OBITUARY Percy H. Encil Passed away peacefully at the Chapleau Health Services surrounded by family on Monday November 11, 2013 in his 95th year. Percy was born in Chapleau on March 10, 1919 to the late James and Laura Encil. Loving father of Gayle Duggan (James) and Val Ladouceur (Denis). Cherished grandfather of Melanie O'Riley, Tracy Castonguay (Jean), Darren O'Riley, Christopher Plouffe (Jodi), Jennifer Matthewson (Jim) and Vincent Ladouceur. Percy will also be missed by his great grandchildren Justin and Janelle Castonguay, Janna, Liam and Connor O'Riley, Savannah Matthewson and Kaitlyn Plouffe. Also missing him will be his son-in-law Leo Plouffe. He will also be missed by his many nieces and nephews. Percy was pre-deceased by his wife Glorina (Pino) and daughter Louayne Plouffe both in 2007.

He worked for C.P. Rail for 46 years and he was a life time member of the Royal Canadian Legion and served on various committees. He was a proud World War II veteran and it was fitting that he passed on this day of remembrance. Friends are invited to visit at the Royal Canadian Legion Branch #5 on Sunday evening from 7 to 9 p.m. A Memorial Service will be held on Monday November 18, 2013 at St. John’s Anglican Church at 11:00 a.m. Interment at the Chapleau Municipal Cemetery. Memorial donations made to the Royal Canadian Legion Branch #5, Sick Children’s Hospital, Toronto or to the House of Kin, Sudbury would be greatly appreciated by the family. OBITUARY Eldon Russell Cowan (September 9, 1925 - November 10, 2013)

It with great sadness that we announce his sudden passing at home at the age of 88. Russell was the loving husband of Lina Mary (nee Bignucolo) of 62 years, cherished father of Clem (wife Linda), Anna Harris (husband Jim), Lisa Boullard (husband Norm) and Donna Gravel (husband Ryan), treasured grandfather of Joseph (Amy), Deanna, Jim Jr., Jonathan (Helen), Christopher (Kelly), Amanda, Christina, Luke, Mia and Serena. He was an extended grandfather to many including Kelsey, Brian and Saybrie. Russell was predeceased by his father Russell Clifford Cowan at the age of 106, his mother Edith Annie Wallace.

He is survived by his brother Murray (Ottawa), sister Shirley Duhn (Arnprior) and many nieces and nephews and great nieces and great nephews. Eldon was born in Kinburn, Ontario and was raised on his father's farm. He was a WWII veteran having volunteered for overseas duty in the Royal Canadian Armoured Corps as part of the First Canadian Armoured Brigade in Italy and moved with the 1st Canadian Corps to Northwest Europe until the end of the war. He was awarded the War Medal, the France and Germany Star Medal, the Italy Star Medal and the Volunteer Service Medal. He lived in Chapleau, Ontario for most of his life where he and Lina raised their four children and where he was a dedicated and hard worker primarily in the heavy equipment and construction fields. He moved to Timmins with his wife in 2003 to be closer to family. Described often as a "teddy bear", Dad was not big in stature, but big in heart. He had a zest for life that enabled him to enjoy the little things in life which is so honourable. His happiest time was spent holding his grandchildren, entertaining and being entertained by them. He adored each and every one of his grandchildren and there wasn't a thing he wouldn't have done for any one of them. Wherever there were children, Dad was sure to be there. He also loved his ice cream. Dad, we will always miss you. "Lest We Forget". Funeral Mass will be held at 10:30 a.m. on Thursday November 14, 2013 from the St-Anthony’s Cathedral (Fr. Pat Lafleur officiating). Burial will follow at the Timmins Memorial Cemetery. Letters to the Editor To the citizens of Chapleau

The Rotary Club of Chapleau is saddened to inform the citizens that we have had to demolish the Scout camp. The Club has attempted to maintain the camp throughout the years and has paid for the Land Use Permit and insurance.

Unfortunately, in the last number of years there have been no local Scouts, Cubs, Brownies etc. due to lack of leaders & membership.

The camp required a new roof and strengthening of the foundation. The inside was completely ransacked a number of times. Fires were built inside and not in a stove.

Young people were sliding from the roof top to the bottom. The liability was too great to allow this to continue.

We s e a r c h e d various Clubs in Northern and Southern

Ontario to see if anyone was interested in repairing and taking it over. We had no takers.

Also the land use permit was non-transferable so the camp could not be sold to anyone that was not a not for profit corporation.

