New COVID-19 variants mean stricter self-isolation requirements and enhanced screening for schools

I

n response to the need for enhanced protection against the new more transmissible C O V I D-19 variants of concern (VOC), the Ministry of Health has introduced stricter self-isolation and school screening requirements.

Enhanced self-isolation requirements are in place for all household contacts of individuals who have even one symptom of COVID-19.

Under the new guidance, all household members of an individual with even one symptom of COVID-19 are required stay home and selfisolate until the individual with symptoms receives a negative COVID-19 test result or receives an alternate diagnosis by a health care professional. If the individual with symptoms does not seek COVID-19 testing, all household contacts must isolate for 14 days from their last contact with that symptomatic individual.

The provincial COVID 19 self assessment and COVID-19 school and child care screener have been updated to include this change and also require anyone who has a new or worsening symptom of COVID-19—even if only one symptom—to stay home and selfisolate until: -They receive a negative COVID-19 test result.

additional measures, we can better protect our community from the very real threat posed by COVID-19 variants of concern,” said Dr. Penny Sutcliffe, Medical Officer of Health with Public Health Sudbury & Districts. “The success of enhanced public health guidance for screening and self-isolation relies on everyone’s cooperation. We recognize the impact these requirements can have on individuals and families, but the consequences of variants of concern gaining a foothold in our communities warrants decisive action. These decisions are not made lightly,” added Dr. Sutcliffe.

Prevent the spread of COVID-19 The rate at which these new variants can spread is alarming, so it is more important than ever to contain the virus as much as possible.

Through our choices and actions, we can make it much more difficult for COVID-19 to spread.

Everyone can recommit to the behaviours that prevent transmission and continue to follow public health guidance.

-All non-essential travel should be avoided. Area residents are being exposed to the virus through travel outside our region. Stay in the area of your home community or stay in the region.

Michael J. Morris After the Canadian Pacific Railway completed the laying of rails from Cartier to White River, and Chapleau was established in 1885, it opened up the area for mineral exploration, according to Vince Crichton in his book Pioneering in Northern Ontario.

However, actual mining and the recovery of precious metals was confined to the Sultan, Ramsay and Missanabie-Localsh area.

Prospecting was carried on since the completion of the CPR with the earliest evidence of the activity found in the vicinity of Stralak, west of Cartier, Vince wrote. Shafts had been blasted into rock for a distance of 12 feet, Vince noted that the first known recorded claims to be patented were those staked in the township of McNaught, north of Nemegos by the Mcvittie Syndicate of Sudbury for iron ore in 1913.

It appears that the first attempts to operate a gold producing mine were made in an area south of Localsh in township 48.

Claims were staked in that area but an effort a few years later were a failure when attempted by the O"Brien Gold Mine.

However, Vince noted that the property was acquired by a group known as the Cline Lake Gold Mine which did operate and produce gold from 1937 to 1942. Some Chapleau business people became involved in the area supplying the

Mineral exploration in Chapleau area started with arrival of the Canadian Pacific Railway mine.

Other mines also opened in the Localsh area --- Edwards Consolidated and the Algoma Summit.

There was a scene of activity near Cartier in 1934 as a company sunk a shaft for lead and zinc ore. The concentrate was shipped out to refineries from 1936 to 1944.Not successful the company closed.

Perhaps the best known "gold rush" known to old time Chapleau residents was in 1934 when Brett and Lee Lakes and the areas adjacent in the townships of Swayze, Greenlaw and Halcrow.

"This flurry of excitement brought three air transport companies to Chapleau -- General, Eclipse and Canadian Airways," As an aside, my father Jim Morris, came to be involved. When he was a student at Chapleau High School in the early 1930s, he would go to the waterfront and help load and unload aircraft. According to my grandmother Lil (Mulligan" Morris he was also learning to fly planes from the early bush pilots, something he did not tell his parents. His mother knew mothers always know.

In due course he did get his first pilot's license from the Fort William Flying Club and I actually met his first flying instructor. After World War 11 broke out he joined the RCAF and then became an instructor with the Commonwealth Air Training Plan. He went overseas in 1942 and was killed on active service in the RCAF on July 16, 1943. The Toronto

Back to the gold rush, Vince wrote that some Chapleauites were so sure of the success of the mines -- they expected to be carrying gold bricks down the main street. It didn't happen.

