ÉSC Trillium student participates in apprenticeship training at Collège Boréal

hristian Synnett, a grade 12 student at École secondaire catholique Trillium (Chapleau), had the opportunity to join fellow students Anik and Brielle from ÉSC Champlain (Chelmsford) and participate in Level 1 of the credited dual recognition program as "Electrician (Construction and Maintenance)" offered at Collège B o r é a l . T h e O n t a r i o Yo u t h Apprenticeship Program (OYAP) allows students to complete

apprenticeship training while in pursuing their high school studies. This enriching experience allowed them to complete the first part of the theoretical training necessary to practice the profession of electrician. Here are some of the skills students develop: learning to read, interpret and examine schematics, install, maintain and repair wiring networks, and choose, install, maintain and troubleshoot lighting systems and electrical distribution systems.

Ontario Raising Highway Speed Limits Province aligns posted speeds with other jurisdictions across Canada The Ontario government is raising the speed limit permanently from 100 km/h to 110 km/h on six sections of provincial highways in southern Ontario. The change follows several speed limit pilots and consultations and will align posted speeds with other jurisdictions across Canada.

Born and raised in Chapleau, Patricia dedicated her life as administrator of medical records at Chapleau General Hospital. A talented seamstress and photographer having published two books she enjoyed swimming, figure skating, flying and a love for travel to many destinations. Patricia donated her time to many organizations such as the library, cancer relay, Chapleau Figure Skating Club and town events. Spending time with her daughter Lynn, son-in-law Steve, grandchildren Lauren, Zachary and Andrew were her favorite pastimes in the recent years. Rest easy dear mom, nanny, sister, aunt and friend. You had a life filled with giving, support and love to all whose path you crossed. You have left a legacy behind and have earned your peace. At Patricia’s request cremation has taken place at Thompson Funeral Home, Aurora, ON. Celebration of life to be held at a later date.

Beginning April 22, 2022, the speed limit will be raised permanently to 110 km/h on the following sections of provincial highways in southern Ontario: -Queen Elizabeth Way (QEW) from Hamilton to St. Catharines (32 km) -Highway 402 from London to Sarnia (90 km) -Highway 417 from Ottawa to the Ontario/Quebec Border (102 km) -Highway 401 from Windsor to Tilbury (approximately 40 km) -Highway 404 from Newmarket to Woodbine (approximately 16 km) -Highway 417 from Kanata to Arnprior (approximately 37 km) In addition to raising the speed limit permanently on sections of highways in southern Ontario, at the same time, the province is also raising the speed limit to 110 km/h on a trial basis on the following sections of provincial highways in Northern Ontario: Highway 400 from MacTier to Nobel (approximately 55 km) Highway 11 from Emsdale to South River (approximately 45 km) There are currently six other provinces in Canada that have set their speed limits in excess of 100 km/h on select segments of certain highways.

In September 2019, the government launched an online survey to gather public feedback when the higher speed limit pilots were introduced on certain sections of highways in southern Ontario. Of the 8,300 people that responded to the survey, approximately 80 per cent were supportive of the pilots and 82 per cent stated they support raising speed limits on more sections of 400-series highways.

The Ministry of Transportation has been monitoring all raised speed limit sections for safety and operations, and observations indicate that the sections with a raised speed limit have been operating as expected. Both the operating speeds and collision trends within these sections have remained comparable to other similar highway sections where speed limits remained unchanged at 100 km/h.

Alberta, Manitoba, New Brunswick, Nova Scotia, Saskatchewan and British Columbia have posted speed limits of 110 km/h.

Manitoulin-Sudbury District Services Board appoint new CAO On behalf of the board of Directors of the Manitoulin-Sudbury District Services Board, chair Bruce Killah is pleased to announce that with the retirement of our current CAO, Donna Stewart has been appointed to the role of Chief Administrative Officer effective September 1, 2022.

Donna has worked for the DSB for 22 years, starting her career as front-line staff working her way up the organization and brings a wealth of knowledge and management experience. Her proven ability to foster relationships with a wide variety of stakeholders will help continue the DSB's legacy of engagement and will ensure that we can continue the movement on upcoming projects and initiatives.

