The Month Of June Dedicated To Seniors

By Nicki Katsenos or many years now, the month of June has been a month dedicated to seniors of each of our communities. Chapleau is no exception.

It is an opportunity to recognize and honor their presence in the fabric of our beautiful little town.

Prior to the pandemic, an event called Senior Olympics was held to showcase their vibrancy and ability to stay active both physically and mentally.

After a brief hiatus, this event was resurrected with the help of a small group of volunteers.

On June 15 and 16, various seniors from both local senior clubs (anglophone and francophone) along with the counterparts from APANO demonstrated their youthful spirit in friendly participation and friendly competition.

Horseshoes, Poker Walk, Scavenger Hunt, Cribbage, Line Dancing and a movie. The Bean Bag Toss and the Cribbage games were collaborated to make this multi-generational and the Grade 6 from École Sacré-Coeur joined us to compete and a small tournament. Our thanks to the principal, Marcel Bouchard, and their teacher, Melissa Caron, for allowing this friendly competition.

Over the course of the two days, the activities provided the participants an opportunity to get out of the house, be active and have some good old fashioned fun. All good things must come to an end and what better way than to have a concert and a BBQ to which all the community were invited. Our participants were graciously invited to participate free of charge.

As one participant declared 'This was so much fun, I can't wait to do it again'. What better way to express satisfaction! So, here's to hoping we

will repeat this event and make it bigger and better, with the participation of more seniors. The presence of the following volunteers was much appreciated: Sylvie Rousseau, Nicki Katsenos, Mireille Fortin, Line Fuchs and Monique O'Hearn.

In closing, thank you to everyone for a great two days and see you next year.

Avant la pandémie, de façon assez régulière, pour marquer ce beau mois, on a tenu des Jours Olymp-ainés pour leur permettre de se rassembler et de s'amuser joyeusement. Les jeux et les compétitions leur ont permis de se mesurer au plan physique, mais aussi à maintenir leur mémoire active. Nos personnes aînées font toujours partie de notre mémoire vivante, et, en participant, ils/elles se sentent partie d'une communauté vibrante. A travers les années, les Jeux Olymp-ainés ont duré entre une et trois journées.

Cette année n'a pas fait exception, et malgré le temps très venteux, frais et nuageux, les

15 et 16 juin derniers, plus de vingt personnes aînées, remplies d'enthousiasme, ont participé aux jeux suivants : marche prédiction, jeu de poche (sacs de sable), chasse au trésor, marche poker, jeu de rondelles ou 'washers', tournoi de cribbage, danse en ligne et un film. Plusieurs jeux ont été adaptés pour mieux répondre aux limites physiques de nos participants.tes. Cela a été fort apprécié. À la grande joie des deux partis, les élèves de 6e année de l'école Sacré-Cœur se sont joints aux personnes aînées au tournoi de cribbage et au jeu de poches en équipes intergénérationnelles. My thanks is extended to all those who have contacted me over the 13 years.

Thirteen years ago when I accepted Mario Lafreniere's invitation to write a column for the Chapleau Express, I wondered if I would be able to come up with enough material for a month's worth of Chapleau Moments.

Since starting Chapleau Moments, I have often reminded myself of the words that Dr. J.B. McClinton shared with me in a Timmins restaurant shortly after my arrival there to begin my career as a daily newspaper reporter with The Daily Press in 1964. I was having coffee with Dr. McClinton, a great promoter of Northern Ontario and Highway 101 connection between Chapleau and Timmins, and he said, "So, you want to be a reporter.

"Look around you. There are stories everywhere. If you never left this restaurant for the rest of your life, you would never be able to write all the stories that happened in this place."

Well, "let me tell you" as my good friend the late Dr. G.E. Young would say when he started a story, I would never be able to share all the stories about the people and moments that are part of Chapleau's history.

Let me first thank Mario for providing me with the opportunity to share some Chapleau moments with you -- the stories of the incredible people who have called Chapleau home -- those

Remembering 13 years of Chapleau Moments and a little bit more who still live there, those who now live somewhere else, and those who are no longer with us but left their mark on the life of the community since 1885, and before.

Let me thank all those who have contacted me with comments, story ideas and their recollections of the life and times of Chapleau. Maybe that's been the best part of the experience, reconnecting with so many of you over the years and bringing back such wonderful memories of home.

And yes, I've discovered beyond any doubt that Chapleau is still considered home to those who have lived there, even if like me, they have been gone for many years. It has also been great to open emails from folks I do not know to read about their connection to Chapleau.

