Second Chapleau Winner of Sault Hospital Lottery Within 9 Months Sault Hospital n June 30th at 11 am, Greta Lingenfelter of Chapleau, ON won the $170,592.50 jackpot in the Sault Area Hospital Foundation’s (SAHF) June electronic and online 50/50 draw. Her lucky number (T-3287058) was drawn electronically, and SAHF connected with her later that day.

When Greta found out about her win, she was in complete shock. She had just returned home after some errands and, although she had plans for the afternoon, had to take some time to reflect. “I couldn’t sit still,” she said. “The feeling you get when the reality sets in is just unbelievable. This is an incredible security blanket as I think of my future. Every day is a gift, but today is a blessing.”

Greta had received care at Sault Area Hospital in the past – that’s how she first found out about the SAHF 50/50. As she left SAH after a surgery, she saw volunteers in the lobby selling tickets (pre-COVID) and purchased to support.

She has been buying online ever since.

This month’s draw marked a very significant moment in Sault Area Hospital Foundation’s fundraising efforts: the total amount raised between the 5 Car Draw and SAHF 50/50 eclipsed $550,000. “We are so happy with the success of our draws this month. Two major successes in a busy summer month,” said Teresa Martone, Executive Director, Sault Area Hospital Foundation.

“Greta’s story really reminded us about how far our draws have come. We started with volunteers in our hospital lobby selling tickets, as well as setting up at grocery stores or the mall. We wouldn’t be here without the dedication of our volunteers and we hope, as we start returning to normal, we’ll see more of them at our hospital giving patients the same first impression that Greta received.”

Weather Summary for Ontario June 2021: A variable month of June Temperatures and Precipitation In June, temperatures were normal to above normal across all of Ontario with anomalies up to +3oC. The largest departures from normal were observed in parts of northwestern and southern Ontario. Large temperature swings were common in both southern and northern regions of Ontario with daily anomalies ranging from -10°C below normal to +14°C above it. The month started with a period of above normal temperatures for most of the province. Multiple single day temperature records were broken in northwestern and southern Ontario on the 4th and 5th of June respectively. Temperatures slowly returned to normal in the following days, and even dipped well below normal across most of the province between the 19th and the 22nd. The month ended with a period of heat in southern Ontario.

Precipitation amounts varied throughout the province during the month of June. In the northern half of the province, precipitation amounts were normal to extremely below normal, with some locales in northwestern Ontario receiving about 25% of normal amounts.

While areas along the northern shore of Lake Erie received over double to triple the normal amount, areas along the northeastern shore of Lake Ontario received 50% of the normal amounts. Areas along the northern shore of Lake Erie received most of their precipitation with two waves, the first one on the 20th and the second one on the 25th. In terms of amounts, the second wave was the most important, where some areas received between 80 mm and 141 mm in 24 hours.

Significant Events June 4-5: Severe Thunderstorms in Northern Ontario A cold front triggered thunderstorms across northern Ontario June 4 through June 5, some of which were severe, giving damaging wind gusts and large hail. Reports of up to quarter-size hail were received from Hawkeye Lake, north of Thunder Bay. Additionally, there were reports of downed trees and utility poles, and numerous power outages. Strong wind gusts up to 80 km/h were observed at Timmins Airport.

June 8-9: Heavy Rainfall Due to Thunderstorms Thunderstorms associated with a lowpressure system crossing the Great Lakes produced significant rainfall amounts east of Lake Huron. A general 20 to 30 mm of rain occurred, with a local maximum of 53.6 mm reported in Guelph on June 8. There were also reports of marble-sized hail, as well as trees and utility poles down near Brussels. A funnel cloud was also spotted in Chatham. An additional 20 to 35 mm of rain was observed east of Lake Huron on June 9, mainly in an area between Brussels, Mitchell and Listowel.

Thunderstorms also impacted northwestern Ontario on June 9, with approximately 30 to 45 mm of rain reported near Thunder Bay. Strong winds in Sioux Narrows resulted in minor structural damage at the post office, three large trees reported knocked down, and power outages.