Donna holds a Degree in Sociology from Laurentian University and has recently pursued the achievement of the Public Sector Executive Leadership Institute Program.

Parades popular in Chapleau played major role in celebrations from earliest days starting 1885

Michael J. Morris The old saying that everyone loves a parade sure applied to Chapleau throughout its history playing a major role in celebrations from its earliest beginnings after the arrival of the Canadian Pacific Railway in 1885.

Browsing through old photographs and "Googling" it seems that the first parades were associated with Dominion Day, now Canada Day on July 1, but through the years, there would be other ones hosted by organizations such as the Orange Lodge, Knights of Columbus, and after 1926, Branch No. 5 of the Royal Canadian Legion. The Legion took over the July 1 celebrations after World War II..

By 1937, with D.O. Payette, then the president of Smith and Chapple Ltd. as the "catalyst" according to a report at the time, with his business partner Arthur Grout as chairman, the Chapleau Winter Carnival was launched.

Carnivals were planned in Mr. Payette's office.

Jimmy Purich became parade marshal and would lead the parade on a white horse from the CPR station from where it formed up over the old overhead bridge to an ice palace on Main Street or across from the old old arena on Lorne Street.

After B.W. 'Bubs' Zufelt became reeve in 1948, the Chapleau Recreation Commission was formed and a Beach Day celebration on the first

The carnival queen was also a feature attraction in parades.

My generation will well remember J. M. 'Jack' Shoup, the principal of Chapleau Pubic School and longest serving township councillor in one year terms organizing us for the parade, and later the children's races. He ran the skating races at the winter carnival too.

The Chapleau Band, first called Chapleau Brass Band, would appear to have been part of parades from about 1887 on and it even travelled to other communities to participate in their celebrations.

A bugle band was formed at Chapleau High School after the cadet corps was founded about 1926, and was directed by principal and teacher John 'Mac' McClellan. A parade around town was always part of the annual inspection.

Allan Ritchie, who had moved to Chapleau from Moose Factory with his parents by canoe, proudly displayed his native heritage in

Chapleau parades.

But parades were not limited to the streets of Chapleau, as there were at least two on the Chapleau River. In May 1934, John Burns, Edward Levesque, Hill Gagnon, Gerard Tremblay and Joe Fortier marked the 400th anniversary of the arrival of French explorer Jacques Cartier at Newfoundland by sailing on the river in a replica of Cartier's ship.

In 1976, as part of the celebration of Chapleau's 75th anniversary of incorporation as a municipality, a canoe flotilla travelled from the Ministry of Natural Resources "Point" to the beach area.

There may also have been sailboat parades at one time as races were held on the river in the community's early years.

Our parliamentary democracy has a long tradition of parties, often with wildly differing views, working together for the common good.

This includes several instances of the NDP working with other parties to push Canada forward.

During the sixties, Lester B. Pearson worked alongside Tommy Douglas and the NDP to create many of the social welfare systems we have today including universal health care, the Canada Pension Plan, and Canada Student Loans. In the seventies, NDP Leader David Lewis cooperated with Pierre Elliott Trudeau to create pension indexing and make Petro-Canada a Crown Corporation (until Mulroney privatized it in the 90s). NDP Leader Jack Layton pushed Paul Martin to turn corporate tax cuts into affordable housing, investment in public transit, increase in transfers to provinces for tuition reduction and better training through EI to name just a few. During his tenure as PM, Stephen Harper worked with Jack Layton to create the Federal Accountability Act, out of the shadow of the Gomery Inquiry, which banned large corporate, personal, and union donations to political parties, and placed restrictions on lobbying.

New Democrats have always remained focussed on delivering help for Canadians. We did it when we were able to force the government to improve COVID supports to Canadians and now

budgetary matters for the next three years. In exchange, New Democrats have made it clear that we want immediate action on vital issues that will make a difference in people's lives.

This includes dental care that would give coverage to children under 12 (starting this year), expanding it to those under 18, as well as to seniors and persons living with a disability in 2023, and thereafter to all low-income Canadians by 2025.

Dental care coverage is an essential service that many constituents have been asking for. Further it includes passing a Universal National Pharmacare Act, a Safe Long-Term Care Act, and working with provinces and territories to help address the shortfall of primary care doctors and nurses.

