Complex door-to-door sales scams - Avoid further victimization

Ontario's Serious Fraud Office (SFO) is shining a light on a multi-layered door-to-door sales scam, which l eaves victims with poor renovations, liensoramortgageontheirhomes.

Despite rules banning door-to-door sales, criminals have not stopped. Those involved in these fraudsarepersuasiveandpersistent.Theycontinueto visit the homes of vulnerable individuals and endearthemselves,givingtheimpressiontheyare afriendlyhelper.

HOWDOESTHISFRAUDUNFOLD?

Fraudsters approach individuals at the door oftheirhomeorbyphoneandusecompellingtactics to persuade the homeowner that a new appliance, contract or service is required; something that was never asked for or needed. These have included: air cleaners,airconditioners,airpurifiers,ductcleaning, furnaces,waterfilters,waterheaters,watertreatment devicesorevenbundlesofthesegoodsandservices. After the service has been completed or device installed, a few things can happen to make a bad situationevenworse.</p>

Whetherbyphoneorinperson:

· Thevictimiscontactedbysomeoneclaiming to be from a law firm offering assistance to exit previously signed contracts, remove possible liens andconsolidateincurreddebts.Victimsaretoldthey may be eligible to receive a grant for a significant amountofmoneyIFtheyagreetoexitthecontract.

· Ifagrantwasoffered,thevictimiscontacted by a home renovation company and is persuaded to signacontractandspeakwithafinancecompanyon the phone.They are led to believe this is required to complywiththegrant,BUTitisactuallytheprocess tohaveamortgageapprovedontheirhome.

· Thefundsarethendepositedintothevictim's bankaccount,leadingthevictimtobelievetheyhave received the grant, but it is actually funds from the homeequitymortgagetakenoutontheirhome.

· Thevictimistoldnottotouchthemoney,asit must go toward renovations, as well as to the paymentstheyweremakingforinstalledequipment. TipsToProtectYourself/yourLovedOnes

FONOM joinswithPoliceDepartmentsandAssociationtodiscussCatchandRelease

Members of the Federation of Northern Ontario Municipalities (FONOM) Board met with the Sault Ste. Marie Police Services Board Chair,SaultSte.MariePoliceService,Timmins Police Service, and the North Bay Police Association, to discuss the negative impacts Federal Bill C75 is having on communities

acrossOntario.

DuringaFONOMBoardmeetinginJuly 2022, Sault Ste. Marie's Police Chief Hugh Stevenson, shared the current catch-and-release procedures. At the meeting, FONOM membershipcommittedtocreateaNorthernTask Forcetofocusontheissue.TheTaskForcewill consist of three FONOM board members, two municipal police chiefs, and an OPP service boardmember.Thefirstmeetingofthetaskforce was held in Sault Ste Marie on Wednesday, February 16th, 2023. See below for a list of attendees.

"Citizens of Northern Ontario are angry. Peoplethatbreakintoourhomesandtraumatize law-abiding citizens are arrested by police, then releasedthesameday,someofthem,committing another crime later that day," said FONOM President Danny Whalen. "The lack of movement to examine the legislation four years after implantation is unacceptable and we will continue to bring a northern voice to decision makers.

Moving forward, FONOM will work to increase participation from northern police services such as the Nishnawbe Aski Police Service, other northern Police Association representatives and government officials. The task force is communicating with the Attorney General's and Solicitor General's officers to participate in ongoing discussions around catch andrelease.

During the meeting Chief Stevenson, an OntarioAssociationofChiefsofPolice(OACP) Board Member, shared with the FONOM four

recommendedamendmentsforBillC-75.

contribution to the Allied (Second World) War effort." It was a program to train air crew members from the Royal Air Force, the Royal AustralianAirForceandRoyalNewZealandAir Force and RCAF in Canada. By the end of the war more than 130,000 air crew members had beentrainedandmorethan100aerodromesand landingfieldsbuiltacrossCanada.

My parents met Iven and Arlene in Hamilton, and more than 70 years later, I am in contact with their children. In a real way, I have beenabletofollowtheAmericanDreamthrough theirfamily,beginningshortlyaftertheendofthe war when Mom and I travelled by train from ChapleautoIllinoistopayourfirstvisit.

In 1955, Iven, his father-in-law and a friendcametoChapleauonafishingtrip.Iwasin GradeEightatChapleauPublicSchoolandJ.M. Shoup, the principal who had served in World WarIand WorldWarIIletmeskipclassestogo fishingwiththemoneafternoonatPoulinCreek. To his great credit, Mr. Shoup understood how importantitwasformetogofishingwithoneof myfather'sverybestfriendsfromWorldWarII

Aftermyfather,FlyingOfficerJamesE. Morris was killed while on active service in the Royal Canadian Air Force on July 16, 1943 duringWorldWar II,mymother Muriel(Hunt) Morris decided we would remain in Chapleau, butstayin touchwithsomeofmyparents'close friends made when he was a Flying Instructor with the British Commonwealth Air Training Plan.

