Algoma District School Board reaffirms commitment to Indigenous partners and reconciliation, following discoveries of unmarked graves The recent confirmation of 751 unmarked graves at the site of the former Marieval Indian Residential School in Saskatchewan and other unmarked grave discoveries at residential school sites across Canada over the past few weeks, have brought attention to the legacy and traumatic impact of residential schools on Indigenous communities. With over 150 residential school sites across Canada, we recognize that there will be more confirmations of unmarked graves and burial sites in the foreseeable future.

The Algoma District School Board values our partnerships with Indigenous communities and organizations and is committed to continue to build and strengthen these partnerships across our school communities. Our partnership with the Sault Ste. Marie Indian Friendship Centre in the Kina Awiiya Secondary Program is an example of what can be done when we

work together. As we plan for re-opening in September, we do so with reaffirmed conviction to work with Indigenous partners to ensure that all students learn about Indigenous perspectives within the curriculum, including the history and impact of residential schools. We will also be strengthening existing support for Indigenous languages and cultural activities within our schools. ADSB will continue to collaborate with the Children of Shingwauk Alumni Association, supporting truth and reconciliation actions within our local communities. In addition, ADSB will further engage the voices of First Nations, Métis and Inuit youth in the ADSB Northern Indigenous Youth Council to further understand and enhance their lived experiences within our schools. Only by working together, with Indigenous students, families, communities and partners, can we fully understand our history and our present, and build a positive future for everyone.

During these difficult times, our thoughts are with the survivors and the family members of students who never returned from residential schools. At the conclusion of the Truth and Reconciliation Commission, the Chair, Honourable Senator Murray Sinclair summarized that, "Education has gotten us into this mess, and education will get us out." Reconciliation requires truth; thus, education will be key to understanding the truth, so that we can move forward with true actions for reconciliation. We acknowledge that our relationships with Indigenous communities and partners are central to such education and to the truth.

Internet coverage in rural and northern Canada has been a problem for years. While the telecommunications industry in Canada is dominated by larger players, there are plenty of resellers, especially in cities. Once the city fades into the rear-view mirror, so do the options which creates a scenario where competition isn't available as a limiting factor for costs or performance. The result can be big bills for sub-standard service.

With repeated promises of government help to expand internet services for rural and remote locations in Canada, it was surprising when the federal regulator, the CRTC, backtracked on its plan to lower bulk internet rates. In a late-May decision, the CRTC reversed its decision to lower wholesale rates that had been announced in August of 2019. At that time, small internet providers passed the anticipated savings on to their customers.

Now, those cuts will have to be reversed or losses will be absorbed by the smaller players. More importantly in Northern Ontario, the move makes

Rogers, see things differently. They claim the move will help expand services in rural settings, but that remains to be seen. With a return to 2016 rates, there are a few more likely outcomes such as increased internet prices and small providers struggling to survive in a climate that is increasingly less competitive and arranged to the benefit of large players.

Another outcome the reversal is a growing number of calls for the Chair of the CRTC, Ian Scott, to be replaced. Scott, a former Liberal MPP and Cabinet Minister, is also a former TELUS executive who was appointed by the current government. As head of the CRTC he is on record stating a personal preference for facilities-based competition rather than wholesale-based competition, and specifically linked this view in part to some of his experience in the private sector.

The challenge here is that the private sector will never fill our rural and remote needs without either being pushed or rewarded. With a continuation of status quo for bulk rates it is hard to see how change will be driven by the Canada's telecom giants. And maybe it won't.

Change may come from outside the country well before any Canadian players make progress in

company SpaceX which builds and launches the satellites. Musk is also famous for his electric car company, Tesla and has been pursuing all manner of forward-thinking projects including hyperloop transportation.

Right now, Starlink is available in some parts of Canada for individuals who want to become beta testers of the technology. The catch? It is isn't cheap and the service can be spotty. Once complete, the option will be tempting for many who can afford it but may suppress the growth of affordable options for those who can't. That said, the potential of unlimited, quick internet may be enough for some to dig a little deeper in their pockets.

If it takes off, Starlink could let the big Canadian telecom companies off the hook when it comes to expanding internet services. While consumers who can afford it may not be have a problem with that, those who require more affordable connectivity may. The reversal of bulk rates makes it easy for the big three to remain comfortable with their circumstance but their rationale for the change was to expand to rural and remote regions. If Starlink makes that unappealing, the CRTC should reconsider the advantage they have handed to the big three internet providers.

À l'époque, les petits fournisseurs d'Internet avaient fait profiter leurs clients des économies attendues. Désormais, ces réductions devront être annulées ou les pertes seront absorbées par les plus petits joueurs. Dans le nord de l'Ontario tout particulièrement, cette décision rend le développement de la concurrence moins probable dans les zones où de meilleurs services sont nécessaires, et même dans les zones qui ne sont actuellement pas desservies.

Naturellement, les trois grandes sociétés de télécommunications du Canada, soit Bell, Telus et Rogers, voient les choses d'un autre œil. Elles soutiennent que cette mesure favorisera l'expansion

des services dans les régions rurales, mais cela reste à voir. Avec un retour aux tarifs de 2016, il est beaucoup plus probable qu'il y aura une augmentation des prix d'Internet et que les petits fournisseurs lutteront pour survivre dans un climat de moins en moins concurrentiel, qui profite aux grands joueurs.

