Marielle had her Masters in Education and enjoyedworking asadevotedteachertillshe retiredleavinggoodmemoriesandfriends.

Chapleau Moments

Reflections on the familiar sound of trains on a warm summer night inChapleauandgoing'downthelake'toMulligan'sBaybytworivers

Indeed, there are, but I am really not the keeper of Chapleau's history.All of us who call ourselvesChapleauitesare,withstorieswehave toldorarewaitingtobetold.

Although Shawn said he has not been backtoooftenforvisits,henotedthat"IguessI have always been and always be a 'small town boy'.EventhoughithasbeenmanyyearssinceI livedinChapleau,I,likemanyothers,considerit

the Ministry of Natural Resources base at 'The Point'.

Out here in Cranbrook BC where I have nowlivedfor23years,peopleaskmewhyIwrite about Chapleau and not the community where I live.IhavedoneafewarticlesaboutCranbrook, buttheanswerisreallyquitesimple.Icamehere towork,andenjoyedeverymomentIspentonthe faculty of College of the Rockies where I was even able to introduce students to digital storytelling starting way back in 1994 when I taughtacoursecalledWritingforNewMedia.

ButIamnotapartofCranbrook,likeIam Chapleau. For example, I wrote an anecdotal history of St. John's Church 'Sons of Thunder... Apostles of Love' to mark its 100th anniversary in1985.WhenthegoodpeopleofChristChurch hereaskedmetowritetheirhistory,Ideclinedbut agreedtoedititinsteadanditwasputtogetherby mystudentsintheNewMediaLabatCOTR. Itwastheirstorynotmineandtheytoldit well.

AsIreflectedonthepasttwoyears(now three) of writing Chapleau Moments, for the Chapleau Express, recent emails from two Chapleau High School graduates came to mind, andletmestartwiththemtomarktheoccasion.

In one of my email conversations with LarryMartelhementionedreporterswritingthe firstdraftathistory,andimmediatelyitsounded familiarbutIcouldnotrecallwhohadoriginally saidit.

A Google search revealed that many journalists give former Washington Post PresidentandPublisherthelatePhilipL.Graham creditforbeingthefirsttodescribejournalismas "the first rough draft of history," but as in most things,thereisdisagreement.

Yes,perhapsChapleauMomentsisavery rough draft of some of Chapleau's history. My sourceshavebeenmanyotherswhohavestarted the story by writing about the community over theyearsandthosewhohavesharedtheirrough draftswithmeduringthepasttwoyears.Hardlya dayhasgonebythatIdonothearfromsomeone whoaddstothestoriesthatIhaveshared,andso oftengivesmeanideaforanewone.

Thanks to the hundreds of people who have been in touch since Mario Lafreniere invited me to write the column in the Chapleau Express.

ShawnRussellwhowasintouchrecently bringing me up to date on his life, and making some suggestions for future stories, commented that"Itisdifficultbeingthekeeperofthehistory of Chapleau. There are so many good stories of

home. Our house is not there any more, but the memories cannot be erased. I still long for the familiarsoundofthetrainsloadinguponawarm Augustnight.NoonewillknowwhatI'mtalking about except for a Chapleauite, or perhaps a railroadtownperson".

Really though, I am a reporter, a teller mostly of the stories of other people and theirlifeandtimes.IstarteddoingitinChapleau in1957whenIwroteahighschoolcolumnwith Joy (Evans) Heft for the long gone Mid North News, and had a television show on CHAP TV ownedbyArthurGrout.Therestisreallyhistory asIamstilldoingitsome54(now55)yearslater.

And as I mark the second (now third) anniversaryofChapleauMoments,letmetouch on some moments from my life and times there thatmadeitanawesomeplacetogrowup. Cont’donP.5

As Canadians, we like to assume that our electoral system is beyond reproach. We certainly have a number of checks-and-balances in our systemthathelpkeepelectionssafeandsecure.We limit the amount of money any individual can donate to election candidates and ensure that corporate interests can't unduly influence elected representatives. We audit candidates' expenses to ensuretheyarefollowingelectoralrules.However, our system certainly isn't perfect, and recently, leaked intelligence reports from the Canadian Security Intelligence Service (CSIS) suggest that diplomats from Beijing and proxies for China's Communist Party have interfered in our two most recentelections.

Global News first broke a story based on leaked CSIS details involving a campaign of foreign interference from China that involved 11 candidates running in the 2019 election. During thatsameelectionperiod,CSISallegedlyurgedthe Liberal Party to rescind the candidacy of one of their candidates, now an MP, over allegations that the individual was part of the Chinese foreign interference network. Additionally, CSIS leaks also allege that Chinese diplomats and proxies made cash donations to candidates that went

These are significant assertions that undercut Canadian's faith in our free and fair elections. The Critical Election Incident Public Protocolpanel,whichiscomprisedofseniorpublic servants,notedthat“nationalsecurityagenciessaw attemptsatforeigninterference,butnotenoughto have met the threshold of impacting electoral integrity.” While this is an important line of distinction that indicates they believe the recent electionshavebeenfair,it'salsoimportantthatwe ensurethatourelectionsnowandinthefutureare free from foreign meddling. It's also important to note that the Critical Election Incident Public Protocol panel, while comprised of exceptionally talentedindividuals,arestillcivilservantsworking onbehalfofthegovernment.

This is why a public inquiry into foreign election interference is needed. It's important to ensure that any examination of our electoral system,andofforeignactorstryingtoinfluenceit, bedoneatarms-lengthfromthegovernmentitself. It's also important that we examine the influence any foreign actors may have on our elections, not justfromChina,butfromotherstateactorsaswell, suchasRussia,whomCSIShasrepeatedlywarned has been attempting to interfere in our elections throughsocialmediabotfarms.

