ll comments are those of the present Mayor and no other councillor.

This year is an election year for the municipality. I will not run for re-election. Eight years is time enough for any individual.

Before proceeding further, I wish to thank those who voted and supported me and those I worked with on Council.

I must extend a special thanks to the town staff, a group of public servants too often maligned but who do an admirable job despite numerous limitations.

I encourage anyone interested in local politics to run for council. If you feel you have something to offer the town, put your cards on the

In total, I spent four years as chairperson of the Leisure & Cultural Services Committee (now defunct), attending nearly all council meetings in that time, as well as seven years as mayor. It would be silly and somewhat irresponsible for me to simply walk away without discussing the few things I learned about municipal government in those eleven years. With that in mind, I will write a series of articles about council and municipal government which I hope will help interested individuals.

One cautionary point; be interested but be informed. As elected officials you are obliged to the public to be as informed as possible. The key to success is information. In closing this article, let me

suggest two documents which will help anyone running for council. Both are found on the internet.

The first is the "Town Procedural By-Law 2021-61" which regulates the calling, place and proceedings of Council meeting. This details how meetings are conducted and is located on the Chapleau Township website under "Township Documents and Reports".

The second document is a provincial government publication, "The Ontario Municipal Councillor's Guide" located on the internet. The guide is an informative and detailed review of everything a councilor should be aware of while in office.

The next article will introduce several other documents essential to a Councillor's knowledge and expertise.

En tout, j'ai présidé pendant quatre ans le Comité des loisirs et des services culturels (qui n'existe plus aujourd'hui), période pendant laquelle j'ai assisté à presque toutes les réunions du Conseil, en plus d'avoir occupé le poste de maire pendant sept ans. Ce serait insensé et quelque peu irresponsable de tirer ma révérence sans partager quelques leçons que j'ai tirées du gouvernement municipal pendant ces onze années. Cela étant dit, j'écrirai une série d'articles au sujet du Conseil et du gouvernement municipal dans l'espoir que ces écrits sauront aider les personnes intéressées à s'engager.

Une mise en garde : se montrer intéressé est une chose; il faut aussi se tenir informé. En tant qu'élus, vous devez au public d'être le mieux informé possible. La clé du succès, c'est l'information. En terminant cet article, laissez-moi

vous suggérer deux documents qui peuvent aider toute personne désireuse de se présenter à un poste au Conseil. Ces documents se trouvent tous deux sur Internet.

Le premier est le règlement de procédure de la municipalité – Town Procedural By-Law 202161 – lequel régule la convocation, le lieu et le déroulement d'une réunion du Conseil. On y décrit la façon dont se passent les réunions. On peut le consulter sur le site Web du Canton de Chapleau, sous l'onglet « Township Documents and Reports ».

Le second document est une publication du gouvernement provincial. Il s'agit du Guide de la conseillère ou du conseiller municipal, document disponible sur Internet. Ce guide informatif passe en revue de façon détaillée tout ce dont un ou une membre du Conseil devrait tenir compte pendant son mandat.

OBITUARY Eva Brenda Armstrong

It is with deepest sorrow that we announce the passing of our beloved mother, Eva Brenda Armstrong.

Our mom, a true warrior, crossed over to the spirit world on Wednesday, March 2, 2022 at the age of 59 years. As per mom's wishes, she passed away in the comfort of her home with her family of cubs by her side.

Predeceased by her parents, Melford and Margaret Armstrong, sister, Mary-Ann, brother, Melford and her traditional sister and chum, Charmaine Saunders. Beloved mother and protector to her cubs Gordon, Stuart, Charlene (Charleston), Arielle and Wolfgang. Dear sister to Sharon (Ken), Edith (Ricky), Cheryl (Eugene), Rose and Ryan. Cherished Granny to her grandcubs Gordon Jr., Aaliyah, Taria, Jastien, Ryeden, Dion, Domi, CJ., Sky, Akiera, Creeinn, Shadoe and Richie and her fur friends Ali and Yawhg. Brenda will be remembered by many nieces, nephews, grand nieces and grand nephews, great grand niece and cherished friends. Jacques était très passionné lorsqu'il s'agissait de créer des œuvres d'art en bois, il aimait aussi la pêche et le golf.