Rotarians and friends then volunteered to remove the windows and additional buildings. They paid to have the shingles removed. The MNR assisted with the cleanup. With permission from the MNR, the fire department then volunteered to burn the rest.

We would like to take this opportunity to thank all the volunteers that assisted us. It was a tough decision, but in the end reason had to overtake emotion.

Chapleau Curling Club 1971 season headed by president Ed McCarthy ended with 'zest' as Charlie Law rink won final bonspiel

Chapleau Moments by Michael J. Morris Ed McCarthy, president of the Chapleau Curling Club in 1971, said the season got off to a shaky start but it ended with a lot of good curling and fellowship.

The Chapleau Sentinel reported that the final bonspiel saw 16 rinks in action battling it out for top honours. Charlie Law who had been "threatening" all season emerged as the winner of the "A" Event following a "fierce battle' with the David Bromley rink.

Charlie had Janet McCarthy as third, Bill Ward as second and Mae Ward as lead. David put up a

good fight with Marianne Crichton as third, George Boyd as second and Mona Rioux as lead.

In the "B" Event another "ding dong" battle saw Bill Bromley the skip, and members Marcel Labelle, Anita Deluce and Millie Labelle pull out a close win over Fred Johnson and his rink of Sandra Schultz, Rodney McAuley and Irene Johnson.

The "C" Event was another well contested game which was won by the George McLeod rink.

Members were Phyllis O'Riley (to become Phyllis McLeod a bit later) and Ed McLeod and Penny Park.

They all helped George defeat a rink skipped by Peewee Rioux, who had great help from Freda Rioux and Jim and Dianne Collings.

The Sentinel noted that in the finals of all three events there "many incidents of interest to liven up the contests with a six ender along with a couple of five enders helped the games onto an even keel when it seemed like a runaway was in progress".

Apparently it happened in each of the final games and added "zest" to them.

A social and dance ended the final bonspiel.

H o w e v e r, a couple of weeks earlier Peewee Rioux and his rink won the First Event in the Royal Canadian Legion Branch 5 annual Shamrock Bonspiel. They were

As we prepared to honour Canada’s v e t e r a n s i n Remembrance Day ceremonies across the country and MPs stood in silence in the House of Commons, we were reminded that our commitment to the men and women who serve in the forces today is not as rock solid as it

was in generations past.

I have written about the shortcomings of the Veteran’s Charter as well as the challenges facing impoverished veterans including the Last Post Fund that helps finance funerals for those individuals. Those are items that can be addressed as not being

Injured soldiers deserve pensions not pink slips entirely black and white and, some might argue, can be explained as oversight that can be addressed. In other words, it is not impossible to imagine that those items fell through the cracks.

Not so with the practice of discharging injured soldiers from the military before they reach ten years of service - which is when they would qualify for a pension. That is the stuff of cold-hearted calculation and, along with significant cuts in regional services for

The Township's economic development activities are the responsibility of the Council of the Township of Chapleau. Council has determined that the best avenue for the delivery of economic development activities in Chapleau is through an independent Economic Development Corporation made up of representatives from Council, business, industry and tourism. The Chapleau Economic Development Corporation (CEDC) was established in September 2012 with core funding from the Township to manage these responsibilities. The CEDC's mission is to facilitate, nurture and support economic opportunities in strategic sectors through relationship building, networking and collaboration.

This Community & Business Development Intern will be reporting to the Economic Development Officer and will take the lead in areas of community development, outreach and tourism. Working with the CEDC 3 days/week the Intern will conduct primary and secondary research to support the community development and tourism initiatives of the CEDC, including the development of a tourism website and social media. A hands-on team player, this position is required to develop an understanding of our visitors and their needs, and to assist the CEDC in partnering with community organizations to develop grass-roots projects that will improve Chapleau's quality of place.

A component of this position will be working with PARO's Bilingual Business Counsellor two days/week. In this role, the Intern will assist in providing business development training and services to women entrepreneurs in rural, urban and remote, Francophone and Aboriginal communities. The Intern will assist in the evaluation of the benefits of the various forms of satellite offices, facilitate community based strategies (such as social enterprise, partnerships and collaborative networks), seek out opportunities, and conduct economic research.

This opportunity is open to Northern Ontario secondary school graduates 29 years of age or under who recently (within three years) graduated from an accredited college or university. Graduates from a high school outside of Northern Ontario who have resided in the North for at least one year are also eligible. Mature graduates may be considered.

veterans, marks a victory for the bottom line of the balance sheet over compassion and caring. If it doesn’t mute any patriotic claims the government makes with respect to veterans, what will?