June 20-21: Overnight Thunderstorms in Extreme

Southwestern Ontario Thunderstorms travelled from Michigan into southwestern Ontario overnight from June 20 to June 21. Significant rainfall amounts in the range of 40 to 75 mm were reported throughout Windsor-Essex County, as well as a few reports of downed tree limbs and power outages.

June 23: Extreme Wind in Northwestern Ontario Severe thunderstorms affected northwestern Ontario in the evening of June 23.

Violent wind gusts resulted in significant structure damage and downed trees in Sioux Lookout, prompting a state of emergency to be declared. Maximum gusts of 111 km/h were recorded at the Sioux Lookout Airport. Ontario Provincial Police reported that many roads were impassable as a result of the damage, and downed power lines. The Northern Tornadoes Project (NTP) has determined the damage was due to a downburst, with estimated winds up to 155 km/h.

June 25-27: Significant Rainfall and Severe Thunderstorms in Southern Ontario Very active weather in southern Ontario for the first official weekend of the summer. Some of you may have heard of Bill C-10, the bill to update the Broadcasting Act to account for the digital media environment, dominated by tech giants, that has risen in the decades since the Act was last updated. While some politicians have used the bill as an opportunity to create a wedge based on speculation, the government has done a poor job of explaining their intention throughout the process. The confusion has centred on usergenerated content with critics suggesting the government will analyse individual's social media feeds, but that's a big stretch from what C-10 does.

Like other countries around the world, Canada has struggled with tech giants. Companies like Google and Facebook have never paid their fair share. Additionally, they are being considered as broadcasters but weren't accountable to the same standard we hold broadcasters to for items like minimum Canadian content. We also have no idea how much money these companies make in Canada and required mechanisms to discover that information and to ensure that social media companies contribute a percentage of revenues

Heritage couldn't explain to Canadians how user generated content would be treated. That was enough for the Conservatives who claimed the bill was an attack on free speech. But the government already had a Bloc Quebecois promise to support the legislation, so the challenge was twofold: to attempt to meaningfully study and address issues in the legislation, and to deal with a fog of misinformation being relayed to the public in order to gain political advantage.

Given that C-10 could possibly be passed in a flawed state, New Democrats chose to focus on amendments to make sure individual rights were not being affected. The work was done at committee to close loopholes and provide fixes to the problems in this bill. We voted in favour of a second Charter analysis to ensure that Broadcasting Act does not infringe on personal freedom of expression. The analysis, completed by the Justice Committee, confirmed that freedom of expression is protected within the bill.

We also recognized that more study would relieve fears that were being intentionally stoked among social media users and proposed the committee could meet more often and for longer hours. We voted against closing debate and

individual rights to free expression on all platforms.

Further, it should be noted that the current Broadcasting Act already mentions in three occasions that “This Act shall be construed and applied in a manner that is consistent with the freedom of expression.” (Article 2 (3); Article 35 (2); Article 46 (5)). Therefore, if in its regulations the CRTC were to violate freedom of expression, it would in effect be violating the law.

At the same time the bill will do what it was intended to do - protect Canadian culture and heritage sector. That had been a long time coming and the tech giants had skewed the way those creators were compensated for their efforts in a manner that bordered on theft. Users uploading content to social media are specifically excluded and the C RT C powers over social media companies themselves are restricted to reporting the revenues they earn in Canada, requiring them to contribute a percentage of those revenues to cultural production funds, and making our Canadian creators discoverable on their platforms.

This should result in an even playing field for Canadian companies to compete and add some more Canadian content to our social media feeds.

Nous n'avons également aucune idée de l'argent que ces entreprises gagnent au Canada et nous avons besoin de mécanismes pour découvrir cette information et nous assurer que les entreprises de médias sociaux versent à nos fonds de production culturelle un pourcentage des revenus qu'elles touchent au Canada.

