Legion joins chorus of anger over conditions in long-term care Calls for improvements largely ignored by governments for years

T

he Royal Canadian Legion is demanding better and humane treatment for Veterans and Seniors in all long-term care centres in Canada. This comes after a damning report about conditions in some Ontario centres, as observed by the military’s Joint Task Force (central). The Legion sent a letter to Prime Minister Trudeau this week, asking for immediate action not just in Ontario but across the country.

“Many of our Veterans are in long-term care, and to know that some of them are being mistreated and ignored is shameful,” says Thomas D. Irvine, Dominion President. “The fact that our governments have known for a long time that some of our most vulnerable citizens are living in deplorable conditions during their final years of life, is disgraceful. We need a systemic overhaul – and now.”

Previous governments have failed to address this ongoing issue adequately and Canada now finds itself in a deadly quagmire. It took a pandemic to truly expose this multifaceted crisis. observations. These homes are failing our most vulnerable citizens. We demand that today’s acknowledgement by the Prime Minister and Premier of Ontario of this “disturbing” and “gutwrenching” reality be followed by immediate actions to provide safe and humane care for our Veterans and Seniors – in Ontario and across the country. – The Royal Canadian Legion, May 26, 2020 The Legion has long been asking for an improvement in access to long-term care beds for Veterans, and for better conditions in care centres. There has been limited success when it comes to provision of beds, and some care centres may be doing well, but the overall living conditions for Veterans and Seniors in Canada are woefully inadequate.

Through the Legion’s Ontario Command, evidence and opinions have been shared for over 20 years – with Prime Ministers, Ministers of Health, Premiers, local leaders, local Health Units and others. Letters to government leaders were written and ignored. Stories about problems with feeding, health care, cleanliness, unchanged undergarments and more, were provided.

Outside groups have shared similar stories, and bountiful research about how to improve conditions, exists.

“We have been shouting from the rooftops for many years,” says Dave Gordon, Chair, Veterans Services and Seniors Committee at Ontario Command. “In most cases if not all, many staff members at long-term care facilities are underpaid for the work they do.”

In an effort to help, the Legion’s Ontario Command itself has made millions of dollars in

financial donations to Ontario long-term care homes over many years. Other Legion Commands and Branches have made contributions in many parts of the country as well.

“The time to act and end this intolerable situation, is now,” says Irvine. “After what they have done to help build the foundation of the society we enjoy, our Veterans and our Seniors deserve much better in their later years.”

Trivia quiz Borrow questions from a trivia board game, make up your own or ask each guest to prepare some ahead of time. To avoid sharing supplies, make sure everyone has their own paper and pencil.

OBITUARY Gerrit Schuurman It is with a heavy heart that the family of Gerrit Schuurman announce his passing on May 23rd, 2020 at the age of 83 at the Bignucolo Residence in Chapleau. Loving husband to Joan Schuurman for 57 years. Gerrit will be fondly remembered by his children: Gerrit Bruce (Nicolle), Catherine (Ricky) Marcotte, Michael (Lisa) and Elizabeth (Leonard) Anderson. Proud Opa of Anthony, Maigen, Melissa, Robert, Shane, Kendra, Nathan and Mathew. Great-Opa to Logan and Abigail. Son of the late Gerrit and Grada (nee Burghout) Schuurman. Predeceased by his siblings and their spouses the late Hendrikus/Henk (the late Jantje/Jenny), the late Jannetje/Janny (the late Arthur) Woolley, the late Johannes/John (Margaret) and the late Frederick/Fred. Gerrit will also be remembered by his many nieces, nephews, and friends.

Gerrit is best known as a hard-working family man. He owned and operated the family working farm as well as a full logging operation for 44 years. Gerrit was most proud of his children and their families and the legacy that he will be leaving behind. He was declared an honorary member in March 2015 by the Iron Bridge Lions Club for his dedicated service and volunteer work over many years. In March 2010, Gerrit suffered a massive stroke and as a result he became a resident of Golden Birches in Blind River. Despite the many challenges Gerrit faced following his stroke, he always portrayed a genuine smile and a happy disposition to those around him. In May 2019, Gerrit moved to the Bignucolo Residence in Chapleau and resided there until his final day.

The family would like to extend their appreciation and gratitude to the staff at both Golden Birches in Blind River and BignucoloResidence in Chapleau for their unwavering professionalism, inclusion of the family in ongoing decision making, the compassion they provided towards our family over the years and the care they provided to our loving Father/Opa/Great-Opa. Thank you to the staff of the Bignucolo Residence and the Activation Department most recently during the constraints of the COVID-19 pandemic, for providing daily video chats, organizing window visits and the numerous updates which were greatly appreciated.The family would also like to thank Dr. K. Saari for the care given to Gerrit and to the staff present at his passing for their compassion and care they extended towards our family.

