Chapleau Moments

The Chapleau Trappers of 1949 were primarily sponsored by Mrs A W "Mrs Hockey" Moore, after whom the arena in the ChapleauRecreationCentreisnamed.

Most of the players were from some of Chapleau's oldest families, and many had returned home after serving in the Canadian forcesinWorldWarII

But Chapleau had hockey teams long before1949..IhavejustlearnedthataChapleau teamtravelledtoSudburyin1893andplayed in the city's first enclosed skating facility in the area,Martin'sRink,builtin1892andduringthat year, a group of men formed teams for the first game of hockey in Sudbury during the winter carnival.

Thefirstinter-townhockeygameplayed in Sudbury was on March 13, 1893 against Chapleau. Sudbury won the match with a score of2-1.

These were unheated, wooden buildings that were numbingly cold in the winter There was no artificial ice, whichmeantthatinthespring,the ice would turn to slush, making it almost impossible to play hockey (although efforts were still made). FromtheearlydaysbeforeConfederation, Canada'searliestsettlerleaderstreatedIndigenous peoples as others. They created systems that were designedtoassimilateIndigenouspeoplesandstrip themof theiridentityandtheirculture.One of the most widely recognized parts of this systemic discrimination was the development of residential schools Supported by Canada's first Prime Minister, John A. MacDonald, the Department of Indian Affairs and various denominations of Christian churches, the government pursued a policy of "aggressive assimilation" recommended in a report by MP Nicholas Flood Davin that provided the basis for creating the residential schoolsystemin1879.

Over a period of almost 150 years, the Government of Canada kidnapped 150,000 Indigenous children and sent them to residential schools,painstakinglydetailedthroughtheworkof the Truth and Reconciliation Commission Children across the country were relocated, often very far from home, where they faced physical, sexual,andpsychologicalabuses,allwhilehaving theircultureandtheirlanguagestrippedfromthem. Thegovernmentwouldapologizefortheseabuses in 2008, but the horrors of the system would becomeevenmorepronouncedinpublicdiscourse in 2021, with the discovery of mass unmarked graves at the former Kamloops Indian Residential School. This discovery would ignite further searchesatotherformerresidentialschool,suchas in Marieval and Cowessess. In 2022, Parliament wouldfinally,justifiably,andunanimouslycallita genocide as articulated inArticle II of the United NationsConventiononGenocide.Alsoin2022,the Pope would issue an apology for the Catholic Church's role in the residential school system. Some estimates place the number of children who haddiedatresidentialschoolsintherangeofabout 6,000,butbothgovernmentandchurchrecordsare incomplete, and we may never know the full numberofchildrenwhoperishedattheseschools.

All of those details are important, but merely scratch the surface of the exhaustive research found in the Truth and Reconciliation Commission report. And while it remains vitally important that we acknowledge this genocide, residential school denialism remains a significant problem. Its important that we continue to implement the Truth and Reconciliation Commission's Calls to Action, including Calls 71-76, which are specifically about locating potential unmarked graves,andCalls62-65askforgreaterfundingfor educationtohelpteachCanadiansaboutthehorrors oftheresidentialschoolsystem.Further,MPLeah Gazan, who presented the motion to call the

residential school system a genocide, has developed Bill C-415, which would add to the Criminal Code the offence of willfully promoting hatred against Indigenous peoples by condoning, denying, justifying or downplaying the harm causedbytheresidentialschoolsysteminCanada. The bill is quite nuanced, and does carve out reasonable exceptions. True statements, if statements are relevant to public interest, those intended to point out hatred toward Indigenous Peoples or religious opinions would be exempt. The government made a similar adjustment to the Criminal Code to prohibit communicating a statement which “wilfully promotes antisemitism by condoning, denying or downplaying the Holocaust.” While the Justice Department hasn't producedanychargesorprosecutionsorconfirmed any from their provincial counterparts, being part oftheCriminalCodeallowschargestobebrought forwardtotheworstformofholocaustdeniers. The best way to combat ignorance will always be through education and understanding. Butinthosemostextremecasesthatallowhateto foment, maybe criminal charges should be considered.

Halloween has just come and gone. One of my favourite holidays; I have always been a fanofthecreativityondisplaythistimeofyear Whetherit'stheelaboratedecorationsthatpeople put up on their houses, the wonderful costumes thattrick-or-treatersshowupatmydoor,oreven just the fantastic scary stories that come out in honouroftheoccasion.

When it comes to horror stories, I have always been a fan of the classics. One of my favourites is Frankenstein by Mary Shelley. In the story, Dr.Victor Frankenstein undertakes an ill-fated attempt to create new life by piecing together body parts he has stolen from a graveyard and subjecting them to a mysterious treatment, including bolts of lightning. In the end, he creates a monster that is shunned by the village people, who are aghast at Dr Frankenstein'swork.Boththebookandthemany films inspired by it are great to get you in the Halloweenspirit.