Le problème que pose le projet de loi C-10 se rattache moins à son contenu qu'à la façon dont il a été

traité dès le départ. Le texte de cette loi était mal conçu et le ministre du Patrimoine n'a pas pu expliquer aux Canadiens comment le contenu généré par l'utilisateur serait traité. Cela a suffi aux conservateurs qui ont affirmé que le projet de loi était une attaque contre la liberté d'expression. Cependant, le gouvernement avait déjà la promesse du Bloc québécois d'appuyer le projet de loi, de sorte que le défi était double : tenter d'étudier et de régler concrètement les problèmes que posait le projet de loi et composer avec un brouillard de désinformation relayé au public afin d'obtenir un avantage politique.

Comme le projet de loi C-10 risquait d'être adopté dans une version déficiente, les néo-démocrates ont choisi de miser sur des amendements pour éviter toute atteinte aux droits individuels. Le travail a été fait en comité pour éliminer les échappatoires et apporter des correctifs aux problèmes de ce projet de loi. Nous avons voté pour une deuxième analyse selon la Charte pour garantir que la Loi sur la radiodiffusion ne porte pas atteinte à la liberté d'expression personnelle.

L'analyse du Comité de la justice a confirmé que le projet de loi protège la liberté d'expression.

Nous avons également reconnu qu'une étude plus approfondie permettrait de dissiper les craintes qui sont intentionnellement attisées chez les utilisateurs des médias sociaux et nous avons proposé que le Comité se réunisse plus souvent et plus longtemps. Nous avons voté contre la clôture du débat et présenté une motion visant à prolonger le débat pendant les mois d'été, des propositions que le

gouvernement a rejetées.

Cela dit, le libellé du projet de loi a été amélioré et stipule clairement que le projet de loi C-10 protège les droits individuels à la libre expression sur toutes les plateformes. De plus, il faut noter que l'actuelle Loi sur la radiodiffusion rappelle trois fois, en variant légèrement le libellé, que l'interprétation et l'application de la présente loi doivent se faire de manière compatible avec la liberté d'expression (paragraphes 2(3), 35(2) et 46(5)). Par conséquent, si le CRTC devait violer la liberté d'expression dans ses règlements, il violerait en fait la loi.

En même temps, le projet de loi réalisera son objectif – protéger le secteur canadien de la culture et du patrimoine. Les géants de la technologie avaient faussé la façon dont les créateurs étaient rémunérés pour leurs efforts, d'une manière qui frisait le vol. Les utilisateurs qui téléchargent du contenu sur les médias sociaux sont explicitement exclus et les pouvoirs que le CRTC exercera à l'égard des entreprises de médias sociaux elles-mêmes sont limités à la déclaration des revenus qu'elles gagnent au Canada, à l'obligation de verser un pourcentage de ces revenus à des fonds de production culturelle et à la possibilité de découvrir nos créateurs canadiens sur leurs plateformes. All Ontarians Aged 18+ Becoming Eligible for Accelerated Second Doses With more than 76 per cent of Ontarian adults having received a first dose of the COVID19 vaccine and over 30 per cent fully immunized, Ontario is accelerating second dose eligibility to all individuals aged 18 and over across the province.

Starting Monday, June 28, 2021 at 8:00 a.m., all Ontarians aged 18 and over who received their first dose of an mRNA vaccine will be eligible to book an appointment to receive their second ahead of schedule. This will accelerate second dose eligibility for approximately 1.5 million Ontarians.

“Ontario’s vaccine rollout continues to pick up speed, allowing us to provide more second doses ahead of schedule while supporting our communities most at risk,” said Christine Elliott, Deputy Premier and Minister of Health. “All vaccines provide strong protection against COVID-19 and the Delta variant, and I encourage everyone to book your second dose appointment as

soon as possible.”

The province continues to take action to further protect Delta hot spots by accelerating second doses and expanding second dose coverage.