Of course, I am not really "from" Chapleau, having been born in Hamilton, Ontario, where my father, James E. Morris, who was born in Chapleau, was a flying instructor at the Elementary Flying Training School at Mount Hope, part of the Commonwealth Air Training Plan in World War II. He had joined the RCAF in 1940 but took leave to be a flying instructor, at the EFTS. My mother, Muriel E. (Hunt) Morris was born in Glasgow, Scotland and came to Chapleau with her parents just before World War I. When my father went back into the Royal Canadian Air Force in 1942, we returned to Chapleau to stay with family while he was overseas on active service during World War II. We stayed after he was killed while on active service on July 16, 1943.

Many readers will recall my mother who taught at Chapleau Public School for 32 years, and let me say thanks to all those who have kindly remembered her in messages to me. While at the public school she directed annual concerts including Gilbert and Sullivan's musical 'HMS Pinafore'. Billy Kemp, Charlie Byce and Gordon Bolduc all had leading roles in this production, while Joan Kemp was the pianist.

Mom was also very active in St. John's Anglican Church where she was choir director.

However, one of the great moments in her church life was undoubtedly in 1935 at a service marking the 50th anniversary of the parish. As one of the soloists she sang 'Now the Day is Over.' Her father, my grandfather, George Hunt was the choir director while the organist was Miss Nettie Herner, who later married Arthur Grout. My grandmother, Edith Hunt, along with Mrs. P.J. Collins were joint conveners of the banquet. In 1974, Mom married Ernie, the son of Mr. and Mrs. P.J. Collins.

My parents were married in St. John's Church in 1940. Mom died in 1989.

I laugh because my mother laughed. Her laughter was carried from her mother, and hers. It is kept alive by family and friends. Losing our loved ones opens the way to compassion for others, and connects us all soul to soul.")

In my first Chapleau Moments column, I shared my tricycle ride from our home on Grey Street, uptown and across the old overhead bridge, to visit my grandparents, Lil (Mulligan) and Harry Morris on Elgin Street. It just struck me that trips from Grey Street to Elgin Street were actually started by my parents when they were dating in the 1930s -- a connecting link for us to both sides of early Chapleau. As I have noted previously my Morris grandmother was a member of the Mulligan family who came to Chapleau in 1885.

This time let me tell you a bit about my father and some of his friends, and moments they shared growing up in Chapleau. Born in 1914 in Chapleau, he attended Chapleau Public School and Chapleau High School graduating from Grade 13 in 1933, and yes, one of his teachers was John 'Mac' McClellan. In fact, Mr. McClellan coached the juvenile hockey team he played on with Gordon McKnight, Don Robinson, Eric Young, Walter Moore, Bobby Perpete, B. McAdam, Joe Crichton and Romeo Levesque

He also rose to the rank of Cadet Captain in the Number 1181 CHS Cadet Corps directed

by Mr. McClellan.

In his application to the RCAF, he noted that he was involved in all school and local athletics, including track and field where along with Claude Turner and Ken Godfrey they won Cont’d on P.7

Ontario Government Providing More Relief at the Pumps Gas and Fuel Tax Cut in Effect July 1 As part of its plan to keep costs down for Ontario families and businesses, the Ontario government is providing more relief at the pumps by cutting the gas tax by 5.7 cents per litre and the fuel tax by 5.3 cents per litre for six months, beginning July 1.

“It has never been more important to get it done and provide Ontarians with real relief,” said Premier Doug Ford. “This gas tax cut will provide more relief at the pumps for hardworking families and businesses and put more money back in their pockets, where it belongs.”

Effective July 1 until December 31, 2022, the gas tax rate will be cut from 14.7 cents per litre to 9 cents per litre, representing a cut of 5.7 cents per litre. The fuel tax rate, which applies to diesel, will be reduced from 14.3 cents per litre to 9 cents per litre, representing a cut of 5.3 cents per litre.

When combined with the 4.3 cents per litre savings from the elimination of the previous government's cap and trade carbon tax, the reduction in provincial taxes and charges on gas totals 10 cents per litre.

Vehicle owners in Ontario will see significant direct savings from the gas tax cut and the elimination and refunding of licence plate renewal fees, with households benefitting from an average combined savings of about $465 in 2022.

“People and businesses are feeling the pinch of high gas prices and grocery bills,” said Peter Bethlenfalvy, Minister of Finance. “Our government is cutting the gas and fuel tax rates to put money back in people's pockets and help keep

costs down.”

“As we build up Ontario's transportation network, our government is working hard to keep costs down for drivers and families,” said Caroline Mulroney, Minister of Transportation.

“At a time when the price of living has skyrocketed, our government has taken strong action by cutting the gas and fuel tax rate, eliminating licence plate stickers and renewal fees, and removing tolls on Highways 412 and 418.”

Cutting gas and fuel taxes is part of the government's broader plan to provide immediate cost-of-living relief, including: !