However, there were several mining companies established including the Sawdust Syndicate in 1939 to stake the property which became known as Renabie Mines Ltd. north of Missanabie. Vince noted it was the only producing mine in the area by the 1960s However, prospectors were active throughout the area all through the years and it looks like Chapleau is benefitting from one of these ventures today. You don’t have to look too far to learn that Canada has fallen behind other countries in our vaccination efforts. Even when compared against jurisdictions that struggled earlier in the pandemic, we aren’t fairing well. In the United States and the United Kingdom hundreds of thousands of people are being vaccinated every day, whereas Canadians are getting around 20 thousand doses administered.

As Conservatives and Liberals argue about who is more responsible for Canada’s lost ability to produce vaccines in a large scale, most people are more worried about when we will receive and administer enough doses to stem the threat of Covid-19.

If Canadians don’t feel the federal government is doing everything it can to get them vaccinated quickly, it’s likely because they overpromised when vaccines were being developed and approved. Now we know we won’t receive all of the 4 million doses we expected by the end of March.

Whether that’s the fault of the government or not doesn’t ease the concern more Canadians are starting

Finger pointing won’t help vaccinate Canadians to feel on this front.

It’s obvious that a successful, mass, national vaccination campaign is the fastest way for life to get back to normal so we can begin to recover on several fronts. No amount of finger pointing between the provinces and the federal government is going to solve the problem either.

Canadians need allhands-on-deck leadership, a clear and transparent plan, and no more excuses.

Any successful plan is going to be transparent, clear, and involve every resource the government has, to ensure a comprehensive, fast, and safe rollout of the vaccine in Canada.

New Democrats have proposed a path that can help give Canadians confidence that government officials can handle this crisis. That starts with a plan for a mass national vaccination campaign to take place over the next few months. The plan would be made public and use an all-hands-on-deck approach to end this crisis. Ideally, every single person in Canada would know as soon as possible when they will get a vaccine and where they will get it. That certainty would allow for planning and help ease people’s frustrations on the subject.

The N D P approach calls for the involvement of everyone who can help like health care professionals, medical and nursing students, retired health care workers, and military personnel so we can make sure that we get this done as quickly,

safely and successfully as possible. We should also look at the American example of federally funded and staffed vaccination clinics to augment provincial efforts.

At the same time, we need to ramp up domestic production of vaccines and PPE and establish publicly owned production facilities. That will help us now and let us be ready for the next pandemic before we’re out of this one. Canada’s domestic manufacturing capacity for PPE and vaccines was glaringly inadequate at the outset of the pandemic. Preparation may not be super profitable, but repairing that capacity going forward would be a useful legacy from this event.

For too long we have relied on offshore drug manufacturing. Now, Canada is the only G7 country taking vaccines from a program designed to help less fortunate countries. At the same time, we are opposing the ability of those countries to produce cheaper vaccines in order to protect drug companies.

It’s a sign that we are protecting the wrong interests, especially if we want to solve the pandemic in the quickest way possible.

The next few months will be critical and we have proposed ideas that can deliver a clear, transparent plan for a mass national vaccination campaign and solutions to ensure we aren’t caught off-guard again.

Si les Canadiens ont l’impression que le gouvernement fédéral n’en fait pas assez pour les faire vacciner rapidement, c’est probablement qu’on leur a fait miroiter des délais de production et d’approbation plus rapides. Nous savons maintenant que nous ne recevrons pas la totalité des 4 millions de doses attendues d’ici la fin mars.

Savoir que le gouvernement en est responsable ou non n’apaise pas les inquiétudes qui commencent à se répandre parmi les Canadiens.

Il est évident qu’une vaste campagne de vaccination nationale est le moyen le plus rapide pour revenir à la normale et entamer un rétablissement sur plusieurs fronts. Blâmer les

provinces ou le gouvernement fédéral ne réglera pas le problème. Les Canadiens ont besoin d’un leadership à toute épreuve et d’un plan clair et transparent. Finies les excuses.

Tout plan efficace doit être transparent et clair, et faire appel à toutes les ressources gouvernementales pour assurer la vaccination rapide, massive et sûre au Canada.

Les néo-démocrates proposent une voie grâce à laquelle les Canadiens peuvent être assurés que les représentants gouvernementaux sont en mesure de gérer la crise. Cela commence par un plan de vaccination nationale massive au cours des mois à venir. Ce plan serait rendu public et ferait appel à toutes les ressources disponibles pour enrayer la crise. Idéalement, chaque citoyen canadien ne tarderait pas à savoir où et quand le vaccin lui serait administré. Cela faciliterait les efforts de planification et atténuerait la frustration des gens.