Between June 14 and June 23, 2021 more than 1,090,000 doses have been administered to people living in Delta hot spot public health units, and a total of 230,000 additional doses were provided to Delta hot spots for the week of June 21st, 2021.

Starting this week, provincially supported mobile teams have begun returning to community and workplace sites to support second dose clinics in Durham, Halton, Hamilton, Toronto, Peel and York region hot spots. Two pop-up teams and additional vaccination staff are also helping to accelerate first and second doses in priority communities in Waterloo.

“Thanks to our public health units, pharmacy and primary care practitioners, as well as employers in hot spot regions, we continue to make strides to increase vaccinations and get more Ontarians fully immunized,” said Solicitor General Sylvia Jones.

“Vaccines remain the best defence against COVID19 and its variants and we encourage everyone to get their first or second dose at their earliest opportunity to keep themselves, their families and our communities safe.”

Beginning Saturday, June 26, 2021 at 8:00 a.m., youth aged 12 to 17 who live in a Delta hot spot (Durham, Halton, Hamilton, Peel, Porcupine, Simcoe-Muskoka, Toronto, Waterloo, WellingtonDufferin-Guelph and York public health units) are eligible to book an accelerated second dose appointment through the provincial booking system, directly through public health units that use their own booking system, and through participating pharmacies.

In all other public health units, second doses for youth remain as they are currently booked at this time. To support a safe return to school in September, the province will be looking to accelerate youth second dose bookings following individuals aged 18 and over.

To ensure maximum protection against COVID-19 and the Delta variant, Ontarians are encouraged to get vaccinated as soon as they can and to receive their second dose within the recommended interval.

Chapleau Moments Finally, I am so indebted to my f r i e n d s M a rg a r e t Rose (Payette) and Bobby Fortin for kindly loaning me the Richard Brownlee Papers which provide such meaningful insights into the early history of Chapleau.

Weather Summary for Ontario June 2021: A variable month of June Cont’d from P.2 some locations receiving more than a month's worth of rain in a single day. Several locations north of Lake Erie reported over 100 mm of rain, with the highest amount of 141.2 mm reported in Dresden. Flooding was reported in Port Stanley, along the Lake Erie shore and in Port Elgin, along the Lake Huron shore. East of Lake Huron, rainfall amounts were generally in the 40 to 50 mm range. Severe thunderstorms east of Lake Huron caused a path of damage in the afternoon of June 26. Numerous reports of downed trees, utility poles, as well as damage to several structures including extensive damage to a barn, were received. The Northern Tornadoes Project has confirmed that a tornado occurred near Chatsworth, and has given a rating of EF-2 on the Enhanced Fujita scale, with a track length of 13.5 km and maximum path width of 400 m. A second tornado has been confirmed by NTP between Lucknow and Ripley. No damage from this tornado has been reported, and so it has been given a default rating of EF-0. Rain continued to affect areas east of Georgian Bay through June 27, giving amounts between 40 and 65 mm.

June 29: Severe Thunderstorms Push through Southern Ontario

A nearly stationary front settled over southern Ontario, resulting in severe thunderstorms. Through the early afternoon, heavy downpours occurred throughout parts of the Golden Horseshoe, flooding several urban areas. The greatest rainfall amounts occurred between Milton and Paris, with amounts between 50 and 70 mm. Later in the afternoon, an additional line of thunderstorms swept across southwestern Ontario, giving strong wind gusts and hail. Waterloo-Wellington Airport reported a maximum wind gust of 118 km/h, and several reports of nickel to quarter-sized hail were received, as well as thousands of hydro customers left without power.

Outlook for July The beginning of the month should see a continuation of above-normal temperatures across the province, with the possible exception of areas close to Hudson and James Bay. For the time being, this pattern looks to continue towards mid-month as well. Southern Ontario is likely to see near normal precipitation early in the month, however northern Ontario, northwestern Ontario in particular, is likely to continue experiencing drier-than-normal conditions.
