Chapleau Spirits Uplifted By Local Talent

By Mario G. Lafrenière n these unprecedented times, in a world of semi-isolation, Chapleau spirits are being uplifted by local talent.

Chapleauites have been displaying their talents on a Facebook group called “Chapleau artisans in support of 2020 Pandemic”. The original idea came from Dr. Doris Mitchell and Janique Labelle made it reality.

The scope of local talent is truly amazing.

From artists displaying their work of art to musicians entertaining the community on a daily basis including a special appearance by the “Swedish Chef” and the antics of “Farmer Phyl.

All of it is astounding and truly appreciated by the community.

In this new world of social distancing, this pandemic seems to have unleashed the importance of socializing. It’s great to see people participate with their songs and art and may it continue.

When watching performances, it’s difficult not to reminisce about the Saturday night kitchen parties with fiddles, guitars and harmonicas or the plays and entertainment at the old town hall.

It’s great to see people come out of their shells to display their hidden talents. It’s nice to get to know you!

Ideas are brewing lately to organize a concert/get together, Long Term when this pandemic is Forecast over, with all the local Thursday talent displayed on this High 22 Facebook group in the Low 6 last 10 weeks. It’s a great Friday idea and kudos to all who High 25 participated in lifting our Low 9 spirits.

OPP Charges Person For Drugs, Assault And Breach On May 15, 2020, at approximately 7:45 p.m., members of the Superior East Detachment of the Ontario Provincial Police (O P P) responded to the report of an assault in Wawa.

As a result of the investigation, Spencer W R I G H T, 25 years-of-age, from Chatam-Kent, was arrested and charged with the following: • Assault, contrary to section 266

of the Criminal Code (CC), • Possession of a Schedule I Substance - Methamphetamine, contrary to section 4(1) of the Controlled Drugs and Substances Act (CDSA), and • Failure to comply with release order - other than to attend court, contrary to section 145(5)(a) of the CC (Three Counts).

The accused was remanded into custody pending a hearing.

Missing Person Located After Spending Nearly 45 Hours In The Bush On May 16, 2020, at approximately 12:00 a.m., members of the Superior East Detachment of the Ontario Provincial Police (O P P) responded to the report of a missing person in the White River area.

61-year-old person was reported last seen on May 15, 2020, at approximately 1:30 p.m.. The person's

pickup truck was located approximately 11 km east of Highway 631 on the 500 Road with a single set of footprints leading into the surrounding forest.

With the assistance of the OPP Northeast Region Canine Unit, Emergency Response Team (ERT) and OPP Aviation Services, the missing person was located in good health at approximately 10:10 a.m., on May 17, 2020.

First St. John's Church built at corner of Young and Lorne Streets beside rectory in 1886 while second located across the street in Chapleau

Michael J. Morris Back in the early days of Chapleau, the Rt. Rev. Jervois Newnham, of the Diocese of Moosonee realized that the community was located on the watershed of Hudson and James Bay and really belonged to the Diocese of Moosonee not Algoma.

Accordingly St. John's Church established in 1885 was transferred to Moosonee which gave it a location on a railway --- the CPR. Missionary work was carried out by minister traveling by foot, canoe and dog team.

For example. Bishop Newnham and his wife traveled to Chapleau from Moose Fort with their twin children by canoe. The journey took three weeks and their First Nation guides portaged the young children across portages in a clothes basket, apparently very comfortably and certainly a deluxe form of travel as far as bush travel went.

A Pow-wow would be held in Chapleau when the Bishop brought the bands together to have their affairs discussed with the help of their mentor and spiritual guide. This occurred by 1893.

Also by 1893 the church located on what later became the tennis courts was expanded with a more suitable vestry and chancel. More seats as well as a prayer desk and altar were included.

St John's

After the new St, John's opened the first church was dismantled and shipped on two flat cars to Cochrane where it was put back together and used as church. It was destroyed in a fire.

After the arrival of Rev. Robert Warrington as Rector in 1896, the Rectory, which is still there, was completed.. In later years before the "new" St. John's was completed in 1907-08, people remarked that it was huge compared to the small church.

In fact, James Q. Stanley who arrived in Chapleau in 1903, to work for the CPR at age at age 18, wrote in a letter to the church on the occasion of its 75th anniversary in 1960 First St John's with Rev Robert Warrington was his first impression. It was the comparison in size between the "BIG" rectory and very small church. Miss Sophie Herner was the organist.

