Ontario Expanding Access to Dental Care and Affordable Prescription Drugs for Vulnerable Seniors Changes will Enable Thousands More Low-Income Seniors to Access Care The Ontario government is updating the income eligibility thresholds for the Ontario Seniors Dental Care Program and the Seniors CoPayment Program to allow more of Ontario’s most vulnerable seniors to have access to dental care and affordable prescription medications.

“Our government continues to support Ontario’s seniors by ensuring they have access to the quality dental care and the prescription medications they need,” said Christine Elliott, Deputy Premier and Minister of Health. “Expanding access to these programs to even more lowincome seniors builds on our government’s ongoing efforts to protect hospital capacity and will help improve the quality of life and well-being of low-income seniors.”

In 2019, the Ontario government launched the Ontario Seniors Dental Care program to provide free routine dental care for eligible low-income seniors across the province. The Seniors CoPayment Program enables low-income seniors to access the medication they need with no annual deductible and a reduced co-payment for each prescription.

and over, from $19,300 to $22,200, and for couples with a combined annual income, from $32,300 to $37,100. This will allow approximately 7,000 more seniors to access the Ontario Seniors Dental Care Program and 17,000 more seniors to access the Seniors Co-Payment Program in 2021-2022.

By ensuring seniors can access effective dental care and continue to afford the medications they need, the Ontario Seniors Dental Care and Seniors Co-Payment programs help to reduce unnecessary trips to the hospital and improve seniors’ quality of life. This further supports hospital capacity as Ontario continues to fight the third wave of COVID-19 and is a key component of the government’s plan to end hallway health care.

For the Seniors Co-Payment Program, seniors who are eligible under the new income thresholds are encouraged to apply now in advance of the start of the upcoming benefit year Photo Kari Luhtasaari on August 1st, 2021. Applying early will help ensure eligible seniors receive the reduction in their drug deductible and co-payment on time to minimize the chance of out of pocket expenses.

Once an application has been submitted, eligibility will be assessed to confirm enrollment for the year.

“We know that good oral health is linked to not only better physical health, but also better overall mental health,” said Raymond Cho, Minister for Seniors and Accessibility. “These programs help provide seniors with the dignity they deserve and help to improve their quality of life.”

For the Ontario Seniors Dental Care Program, eligible seniors can apply at any time online, downloading and printing the application form or by picking one up at their local public health unit. The form can be submitted online or by mail. For their application to be assessed under the new income thresholds, seniors who are eligible under the new income thresholds for the Ontario Seniors Dental Care Program can apply beginning July 1st, 2021.

Since the launch of the Seniors Dental Care Program in 2019, over 50,000 Ontarians have enrolled in the program.

For the Seniors Co-Payment Program, seniors who are eligible under the new income thresholds can apply now by completing the application that can be found online or request an application over the phone toll free at 1-888-4050405 or 416-503-4586.

On the first day of the month after an Ontarian turns 65 years old, they are automatically enrolled in the Ontario Drug Benefit (ODB) program, which covers most of the costs of more than 5,000 prescription drug products. Seniors pay the first $100 of their prescription drug costs each year (the deductible) and up to $6.11 for every prescription (the co-payment).

The Seniors Co-Payment Program, under the Ontario Drug Benefit Program (ODB), allows eligible seniors that are enrolled in the program to pay no annual deductible for their drugs and a reduced co-payment of $2 for each prescription, improving access to essential drugs that they may not otherwise be able to afford.

Ontario Hires 89 New Correctional Officers Additional staff will enhance community safety across the province system. I would like to congratulate the latest group of graduates for their hard work, dedication and commitment to public service."

Graduates completed eight-weeks of inperson and virtual training which included jobspecific case studies and scenario-based learning with a focus on de-escalation and communications skills. This approach builds critical thinking, decision-making and problem-solving skills, so graduates are better equipped to quickly respond to real life situations. The program also provides ongoing sensitivity training on Indigenous cultural, anti-Black racism and inmate management techniques.

