Revised School Year Calendar for 2020-2021 Approved by School Boards

ased on June 30, 2020 Ministry memo, boards were encouraged to start the school year by September 1, 2020 to maximize instructional time for students.

Further, it advised that boards schedule three Professional Activity (PA) Days prior to the start of student instruction, to allow for some training that may be necessary to prepare for the reopening of schools.

The Revised calendar for 2020-2021 includes a 194-day school year, comprised of 187 instructional days and seven PA days. In following the Ministry's advice, the two PA days that had been approved for October 23, 2020 and November 20, 2020 will be moved to September 2, 2020 and September 3, 2020. On the secondary calendar, there are the same 10 scheduled examination days scheduled.

With six weeks to go, Ontario government has still not announced funding to ensure safe reopening of schools The Ontario government's reannouncement today of capital funding for new schools does nothing to prepare the province for the safe return of students and staff to schools this September.

“All summer, ETFO has pressed the government to provide sufficient emergency funding to ensure a safe return to school. So far, the government has offered nothing,” said Sam Hammond, President of the Elementary Teachers' Federation of Ontario (ETFO).

“Today's re-announcement of already allocated long-term investments shows a clear disconnect between this government's priorities and those of parents, students and educators. The reality is that, at this point in time, school boards do not have the necessary funds to deal with the COVID-19 pandemic.”

School boards need funding for masks/personal protective equipment (PPE), handwashing facilities and twice-daily enhanced cleaning and disinfection of schools,

which will require additional custodial staff and supplies. They also need to ensure many other enhancements to keep everyone safe such as building ventilation that meets recommended standards. Funding for additional staff will also be critical to a safe and healthy return. “ Wi t h o u t t h i s e m e r g e n c y funding, we are sending students and educators into a work and learning environment where safety is not assured. This scenario suggests that the government priorities for restarting the economy are greater than protecting the province's children, educators, parents and their communities,” added Hammond.

Ontarians are nearly twice as likely to agree that spending on public education is more important than eliminating the deficit, according to a study recently released by the Ontario Public School Boards' Association (OPSBA).

Michael J. Morris Michael McMullen, my co-author of The Chapleau Boys Go to War and my cousin, continues his research into Chapleau history and came across the story of Private Gorringe who served in World War i but is buried in Chapleau.

The good people of Chapleau turned out in large numbers for his funeral service at St. John's Anglican Church. An interesting read as Private Gorringe had no other connection to Chapleau.

On December 6, 1916, Rev P.R. Soanes conducted a military funeral service at St. John's Anglican church at Chapleau for Private Thomas Gorringe, who died two days earlier at Lady Minto hospital.

Dr. J.J. Sheahan wrote that a large number attended the service as businesses and schools closed. He Rev. P.R. Soanes also indicated that no more respect and sympathy could have been shown by the townsfolk even though Private Gorringe was not a member of the Chapleau community. Who was Private Gorringe?

Thomas Gorringe was born in Brighton, in the county of Sussex, England on October 31, 1877, the son of Thomas and Sarah Winters Gorringe. It is not known when he came to Canada but he was living in Winnipeg in 2014 when he was a member of the 100th Winnipeg Grenadiers. On September 23, 1914, he enlisted at Valcartier, Quebec in the Canadian Expeditionary Force and was shown as being in the 11th Battalion. This enlistment would have been less than two months since World War I began, so he was a very early volunteer. His attestation form showed that he had previous military experience in the 1st Sussex Garrison Artillery in England. He was 5 ft. 11 3/4 in. in height, dark complexion, blue eyes and black hair. His religion was Church of England and his occupation was as a driver. He was deemed to be medically fit.