L’approche du NPD fait appel à la participation de toutes les personnes pouvant prêter main-forte, qu’il s’agisse des professionnels de la santé, des étudiants en médecine et en soins infirmiers, des travailleurs de la santé à la retraite et du personnel militaire. C’est ainsi que nous pourrons nous en sortir rapidement et en toute sécurité. Pour soutenir les efforts des provinces, il conviendrait de prendre exemple sur les Américains qui ont mis sur pied des cliniques de vaccination

dotées de ressources financières et humaines.

Parallèlement, nous devons intensifier au pays la production de vaccins et d’équipement de protection individuelle, et créer des installations publiques de production. Cela nous aidera dans l’immédiat et nous préparera à affronter la prochaine pandémie avant d’en finir avec celle-ci.

Dès le début de la pandémie, il était évident que notre capacité nationale de production de vaccins et d’équipement de protection laissait à désirer. La préparation n’est peut-être pas super-rentable, mais on pourrait tirer une leçon utile de la pandémie en remédiant aux lacunes en matière de production.

Nous sommes tributaires des compagnies pharmaceutiques étrangères depuis trop longtemps.

Le Canada est maintenant le seul pays membre du G7 à recevoir des vaccins dans le cadre d’un programme destiné aux pays les moins nantis. En même temps, nous nous opposons à leur capacité de produire des vaccins à moindres coûts, afin de protéger les compagnies pharmaceutiques. C’est signe que nous ne protégeons pas les bons intérêts, d’autant plus que nous voulons enrayer la pandémie sans plus tarder.

Les prochains mois seront critiques. Nous proposons des idées à l’appui d’un plan clair et transparent pour une vaste campagne de vaccination nationale et des solutions qui visent à garantir que plus jamais nous ne serons pris de court.

According to a recent survey, during the pandemic nearly 80 per cent of Canadians polled saw the value of local businesses in their community.

Christopher Doyle, Canada’s managing director of Nextdoor, an app that connects you with the people and businesses in your neighbourhood, says that during the height of the pandemic they saw a 15 times increase in conversation about small businesses on the platform.

“Local businesses are the backbone of strong neighbourhoods,” he shares. “Across the country, we’ve seen that people are looking for ways to support local companies during this time.

They are rooting for them to survive.”

For local businesses looking to tap into their communities, digital tools are a safe and simple place to start. Here are a few things to consider: Communicate often.

Keep your community in the loop of what’s happening at your business. From new offerings to enhanced protocols that keep cus-

tomers safe, keeping your neighbours aware of what you’re up to will help keep your business top of mind.

Focus on local.

Use a tool that will help you connect with the people who live, eat and shop in your community.

For example, Nextdoor offers free features for local businesses that enable them to share important updates directly with their neighbours and even reward them with local deals. Companies can also post directly into the newsfeed, allowing them to reach customers without having to build a following like you do on other platforms.

Don’t be afraid to try new things.

It’s easy to say, but the world is changing fast. Trying new ways to deliver your services will help keep you relevant and stand out among the competition. While it may not feel like it, this is the time to take risks and innovate.

NDP looks for all-party support on urgent Safe School changes as school-related cases rise Andrea Horwath’s Official Opposition will ask all MPPs Wednesday morning to support urgent changes to make schools safer, giving parents and kids hope that schools will stay open this time.

“The goal is to keep schools open – and that means we need to make schools safer,” said Horwath.

“The more contagious variants are here, and school-based COVID-19 cases are on the rise again. We need urgent action and investment — because children, teachers and education workers’ safety is important, and because no one in this province can afford for us to let a third wave get started.”

On Tuesday Ontario reported 175 new school-based cases of COVID-19, and advocacy group Parents for Education released a study showing that education leaders’ top concern is crowded classes where students

can’t physically distance.

“School communities are doing an incredible job, but they need more help to avoid more kids getting sick, and more school closures,” said NDP Education critic Marit Stiles (Davenport). “Once again, the NDP is here with a positive solution — the action and investment we need to keep students and staff safe, and keep our schools open.

“Our changes would cap class sizes at 15, institute a c o m p r e h e nsive in-school COVID-19 t e s t i n g p r ogram, and improve air quality in schools.”

Official Opposition will use a unanimous consent motion to call on all MPPs to pass the motion at 10:30 a.m. on Wednesday.