Mr. Warrington arrived as a Deacon and was ordained Priest by Bishop Newnham In St. John's.

All this leads me to an email I received recently f r o m I a n Warrington, the

grandson of Rev. Robert Warrington.

He wrote in part that he was googling 'Chapleau' and 'Warrington' when I stumbled across your site. I have been working on and off on my family tree and was delighted to find a wonderful image of my grandfather standing beside St John's church."

He provided further information about his grandfather: "Robert was born in County Longford (Ireland) in 1870 and attended university in Montreal. He spent 2 years in Chapleau (1896-98) - some time was spent in Moosonee before moving to Portage du Fort (1898-1900).

He had a brief spell in Sheffield, England, before returning to Ireland in 1902 for the remainder of his ministry. Two of his 6 children were born in Canada."

"It was while based in Chapleau that Robert married Emily Browne (in Montreal) and was presented with a much cherished Henry and Scott Bible by the parish in 1897. The front page is inscribed thus: "Presented to the Rev R and Mrs Warrington on the occasion of their Wedding & in token of the esteem in which they are held by the Congregation of St John's Church, Chapleau, 19th August 1897" My thanks to Mr. Warrington for contacting me.

There’s no doubt there is an itch to get back to normal, but there are obstacles to that and, of course, questions about how much can and should be restored as we learn to work within the pandemic. The first order of our recovery will relate to the opening of workplaces which is not always as simple as unlocking the doors, especially for bigger employers. The government has been working with employers to preserve jobs, so we will be ready when emergency measures are relaxed. Programs like the wage subsidy and loan programs for small and medium sized businesses are a start, but there were questions about how the government will help larger employers and corporations. That changed recently with the introduction of the Large Employer Emergency Financing Facility (LEEFF).

The LEEFF will offer bridge financing to large employers in the form of loans that are tied to conditions such as climate plans and

in annual revenues that are seeking financing of at least $60-million. All sectors, except for finance and banking, are eligible to apply.

New Democrats are asking the government to clarify the rules for the program to avoid the worst consequences such as funds used for bonuses and executive pay when stimulus funding was offered during the financial meltdown in 2008. We are demanding that strings be attached to ensure financial supports help workers, not executives. Also, it would be an insult to all Canadians who play by the rules if any federal funds were extended to corporations that use tax havens to avoid paying taxes.

There is no doubt the entire economy, across all sectors, is being hit hard by COVID19, but these challenges are not an excuse for the government to repeat the mistakes of the past.

When the government says “limits” on bonuses and share buybacks, that’s not the same as saying they will stop them. This is a critical detail that Canadians deserve clear answers on. Unlike when the government buys equity in a company, loans like these can get written off and we have no control to protect Canadian jobs or ensure a long-

vague and leaves too many doors open to abuse that would leave workers behind. Other countries have gone further and are much clearer about how their programs will work and who will be eligible. Germany has completely prohibited dividends and share buybacks while requiring senior executives to reduce their salaries and bonuses before getting aid.

One thing we feel should be highlighted is the notion that companies using tax-shelters to avoid paying Canadian taxes, shouldn't get help paid for by Canadians through their own taxes.

By only targeting those "convicted of tax evasion," the government is setting the bar too low and still letting public money go to companies that use offshore tax havens and funnel resources to tax-sheltered jurisdictions.

Finally, before handing out any money, the government must make sure that companies will maintain their jobs and investments in Canada. To that end, they should be required have a plan to keep workers safe with health and safety protections. This is an important piece of the pandemic puzzle.

C’est important de souligner que les entreprises qui utilisent des paradis fiscaux pour éviter de payer des impôts canadiens ne devraient pas recevoir une aide payée par les Canadiens par le biais de leurs propres impôts. En ne ciblant que les personnes "reconnues coupables d'évasion fiscale", le gouvernement place la barre trop basse et laisse encore l'argent public aller aux entreprises qui utilisent des paradis fiscaux à l’étranger et canalisent les ressources vers des juridictions à l'abri de l'impôt.

Enfin, avant de distribuer le financement, le gouvernement doit s'assurer que les entreprises maintiendront leurs emplois et leurs investissements au Canada. À cette fin, il devrait être exigé qu'elles disposent d'un plan pour assurer la sécurité des travailleurs en leur offrant des protections en matière de santé et de sécurité. Il s'agit là d'une pièce importante du case-tête de la pandémie.