Chapleau Paused and Paid Tribute to a World War I Soldier Unfortunately, there are no surviving records outlining his training at Valcartier, but it must have been short as his unit sailed for England on or about October 1, 2014. On January 13, 2015 at Netheravon, a village within the Salisbury Plain in southwest England, a Canadian military medical board recommended and it was approved, that he be returned to Canada to be discharged as medically unfit. It was determined that he had defective hearing and epilepsy. He was returned to Canada arriving on February 2, 1915 and went on to Winnipeg.

Yet less than five months later he volunteered again, this time in Winnipeg. On June 3, 1915 he completed another attestation form and enlisted in the 61st Battalion. Even though he had been recently discharged as medically unfit, he was again considered medically fit. It is unclear what his military service was following this enlistment because there is no paper trail.

But at some point, he was discharged because he enlisted again in Winnipeg on February 28, 1916. He completed his third attestation form.

He showed that he was now employed as an iron worker and had been married on January 11, 1916 (Margaret Alice Gorringe). He again was deemed medically fit.

He left Canada from Halifax with the 53th Battalion on March 29, 1916 and arrived in Liverpool, England 11 days later. After about two months of training and being transferred to the 28th Battalion, he was sent to Le Havre, France and was in the field on June 11th. Shortly thereafter, following intensive artillery bombardments of their position near Boulogne, including two gas attacks, he started having headaches and convulsions. When his condition worsened, he was invalided back to a hospital facility in England in early August. It was then learned that he had a history of occasional mild epileptic seizures since childhood and that two brothers had the same disease. His short time in France at the front had seriously worsened his condition and the convulsions were becoming more frequent and stronger. Following a military medical board on September 16, 1916 at M o o r e Barracks Hospital at Shorncliffe approval was given that he be sent back to Canada and discharged as medically unfit due to epilepsy and associated issues. He sailed for Canada on

October 14th, arrived at Quebec City on October 27th and was on his way to a convalescent home in Winnipeg by train when he came to Chapleau.

On November 1, 1916, after suffering convulsions on the train, Private Gorringe was taken off at Chapleau and immediately admitted to Lady Minto Hospital. According to Doctor Sheahan, he suffered violent and frequent convulsions during the first day in hospital.

However, over the following weeks the frequency and intensity of the attacks lessened.

During his stay in hospital he was also treated for pleurisy, pneumonia and lingering bronchitis.

After a month in hospital his condition seemed to stabilize, but in early December his convulsions recurred causing his death on December 4th.

Perhaps, many of the townspeople of Chapleau who attended his funeral service saw in him a son, a father, an uncle, a brother, a husband or a friend, who was currently in the battlefields of France and Belgium or was soon to be shipped there from Canada. Here in Chapleau was a soldier, who had been in battle in France, was returning home to Winnipeg and died in Chapleau. By December 4, 1916, the date of his death, there were nine Chapleau Boys who had died since the start of World War I in 1914 according to the book The Chapleau Boys Go To War. They were buried or commemorated abroad and would not return to Canada. As well, most of the 62 recruits of the 227th Battalion (Men of the North) who volunteered for service in Chapleau were in Hamilton in December 1916, continuing their training and would be on their way to Europe in April 1917. It is likely the death and funeral of Private Gorringe would have brought dreadful thoughts to many in Chapleau. There could be military funeral services in Europe for loved ones who died as the war continued unabated in Europe, and they would not be able to attend to pay their final respects. They could, however, show respect and sympathy for all by attending Private Gorringe's funeral service.

The House of Commons was busy this week (July 20th) in part due to an arrangement New Democrats negotiated earlier in the summer to ensure sittings over the traditional break period.

The deal was struck so that MPs would be able to debate special measures needed to address the pandemic throughout the summer months instead of waiting until late September when the parliamentary calendar would have brought parliament back. With concessions gained on the legislation the government brought forward this week, the wrangling has already proven to be worth the effort.