The increase in these discharges since the Conservatives have taken office is undeniable. The percentage of soldiers who are medically released before becoming eligible for pensions has grown from 10% in 2001 to 16% in 2011. It means that over 200 injured military personnel a year are being discharged in this way.

Part of the problem is the universality-of-service

rule, which requires Canadian Forces members to be fit to deploy at all times, at home and abroad. The other part of the p r o b l e m i s a government that refuses to amend the rule to allow injured soldiers to serve in domestic positions or retrain for other duties that better suit their post injury abilities.

T h i s t y p e o f accommodation is made available in other parts of our civil service, but no so for our forces.

It is a cynical way to treat people who volunteer to do a job that has a significant risk of injury and is entirely essential for Canada to honour

international commitments and be prepared to defend itself. These soldiers risked their lives, were injured, and are now being abandoned to an uncertain future.

W i t h o u t ongoing support, these injured soldiers are being released and left to their own devices.

Many are unprepared to manage their own rehabilitation. If this past week was any example, they won’t be going away quietly, nor should they. Canadians need to hear these stories in order to demand that the government amend the rule being used to balance the books at a cost we aren’t prepared to pay.

Les soldats blessés méritent une pension, non pas un avis de congédiement Bien que, partout au pays, nous nous apprêtions à rendre hommage aux anciens combattants canadiens au cours des cérémonies du jour du Souvenir et que les députés aient observé un moment de silence à la Chambre des communes, force est de constater que notre dévouement envers les hommes et les femmes qui servent le pays au sein des Forces canadiennes n’est plus aussi indéfectible qu’il l’était jadis.

J’ai écrit au sujet des lacunes de la Charte des anciens combattants et des difficultés qui se posent aux anciens combattants appauvris, dont la question du Fonds du Souvenir, qui aide à leur payer des funérailles. Ces questions comportent certes des zones grises; on pourrait même soutenir que ces problèmes résultent de méprises que l ’ o n p e u t c o r r i g e r.

Autrement dit, on pourrait raisonnablement croire que ces dossiers sont tombés entre les mailles du filet.

Il n’en va pas de même de la pratique qui consiste à libérer les soldats blessés avant qu’ils aient atteint dix années de service, ce qui les rendrait admissibles à la pension. Cette arithmétique insensible,

ainsi que les réductions substantielles aux services régionaux pour les anciens combattants, marquent le triomphe du bilan comptable sur la compassion et l’empathie. Si ces faits n’atténuent pas les professions de patriotisme que fait le gouvernement en citant les anciens combattants, rien ne le fera.

L’augmentation de ces cas de libération depuis l’arrivée au p o u v o i r d e s conservateurs est indéniable. Le pourcentage de soldats libérés pour des raisons médicales avant d’être admissibles à la pension est passé de 10 % en 2001 à 16 % en 2011.

Ainsi, plus de 200 militaires blessés sont libérés dans ces conditions chaque année.

Le problème réside en partie dans la règle de l’universalité des services, selon laquelle les membres des Forces canadiennes doivent être prêts au déploiement en tout temps, au pays comme à l’étranger. L’autre partie du problème tient d’un gouvernement qui refuse de modifier la règle, afin de permettre aux soldats blessés de travailler au pays ou de suivre une autre formation pour accomplir des fonctions mieux adaptées aux

aptitudes que leur blessure leur a laissées.

Les accommodements de ce type ont cours ailleurs dans la fonction publique, mais pas dans les Forces canadiennes.

Il s’agit d’un traitement cynique à l’égard de personnes qui se sont porté volontaires pour accomplir un travail q u i c o m p o r t e d’importants risques de blessure et qui est par ailleurs essentiel pour que le Canada puisse respecter ses engagements internationaux et être prêt à se défendre.

Ces soldats, qui ont mis leur vie en danger et qui ont été blessés, sont maintenant abandonnés à leur sort.

Sans soutien, ces soldats blessés sont libérés et laissés à se débrouiller par euxmêmes. Plusieurs ne sont pas prêts à gérer leur propre réadaptation. Si l’on se fie aux événements de la semaine qui vient de passer, ils n’accepteront pas cette situation sans rien dire, ce qui est d’ailleurs parfaitement normal. Les Canadiens doivent entendre ces histoires pour exiger que le gouvernement modifie la règle dont il se sert afin d’équilibrer les finances à un prix que nous ne voulons pas payer.

