Building on success: Stage 3 COVID-19 reopening

E

ffective Friday, July 17, 2020 (12:01 a.m.), even more businesses, organizations, and public spaces will be permitted to reopen in the Sudbury and Manitoulin districts. Public Health Sudbury & Districts is one of the areas permitted to proceed to Stage 3 of the Framework for Reopening our Province, announced by the Ontario Government on Monday.

“It is reassuring and truly remarkable how so many people in the Sudbury and Manitoulin districts have rallied together to gradually and safely reopen throughout this area. The sacrifices, investments, and commitment of businesses and community members alike have allowed us to transition to Stage 3,” said Dr. Penny Sutcliffe, Medical Officer of Health with Public Health Sudbury & Districts. “You have stayed home, kept your two-metres distance, created your safe social circle, washed your hands, and put on a face covering . . . all these individual actions have added up to great success in keeping COVID-19 at bay.

Area businesses have stepped up to reopen safely—often at significant financial cost. So, thumbs up to all for putting the brakes on the virus and the accelerator on local reopening!” added Dr. Sutcliffe.

As part of the Stage 3 reopening, Public Health has issued revised instructions under the Emergency Management and Civil Protection Act (EMCPA). These update the Stage 2 instructions, and now, all businesses and organizations must require face coverings for members of the public and employees to enter and remain in enclosed public spaces. Distancing, masking, and other requirements continue to be in place for indoor spaces that are only accessed by employees.

“Exemptions to face covering requirements, such as those based on health conditions or age, continue to be in force and businesses are not to require any proof of exemption,” said Dr. Sutcliffe.

“Businesses are expected to act in “good faith” with public education being an important goal. They also must have policies, signage, verbal reminders, and hand sanitizer in place,” added Dr. Sutcliffe.

The Stage 3 changes in effect on Friday allow for nearly all businesses and public spaces to gradually reopen provided they implement additional public health and health and safety protocols.

With Stage 3, gathering limits will increase: ! Indoor gathering limits will increase to a maximum of 50 people. ! Outdoor gathering limits will increase to a

maximum of 100 people. ! Participants at all gatherings, unless in the same social circle (up to 10 people), must maintain twometres distance apart.

Public Health continues to work closely with area businesses and organizations to provide support and answer questions. A number of new workplace resources are available at phsd.ca/COVID-19, including a toolkit that offers sample policies and signage, as well as frequently asked questions and answers.

Members of the public are reminded to continue to follow public health recommendations.

Continue to practise physical distancing, wear a face covering when distancing is not possible or when in enclosed public spaces, stay home if you are sick, wash your hands, and cover your cough or sneeze. Continue to be patient, kind and respectful as we all do our part and safely navigate this next stage together.

If you have a COVID-19 symptom, get tested. People who are asymptomatic, who are concerned that they have been exposed to COVID19, or those who are at risk of exposure to COVID19 through their employment are also encouraged to contact an assessment centre and get tested.

Pair Sought For Theft And Flight From Police Located In Wawa ( WAWA , O N ) - O n J u l y 1 4 , 2 0 2 0 , a t approximately 9:00 a.m., members of the Superior East Detachment of the Ontario Provincial Police (O P P) responded to a northbound traffic complaint on Highway 17 south of Wawa.

Officers located the suspect vehicle on Highway 17 near Red Rock Lake in Lake Superior Provincial Park. Officers attempted to stop the vehicle using spike belts but were unsuccessful.

A short time later, the vehicle was eventually located stuck with the two occupants

attempting to free it. After failing to free the vehicle, both occupants fled from officers on foot into the surrounding wooded area.

On July 15, 2020, at approximately 8:00 a.m, both parties surrendered themselves to police and were arrested.

Both accused were remanded into custody and are scheduled to appear before to Ontario Court of Justice on July 20, 2020, in Wawa.

Chapleau Chapleau described as 'most progressive Moments community' in Northern Ontario in 1978 by

Michael J. Morris Wow! Three days in June 42 years ago were surely among the busiest consecutive days in the history of the municipality.

Thumbing through old editions of The Chapleau Sentinel I came across a copy of the July 6 edition of the paper which included complete coverage of the opening of the Chapleau Civic Centre, the Chapleau Recreation Centre and Cedar Grove Lodge for Senior Citizens.

For good measure The Chapleau Recreation Committee followed up with Summerfest full of Canada Week activities organized by Recreation Director Terry Bryson.

For those who may not have been around or forgotten, Lt. Gov. of Ontario Pauline McGibbon was on hand to officially open the civic centre, Her Honour was presented with a lovely bouquet of flowers by Corporal Anita Memegos of the Chapleau Air Cadets and a beautiful plate from the municipality designed

by Northern Pottery, It was unique having been d e s i g n e d specifically for the occasion.