Iven andArlene Nichol came to Canada from the United States after the war started in 1939, andIvenjoinedthe RCAF,thenbecame, likemyfather,aflyinginstructoratMountHope near Hamilton. Iven was one of hundreds of Americans who came to Canada to join our nation's armed forces before their country enteredthewarin1941.

It was on that trip that I visited Tom Sawyer's caves in Hannibal, Missouri in Mark Twain country and fell in love with marching bandswhentheytookustotheIllinoisStateFair.

As Iven moved up the corporate ladder, the ever growing family moved to Pittsburgh wherewe visitedoftenandIsawmyfirstMajor Leaguebaseballgame.

But most importantly, I still recall Iven tellingmymotherthatthenextdayhewasgoing totakemeandtheiroldestdaughterSandyforan airplanerideoverPittsburgh.Mymotherwasnot in favour, but Iven insisted that given how my fatherdied,itwassomethingthathadtobedone. IvenwonandtothisdayIamgratefultohim.

But, he wasn't done. We had arrived in Pittsburghbytrain,butIvenarrangedforustofly back to Toronto on a commercial flight which wasthefirsttimemymotherhadflown.

After my mother died in 1989, I was going through her address book and found a number for them in Florida where they had movedtoretire.Icalledandhadonelonglastchat withArlene.Ivenhaddiedafewyearsearlier. But,howdidIgetbackintouchwiththe Nichol children? Actually they found me. In 2009,IwroteastoryaboutwatchingtheStanley Cup finals between Pittsburgh Penguins and Detroit Redwings, mentioning that I was cheeringforPittsburghbecauseasakidIvisited Iven andArlene Nichol who had lived there. It appearedontheInternet.

Some time later there was a comment posted on it from Susan: "I am one of Iven and Arlene's daughters. They loved to entertain so I am not surprised that they showed you some Americanlife."Needlesstosay,Iwasamazed.

Then I received an email from Janet, another daughter. There were eight daughters, sevenofwhomarestillalive.

Late last week, the final report of the Federal Electoral Boundaries Commission for Ontario was released. While there was some significant changes from the redistribution proposal that was released late last summer, with feedback taken from the great work of municipal leaders, First Nations, and concerned citizens to help shape the electoral map, the core issues with redistributionremainedfortheNorth.Namely,the numberofelectoraldistrictsisbeingreduced,from tentonine;ruralcommunitiesarebeinglumpedin with larger centres; and a reduced voice in Parliament. Any way you slice it, the report does notfavourNorthernOntario.

While electoral districts across the north havebeenredistributed,theclearoutlierintermsof how things are changing is Algoma-ManitoulinKapuskasing. With the Commission's final proposal,theelectoraldistrictofAlgoma-ManitoulinKapuskasingwillbecompletelyerased.Thosewho live within the riding currently would be represented in new ridings with much larger centres.

OntarioRidingRedistributionReducesRepresentationintheNorth

ThosewhocurrentlyresideonorneartheEastside of the Highway 17 corridor, including Manitoulin Island, up to Walford would be part of the Manitoulin-NickelBeltriding.Thosewestofhere, from Spanish to St. Joseph Island, and all the way North to White River, would be part of the Sault Ste. Marie-Algoma. Those North along Highway 11, as well as those in Chapleau, Sultan and Foleyet, would be part of the new riding of Kapuskasing-Timmins-Mushkegowuk. These changes are centered on population growth based oncollectedcensusdata.It'snotthatthepopulation acrossnorthernOntariodidn'tgrowoverthelast10 years,itjustdidn'tgrowasfastasotherpartsofthe province.2

Itwasn'tfromalackofeffortfromcitizens trying to retain the number of ridings in the north. The report indicates considerable concerns raised across those regions where ridings would be changed significantly, particularly in Northern Ontario.Infact,theyspecificallynoteof“49ofthe municipalities in Northern Ontario that passed resolutions in relation to the proposed redistribution plan included in their resolutions a petition to the Federal Government to introduce legislation that would provide for a minimum number of “guaranteed” ridings for Northern Ontario, to ensure that the voices of Northern and rural communitiesareheard.”Thisisanincredibleamountof actionfromconcernedcitizensandmunicipalities, and this work has not gone unnoticed. However, the Commission further notes that “these recommendationsfalloutside the mandate of ourCommission and the timelines imposed by the Electoral Boundaries Readjustment

Act.”

ThelossofaridinginNorthernOntariois problematic.Itmeansthatthecommunitiesthatare representedinthenorthwillhaveonelessvoicein parliament, and one less vote in the House of Commonsforissuesimportanttonortherners.The officeofaMemberofParliamentactsasnortherners' gateway to Federal public services, such as passport, immigration, and Canada Revenue Agency services, especially in smaller communities that don't have readily accessible Service Canadaoffices.