On housing, we know all too well that people need an affordable place to call home. The agreement includes having the Rapid Housing Initiative extended, refocuses the Rental Construction Financing Initiative on affordable units, implements a Homebuyer's Bill of Rights to tackle the financialization of the housing market, and introduces a $500 top-up to the Canada Housing Benefit.

For the environment, it means advancing measures to significantly reduce emissions by 2030 and reach net zero emissions by 2050. This includes developing the Clean Jobs Training Centre to help transition energy workers to the clean energy economy, tabling Just Transition legislation, phasing out public financing of the fossil fuel sector as early as 2022, and helping people reduce their own carbon imprint with home energy efficiency

implementation of the Federal Pathway to address Missing and Murdered Indigenous Women. Girls & 2SLGBTQQIA+ People, as well as providing supports for Indigenous communities to continue the work of burial searches at former residential schools.

There are additional key priorities such as a fairer tax system, making life more affordable, tackling anti-scab legislation, 10 paid sick days for federal workers, making democracy work for people, as well as several others that I am not able to touch on given the limitation in length of this column.

Many people have become used to how adversarial our political system can be and assume that this is the only way forward. Although some people may have concerns about the Supply and Confidence Agreement, what we have been able to achieve is not much different then what is done when bargaining collective agreements; it's about finding common ground to realize key objectives that make a difference in people's lives. The agreement does not presume we will support the Liberals on matters that don't measure up to our core beliefs of justice, fairness, and equity for Canadians, but what it does mean is that we will ensure that the government works on the priorities that have some mutual overlap.

This agreement is an opportunity to get results that could make a real difference in improving our lives, workplaces, environment and economy.

Par cette entente, nous avons fait savoir au gouvernement que nous sommes prêts à le soutenir sur les questions de confiance et de

budget pendant les trois prochaines années. En échange, nous avons clairement indiqué que le gouvernement doit agir immédiatement pour régler des problèmes fondamentaux et améliorer les conditions de vie.

L'entende prévoit la mise en œuvre d'un programme de soins dentaires pour les Canadiens à faible revenu qui s'adresserait d'abord aux enfants de moins de 12 ans (dès cette année), puis s'étendrait aux enfants de moins de 18 ans, aux personnes âgées et aux personnes vivant avec un handicap en 2023, avant une mise en œuvre complète en 2025. Un régime de soins dentaires est un service essentiel que les citoyens ont été nombreux à demander. Par ailleurs, nous voulons faire instituer un régime universel d'assurancemédicaments et une loi sur les soins de longue durée sécuritaires, et aussi travailler avec les provinces et les territoires pour remédier à la pénurie de médecins et d'infirmières en soins primaires.

Are newspapers the most trusted media? News Media Canada’s latest findings show newspaper readership remains strong in a digital age It’s a little overwhelming when you consider how much the world has changed in the last decade. In 2012, tablets had only just established themselves as a viable new content distribution platform, and mobile payments and voice-controlled technology had barely begun to roll out. On social, new-to-the-scene niche platform, Instagram, had recently become part of the Facebook family. The digital age was going mainstream.

So what role could newspapers play? Had they lost ground to the new online offerings? To find out, in 2012 News Media Canada – the voice of Canada’s news media industry – launched the first ‘Newspapers 24/7’ report to consider how the medium was evolving in the face of this new digital deluge. The results showed that newspapers were still standing strong.

But cut to ten years later and that digital tsunami has only picked up speed. Canadians are plugged in like never before. Are newspapers still riding high?

To find out, as part of its recent National Newspaper Week campaign (made possible in part by the Government of Canada), the organization began a new conversation with consumers to gauge how their view of the medium had evolved over the last decade.

Working with Totum Research, in November 2021 they kicked off a national readership survey that asked 825 adult Canadians about their weekly readership habits when it came to print and digital newspapers.

The results – to say the least – were surprising.

At first glance, the biggest revelation to come out of those discussions might be that newspaper readership has essentially remained the same over the last decade. Despite an endless array of media options and digital distractions, readers are still choosing to turn to traditional news sources. In 2012, 85% of respondents said they regularly read the newspaper. In 2022 weekly readership had edged up slightly to 86%.