The bill addresses a number of measures that will help us work through our challenges, but none was more anticipated and welcome than the monetary help for more disabled Canadians. While the assistance was announced long ago, the government’s initial offering was too limited in scope and buried inside legislation that couldn’t work its way through parliament. That meant those

similar to the issues we had with the proposal to slightly adjust Employment Insurance, which was the government’s initial attempt to address those who had lost their jobs or the ability to perform them when the pandemic struck. We suggested a payment that met need and would allow people to be able to shelter in place which led to the creation of the Canada Emergency Response Benefit, which most people know as the CERB. The same scenario played out with the Canada Emergency Wage Subsidy (CEWS) which was initially pegged at a woefully inadequate 10% which we negotiated to the 80% mark.

It’s easy to see where the government’s focus has been throughout the pandemic and it clearly isn’t on the ‘little guy’. While disabled Canadians were forced to wait for 60 days until the government relented and expanded the scope of those who will receive the one-time $600 payment, banks were given help in four days. During the 60day period the government also attempted to pad the pockets of their friends at the WE charity to the tune of $43 million so they could administer a $900 million program for student volunteers that didn’t even match minimum wage requirements in any

Canada’s disabled population. The initial proposal only offered the payment to those who were eligible for the Disability Tax Credit, it will now also include those who collect Canada Pension Plan Disability (CPPD) benefits as well as individuals receiving Veterans Disability Pensions. If you’re asking why this took 60 days to arrive at, so are we.

Other measures in the legislation will remove the overly punitive approach to those who received the CERB in error, which the NDP had insisted on as well as our request the CEWS be extended with more flexibility built into the program to ensure as many businesses as possible will be able to survive the pandemic. This is in stark contrast to other parties who demanded committee sittings so their MPs could receive more time criticizing the government in the media. The difference in approach is stark.

Every step of the way, the government has been forced to focus on those in need. Whether it is the CERB, CEWS or help for those with disabilities, our work has brought significant improvements to the tepid approach the government has taken.

Le projet de loi comporte un certain nombre de mesures qui nous aideront à surmonter nos difficultés, mais nulle n’était plus attendue et mieux accueillie que l’aide financière accordée à un plus grand nombre de Canadiens handicapés.

Bien que l’annonce d’une telle aide remonte à longtemps, l’offre initiale du gouvernement avait une portée trop limitée et elle était enfouie dans un projet de loi que les partis d’opposition ne pouvaient pas appuyer. Cela signifie que les personnes handicapées ont dû attendre plus longtemps avant de savoir quand elles recevraient leur aide.

Les néo-démocrates étaient mécontents de la première version du projet du gouvernement parce qu’il fallait que la portée en soit élargie pour venir en aide à davantage de personnes dans le besoin. Cela est analogue aux objections que nous

avions quant à la proposition d’ajuster légèrement l’assurance emploi, qui était la première tentative du gouvernement d’aider les personnes qui avaient perdu leur emploi ou la capacité de l’exercer lorsque la pandémie a frappé. Nous avions alors proposé un paiement qui permettrait aux gens de subvenir à leurs besoins, ce qui a conduit à la création de la Prestation canadienne d’urgence (PCU). Le scénario s’est reproduit avec la Subvention salariale d’urgence du Canada (SSUC), qui avait été initialement fixée au taux ridicule de 10 % et que nous avons négocié jusqu’à 80 %.

Il est facile de voir où le gouvernement a concentré son attention tout au long de la pandémie, et ce n’est manifestement pas sur les simples citoyens. Si les Canadiens handicapés ont dû patienter 60 jours avant que le gouvernement cède et accepte d’élargir la portée de son programme pour englober les personnes qui recevront le paiement unique de 600 dollars, les banques, elles, n’ont attendu que quatre jours. Pendant ces mêmes 60 jours, le gouvernement a également tenté de remplir les poches de ses amis de l’organisme de charité UNIS à hauteur de 43 millions de dollars, leur confiant l’administration d’un programme de 900 millions de dollars visant les étudiants bénévoles et qui ne correspondait aux exigences du salaire minimal d’aucune province. L’argent était là pour leurs amis, mais il a été difficile d’en obtenir pour ceux qui en ont le plus besoin.

