COVID-19 Response Framework: Keeping Ontario Safe and Open

ear Owners and Operators of Businesses and Organizations within the Public Health Sudbury & Districts service area: On Tuesday, November 3, 2020, the Ontario Government announced the COVID-19 Response Framework: Keeping Ontario Safe and Open https://www.ontario.ca/page/covid-19-responseframework-keeping-ontario-safe-and-open. This document examines the risk factors by public health unit jurisdiction and classifies each area into one of five levels: 1. Green—Prevent (standard measures) 2. Yellow—Protect, (strengthened measures) 3. Orange—Restrict (intermediate measures) 4. Red—Control (stringent measures) 5. Lockdown (a measure of last and urgent resort) The Ontario Government will be reexamining each area regularly to see if the risk is increasing or decreasing, resulting in a change to the level.

On Saturday, November 7, 2020, the Ontario Government announced which category each public health unit jurisdiction is in. The list can be seen at https://www.ontario.ca /page/covid-19response-framework-keeping-ontario-safe-andopen. Currently, Public Health Sudbury & Districts’ service area is in the Green—Prevent category.

Additionally, changes were made to regulations under the Reopening Ontario (A Flexible Response to COVID-19) Act, 2020, S.O. 2020, c. 17. These changes were also enacted on November 7, 2020.

lished Regulation has not yet been consolidated, Public Health Sudbury & Districts recommends that owners and operators carefully review this and other important information within the related table at https://www.ontario.ca/page/emergencyinformation. Once consolidated, the regulation will be posting on this site.

Please note that the restrictions listed at each level are cumulative. Therefore, the restrictions at Green are in place in the Yellow, Orange, Red, and Lockdown categories unless a more restrictive rule is introduced at the higher level.

Similarly, Orange category restrictions apply to Red and Lockdown unless there is a more restrictive rule.

As mentioned, Ontario Regulation 364/20 applies to levels Green, Yellow, and Orange. The points below highlight some of the changes in the revised Regulation, as well as information to help you interpret the Regulation – note that this is not a comprehensive list: • Many types of businesses will require a safety plan which will be required to be available to the public, at their request, as well as posting the plan where the public can easily see it. Although the plan is normally required at the Yellow—Protect level, Public Health Sudbury & Districts strongly recommends completing it before the area is placed into the yellow level. Provincial guidance for the safety plan, Develop Your COVID-19 Workplace Safety Plan, can be found at https://www.ontario.ca /page/develop-your-covid-19-workplace-safetyplan.

• In general, the mask use requirement has not changed significantly from the previous version of the regulation. As in the past, mask use is required within indoor establishments; however, the requirement has been added that if a person provides services, within 2 metres, to another person who is not wearing a mask and is not separated by plexiglass, then the person providing services must wear a mask as well as eye protection.This will affect staff in bars and restaurants and personal service settings. Some specific

businesses have additional requirements.

• If food or drink is served in the premises, you are required to follow the same restrictions as restaurants and bars plus your own setting restrictions. Based on Regulation 364/20, the following types of business fall under this requirement: meeting or event spaces, food courts, cinemas, performing arts facilities, drive ins, casinos, bingo halls, gaming establishments, nightclubs, museums, strip clubs, bathhouses, and sex clubs.

• Hours of operation and alcohol service are restricted at the Yellow level and above. Owners and operators should check the regulation to see if the restrictions apply to their setting.

• Requirements have been added to define an outdoor dining area.

• Various types of premises are responsible to ensure that patrons lining up or congregating outside the establishment maintain 2 metre separation and wear face coverings.

• At the Green—Prevent level, any premises which are required to follow the restaurant and bar restrictions, must record one person’s name and contact information from each group and the information must be kept and made available to Public Health if requested. At the Yellow—Protect level, these facilities and others are required to record of all patrons who enter the establishment’s names and contact information which must be kept and made available to Public Health if requested.

Although not required under Regulation 364/20, Public Health Sudbury & Districts strongly recommends that any facility type that is required to record all patron names and contact information at th e Yellow — P r o tect level, d o s o at th e Green—Prevent level as well.

