Ontario Cracking Down on Crime Province protecting communities with proceeds seized from criminals The Ontario government is fighting back against crime and building safer communities by investing more than $6 million in crime prevention initiatives. The funds, forfeited to the province as proceeds of crime following criminal prosecutions, will be used to support 23 projects by law enforcement agencies and community partners.

“We're using every tool including cash and proceeds seized from criminals to prevent crime and protect our communities,” said Solicitor General Michael Kerzner. “Thanks to the hard work of our men and women in uniform, these funds are being reinvested back into our communities to help support victims, educate youth and increase awareness about crimes such as gang violence and hate.”

Since 2018, the government has

invested more than $16 million in crime prevention initiatives through the Proceeds of Crime Front-Line Policing (POC-FLP) Grant program. This year's grant funding will support a wide range of community safety projects including: · Collaboration between police services and community service providers to increase awareness about hate crime · Providing enhanced resources to help stop gang recruitment efforts, disrupt the sale of illegal drugs by organized crime groups and provide support to victims and others affected by crime · Building positive relationships between law enforcement and schools, developing and implementing learning opportunities for youth, reducing and preventing gang involvement and

street violence and educating youth about internet safety.

“We welcome the Ontario government's funding for crime prevention initiatives like Project B.U.I.L.D.S. (Bringing Unity in London's Diverse Society),” said London Police Service Chief Thai Truong. “Strengthening trust and increasing safety within our community are two key priorities for the London Police Service. In collaboration with our partners at Atlohsa Family Healing Services, and St. Leonard's Community Services, we look forward to developing programming and services that support meaningful, proactive outreach to young people in our community.”

To date, the POC-FLP Grant program has funded 281 community safety projects across the province.

Ron Schock, who was born in Chapleau in 1943, but moved with his family to Terrace Bay in 1948 where he started his hockey career played an impressive 909 games in the National Hockey League from 1964 to 1978.

Inducted into the Northwestern Ontario Sports Hall of Fame in 1990, an article on its web site says that in Terrace Bay he developed his "outstanding skills" which saw him go on to enjoy a successful NHL career.

It adds that given there was no junior or juvenile league there while Ron was growing up, "Ron found himself playing in a men's intermediate league at the age of 16 advancing to to the Western Canadian finals."

A Boston scout observed Ron's talents and he moved into the Bruins organization and he was sent to play with Junior 'A' Niagara Falls Flyers. He also played with the Junior 'A' Kingston Frontenacs, the article said. He had a strong career with the Flyers.

Ron's grandparents were the late Mr. and Mrs. Tom Edwards a Chapleau pioneer family.

His sister Norma was in the same grade as me at Chapleau Public School, and it surprised us when they moved in 1948.

Ron played for several NHL teams

starting with the Boston Bruins then on to the St. Louis Blues. While he was there while attending a hockey dinner he was asked what team he would "least" like to be traded to. He replied the New York Rangers or Pittsburgh Penguins. Two days later he was traded to Pittsburgh. Such is the hockey world.

On the web site 'Greatest Hockey Legends.com" Ron told Joe Pelletier, "That is a trade I'll never forget. I had been playing golf with the Blues' owner, Sid Salomon, on a Friday and he had been telling me how well the team seemed to be going and how he was looking forward to having me on the team the next season. The following Monday, I was traded to Pittsburgh!"

Ron Shock is perhaps most famous for his double overtime "Midnight Goal" that won game 7 for the Blues over the Minnesota North Stars on May 3, 1968, and sent the Blues to the Stanley Cup finals in the first year of the NHL expansion. Arguably, this was a major contribution to the early popularity of the St. Louis Blues franchise, according to Wikipedia.

Ron also noted in his interview with Mr. Pelletier that like most players who played just prior to the original expansion in 1967, he took great pride in the fact that he made the NHL in the era of only 6 teams.

"I knew I was lucky to be with the Bruins, let alone being in the NHL. After all, there was only 120 jobs available in the NHL those days. You had to be VERY good to make it. "I think any of us who made it at that time

Public Health shares tips on preventing frostbite and hypothermia With cold weather being a fact of life for northerners, Public Health Sudbury & Districts would like to remind everyone to take appropriate precautions against the cold. Injuries related to the cold can happen at a wide range of temperatures but occur more quickly when it’s colder. Frostbite and hypothermia are the most common and preventable injuries.

Suffering frostbite means that skin has actually frozen. In addition to feeling cold, the skin can feel numb and appear white. In more severe cases the area becomes hard, waxy, and can turn white or dark. Body extremities are often the first to be frozen/frostbitten. Additionally, there is a condition called frostnip where a person’s skin may appear shiny and rosy. This is a sign that frostbite may occur shortly. If you see these signs, move to a warmer environment, or protect the skin with layers of clothing.