Scams can include phone calls, emails and texts that seem to be from financial institutions

asking for personal or financial information. If you receive this kind of request, be cautious.

Financial institutions will never ask for personal information, login credentials or account information by email or text message.

If you are suspicious about information you receive related to your banking, contact the financial institution directly before taking any action.

Here are a few more tips to help you be vigilant during this unprecedented time: !

Never click on links or attachments in unsolicited or suspicious emails. !

Never give out your personal or financial information by email or text. !

When banking online, enter your financial institution’s website address in your browser yourself. !

Ford and Rickford should take action now to stop gas price gouging in Northern Ontario Doug Ford and Energy Minister Greg Rickford should use the tools they have to take action on the price of gasoline in Northern Ontario, said Timmins NDP MPP Gilles Bisson, as gas prices continue to climb during the COVID-19 crisis.

"During the COVID-19 crisis, Northerners are looking to the province to take action to resolve the challenges they are facing," said Bisson. “After two years in government, both Doug Ford and Greg Rickford have had every opportunity to stop gas price gouging in Northern Ontario, but they refused.”

“Ford has only talked about the problem, but words are not enough.

Northerners need action,” Bisson said. “Ford and Rickford have my bill in their hands to regulate gas prices in the province which would reduce prices in Northern Ontario. Today there should be no more excuses, no more talk. Northerners simply can’t afford to continue paying higher prices than anyone else in the province, especially during this crisis.”

The NDP’s bill, Fairness in Petroleum Products Pricing Act, 2018, would allow the Ontario Energy Board to regulate the retail price and wholesale mark-up of petroleum products in Ontario. That means that gas prices in Ontario will not fluctuate and could only change once a week. The NDP bill will stop the spikes in gas prices at the pump, and provide relief and stability to drivers in Northern Ontario and right across the province.

“Doug Ford and Greg Rickford need to use all the tools available to them to stabilize prices right now and get to work,” said Bisson. “These are critical and difficult times. It’s no surprise that words aren’t working – the Ford government needs to take action now.”

Ontario Ready to Respond to Wildland Fire Season Measures in place to strengthen emergency preparedness while protecting fire fighters from COVID-19

The Ontario government has taken additional steps to protect people and property during the wildland fire season, including an increase in base funding for emergency forest firefighting by $30.2 million, and ensuring safety measures are in place to protect Ontario's highly trained fire rangers from

COVID-19.

At 12:01 a.m. on May 16, 2020, Ontario is lifting the Restricted Fire Zone (RFZ) designation that was put in place last month across Ontario's fire region. The province will continue to assess forest fire hazard conditions and an RFZ designation may be reinstated in higher risk areas if conditions deteriorate. These restrictions are put in place in order to reduce the number of preventable humancaused fires and lower the risk of wildfires impacting the public.

The province has also implemented a more aggressive approach to fighting wildland fires this season with a focus on detecting fires early, combating them with full force and keeping them as small as possible.

"Despite the challenges of these unprecedented times, Ontario's emergency management personnel have been proactively working with partners to prepare for potential evacuations due to the wildland fire season," said Sylvia Jones, Solicitor General. "Public safety remains our top priority and our Provincial Emergency Operations Centre will continue to monitor forest fire situations with the Ministry of Natural Resources and Forestry, and be ready to coordinate a response if called upon for evacuation assistance."

Human-caused fires represent approximately 50 per cent of wildland fires that occur in Ontario each year.

So far this year, Ontario has had 37 wildland fires burning 93 hectares. This is below the 10-year average of 114 wildland fires and 8,260 hectares burned to date.

Before starting an outdoor fire, please check with your local municipality to see if a local fire ban is still in effect.

Public school facilities closed to the end of June: OPSBA statement work with the government and our school communities to ensure that we are able to provide the safest and most effective possible circumstances for the 2020-21 school year.

Following the March Break, we're now entering our ninth week of school closures. Trustees, educators, and school and board administration have been working long hours to implement and create successful online remote learning for students from junior kindergarten through to Grade 12.

School boards have gone above and beyond to reconnect educators with their students, source and donate their own stockpiles of PPE to local health authorities, and continue critical nutrition programs for students in need.

Some teachers and schools have even used available 3D printers to create face shields for frontline workers. I have been so proud to see school board trustees, staff and school communities across Ontario rising to the challenge.