Note again that these points do not cover all of the changes in the legislation, and we strong urge you to carefully review the regulations to determine how your premises is affected. De plus, des changements ont été apportés aux règlements de la Loi de 2020 sur la réouverture de l’Ontario (mesures adaptables en réponse à la COVID-19), S.O. 2020, c.17. Ces changements ont aussi pris effet le 7 novembre 2020.

Les propriétaires et exploitants de la région devraient se familiariser avec ces règlements et veiller à ce que leur entreprise ou organisme s’y conforme.

Bien que ces règlements ne soient pas encore consolidés, Santé publique Sudbury et districts recommande aux propriétaires et

Veuillez noter que les restrictions énumérées pour chaque palier sont cumulatives.

Ainsi, les restrictions du palier vert sont présentes dans les paliers jaune, orange, rouge et confinement, à moins qu’une mesure plus restrictive soit introduite au palier suivant. De même, les restrictions du palier orange s’appliquent aux paliers rouge et confinement, à moins qu’une mesure plus restrictive soit ajoutée.

Comme il est mentionné plus haut, le règlement de l’Ontario 364/20 s’applique aux paliers vert, jaune et orange. Les points cidessous mettent en lumière certains changements apportés aux règlements. Ils fournissent également de l’information qui vous aidera à mieux interpréter des règlements (sans toutefois que nous en présentions une liste exhaustive) : • Plusieurs types d’entreprises devront se doter d’un plan de sécurité qui devra être mis à la disposition du public sur demande, et qui devra être affiché à un endroit passant. Bien que ce plan ne soit requis qu’au palier jaune – protéger, Santé publique Sudbury et districts vous conseille fortement de le préparer avant que la région ne soit placée au palier jaune. • De manière générale, l’exigence touchant le port au masque n’a pas beaucoup changé par rapport à la précédente version du règlement. Le port du masque est toujours obligatoire à l’intérieur des établissements. Cependant, une personne qui fournit, sans écran de Plexiglas, un service à une autre personne qui se trouve à moins de 2 mètres de distance et qui ne porte pas de masque, doit porter un masque et une protection de la vue. Cette mesure concerne le personnel des bars et des restaurants et celui des établissements qui offrent des services personnels. Des exigences additionnelles s’appliquent à certaines entreprises.

• Si de la nourriture ou des boissons sont servies dans votre l’établissement, vous devez suivre les mêmes restrictions que les restaurants et les bars, ainsi que les restrictions particulières qui s’appliquent à votre établissement. Les exigences du règlement 364/20 visent les types

de commerces ou d’établissements suivants : les salles de rencontre ou d’activités, les aires de restauration, les cinémas, les établissements d’art du spectacle, les cinémas en plein air, les casinos, les salles de bingo, les établissements de jeux de hasard, les boîtes de nuit, les musées, les clubs de danse exotique, les bains publics et les clubs érotiques.

• Les heures d’affaires et de service des alcools sont restreintes à partir du palier jaune.

Les propriétaires et exploitants devraient consulter le règlement pour vérifier si les restrictions s’appliquent à leur situation particulière.

• Des exigences ont été ajoutées afin de définir ce qui constitue une aire de restauration extérieure.

• Différents types d’établissements ont l’obligation de veiller à ce que les clients qui font la ligne ou se rassemblent à l’extérieur maintiennent une distance de 2 mètres entre eux et portent un couvre-visage.

• A u p a l i e r v e r t – p r é v e n i r, l e s établissements qui doivent appliquer les restrictions des restaurants et des bars doivent noter le nom et les coordonnées d’une personne de chaque groupe de clients, conserver ces renseignements et les mettre à la disposition de Santé publique sur demande. Au palier jaune protéger, ces établissements et autres lieux doivent noter le nom et les coordonnées de tous les clients qui entrent dans l’établissement, conserver ces renseignements et les mettre à la disposition de Santé publique sur la demande.

Bien que le règlement 364/20 ne l’exige pas, Santé publique Sudbury et districts recommande fortement aux établissements qui doivent inscrire le nom et les coordonnées des clients en vertu du palier jaune – protéger, de le faire également au palier vert – prévenir.

Michael J. Morris As Remembrance Day passes for another year with the usual ceremonies cancelled because of the virus but many of us still marking the occasion in our own way, in Chapleau like many other communities there was a branch of the Canadian Red Cross Society in World War 2.