Cutting costs for millions of Ontario vehicle owners by refunding licence plate sticker renewal fees paid since March 2020, and eliminating licence plate renewal fees and plate stickers on a go-forward basis, saving vehicle owners $120 a year in southern Ontario and $60 a year in Northern Ontario for passenger and light commercial vehicles. !

Permanently removing tolls on Highways 412 and 418. !

Providing tax relief for workers, families and seniors through the Low-Income Workers Tax Credit, the Seniors' Home Safety Tax Credit, the Ontario Jobs Training Tax Credit and the Ontario Child Care Tax Credit. !

Implementing the new Canada‐wide Early Learning and Child Care System, which will enable Ontario to achieve an average of $10‐a‐day child care by September 2025.

To further help families and businesses, the Ontario government continues to encourage the federal government to work with the province by reducing the cost of the carbon tax, which increased to 11.05 cents per litre on gasoline and 13.41 cents per litre on diesel on April 1, 2022.

In April 2022, Ontario's legislation to cut gas and fuel taxes received Royal Assent.

Vehicle owners in Ontario will see a significant direct savings from this gas tax cut and the elimination and refunding of licence plate renewal fees. For example, a family in Southern Ontario who owns two cars and drives regularly would save about $815 in 2022. Households that do not own vehicles are expected to benefit from the impact of the gas tax cut in the price of purchases such as taxis, food delivery and consumer products.

The price paid at the pump is made up of the cost of crude oil, wholesale margins, retail margins, federal excise tax, the federal carbon tax, Ontario gasoline/fuel tax and HST. Ontario's Gas Tax program supports public transit in municipalities across Ontario by providing two cents per litre of provincial gas tax to improve and expand transit. The government will ensure that municipalities that receive funding through the program are not impacted by the gas and fuel tax rate cut.

Premier Ford will be meeting with his Premier colleagues for the Council of the Federation meeting July 11-12 and will be discussing affordability issues.

Weather Summary for Ontario June 2022: A Dry Month With Occasional Hot Spells Temperatures and Precipitation Temperatures for the month of June were within one degree (Celsius) of normal for the vast majority of the province. Portions of far northern Ontario near Hudson Bay and James Bay had the greatest departures from normal with temperatures as much as 3oC above normal. There were a few instances during the month of very hot temperatures. For example, several record high temperatures occurred on June 19 and 20 across northwestern Ontario. A few examples include 33.0oC in Kenora on June 19, with several more occurring on June 20 including 36.8oC in Pickle Lake, 34.3oC in Ear Falls, 35.4oC in Upsala and 34.1oC in Thunder Bay. The heat found its way to southern Ontario June 21 with some locations recording temperatures in the low to mid-thirties.

At Pearson International Airport in Toronto, June

21 and 22 had record highs of 35.3oC and 35.5oC respectively. This is only the second time that this station has reported two consecutive days with temperatures exceeding 35oC in the month of June, the other time being in June of 1952.

Although there were some cooler periods as well during the month, record low temperatures were scarce. One date when record lows occurred was June 19, when both Sarnia and Chatham-Kent reported a low of 6.1oC. June was a rather dry month for many, particularly across northwestern, northeastern and southwestern Ontario. Some areas received less than 50% of the normal June amount. Across the northwest, this was in stark contrast to the record to near record-breaking precipitation amounts seen in April and May. However, there were occurrences of heavy rainfall amounts that were highly localized as is commonly seen with thunderstorm activity. For example, on June 14, areas near Savant Lake in northwestern Ontario received 50 mm of rain within the span of one hour while on June 1, Kingston reported 50 mm of rain within the span of a few hours.

Significant Events June 1: Heavy Rainfall in Eastern ON A slow-moving cold front ushered in

heavy rainfall across eastern Ontario to start the month. Many areas north of Lake Ontario and eastward received rainfall amounts generally in the 20 to 40 mm, with locally higher amounts of near 60 mm in a corridor from Kingston and north to Tamworth. Additionally, in WindsorEssex County, storms associated with this cold front felled trees and hydro poles, resulting in local power outages.

June 6-7: Heavy Rainfall in Southern ON A pair of weak low-pressure systems moving across the Lower Great Lakes brought heavy rainfall amounts to areas east of Lake Huron and Georgian Bay. The moisture interaction between the two systems resulted in two corridors of 50 to 60 mm. The first area of significant rainfall was between Dresden and Mount Brydges, the second ran from Goderich to Parry Sound. Elsewhere across southern Ontario, rainfall amounts were generally in the 20 to 35 mm range.

June 14: Large Hail in Northwestern Ontario Severe thunderstorms made their way through northwestern Ontario, owing to a lowpressure system moving north from Minnesota.