NEWS FROM THE PARK BY Mike Mantha Provincial Member of Parliament for Algoma-Manitoulin

This week in the legislature the voices of many in Algoma-Manitoulin and across the north were heard. For over a year I have been receiving calls from constituents requesting that the Ministry of Transportation change the definition of an OffRoad Vehicle (ORV) under the Highway Traffic Act Regulation 316/03.

ORV enthusiast across Ontario have repeatedly asked that this regulation be changed to include the two-up off-road vehicles as well as the 2 and 4 seat side-by-side off-road vehicles to allow them to be driven under the same

conditions as other recreational offroad/all-terrain vehicles.

Many of you have been working hard to circulate petitions and send back thousands of signed copies. I have been presenting these petitions in the legislature on your behalf. This week all your efforts paid off and the motion to amend the Highway Traffic Act passed. It is good to see what we can achieve when we work together on issues that matter to us in the north.

In other news, a s N o r t h e r n Development and Mines Critic for the

NDP I have been putting immense pressure on the Liberal Government to develop a framework for mining projects in the Ring of Fire and across the north. We have recently witnessed growing frustrations within mining companies, First Nations and northern communities who are unimpressed with the government's lack of action on this file.

There has been no effort from the government to move things forward and quite frankly, investors are ready to move on and take those much needed jobs with them.

Feeling the heat from the NDP, the Wy n n e L i b e r a l s announced the creation of a development corporation to begin making decisions about the Ring of Fire project.

What this would look like remains to be seen.

I have requested a briefing from the

Minister to understand how this development corporation for the Ring of Fire will actually advance this development beyond just a pipedream.

Ontario needs development in the Ring of Fire and it is troubling that it's taken five years for government to start thinking about an actual plan for Ring of Fire development. I am concerned that this is just another plan to make a plan which ends with no results.

Infrastructure

to the Ring of Fire and the high price of electricity remain the major issues facing R i n g o f F i r e development and the provincial government needs to play its part.

The government also needs to play a role in proper consultation with First Nations and develop revenue sharing tools so that the benefits from the Ring of Fire stay with communities in the North. The government needs to look at training opportunities and the creation of value added

processing jobs that will result from the Ring of Fire. I will continue to push the government on this issue and others which are important for constituents in Algoma-Manitoulin and all northerners.

Police Arrest Toronto male distributing illicit drugs to Poster Contest Winner Northern Ontario Communities including Chapleau The Ontario Provincial Police Organized Crime Enforcement Bureau (OCEB), Sudbury Unit supported by the OPP Provincial Operations Intelligence Bureau, OPP Asset Forfeiture Unit and the Toronto Police Service have arrested and charged a Greater Toronto area resident with several drug related offences.

The investigation focused on an individual from the Greater Toronto area who was supplying illicit drugs to the Northern communities of Moosonee, Moose Factory, Chapleau, and Brunswick House First Nations.

During the course of this investigation an active methamphetamine laboratory

was identified in Mississauga and with the assistance of the Peel Regional Police Service was dismantled.

Methamphetamine, cocaine, oxycodone, fentanyl and marihuana was seized along with $20,000 cash.

The street value of the drugs seized is $170,000.

Charged is Amir Abdelraham, age 49, of Toronto with 5

counts of Conspiracy to commit an indictable offence, 2 counts of possession of a Controlled Substance for the Purposes of Trafficking , 1 count of production of a Controlled Substance, 1 count of property obtained by crime, 9 counts of theft under $5,000 and 1 count of false statement in relation to a passport.

Follow this checklist to reduce your chances of developing type 2 diabetes ( N C ) — Yo u r r i s k factors for developing type 2 diabetes – a potentially lifethreatening condition – are based on your genes and your lifestyle.

While you can't change your genes, you can improve your lifestyle to reduce the risk. Here are some tips which can help: K n o w Yo u r Body Mass Index (BMI). Being overweight or obese increases your risk of developing type 2

diabetes. As such, knowing if your BMI is too high is important.

To check your BMI, complete the CANRISK diabetes questionnaire at www.phac-aspc.gc.ca, or at Shoppers Drug Mart/ Pharmaprix, Pharmasave, Rexall, and Loblaw pharmacies.

Eat a healthy, balanced diet.

Eatingmore fruits and vegetables and foods that are rich in fibre, low in sugar, and low in

fat can help you maintain or lose weight. Also, be sure to monitor portion sizes to make sure you are not overeating.

Be physically active.Increasing physical activity can control your weight and reduce your risk of developing type 2 diabetes. The Agency has tips for physical activity at www.phacaspc.gc.ca.

