Ontario Building Municipal Infrastructure in the North

Province sharing benefits of resource development

T

he Ontario government is providing $15 million annually to northern municipalities to help support infrastructure projects over the next five years.

The new Northern Ontario Resource Development Support (NORDS) Fund will share the benefits of mining and forestry with municipalities and complement existing funding streams for building infrastructure.

"Our government is delivering on our commitment to share the benefits of resource development with northern municipalities," said Greg Rickford, Minister of Northern Development, Mines, Natural Resources and Forestry. "Northern communities face unique realities, as do the industries and sectors that drive our northern economy. Programs such as NORDS are central to our vision for building strong northern communities, supporting economic development, and creating optimum conditions for businesses to thrive, grow, and create good jobs."

NORDS is part of the government's Building Ontario plan, a comprehensive plan to build transit, health, education, technology and municipal and community infrastructure across the province.

have the resources they need to build strong communities," said Steve Clark, Minister of M u n i c i p a l A ff a i r s a n d H o u s i n g . “ O u r government's new NORDS Fund will help northern municipalities address unique local challenges and support sustainable long-term growth for residents and businesses.”

“We understand the importance of supporting communities to help address their unique infrastructure needs and challenges,” said Kinga Surma, Minister of Infrastructure.

“Through the Ontario Community Infrastructure Fund (OCIF), our government is providing an additional $1 billion over the next five years to support critical infrastructure in small, rural and northern communities. Thanks to important programs like OCIF and the new NORDS Fund, we are building the foundation for Ontario's economic recovery and prosperity across the province for today and for future generations.”

All 144 Northern Ontario municipalities, as defined under the Places to Grow Act, 2005, will be eligible to receive NORDS funding.

Funding allocations have been determined using household counts in each municipality. · Funding for year one of the program will be distributed to eligible municipalities by March 31, 2022.

Municipalities are encouraged to submit their projects for funding when the program opens on December 7, 2021.

Ontario is investing an additional $1 billion through OCIF to provide certainty and predictability to 424 small, rural and northern

communities so that they can build and repair roads, bridges, water and wastewater infrastructure.

FONOM is extremely pleased and thankful for the announced resource sharing The Federation of Northern Ontario Municipalities (FONOM) is welcoming the announcement today that the provincial government will share resource extraction revenues with Northern Ontario municipalities.

Announced by Greg Rickford, Ontario's Minister of Northern Development, Mines, Natural Resources and Forestry, this new revenue-sharing arrangement will see funding dispersed to municipalities to help offset costs associated with repairing and maintaining local infrastructure impacted by resource operations.

"This funding is very welcome. It will help communities address their impacted road networks, said FONOM President Danny Whalen, noting FONOM was grateful to be

involved at the onset of this new funding opportunity. "We were pleased to work with ministry staff and provide input in the development of this new funding stream."

FONOM and many of its member municipalities have lobbied successive governments for this type of funding arrangement. The extraction of resources from Northern Ontario drives a large part of the economic engine for the province and communities throughout the North. There are, however, impacts on municipal infrastructure when resources are moved through a community.

As Minister Rickford explained, municipalities will determine the local projects to which the resource funding will be applied.

Municipalities will be able to stack the funding for three years, allowing them to tackle larger projects. " We a r e t h a n k f u l t h a t t h e F o r d Government has listened to our members and provided much-needed financial assistance to them," said President Whalen.

FONOM is an association of some 110 districts/municipalities/cities/towns in Northeastern Ontario mandated to work for the betterment of municipal government in Northern Ontario and strive for improved legislation respecting local government in the North. It is a membership-based association that draws its members from northeastern Ontario and is governed by an 11- member board.

Interfor to Acquire EACOM Timber Corporation, Adding One Billion Board Feet of Lumber Production and Expanding Regional and Product Diversity Interfor Corporation announced today that it has reached an agreement with an affiliate of Kelso & Company (“Kelso”) to acquire 100% of the equity interests of EACOM Timber Corporation EACOM is a leading lumber producer in eastern Canada, with operations across Ontario and Quebec, including: Seven sawmills with a combined annual spruce-pine-fir (“SPF”) lumber production capacity of 985 million board feet; An I-Joist plant with annual production capacity of 70 million linear feet; A value-added remanufacturing plant with annual production capacity of 60 million board feet; Rights to access approximately 3.6 million cubic meters per year of responsibly managed and internationally certified fibre supply; and An office in Montreal.