Michael J. Morris The Chapleau Brass Band was established at a meeting on December 6, 1888, according to a chapter in Pioneering in Northern Ontario by Vince Crichton, and it became an important part of community life for many years.

At this time in Chapleau's early history, about three years after the arrival of the Canadian Pacific Railway in 1885, a J. Gill was operating a skating rink, and his offer to have the band play in the rink for a fee of $2.00 a night and $5.00 for carnivals was accepted by the band, Vince wrote.

Chapleau Band played for King George VI and Queen Elizabeth during Royal Tour in 1939 The first bandmaster was J.B. Woods while secretary treasurer was H.L Nicholson, and Mr. Woods was also appointed as the first instructor at a "salary" of $2.00 per member.

A Mr. Garneau arrived in Chapleau from France to work in Chapleau and apparently he was an excellent cornet player. He took over as instructor at a salary of $40.00 a month.

Vince relates an amusing story that was told by J.B. Dexter an early prominent citizen to D.O. Payette who arrived in 1904. Shortly after Mr. Garneau arrived the Governor General of Canada's train was passing through Chapleau on its way to Western Canada. The band was invited to play at the station. "Mr. Garneau who was not well versed on patriotic music on this side of the Atlantic had the band play 'Yankee Doodle' as this was one of the pieces they played best."

This reminds me of the visit to Chapleau in the 1970s when a band from the United States was in the community at the opening of the airport terminal building. Ralph Stewart, the member of parliament was also present and the bandmaster invited Ralph to conduct the band for the National Anthem. With Ralph conducting this very distinguished band played the American National Anthem!!!!! Not Ralph's fault of course.

By 1904, the Chapleau band which by then had a house of its own on Pine Street beside the old Fire Hall which it rented out for many years practised in an arena built by Lombard LaFrance on Lorne Street.

For decades, New Democrats brought seniors issues to parliament explaining that too many are vulnerable or unable live in dignity.

While there was a time people were encouraged to worry more about minor tax breaks than Canada’s senior and vulnerable populations, the heavy toll that COVID-19 has extracted from Long Term Care Facilities (LTCFs) has proven those priorities were off-point.

By now, this should be no surprise given the fact that these facilities were hit hardest by the pandemic. In a few instances the military was asked to step in to provide care that overwhelmed staff were unable to. That experience led to a Canadian Armed Forces (CAF) report which confirmed the worst and proves there is much work to do to achieve the dignity most of us would want for our loved ones.

The report is clear that seniors and those employed in these facilities were put in horrible situations. The infractions listed are numerous and shocking. From sitting in soiled diapers all day to not being bathed in weeks, many of the issues exposed point to a limited work force and a

for those with mobility issues. Cleanliness, insect infestations, improper food for individuals with dietary restrictions were among the many other problems that should not have required CAF assistance. Among the biggest take-aways is that these institutions are willing to collect profits while residents suffer, and employees struggle to meet basic need due to a shortage of supplies and assistance.

The pandemic has highlighted this tragic situation, but governments have known about the issues in long-term care for years. One feature of these facilities is that they often hire people in such a way as to avoid the obligations of full-time employment. This job insecurity meant that LTCF employees often worked at more than one facility.

This helped the virus spread and also contributed to the lack of institutional memory that many facilities exhibited.

All the while the government has been hiding behind provincial jurisdiction, but it is clear that Canadians aren’t accepting that answer and are looking for federal leadership so problems can be addressed in a singular way. While the government must work with the provinces to ensure much better care, the fact is there is room for a federal investment that would lay the groundwork for strong federal regulations. This would help those

This would help families be confident their loved ones will have the care they deserve. That means inspections, appropriate levels of care, and staff ratios that are designed to prevent the spread of disease.

Seniors are not the only ones who require assistance when it comes to LTCFs, the workers who are relied on to provide care and a clean facility need a guarantee too. This means providing wages that reflect the value of their work and allow them to live in dignity as well. This would help curb the need for these employees to hold multiple jobs which has played a role in spreading COVID-19.

These workers also require safe workplaces and access the necessary protective equipment.

While it’s not surprising that we have arrived at an era where long-term care is provided by for-profit facilities, it is now time to ask ourselves if that is the best model to continue with.

With a focus on profits, the consequences have been significant and predictable. When we emerge from the pandemic, this will be among the most pressing issues to fix so that those who have worked and contributed their whole lives are able to live in dignity.

Un rapport sur les soins de longue durée: un réveil alarmant pour les Canadiens Pendant des décennies, les néo-démocrates ont soulevé des questions relatives aux personnes âgées au Parlement, expliquant que trop d'entre elles sont vulnérables ou incapables de vivre dans la dignité. Il fut un temps où l'on encourageait les gens à s'inquiéter davantage des petits allégements fiscaux que des populations âgées et vulnérables du Canada. Le nombre élevé de victimes reliés au COVID-19 dans les établissements de soins de longue durée (ESLD) révèle que ces priorités étaient hors sujet.

