By Michael Levesque So many nominees for the Buddy Swanson Award and only two awards. This year eleven Chapleauites were nominated. We can't discourage volunteers so Council will present each other nominee with a Certificate of Appreciation for their dedication to the community. Council must also thank those who submitted names of those they recognize as champions in Chapleau.

Let us outline briefly their accomplishments in alphabetical order.

A charitable person, Lucy Ayotte is described as follows: "Thanks for investing your personal time to give a helping hand to others."

Mallory Bouchard, our local dance instructor, is complemented, "For bringing your passion for dance to young people in our community."

Noticed for his coaching hockey and badminton Julian Boucher is praised," For stepping up on many occasions when needed, so that kids don't miss out," Gerald Brunette has worked giving to others for many decades. This certificate is "For your selfless donation of time and energy to help others in need."

Our next nominee was active for years in Club Marie Chapdelaine, the Rotary Club and Sacred Heart Parish and I am certain many other Long Term o rg a n i z a t i o n s . For over thirty years Ann Morin has run and managed the Chapleau Figure Skating Club to assure success and the continuance of the Club in Chapleau. Her dedication created a positive atmosphere for growth in many participants."

Thanks to her involvement and passion for figure skating many gained self – discipline and have learned that, in every small community, there is hidden talent that can make it to the provincial and national level."

A recipient of the Buddy Swanson Award several years ago has not decreased our next nominee's volunteer efforts. Pierrette Ouellette participates in numerous organizations throughout the community. She is,"The duracelle bunny of volunteers, energy driven, brimming with ideas, focused on every goal, but always helpful to those in need."

Community volunteerism is dependent on a buy in from generation to generation. One of

the most important areas is children's activities.

Our next nominee must be complimented for her initiative to offer children a positive community activity. "For bringing organized soccer back to Chapleau." Council thanks Heather Richardson.

Our last nominee, Sylvie Rousseau, has donated countless hours to numerous commitments: gymnastics; Troupe Sylvie; Fall Fair organizing service clubs; francophone organizations; and, afterschool programs. Decades of service! "No matter the occasion Sylvie Rousseau has always freely volunteered her talents to showcase those of others."

COVID-19 Vaccine Bookings to Open For Children Aged Six Months to Under Five Years

COVID-19 Paid Sick Days Extended to March 31, 2023 As of 8:00 a.m. on Thursday, July 28, 2022, parents and caregivers of children aged six months to under five years will be able to book appointments for the paediatric COVID-19 vaccine. Immunocompromised youth aged 12 to 17 will also become eligible to schedule their second booster dose (fifth dose) if at least six months have passed since their first booster (fourth dose).

“The approval of a lower dose paediatric Moderna vaccine will give families the

opportunity to provide an additional layer of protection against COVID-19 for the youngest members of their families,” said Sylvia Jones, Deputy Premier and Minister of Health. “Getting vaccinated remains the best defence against COVID-19 and I encourage parents with questions to reach out to their health care provider, the Provincial Vaccine Contact Centre or the SickKids COVID-19 Vaccine Consult Service to make an informed choice for their family.”

Over the next several days, paediatric vaccines are being distributed across the province and will be available through public health unit clinics, as well as participating

Chapleau Engine 5433 in Centennial Park since 1964 Moments symbol of Chapleau's Railway Heritage by

Michael J. Morris Engine 5433 located in Chapleau since 1964, one of only forty-eight of the preserved 3257 Canadian Pacific Railway steam engines, more than anything else, symbolizes the community's railway heritage.

When I learned that Engine 5433 was one of only 48 CPR engines that have been preserved, and it is in Chapleau, its historical significance struck me, including Ontario, I have been encouraged to share its story.

Well, let me digress for a moment with an anecdote about my display of CPR knowledge when I was taking Grade 13 history at Burnhamthorpe Collegiate Institute in Etobicoke. Mr. Young, our excellent teacher was showing us the route of the CPR across Canada on one of those old red classroom wall maps.

I knew that he was showing us the route of the Canadian National Railway across northern Ontario but hesitated to tell him so. Gathering my courage, I raised my hand, and he said, "Yes, Morris." In those days teachers tended to call boys by their surnames.