Un autre résultat de ce revirement de situation est le fait que de plus en plus d'intervenants réclament que le président du CRTC, Ian Scott, soit remplacé. M. Scott, un ancien député libéral provincial et ministre du Cabinet, est également un ancien dirigeant de TELUS nommé par le gouvernement actuel. Bien qu'il soit à la tête du CRTC, il a déclaré publiquement sa préférence personnelle pour une concurrence fondée sur les installations plutôt que sur le commerce de gros, et il a plus particulièrement lié ce point de vue en partie à certaines de ses expériences dans le secteur privé. Le problème ici, c'est que le secteur privé ne pourra jamais répondre à nos besoins dans les régions rurales et isolées s'il n'est pas poussé à le faire ou récompensé de le faire.

Dans le contexte du maintien du statu quo en ce qui concerne les tarifs de gros, il est difficile de voir comment le changement pourrait être instauré par les géants des télécommunications du Canada. Et peut-être qu'il ne le sera pas.

Le changement pourrait venir de l'extérieur du pays, bien avant que les joueurs canadiens marquent des progrès dans les régions qu'ils s'entêtent à mal desservir et même à ne pas desservir.

Le réseau Starlink est porteur de changement, car il est en passe de devenir un acteur mondial offrant un service Internet par satellite qui, une fois achevé, atteindra tous les points du globe. Starlink est une

filiale de SpaceX, la société d'Elon Musk, qui construit et lance les satellites. Elon Musk est également célèbre pour son entreprise de voitures électriques, Tesla, et il poursuit toutes sortes de projets avant-gardistes, dont le transport sous vide (hyperloop).

Si une telle possibilité ne représente pas un problème pour les consommateurs qui peuvent se le permettre, elle pourrait causer des difficultés pour ceux qui ont besoin d'une connectivité plus abordable. Le renversement de la décision touchant les tarifs de gros permet aux trois grandes sociétés de télécommunications de demeurer à l'aise dans leur situation, mais la justification pour le changement était qu'elles étendent leurs services dans les régions rurales et éloignées. Si Starlink rend ce projet peu attrayant, le CRTC devrait reconsidérer l'avantage qu'il a accordé aux trois grands fournisseurs d'accès à Internet.

Horwath calls for supports for restaurants, personal support businesses With salons back to business Wednesday and restaurants ramping up, Official Opposition NDP Leader Andrea Horwath is calling for A Safe Reopening Grant for personal care and service industries.

“There are big bills coming due for businesses like restaurants and salons that have face-to-face, extended contact, which means more health precautions and less capacity at first,” said Horwath. “We cannot risk another wave. We cannot risk people’s jobs and livelihoods again. And the Ford government

should not be forcing these businesses to go it alone. With a Safe Reopening Fund, there’s more hope – a better chance that this reopening will finally be the last for the local businesses we love.”

Horwath said the Safe Reopening Grant would help with costs like PPE, plexiglass barriers, and staff required for health screening and contract tracing, along with helping keep staff on the payroll while businesses are not allowed to operate at full capacity. The NDP’s Reopen Stay Open plan also includes a $1,000

tourism tax credit which could be used for restaurant dining.

Horwath made the announcement in Scarborough Monday with NDP MPP Faisal Hassan (York South—Weston) and Ontario NDP Scarborough-Rouge Park candidate Felicia Samuel. Hassan and Samuel added that Horwath and the NDP’s Save Main Street plan also includes a fund for businesses that face historic barriers, like businesses owned by Black, Indigenous and racialized people.

Ontario Northland Resumes All Bus Routes and Adds Two New Toronto Bus Stops

New stops will provide easy connections to rail, subway and regional transit Today, Caroline Mulroney, Minister of Transportation, Vic Fedeli, Minister of Economic Development, Job Creation and Trade and MPP for Nipissing, and Corina Moore, President and CEO of Ontario Northland Transportation Commission announced that Ontario Northland will be resuming all regularly scheduled motor coach routes and adding two new stops in Toronto effective July 4, 2021.

As the province safely reopens, our government is providing more transit options for Ontarians,” said Minister Mulroney. “Ontario Northland resuming all regularly scheduled bus routes and adding two new stops in Toronto demonstrates that our government is on the right track as Ontario safely reopens.”

Bus passengers travelling to Toronto will

now be able to stop at Toronto’s Union Station Bus Terminal and the King City GO station.

These two new stops will provide easy connections to the GO train, subway and regional transit, and complement existing stops at four major hospitals in Toronto, the Highway 407 Terminal and Yorkdale.

“Improving transportation options for the people of Northern Ontario has always been a priority for our government,” said Minister F e d e l i . “ To d a y ’s u p d a t e s w i l l e n s u r e underserved Northern communities are connected and people have access to jobs and critical services.”

• As of July 4, 2021, Ontario Northland will no longer be stopping at the Toronto Coach Terminal on Bay Street, which is closing on July 7.