In Canada we are proud of our health care system. It delivers the care people need regardless of their economic status. When compared against the American for-profit system, the benefits to the public are clear which is why we are often spared the stories of health care costs forcing people into debt. Unfortunately, that’s not the case when it comes to dental care. Even with insurance in place, Canadians can find themselves tapped by big dental bills. For those without insurance, the cost can keep people from seeing a dentist altogether. The irony is that any money we may be ‘saving’ by not including dental health in our system can cost more down the road as problems exacerbate.

This is the thinking behind an NDP bill that will extend dental care to Canadians making less than $90,000 a year. Coverage that will help precarious workers, the self-employed and seniors.

As our economy comes to rely more on gig workers

NDP Bill would ensure dental care for millions and those who hold down multiple jobs with few, if any, benefits, this need will only grow.

The fact is millions of Canadians don’t have any dental coverage at all. This was made worse during the pandemic since many lost workplace benefits. If that doesn’t change, even more Canadians will end up in emergency rooms because of preventable dental problems they couldn’t afford to address or didn’t learn about until they got worse because they couldn’t even afford checkups.

This isn’t a matter of speculation, the link between oral health and overall health is well established. A report from the American Surgeon General in 2000, focused on the association explaining connections such as the one between periodontal disease and diabetes. We should also consider that oral health encompasses more than just teeth and includes the health of gums, bones, ligaments, muscles, glands, and nerves. Regular dentist visits can help people discover issues before they get worse, such as oral cancer which is considered fairly common and can be treated effectively if caught early enough.

The challenge seems clear enough: to ensure barriers to dental care are removed. Among those, cost is the most consistent obstacle. Right

now, one in three Canadians don’t have access to dental coverage and more than one in five say the cost stops them from visiting a dentist. New Democrats want to end the gross inequality in access to this basic aspect of healthcare and ensure the health and economic benefits of appropriate dental care for all is prioritized.

As parliament prepared to debate the NDP Bill, I was shocked to learn that Canada ranks among the lowest of the thirty-seven OECD (Organisation for Economic Co-operation and Development) countries when it comes to publicly funding dentistry. That helps explain why people find themselves turning to social media to crowd fund important dental work, even when they have insurance.

Medical bankruptcy is the number one cause of all bankruptcies in the United States.

While that isn’t necessarily a concern here, dental bills can do the same thing to household budgets.

With an established connection between oral health and overall health we are only kicking a can further down the road if we don’t find ways to help those who routinely avoid the dentist based on cost.

Tommy Douglas saw dental care as an important part of our healthcare system, this bill is a big step in that direction.

Il permet aux gens d’obtenir les soins dont ils ont besoin, peu importe leur situation économique. Comparé au système américain fondé sur les profits, ses avantages pour la population sont évidents. C’est grâce à lui qu’on entend très peu parler de Canadiens ayant été obligés de s’endetter pour payer leurs soins de santé. Malheureusement, la situation n’est pas la même lorsqu’il s’agit des soins dentaires. Même lorsqu’ils ont des assurances, les Canadiens peuvent se retrouver à devoir payer des frais dentaires très élevés. Et pour ceux qui ne sont pas assurés, le coût peut tout simplement les dissuader d’aller consulter un dentiste. Or, de façon paradoxale, le fait de ne pas inclure les soins dentaires dans le système de santé afin d’« économiser », risque au contraire d’entraîner des coûts plus élevés, lorsque les problèmes s’aggravent.

C’est pour cette raison que le NPD propose qu’une couverture dentaire soit offerte aux ménages canadiens qui gagnent moins de 90 000 $ par année. Une telle couverture aidera les travailleurs ayant un emploi précaire, les travailleurs autonomes et les personnes âgées. Et au fur et à mesure que notre économie se tournera de plus en plus sur vers les travailleurs qui occupent de petits emplois temporaires ou qui cumulent plusieurs emplois offrant peu ou peu d’avantages sociaux, le besoin ne fera que grandir.