Last week I touched on its work in World War 1.

As we pause to reflect and remember, these citizens, volunteers all, who spent countless hours preparing comfort boxes , not only for those who were serving in the forces but for victims as well.

They became part of the "exceptional generation". Their work may have been summed up by J,M. Shoup, a veteran of World War 1 and World War 2, and longtime principal of Chapleau Public School , who said everyone had a "duty to serve".

Mrs. Maud Hands, who in 1947 became the first woman elected to serve on Chapleau council was the president of the branch during World War 2 In one report it was noted that "fingers were never idle" at the branch as they prepared the comfort boxes for overseas. Many members had family members in the forces and some would not return home from the war.

At a meeting in the Town Hall in January 1940, shortly after the war began Mrs. Pierre Tremblay reported that she had inspected 1,127pairs of socks, 156 sweaters, 128 pairs of mitts, 46 pairs of gloves, 36 helmets and 52 wool caps ---- almost 1,400 items in total... Amazingly all were made by volunteer members of the Chapleau branch!

Five years later in 1945 as the war ended, at the annual meeting it was reported that in the past year the branch had provided 634 pairs of socks, 783 surgical pads , 30 personal body bags, 867 suits of pyjamas, six kit bags, eight day shirts, 34 surgical coats and other items.

But it was not all work at the meetings as sometimes entertainment was provided. The local Glee Club under the direction Miss Ruth Wedge attended at least one meeting. Tea and cookies would also be served.

As I have noted in previous columns I attended some of the meetings with my

Most of us are wired to believe that we aren’t biased which may be the biggest roadblock to respectful public discourse. But there are numerous factors at play and many fronts on which to challenge ourselves if we desire productive public discussions on important issues along with orderly and meaningful elections. A glance at our southern neighbor shows us what partisanship on steroids can look like. While it is tempting to pat ourselves on the back for remaining a bit above that fray, it is important to remember we often follow the lead of American politics.

There is usually a lag before we begin to exhibit the signs, but the flow of ideas and tactics in recent years has shown that American political trends routinely reach into Canada. There is little doubt the growth of communications platforms, social media, and the sheer volume of news outlets drives this at an accelerated rate. Add to that the fact that media outlets – especially in the US, but

While the accusation may have a ring of truth to it, it is important to separate political bruises from actual bias. More importantly, if our public broadcaster is biased to any one party it is better to root that out and maintain a viable public option rather than starve it for resources, which the Conservatives have done in the past and clearly state they would do again.

There are many ways the election in the US has been illustrative, voter suppression tactics are one example we should do our best to avoid. In America, each state is responsible for running the federal election in their jurisdiction which is why suppression tactics vary from place to place. The tactics range from fewer polling stations in areas with the potential to deliver blocks of voters who may oppose the governing party which makes it difficult to vote because of the time commitment, to calling into question the validity of mail-in ballots.

With the vote taking place under a pandemic, partisans have gone out of their way to make it more

While we often sooth ourselves with declarations that things are much worse for our southern neighbours, that may not remain the case if we aren’t careful about guarding our democratic institutions and demanding better of our media. Canada has unique elements to our political system that mean copying American examples isn’t always possible and if we want to maintain a vibrancy in our democratic processes, it isn’t always advisable either.

Mais s’il peut être tentant de nous féliciter en pensant que nous savons rester au-dessus de la mêlée, il est important de ne pas oublier que nous suivons souvent l’exemple de la politique américaine.

Il y a habituellement un délai avant que nous commencions à en voir certains signes, mais le foisonnement d’idées et de tactiques observé au cours des dernières années démontre que les tendances en matière de politique américaine gagnent couramment le Canada. Il fait peu de doute que la croissance des plateformes de communication, les médias sociaux et le volume i m p r e s s i o n n a n t d e c h a î n e s d e d i ff u s i o n d’informations ont donné un coup d’accélérateur à cette situation. Il nous faut ajouter à cela le fait que les chaînes de diffusions d’informations – en particulier aux États-Unis, mais aussi au Canada – sont désormais d’ardents partisans. Même si cela semble flagrant lorsque nous regardons des chaînes comme Fox ou CNN, il serait déraisonnable de tenir pour acquis que certains médias canadiens n’ont pas de parti pris.