The purchase price is C$490 million, on a cash and debt free basis, which includes C$120 million of net working capital. In addition, Interfor will assume EACOM’s countervailing (“CV”) and anti-dumping (“AD”) duty deposits at closing, for consideration equal to 55% of the total deposits on an after-tax basis. As of September 30, 2021, E A C O M had paid cumulative CV and AD duties of US$150 million.

“This transaction makes Interfor a truly North American lumber producer, with operations in all the key fibre regions on the continent, further diversifying and de-risking our operating platform and enhancing our growth

potential and opportunity set,” said Ian Fillinger, President & Chief Executive Officer. “This transformational growth secures a desirable SPF product mix to meet the growing demand of our customers, at a time when SPF fibre supply is under increasing pressure in other jurisdictions in North America and around the world. These are productive and well-managed mills, and we see meaningful opportunities to further enhance their performance by integrating them with our portfolio and applying our proven operating expertise. We are excited for the opportunities that the acquisition brings, and we look forward to welcoming the talented EACOM team into our company and partnering with them to operate and grow the business in the years ahead.”

The acquisition is consistent with Interfor’s growth-focused strategy as a pure-play lumber producer, increasing Interfor’s total lumber production capacity by 25%. In addition, the acquisition further builds upon Interfor’s already geographically diverse operations, adding significant scale in a new region. Eastern Canada is one of the major lumber producing regions in North America, with highly competitive log costs, a desirable SPF product mix and a supportive investment environment.

On a pro-forma basis, Interfor’s total annual lumber production capacity will increase to 4.9 billion board feet, of which 46% will be in the US South, 16% in the US Northwest, 20% in eastern Canada and 18% in British Columbia.

The addition of the EACOM business will also provide an expanded opportunity set for potential future lumber-focused growth in

eastern Canada, given its well-established systems, infrastructure and team. The business will operate under the Interfor banner, but Interfor will maintain all of EACOM’s key operating leadership and employees as well as its office in Montreal, Quebec to ensure continued regional support for the operations going forward.

“This transaction will allow our team to write its next chapter as part of one of North America’s best lumber companies,” said Kevin Edgson, President & Chief Executive Officer of EACOM. “Interfor’s operational excellence, financial strength, customer relationships and North American-wide portfolio will provide substantial opportunities to our people and our stakeholders. Michael J. Morris As the 100th anniversary of Chapleau High School now rapidly approaches to be celebrated in 2022, I have been going through years (and years) of files to find notes and articles about CHS in its early years.

In the past week I came across J.L. "Jack" Whitney's first day at the school in the 1920s.

Here are some excerpts from his story.

On J.L. "Jack" Whitney's first day at Chapleau High School in the late 1920s without warning, the most outstanding noise caused all students, who with no teacher present, were being their usual well behaved selves, caused them to pause in mid whatever they were doing.

Jack Whitney recalls meeting John McClellan legendary teacher and principal at Chapleau High School He explains that in 1924 the new public school was only a few years old and the new high school, which was merely the old public school, enlarged and re-modelled, was about the same age, less a year or so. CHS was established in 1922.

"What about the teachers of those days?

Well, when you consider that in the late twenties and the early thirties a large percentage of 5th Form (Grade 13 to you) successfully completed their university education and are today holding some rather important and useful positions in the Army, the Electrical, the Medical and the Teaching world … then I feel they compare

Mr. Whitney recalled his high school experience in a speech to high school students some years later after he graduated from CHS.. Mr. McClellan, a World War I veteran arrived at CHS in 1926. He retired in 1956... I was in Grade Nine!!!!!

Here is part of Mr. Whitney's story.

He wrote: "How did we like high school 40 years ago??) I believe that it was very much as it is today, most of us liked it very much. I think, looking back from today, many of us would place it with the outstanding events in our lives. Some, of course, found it too difficult, and for a few it was a little too boring. Up to 1929, you know, there was plenty of work and the pay was good …

25 cents per hour … ten hour days with $1.00 a day off for board so higher education wasn’t really necessary."

"I shall never forget my first day in First Form. I was wearing black boots (not shoes) black wool stockings up to the knee and knicker-bocker pants which strapped around just below the knee and flopped over just an inch or so. Above this I had on a longsleeved V-neck pullover, and this was topped by a grinning face and a shock of unruly light hair. I looked a good deal like most of the other boys except for size, shape and colouring.

"The girls, as I remember wore low-waisted long dresses down to two or three inches above the ankle, with lisle hose and sensible shoes. Most of the hairdos were

dutch bobs with a few with long curls and most of the hats were the helmet type, usually of felt, and I believe were patterned after the steel helmets of the previous war."