Dorénavant, les prestations seront versées à un plus grand nombre de personnes qu’elles ne l’auraient été, au lieu de faire fi de 60 % de la population handicapée du Canada. Si la proposition initiale n’offrait le paiement qu’à ceux qui étaient admissibles au crédit d’impôt pour personne handicapée, elle inclut désormais également les personnes qui perçoivent des prestations d’invalidité du Régime de pensions du Canada (RPC), ainsi que les personnes qui reçoivent une pension d’invalidité d’ancien combattant. Si vous vous demandez pourquoi il a fallu 60 jours pour en arriver là, nous sommes aussi perplexes que vous.

D’autres mesures législatives supprimeront l’approche trop punitive à l’égard de ceux qui ont reçu la PCU par erreur, ce sur quoi le NPD avait insisté, et, à notre demande également, la SSUC aura une grande souplesse afin que le plus grand nombre possible d’entreprises puissent survivre à la pandémie. Cela nous distingue radicalement des autres partis qui ont exigé que les comités siègent simplement pour que leurs députés puissent disposer de plus de temps pour critiquer le gouvernement dans les médias. La différence d’approche est marquée. À toutes les étapes, nous avons forcé le gouvernement à se concentrer sur les personnes dans le besoin. Que ce soit la PCU, la SSUC ou l’aide aux personnes handicapées, notre travail a amélioré considérablement l’approche nonchalante adoptée par le gouvernement.

Fraud a growing concern during COVID-19 (NC) While the technology we use for day-to-day banking continues to advance, fraudsters are perfecting their methods to get your money. Scams are becoming so sophisticated that they are increasingly difficult to detect.

Fraudsters often pose as collection agencies or financial service companies offering loans, debt consolidation and other services. Scams include unsolicited texts, emails and calls requesting urgent action or payment. They may seem to come from a financial institution, but be wary of this type of request because financial institutions will never ask for personal information, login credentials or account information by email or text.

Unless you have contacted your financial institution, you cannot be certain that a call, email or text you receive is really from your financial institution. If you are concerned, contact your financial institution. And to protect yourself, make sure you never provide your personal or financial information by email or text.

Also, do not click on any links or attachments in unsolicited texts and emails. It is always best to enter your financial institution’s website into your browser yourself.

What to do if you fall victim to financial fraud If you are a victim of a scam, it is important to immediately inform your bank and credit card companies, if appropriate, to see whether any accounts have been opened in your name or whether your existing accounts have been

tampered with. If at any time your accounts or credit cards have been compromised, change your password.

By reporting the fraud, you will save other consumers. It is important to report the incident to the local police. You can also contact the Canadian Anti-Fraud Centre at 1-888-495-8501 or fill out an online report.

How will the pandemic affect your retirement (NC) A few short months ago, a global pandemic was seen by many as a theoretical risk. Today it is causing disruptions in economies and stock markets around the world.

While the potential for a global pandemic has always existed, the necessary lockdowns to protect public health and the resulting economic impact of COVID-19 is not something many could have predicted.

On July 24, 2020 at 11:05 p.m., members from the Superior East Detachment of the Ontario Provincial Police (OPP) and the Nishnawbe-Aski Police Service (NAPS) were conducting a Reduce Impaired Driving Everywhere (RIDE) spot check at the intersection of Monk Street and Pine Street in Chapleau.

Officers observed a vehicle swerve into the oncoming lane as it was approaching them and it subsequently failed to stop as directed.

Officers followed the vehicle to a motel where the driver and passenger fled on foot inside. After a short foot chase and struggle, the driver was eventually arrested.