Several reports of large hail were received, from quarter to golf ball sized. Additionally, several areas received heavy downpours, most notably Savant Lake, which received 50 mm in just one hour.

June 16: Severe Thunderstorms in Central and Eastern Ontario Thunderstorms developed ahead of and along a cold front sweeping across southern Ontario. Reports of large, toonie to ping pong ball sized hail were received, particularly in East Scarborough. These thunderstorms were responsible for downed power lines and utility poles, and uprooted trees in many areas. Some structural damage, including damage to a roof, was reported in Belleville, where a peak wind gust of 106 km/h was recorded. A team from the Northern Tornadoes Project (NTP) has assessed damage in Belleville, Shannonville and Mallorytown, and in each case have determined that damage was a result of EF-0 downbursts.

The team from NTP preliminarily given an EF-0 rating to two tornadoes, one in Carleton Place and another in Brooklin.

Outlook for July Cooler than normal temperatures are anticipated for the first half of the month before a switch back to seasonal for the latter half. Near normal precipitation is expected through at least the first half of the month.

As we turn our attention to the cottage and camping season, travelers, campers and anglers are looking forward to getting out on the lakes, soak in the sun, and drop a line. The Great Lakes in particular draw a huge number of people every year. It's a time-honoured tradition and way of life for families across the country.

However, there are two very significant issues that, combined, represent a substantial threat to the ecosystems of the Great Lakes.

The first is likely obvious to many.

Plastic pollution, much like in our oceans, is piling up and threatening fish and other lake wildlife. According to a study conducted by the Rochester Institute of Technology, over 22 million pounds of plastic end up in the Great Lakes every single year. Some of this includes garbage left on shorelines like single-use food containers and plastic water bottles that get washed away from shores. Other less obvious sources include pre-production plastic pellets, the kind that are melted down for production into finished goods, that are shipped near or across the Great Lakes, either by truck, train, or ship.

This is having a significant impact on fish and other Great Lakes species. A recent study from The Society for Conservation Biology notes that the 7 species of fish studied in Lake Superior and Lake Ontario contain "the

Great Lakes Facing Threats on Two Fronts highest concentration of microplastics and other anthropogenic microparticles ever reported in bony fish." And while this is very concerning in and of itself, we must also consider that 30 million people across Canada and the U.S. rely on the Great Lakes for drinking water.

Now, even if were to somehow eliminate all plastics in the Great Lakes, we have another long-term problem to deal with. Sea lampreys, an invasive species, pose a significant threat to the health and wellbeing of Great Lakes fish stocks. While native to the Atlantic Ocean, these parasitic fish have become one of the most destructive invasive species in North America.

Ironically, they are endangered in their natural habitat, where many species actually feed on them, but in the Great Lakes they have no natural predators, and just a single lamprey can kill up to 40 pounds of fish. In fact, they were the largest culprit in the collapse of fisheries during the late 50s and early 60s, causing a 98 percent decline in lake trout populations during that period. The threat sea lampreys posed to the Great Lakes actually led to the development of the Great Lakes Fishery Commission (GLFC), a nongovernmental organization, created out of a rare treaty between Canada and the U.S., to control their population and prevent an ecological collapse.

So how do we deal with these threats? As a first step to curb plastic pollution in our lakes, we need to focus on reducing plastic waste where possible. Part of this solution involves banning single-use plastics that can take ages to break down naturally, particularly in instances where there are alternatives. Recently, the

federal government did finally ban plastic bags, takeout containers, plastic straws, stir sticks, cutlery, and six-pack rings. These items will no longer be purchasable by the end of the year and will be banned from export by 2025. While ensuring that we do have less plastics leeching into our waterways and lakes is good, these six items combined represent less than one percent of plastic waste. In 2018, New Democrats put forward a motion, receiving all party support, to create a national strategy against plastic pollution. Rather than taking that as a framework to actually combat plastic pollution, the government decided to move forward with a piecemeal approach that doesn't do enough to combat the problem.

On dealing with sea lampreys, we already have the capacity to combat these invasive parasites. The GLFC does important work to deal with this scourge, but the government is not living up to the Canadian end of our treaty with the U.S. Two of our four Canadian Commissioners on the board are vacant, with no representation from Ontario, so we are not fulfilling our treaty mandate. We need to ensure that those roles are filled, and that we abide by all requirements of the treaty. It's nearly impossible to eliminate sea lampreys completely from our lakes, but proper management means that the GLFC can continue their bilateral work between borders, and that means ensuring that we are living up to our end of the bargain.

Keeping the Great Lakes healthy is vital, but it doesn't happen without addressing environmental and invasive species concerns.
