In northern Ontario, First Nations communities have watched modular homes arrive,onlytodeteriorateandbecondemned withintwodecades.

Frustrated with temporary solutions, threeFirstNationsintheChapleauarealaunched a non-profit initiative in 2019 to build homes usingdo-it-yourselfbuildingkits.

TheOneBowlHousingCorporationwas namedaftertheDishwithOneSpoonwampum,a symbol of shared resources and collective responsibility, according to business developmentmanagerCandaceLarsen.

"Ifwe'realleatingfromonebowl,andif we're all using one spoon and only taking what we need at the end, we'd be ensuring the sustainability and the equitability of everything elsearoundus,"saidLarsen.

Thermallogtechnology

One Bowl's approach is built on what Larsenreferstoasa"tree-to-homesupplychain."

These kits include doors, windows, a prefabricated frame, and thermal logs a material designed specifically for cold climates. Thelogsconsistofwhitepineontheexteriorand interior,withexpandedpolystyreneinsulationin themiddle.

Those logs are currently made from white pine harvested in Québec, but One Bowl hopestosoonbeproducing that material in northernOntario.

"You stack [the thermal logs] like you

wouldLegos,andattheendoftheday,youthen have a high quality, culturally and climatically appropriateshellforyourhome,"Larsensaid.

When assembled, the result looks like a traditionallogcabin,butwithimprovedthermal efficiency that can reduce heating costs during theregion'sharshwinters.

Costeffectiveandself-sufficient

One Bowl's homes cost an average of $350 per square foot for full turnkey construction, with shell costs between $100 to $130 per square foot. In comparison, conventional housing in remote Ontario regions typically costs around$650persquarefoot.

So far, One Bowl has helped build 22 homes in Ontario — about 20 in the Chapleau areaandtwo off-reserve.Most of thehomesare duplexes.

OneBowlalsorecentlyshipped15kitsto theJamesBayCoast,whereLarsensaidtraining is now underway in Kashechewan First Nation, to teach community members how to construct the homes them-

selves, without relying on outside contractors.

"That 15-day training program really is that key piece that will ensure thatlocalcapacityhas theself-sufficiencyto build their homes

long term and increase the amount of homes that they're buildingaswell,"she

explained.

Bytheendof2025,thecompanyexpects tohavetrainedover50individualsandinvested morethan$500,000intoFirstNationscommunitiesacrosstheprovince,accordingtoLarsen.

It is with heavy hearts that we announce the passing of Theodore Castilloux on Saturday, March 1st, 2025 at the age of 98. Beloved husband of the late Margaret Rose Castilloux; dear father to Claude (late Joanne) Castilloux, and Michael Castilloux (Janet). Theodore was a devoted grandfather to his grandson, Mathieu Castilloux (Cheyenne) and his late granddaughter,AnnieCastilloux.Hewillalso be dearly missed by his grand-dog, Gus. A dedicated mechanic, Theodore spent many years working at TexasGulf,wherehisexpertiseandworkethicwerehighlyrespected.He was also a devoted Deacon at the church in Sultan, Ontario, where he made an indelible impact. Theodore served with great faith, and it was throughhiseffortsthatthechurchwasestablishedinthecommunity.

Hiscommitmenttothechurchanditsmemberswasunwavering, and he will be remembered for his kindness, leadership, and deep spiritual devotion. Theodore's life was one of simplicity, creativity, and unwaveringloveforthoseclosesttohim.Hewillbedearlymissedbyall whoknewhim,buthismemorywillliveonthroughthecountlessliveshe touched,thesongshesang,thearthecreated,andtheloveheshared. Mayhissoulrestinpeace,andmayhisfamilyfindcomfortinthebeautiful memoriestheyholdclosetotheirhearts.

The Chapleau Search and Rescue Organization issued a call for newmembersinJanuary 1993.

InanadvertisementMikeFortin and Reg Fletcher said the organization was looking for volunteers, explaining that it was "a group of people like you whowanttomakeadifference.Wehave trained pilots, navigators, spotters, ground personnel and ground search people"butmorememberswereneeded.

The Chapleau association received financial assistance from the Loyal Order of Moose Lodge --- and perhapsotherorganizations.

