A new era in railroading was witnessed by a large crowd as the first diesel powered passenger train pulled into the Canadian Pacific Railway station in Chapleau pulling westboundtranscontinental train Number 3, the Chapleau Post reported.

The first diesel passenger train came through Chapleau on December 5th, 1949, not January 9,1950 as I had reported earlier. Thanks to Ian Macdonaldforthecorrection.

The Post described the diesel as a large three-unit blue and cream locomotive on loan from General Motors for test purposes in this "ruggedterrain"that"purredintothestationand cametoasmoothstop".

Thenewspaperalsoreportedthat"veteran railwaymenwerenotentirelyathomeinthenew locomotive. They felt it odd to be located in the nose of the locomotive with a clear view of the tracksaheadandatbothsides.

Whileresearchingthisarticle,itstruckme thatgrowingupinChapleauinthe!940sand50s, it never dawned on me that I lived in a part of CanadathatWilliamC.Van Horne, described as '200 miles of engineering impossibilities" because of rugged terrain between Cartier and FortWilliam,nowThunderBay.Mygrandfather, Harry Morris, was a CPR conductor, and occasionally he would take me on a trip to Fort

Schreiber, White River, and Cartier, and in ChapleauitwasAlcoS-27044andwenttherein 1949.

Ian Macdonald advised that CPR PresidentNorrisCrumpwasafanaticadvocateof diesel power, and he really moved the process along much more quickly than was originally intended.

As an aside, it was a really historic moment in 1964whenJ.M."Bud"Parkwastheengineeron CPR Locomotive 5433 as it was pushed by the yardenginebyengineerEarleFreebornacrossthe tracksonaspeciallybuiltraillinefromaboutthe roundhouse area to its new home in Chapleau CentennialPark.

It was a 14-car passenger train with WilfredMuskeastheengineerandRaoulComte as fireman from Cartier to Chapleau. Lawrence “Ton” Comte has told me that his father had travelled to California for courses on the operationofdiesellocomotives.

Aspermanentrefuellingfacilitieshadnot been completed, the diesel was refuelled from a

Duringthe2019election,theLiberalsput forwardacommitmenttoplanttwobilliontrees across the country by 2030 as one prong to countertheeffectsofclimatechange.Theideais that, by planting more trees across the country, Canada can better manage its net-zero carbon commitments, restore nature and biodiversity, improvewaterandairquality,andthemyriadof other benefits increased tree growth provides.A year later, the government put forward both a plan and a financial commitment to do just that, with $3.2 billion earmarked in the 2020 fall economicstatementforthe2BillionTrees(2BT) program.

How's that program going? Not well, according to Environment Commissioner Jerry DeMarco. In an audit conducted by the commissioner's office, his office found that the governmentwasnearlyontracktomeetitsfirstyeartargetgoaltoplant30milliontreesin2021. However, come the end of 2022, the Commissioner noted that the government, in a best-case scenario, would reach only 2.3% of their intended goal, estimating that only 16.5 million trees would have been planted that year. His audit further noted that the government had signed agreements so far that would plant only 76.2milliontreesby2030,whichwouldputthe government slightly under four percent of their totalgoalofplanting2billiontrees.

It'ssomewhatunderstandablethatsucha program, a clearly massive undertaking, would take some time to get off the ground. Tree plantingisacomplicatedprocess,andinorderto make this commitment work, it would require a significant number of long-term deals with tree growing organizations, with enough time to ensure that seedlings are prepared and ready to plant. According to the report, in order for the government to achieve their stated goal, they wouldneedtosecure,ataminimum,anincreased demand of 350 million seedlings per year. The processforgrowingseedlingsistimeconsuming and, depending on the type of tree, can take anywherefromafewmonthstoseveralyearsto growbeforetheyareabletobeplanted.Theaudit notes that the government was in the process of negotiating agreements with tree-planting partnersbuthassofarsigneddealswithonly23.

Partnerships with provincial and territorial governments, which would represent two-thirds of all trees planted under the federal

government's plan, have moved slowly. By last fall, only Manitoba, Prince Edward Island, Northwest Territories and Yukon had signed agreements in principle, while Nova Scotia, BritishColumbiaandAlbertasignedagreements inprincipleoverthewinter.Ontariohasyettoink apartnershiponthis,norhasQuebec,sotheystill needtofinalizedealswiththetwomostpopulous provinces.

The idea behind the program is sound. DeMarco himself has stated “I must stress how importantitisthatwedonotgiveupandthatwe, instead,changecoursetosuccessfullyimplement solutionssuchasthe2BillionTreesProgramand alsoworktogetafullpictureofhowourforests affect greenhouse gas emissions.” He put forwardanumberofrecommendationstofixthe program, such as clearly documenting how the

program will be operationalized to meet its planting goals and developing a long-term monitoringplanforhowtheprogramisaffecting GHG emissions.While the government seemed responsivetohisrecommendations,timewilltell iftheywillactuallyfollowthrough.