MAC BELLOWS "But what was memorable about this first day, you ask? For a few moments after the classroom had filled up, there was no teacher present, so we were being our usual well behaved selves. Incidentally we were seated with our backs to the door. Without warning a most outstanding noise caused us all to pause in mid whatever we were doing!! Then slowly, relentlessly and in absolute silence the creator of this noise paced down the aisle to the teacher’s desk, turned, swept the now pop-eyed group of children with a glare which would have done justice to any Sgt. Major I have ever known!!

"And bellowed: 'If any of you have been wondering who is going to be in charge around here, please let me advise you that I am'. And to prove it he caught one of the more incautious boys smack in the ear with a piece of chalk about 1” long. Need I tell you that this was my introduction to Mr. McClellan!! For many years this man remained a potent force for law and order in the old C.H.S. and incidentally he was also a very good teacher. He left his mark, a good mark, on many and many a boy and girl who now fill the niches in life from labourers to engineers, brigadiers and doctors and from housewives to nurses, teachers, matrons in hospitals and, we in our generation are proud to say, even a successful university professor."

Are they showing genuine care for our children who need affordable child care? Is Doug Ford concerned for the safety of Northern families who have to travel south for school, employment, or medical treatment as many of us must do? Do the Conservatives care whether or not we have enough trained firefighters on hand to protect our homes and our lives? Is the government interested in preventing more deaths due to opioid overdose, or is it even aware of an 860 percent rise in overdose cases on Manitoulin?

"What kind of a person was Miss Pallett?

Well I failed in and carried Latin to 4th Form (grade 12) and along came Miss Pallett!! I passed Latin Authors in Grade 13 with 1st class honors and got nearly 70 in Composition!! This same person, with a few withering well chosen words could make me crawl under the rug on the teachers’ room floor and not even make a wrinkle!! But I think the real worth of Miss S. B. Pallett is shown by the fact that now, 35 years later, most of her former pupils from Chapleau either write to her at least once a year, visit her in Toronto at her home or at the “Oshawa Picnic” or phone her and talk to her for hours when they happen to be in Toronto. She was a wonderful person for a teenager in the grip of change and uncertainty to have known and respected, and she is still today, that same pleasant, understanding person."\ The Oshawa Picnic to which Mr. Whitney refers was held at the home of Mr. and Mrs. McClellan at their home in Whitby after he retired in 1956. For years it was a must attend party for former CHS students. Miss Pallett was Mr. McClellan's predecessor as CHS principal.

Mr. Whitney wrote this advice to students:"The only thing more I have to say to all you young people is this, - live, really live your high school life. It is a very important part of your life, it should be a very pleasant part of your life and it could be one of the most memorable parts of your life! --- Incidentally, by 'live' I mean “work at'."

Mr. Whitney was married to Mildred Pellow, and their children Joan, Mary and Chris all attended CHS. My cousin the late Anne (Zufelt) McGoldrick was of great assistance to me as was the late Doug Greig. May Anne and Doug rest in peace.

Conseils pour prendre soin de soi durant les fêtes

(EN) La période des fêtes peut être stressante pour tout le monde, d’autant plus que nous vivons toujours dans un contexte pandémique sans savoir si nous pourrons recevoir un grand nombre de personnes, ni même qui nous pourrons recevoir. Diminuez votre stress et profitez de la saison à son maximum en suivant ces quelques conseils.

Créez une routine matinale.

Pendant les fêtes, nous sommes surchargés de travail et fatigués, et nous dépensons beaucoup. Pour retrouver son calme et se sentir en contrôle, il suffit de prendre quelques minutes pour bien débuter la journée.

Allumez une bougie, prenez une tasse de thé, lisez un bon livre ou écoutez un balado de développement personnel ou de la musique douce avant d’entreprendre votre liste de choses à faire afin de trouver un équilibre et d’accomplir plus de tâches durant la journée.

Sentez-vous à l’aise de refuser des invitations.

Il est très important pour son bien-être de prévoir du temps pour soi. N’ayez pas peur de dire « non » aux activités qui vous stressent ou pour lesquelles vous ne tirez aucun plaisir, et ce, même si vous vous sentez obligé de les faire. Au lieu de vous faire la promesse de ne plus utiliser du tous les médias sociaux, tentez plutôt de diminuer votre temps en ligne et éteignez votre téléphone lorsque vous êtes avec quelqu’un ou que vous faites une autre activité. N’essayez pas de couper toutes les sucreries, mais ne mangez que celles que vous aimez le plus. Écoutez de la musique joyeuse.