Standing, I told him politely he was showing us the wrong route, followed by a dead silence in the classroom.

"How do you know Morris?", he asked, to which I replied, "Because I am from Chapleau, sir, and it is on the main CPR line." Mr. Young then invited me to come forward and outline the route. Gathering my courage again, I did so and added that I knew the names of all the places between Chapleau and Fort William. Mr. Young said, say them and I did: "Chapleau, Boucher, Esher, Pardee, Musk, Nicholson....and so on." He never held it against me, but I sure had to know the history of the CPR as I was usually asked about it. Paybacks can be, well you know...!

How did I know them? Because my grandfather Harry Morris a CPR conductor gave me a timetable, and I learned them and when my mother Muriel (Hunt) Morris and I were at their Elgin Street home for dinner waiting for him to come in off the road, I would tell them, 'ad nauseam', that “Grandpa is now at Musk, now Pardee" etc.

Back to Engine 5433 and Chapleau. It arrived in 1964 because of the efforts of Arthur and Nettie Grout who were responsible for the

creation of the entire Centennial Park. They contacted N.R. Crump, then the CPR president, who even came to Chapleau for the occasion.

How did they get it to the park after it arrived in Chapleau? I have the story from writings of the late Wilf Simpson and the late Dr. Bill Pellow.

Here is a summary. Engine 5433 is a testament to Chapleau's railroading past. The Iron Horse #5433 was proudly placed in the park in 1964, through the initiative and generosity of Arthur and Nettie Grout. This unit worked these tracks for many years west of Chapleau. It weighs 275 tons, measures ninety-five feet long, and hauled 1900 tons in its prime.

To place the engine on location meant building a special spur, or track, straight across from the roundhouse. A building had to be demolished to make way for the spur, which ran right up to the main line on the engine side and continued on the other side of the main line. With a gang of trackmen, and everything timed to the minute, the spur was laid across the main line.

The steam engine was then pushed across by a diesel. Within 30 minutes, the Iron Horse was in place, and the main line cleared again for service.

Also of historical interest is that J.M. "Bud" Park was the engineer on Engine 5433 for its trip from the roundhouse to the park while Earle Freeborn was the engineer on the yard engine diesel. A t t h e c e r e m o n y S a m u e l Chappise, a full-blooded Cree who had come to Chapleau with his parents mostly by canoe from James Bay presented Mr. Crump with a rifle. Wilf Simpson related a story that Mr. Chappise had told him that for the first few weeks after they arrived along the CPR line near Nicholson, every time he heard a train whistle, he would race to the shelter of the forest.In 1967, Mr. Chappise was invited to sound the 'O Canada' whistle opening the 1967 Centennial Caravan when it passed through Chapleau.

As I so often do, I turned to Ian Macdonald for his expertise on Engine 5433. Ian has a brass replica of this engine in his Winnipeg home.

"Locomotives were the primary symbol of the railway. Occasionally we would digress (as we did with the Canadian) and use an image of an observation car or caboose, but nothing really had the visual impact of a locomotive to define the railway. It was (and is) truly potent. It is, therefore, the most logical symbol to use when you're trying to make a statement." Ian wrote in an email.

"I remember when I first saw 5433 in (the park) my first reaction was ' perfect'. Why perfect??? Dates become 'historic dates' when it

can be reasonably said that the world was never the same after. 5433 to me, is important because it is symbolic of the end of the steam era in Chapleau in the same sense that the first GM diesel that went through Chapleau in December 1949 represented a new era which had an enormous impact on the community.

"In this sense, 5433 as an individual locomotive was not the important thing. It was everything required to operate it, maintain it and the infrastructure associated with supporting steam power."

For instance, Ian wrote, "try to envision the number of enginemen in Chapleau during steam power, their families, homes, and an economy generated to support them. Then think of everyone associated in some activity associated with maintenance and operation and interpolate this number into individual families etc. This was important in defining the specific culture of our community and who we were. Who we were is an important aspect of 'community' and provides reference to who we are?

