An individual from
Chapleau is facing numerous charges following multiple property crimeinvestigations.
On June 14, 2023, shortly before 12:00 p.m., members of the Superior East Detachment of the Ontario Provincial Police (OPP) were notified of a theft of bicycle fromaresidenceonMonkStreet in Chapleau. On June 19, 2023, shortly before 9:00 a.m., police wereinformedthatanindividual was observed in possession of the stolen bicycle, on a trail behind Monk Street. The
individual fled the area prior to policearrival.
On June 17, 2023, shortlyafter2:00p.m.,Superior EastOPPwasnotifiedofatheft of an all-terrain vehicle from a residence on Lansdowne Street inChapleau.


On June 20, 2023, shortly before 1:00 p.m., SuperiorEast OPPwasnotified of two break and enter occurrences, which took place earlier in the month, on Connaught Street in Chapleau. That same day, police were notified of a theft of bicycle fromaresidenceonLorneStreet
inChapleau.
Extensive police investigationsrevealedthesame individual was responsible for all of these property-related offences. As a result, Xavier STONE, 32 years-of-age, of Chapleau has been arrested and chargedwith:

· TheftUnder$5000
· Possession of Property Obtained by Crime Under $5000-twocounts
· Possession of Property ObtainedbyCrimeOver$5000

There have been a total of 330 fires, 263 extinguishedandmorethan 264,000 hectares burned since April 12. Last year, therewereonly78wildfires thewholeyear.
The largest fire in thenortheastisCochrane7, which started June 2 and is still not under control. It is 26,576 ha in size and is located north of Lake Abitibi near the Quebec border.

by MichaelJ. MorrisChapleau was once known as the "premier sporting town of the north", according to Vince Crichton in Pioneering in Northern Ontario.


Thesportsplayedwerebaseball,hockey, football (soccer) lacrosse, curling and softball. Vincenotedthatitwas"remarkablethatalarge number of excellent players of all games came from this small community" adding that the SudburyStarwasalwayslavishintheacknowledgment of the ability of participants from Chapleau.

Thefirstathleticfieldwassituatedwhere the YMCAbuilding, and annex were on Lorne Street,butithadtobemovedtoGreyStreetnorth whentheYMCAwasbuiltin1908.Theplaying fieldandathleticparkwasontheeastsideofthe streetadjacenttotheProtestantcemetery.Itwas anexcellentlocationasitextendedacrosswhat became Connaught Street. It was also conveniently located for people to reach as it was withinwalkingdistance.
Inthesummermonthstherewasbaseball practiseonthefieldeveryweekdayevening.The senior and junior players would be there and pairedofftoformteams.Oftenthejuniorswould play the senior players and attracted a large crowdofspectators.
Despite this happy situation in 1925 the town council despite protests from the players and public divided the portion fronting Grey

Streetintolotsforhomes.Council decidedtobuildafieldinthegolf course area across the river, apparentlyitwasapoorsubstitute astherewerefewcarsinChapleau at the time and people would not walkthere.asaresult,therewasa declineinbaseballandfootball.
AstheeffectsoftheGreat Depression were being felt in the 1930s some form of sports was needed, and the public-school board permitted use of the school grounds but in the 1940s the Chapleau High School grounds were made available. It became the place for some great fastball startingafterWorldWarII.Lights werelaterinstalled.
Thehighschoolfieldisthe one I remember and many of the playerswerealsoonlocalhockey teamsinanexcellenttownleague in the winter months. The best of thebesthockeyplayersjoinedthe Chapleau Intermediate Huskies and a Junior team in the later 1940s . They preceded the ChapleauIntermediateAHuskies of the 1970s and the Chapleau Junior B Huskies founded in 1966.
Bythe1950sBobGrintonwhohadspent much of his youth in Chapleau returned as an official with the Canadian Pacific Railway and came to realize that youth were being excluded from ball teams. He obtained a large parcel of landattheeastendofElginStreetwhichbecame aLittleLeaguebaseballfieldknownasGrinton Park. The Chapleau Recreation Centre was locatedtherein1978.
Along the way football and lacrosse disappeared from the scene with curling stillontheagendaforsports minded citizens. A curling rinkwasbuiltonPineStreet andmovedtotherecreation centre. The first two arenas were on Lorne Street with the original replaced with the Chapleau Memorial Community Arena being opened in 1951. It became theMrs.A.W.MooreArena as part of the recreation centrein1978.
So much for background!!!! Over the yearsIhavebeenaskedwhowasChapleau'sbest hockey player. I have left that one alone until now but recently it has been suggested to me again.Ihavenotworkedoutallthedetailsyetbut this week I will include photos of some hockey teamstogetyouthinkingaboutit.BythewayI knowmytenfavourites.