Hypothermia is a life-threatening condition. It occurs when the body is exposed to the cold for a long time and loses more heat than it can generate. The individual could be shivering, drowsy, confused, and have problems speaking, loss of coordination, and pale and bluish lips.

People showing signs and symptoms of hypothermia will begin shivering, but this sign can decrease and disappear in later stages.

This time last year, one of the big news stories coming out of the back end of the holiday season was the severe travel delays across Canadian airports. Thankfully, air travel was markedly more consistent this holiday season, and most travelers managed to evade any serious delays. However, the other major federally regulated travel industry, rail, remains plagued with poor on-time performance, with frequent delays causing headaches for travelers. However, with one simple legislative change, rail travel could become far more consistent for travelers across the country.

Taylor Bachrach, the M P for the Skeena—Bulkley Valley riding in British Columbia, recently tabled Bill C-371, An Act to amend the Canada Transportation Act (passenger rail service). The bill is quite simple: it would amend the Canada Transportation Act to give passenger trains priority over freight trains if there is a conflict in travel itinerary and impose fines of up to $250,000 for those companies who are not in compliance.

Rail travel hasn't had the best few years.

Via Rail Canada, the Crown Corporation responsible for travel across the country, had indicated that only 57 percent of their trains were considered to be on time in 2022, compared to 72 percent in 2021, and 73.4 percent averaged out since 2011. Part of the reason for this is that VIA Rail owns very little rail infrastructure, only about three percent of the rail lines it uses, and therefore must negotiate deals with rail owners like Metrolinx, CN and CP to utilize their rail lines.

While there will certainly be some pushback from freight companies that may need to give way to passengers, there is precedence for this type of regulation. The United States has had laws on the books for some 50 years already that allows AMTRACK passenger trains to have priority over freight. And while AMTRACK's on-time records are marginally better than VIA Rail's, the issue in the U.S. seems to stem mostly from the lack of enforcement from the Department of Justice, which is the only body able to enforce AMTRACKs priority laws.

MP Bachrach, for his part, wasn't content to just table Bill C-371. On December 17th, following the end of the fall parliamentary session, he decided to travel by train from Toronto to his constituency in Smithers, BC, a 4,500 km ride.

While Bachrach made it to his destination only 20 minutes behind schedule, he did note that his trains

Prioritizing Passenger Trains Would Make a Huge Difference for Rail Travel had to pull over dozens of times over the course of the trip to allow freight trains to pass through. He also noted that the entire trip lasted about a day longer than a similar trip would have 50 years ago, and that some of the trains he was in were clearly nearing the end of their life cycles, such as the one on the last leg of his trip that was put into service in the 1950s.

His is a good news story, but rail travel isn't always this smooth. Dedicated passenger lines would obviously be ideal for travelers across the country, but that would require significant investments in rail infrastructure. The government is engaged in ongoing consultations about a dedicated passenger line between Quebec City and

Toronto, but that line wouldn't be completed until, at best, midway through the 2030s. It wouldn't help those of us in Northern Ontario, who are well aware of the challenges accessing rail lines. Of the 11 layover stops scheduled on Via Rails' The Canadian line (which spans from Toronto to Vancouver), three of them, including Hornepayne, do not have an indoor facility open to the public to wait for their next train.

A lot of Canadians want a reliable, safe, and affordable mode of public transportation, but aren't willing to gamble on a 43 percent chance to arrive late, given VIA Rail's 2022 on-time average. Ensuring passenger cars are given priority would help alleviate those concerns.

Le secteur du transport ferroviaire n'a pas connu ses meilleures années. VIA Rail Canada, la société d'État responsable des déplacements ferroviaires à l'échelle du pays, a indiqué que seulement 57 % de leurs trains étaient considérés comme ponctuels en 2022, comparativement à 72 % en 2021, et à une moyenne de 73,4 % depuis 2021. Aux États-Unis, il y a des mesures législatives en place depuis environ 50 ans déjà pour accorder la priorité aux trains de passagers d'AMTRACK plutôt qu'aux trains de marchandises. Le bilan d'AMTRACK au chapitre de la ponctualité est à peine meilleur que celui de VIA Rail, mais aux États-Unis, le problème semble être principalement attribuable à des lacunes en ce qui a trait à l'application de la loi par le département de la Justice, seul organe habilité à appliquer les dispositions législatives sur la priorité des trains d'AMTRACK. Par ailleurs, M. Bachrach ne s'est pas contenté de présenter le projet de loi C-371. En effet, lorsque la session parlementaire de l'automne s'est terminée, le 17 décembre, il a décidé de rentrer dans sa circonscription en prenant le train pour effectuer le trajet de 4 500 k m e n t r e To r o n t o e t S m i t h e r s , e n Colombie-Britannique. École Sacré-Coeur theme day leads to an explosion of colour and laughter At École Sacré-Cœur (Chapleau), the students who sit on the Student Council use their imagination to design creative monthly theme days.