La famille de Jacques tient à remercier de tout cœur les nombreux travailleurs de la santé qui ont participé à ses soins, notamment les docteurs Stephen et Kendra Saari, le Dr Carlson et le Dr Emack (Sudbury Radiation and Oncology). Ils tiennent également à remercier tout le merveilleux personnel des Services de santé de Chapleau. Un merci spécial à toute la famille et aux amis qui ont été d'un grand soutien durant cette période difficile. Jacques dedicated over 40 years working in the forestry industry working by his brother's side, eventually starting his business, and working closely to his son. Jacques was very passionate when it came to creating wood art, he loved fishing and golfing.

Jacques' family would like to extend a very heart-felt thank you to numerous healthcare workers who took part in his care, including Dr. Stephen and Dr. Kendra Saari, Dr. Carlson, and Dr. Emack (Sudbury, Radiation and Oncology). They would also thank all the wonderful staff at the Chapleau Health Services. A special thank you to all the family and friends who have been very supportive through this difficult time.

At Jacque's request cremation has taken place at River's Edge Cremation Centre in Sault Ste. Marie.

Family and friends are invited to for a time of visiting at Sacred Heart Church on Friday March 11, 2022 from 7 p.m. to 9 p.m. A memorial mass will follow on Saturday, March 12th, 2022, at 11:00 a.m. Celebrated by Reverend Herve Sauve (Due to Covid 19, face masks are mandatory indoors).

Chapleau Moments by

Michael J. Morris Chapleau was a "thriving community" on the edge of the Chapleau Game Preserve, the largest game sanctuary in the Western Hemisphere in the 1970s, the late Wilf Simpson wrote in a community profile, prepared for the Chapleau Chamber of Commerce and the Township of Chapleau.

Wilf served as the township's deputy clerk for 22 years, and previously had been the editor of the Chapleau Post, where his father, Arthur Simpson had been the editor and publisher for many years.

He was also very well known for the Wilf Simpson Orchestra which played at countless number of dances in Chapleau, and he was also a member of other musical groups.

Wilf notes that the community was named after Sir Joseph Adolphe Chapleau who had served as prime minister of Quebec, secretary of state for Canada and Lieutenant Governor of Quebec.

He wrote that one of the first uses of the Canadian Pacific Railway was in the movement of troops west to quell the Riel rebellion. At this time, "the steel had not been laid past Missanabie, some 65 miles west of Chapleau and it was necessary for the troops to detrain at Missanabie and move the guns and equipment across the ice on Dog Lake and entrain on another train to continue their journey west".

Chapleau a "thriving community" in 1970s according to Wilf Simpson township deputy clerk for 22 years Wilf referred to Chapleau as a "robust community" before the gold rush that brought Ti m m i n s a n d t h e P o r c u p i n e a r e a i n t o prominence. A fascinating anecdote, Wilf told, at least to me, was the story of Robert J. Renison, a young Anglican priest who later became bishop of the Diocese of Moosonee, referring to Chapleau as the only "window" of the north. It was necessary for miners, trappers and surveyors to "trek through the bush to Chapleau to receive or mail letters and to use the modern railway facilities to send telegrams" after 1885 when the CPR arrived in Chapleau.

He also noted that many of Chapleau's Indigenous citizens are descendants of those who brought their families "on the arduous canoe trip from James Bay up to Chapleau via the Albany waterway. It may seem strange to some when I say 'up' to Chapleau but the waters of the Chapleau River flow north to Hudson Bay".

Chapleau also played a leading role in the construction of the Grand Trunk Railway, now Canadian National. When the right of way was being cleared and road bed being made ready, food and materials were shipped to Chapleau on the CPR. Wilf explained that the materials were unloaded at Chapleau and from there shipped to Elsas in barges and boats -- adding that "the route is still open and makes a fine canoe trip" with excellent fishing along the waterway.

Wilf writes that "isolation plagued Chapleau for over half a century" as except for the CPR there was no way in and out --- except of course by the waterways!