WeareonlyafewdaysawayfromCanada Day,andtherecertainlyisalottocelebrate.While last year's celebrations were marked as a homecoming of sorts after a long couple of years dealingwiththeCovid-19pandemic,thisyeartruly feelslikeareturntoform.
Onthe156thanniversaryofConfederation, we once again see the fabric of our nation grow, change,and evolve.WhileCanadaDay celebrates the anniversary of Confederation, many may remember that Canada Day itself only officially existedsince1982,whenitwasrenamedfromthe former Dominion Day. This also means that this yearistechnicallythefirstCanadaDaywhereour HeadofStateisnotthelateQueenElizabethII,but KingCharlesIII.
We've celebrated some pretty remarkable milestones since last Canada Day. Prince Edward IslandofficiallybecameCanada's8thprovince150 yearsagoonJuly1,1873.Yukonofficiallybecame the second Canadian territory 125 years ago. Last September marked the 50th anniversary of the '72 SummitSeries,whichremainstothisdayasoneof themostsignificantsportingeventsinournation's history, one that established Canada as the dominanthockeynationonEarth.Mayofthisyear markedthe150thanniversaryofthecreationofthe Royal Canadian Mounted Police, which was originally established as the North-West Mounted Police.
It feels as if our nation is further coming into its own, and while many of us celebrate Confederation,othersmaychoosetomarktheday in a different context. In the two years since the discovery of unmarked graves from former residentialschoolscaughtnationalattention,many peoplehavechosennottocelebrate,buttomourn, reflect, and learn about the lives and history of Indigenous peoples. It's certainly possible to do both. We must acknowledge the errors of our nation's past and work towards correcting them. Canada has a troubled legacy of colonialism, racism and discrimination towards Indigenous peoples. For many of us, Canada Day can act as a catalyst to spend more time learning about these issues, reflecting on how we can better address these generational traumas, and work towards reconciliationwithFirstNationspeoples.
Canada Day also marks the real start of summer. It's certainly the best time of the year for people to decompress from a busy year, connect withfriendsandfamily,andtakethetimetoenjoy our own back yard in Algoma-ManitoulinKapuskasing. Our neck of the woods has a wealth of fantastic events, festivals, and celebrations that

keepgoingthroughouttheseason. Somehighlightsofthisyear'sfestivitiesinclude:
- The 46th Annual Manitoulin Ribfest & HomecomingWeekendinMindemoya,coinciding with Canada Day weekend, features live music performances,markets,andofcourse,ribs!
- The Hearst 100 centennial celebration which features weeklong activities from concerts, carshows,andguidedtours.
- Gore Bay's 10th annual Harbour Days, which includes the Meredith Street market, town theatreplays,andawholelotmore.
- Wiikwemkoong's 61st Annual Cultural Festival, which featuresAnishinaabeArts, Crafts, andawonderfuldancecompetition.
- Kapuskasing's Kap Kraze Tailgate, which featuresawealthofgreatcountrymusicartistsand ademolitionderby.

These are just a few of the exciting events happening around Algoma-ManitoulinKapuskasingthissummer.Weareallsofortunateto be in this remarkable part of the country, and it is my hope that you will take every opportunity to strengthen your bonds within the local communitiesthatmakeupourgreatregion. Tyler Corbiere from Manitoulin Island was found guilty of trespassing while in possession of a firearm, failing to stop for conservation officers, using a firearm carelessly to hunt, and unlawfully having a loaded firearm inaconveyance.Hereceived$10,000infines.In addition,tworifleswithscopes,aspotlight,range finder and binoculars which were seized as part
oftheinvestigation,wereforfeitedtotheCrown.
The court heard that on November 18, 2020,conservationofficerswererespondingtoa complaint of trespassing to hunt on Great La Cloche Island in the District of Manitoulin.
Conservation officers observed Corbiere trespassing to hunt whitetail deer. He was in possessionofaloadedhigh-poweredriflewhich he was aiming out of his truck window at a whitetail deer at the time officers made contact withhim.Herefusedtostopandtriedtofleefrom
INSPECTION Inspection of Herbicide Projects for Nagagami and Missinaibi Forests
The Ontario Ministry of Natural Resources and Forestry (MNRF) invites you to inspect the planned herbicide projects for the 2023 season. As part of our ongoing efforts to regenerate and protect Ontario’s forests, selected stands on the Nagagami and Missinaibi Forests (see map) will be sprayed with herbicide to control competing vegetation, starting on or about: August 1, 2023.