Ici, les conservateurs fédéraux accusent la CBC de parti pris, affirmant que son service de nouvelles est pour le Parti libéral et contre le Parti conservateur. Cette situation a créé une attitude toxique à l’égard de notre diffuseur public chez de nombreux partisans de la droite. Et même si l’accusation semble en partie véridique, il est important d’établir une distinction entre les irritants politiques et le véritable parti pris. Mais surtout, si notre diffuseur public affiche un parti pris à l’égard d’une formation politique en particulier, il est préférable de corriger la situation et de préserver une option publique viable que de réduire ce diffuseur à la famine, ce que les conservateurs ont fait et n’hésiteraient manifestement pas à refaire.

L’élection américaine a illustré ce fait de nombreuses manières, notamment avec des tactiques de suppression du vote que nous devons à tout prix éviter. Aux États-Unis, chaque État est responsable d’organiser l’élection fédérale sur son territoire de compétence. C’est pourquoi les tactiques de suppression du vote varient d’un endroit à l’autre. Ces tactiques consistent notamment à réduire le nombre de bureaux de scrutin dans des régions susceptibles d’avoir des blocs d’électeurs qui s’opposent au parti au pouvoir, ce qui fait qu’il est alors difficile pour certains de voter en raison du temps requis pour se rendre à un bureau de scrutin.

Une autre tactique consiste à contester la validité du vote par correspondance. Comme l’élection se déroulait en période de pandémie, les partisans se sont efforcés de faire en sorte qu’il soit plus difficile de voter et de croire à la validité des résultats.

Ainsi, son gouvernement a modifié la façon dont les électeurs pouvaient s’inscrire. Lorsqu’ils ont tenté de défendre ce changement, les membres de son caucus se sont empêtrés dans une litanie de mensonges et de fabulations. On a évoqué notamment, à titre d’excuses, que de faux bulletins de vote avaient été mis aux ordures, mais le fait est que les nouvelles règles ont fait en sorte qu’il est plus difficile pour les étudiants, les Autochtones, les sans-abri, de même que pour les personnes handicapées et les personnes âgées vivant dans des maisons de soins de fournir une preuve de résidence pour pouvoir voter. Avant cela, les conservateurs avaient été aux prises avec le scandale des appels automatisés dans le cadre duquel des travailleurs du parti induisaient en erreur des personnes qui selon eux, n’allaient pas appuyer leurs candidats en leur fournissant des directives erronées pour se rendre aux bureaux de scrutin.

Il est clair que des médias plus partisans, la suppression d'électeurs et l'hyper-partisanerie ont tous trouvé leur chemin au Canada. Nous nous rassurons souvent en affirmant que les choses sont bien pires chez nos voisins du sud, mais la situation pourrait changer rapidement si nous ne faisons pas preuve de prudence en protégeant nos institutions démocratiques et en exigeant le meilleur de nos médias. Le système politique du Canada comporte des éléments uniques qui font qu’il n’est pas toujours possible d’imiter les Américains, et si nous voulons maintenir la vitalité de nos processus démocratiques, cela n’est pas non plus souhaitable.

Crown Forest Sustainability Act Amendment In September, our government celebrated the 100th anniversary of National Forest Week. This countrywide celebration of our shared forest heritage makes clear just how much we value one of Canada's greatest natural resources.

Forests are part of the Canadian identity.

Our extensive tracts of forested territory are home to an astonishing variety of plant and animal life. They're a playground for a wide variety of outdoor activities and the inspiration for some of Canada's most celebrated art.

In Ontario, our forests also support a forest industry that's provided well-paying jobs for many communities for generations.

Today, forestry generates some $18 billion in revenue and supports 147,000 direct and indirect jobs in the province. These jobs are just as critical a source of employment in rural and northern parts as they are in central and southern Ontario.

The vital role that forest products play in our society has been especially evident during the COVID-19 outbreak: the forest sector was recognized as essential in order to produce and deliver much-needed products — from building materials to packaging and toilet paper.

During this uncertain time, we want to ensure that this vital industry remains strong.