ThelegislaturewassittingonHalloween thisyear,andoneoftheissueswediscussedwas the ongoing healthcare crisis and physician shortage in Ontario Given the day and the messages delivered by doctors, my mind was drawn to the Frankenstein story I realized that Premier Ford is creating his own 'Frankenstein Monster' with our public healthcare system. I knowthisthoughtmayseemalittlesilly,butlet meexplain.

Since he took office in 2018, Premier Ford and his Health Ministers have been undertaking a project to strategically gut our public healthcare system They are slowly bringing private healthcare companies into the mix.Atthesametime,theyhavedoneawaywith many local and community health services in favourofmassive,centralizedagencies.

This started in 2019 under Christine Elliott, who introduced the People's HealthAct, whichcentralizedallofOntario'shealthservices underonesuperagencycalledOntarioHealthand removedprotectionstostopfor-profitcompanies from carrying out hospital services. It was subsequently built upon by Minister Sylvia

DougFord'sHealthcareFrankensteinMonster

Jone'sYourHealthAct,whichallowedfor-profit diagnostic and surgical clinics to bill OHIP for services.

By giving private companies access to public budgets, the actual privatization of our healthcare system is not obvious to the casual observer. On the outside, it looks like not much haschangedinmostways.Butwhenyoupeekat theinnerworkings,youwillseethatthesystemis now a patchwork of for-profit companies alongside the public healthcare system we are usedto.

Inpractice,thistakesonafewforms.

OneexampleIjustmentionedisallowing for-profit diagnostic and surgical clinics to take onpatientsandchargeOHIP Thiswastoutedas amethodtoalleviatethebacklog;however,ithas resulted in these clinics diverting dollars meant for our public system to increase their profit margins.Infact,inNovemberoflastyear,CBC revealed that some for-profit clinics were being paid more than hospitals to perform the exact samesurgeries.Aroundthesametime,for-profit diagnostic clinics caught up-selling patients by addingnon-OHIPcoveredfeestobillsthatthose patientshadtocoverout-of-pocket. Anotherexampleofthiscreepingprivatizationis Ontario'sgrowingrelianceonhospitalsandlongtermcarehomes,especiallyintheNorth,tohire temporarystaffthroughprivateagencies.Thisis an issue I hear about constantly from the leadership at hospitals and care homes in Algoma-Manitoulin. These for-profit staffing agencieschargedoubleoreventripletheaverage salaryforanurseoraPSW.

Withtheongoinghealthhumanresources shortage, made worse bytheFord government's wage cap legislation, hospitals in small communitieslikeourshavenochoicebuttopay massivesumstothesefor-profitagenciestokeep services at full capacity That results in a larger andlargerportionoftheirbudgetsbeingdiverted intothepocketsofshareholdersinsteadofcare.

Averyrecentexampleisseenamongthe issues that have come up with the new Ontario Health at Home agency created by the ConvenientCareatHomeActorBill135.

Bill135amalgamatedallthelocalhomecare service agencies into one super agency called Ontario Health at Home. The minister assuredOntariansthatdoingthiswouldcreatea better standard of care for home-care provincewide and create savings by contracting all purchasingbidsthroughoneagency.

Over thepast month, what wehave seen unfold has been the exact opposite. Since September, physicians across Ontario have described a "home-care collapse" as they have beenunabletogetnecessarysuppliestopatients. Individuals inside the medical supply industry

have pointed to Ontario Health at Home delivering the formulary too late and ordering insufficient quantities of supplies despite being told that they would not have enough. Coupled with the fact that, under the new system, these suppliesmustbeavailableoverhugegeographic areas, it has taken up to 12 times the required timeframe to be delivered to the patients who need them. In some cases, supplies show up missing necessary components. In other cases, caregivers have had to buy their own medical suppliesontheirdimetoensuretheirlovedones donotgowithoutcare.

I hope readers can see the piecemeal monster that Premier Ford has created out of Ontario'shealthcaresystem.Fasteningfor-profit companies onto the non-profit public system in multiple unnecessary ways, taking all the local health services and mashing them together into behemoth agencies. And, much like Dr. Frankenstein, who stole the pieces for his monster in the night, the premier is moving his privatization agenda forward while hiding it fromthepublic'sview.

ButwhereFrankenstein'sMonsterwasa misunderstood and pitiable character, the premier's healthcare monstrosity is causing chaosandsufferingforOntarianswhocannotget timelyaccesstomedicalcare.

Privatizing and centralizing healthcare delivery in Ontario has been the mission of this government since day one. The premier and his ministers have tried to portray these steps as a necessary path to go down because our system wasinsuchdirestraits.However,thefactofthe matter is that there were (and still are) other options that this Progressive Conservative governmentshouldpursue.