OntheafternoonofJune4,2023,aforest firewasreportedonanislandinCentennialLake inRenfrewCounty,thisfireescalatedandspread to the mainland affecting an area of approximately 45 hectares. This fire led to the evacuation of a number of dwellings on CentennialLake.Suspectsmayhavedepartedin theafternoonofJune4,2023,viaaboatlaunch in the vicinity of Wolfe Rapids Rd. near the Islandwherethefirewasstarted.

Most healthy adults and children will recoverquicklyfromsmokeexposuresandwillnot suffer long-term consequences. However, older adults, pregnant people, infants and young children, people who smoke, people who work outdoors, people involved in strenuous outdoor exercise, and people with respiratory or cardiovascular conditions may experience more severe short-term, as well as long-term chronic symptoms from smoke exposure. For these individuals, a well-fitted respiratory type mask, such as an N95, can help reduce health risk when outside.Masks,however,maynotfullyprotectyou from poor air quality. Contact your doctor if you have chest pain, chest tightness, shortness of breath, or severe fatigue. This is important for people with chronic lung or heart disease and for people who have not been previously diagnosed with such diseases. Smoke can “unmask” or producesymptomsofillness.

Don’t leave combustible patio furniture and cushions on your deck or porch. Instead, store those in a detachedgarageorshedwhennotinuse. Ifyouhavepropanebarbecuetanks,store those as far away from the building as possible. And never store firewood against the house. In addition to being potential fuel for a wildfire,
insects will use it to set up home right next to –andpossiblyinside–yours.

If you are building or renovating your homeinanareawherewildfiresarearisk,select morefire-resistantmaterialsfortheexterior,such as metal roofing, masonry walls or fibre cement boardforthesiding.
Triple-paned windows and fire-rated exteriordoorscanalsohelppreventfireentering yourhomethroughthosevulnerablespots.
If you’re building a deck, consider noncombustible composite materials. And, if you have a wooden fence, there should be at least a 1.5 metre gap – or a barrier of non-combustible materials such as gravel, river rock and patio stones–betweenitandthehouse.

Monitorlocalemergencyservicesforany evacuation orders. Make sure your vehicle is fuelledup,withthewindowsclosedandisfacing the street in case you need to make a quick getaway.

INSPECTION Inspection of Herbicide Project for Pineland Forest
The Ontario Ministry of Natural Resources and Forestry (MNRF) invites you to inspect the planned herbicide project for the 2023 season. As part of our ongoing efforts to regenerate and protect Ontario’s forests, selected stands on the Pineland Forest (see map) will be sprayed with herbicide to control competing vegetation, starting on or about: August 1, 2023.
The project description and project plan for the herbicide project is available electronically for public inspection by contacting the EACOM Timber Corporation office (subsidiary of Interfor East Ltd.) during normal business hours and on the Natural Resources Information Portal at https://nrip.mnr.gov.on. ca/s/fmp-online beginning July 1, 2023 until March 31, 2024 when the Annual Work Schedule expires.

You can be exposed to cyanobacteria or their toxins when you’re swimming, kayaking, canoeingorwindsurfing.Anywateractivitythat leadsyoutosuddenlyorrepeatedlyputyourhead underwatermayleadtoingestionorinhalationof theharmfulbloommaterial.