FastforwardtoJanuary25,1998 "Tiger320"associatedwiththeCivilAir Search and Rescue Association (CASARA) from 424 Squadron at Trenton,Ontario,arrivedinChapleauto assistwithspottertrainingforChapleau association members. They were in a C130Herculesaircraft.

Express said the purpose of the visit was two-fold -- to provide training for Chapleau members and to evaluate their performance.

Those participating included LeonLandry,RichardBeaudoin, Celine Hann, Christiane Jacques, A,J Bowes, Paul Morin, Fern Gauthier and RaymondGouge.

They departed Chapleau airport for the first target area at Leblanc Lake where Aaron Bouvier and Dale Rioux were ice fishing. They provided the searchers with a smoke signal fire and mirror signal flasher as they passed nearby to get their attention, according tothearticle.

The object of the spotter is to guidethepilotdirectlyoverthetargetso thatvisualobservationofthesitecanbe made.

Marius Demers had set up anothersite.

During this training flight all spotters underwent performance evaluation by the CASARA team on board.

ThearticlealsothankedWilliam Yanta for his "quick job" in removing snow from the Chapleau Municipal Airport, now the Eugene Bernier Airport, without which the Hercules wouldhavebeenunabletoland.

Other examples of training programs were in March 1993 when the Chapleau members underwent winter survival training and in 1999 when they p a r t i c i p a t e d i n "Operation Northern Rescue".

While certainly that quote and a number of other issues have promptedtheireofagreatmanyCanadians(with almost 350 000 signatories of the petition as of thiswriting),theuseofXasapoliticalmachine has raised a number of serious questions about how his company gathers data, and whether the appitselfmaybreachCanadianprivacylaws.

In writing Privacy Commissioner Philippe Dufresne, New Democrat MP Brian MasseasksforaninvestigationintohowXuses datafromitsusers,statinginhisletter“weknow that as of this past November 15, 2024, X now shares user data — including posts, likes, bookmarks,andreposts—withthird-partyplatforms thatmayusetheinformationtotrainAImodels.” He referenced a recent CBC article that explained that user data is being sold to third partyfirmsfortrainingtheirartificialintelligence models, as many in the tech sector seeAI as the next major frontier The European Union's privacy regulator was so concerned about this shiftinpolicyatXthattheyforcedthecompany tostoptakinguser-generatedcontenttotrainthe company'sownAIchatbot,Grok.

Surcharge part of initial retaliatory measures that will remain in place until U.S. tariffs are removed for good

Effective March 10, the Ontario governmenthasapplieda25percentsurcharge on all electricity exports to the United States as part of the province’s initial suite of retaliatory measures to U S tariffs on Canada This surcharge will affect 1.5 million homes and businesses in Michigan, Minnesota and New York, costing up to $400,000 every day the surchargeremainsinplace.

“President Trump’s tariffs are a disaster fortheU.S.economy.They’remakinglifemore expensive for American families and businesses,”saidPremierDougFord.“Untilthe threat of tariffs is gone for good, Ontario won’t backdown.We’llstandstrong,useeverytoolin our toolkit and do whatever it takes to protect Ontario.”

Starting today, new market rules are in effect that require any generator selling electricity to the U.S. to add a 25 per cent surcharge valued at $10 per megawatt-hour (Mwh) to the cost of power. At this level, the surcharge will generate revenue of $300,000 to $400,000perday,whichwillbeusedtosupport Ontarioworkers,familiesandbusinesses.

Thegovernmentwilluseeverytoolatits disposaltoprotectOntarioworkersandfamilies from President Trump’s tariffs, including increasing this surcharge at any time or, if the U.S. escalates, cutting off electricity exports to theU.S.completely.

“For decades, Ontario has powered Americanhomes,factories,officesandjobs,and we will not stand by as our vital electricity exports are taken for granted,” said Stephen Lecce, Minister of Energy and Electrification.

“Inatimewherepricesaregoingupforfamilies inAmerica,CanadaandtheUnitedStatesshould beworkingtogethertostrengthenourtradeand investment relationships to ensure a prosperous futureforbothsidesoftheborder.”

The new surcharge is in addition to the Government of Canada imposing an initial round of $30 billion in retaliatory tariffs. In Ontario, LCBO, the largest buyer of alcohol in the world, has removed all United States products from its shelves, costing American producers$1billioninlostrevenue.Ontariohas also banned U.S. companies from participating in an estimated $30 billion worth of annual governmentprocurement.