He explained that "The Mikado was the most dominant locomotive type on the Schreiber Division as the steam era ended and one which most people were familiar with. The era was important for me because the Mikado was designed and manufactured in Canada in direct response to the specific demands of Canadian operating conditions. I like that.

The GM diesel that went through Chapleau in 1949 was built in GM's plant at LaGrange Illinois and was typical of locomotives used everywhere else in North America. There was nothing particularly Canadian about it which did not change when GM allowed them to be built under licence in Canada. Some people enjoy being reminded of that."

Until I started researching Engine 5433, I never fully realized the tourist attraction it is, and the potential it and all things railway in Chapleau has for the future. I discovered many references to it on web sites along with photos taken by people who had visited Chapleau. It may well be the most photographed site in Chapleau.

While home for the CHS reunion in 2012, I was of course made aware that proposals have been made to enhance Chapleau's CPR heritage as a tourist attraction and ensure the care and maintenance of Engine 5433. Chapleau is home to a national treasure in having Engine 5433 there -- only one of 48 CPR steam engines that have been preserved. I did not make it home for the 100th anniversary of Chapleau High School this year.

Last week, Canada's Premiers met in Victoria for the annual Council of the Federation.

While these meetings can frequently be contentious, Canada's provincial and territorial Premiers were united on one topic in particular: the need for increased health transfers to respond to labour shortages, wait times, burn out, surgery delays, and other significant challenges our health care system faces on the back end of the Covid-19 pandemic. Their message was simple and unified across national and political divides: the Federal government needs to increase its share of healthcare funding from 22 to 35 per cent to address these challenges.

The Premiers have been trying, unsuccessfully, to organize a meeting with the Federal government for months to convene a meeting to discuss health transfers. They have invited the Prime Minister to work with them on the First Ministers' Agreement on Sustainable Health Care Funding to begin negotiations on consistent, sustainable health care funding from the Federal government, and yet the Prime Minister has not taken on this clear, direct request.

there and we applauded that engagement … and now, eight months later, we're exchanging notes through the media. Where'd the love go?”

It should be clear that now is the time to discuss the future of health care in Canada. With significant delays in surgeries, frontline health care workers feeling burnt out from long shifts and staffing shortages, doctors' offices and ERs closing, and with one in seven Canadians without a family doctor, it's vital that health care be one of the most pressing matters for the Federal government to commit to fixing. The situation also disproportionately affects patients in rural, remote and Northern communities. But even the combined voices of Premiers across the country can't seem to get the Federal government to commit to doing their part to correct issues with our universal health care system.

This government has maintained the cuts to the Canada Health Transfer that were made under former Conservative PM Stephen Harper, and the current concern about the future of health care is the result. That's why New Democrats have put forward a number of significant proposals that could help deal with our health care woes now. Health care is a shared responsibility, and regardless of jurisdiction, it must be addressed by all levels of government.

This includes increasing the federal Canada Health Transfer to provide stable, long-term funding to the provinces, as the Premiers have

key regions. On staffing, we must also work to accelerate foreign credential recognition so that people who come to Canada with appropriate medical training can enter the field faster, and work with the provinces to increase the number of available medical and nursing school seats to ensure we are training enough doctors and nurses for the future. We also must invest in preventative care that can keep people out of doctors' offices and ERs in the first place.

We understand that some of these solutions are federal, some are provincial, and some will require joint efforts by both to come together and hash out details. Some are quick, some will take time. There is no quick fix to alleviating the issues faced by our ailing health care system, but one key aspect to this is actually having the tenacity to work across jurisdictional lines to ensure that we listen to the voices, either individual or collective, of our provincial and territorial leaders. If they believe health care and the Canada Health Transfer are the most pertinent issues facing their collective jurisdictions, the Federal Health Minister, the Finance Minister, and the Prime Minister are obligated to work with their counterparts to find a solution. Refusing to do so and arguing through media will not remedy the problem.

Health care is all of our concern. The pandemic not only exposed the cracks in the system, it has exacerbated the situation.