After the civic centre opening, Councillors Robert Lafreniere and Ernie Gilbert took her and husband Donald on tours of

the new recreation centre and Cedar Grove Lodge.

The next day MPP Robert Eaton was in town for the official opening of the recreation centre. Council had decided that the arena portion would be the Mrs. A.W. Moore Arena in honour of Mrs. Moore who for many years had been a major supporter of the Chapleau Memorial Community Arena, and largely responsible for raising funds for artificial ice.

She also sponsored hockey teams. Mrs Moore was present for the occasion.

There’s no doubt that the pandemic has hit finances hard. That’s true for households and governments alike, so there was little surprise when last week’s fiscal update indicated we were on pace for the biggest deficit since the Second World War. The immediate response from much of the pundit class was that we would have to enter into a period of austerity down the road to make up for the spending. These opinions were offered without any acknowledgement of the role austerity played in creating the conditions that left too many of us vulnerable and averaging $200 away from debt in recent years.

Instead of asking how we can ensure more people have livable incomes, the questions have turned to how can we rush back to normal - the arrangement that brought us precarious employment, little or nothing in the way of benefits and sick pay for an ever-growing portion of our work-force, widening income equality and a host of undesirable societal outcomes. The lack of imagination is obvious, and the only concerns seems to relate to a narrow band of economic indicators instead of concern for how people are

Who will pay the piper? faring. Additionally, there has been little consideration of the investments we will have to make to address climate change, which still remains the more serious issue we face as a species.

The pandemic exposed our problems for all to see. Millions of people across the country have been struggling to pay bills, feed their families and keep a roof over their heads. They’ve relied on federal supports to get by and, in a lot of instances, what has been identified as a minimum is more than people got by on pre-pandemic. If you’re wondering how we can afford to cover these costs, the first item on the list has to be the free-pass given to the super-rich who avoid paying their fair share with big tax giveaways, loopholes, and ferreting money into offshore tax havens. This goes for Canadian companies too, who have hidden an estimated $25 billion in offshore accounts While we need to get people to back to work and children back to school, we can’t wish our way to that goal. Canadians can’t go back to work without a plan. We know this is especially true for women who lost work disproportionately when the pandemic hit. For them, the snag is often child-care.

National child-care would help. Quebec’s program has borne fruit as more women entered the workforce which covered the cost of the program in short order. It’s proven smart and it’s time for Canada to follow suit.

It’s also clear that the government will have to be pushed to do the right thing. The CERB is only in place because of NDP pressure to shelve the

government’s original plan to use Employment Insurance which 60% of Canadian workers aren’t eligible for. Now, instead of waiting until the last minute to develop their revenue plan, we are challenging them to find the courage to introduce a wealth tax.

The idea isn’t new or unique to the NDP. It is also important to note the problem isn’t limited to Canada. Even famous billionaires like Warren Buffet and Bill Gates are calling for a tax regime that doesn’t favour them at the expense of everybody else. They understand that the preferential treatment given to the super-wealthy is only creating conditions that undermine the stability of society.

Yes, we will have to pay the bill for our pandemic response, but it won’t be worth it if we return to the normal of undesirable outcomes for most of the work-force and sweetheart deals for a fortunate few. The idea that austerity will grow the economy is among the first that needs to be abandoned if we are to emerge from the pandemic with the ability to address climate change in more than symbolic ways. That investment may dwarf what we are doing now, so we will be well served to increase our revenue stream by asking those who can clearly afford it to pay their fair and full share.

By taxing the ultra-wealthy, repatriating money hidden in offshore havens, and taxing web giants like Amazon, we could have an extra $10 billion a year to help all of us understand how wealthy we are as a country. It’s only fair.

Cela s’applique aussi à des entreprises canadiennes qui ont caché environ 25 milliards de dollars dans des comptes à l’étranger.

Il faut que les gens puissent retourner au travail, que les enfants puissent retourner à l’école, mais cela ne se fera pas comme par enchantement.

Il nous faut un plan. Nous savons que les pertes d’emploi causées par la pandémie ont touché les femmes de façon disproportionnée. La garde des enfants est souvent le facteur qui constitue un obstacle. Un programme national de garderies pourrait les aider. Le programme du Québec a donné de bons résultats, car les femmes ont pu intégrer le marché du travail en plus grand nombre,

ce qui a rapidement permis de compenser le coût du programme. Ce dernier s’est avéré judicieux et il est temps que le Canada adopte un programme du même genre.

On voit clairement aussi qu’il faudra pousser le gouvernement pour qu’il prenne les bonnes décisions. Si la PCU a été mise en place, c’est parce que le NPD a exercé des pressions pour que le gouvernement mette de côté son plan initial, qui était de recourir à l’assurance-emploi alors que 60 % des travailleurs canadiens n’y sont pas admissibles. À présent, nous lui demandons d’avoir le courage d’instaurer un impôt sur la fortune au lieu d’attendre à la dernière minute pour élaborer son plan de revenus.