Some methods of distraction can include crowding,droppingmoneyonthegroundnearthe potentialvictim,strikingupaconversation,asking for directions, or pretending there is something wrongwiththetarget’scar.

Financial distraction theft can happen whenacustomerisseenwithdrawingcashfroman ATM orservicecounteratabranch.Thevictimis oftenunawaretheyarebeingwatchedortargeted, and the perpetrator uses distraction tactics to gain accesstotheirvaluables.

Itcanalsoinvolvemorethanonethief.One mightwatchacustomerentertheirbankingPINat anATM,forexample,thendistractthembyusinga tactic such as dropping something at their feet, engaging in a conversation, or even pretending to fall. The other person then quickly withdraws money from the distracted customer’s account, or steals their bank card to use later since they now knowthePIN.

“We know that these perpetrators often attempttoblendinwiththephysicalenvironment,” explainsTomCummings,seniormanagerofglobal physical security at TD “We’ve seen situations where they are surveilling customers and looking toidentifylucrativeor‘easy’targets.”

Because distraction theft can happen anywhere, it’s important to follow some basic safetyrecommendationswheneveryou’recarrying valuables or have just completed a big purchase. Herearesometipstokeepinmind:

Know the risks Awareness is one step in preventing this from happening to you and your family Speaktoyourlovedonesaboutdistraction theft and help them understand the risks and possiblewarningsigns.

Stay alert. It is vital to stay alert and be aware of your surroundings and be cautious of people who approach you in public spaces who are overly friendly,helpful,oraskforyourhelp.Theymaybe tryingtodistractyou.

Secure your valuables. Never leave valuables unattended, and keep them secure and on your person.Wheneverpossible,storeitemsinzippered pockets, pouches or purses which make it harder forthievestoaccess.

Know what to do. If you feel like you are being targeted,yellormakenoisetoattractattention,and call911.

Go places you can trust. Some businesses are taking steps to help protect customers from distraction theft. “Employees at TD are trained to pay attention to everyone entering and spending time in the branch, and to report any suspicious activity," says Palwasha Zerghune, manager of customerexperience.

(EN) Toute la population canadienne devrait avoir accès à l’eau potable. C’est pourquoibonnombred’entrenouss’inquiètent,à justetitre,desavisconcernantlaqualitédel’eau potable, qui sont en vigueur depuis des années, voire des décennies, dans certaines communautésdesPremièresNations.Alors,que

faut-il pour résoudre le problème? Voici quatre choses à savoir:

Le processus est complexe. La levée des avis à long terme concernant la qualité de l’eau potable constitue un processus complexe qui exige une collaboration et des investissements. Les Premières Nations,legouvernementfédéral et les agents de santé environnementale et publique jouent des rôles différents pour veiller à la qualité de l’eau. La décision de lever un avis à long terme concernant la qualité de l’eaupotableestgénéralementpriseparlechefet leconseildelacommunauté,souventenfonction des recommandations des agents de santé environnementaleetpublique.

Des infrastructures pourraient être requises. L’accès à l’eau potable peut exiger la conception de n o u v e a u x systèmes ou la réparation des infrastructures existantes. Si une nouvelle u s i n e d e traitement de

Leperfectionnementdelamain-d’œuvre locale est nécessaire En plus de soutenir l’infrastructure physique, les investissements doiventpermettrelerecrutementetlaformation d’opérateurs de l’eau locaux afin que les communautés des Premières Nations puissent gérer de façon durable leurs propres systèmes d’approvisionnement en eau et ainsi assurer l’accèsàl’eaupotableauxgénérationsàvenir. Le changement est en cours. Heureusement, une grande partie de ce travail a déjà commencé. Depuis 2015, 1 415 projets d’approvisionnementeneauetdetraitementdes eaux usées ont été mis en œuvre dans les communautés des Premières Nations, notamment des projets d’infrastructure et des possibilités de formation pour les opérateurs de l’eau.Cesaméliorationsonteuuneincidencesur près de 600 communautés, soit environ 478 000 personnes.

Cependant, il reste encore beaucoup de travail à faire. Les communautés des Premières Nations et le gouvernement du Canada ont élaborédesplanspourmettrefinauxavisàlong terme concernant la qualité de l’eau potable qui sontencoreenvigueur.