Cela ne devrait pas être une surprise, étant donné que ces établissements ont été les plus touchés par la pandémie. Dans quelques cas, il a été demandé à l'armée d'intervenir pour fournir des soins que le personnel débordé n'était pas en mesure de fournir. Cette expérience a donné lieu à un rapport des Forces armées canadiennes (FAC) qui a confirmé le pire et démontre qu'il y a beaucoup de travail à faire pour atteindre la dignité que la plupart d'entre nous souhaiteraient pour nos proches.

Il a été extrêmement décevant d’apprendre que des personnes âgées recevaient des traitements agressifs, tels que les transferts des gens ayant des problèmes de mobilité ou l’alimentation forcée. La propreté, les infestations d'insectes, une alimentation inadéquate pour les personnes ayant des restrictions alimentaires étaient parmi les nombreux autres problèmes qui n'auraient pas dû nécessiter l'aide de la CAF. L'un des plus grands inconvénients de ces institutions est qu'elles sont prêtes à encaisser des profits alors que les résidents souffrent et que les employés luttent pour satisfaire leurs besoins fondamentaux en raison d'une pénurie de fournitures et d'assistance.

La pandémie a mis en lumière cette situation tragique, mais les gouvernements sont au courant des problèmes liés aux soins de longue durée depuis des années. L'une des caractéristiques de ces établissements est qu'ils embauchent souvent des personnes de manière à éviter les obligations d'un emploi à temps plein. Cette insécurité de l'emploi fait que les employés des

F S L D travaillent souvent dans plus d'un établissement. Cela a favorisé la propagation du virus et a également contribué au manque de mémoire institutionnelle dont souffrent de nombreux établissements.

Pendant tout ce temps, le gouvernement s'est caché derrière la compétence provinciale, mais il est clair que les Canadiens n'acceptent pas cette réponse et qu'ils cherchent un leadership fédéral afin que les problèmes puissent être traités de manière singulière. Bien que le gouvernement doit travailler avec les provinces pour assurer une meilleure prise en charge, le fait demeure qu'il y a un énorme besoin d’investissement au niveau fédéral afin d’établir des normes nationales distinctes. Cela aiderait ceux qui reçoivent des soins et ceux qui les fournissent également. Le fait que nous essayons d’économisser quelques sous quant-aux soins des personnes les plus vulnérables prouve que les priorités doivent être modifiées dans ces établissements.

Always in need of a cornet player, the band was told about a young Englishman in Fort William who was a wonderful player. He needed work and it was not too long before Tommy Jordan arrive in Chapleau to work for the CPR. Vince relates how they kept Tommy in Chapleau. At a meeting Bill Wallace Told the group " Look here, he is an Englishman, the same as I am. They are all wanderers and the only way we can keep him here is to get him married." As the story goes, a young Scottish girl by the name of Mary Dickie had moved to Chapleau.

It also snowed and the Royal Train was later arriving in White River --- the night of May 22-23, 1939.

Thanks to Ford’s hydro rate hike, Ontario families will pay 12.8 cents per kilowatt hour starting today, up from 10.1 cents per kilowatt hour.

“Ford promised a 12 per cent drop in electricity bills, and instead he’s only hiked them higher and higher,” said Tabuns. “Everyday families are paying for his failure to fix the broken, privatized system. The government should be doing more to lower electricity bills, not making them more expensive in the middle of a pandemic.”

So far, hydro rates have gone up almost two per cent on Ford’s watch, after Ford campaigned on lowering electricity bills by 12 per cent. That promise was made in the wake of years of skyrocketing bills under the former Liberal government, which sold off Hydro One.

Cependant, l'odeur semblait y être plus forte. À côté d'elle se trouvait la baignoire. Était-ce là d'où venait l'odeur ? Elle déplaça anxieusement le rideau de douche.

Soudainement, elle ne pouvait plus s'empêcher d'avoir un haut-le-cœur. Son estomac lui faisait mal et l'odeur était trop nauséeuse. Elle vomit partout sur ce qu'elle venait de découvrir. Les yeux d'Amélie étaient écarquillés par la peur, elle s'essuya la bouche. Il lui était difficile d'assimiler ce qu'elle voyait, mais elle comprit finalement. Une femme… Non, les restants d'une femme. Ce qu'elle voyait était horrible. La femme était nue, des bleus couvraient son corps… et ses seins avaient été coupés, introuvable… Était-ce le « poisson » ?! Était-ce pourquoi qu'il avait un tel aspect rouge ?

Amélie ne pouvait pas s'empêcher de sortir de la salle de bain et de pleurer, était-ce ce qui allait lui arriver ? Non, elle ne laisserait pas ce monstre faire ces choses répugnantes à elle ni à d'autres femmes.