Thistypeofprogramcanbeakeytoolto help address greenhouse gas emissions and restore biodiversity. But progress needs to be appropriatelymeasured,targetsmustbemet,and dealsmustbesigned.Timeisoftheessence,and wemustuseeverytoolavailabletotackleclimate change. Putting plans like the 2 Billion Trees programinabudgetbillisafinestart,butthereal workbeginsoncethelegislationhaspassed,and thisisexactlywheretheydroppedtheball.They must heed the Environment Commissioner's advicenowfortheprogramtosucceed.

(NC) We never want to fall victim to a scam, but with fraudsters using more sophisticatedtacticsitcanbehardertotellwhenascamisrightinfrontofyou. The undercover investigation scam has become more successful in recent yearsaccordingtoKevinPurkiss,vicepresident,fraudmanagementatRBC.Here’s howthescamworks:

Acriminal,posingasalegitimatesource,likelawenforcementoryourbank, reaches out to you to get your help - and your money - for a fake criminal investigation.

Whiletherearemanyvariationsofthescam,itofteninvolvesthefraudster saying they are investigatingan employeeat a bank branch.They claimthey need youtowithdrawalargesumofmoneyfromyourownaccountsothatitcanbeused asevidenceintheinvestigation.Thescamwilloftenhappenovermultipledaysand youaretoldnottotellanyoneyouareinvolved.Thescammerpromisesyourmoney will be returned after the investigation is complete, but once it’s handed over it’s gone.

“Ifyouareevercontactedtotakepartinanundercoverfraudinvestigation, it’sprobablyascam,”saysPurkiss.“Alegitimatebusiness,governmentagencyand your bank will never ask you to participate in an undercover operation to prevent fraud.”

Imustadmitthat,atfirst,Iwasshocked and even hurt by the situation. However, experience has shown me that lying down doesn't move you forward. Being positive and choosingmyowndirectioninmovingforwardis who I am. So, that's what I and my team are doing. In my struggle to stay positive and focused, I came across an excellent quotation: "When you can't control what is happening around you, challenge yourself to control how you respond. That is where your true power lies."

PeoplehaveaskedifIamworriedabout my political future. So, let's drop the puck and get the game going.

Myofficereceivesanincrediblevolume of calls and letters from constituents across the riding on a plethora of issues. However, one issue that we hear about consistently is the chronic shortage of family doctors. We hear so many sad stories and appeals for assistance to getputontoadoctor'sroster.Doctorrecruitment intheNorthhasbeenalong-time,ongoingissue that successive Liberal nor Conservative governmentshavesuccessfullyresolvedoreven improved.

Once again, just days ago, I raised the issue in the Legislature during Question Period about the ongoing shortage of doctors in the North. In my question, I reminded Minister Jonesthatmyofficehearsfromindividualsand families who have to wait two, three, four or more years to be matched with a family doctor through Health Care Connect. And this often leadstodifficultyaccessingprimarycare.

In February, the Ontario College of Physicians reported that 2.2 million Ontarians arecurrentlywithoutafamilydoctor.Ruraland northern communities are especially struggling to ensure residents can access a physician and primary care. In the Ontario Medical Association's pre-budget submission, Dr. Stephen Cooper, who happens to be from Manitoulin Island, told the government that Northern Ontario alone is facing a shortfall of 350familydoctorsandspecialists.Thisnumber isupfrom325justayearago.Dr.Coopersaidin his submission, "It is hard to overstate the consequences for access to care if this trend continues."

To be clear, family health teams, nurse practitioners, and physicians are all doing their verybesttoservetheircommunities.Theyareto be commended for their dedication. By way of example, Dr. Chantelle Wilson, also from Manitoulin Island, reached out to my office recently to share the struggles she is facing practising in small communities on western

Manitoulin. She said, "My area has not had access to a home care nurse for two weeks. Dressingchanges,etc.,arecomingtomyoffice, adding to my already overflowing plate. I feel that providing care to western Manitoulin, including 45 in-patients at the local nursing home."

TheFordgovernment'sgameplanisnot intended to resolve the doctor shortage. If anything, Mr. Ford is deliberately fanning the flames to make matters worse. The Conservativeshavecutfundingtohospitalsand usedharmfullegislationtoputastrangleholdon healthcare workers' wages to the point where Ontario nurses are the lowest paid in Canada. AndMr.Fordisdeterminedtoputprofitsbefore the health and welfare of Ontarians by orchestrating a self-imposed healthcare crisis and feigning that privatization is the only way outbecauseoftheseverityofthecrisis.

PremierFordiswellpracticedatstaring atthecamera,claiminghisgovernmentisdoing everything humanly possible to improve Ontario's health care system. But, make no mistake–DougFord'sdecisionshaveworsened the crisis. This Conservative government is makingdecisionswhich,despitewhattheysay, we know will deepen the crisis they have orchestrated.

Mr.FordwantsOntarianstobelievethat it's too late to save publicly funded healthcare and the only thing to be done is to sell off our healthcare system. My message to Mr. Ford is thatitisnevertoolatetodotherightthing.The Ford government needs to properly fund the publicsectorofourhealthcaresystem.

There is much to be done, and I'm not contenttositonthebenchandsimplywatchthe gameunfold.I'monmy feet,my teamis ready, andIhaveagameplaninplace.AndIknowmy goal is to make life better for the people of Algoma-Manitoulin.