Bien que cette rencontre annuelle puisse souvent s'avérer litigieuse, les premiers ministres des provinces et des territoires canadiens ont formé un front commun sur un sujet en particulier : le besoin d'augmenter les transferts relatifs à la santé pour répondre aux pénuries de main-d'œuvre, aux temps d'attente, à l'épuisement professionnel, au report des chirurgies, ainsi qu'à d'autres défis majeurs auxquels le système de santé est confronté dans le sillage de la pandémie de COVID-19. Ils ont livré un message simple et unifié allant au-delà des clivages politiques et nationaux : le gouvernement fédéral doit augmenter sa contribution au financement des soins de santé en la faisant passer de 22 à 35 %, afin de relever ces défis.

Voilà des mois que les premiers ministres tentent en vain d'organiser une rencontre avec le gouvernement fédéral pour discuter des transferts relatifs à la santé. Ils ont invité le premier ministre canadien à se joindre à eux pour négocier une entente de financement durable des soins de santé, mais celui-ci n'a pas acquiescé à cette demande claire.

Le premier ministre de la ColombieBritannique, John Horgan, qui a présidé la rencontre du Conseil de la fédération cette année, s'est montré assez incisif à propos du manque de participation du gouvernement fédéral : « Il y a 24 mois, notre collaboration était sans précédent. Le gouvernement fédéral s'impliquait activement et nous nous en réjouissions. Maintenant, huit mois plus tard, nous communiquons par l'entremise des médias. Qu'est-il advenu de toute cette attention? » Il faut se rendre compte que le temps est venu de discuter de l'avenir des soins de santé au Canada. Compte tenu de l'ampleur des retards en chirurgie, des travailleurs de la santé qui se retrouvent en situation d'épuisement professionnel en raison de la prolongation de leurs quarts de travail et des pénuries de main-d'œuvre, des bureaux de médecins et des services d'urgences qui ferment leurs portes et de la tranche d'un Canadien sur sept qui n'a pas de médecin de famille, il s'avère crucial que les soins de santé comptent parmi les questions les plus pressantes que le gouvernement fédéral doit s'engager à régler. En outre, cette situation touche de façon disproportionnée les résidants des régions rurales, éloignées et nordiques. Pourtant, même les premiers ministres provinciaux qui parlent à l'unisson ne semblent pas

réussir à convaincre le gouvernement fédéral de s'engager à contribuer à résoudre les problèmes qu'éprouve notre système universel de soins de santé.

Le gouvernement actuel a maintenu la réduction du Transfert canadien en matière de santé, imposée par l'ancien premier ministre conservateur Stephen Harper, et les préoccupations de l'heure à propos de l'avenir des soins de santé en est le résultat. Voilà pourquoi les néo-démocrates ont mis en avant diverses propositions pertinentes pouvant contribuer dès maintenant à remédier aux problèmes qui affligent les soins de santé. La responsabilité des soins de santé est partagée, et, peu importe les champs de compétence, tous les ordres de gouvernement doivent mettre la main à la pâte.

Il faut notamment augmenter le Transfert canadien en matière de santé, afin de procurer un financement stable à long terme aux provinces, comme les premiers ministres le demandent.

For residential school survivors in northern Ontario, Papal apology was a long time coming "We waited a long time for this to come about," said residential school survivor Shirley Horn, as she stood in front of what was once Shingwauk Residential School in Sault Ste. Marie.

Horn was first sent to St. John’s Residential School in Chapleau in 1944. Two years later, she was relocated to Shingwauk where she remained until 1953.

The co-founder of the Children of Shingwauk Alumni Association, she said watching Pope Francis issue an apology Monday, on Canadian soil, to Indigenous people for the Catholic Church’s role in Canada’s residential school system was a surreal experience.

"He really made an effort to relay his feelings, the wrong that was done, the suffering that took place and the very destruction of the process of assimilation," said Horn.

Batchewana First Nation Chief Dean Sayers said he was pleased to hear the Pope calling on members of the church to participate in reconciliation with Indigenous people.

"What was really incredible to hear today was that he’s calling all Catholics to support Indigenous people, not just the priests and the bishops and the cardinals and the Pope, but actually the Catholics across Canada and across the world," Sayers said.