As we move through June and into the summer, we will continue to work with the government to facilitate a return to school in ‘Unconscionable’: Horwath on Ford blocking long-term care inquiry September.

Ontario Announces Additional Workplaces that Can Reopen Additional seasonal, retail and household businesses must follow public health guidelines will allow business owners and service provider's time to ensure workplaces are safe for staff, consumers and the general public. -Seasonal businesses and recreational activities for individual or single competitors, including training and sport competitions conducted by a recognized national or provincial sport organization. This includes indoor and outdoor non-team sport competitions that can be played while maintaining physical distancing and without spectators, such as tennis, track and field and horse racing.

-Animal services, specifically pet care services, such as grooming and training, and regular veterinary appointments.

-Indoor and outdoor household services that can follow public health guidelines, such as housekeepers, cooks, cleaning and maintenance.

Lifting essential workplace limits on construction.

Allowing certain health and medical services to resume, such as inperson counselling; in-person services, in addition to virtual services, delivered by health professionals; and scheduled surgeries, all based on the ability to meet pre-specified conditions as outlined in A Measured Approach to Planning for Surgeries and Procedures During the COVID-19 Pandemic.

"We are taking a cautious, practical and reasonable approach to restarting the economy, while maintaining the health and safety of the people of Ontario as our top priority," said Minister Phillips. Today, the Ontario government announced the retailers, seasonal businesses and health and community service providers who will be permitted to open or expand their services on Tuesday, May 19, 2020 at 12:01 a.m., provided that the general trend on health indicators continues to improve as part of the first stage of the government's reopening framework. The workplaces opening as part this stage are well-positioned to put workplace safety measures in place and get more people back to work, while not overburdening public transit and other services.

The government also announced additional seasonal services and activities will be permitted to open as early as Saturday May 16, 2020 at 12:01 a.m., in time for the Victoria Day long weekend, as key public health indicators continue to show progress.

The details were provided by Premier Doug Ford, Christine Elliott, Deputy Premier and Minister of Health, Rod Phillips, Minister of Finance, Vic Fedeli, Minister of Economic Development, Job Creation and Trade, and Monte McNaughton, Minister of Labour, Training and Skills Development.

"During the last several weeks, the people of Ontario have been called on to make incredible sacrifices to help us stop the spread of COVID-19, including staying home from work, closing down businesses and going without a regular paycheque," said Premier Ford. "However, we are reopening even more of our businesses beginning this long weekend. As soon as 12:01 a.m. on Saturday, May 16, 2020: -Golf courses will be able to open, with clubhouses open only for washrooms and restaurants open only for take-out.

-Marinas, boat clubs and public boat launches may open for recreational use.

-Private parks and campgrounds may open to enable preparation for the season and to allow access for trailers and recreational vehicles whose owners have a full season contract.

-Businesses that board animals, such as stables, may allow boarders to visit, care for or ride their animal.

On April 30, 2020, the government, in partnership with Ontario’s Health and Safety Associations, released sector-specific guidelines and posters to help protect workers, customers and the general public in preparation for the gradual reopening of the economy. These contain recommendations and tips for employers on how to keep workers and customers safe and prevent the spread of COVID-19.

On April 27, 2020, the government released A Framework for Reopening our Province, which unveiled the guiding principles to the safe, stage-

by-stage reopening of businesses, services and public spaces in Ontario. This gradual reopening is part of the first stage of Phase 2: Restart in Ontario’s Framework for Reopening our Province.

On March 25, 2020, the government launched Ontario’s Action Plan: Responding to COVID 19, a $17-billion package with funding targeted to protect the people of Ontario and support jobs, businesses and families as part of the government’s initial response to the pandemic.

The new Ontario Jobs and Recovery Committee wants to hear directly from people and organizations from all regions and sectors to help inform the next phases of Ontario’s Action Plan in response to COVID-19. The survey, which is seeking feedback on the impacts of COVID-19 on personal finances, business supports and government relief measures, will be open until June 2020. We also offer support to women who live in the communities of Chapleau, White River, Dubreuilville, and Hornepayne through our Outreach Program. Our Outreach Worker travels to those communities to meet with women who need emotional support as well as information about their rights and options. If you need to speak with the Outreach Worker when she is in your community, you can call the Centre at any time to set up an appointment. You do not need to be a resident of the Centre in order to use our services.