Des millions de Canadiens n’ont aucune assurance dentaire. Et la situation s’est aggravée

depuis le début de la pandémie, car de nombreuses personnes ont perdu les avantages sociaux dont ils bénéficiaient au travail. Si rien ne change, encore plus de Canadiens devront se rendre à l’urgence à cause de problèmes dentaires évitables qu’ils n’ont pas les moyens de faire soigner ou qu’ils découvrent une fois que les dommages sont considérables parce qu’ils ne peuvent même pas se payer les examens de routine chez le dentiste.

Il ne s’agit pas de simples suppositions. Le lien entre la santé buccodentaire et la santé en général est bien établi. Selon un rapport de l’American Surgeon General publié en 2000, ce lien permet d’expliquer la relation qui existe par exemple entre les maladies parodontales et le diabète. Il ne faut pas oublier non plus que la santé buccodentaire ne se limite pas aux dents, mais qu’elle englobe aussi la santé des gencives, des os, des ligaments, des muscles, des glandes et des nerfs qui les entourent. Des visites régulières chez le dentiste peuvent permettre de déceler des problèmes avant qu’ils ne s’aggravent, notamment le cancer de la bouche, qui est plutôt courant et qui peut être traité avec succès s’il est détecté suffisamment tôt.

La solution pourtant simple : il faut faire disparaître les obstacles à l’obtention de soins dentaires. Parmi ces obstacles, le coût est le plus fréquent. À l’heure actuelle au Canada, une personne sur trois n’a pas accès à une assurance dentaire et plus d’une personne sur cinq affirme que le coût de ces soins la dissuade de consulter un dentiste. Les néo-démocrates veulent mettre fin à

cette inégalité flagrante dans l’accès à cette composante fondamentale des soins de santé et faire en sorte que l’accès pour tous aux bienfaits économiques et pour la santé associée à des soins dentaires adéquats soit considéré comme une priorité.

Tandis que nous nous préparions à débattre du projet de loi du NPD, j’ai été consternée d’apprendre que le Canada se classe parmi les derniers des 37 pays de l’OCDE (l’Organisation de coopération et de développement économiques) pour ce qui est du financement public accordé aux soins dentaires. Cela explique en partie pourquoi certains Canadiens, même ceux qui ont une assurance, doivent s’en remettre aux réseaux sociaux et au sociofinancement pour payer des soins dentaires coûteux.

Les factures de soins médicaux sont la principale cause de toutes les faillites déclarées aux États Unis. Même si le problème ne se pose pas nécessairement au Canada, les factures de soins dentaires peuvent avoir les mêmes conséquences sur le budget des ménages. Compte tenu du lien clairement établi entre la santé buccodentaire et la santé en général, si nous ne trouvons pas un moyen d’aider les personnes qui évitent d’aller chez le dentiste à cause du coût, nous ne faisons que reporter le problème à plus tard. Tommy Douglas considérait les soins dentaires comme un élément important de notre système de soins de santé. Le projet de loi du NPD est un grand pas dans cette direction.

Michael J. Morris In 1882 when Rt Rev Edward Sullivan took office as the Bishop Of Algoma he described it as "vast wilderness".He described it as a "land of Christmas trees and rocks of ages."

The bishop was faced with a lack of funds so off he went on "begging tour" of England speaking at fashionable churches all over the country to raise money.

Bishop Sullivan advertised the needs of Algoma as an illustration of the missionary work among English settlers and indigenous peoples (then called Indians)in the colonies.

The Bishop also recognized the need to minister to construction workers along the line of the Canadian Pacific Railway. A special type of person was needed and the bishop found him in Gowan Gillmor who delighted in his nickname 'The Tramp'. On many occasions he walked the railway track from Sudbury to Chapleau and on to Missanabie.

On one of his journeys he apparently walked the entire CPR line from North Bay to Port Arthur (now Thunder Bay) and return. --- a

Rev Gowan Gillmor conducted the first service for the white settlement at Chapleau in October 1884, and was instrumental in founding St. John's in 1885.