As a result of the investigation, Mitchell GAGNIER, age 27, from St. Clair Township, Ontario, was charged with: • Operation While Impaired - Blood Alcohol Concentration (80 Plus), contrary to section 320.14(1)(b) of the Criminal Code (CC); • Resist Peace Officer, contrary to section 129(a) of the CC; and • Drive Vehicle or Boat with Cannabis Readily Available, contrary to section 12(1) of the Cannabis Control Act, 2017 The accused was released on an Appearance Notice and is scheduled to appear at the Ontario Court of Justice on October 19, 2020, in Chapleau.

The accused was issued a 90-day Administrative Driver's Licence Suspension (ADLS) and the vehicle was impounded for seven days.

As I write this week's column, sitting here in my Queen's Park office, it's the day after the Conservatives declared the summer recess of the Ontario Legislature. For only the second time in my career, I found myself in the House during the summer months. However, I do not regret this in any way. There is no doubt that the extended sitting was far more than just essential. It was urgent.

Some readers can relate to the feeling you get when you are looking forward to the end of the day just before you expect to go on vacation, but you are told by the boss that you need to postpone your holiday. Or for younger readers, when you are expecting your school day to end and the teacher makes you stay for some extra work. Well, let me tell you, that is not at all how my NDP colleagues and I felt this week. We know there is work to be done and this was a great opportunity for Ontario to bring in much needed change to many issues including long-term-care, health care, employment and education among others. The onset of the epidemic, as horrendous as it was, also brought with it potential, incredible opportunity.

This morning I listened to Andrea Horwath in a press conference summing up her thoughts on the session we just concluded. She spoke for all new Democrats when she expressed her sincere disappointment at what a missed opportunity Ontario just experienced. I couldn't help but think of the great actor Marlon Brando's line in the American classic film, On the

This omnibus bill that the Ford Conservatives introduced does nothing at all to help families, devastated long-term care homes, small businesses, schools, day cares, First Nations, or municipalities to recover from the COVID-19 pandemic.

This all encompassing bill doesn't include a single change to safeguard long-term care residents, improve the quality of care, or increase the staff wages. Updated Tracking Reports Shows New 30 Outbreaks & Increase in Deaths in Health & Congregate Care Settings; New Outbreaks in Agriculture, Retail, Shelters and other Non-Health Care Industries Since mid-March as COVID-19 began to spread in Ontario's health care system, the Ontario Health Coalition has been tracking the numbers of residents/patients and staff that have contracted the virus in health and congregate care settings. As Phase 2 reopening began, the Coalition began tracking outbreaks in other industries. Two new tracking reports, one tracking the spread of COVID-19 in health & congregate care and the other tracking the spread in non-health care industries have been released today. Links to the reports and summaries of the Coalition's findings are below.

In health care settings: Here are the key findings from the most recent tracking report in health care settings across Ontario up to the afternoon of July 13. The full report contains charts with aggregates and listings of each facility with outbreaks by type and by region and including the numbers of patients/residents and staff infected. The Coalition has also provided details in the Summary & Charts section at the beginning of the report about the data that is no longer being reported by Public Health Ontario and the Ministry of Long-Term Care.

• The total number of people infected by COVID-19 in health and congregate care settings including staff and patients/residents is 11,357 as of July 13, up from 11,173 as of June 17, an increase of 184 people or 1.6 percent in two weeks, approximately half the growth rate from the previous four weeks when the increase was 3.1 percent.

• The total number outbreaks that the Ontario Health Coalition found as of July 13 is 694 (including 595 resolved) in 570 facilities including hospitals, long-term care homes, retirement homes, Public Health Units, clinics and other congregate care settings. A month ago (June 17) we found 664 outbreaks (including 526 resolved) in 557 facilities. The number of outbreaks that are active across health care settings that we have found is now 99 compared to 138 four weeks prior (though we may not have been able to find all outbreaks as there is less public reporting now than there was in April through to early May).

• There have been more than 50 outbreaks in retail stores that we have found, including at least 9 new outbreaks in the last two weeks.