However, he writes about Arthur Grout and Earle Sootheran chartering a plane to fly out to the Goose River, catch a mess of speckled trout and present it to the steward on the Royal Train carrying King George VI and Queen Elizabeth on their Royal Tour on May 24, 1939.

Wilf writes that it may be of some interest to know that in those years when cars were shipped to Chapleau on the CPR as there was no highway until 1949, Chapleauites going on vacation, would ship their cars to Sudbury, and off they went from there.

"The cost by freight on a flat car was less than $100.00. A small thing -- but not so small when one considers the CPR excursion fare to Toronto was $8.55 return. Passengers were welcomed with open arms in those days".

By 1977, when Wilf wrote his final profile, Chapleau was no longer isolated, and was known as the "Crossroads of the North" with highways linking the community to the outside world.

There was also daily air and bus service

and the passenger trains were still running. Them were the days.

Chapleau boasted a "fine shopping area" a movie theatre, two hotels and five motels, and an "excellent safe supervised beach and playground".

Wilf wrote that the 1970s "saw more changes in the face of Chapleau than any years in its history. Gone were the old CPR station and the large storage ice houses, the old "Horseshoe" bridge, the old Chapleau High School, the Sisters of St Mary Convent, Sacred Heart school,

In the same period, between 1966 and 1978, the new physical face of Chapleau included a new hospital, separate schools, low rental housing, high school, bridge and overpass, water plant, Chapleau Recreation Centre, Chapleau Civic Centre, Cedar Grove Lodge for Senior Citizens and a new golf clubhouse as well as a new CPR station.

A housing development also was well underway in the Planer Area and planning for the new bridge and road to that area started as were those for a new sewage treatment facility. The Chapleau Municipal, now Gene Bernier Airport, was in use, and by 1979, the runway had been extended.

He told his readers that "Chapleau is a friendly town. You will get a friendly 'Hi' on the Main Street from someone you never saw before.

Our people are eager to help the visitor.. and the northern air and waters are yours to enjoy..."

Wilf captured a changing Chapleau which in 1978 was called "the most progressive community" in Northern Ontario by provincial cabinet minister Hon Rene Brunelle. Mr. Brunelle was a great friend of Chapleau. My email is mikejmorris41@outlook.com

Last week, the world watched in horror as Russia invaded Ukraine. This week a Take-Note Debate ensued in the House of Commons and all political parties strongly condemn Russian President Vladimir Putin's flagrant aggression against Ukraine and stand in solidarity with Ukrainian's as they defend themselves from this unprovoked attack against their sovereign nation.

As we see images of civilians being killed, people sleeping in Kyiv's subway systems to escape bombing raids, others fleeing their homes with their children, and tanks rolling towards major cities, we must do all that we can to provide the Nation of Ukraine with humanitarian aid, help those fleeing violence, and clamp down on Russia's invasion campaign.

We must always remember that Putin has a significant history as a tyrant, and that his invasion of Ukraine is both in step with, and an extreme escalation of, his thuggish, autocratic behavior.

This includes the Russo-Georgian War of 2008. In 2011, Russia and China vetoed UN Security Council Resolutions demanding an end to the civil war in Syria. In 2014, Russia annexed Crimea, which led to their expulsion from the G8 (which also led to calls from the NDP to halt all arms sales to the country). Add to these the imprisonment and

Ukrainians Need Canadian Support poisoning of Russian Opposition Leader Alexei Navalny, widespread allegations of tampering in democratic elections (most notably the 2016 U.S. presidential election), and a number of other issues frankly too long to list in a column. Russia's invasion of Ukraine is not surprising, but it is extremely disturbing.

To this end, we have seen western nations, including Canada, impose severe economic and political sanctions against Russia, and they are having the desired effect. The ruble, Russia's currency, has cratered, and is now worth only about one Canadian cent. Canadian banks and financial institutions are prohibited from engaging in any transactions with the Russian Central Bank. We've banned Russian energy imports, and perhaps strongest of all, we've worked with our allies to remove Russia from the SWIFT banking system.