• COVID-19 safety protocols remain in effect for all passengers, including a preboarding health screen, non-medical masks or face-coverings worn at all times on buses and increased cleaning and sanitization of all high touchpoint areas.

Anyone 18 and over can book an appointment for an accelerated second dose effective Monday, June 28 Starting Monday, June 28, 2021, at 8 a.m., anyone aged 18 and over in the Sudbury and Manitoulin districts who received their first dose of an mRNA (Pfizer-BioNTech or Moderna) vaccine will be eligible to book an appointment to receive their second dose ahead of schedule. On June 24, 2021, Public Health expanded second dose eligibility for its walk-in clinics to anyone aged 18 and over who received their first dose of vaccine more than 21 days ago (PfizerBioNTech) or 28 days ago (Moderna). Anyone who received AstraZeneca 56 days ago (at least 8 weeks) and who wishes to receive an mRNA vaccine is currently able to book their second dose.

To ensure maximum protection against

COVID-19 and the Delta variant, anyone 18 and over should attend a walk-in clinic or, beginning on Monday, book their second dose as soon as possible. To support a safe return to school in September, the province will be looking to accelerate second dose appointment bookings for youth aged 12 to 17. Public Health will share more information on how to book a second dose for this age group in the coming weeks.

If your first vaccine was an mRNA vaccine, you can get either mRNA vaccine for your second dose. All Public Health-led clinics offer mRNA vaccines. Details about which mRNA vaccine is planned for upcoming Public Health clinics are available at phsd.ca/COVID19/vaccine-clinics, subject to change based on

vaccine availability.

CHAPLEAU EXPRESS, July 1, 2021 - Page 12 cherished annual holidays, Canada Day, our usual enthusiasm has kind of petered out with the discovery of hundreds of child graves at two of Canada's more than 80 historic residential schools.

There can be no doubt at all that many more are about to be discovered. While most Canadians have at least some awareness of the existence of these schools in our history, few of us have any real grasp of the realities of the purpose of these schools and the atrocities that happened in them. This has to be one of, if not the darkest, chapter in the history To begin, clearly readers are going to of our nation. scratch their heads when they begin reading this Let's be honest, as hard as it is to be so, and week's column when they discover I begin by say what really happened. Each year on Canada Day, we raise a glass to the incredible achievements of our founding fathers of whom we are so proud. Proud of our outstanding Canadian ancestors who invented insulin, Pablum, the snowmobile and the world standard time system. Canadians designed the world's first publicly owned electricity utility that pledged to sell electricity to citizens at cost. And, of course, the men and women who succeeded in building the impossible dream -- the original CPR transcontinental railroad.

We love to hold our heads high and say, ya, that's us! Yet we are the Canada who must bear responsibility for the darker things that happened, such as the residential schools. We can't pick and choose taking credit for the good things and not the blame for the darker things that happened.

So, yes, we are the same Canada of both yesteryear and today.

Here in Northern Ontario, chaexpress@sympatico.ca we are seeing before our eyes the 705-864-2579 heartache and trauma that our Indigenous friends and neighbours are experiencing as

more and more evidence of past atrocities are discovered.

All we can say as individuals is that we are truly sorry for what we as Canadians did back then and for all of the pain, suffering and grief that has resulted from those decisions. We can also acknowledge that the pain did not end with the loss of children and that the survivors of those schools and many of their children and grandchildren continue to suffer from the effects of the schools even to this day. The time has come for us to face the truth about Canada's history of colonialism, which was there yesterday and in many ways continues to this day.

The good news is that today we are seeing Northern Ontarians standing in solidarity and support for all Indigenous communities, close to home and far away.

We finally understand that the time to respond with symbolic gestures and unfulfilled promises must end now. It is time for us to not only reflect upon what has happened, but equally as important, find ways to bring about healing. We need to develop concrete plans on how to together, build a better Canada that accepts and respects all races and peoples. We need to show the world that Canada is a nation committed to justice, peace and respect for treaty rights and obligations.

This Canada Day is unlike any that we have had before. This is a unique opportunity, like none before nor one to be repeated, to take action in the 'here and now'. We must strike while the iron is hot.

This Canada Day, and subsequent days, I encourage all Ontarians to join together by actually devoting themselves to learning about, contemplating and accepting what our true path has been. It's not too late even now to make things right. Ontario can begin by fighting for an Indigenous-led, fullyfunded search of residential school sites for Indigenous children, and continue pushing for all 94 Truth and Reconciliation Commission calls to action to be implemented.

We can still help Indigenous communities that for decades have needed access to clean water, safe housing, and equitable access to health care, education and mental health supports. We must take the initiative to help resolve the issue that Indigenous people are still dramatically overrepresented in the child welfare system.

We may be late, but we are still not too late to make a difference today and tomorrows to come.

Let there be no doubt in our hearts that Canada is still one of the greatest places to live in the world. We may not be perfect and have made some big mistakes in the past. But we can use our mistakes to make a better future; to make changes that our children and grand children can look back upon to learn from our strengths, experience and the resiliency of our most valuable resource – Canadian People.