The Prime Minister, rather than calling a publicinquiry,hasappointedaSpecialRapporteur to examine these allegations. That individual is

Bien qu'il s'agisse d'une distinction importante, car elle nousapprendqu'auxyeuxdugroupe,lesdernières électionsontétéjustes,ilfauttoutfairepourqueles scrutins à venir soient à l'abri de l'ingérence étrangère. Il ne faut pas oublier non plus que le groupe responsable du Protocole public en cas d'incident électoralmajeurabeauêtrecomposédepersonnes exceptionnellement talentueuses, ce sont malgré toutdesfonctionnairesagissantaunomdugouvernement.

AppointedbyformerConservativePrimeMinister Stephen Harper, Mr. Johnston is seen as a fairly reasonable selection, although being a board member of the Pierre Elliott Trudeau Foundation certainly doesn't serve him well as being an impartial arbiter. Mr. Johnston may very well recommendcallingapublicinquiryintothematter, depending on his findings. However, it does feel likethismoveissimplydelayingtheinevitable.

The NDP put forward a motion at the Standing Committee on Procedure and House Affairstocallapublicinquiryintothematter.That motionpassed.However,thePrimeMinisterisstill the one who needs to initiate the order, under the Inquiries Act. The NDP motion is also applied more broadly to investigate abuse of diaspora groups by hostile foreign governments, wherever that may lead, including interference by other nationssuchasRussiaandIran.

AConservativemotionwasalsobroughtto the floor of the House of Commons, but with a narrower focus of examining potential electoral interference by the Chinese only. It seems that Conservatives are more concerned with the optics of electoral interference than examining the issue more broadly. If we are to get to the bottom of which foreign actors are actually involved in interfering with Canadian elections through a publicinquiry,lettheinquirycommittodoingthe workwhereveritleads.

Canadians deserve to know their elections arefair,andanindependentpublicandtransparent inquiryisexactlyhowwecangetthoseanswers.

SummersinChapleauwerealwaysgreat, and camping was part of the agenda. We had a camp at Healy some 17 CPR miles west of ChapleauontheCPR,(noroadwhenIwasakid), and we would spend part of the summer there alongwithfriendswhowouldjoinus.

But Mulligan's Bay was also part of vacationtime,andnoroadsthereeither,inthose days.Mom(MurielE(Hunt)Morris)andIwould spendtimethereatthecampsoffriends.And,asI havepreviouslywrittenaboutbridgingChapleau becauseIwentfromGreyStreettoElginStreetto visitmy grandparents,Lil(Mulligan)and Harry Morris, such an analogy could also be drawn about"goingdownthelake".

We always went down the lake even thoughitwasbyoneoftworivers.

Anyway, when we went to visit the Goldsteinfamily,wetravelledbyboatdownthe "back river' to their camp at Mulligan's Bay

because their boathouse was located on the NebskwashiRiver.

When we spent time with the Pellow or the Zufelt (my aunt and uncle) families, we would travel down the 'front river' or Kebsquasheshing from where their boathouses werelocated.

Not particularly important in the grand schemeofthingsperhaps,butitwastoalittleboy who could travel both rivers to visit with his friends by going down the lake. I have used the tworiversandlakestoryinGeographycourses.

We also loved to play and replaying scenes from the Saturday afternoon western at theRegent(laterFox)theatrewascommon.And we dressed for the parts as you will see from photo of me with my buddy Harry "Butch" Pellowaswetakeonthebadguys.

July 16, is a day that has special significance in my life, as my father Flying Officer James E. Morris, born in Chapleau, in 1914, was killed while on active service in the RCAFinWorldWarII.Hadhereturnedhome,it was not likely that we would have remained in

Chapleau, and my story would assuredly be quitedifferent.

Drugwarning:Increaseinsuspecteddrugpoisonings(overdoses)

The Community Drug Strategy has received reports of an increase in the number of drug poisonings (overdoses) and unexpected reactions from the use of toxic substances in Sudburyanddistricts.

While we cannot confirm the substance(s)causingtheoverdoses,thissituation serves as an important reminder to the

community that street drugs, including stimulants,maybecutormixedwithsubstances such as benzos (benzodiazepines), xylazine, fentanyl, or carfentanil. Frontline workers warn that substances with greater toxicity than usual maybecirculatinglocally.Therehasalsobeenan increase in reports of individuals having abnormal reactions after using white powdered substances.

Anoverdoseoccurswhen a person uses a substance, and theirbodyisunabletohandlethe effects. As a result, the brain is unable to control basic life functions.Thepersonmightpass out, stop breathing, or experience a seizure. Overdoses canbebothfatalandnon-fatal.

Prevent overdoses to save lives:

! Avoid mixing drugs, including prescribed, over the counter,andillegaldrugs.

! Avoid drinking alcohol whileusingotherdrugs.

! Use caution when switching substances: start with a lower dose than you usually would.

! If you have not used in a while, start with a lower dose. Yourtolerancemaybelower.

! When using substances, considerthefollowingoptions:

! Have a trusted person with you who can provide supportasneeded.

! Visit an overdose preventionsitesuchasTheSpot

inGreaterSudbury(RéseauACCESSNetwork).

! Connect with the National Overdose Response Service at 1.888.688.6677 (NORS line).

! AccesstheBraveApp.

! Avoidusingdrugswhenyouarealone.

! Carryanaloxonekit.Knowhowtouseit.

! Call911ifyoususpectanoverdose.