The United Nations General Assembly also voted to demand Russia withdraw troops from Ukraine, in a vote of 141-5, with only Russia, Belarus, North Korea, Syria and Eritrea voting against the motion after the first Emergency Meeting of the UN since 1997.

Ukrainian President Volodymyr Zelensky has pushed the European Union to accept Ukraine as a member nation of the EU, and the presidents of eight EU member states, including Bulgaria, the Czech Republic, Estonia, Latvia, Lithuania, Poland, the Slovak Republic, and the Republic of Slovenia, have signed a joint letter asking for the immediate candidate status of Ukraine to join the EU as a method to begin formal membership talks.

These are important measures that must be considered by the EU, and these discussions will

continue in the days and weeks to come.

Canada has been a friend to Ukraine for generations and the first western nation to recognize Ukraine as an independent nation on December 2, 1991. Our country has the largest Ukrainian population, outside of the Ukraine itself, with 1.3 million people identifying as UkrainianCanadian, according to the 2016 census. It is vital that we support our friend and ally, but there is much more we can do.

We must listen to experts such as Bill Browder, one of the key architects of the Magnitsky Act, and sanction Canadian assets of Putin's closest oligarchs. Ukrainians who are fleeing their nation as refugees must be given a chance to settle in Canada, and all opposition parties in the House of Commons, in step with calls from prominent Ukrainian-Canadian leaders, are pushing the government to offer visa-free access for Ukrainian refugees.

Canadians who are witnessing the Russian invasion of Ukraine are likely wondering what they can do to support humanitarian efforts. There are a number of significant charitable organizations that provide humanitarian aid. Additionally, the Federal government announced last week that they will match donations to the Canadian Red Cross Ukraine Humanitarian Crisis Appeal, up to $10 million, to provide humanitarian support to Ukrainians.

It's clear that the Western world is standing with Ukraine as they fend off Russian aggression, but there is still more that can and must be done to support their efforts.

Weather Summary for Ontario February 2022: A Frigid Month across the Northwest Temperatures and Precipitation Across northwestern Ontario, temperatures were well below normal with much of the region locked into a cold pattern. Temperatures in this region were 4 to 8 degrees Celsius below normal.

For Red Lake and Kenora, it was the 2nd and 4th coldest February on record respectively. Some daily record low temperature records were also set. For example, Fort Frances set record lows on February 3, 23 and 24 with lows of -43.2oC, -37.3oC and 43.9oC respectively. Thunder Bay set record lows on February 24 and 25 with lows of -36.0oC and 34.5oC respectively.

Temperatures across southern and northeastern Ontario during February were characterized by large fluctuations between above normal and below normal temperatures with the month as a whole balancing out to near or slightly below normal. A good example can be seen from February 12 to 14 when well below normal temperatures were experienced with some record low temperatures being recorded. For instance, Earlton dropped to -40.6oC on February 13 and Gore Bay fell to -31.2oC on February 14. Just two days later, well above normal temperatures surged into the area with several record high temperatures being recorded on February 16, including Sault Ste. Marie (7.6oC), Toronto International Airport (10.7oC), and Collingwood (11.2oC).

Precipitation was above normal across much of southern Ontario as well as northwestern Ontario, and regions around Lake Superior. What was especially interesting was that areas near Lake of the Woods received over 150% of their normal February precipitation while simultaneously experiencing one of their coldest Februaries on record. Normally a cold month during the winter in this region is paired with below normal precipitation.

This was mainly due to a series of Alberta Clippers that each brought light to moderate amounts of snow, with each one followed by very cold temperatures.

The 82.6 cm reported at Kenora makes it the snowiest February ever recorded there.

Across southern Ontario, the region averaged above normal precipitation as several weather systems moved through the area. Arguably the most significant weather system occurred on February 17 which brought both rain and snow to a large portion of the south. Many areas set daily precipitation records on that date, with amounts of 20 to 40 mm being common.