Manage high blood pressure, cholesterol, and glucose

(sugar) levels.Studies show that managing your blood pressure, cholesterol, and glucose (sugar) levels can substantially reduce the risk of diabetes complications, such as heart disease and stroke. A healthcare provider can help you monitor these items.

Discuss your risk factors and CANRISK results with your health care provider. You can have type 2 diabetes, but you may not notice any

symptoms. Regular check-ups with your healthcare provider are important to prevent or manage diabetes.

To learn more about type 2 diabetes, you can take the Public Health Agency of Canada's CANRISK questionnaire at www.phac-aspc.gc.ca, or at Shoppers Drug Mart/ Pharmaprix, Pharmasave, Rexall, Loblaw pharmacies, or through a free app through the Apple store. You can also

Le but de ces fourgonnettes est de soutenir les personnes âgées à domicile, en les aidants à maintenir leur santé et vivre de façon autonome.

besoins en matière de services de transport pour personnes âgées afin de déterminer le plus grand des nécessités pour la fourgonnette. Des sondages seront distribués dans la communauté pour les personnes âgées (60 ans ou plus). D'autres avis au sujet du sondage suivront prochainement. Comme avec tous nos programmes de bénévolat, les bénévoles doivent passer par un processus de clarification des bénévoles prévu par la loi. Le processus

consiste à fournir une vérification de casier judiciaire intact, la preuve de leur immunisation à jour et une libération du département de santé du travail (fait avec notre infirmière en santé du travail), lire et signer un engagement de confidentialité , lire et signer le code d'éthique de bénévole, compléter une demande de bénévole, une copie d'un permis de conduire valide et une preuve d'un bon dossier de conduite.

Une orientation distinctive sera également offerte à tous les chauffeurs bénévoles qui les aideront à remplir leur rôle en toute sécurité.

Les bénévoles devraient indiquer le type de disponibilité qu'ils peuvent fournir au programme (par exemple : une journée ou une semaine spécifique, ou un temps particuliers durant un mois, etc.) et s'ils sont prêts à conduire en ville, hors de la ville, ou les deux

types de conduite. Bien que certains membres de la communauté trouve la configuration initiale pour devenir un bénévole intensif, SSCHS est légalement tenu d'effectuer ces étapes afin de fournir une expérience de qualité et sécuritaire, tant pour les clients de leurs programmes et les bénévoles.

Nous encourageons vive-ment toutes les personnes âgées (60 ans et plus) à surveiller et à participer au s o n d a g e s u r l'évaluation des besoins qui sera distribué bientôt. Il est extrêmement important d'obtenir votre rétroaction et opinion pour que le programme de transport répondre aux besoins des aînés

Ontario is helping to build a stronger, more diverse northern economy while supporting approximately 35 jobs in Wawa With support from the Ontario government, Rentech, Inc. is converting the idled oriented strandboard mill in Wawa to an industrial wood pellet production f a c i l i t y. T h e n e w facility will employ 35 workers and support an additional 200 forest industry jobs in surrounding communities.

Production is expected to begin in the fall of 2014 with an annual production of 360,000 tonnes of pellets by 2016.

Supporting Ontario's forest industry is part of the government's economic plan to invest in people, invest in modern

infrastructure and support a dynamic and innovative business climate.

"This is a prime example of our government's commitment to the forestry industry and to preserving and creating jobs in Northern Ontario. The opening of the Rentech facility will provide economic benefits for Wawa, Dubreuilville, White River and Chapleau as well as local First Nations communities. Our government continues to work with forestry businesses to strengthen their competitiveness and to help create long-term

By Micheal Levesque Why a Sobriety Walk We w a l k t o acknowledge that addictions touch everyone, poor or affluent, single or married, male or female, native or nonnative, young or old.

We walk to state that an individual`s addiction affects many others - direct family, relatives, friends, coworkers and especially, children. The saddest fact is that an addiction hides and often destroys a person`s true potential. It also robs those closest of

much of their potential.

We walk as a community to show that hope still exists, that we are united to help those who seek it.

We believe all are entitled to a second chance. We believe people can change, if they want, and we will assist them on the road to sobriety.

We walk for the addicted, their families and, foremost, for young adults and children whose futures are best assured through sobriety.

The Sobriety Walk is scheduled for

Monday, November 18th. It starts at 10:45 am from the Town Center parking lot.

After a round dance honouring sobriety we march through the downtown core. Our destination is Chapleau High School where all

participants are offered a hot lunch. Everyone is invited to walk. This is an important community event! See you there!

Brunswick House will start the day with a march at 9:30.