Il ne s’agit pas d’une idée qui est nouvelle ou qui n’est proposée que par le NPD. Soulignons aussi qu’il n’y a pas que le Canada qui connaît ce problème. Même de célèbres milliardaires comme Warren Buffet et Bill Gates demandent qu’on mette fin aux régimes fiscaux qui leur accordent des avantages aux dépens de tous les autres contribuables. Ils comprennent que le traitement préférentiel qui est accordé aux très riches entraîne des conditions qui minent la stabilité de la société.

Oui, il y aura une facture à payer pour les mesures adoptées en réponse à la pandémie, mais cela n’aura pas valu la peine si nous retournons à des retombées négatives pour une majorité de la main-d’œuvre et à des ententes de faveurs pour quelques privilégiés. L’idée selon laquelle l’austérité va permettre une croissance de l’économie figure parmi les premières qui doivent Suite P.12

Qui va payer?

La pandémie est dure sur les finances, tant sur celles des ménages que celles des gouvernements. Peu de gens ont donc été étonnés d’apprendre dans la mise à jour financière de la semaine dernière que le Canada se dirigeait vers son plus important déficit depuis la Deuxième Guerre mondiale. Les pontifes se sont pour la plupart empressés de dire qu’une période d’austérité viendrait à être nécessaire pour compenser les dépenses. Ces opinions ont été proférées sans reconnaître le rôle qu’avait joué l’austérité dans la création des conditions des dernières années qui ont mis de nombreuses personnes dans une situation vulnérable et à 200 $ près de ne pas être en mesure de joindre les deux bouts.

Au lieu de demander ce que nous pouvons faire pour veiller à ce qu’un plus grand nombre de gens aient un revenu qui leur permette de vivre, on demande ce qu’il faut faire pour revenir au plus vite à la normale – à une situation caractérisée par des emplois précaires, la quasi-absence d’avantages sociaux et de prestations de maladie pour une proportion de plus en plus grande de travailleurs canadiens, une inégalité grandissante des revenus et un éventail de retombées sociétales négatives.

Manifestement, l’imagination n’est pas au rendezvous. On ne semble se soucier que d’une série limitée d’indicateurs économiques plutôt que de la

Seniors live in their own houses in designated communities, but have shared spaces and activities that they organize themselves. Sharing in the governance and upkeep of the community is essential, so retirees must be willing and able to actively participate.

We can get a better understanding of contemporary senior living arrangements by looking at census data on communal living. The information gleaned can also help us learn how many seniors currently need or will soon need housing and make policy decisions to allocate necessary funding. Ontario Unveils New Innovative Approach to Building Long-Term Care Homes Faster Through the Accelerated Build Pilot Program, Beds Will Be Available in Months, Not Years The Ontario government announced a new innovative Accelerated Build Pilot Program that will enable the construction of two new longterm care homes in Mississauga in a matter of months, not years. By working with Trillium Health Partners and Infrastructure Ontario, the province intends to add up to 640 new long-term care beds by 2021.

The pilot program is part of the government's plan to create new long-term care beds across the province that meet modern design standards, including features such as air conditioning and private or semi-private rooms, beginning immediately.

Details of the government's plan were outlined today by Premier Doug Ford and Dr. Merrilee Fullerton, Minister of Long-Term Care.

"Our government won't accept the status quo in long-term care. We made a commitment to seniors and their families to improve the quality of Ontario's long-term care homes, and we intend to follow through," said Premier Ford. "Not only have we recently announced a plan to get shovels in the ground faster on over 120 long-term care projects in our pipeline, we are also exploring innovative partnerships to get more beds built sooner across the province starting with these two pilot projects in Mississauga."

Through a range of accelerating measures such as modular construction, rapid procurement and the use of hospital lands, the government and its partners are targeting completion of the projects in 2021, years faster than the traditional timeline. Trillium Health Partners will work with Infrastructure Ontario to manage the day-to-day construction oversight, monitor commissioning, and provide timely status reporting on progress.

Large urban centres like Mississauga are areas of high service need and have a critical need for additional long-term care capacity, but they are difficult to build in due to issues like land availability and land cost. To overcome land availability and cost challenges, the homes will be built on land already owned by Trillium Health Partners.

"The pilot is bold and innovative and aims to ensure that more seniors get access to modern homes in a fraction of the time," said Minister Fullerton. "Between 2011 and 2018, just 600 beds were added to Ontario's long-term care system — that's less than one bed per home. Our

government intends to do better to meet the needs of our aging population."