Amélie, qui était tellement confiante de le tuer, était maintenant devenue confuse. Elle s'assisait à côté de lui en regardant le sang qui trempait ses vêtements. Le temps passa, même si elle n'en était pas réellement consciente. Elle avait pris la bouteille de pilules qui était dans la paume, maintenant froide, de Marcel.

Rispéridone… Prendre 2 milligrammes par jour… Anti-hallucinogène… Symptômes…

Anxiété, dit-elle à haute voix en lisant l'écriture sur la bouteille.

Elle regarde à nouveau Marcel, le sang avait créé une flaque autour de lui maintenant.

Quelque chose en lui sembla familier. Elle commença en retournant dans la salle de bain, l'odeur n'était plus là et avec un coup d'œil dans la baignoire elle découvrit qu'elle est vide. Ontario Weather Review: May 2020 A Tale of Two Seasons Temperatures and Precipitation At first glance, the temperature anomaly map for May shows a continuation of the belownormal temperature trend in Ontario, but it only tells part of the story. The first half of May was freezing. While under the grip of the unseasonably cold weather, record low temperatures were set on several days, namely on May 4th, 5th, and between the 9th to the 14th. Around the mid-month mark, a significant warming trend established itself, pushing temperatures above normal values. That warm half culminated with three summer-like days, where record maximum temperatures melted away former daily extremes set between May 26 and 28. On May 27th, the daily maximum temperature recorded in Ottawa (35.0) beat the former record (33.9°C) set back in 1914. Overall, May ranged from normal, in the Northwest and parts of the East, to cooler than normal elsewhere with anomalies of -1 to -3°C. May was dry. Another thunderstorm on the 26th caused localized wind damage to parts of Oro-Medonte, on the north shore of Lake Simcoe; trees and wires came down and a barn suffered roof damage. In the Northeast, damage was reported from a thunderstorm near Ramore and Matheson, about 60 km east of Timmins; a tree was uprooted and roof shingles of a house were ripped off and scattered over adjacent yards and over the road. Golf-ball sized hail was observed.

Outlook for June Temperatures are forecast to be somewhat above normal across the province, except along the Hudson Bay coast. Precipitation is forecast to be below normal for the first two weeks in the Northeast and the South, near normal to somewhat above normal in the Northwest; there is no clear signal beyond two weeks.

We have a Toll Free Crisis Line which is staffed 24 hours a day. We can arrange for free transportation to the Centre for women who live in the Algoma/Chapleau area. We also offer support to women who live in the communities of Chapleau, White River, Dubreuilville, and Hornepayne through our Outreach Program. Our Outreach Worker travels to those communities to meet with women who need emotional support as well as information about their rights and options. If you need to speak with the Outreach Worker when she is in your community, you can call the Centre at any time to set up an appointment. You do not need to be a resident of the Centre in order to use our services. If you need someone to talk to or if you just need someone to listen, call our Toll Free Crisis line at 1800-461-2242 or you can drop in at the Centre. We are here for you.

NDP MPPs pressure Doug Ford to provide emergency funding to municipalities to prevent deep cuts to essential local services NDP MPPs Jeff Burch (Niagara Centre), who is the Official Opposition Municipal Affairs critic, and NDP House Leader Gilles Bisson (Timmins), have urged Doug Ford to commit to providing emergency operating funding right away for municipalities so they can continue to run day cares, transit systems, public health units, water treatment facilities and so much more, after the pandemic has left municipal budgets on the brink.

“Cities and towns across this province are passing motions, sending letters and pleading for emergency operating funding to help them

weather this storm,” said Burch on Wednesday at the Ontario legislature during question period.

“From Niagara to Sudbury to Toronto, local governments are bleeding cash and facing shortfalls in the millions yet this government refuses to act – and it’s cities, towns and everyday Ontarians who will pay the price with tax increases and cuts to services. Will the Premier commit to supporting municipalities by providing emergency operating funding now?,” asked Burch.

reminded the Premier that municipalities are at the forefront of the COVID-19 pandemic, with growing pressure on services such as public health, ambulance and bylaw enforcement.

“The Premier and Minister Clark should be doing something, not just talking to the federal government. That’s the long and the short of the story,” said Bisson. “Will you please help our municipalities? They can’t afford it.”

S’il n'est pas surprenant que nous soyons arrivés à une époque où les soins de longue durée sont fournis par des établissements à but lucratif, il est temps de se demander si c'est le meilleur modèle à poursuivre. L'accent étant mis sur les profits, les conséquences ont été importantes et prévisibles. Lorsque nous sortirons de la pandémie, ce sera l'une des questions les plus urgentes à régler pour que ceux qui ont travaillé et contribué toute leur vie puissent vivre dans la dignité.