Algoma-Manitoulin-Kapuskasing is, by design, a rural riding, representing small towns, villages,FirstNations,andFrancophonecommunities.Itwasdesignedtoofferpeoplestrongpolitical representation,andtoarticulatetheiruniqueneeds and aspirations in Parliament. This readjustment may risk alienating people in those communities whose needs and concerns are overshadowed by the interests of more populous urban centres.This isn't to say that those interests can't align, but the needsofacommunitysuchasIronBridgearen'tthe same as the needs of a community like Sault Ste. Marie.

The report still needs to be approved throughtheStandingCommitteeonProcedureand House Affairs (PROC) and then returned to the Federal Electoral Boundaries Commission for Ontario for consideration of any recommended changes. Other Northern Ontario MPs have so far alsobeenlessthanpleasedwithlosingrepresentationinNorthernOntarioforthereasonshighlighted andmore.Thisiswherethefighttokeeprepresentation will be fought next. MPs have a month to formally object to the proposed plan to remove a seat from Northern Ontario, and on this issue, we willworktobeaunitedfrontagainsttheplanthat seeks to strip that voice from Parliament. We will do everything we can to make sure the north is heardagainsthavingaseatstrippedfromNorthern Ontario.

Appropriaterepresentationisnotjustabout pure numbers, but of communities of interest, of accessibility of services, and ensuring that every Canadian, regardless of where they are from, are enfranchisedintheirpoliticalsystem.

New funding for junior mining companies boosting early exploration of critical minerals

The Ontario government has invested $5.8 million to help junior mining companies explore for critical minerals used in manufacturing batteries for electric vehicles, smartphones, pharmaceuticals and advanced manufacturing technologies. This funding is part of the government's Ontario Junior Exploration Program (OJEP) to help increase and expand mineral exploration, growth and job creation in the province, particularly in northernandIndigenouscommunities.

“These investments are an important part of our government's plan to build our economy as we support industry exploration for the critical minerals Ontario is blessed with,” said Premier Doug Ford. “We're buildingasupplychainecosystem,connecting resourcesandworkersinthenorthtothefuture of clean steel and electric vehicles, and ensuring the cars of the future can be built in Ontario from start to finish by Ontario workers.”

Ontario is investing a total of $12 million over four years for critical mineral explorationintheOJEP.Sincethelaunchofthe program in 2021, 32 mining companies have

received funding for exploration of minerals such as nickel, copper, cobalt and lithium. These companies have invested an additional $12.8millionintheseprojects.

“Early exploration is the first step to finding future mines including critical minerals,” said George Pirie, Minister of Mines. “The Ontario Junior Exploration Program is helping unlock the province's vast mineral exploration potential and paving the way for unprecedented growth in our mining sector.”

The Ontario Junior Exploration Program has funded the following critical minerals mining projects:

· $200,000 to VR Resources Ltd. to completeadrillprogramwitheightholes

· $200,000 to MacDonald Mines Exploration Ltd. to complete a drill program witheightholes

· $200,000 to Tyko Resources Inc. to complete the Tyko Ni-Cu-PGE drilling program,consistingofnineholes

· $172,000 to BTU Metals Corp. to completeadrillprogramwiththreeholes

· $150,000 to 5007223 Ontario Inc. to complete a diamond drill program with five holes, line cutting activities and an induced polarization(IP)survey

· $71,857 to Transition Metals Corp. to complete an airborne geophysical survey over anareaof363kilometres

“Ourgovernmentwillcontinuetomake targeted investments that enhance growth in locally-driven mineral exploration while bolsteringsupplychains,”saidGregRickford, Minister of Northern Development. “By supporting early exploration, we are opening thedoorforeconomicdevelopmentacrossthe north that will lead to high quality full-time jobsandstrongercommunities.”

The province is currently accepting a third round of applications for the Ontario Junior Exploration Program. The deadline to apply is March 16, 2023. Details on the applicationprocessareavailableonline.

The Nichol children called my mother Auntie Moo, my father's nickname for her, and Lauriealsocommentedthatshelivedina"afairy talelandcalledChapleau,Ontario."

Sandy,theeldestofthefamilysharedthat herfathercametoCanadaashewasupsetthatthe USwasdoingnothingtostopHitlerandhefeltso stonglyaboutitthatheenlistedintheRCAF.

"Since you know him I'm sure that this makesperfectsensetoyou. Heheldsuchstrong convictions and felt that Hitler needed to be stopped. He went to Canada and enlisted and I suppose it was pure happenstance that he was

senttoHamilton. Therealironyisthatafterallof that, he was never sent to Germany to bomb the Nazis, but was left behind to train others to do whathewantedtodohimself."

He did tell of several scary experiences where he was nearly killed by his students. "I remember one story he told that when he gave final instructions to a student about to take his firstsoloflight andasheclimbeddownfromthe cockpithisweddingringgotcaughtonariviton thewingandhewasdraggeddowntherunwayas thestudent wasabouttotakeoff.Dadmanaged to free himself just in time, but from then on he neverworehisweddingring. Momdidn'thavea problemwiththatandwasgratefulthatDadwas

She was sure he was hurt or dead when he walked around from behind the wreckage and she could see he was fine.