Horn said the Pope’s apology marks the

beginning of the reconciliation journey between the Catholic Church and Indigenous people.

"This will be a continuing effort to change things within the church and within the ministry itself, and I’m very happy with that," said Horn.

"I do believe him and I do believe his sincerity. It took a long time, but he did say the words."

Horn said work continues to confirm the presence of unmarked graves at what is now Algoma University. She said the Children of Shingwauk are gathering this weekend for the first time since the pandemic.

“We know that COVID-19 vaccines are safe and have helped lower the rate of infection in our communities throughout the pandemic,” said Dr. Kieran Moore, Chief Medical Officer of Health. “Although most children who get infected have no symptoms or mild symptoms, some can become very sick and require hospitalization. The vaccine offered to children aged six months to under five years is a lower

dose that is safe and effective at protecting this age group from COVID-19. Even if a child has already had COVID-19, vaccination will help to further improve the immune response and provide more robust protection. I encourage every parent and caregiver to consider getting their younger children vaccinated and protected, especially if they are immunocompromised or have other serious medical conditions.”

The Ontario government is also ensuring workers do not lose pay if they miss work due to COVID-19 by extending paid sick days to March 31, 2023.

Eligible workers will continue to receive up to $200 a day for up to three days if they need to get tested, vaccinated, receive booster shots,

En ce qui concerne la dotation, nous devons aussi tâcher d'accélérer la reconnaissance des titres de compétences étrangers pour permettre à ceux qui arrivent au Canada avec une formation médicale appropriée d'accéder plus rapidement au milieu, en plus de collaborer avec les provinces pour augmenter le nombre de places dans les écoles de médecine et de soins infirmiers pour faire en sorte de former un nombre suffisant de médecins et d'infirmiers/infirmières pour l'avenir. Il faut également investir dans les soins préventifs pour éviter que les Canadiens se retrouvent chez le médecin et aux services des urgences.

Nous comprenons que certaines de ces solutions relèvent du fédéral, d'autres, du provincial, et que quelques-unes nécessiteront la collaboration de ces deux ordres de gouvernement pour régler les détails. Certaines solutions peuvent

être appliquées rapidement, alors que d'autres exigeront plus de temps. Il n'existe pas de solution rapide pour régler les problèmes de notre système de santé chancelant, mais il faut démontrer de la ténacité et travailler de part et d'autre des divers champs de compétence pour faire en sorte de prêter attention aux perspectives, qu'elles soient individuelles ou collectives, des dirigeants provinciaux et territoriaux. S'ils considèrent que le système de santé et le Transfert canadien en matière de santé représentent les problèmes les plus criants de leurs administrations respectives, le ministre fédéral de la Santé, la ministre fédérale des Finances et le premier ministre canadien ont l'obligation de collaborer avec leurs homologues pour trouver une solution. On ne réglera pas le problème en refusant de collaborer et en se chamaillant par l'entremise des médias.

La santé nous concerne tous. La pandémie a non seulement mis au jour des failles dans notre système, mais elle a aggravé la situation.

Children aged six months to under five years old will receive the paediatric Moderna COVID-19 vaccine which is a slightly modified, lower dose (half the amount given to children aged six to 11), in a two-dose series at a recommended interval of eight weeks between first and second doses.

Parents or caregivers of children aged six months to under five years will have to provide consent on behalf of the child before or at the time of the appointment. To receive a vaccine, children must already be at least six months old.

As of July 19, 2022, Ontario has administered more than 33 million doses of the COVID-19 vaccine, with more than 93 per cent of Ontarians aged 12 and over having received at least one dose, more than 91 per cent having received a second dose and more than 57 per cent having received a booster.

Certain immunocompromised Ontarians are eligible for a three dose primary vaccination series and a first booster (fourth dose). Starting on July 28, immunocompromised individuals aged 12 to 17 will become eligible for their second booster (fifth dose) at a recommended interval of six months since their first booster (fourth dose). Immunocompromised individuals aged 18 and older are already eligible to receive their second booster dose (fifth dose).