But what had changed was the distribution method. Of course, some readers still love their print (46%), but most found themselves turning to digital (95%), with some reading on all four platforms – phone, tablet, desktop and print (25%).

Perhaps not surprisingly, the platform leading the digital charge is mobile. In 2022, 69% of readership was on their phone, up from just 38% in 2012.

So, if the ‘how’ is changing, what about the ‘who’?

While many think they’ve abandoned the newspapers for greener digital pastures, Gen-

Y/Millennials showed the strongest usage of all demos. A total of 87% of the demo consumed newspaper content in some way over the course of a week – led by phone usage. (Although 22% of GenY/Millennial respondents used all four platforms over the course of the seven days.) Of course, Boomers remain the strongest print readers, though they were also more likely to make some use of all platforms throughout the week.

When it came to the important topic of trust, News Media Canada’s 2022 Newspapers 24/7 study found that trust in newspapers has remained high. Looking at editorial content in print, 57% of respondents said the medium was ‘completely’ or ‘somewhat’ trustworthy. When it came to news media websites that number was 54%. Those results put the medium well ahead of radio, TV, magazines, social and search in terms of consumer confidence.

Similarly, print and digital news media advertising outranked the competition when it came to trust in advertising. So, despite the general downward pressure from what are viewed as less reliable distribution platforms, newspapers remain a safe space for readers.

Public Health Sudbury & Districts salary disclosure The 2021 salary disclosure data released today paints a stark picture of the human and financial toll of the Public Health response to the unprecedented global public health emergency. The salary disclosure data complements Public Health Sudbury & District’s 2021 COVID-19 Response by the Numbers report, which describes the significant volume and scope of the agency’s pandemic actions.

In 2021, Public Health employees were required to work a total of 61 559 hours of overtime (the workload equivalent of almost 34 full time positions) under intensely stressful and constantly changing conditions. Long hours, reassignments, seven-day multi-shift work weeks, cancelled vacations, and significant and longstanding overtime have stretched and tested everyone’s resilience. Today’s salary disclosure reflects this workload and includes 60 Public Health employees for 2021 as compared with 28 in 2020, and 9 in 2019.

“The COVID-19 pandemic response required our Public Health team to work at unprecedented levels. The work demands have been relentless, at great intensity and with much stress.

Public Health staff have stepped up with unwavering commitment, but at great personal sacrifice including costs to personal mental health and wellbeing,” said René Lapierre, Chair, Board of Health for Public Health Sudbury & Districts. “They cannot get their time back with their families, but the salaries earned over the pandemic are some recognition of the absolute dedication of the team,

including our Medical Officer of Health, to support the health of our communities when they needed us the most,” added Lapierre.

In addition to requiring overtime, Public Health recruited additional staff to respond to the demands, called on other public health units and the provincial workforce, in addition to seeking much valued support from local volunteers, community agencies, and municipal partners and their staff.

Although recruitment efforts allowed Public Health to increase its staffing complement, recruitment has not been possible for many essential public health professionals. This is due to the shortage of public health professionals combined with the acute need to fill gaps across all of Ontario’s 34 local public health units. By the end of 2021, 563 staff were employed by the agency, as compared with 217 pre-pandemic (full-time, part-time, and casual).

“We have been searching to recruit an Associate Medical Officer of Health for some time now, and this position has been vacant for the duration of the pandemic. Our Medical Officer of Health, Dr. Penny Sutcliffe, has been our unfaltering leader throughout this emergency, herself having worked the equivalent of well over two positions for two years,” said Lapierre. “Dr. Sutcliffe’s salary disclosure includes these facts, but also includes additional hours from 2020 that were not paid out until 2021. Of Dr. Sutcliffe’s disclosure, $219,000 is related to overtime worked in 2020, but not paid until 2021 and a further $263,000 is related to overtime

worked and paid in 2021.”

In accordance with the Public Sector Salary Disclosure Act 1996 (Ontario Government), the Board of Health for Public Health Sudbury & Districts discloses the names, positions, salaries, and total taxable benefits of employees paid $100,000 or more in the previous year. Salary disclosure details for Public Health Sudbury & Districts employees subject of the Act are now available online.

