of the robotic tech allows for an incision of about one centimetre.

The Stealth AutoGuide also can be easily integrated into the technology already in use, such as neuro-imaging.

Another bonus is its size, about two-thirds that of a shoe box, Clarke said, so it doesn’t clutter up the operating room.

He first caught wind of the robot at a neurosurgery conference in the United States two years ago. Clarke immediately contacted the company that makes it, Medtronic, in order to get access

There are a multitude 'realities' in the world, including some very unpleasant ones found close to home in our own communities and even in our own families. One of the worst ones is of a family home destroyed by fire. That in itself is a most unfortunate reality. But, of course, things can always be worse such as when we learn that the family did not have any fire insurance to protect them. This situation may or may not have been by choice as sometimes total family income just can't be stretched to include fire insurance. However, sometimes it's a deliberate choice as some people consider such coverage unnecessary or wasteful.

The truth is, like so many things in life, we give little importance to opportunities until things happen - and we really need them.

Something as simple as not having fire insurance can devastate a family for life.

The same thing can be said for healthcare insurance. Just look to our American neighbours' lack of a universal healthcare program like we have here in Canada. If we are seriously injured or get sick, no matter what our income level is, we know that we will have access to some of the best medical and health care in the world at no out of pocket cost. For our American neighbours, getting sick or injured can wipe an entire family out financially forever. If an American can't afford the enormous costs of treatment and care, they just have to do without, sometimes living with constant pain, disabilities – even facing death in some cases.

Thankfully, our forefathers such as Tommy Douglas, the former Premier of Saskatchewan and later leader of the newly formed federal NDP, previously called the CCF, saw things differently. Douglas believed that all people, regardless of status, skin colour or income, have a right to universal healthcare. All people, not just those with money or connections, should have equal access to the same quality of healthcare whenever they need it.

While Douglas is credited as the founder of universal healthcare here in Canada, it is important to note that such creation required the cooperation and compromise of all parties and their leaders. It is the perfect example of what can be done when elected officials focus on improving people's lives rather than getting reelected.

Although the COVID19 pandemic made it impossible to gather or participate in a group flagraising ceremony, Franco-Ontarians Day was celebrated though a series of virtual activities offered to Francophone students in the province. Two youths face mischief and theft charges in Chapleau Two young people have been charged after an incident that took place last week, Superior East OPP say.

OPP say they responded to multiple complaints at around 7:50 a.m. last Thursday (Sept.

17) of theft and mischief that had occurred overnight in Chapleau, where multiple vehicles were rummaged through and damaged. In addition, some municipal property and vehicles were vandalized.

As a result, two young people, from Chapleau, were arrested and charged.

A 15-year-old young person was charged with the following: Mischief - destroys or damages property, contrary to section 430(1)(a) of the Criminal Code (CC) (Three Counts), Trespassing at night, contrary to section 177 of the CC (Three Counts), Fail to comply with undertaking, contrary to section 145(4)(a) of the CC (Two Counts), and Theft under $5000 from a motor vehicle, contrary to section 334(b) of the CC. A 17-year-old young person was charged with the following: Mischief - destroys or damages property, contrary to section 430(1)(a) of the Criminal Code (CC) (Three Counts), Trespassing at night, contrary to section 177 of the CC (Three Counts), and Theft under $5000 from a Motor Vehicle, contrary to section 334(b) of the CC. Both were released and are scheduled to appear before the Ontario Court of Justice in Chapleau.