The Ford government has blocked this NDP motion once, but Horwath and the Official Opposition are committed to keep pushing for the action and investment needed to put the end of the pandemic within reach, and help people get there.

Sudbury health unit identifies possible arenas, community centres to be used for mass vaccination Public Health Sudbury and Districts (PHSD) has identified 40 possible sites across the local health jurisdiction where local residents can be assigned to receive their COVID-19 vaccines.

The PHSD Vaccine Playbook, released in January, identified several sites that are being considered as venues where citizens can be gathered to receive their shots in mass vaccination events.

The playbook has outlined that local vaccine implementation committees will be set up in five geographic areas: Sudbury East, Greater Sudbury, Chapleau, Lacloche Foothills, and Manitoulin Island.

PHSD communications revealed on Wednesday that the following venues were confirmed for Greater Sudbury: The Carmichael Arena, The Centennial Arena/Community Centre (Hanmer), Dr. Edgar Leclair Arena/Community Centre (Azilda), Gerry McCrory Countryside Sports Complex, Other venues for Greater Sudbury listed, but not confirmed, in the Vaccine Playbook included: The Cambrian Arena, The Capreol Community Centre and Arena, The Capreol Millennium Resource Centre, The Chelmsford Arena/Community Centre, Club D'Age D'Or (Hanmer), The Dowling Leisure Centre, Falconbridge Wellness Centre, Garson Arena/Community Centre, Howard Armstrong Recreation Centre (Hanmer), I.J. Coady Memorial Arena (Levack), Lionel E. Lalonde Centre (Azilda), McClelland Arena/Community Centre (Copper Cliff), Raymond Plourde Arena (Val Caron), Rayside Balfour Workout Centre (Azilda), The Sudbury Arena, T.M. Possible venues in the Lacloche area include: Espanola Recreation Fitness and The Massey District Community Arena.

In the scenario for distributing vaccines, the PHSD playbook outlined a three-phase approach. Phase One priority would include long-term care (LTC) residents, LTC staff, essential caregivers and other employees, retirement home (RH) residents, RH staff, essential caregivers and other employees, healthcare workers, adult First Nations, Métis and Inuit residents (on-reserve Indigenous), adult First Nations, Métis and Inuit residents (urban Indigenous) and adult chronic home care residents. This should be completed by the week of April 12.

In Phase Two (beginning April 19) the Vaccine Playbook then listed in priority Essential Workers, adults aged 75 and over, adults 60 to 74 years, at-risk populations, other residents and staff in congregate settings, adults 16 to 59 years.

This should be completed by Sept. 27, said the playbook.

Phase Three was the priority for all other members of the adult population, age 16 and older, who wish to be vaccinated.

The playbook was released in early January before the federal and provincial governments revealed there were difficulties in obtaining Pfizer-BioNTech and Moderna vaccines from their sources. It is not yet known how the delivery issues will affect the timelines projected by the playbook.

The PHSD estimates the vaccine uptake to be highest (95 per cent) among LTC and RH residents. The estimated uptake among LTC and RH staff and caregivers was the next highest estimate at 80 per cent.

The 80 per cent estimate was also applied to health-care workers in general and essential workers. The estimated vaccine uptake for all the other population categories was 75 per cent,

according to the PHSD playbook.

The playbook outlined procedures for events such as clinics.

"Public Health Sudbury & Districts is responsible for scheduling appointments. At the time of booking, clients will be asked to provide their name, date of birth, gender, Ontario Health Card number, identification type, phone number, mailing address, and email address. The email address will be used to send appointment details, educational materials, and consent forms for review prior to attending scheduled appointments," said the playbook.

Health equity considerations will be planned for clients without telephone access, a health card, identification, address, or internet access. Cancellation instructions will also be given at the time of booking, said the playbook.

For community mass vaccination clinics, the scenario said clinics would be open from 9 a.m. to 7 p.m. Vaccines are to be preloaded.

Consent forms are to be completed prior to arriving at the vaccination station.

The PHSD plan is to have clinics that provide from 100 to 120 vaccinations per day over a 10-hour day. Some of the scenarios would allow for up to 1,000 vaccinations over 10 days.

Pandemic precautions will be in place through the vaccine events. This will include: -Clinics by appointment only just-in-time appointments, early arrivals will be requested to wait outside of the clinic site.

-Client attendance only at appointment, unless extenuating circumstances exist.

Provision of electronic fact sheets and consent form.