The Ministry of Health reimburses boards of health at 100% for COVID-19 extraordinary costs.

All 2020 and 2021 COVID-19 extraordinary costs such as staff wages and overtime, space rental supplies and equipment, communications, etc. have been funded by the provincial government.

Municipal levies have not been impacted.

In collaboration with provincial and local partners, Public Health’s pandemic response activities are aimed at controlling and reducing COVID-19 transmission, and preventing outbreaks, severe disease, hospitalizations, and deaths. L'entente comporte les objectifs de prolonger l'Initiative pour la création rapide de logements, de recentrer l'initiative de Financement pour la construction de logements locatifs sur les logements abordables, de mettre en œuvre une charte des droits de l'acheteur pour s'attaquer à la financiarisation du marché du logement, et d'inclure un supplément unique de 500 $ dans l'Allocation canadienne d'aide au logement.

Beaucoup de personnes se sont habituées aux rivalités qui règnent dans notre système politique et supposent qu'elles sont le seul moyen de faire avancer notre pays. Malgré les craintes qu'une entente de soutien et de confiance peut susciter, les résultats auxquels nous sommes parvenus ne sont pas bien différents de ce qu'accomplissent les négociations collectives : dans les deux cas, on s'emploie à trouver un terrain d'entente pour atteindre des objectifs clés afin d'améliorer la vie des gens. Notre adhésion à l'entente ne signifie pas que nous soutiendrons les libéraux sans égard à nos convictions profondes en matière de justice et d'équité. L'entente nous permettra simplement de veiller à ce que le gouvernement travaille à nos priorités communes.

L'entente de soutien et de confiance représente une occasion d'apporter des changements concrets pour améliorer nos conditions de vie et nos milieux de travail, protéger l'environnement et stimuler l'économie.

We have a Toll Free Crisis Line which is staffed 24 hours a day. We can arrange for free transportation to the Centre for women who live in the Algoma/Chapleau area. We also offer support to women who live in the communities of Chapleau, White River, Dubreuilville, and Hornepayne through our Outreach Program. Our Outreach Worker travels to those communities to meet with women who need emotional support as well as information about their rights and options. If you need to speak with the Outreach Worker when she is in your community, you can call the Centre at any time to set up an appointment. Whenever their concern is about a matter that falls under provincial jurisdiction, we welcome the opportunity to help them in any way we can.

That's why we are there. And nothing but nothing makes our team members feel better at the end of a day than to go home knowing we did something to make someone's life a bit better or resolved an issue.

Many constituents reach out to my office for assistance or to express their concerns about matters that actually fall under federal or municipal jurisdictions. My office team and I are happy to try to help determine the appropriate office to call and will even provide the contact information. We believe that redirecting constituents to the proper channels is also an important part of our duties to the people of Algoma-Manitoulin.

If people call our office because they are uncertain which level of government they need to contact, that is what we are there for. On the contrary, what does greatly concerns my team and me are those individuals who DON'T reach out to us concern for clarification. Some voters who take an active interest in politics contact my office to offer their voice as to what bills they think I should support or vote against. I truly value such input and consider it in debate. But not everyone chooses to take such an active part in politics.

Some prefer to just talk at the dinner table with family or over the back fence to neighbours, which is their option. What concerns me is people who are mistaken or unclear as to which level of government has jurisdiction on an issue.

It is troublesome when they share misinformed views and lay responsibility on the shoulders of the wrong decision-makers.

Those who read last week's column will recall the discussion focussed on how our society seems to have lost the ability to listen to each other to better understand alternative views.

Across Canada, including here in Ontario, we are witnessing a growing intolerance and unwillingness to consider other points of view. In the last 6 to 8 years it seems people are quick to make a judgment after receiving minimal information and immediately throw up tall barriers to vehemently set themselves apart from those who disagree with them. Long before I got into politics I maintained that it is up to all of us who believe in democracy to stay informed about our political affairs at all three levels of government. I encourage people to develop some degree of interest and involvement - even if it is only every four years taking the time to listen and learn before they vote.

Now, as an elected official, my belief in this has only grown stronger.