Ice in the Great Lakes Ice coverage on the Great Lakes has seen a lot of fluctuation during the month of February; between periods of rapid formation under cold, calm weather conditions and episodes of melt and destruction brought on by warm temperatures and high winds from low-pressure systems. The month

started with near normal ice coverage near 30.8%. In the second week of the month ice coverage jumped significantly to 51% as ice lined the shores of Lake Huron, Michigan and Superior. Much of this ice gain was lost the following week as strong winds and warm temperatures reduced ice coverage to 34.4%, which is right in line with the long-term median of 34%. Cold, below normal temperatures returned once again at the end of February, driving up ice coverage, particularly in Lake Superior, Lake Huron and Georgian Bay, leading to another significant increase in ice coverage, especially in Lake Superior.

Significant Events February 2-4: Two-act Snow Event over Southern Ontario Mild air lay over southern Ontario on the 1st of February and, as a result of a trough of low pressure, rain developed over southwestern Ontario early on the 2nd, pushing gradually eastward during the day. However, a cold front also pushed southward, changing the same precipitation from rain to snow, and creating hazardous road conditions for many parts of southern Ontario. Motor vehicle collisions were numerous. The Greater Toronto Area (GTA) was not spared, as 8 cm of snow fell between 8 PM and 1 AM on the 3rd of February, with temperatures dropping below zero. Then, after the snow abated during the morning hours, a second wave of snow spread back northward to include the GTA again during the afternoon of the 3rd, dropping another 6 cm of snow (this time with colder temperatures) and causing a second wave of motor vehicle collisions. The snow ended early on the 4th.

Highest total precipitation amounts were recorded in Niagara Region, with Welland recording 31 mm over two days.

February 17: Repeat “Rain, Then Snow” Event over Southern Ontario Exactly one month after the big snowstorm that hit parts of southern Ontario on January 17, another major storm produced significant

precipitation amounts across southern Ontario, but this time with different consequences. The pattern was similar to that of February 2, however, with mild air already in place on the morning of the 17th, and rain already falling early in the morning. Like the 2nd of February, a cold front descended southward across the region, dropping temperatures below zero and changing the rain to snow during the supperhour, but not before significant rainfall amounts had fallen and caused localized flooding, most notably in Brampton. Toronto Pearson reported 26 mm of rain followed by 13 cm of snow for a total of 36 mm of combined (melted) precipitation. Similar amounts were reported elsewhere across southern parts of southern Ontario.

February 19: Blizzard in Huron-Perth, GreyBruce Counties As a deep low pressure system tracked across Lake Superior towards the province of Quebec, a cold front crossed southern Ontario during the morning hours of February 19 and ushered in very high westerly winds, gusting as high as 80 km/h. In combination with snowsquall activity and blowing snow, brief blizzard conditions were reported in numerous locations, although the only regions that were under blizzard warnings were Huron-Perth and Grey-Bruce Counties. Many roads were closed as a result.

February 19-20: More Snow in the Northwest On the same day that southern Ontario was dealing with snowsqualls and blizzards, a low pressure system moving eastwards across the Prairies brought yet more snow and blowing snow to the Northwest, adding to the already-high amounts of snow seen in places like Kenora this month.

Kenora reported a two-day total of 18 cm, with a month-to-date total of 79 cm, way above the normal February snowfall of 19 cm, although 25 cm shy of a record.

This year, parents of Conseil scolaire catholique Nouvelon students will have the opportunity to follow a free French as a second language program. This 10-week course starting March 23 will be offered online by Collège Boréal. This program will support Anglophone parents to learn and communicate in French to better support their child's learning. Parents of children who will begin kindergarten in a CSC Nouvelon school in September 2022 are also welcomed to join this program. Spaces are however limited.

In a friendly atmosphere, parents will practice their French-language skills by participating in conversations and scenarios of daily life. Parents will become more comfortable in their ability to speak French and will be confident to better support their child in their learning.

This French as a second language program offered by Collège Boréal exclusively to CSC Nouvelon families, is of interest to families where one of the parents is a non-Francophone and who strive to offer a high level of bilingualism to their child by registering them in a French language Catholic school.