This is why our government is committed to encouraging economic growth and job creation in the forest sector, to provide muchneeded opportunities for the many Ontario

communities that rely on forestry for their survival and look to it to provide long-term certainty.

One of the ways we're doing this is by cutting red tape and removing duplicated regulations for the forest sector while continuing to ensure the long-term sustainability of our forests.

Ontario is a world leader in sustainable forest management. Indeed, our forests are just as healthy and robust in 2020 as they have ever been.

This is because forest companies and government alike have recognized that, in order to ensure this industry remains viable in the long term, we need our Crown forests to remain healthy, diverse, and productive. A wellmanaged forest sector can protect Ontario's biodiversity and support economic activity indefinitely. And this is why the central pillar of Ontario's Forest Sector Strategy is promoting stewardship and sustainability.

For more than two decades, the health and viability of our forests has been ensured by one landmark piece of legislation — the Crown Forest Sustainability Act (CFSA). The CFSA authorizes forestry activities only if they are conducted in a manner that has regard for plant and animal life (including species at risk), along with water, soil, air, and social and economic values. In short, our forest management planning process begins with considerations of what we must protect.

The CFSA requires forest companies to submit stringent forest management plans for approval, and approval isn't granted unless the plans map out concrete actions for reforesting harvested territory. Operators in Ontario's forest sector plant around 73 million trees each year, and air-drop a further 365 million seeds on harvested Crown lands to meet these regeneration requirements. In other words, forestry operators can't harvest what they're not prepared to put back for future generations.

Currently, another provincial law, the Endangered Species Act (ESA), requires a whole other set of authorizations that overlap with those of the CFSA. In recognition of these overlapping requirements, forestry operations have been granted conditional exemptions from the ESA numerous times since 2013. These stopgap measures, however, create uncertainty for forest companies and discourage investment and job creation.

So, our government is proposing to allow forestry activities to continue under the CFSA permanently, which will reduce burden on this vital sector while ensuring we maintain the high standards of forest management that Ontario is known for internationally.

By continuing to follow the requirements of the CFSA, we can be confident that the forests that are such a source of pride for us will be there for the next hundred years, and beyond.

(NC) Did you know that if you place an item in your bin that can’t be recycled, it can cause significant problems in the recycling process.

Throwing these things in the garbage isn’t always a solution either.

To help you do your part for the environment, check out these items that don’t belong in the recycling bin and learn what you can do with them.

Black plastic takeout containers Optical sorting machines at recycling plants can’t detect black pigment, so they are unable to sort black plastic items. That’s why it’s very important not to place your black plastic takeout containers in the recycling.

Put these containers directly in your garbage.

Plastic furniture, storage bins and toys Although they’re made of plastic, bulky items like tables, chairs and toys don’t belong in the recycling bin.

Most communities have specialized depots that collect these items. If your community doesn’t offer this service and the item is in good condition, clean it thoroughly and donate it to a local not-for-profit or a friend.

Batteries Although batteries don’t belong in your municipal recycling bin, they can and should be

recycled. Many batteries contain materials that can be harmful to the environment and wildlife if they end up in landfill, and the salvaged materials from old batteries can be used to manufacture new products like bikes, stainless steel water bottles and small appliances. To recycle your old batteries, Call2Recycle offers convenient battery drop-off locations across Canada.

Paint cans Paint is considered a hazardous waste material in many provinces and should not be disposed of through the regular waste stream. But empty paint cans can be recycled in many communities. Check with your municipal recycling depot or local paint store for information on how to dispose of your old paint.

Household items Common household items like pots and pans, drinking glasses and metal and plastic coat hangers should not be placed in recycling bins. If you’re moving or doing a renovation and are getting rid of items in good condition, be sure to donate or sell them. Anything that’s broken or damaged should be put in the garbage.

Easy ways you can help prevent the spread of COVID-19

(NC) By now, most of us know how important it is to do our part to limit the spread of COVID-19. We’re familiar with public safety recommendations like wearing a mask or face covering and staying two metres apart. But there’s another easy thing that many more of us can do to have a major impact.

Health Canada is recommending that everyone with a compatible smartphone download the new COVID Alert app. It’s a free

tool that can notify you of a possible exposure to C O V I D-19 before symptoms appear. If it notifies you of a possible exposure, you will be linked to your local public health unit’s advice so that you can limit the spread of COVID-19.