Most of us, at one time or another, have found ourselves in a situation that we thought was undoubtedly improbable or maybe one we could never even imagine. Rightnow,IfeellikeIaminoneof those surreal moments that I could not have imagined ten years ago, and if asked, I'd have said it was highlyimprobable.
Yet,hereIam,aMemberof theProvincialParliament,havingto challenge a government that seems bentontroddingontheprinciplesof democracy. I keep getting the urge to pinch myself to see if this is all real.
InNovember2022,theFord government passed Bill 3, the Strong Mayors, Building Homes Act and Bill 39, The Better Municipal Governance Act. PremierFordintroducedtheactsas part of the government's plan to tackle Ontario's long-time and expanding housing problems. Analysts say that Ontario doesn't have enough homes to accommodate our current population, let alone our future population, which continues to grow as we welcome newcomers to our nation. The

housing shortage has caused housing costs andrentstospiraloutof control.
Readers of this column will recalltwoweeksago,Iwroteabout howdemocracyisintendedtowork. My point was that a democratic government'ssuccessinmeetingthe needsofthepeopleisrelativetothe degree to which citizens are involved. Encouraging citizens to get involved and share their views gives elected leaders direction on governing. This is how we can ensure that our governments truly actincitizens'bestinterests.Thisis keytodemocraticgovernance.
For those who believe in democratic government, the issue regardingBills3and39isthatthey makeitpossibleforamayortomake sweeping changes with the support of only one-third of a municipal council. Changes not only in housingdecisionsbutalsoinaslew ofothers:
· Choosing to appoint the municipality's chief administrative officer(CAO)


· At the mayor's discretion, reorganize municipal departments and selectively hiring municipal departmentheads


· At the mayor's discretion,
creating and organizing council committees and appointing the chairsandvicechairs
· Proposing the municipal budget

· Raising matters with councilaswellasthepowertoveto by-laws if they believe that all or part of the by-law might interfere withaprovincialpriority
Ineffect,Bills3and39seta terrible precedent allowing a minoritytoforceissuestowhichthe majority of elected leaders object. This, ladies and gentlemen, is not democraticrule,nomatterhowyou wanttotwistitorjustifyit. What concerns me is how did Ontario, with a proud democratic conscience and history, end up seemingly endorsing an elected governmentthatisbentontrodding ontheprinciplesofdemocracy.AsI said above, I constantly have to pinchmyselftoseeifthisisallreal.
Premier Ford is a wily politician.Hewascageyinkeeping the roar of opposition subdued by implementing the strong mayors' legislation in parts. First, Mr. Ford took the bill for a test drive by bestowingthe“superpowers”onthe mayors of Toronto and Ottawa by passingBill39tosetthemupasthe 'elitist' group. Then, after making a couple of loops, he added a divide-and-conquer element by inviting only a select group of 26 more mayors to join the mayoral 'superpower' club. Again, he controls the roar of the people by dividing them. Andthen,oncetherestofthe province sees the power neighbouring municipalities wield, the Premier could bestowsuperpowerstatuson allcities.
IntheDecember16th,2022, issue of Policy Options, Zack Taylor and Marton Horak wrote that to avoid backlash from Ontarians, “the Ontario government appears to be transferring political responsibility for


the housing crisis to big-city mayors. If affordable housing does not materialize in strong-mayor cities, theprovincecanblamethemayors.”
Thus, Premier Ford will set itallupsothataminorityofmunicipal leaders rule the majority of people and leaders. This is not democratic,nomatterhowyouwant to shake it up.And if Ontarians are unhappy, they will blame the municipalleaderswhilethePremier and his government walk away white-glove clean. The situation bringsthestoryofTomSawyerand thepicketfencetomind.ButifAunt Polly was unhappy with the completedjob,Tomcouldholduppainfree hands and point to those he connedintodoingthedirtywork.
Understandably we Northerners might readily dismiss the above issue as something that pertainsonlytolargercommunities inSouthernOntario.However,todo so would be a mistake. Yes, he did introduce the concept to Ontario's prominent cities - Toronto and Ottawa. But recently, he enticed 26 more communities to join the club. Thereisnodoubtmanymorecities not included this time will follow suitsoon.Ultimately,itwillbeafait accompli, and the legislation will apply to all cities, towns, and municipalities, even here in Algoma-Manitoulin. After all, the money to be made developing and expanding smaller communities is justasgoodasthatfromlargerones.
When I first ran for office in 2011, it never dawned on methatIwouldeverbeputintothe position of having to fight our government for fundamental democracy. I'm going to be black andbluebythefall,pinchingmyself torememberthisisreal.