• There continue to be new outbreaks in homeless shelters including some shelters that had resolved outbreaks now seeing new cases emerge.

This sector shows the second highest number of cases in industries outside of health care with 634 positive cases and 4 deaths that we have found.

• There are two new outbreaks in developmental services which remain small at this point.

• We have found new reports exposing outbreaks in public services (including TTC and transit, Parks & Recreation, Canada Post and LCBO stores) and in manufacturing. Some of these reports are not clear as to when the cases have occurred.

We are saddened to report that there have been at least 13 deaths as a result of outbreaks in the industries covered in this report. This number is undoubtedly low because reporting is so poor.

To date, we have found: • Four deaths in York region resulting from workplace clusters. (no details provided) • Three deaths of residents in Toronto homeless shelters and one visitor.

• Three deaths among migrant farm workers.

• One death in the mining industry.

• One death in food processing.

As reports that at least 26 flights have arrived in Canada with COVID-19 positive passengers in the last two weeks and as the numbers of people infected in Ontario have started to rise again, it is more important than ever that transparent reporting is implemented in order to minimize or prevent a second wave of the virus.

Given Sick Kids report, government must exercise caution on school reopening Despite today's report from Sick Kids Hospital on reopening schools, the Elementary Teachers' Federation of Ontario (ETFO) says the government must exercise caution when it comes to elementary students.

“While the Sick Kids report is recommending mandatory masks for older students, we are calling on the government to make masks a requirement for all students, p a r t i c u l a r l y w h e r e e ff e c t i v e p h y s i c a l distancing will be challenging,” said ETFO President Sam Hammond. “If a region has

declared masks mandatory for indoor spaces, then we expect masks to be mandatory in elementary schools in that region regardless of age.”

“There was significant disagreement among the authors of the report regarding mandatory masks for elementary school students. The risks are too high. We need to keep students and educators safe and we certainly don't want schools contributing to a second wave of the pandemic.”

Today's report from Sick Kids Hospital recommends prioritizing smaller class sizes to aid in physical distancing and reduce potential spread of COVID-19 and references several jurisdictions that have successfully reopened schools with smaller classes. While the current physical distancing

recommendation in Canada is two metres (six feet), the report also says that a one metre (three feet) distance may “approach” the benefits of a two metre distancing for young students.

“The government must be unequivocal in its plans to safeguard the safety and health of elementary students and educators. One-metre physical distancing is extremely concerning.

Smaller classes that allow for two-metre physical distancing must be part of school reopening plans,” added Hammond.

“With only a few weeks to go before school starts, students, educators and the public at large are anxious to see a real plan with the necessary investments to ensure the health and safety of everyone in our schools.”

Gurratan Singh, the NDP critic for the Attorney General, said Premier Doug Ford is not only failing to take immediate action in long-term care, but by establishing a backroom premier’s commission that fails to do what a public inquiry must, he’s allowing long-standing problems to continue indefinitely.

“Over 1,840 people have died in long-term care during this pandemic. Those are our parents, our grandparents and the builders of this province. The first thing the Ford government must do is immediately fix the things we already know are wrong to give those in care better quality of life, and better protection,” said Singh.

“We need to hire thousands of PSWs, make their jobs full time, and pay them better. We need to have a legislated minimum standard staffing level of four hours of hands on care per day per resident. We need more staff training, and the end of the use of temp agencies to staff care homes.”

Singh said that beyond that, it’s clearer than ever before that families need a full public inquiry, and not a premier’s commission, to look into the problems in long-term care that have been growing for many years.

According to the terms of reference released Wednesday, much of the commission can be conducted behind closed doors, in back rooms and without the families of those who died. The NDP’s specific concerns include: • The scope is too narrow. The commission can only examine COVID-19 and not the many years of problems that came before it; and the commission isn’t mandated to examine the role of profit-making corporations running nursing facilities, as opposed to public and not-for-profit homes.