The app runs in the background without interrupting your activities.

Whenever you're near someone else who has the app, both phones exchange random codes every five minutes. The codes change often and can’t be used to identify you.

If someone with the app is diagnosed with COVID-19, they can choose to upload the random codes their phone sent. Every day, whenever your phone has an internet connection, it will get a list of the random codes from people who reported a positive diagnosis into the app. If it finds codes that match, the app notifies you that you may have been exposed and explains what to do next.

It’s important to know that the app doesn’t collect any identifiable information about you and has no way of knowing your location, name or address, or the place or time you were near someone.

Downloading the app is easy and works on iPhones and Androids. The more Canadians

There is absolutely no doubt in my mind that the world of politics is not for the faint of heart or squeamish. Unless you have a pretty tough skin, can stickhandle around barriers like Sidney Crosby and the determination deeper than any hard rock mine, stay clear of the political arena. But for those who have such attributes, it can be one of the most rewarding of careers.

A recent success for one NDP bill caused me to consider the quality strength and determination some of my colleagues in fighting for what is right and never giving in. Former basketball player, coach and executive Pat Riley once said, “If you have a positive attitude and constantly strive to give your best effort, eventually you will overcome your immediate problems and find you are ready for greater challenges.”

Just recently after its second reading, the Ontario Legislature referred NDP Teresa Armstrong's Bill 13, A Time to Care Act, to be reviewed by the Standing Committee on Social Policy. It was approved with 80 “yes” votes and zero “no” votes. Doug Ford has committed his government to moving ahead with this bill. If Ford keeps his promise, this will be truly outstanding news for Ontario seniors and their families who care for them.

Ontario Honours Canadian Heroes of the War in Afghanistan New Memorial Is a Permanent Tribute to Veterans, Active Service Members and Their Families Today, the Ontario government unveiled a Memorial to Honour Canadian Heroes of the War in Afghanistan. This permanent tribute delivers on the government's commitment to commemorate the valour and sacrifice of the veterans, active members of the Canadian Armed Forces and their families, including those who served in recent wars.

Premier Doug Ford was joined on the grounds of Queen's Park by the Honourable Elizabeth Dowdeswell, Lieutenant Governor of Ontario, Brigadier-General Conrad Mialkowski, Ontario Regional Chief RoseAnne Archibald, Lisa MacLeod, Minister of Heritage, Sport, Tourism and Culture Industries, and Major-General David Fraser (retired) to unveil the new monument and observe a moment of silence for Canada's fallen heroes.

"As Premier, I made a promise to the people of Ontario to build this memorial as a permanent reminder of those Canadian heroes who served in the War in Afghanistan, and today on Remembrance Day, we keep that promise," said Premier Ford. "We remember their sacrifice, we grieve with the loved ones of the fallen, and we thank them for their service to our province and to our country. God bless all our veterans, our active service members, and their families."

A consultation led by General Rick Hillier (retired) provided advice and input on the design of the memorial to ensure the sacrifices of the brave

men and women who served in the War in Afghanistan are commemorated in modern Canadian military history. The memorial's design complements and connects to the Ontario Veterans' Memorial, which was completed in 2006.

"This memorial embodies our province's great respect for those who bravely answered the call to serve our country in the name of peace and freedom," said Minister MacLeod. "Our government is proud that this monument will stand as a lasting legacy here at Queen's Park, giving all Ontarians a space to show our gratitude to this generation of heroes."

"It was a privilege to support the creation of this tribute to those incredible Canadians who served in the Afghanistan war from 2001 to 2014," said General Rick Hillier (retired). "Our veterans, our fallen soldiers and their families deserve our recognition, and our profound respect, appreciation and pride. From today forward, this memorial will be a touchstone for veterans of Afghanistan, their families and the people of Ontario and all of Canada."

"The Ontario Afghanistan Memorial honours those who were lost during the more than 12-year long mission in Afghanistan," said Brigadier-General Conrad Mialkowski. "This memorial will serve to pay tribute to the legacy of those who served and made the ultimate sacrifice so that we can live in peace here in Canada. It recognizes their courage, valour and dedication to

their country. Here, Canadians will be able to pay their respects to our fallen and remember them."