The first Church of England service at what became Chapleau apparently was conducted on the banks of the river in 1882 by Rev. John Sanders one of the first indigenous priests in the Church of England.

Rev. Gillmor described his work along the CPR: "I ministered to the construction people numbering about 5000, holding services as I went along in camps, shanties, and box cars, sleeping in these overnight, my experiences were the roughest. These people were from all parts of American and Europe. Typhoid fever was the scourge of railway construction. Hospitals along the way were filled with the sick and dying. My experiences... were varied, solemn and awful. " Archbishop R.J. Renison later claimed that Rev. Gillmor was the best railway missionary who ever lived. For years this missionary priest literally lived with the railway men or pushed a handcar, drank tea from the same pan, ate green bacon from the same plate and often slept under the same blanket.

Rev. Gillmor's journeys on snowshoes or by foot were not only to bring the Gospel and church's worship to isolated workers and settlers. more often he brought food or clothing to the needy or nursed and cheered the sick. He served

I discovered Gowan Gillmor when I was writing my history of St. John's in 1884 on the occasion of its 100th anniversary. He became my favourite Anglican missionary and still is to this day.

Bishop Sullivan once described the type of missionary the type of missionary needed.

"Algoma needs men of ready resource, who can use an axe, or wear a snowshoe, or groom harness, and drive or ride a horse, or meet other contingencies incident to missionary life, men of tact and judgment, possessing enough sanctified common sense not to alienate a parishioner's confidence and affection for the sake of some petty theological peculiarity, men qualified intellectually to commend the truth to the minds of the shrewd, clear headed settlers of Algoma."

He added that most all needed were men with the love of Christ in their hearts and the coming of Christ's Kingdom on earth as their allabsorbing aim, men who are content to wait for their full reward until that day".

I first discovered Bishop Sullivan's quote on missionaries in 1983 when I was researching "Sons of Thunder... Apostles of Love" a history of St. John's. It intrigued me at that time, and as I type, I wonder what qualities Bishop Sullivan would look for in a missionary today, My mail is mikejmorris41@outlook.com

$9,000 in Fines and Hunting Suspension for Illegal Moose Hunt and Attempted Coverup

The Ministry of Natural Resources and Forestry (MNRF) wants to remind hunters that all cases of misidentification of moose which lead to a moose being hunted without a licence should be reported to a conservation officer immediately.

René Lemieux of Mattice pleaded guilty to unlawfully hunting a moose without a licence and was fined $5,000 as well as being suspended from hunting in Ontario for two years. He also pleaded guilty to making a false statement to a

conservation officer and was fined $1,000.

Manon Marcoux, also of Mattice pleaded guilty to being in possession of illegally killed wildlife and was fined $2,000 as well as being suspended from hunting in Ontario for one year. She also pleaded guilty to making a false statement to a conservation officer and was fined $1,000.

Court heard that on October 20, 2019, Lemieux and Marcoux were hunting moose on Barker Road south of Mattice when Lemieux harvested a bull moose. Lemieux had mistaken it for a cow moose, which his hunting party was licensed to hunt.

Upon realizing the mistake, a person who was not hunting with the group at the time was called to attend the scene and claim the moose under a lawful claim on the moose. Conservation officers were in the area and intercepted the hunters while they were transporting the moose to their vehicle. During the inspection, false

statements were made indicating a First Nation member had shot the moose. Conservation officers of the Hearst and Kapuskasing detachments initiated an investigation that resulted in collecting evidence that disproved the initial statements and attempted coverup.

The remaining person charged is scheduled to attend court at a later date.

Justice of the Peace Jean-Marie Blier heard the case remotely in the Ontario Court of Justice on March 17, 2021.

In April of this year, the AG published a report that independently concluded that the inhumane suffering of seniors in Ontario's longterm care facilities actually began years ago.