COVID vaccines and kids: 5 facts parents need to know (NC) Parents may have questions about COVID-19 vaccinations for their children. Here are some important facts: 1. The risk of kids getting sick and hospitalized Almost one in five cases of COVID-19 have been in children and youth under 19, and although their illnesses tend to be less severe, they can still get sick, be hospitalized, have serious consequences, spread the illness to others and experience longerterm effects. Children and youth with certain underlying medical conditions may be at increased risk for severe illness and hospitalization.

2. How the vaccines are studied and tested in children The COVID-19 vaccines were tested in youth and children through clinical trials. These clinical trials compared the immune response, safety and efficacy of the vaccine to a placebo. In these studies, no safety issues were detected, and the vaccine provided very good protection against COVID-19 after vaccination.

In Canada, children’s health and safety is taken very seriously. Vaccines undergo a thorough review before they are approved for use. When a vaccine is authorized, it is because the review has shown that the benefits exceed any risks.

3. The effectiveness of vaccines in younger age groups Health Canada has rigorous processes for approving and monitoring vaccines for children and adults. The vaccine currently approved works very well. In phase three clinical trials, the PfizerBioNTech vaccine was 100per cent effective at preventing COVID-19 with symptoms in youth (ages 12 to 15 years), and 90.7 per cent effective for children (ages 5 to 11 years) in the first few months after the vaccines were given.

4. Possible risks and side effects Side effects after vaccination are common and can occur as the body responds to the vaccine.

Some people have no side effects while others may experience some type of reaction. Generally, they are mild and may include pain at the injection site, headaches, muscle aches and/or fever. Side effects are expected to last only a few days.

Manufacturers will continue to collect safety information from clinical trial participants. As the COVID-19 vaccine is used more widely in children in many countries, new and reassuring information about its safety is becoming available. Canada’s stringent safety monitoring system will also continue to monitor for side effects as the vaccines is used.

5. Potential impact on pregnancy and fertility Individuals who may be thinking about having children are worried about vaccines affecting their ability to get pregnant now or down the road.

Doctors and scientists have been researching this as well and to date have found that people who are vaccinated as well as those who are unvaccinated conceive at the same rate.

As for getting vaccinated while pregnant, no pregnancy-related safety concerns have been identified in pregnant people who received an mRNA COVID-19 vaccine. It is very important for pregnant

people to be vaccinated to help prevent serious illness for themselves and to help prevent complications in the pregnancy. Additionally, vaccination during pregnancy may provide some additional protection to newborns by passing protective antibodies through

the placenta. These antibodies may protect the baby after birth.

During the press conference, Elliott was addressing questions about the backlog of operations and medical treatment when she stated, “We're opening up pediatric surgeries, cancer screenings, making sure we can let independent health facilities operate private hospitals; all of those things are possible because we do have the capacity.”

Officials from numerous associations and colleges were shocked by this stealth missile-like statement, seeing it as a preview of a Conservative government's plans for privatization. It foretells of a continuation of their 2019 Bill 74 – Connecting Care Act which would fund Health Service Providers and Ontario Health Teams to provide funding to patients to purchase and manage their own care. The Conservatives also want to give the cabinet the power to make changes to regulations and policies at any time without all-party debate or public consultation.

Ontarians can ill-afford to be complacent in protecting their rights and values. It is the duty of us all to be on watch, stay informed and be engaged in protecting what is most dear to us – be it our education system, social services, care for our most vulnerable or even our healthcare system.

Bad men need nothing more to compass their ends, than that good men should look on and do nothing.

Ontario's public healthcare system is the envy of millions around the world. Thankfully, Ontarians realize the inestimable value of the system both to our economic and societal strength and success. Tommy Douglas and the New Democrats were the architects of a publicly funded healthcare system that is the envy of the free world.

The Ontario NDP have been effective watchdogs under successive Liberal and Conservative governments. As the Loyal Opposition, we have held each government accountable to the people of Ontario. As a government in waiting, we commit to maintaining and building upon what we have by bringing in universal pharmacare and dental care.

We must not and cannot allow ourselves to let our guard down as has happened in Russia, where democracy was permitted to be eroded by power-hungry leaders and oligarchs' sleight of hand. All of us must stay informed and engaged in protecting our democratic society.