Earlier this week, Ontario announced an investment of $511,100 in Helmets to Hardhats to support military veterans and reservists returning to civilian life. In addition, the government is investing $200,000 and providing land to help the Homes for Heroes Foundation create up to 25 tiny homes for military veterans experiencing homelessness.

The government also recently announced a $3 million commitment in support of the Valour Games, a new national multi-sport competition for wounded, ill and injured Canadian military personnel and veterans. The inaugural event will be hosted in Ottawa in 2022.

The new memorial is located on the northwest side of the front lawn on the legislative grounds at Queen’s Park in Toronto.

The memorial includes a stone from an Inukshuk dedicated to the fallen that was erected by Canadian soldiers at Kandahar Airfield — almost 11,000 kilometres away.

The War in Afghanistan was Canada’s largest military deployment since the Second World War. From 2001 to 2014, over 40,000 men and women of the Canadian Armed Forces served in Afghanistan.

Tragically, 158 Canadian soldiers were killed during the War in Afghanistan and more than 2,000 were wounded.

Ontario's Wildland Fire Season Officially Ends Ontario's 2020 wildland fire season officially ended October 31, closing a season well below Ontario's 10-year average in total number of fires and total affected area, but one which posed a new level of risk due to the COVID-19 outbreak for firefighters and communities threatened by fire. To address this, the government put additional safety measures in place at the start of this year's wildland fire season to strengthen our preparedness for emergencies.

"This season has truly been like no other and our fire rangers have been on the front lines, facing unprecedented challenges with professionalism, dedication, and courage," said John Yakabuski, Minister of Natural Resources and Forestry. "I'm proud of the way we rose to the challenge and adapted our strategies to protect the health and safety of people and communities."

The government increased annual base funding for emergency forest firefighting by $30.2 million. The severity of the fire season can

fluctuate greatly each year, and this increase will help Ontario manage this annual variability by supporting fire response activities further into the season before additional funding is required. This increase also helped the government implement safety measures to protect fire rangers from COVID-19.

The province's approach to fire management this year placed an even stronger focus on early detection, combatting detected fires with full force in order to keep them small and implementing a Restricted Fire Zone across Ontario's legislated fire region from April 3 to May 16 to reduce the risk of preventable humancaused fires and focus efforts on where they were needed the most.

This year also brought additional challenges when fires near Eabametoong First Nation and the Town of Red Lake resulted in community evacuations.

"Conducting evacuations amid the COVID-19 outbreak amounted to managing an

emergency within an emergency," said Minister Yakabuski. "Thanks to heroic work by all involved, both of these fires are now out and residents have been able to return to their communities."

Ontario is an internationally recognized leader in wildland fire management. The province relies on over 1,300 fire rangers and support staff, as well as dozens of pilots and engineers, to coordinate the protection of 90 million hectares of Crown land in Ontario.

Since April 1, there have been 607 fires on the landscape, far below the ten-year average of 870 for this time of year. The area burned was approximately 15,460 hectares, less than 10 per cent of the 10-year average of more than 162,000 hectares.

This year, Ontario deployed more than 150 fire personnel to help combat wildland fires in Australia, Quebec and Oregon as part of mutual aid agreements with jurisdictions around the world.

2. Think about the risks As provinces and territories adjust public health measures, think about the risks associated with popular cold-

weather activities, like going to the mall or movie theatre. You can minimize your risk by avoiding the 3 Cs: closed spaces with poor ventilation; crowded places with many people nearby; and close faces, such as close-range conversations.

Before going out, consider the risks and make informed choices. If a planned activity puts you and your family at higher risk of getting COVID19, consider avoiding it.

3. Use all tools available Following public health advice and using all the tools we have to prevent outbreaks is essential for everyone to have a safe winter. An additional tool is the COVID Alert app. It uses Bluetooth to exchange random codes with nearby phones. Every day, it checks a list of random codes from people who tell the app they tested positive. If you've been near one of those people, you'll get a notification. If you are notified of a possible exposure, you will be linked to your local public health unit’s advice so that you can limit the spread of COVID-19.