Working together with long-term care and health system partners, Ontario continues to use innovative ideas and modern solutions to help end hallway health care and increase long-term care capacity in communities across the province.

The 640 long-term care beds in Mississauga are in addition to the nearly 8,000 new beds announced last week through the province’s modernized funding model.

On July 15, 2020, the government announced a modernized funding model to help accelerate the construction of urgently needed long-term care beds.

Nearly 78,000 Ontario residents currently live in 626 long-term care homes across the province. More than 38,000 people are on the waitlist to access a long-term care bed (as of March 2020).

Over the next five years, the government is investing $1.75 billion in long-term care homes.

Government can't plan for return to school without sufficient emergency funding Students, parents and educators are counting on the Ford Conservative government to provide more funding than it has allocated to ensure there is a safe and effective re-opening of schools this fall.

“It is unconscionable that the government would tell school boards to plan for a return to school without providing sufficient emergency funding,” said Sam Hammond, President of the Elementary Teachers' Federation of Ontario (ETFO). “Regardless of whether it's a full-time return or a hybrid of in-class and distance learning, we're asking parents and others to email their MPPs to outline why more funding is necessary.”

Along with funding to cover additional staffing, deep cleaning of schools, personal protective equipment, handwashing facilities and other items to keep students and staff safe, ETFO says that ensuring smaller class sizes this fall so that schools can adhere to social distancing requirements will all require additional funding.

“Smaller classes can only happen if more teachers are hired and more space is provided for schools to offer in-class sessions. If the hybrid approach, combining in-class and distance learning, is adopted by school boards, there needs to be additional educators hired to handle the workload. Teachers can't be in two places at once,”

added Hammond.

Ontarians are nearly twice as likely to agree that spending on public education is more important than eliminating the deficit, according to a study released today by the Ontario Public School Boards' Association (OPSBA).

In another survey recently conducted by the Canadian Teachers' Federation, 79 per cent of Ontario teachers believe that the loss of support staff and educational assistants negatively impacted their students' ability to learn.

“The fall-out of the pandemic for students has been significant, particularly for those with unique learning needs. Our public elementary schools need additional educational assistants, psychologists, behavioural therapists, school support counsellors and speech-language pathologists,” said Hammond.

I said it will be interesting to see in time what the “history books” have to say about 2020. I had to laugh out loud when the fellow casually replied with a sly grin, “Been there – seen that. Sometimes I think those book writers haven't got a freakin' clue of reality.” He went on to talk about his perspective of the war years in Canada from a child's point of view.

The gentleman's comments brought the perspective of our children about today's situation. Now, just as back in the 40's, the welfare and security of children is paramount.

There is no more important responsibility on our shoulders higher than this. This caused me to think that it will be interesting for all of us, years down the road, to be able to look back on these days with a perspective like this gentleman's.

$17,500 in Fines and Hunting Suspensions for an Illegal Moose Hunt The Ministry of Natural Resources and Forestry wants to remind hunters that abandoning a shot moose is illegal. In the event the wrong animal is shot, contact a conservation officer.

Four men have been fined a total of $17,500 and handed seven years in hunting suspensions for illegal moose hunting-related offences. Another member of the hunting party is scheduled to appear in court at a later date.

Michel Beaudoin of Timmins pleaded guilty to hunting a bull moose without a licence, as well as transporting wildlife unlawfully killed, and abandoning flesh suitable for human consumption. Marc Dillon of Timmins pleaded guilty to transporting wildlife unlawfully killed, as well as wasting flesh suitable for human consumption. Roland Laurin of Kapuskasing and Real Laurin of Hearst both pleaded guilty to possession of illegally killed wildlife.

Court heard that on December 7, 2018, Michel Beaudoin, who was not licenced to hunt moose, shot a bull moose when his hunting party only possessed a cow moose game seal. After

realizing the wrong animal had been hunted, members of the hunting party transported the moose away from the kill site. The next day, a snowmobile was used to transport the moose to a remote location to avoid detection by conservation officers.

The shot bull moose was discovered by conservation officers and an MNRF canine team, acting on information received from the public.

Once the bull moose was located, a lengthy investigation was conducted by conservation officers from the Hearst Enforcement Unit with the assistance of Timmins officers.

Justice of the Peace François Cloutier heard the case in the Ontario Court of Justice, Hearst, on March 10, 2020.

Le jour suivant, une motoneige a été utilisée pour transporter l'orignal en région éloignée pour éviter la détection par des agent(e)s de protection de la nature.

L'orignal adulte mâle abattu a été découvert par des agents de protection de la nature aidés de l'escouade canine qui enquêtaient sur un signalement de la population. Lorsque l'orignal mâle a été trouvé, une longue enquête a été menée par des agents de l'Unité de l'application des règlements de Hearst avec l'aide d'agents de Timmins.