-Option for clients to print consent form and bring signed hard-copy to appointment.

-COVID-19 screening immediately prior to entering the clinic.

-Mandatory masking, unless exempt.

Ontario Introduces New Anti-Human Trafficking Legislation

Proposed Changes will Better Protect Victims, Support Survivors and Increase Tools to Crack Down on Offenders Today, on National Human Trafficking Awareness Day, the Ontario government introduced the Combatting Human Trafficking Act, new legislation and amendments to existing legislation to build upon the province's $307 million Anti-Human Trafficking Strategy. This proposed legislation reinforces Ontario's commitment to fight human trafficking and demonstrates continued leadership in responding to this pervasive crime.

"Our government is taking deliberate steps to put an end to human trafficking and protect victims and potential victims of this terrible crime," said Premier Doug Ford. "This tough new legislation builds on our Anti-Human Trafficking Strategy we introduced nearly a year ago, giving law enforcement additional tools to help prevent and deter human trafficking."

The proposed changes include two new acts - the Anti-Human Trafficking Strategy Act, 2021 and the Accommodation Sector Registration of Guests Act, 2021 - as well as amendments to the Child, Youth and Family Services Act, 2017 and the Prevention of and Remedies for Human Trafficking Act, 2017. Together, the proposed changes would support the government's response to human trafficking by: ! Supporting a long-term provincial response to human trafficking and emphasizing that all Ontarians have a role to play in combatting human trafficking; ! Strengthening the ability of children's aid societies and law enforcement to protect exploited

children; ! Supporting more survivors and the people who support them in obtaining restraining orders against traffickers, with specific consideration for Indigenous survivors; ! Increasing the government's ability to collect non-personal data to better understand the impact of the strategy and respond to human trafficking; ! Providing law enforcement with more tools to locate victims and charge traffickers by: ! Increasing penalties for traffickers who interfere with a child in the care of a children's aid society; ! Clarifying how and when police services can access information from hotel guest registries to help deter trafficking and identify and locate victims, while establishing regulation making authority to include other types of accommodation providers. ! Requiring companies that advertise sexual services to have a dedicated contact to support investigations into suspected human trafficking.

"Our government voiced its commitment to tackling human trafficking early on in our mandate and we worked with a wide spectrum of stakeholders to establish a comprehensive $307 million Anti-Human Trafficking Strategy," said Solicitor General Sylvia Jones. "These legislative changes, if passed, will reinforce the strategy's key objectives of supporting survivors, protecting children and youth, raising awareness among parents and community partners as well as dismantling criminal networks."

"Human trafficking is happening in both urban centres and small communities across Ontario," said Jill Dunlop, Associate Minister of Children and Women's Issues. "This proposed legislation further supports our cross-government approach, as well as our work with partners across jurisdictions and various sectors, to combat human trafficking. This includes providing tools to improve the ability to identify and appropriately respond to suspected instances and connect survivors to supportive services."

"Our government continues to support the work of police and prosecutors to target the criminal networks that prey on and profit from young and vulnerable people in our communities," said Attorney General Doug Downey. "We are proposing legislative reforms to better protect victims and support them in their efforts to obtain restraining orders against traffickers."

“Fighting human trafficking takes cooperation and collaboration across sectors," said Lisa MacLeod, Minister of Heritage, Sport, Tourism and Culture Industries. "To support the Anti-Human Trafficking Strategy, we are working with accommodation and hospitality stakeholders on measures to tackle this brazen crime head on. If passed, the Accommodation Sector Registration of Guests Act, 2021 would deter human trafficking in hotels, motels and resorts by enhancing awareness of human trafficking, and supporting police investigations and enforcement."

When I decided to be a candidate to become the MPP for Algoma-Manitoulin back in 2011, I did so knowing well that the job would entail a lot of travel. All I have to do is think of the thousands of people who never in their lifetime will get to see the vistas that I see on a regular basis. Thousands will never get to look out over the Cup and Saucer trail, see the early spring ice break-up on the shores of Lake Superior or the shimmering ripples on the water at camp during sunset. No trunks full of money can buy the kind of wealth that all of us Northerners enjoy. And what great pride we feel when we get to share this wealth with family, friends and visitors coming from far and wide. I can't speak for everyone, but I was raised to appreciate the value of sharing our own wealth and good fortune.

Now that you understand where I'm coming from, perhaps it will help to explain why I am so disturbed by the news I read in the papers about hoarding, greed and power.