Successive Liberal and Conservative governments instituted cuts that led to growing neglect. Under the Ford government, extremely M o s t r e a d e r s h a v e t h e b a s i c dangerous cuts and choices were made so that understanding that the Auditor General (AG) is when the pandemic hit, thousands of deaths responsible for keeping watch over the resulted. Deaths that were avoidable and by no administration of Ontario's finances. The AG is means immanent.

Under the Ford government, nearly 4000 appointed and operates independent of precious lives have been lost. The mere fact government influence or authority and studies the government's finances by carrying out alone that so many died is totally unacceptable, detailed scrutiny of its spending. The AG reports but worse, many of those seniors died alone and to the People of Ontario, so the voters themselves in pain. Thousands more suffered while their can determine how well the government is doing loved ones agonized at home, unable to be there with them to offer comfort or help. Let there be its job.

While you might think that the AG is a no doubt, however, that the Ford government position created in the modern era, in truth, the knew the system was a disaster waiting to happen first independent AG was appointed in 1886, just — and they chose to let it happen.

Days ago, the AG released a Special nine years after Confederation. It is interesting to Report which describes dangerously low staffing note that the position came about as a result of a scandal in 1885 when a $14,000 difference in levels, crowding and viral infections running government books was discovered. So even rampant – which came about as a result of years back then, things were not as squeaky clean as of Liberal government neglect and privatization.

Then it points to Doug Ford's 2018 some might believe.

She was called upon to take responsibility for what has happened on her watch. Minister Fullerton knew that seniors in nursing homes were being put at risk of COVID-19, and that thousands would likely die. She knew the Ford government was refusing to take steps or make essential investments to spare them. And she knew that residents were dying, not only of COVID-19, but of dehydration and neglect — all of them alone and in pain. In the Legislature she deflected all responsibility for the situation and after just three questions in a media availability, she suddenly just walked off without answering

more the scheduled questions, without accepting responsibility for her inaction and without explaining why she just left.

While Mike Harris, Dalton McGuinty, Kathleen Wynne, and Steven Del Duca all bear responsibility for privatizing, cutting, underfunding and neglecting long-term care, it was Doug Ford and Merrilee Fullerton who made the devastating choices to cancel comprehensive inspections, deny staff paid sick days, leave facilities brutally understaffed, skip infection prevention and control, and act slowly, if at all, while the virus was ravaging nursing homes.

Rather than focussing on caring for the most vulnerable members of our society, Ford and Fullerton chose to focus on their friends that profit off long-term care. They knowingly chose to protect those friends from legal liability, instead of protecting the very lives of our elderly.

Fullerton, Ford and the corporations that put profits ahead of lives must all be held to account.

The AG's job is to call it like it is. They have long maintained their history of independence from government influence, and have demonstrated loyalty free of political spin to those to whom he or she reports – the People of Ontario.

The AG's Special Report tells it like it is.

Ontarians are not receiving the leadership they deserve.

NETTOYAGE DU PRINTEMPS 2021

Council is pleased to announce that the week of M ay 25th to 29th has been designated as “Clean-Up Week” in Chapleau.

Council wishes to inform residents that the Public Works Department will only be picking up yard waste. Yard waste is defined as any grass clippings, leaves, plants, shrubs, hedges, branches and/or small trees. All clippings, leaves, and plants must be properly bagged. All woody material must be cut into four-foot lengths and bundled with twine. This material m ay be set out at curbside on the night prior to pick-up (see reverse for schedule) In order to help you with your clean-up, we recommend the following tips:

Council also wishes to advise that the Municipal Landfill Site will remain open FREE OF CHARGE to Chapleau Municipal TAXPAYERS only during Clean-up W eek for all other material you wish to dispose of. The hours of operation are Tuesday to Friday, 10:00 a.m. to 2:00 p.m. and Saturday from 10:00 a.m. to 4:00 p.m.

Please be reminded that materials brought into the Landfill must be sorted in the way of steel, wood, building products, and other household waste. Items which are NOT acceptable are: · ·