The recently held face-painting day was a true explosion of colour and laughter. Under the creative guidance of the Student Council, the

artists, who included both parents and students from the Student Council, transformed the activity into a memorable artistic adventure. The children were transformed into their favourite animals, superheroes and fantastic creatures. The classrooms rang with joy.

This activity helped to strengthen the

links between teachers and students at École Sacré-Cœur in a friendly atmosphere. The painted faces, created with talent and creativity, became living symbols of individual expression and camaraderie, transforming an ordinary day into an extraordinary adventure at École SacréCœur.

Unfortunately certain individuals can’t read and their level of comprehension is below par. If you see these geniuses at work, please call the Township to nominate them for the yearly “Dummy of the year” award.

Cela n'aiderait en rien les gens du Nord de l'Ontario, qui sont bien conscients des difficultés qui touchent l'accès aux lignes ferroviaires. Parmi les 11 escales prévues le long de la ligne Le Canadien de VIA Rail (qui assure la liaison entre Toronto et Vancouver), trois d'entre elles, y compris celle de Hornepayne, n'offre aucune installation permettant aux passagers d'attendre leur prochain train dans un espace intérieur.

Bon nombre de Canadiens veulent un mode de transport public fiable, sécuritaire et abordable, mais, compte tenu de la moyenne affichée par VIA Rail en 2022 sur le plan de la ponctualité, ils ne sont pas prêts à composer avec les 43 % de risque d'arriver en retard. Checking in with Algoma-Manitoulin hospitals tions.

We have now entered the period of the legislative calendar where MPPs are back in their constituencies for an extended amount of time.

The Ford government recessed the legislature a week earlier than planned in December, which unfortunately meant that the legislation I was set to bring forward to improve the Northern Health Travel Grant will now have to wait until February 22nd.

Delays in the process aside, I am always happy to have a chance to do more work in AlgomaManitoulin. During this winter recess, my offices remain open both in Elliot Lake and Toronto. I utilize the opportunity to travel to communities in every part of Algoma-Manitoulin so I can meet with residents and community groups to discuss provincial issues.

In December, I took advantage of the legislative recess to tour hospitals in AlgomaManitoulin and meet with the leadership teams in each community. As an elected official, I always try to keep up with the hospitals across our riding, as they form the central backbone of healthcare delivery for constituents. However, it was urgent that these meetings happen as soon as possible, given the recent Auditor General report on the state of healthcare in Northern Ontario.

Many readers of this column will be familiar with the report from the Auditor General, which painted a picture that clearly illustrated gross underfunding, understaffing, and a worsening financial situation for hospitals in small and rural communities in the North. While the issues it laid out were not necessarily new, the scope and depth of the problem described were more than a little concerning. The report did a superb job of assessing the region-wide situation and the broadstroke struggles of public hospitals in Northern Ontario. Some of my recent columns have focused on the report, and I encourage readers to refer to my December 8th article for those details (available at michaelmantha.com).

But as we all know, there is always more to the story, and each community faces challenges specific to them.

In many ways, the crisis described by the Auditor's report is notably worse for hospitals in Algoma-Manitoulin because it is comprised of so many small and rural communities. Our hospitals receive less funding from the Ontario government because of their size. However, given their distance from major urban centers, they are forced to contend with significantly more complex situa-

For example, having to hire an agency nurse to ensure their site is properly staffed. For any hospital, this means paying an extra two to three times more in salary for the same services.

However, in a rural hospital, this also means paying extra for transportation and housing and training these staff on how to operate with the limited resources available in small communities.

The same applies to locum coverage with the ongoing physician recruitment issues experienced across the North.

Recruiting staff to work in our hospitals due to perceived remoteness is a significant challenge that our hospitals face. But on top of this is the challenge of ensuring patients have ready access to care they need when such treatments are usually not available in smaller facilities. Anyone who has had to travel for treatment knows the financial burden of paying for gas and lodging. For patients who cannot drive or are in hospital care this is passed onto the hospital budget. Again, this extra cost is not recognized or compensated for by the Ministry.

Hospitals are also not compensated for many of the programs or standards that the Ministry mandates. For example, the Ministry has deemed the implementation and standardization of electronic health records (EHR) mandatory. This is an excellent initiative in theory.

However, hospitals are expected to allocate millions of dollars in resources and time to implement it and ensure staff are trained to use it. There are also capital projects such as purchasing diagnostic imaging, repairing infrastructure, replacing furnishings, etc. These are not funded directly by the Ministry but instead through the hospital's budget.

The Ministry refuses to acknowledge that hospital budgets in rural Northern Ontario are stretched to the limit. The Ministry remains steadfast in funding, providing only a 2% annual increase. Any rational Ontarian will quickly realize that this does not even match the rate of inflation that has increased the cost of operating in our province.
