The 24th Pike Ice Fishing Derby is a Wrap!

A

fter having to postpone the Pike Ice Fishing Derby last year due to COVID19 restrictions, the Rotary Club of Chapleau was pleased to be able to organize and put on the derby this year. The look and feel may have been a bit different as we navigated provincial health regulations and capacity limits, but the enthusiasm of the anglers was so evident!

It was also nice to see or hear from first time derby participants via social media and every year, we have more participation from out of town anglers. Next year, we will be celebrating the 25th Pike Ice Fishing Derby so stay tuned for some surprises. And thank you anglers, from near and far, for purchasing a ticket and participating in the derby.

Volunteers greatly contribute to the success of this derby. The Rotary Club of Chapleau would like to recognize and extend its thanks to Chapleau NAPA Auto Parts and to Collins Home Hardware and Furniture for selling derby tickets, to Richard Beaudoin, Chris Pratt and Craig Montgomery for manning the weigh-in station, to the Chapleau Figure Skating Club and in particular to Priscilla Jacobs and Fred Donivan for acting as patrols, to Rick Labbe from JJAM FM for the radio broadcasts on derby day and of course to the Township of Chapleau and staff for their assistance and cooperation.

Newmont Donates $15,000 for Palliative Care Suite and Spiritual Space at SSCHS Newmont Porcupine Gold Mines has donated $15,000 to the Chapleau General Hospital Foundation to create a new palliative care suite as well as a new spiritual space at Services de santé de Chapleau Health Services (SSCHS).

Michael J. Morris "Heart of my Heart, when friends were dearer then, too bad we had to part." lines from one of the top songs of 1953 by The Four Aces may well be the theme song for Chapleau hockey teams throughout the community's history.

The Bantam hockey team of the day sure sang it repeatedly on a road trip to Sudbury in their own passenger car. I was playing on that Bantam team in my very short-lived hockey player career.

The following is a glimpse of hockey in Chapleau from 1910 to 1967. Chapleau had a hockey team in 1893, likely earlier, but we know that the team made a trip on the Canadian Pacific Railway to play Sudbury that year.

I hope you will look at family connections in hockey over the years and depending on your age be able to relate to some of the teams, players, and your relatives. That team lost on its road trip.

In 1966-67 hockey season their first year of competition, the Junior 'B' Huskies won the International Junior 'B' League and Northern Ontario Hockey Association championships coached by Lorne Riley and Keith 'Buddy'

High school hockey was very popular in Chapleau, and teams played in the town league and against outside competition. Here is the 1965 team. Note that several played for the Jr. 'B' Huskies the next year. Ten years later Jim St. Amand was a member of the Int. 'A' Huskies and Ted Swanson never missed a game in that team's four-year history in the Northland Intermediate Hockey League. Mike Tangie went on to coach in Chapleau.

A highlight of the year for the Chapleau High School team of 1956 was a trip to Terrace Team included David McMillan, Doug Sleivert, Stan Barty, Thane Crozier, Clarence Fiaschetti (teacher and coach), George Lemon (principal), Doug Espaniel, Roger Mizuguchi, Bill Cachagee, Jim Hong, Bert Lemon, Harry Pellow, Ken Schroeder, Robbie Pellow (Mascot) Marc Boulard, Harry Hong, Jim Machan, Ron Morris.

Note that Clarence was playing on the 1949 Junior team and was also first CHS student to return as teacher.

The 1953-54 Chapleau Bantam champions who won the Algoma Dairy Trophy are: Basil Collings (coach), Michael McMullen, David McMillan, Richard Pilon, Tim Goodwin, Charlie White, Ken Schroeder, and Harry 'Boo' Hong.

Our democracy is founded on the core concept that every citizen should have a voice and support causes near and dear to their heart, as long as it does not promote hatred or violence. These beliefs are codified in our laws, especially when it comes to donating money or gifts to causes we support. They ensure that donations to registered charities, not-forprofit organizations, and political candidates are legitimate and are properly receipted.

However, as technology has evolved, the explosion of online crowdfunding that has grown over the years is an issue that the Federal government has yet to codify in legislation. Most of what occurs in online crowdfunding is relatively innocuous and can often be quite helpful. A small donation to a friend who needs financial assistance as he goes through cancer treatment; a series of small investments for a person that's trying to get a startup business off the ground; a young video game designer trying to get his work out there, etc.

However, unlike registered charities or not-forprofit groups, the regulation of crowdfunding is

Foreign Money has No Place in our Democracy limited to nonexistent, and as we've seen recently, has become a way for foreign actors to interfere in our democracy.

GoFundMe and other crowdfunding organizations have been the focus of much of the debate surrounding the Freedom Convoy protests in Ottawa, and for good reason. Anyone can start a GoFundMe page, and donations can be made using your name, anonymously, or using pseudonyms, and donations can often go unverified. GoFundMe states that it is a violation of their terms of service for people to donate anonymously. However, as a result of inquiries about questionable donations, the Freedom Convoy GoFundMe page was pulled for violating their terms of service. A CBC News analysis noted that approximately one-third of donations to this account were made either anonymously, or with aliases, and that many of the donations were made from outside of Canada. In addition, last week Ottawa Police Chief Peter Sloly stated “We are now aware of a significant element from the US that have been involved in the funding, the organizing, and the demonstrating” of these protests.

While there's nothing wrong with donating to a cause you believe in, when it comes to donating to political movements, Canada has clear laws in place designed to prevent foreign funding and donations, and these same mechanisms need to be applied to crowdfunding organizations. We don't allow funds from the U.S., or other countries for that

matter, to fund our political activities through any other legal avenue. Donations to political candidates or parties are audited by Elections Canada, as they should be. Donation limits are in place to ensure that corporations, unions, and charitable organizations cannot apply undue influence on candidates and politicians. We should apply that same standard to organizations that allow individuals to donate to political movements through crowdfunding to ensure that any dollars collected are from Canadians, and only Canadians.

Given recent revelations, New Democrats tabled a motion, which passed unanimously, to have GoFundMe appear before the House of Commons Committee on Public Safety and National Security.

Additionally, an amendment was added to call on officials from the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) which is Canada's money laundering and financing watchdog, to also provide testimony at the committee. Efforts are already being made to push for other crowdfunding entities to appear before committee. And while this may give us some answers as to how their funding mechanisms work, and why they accept anonymous donations, this will provide insight as to how to prevent foreign funding from interfering with our nation's political discourse. The internet age has created a dynamic shift in the way we do business, the way we learn, and the way we engage with others. Our laws need to keep up with this shift.

Ces lois permettent de nous assurer que les dons aux organismes de bienfaisance enregistrés, aux organismes sans but lucratif et aux candidats politiques sont légitimes et font l’objet de reçus en bonne et due forme.

Au fil du temps et à mesure que la technologie a évolué, le phénomène du sociofinancement en ligne a pris de l’ampleur; or, le gouvernement fédéral ne l’a pas encore codifié dans la loi. La plupart des activités de financement participatif sont relativement inoffensives et peuvent souvent être très bénéfiques. Il peut s’agir d’un petit don à une amie qui a besoin d’aide financière pendant ses traitements contre le cancer ou d’une série de petits investissements au profit d’un entrepreneur en devenir ou d’une jeune conceptrice de jeux vidéo qui tente de faire connaître son travail. Cependant, contrairement aux organismes de bienfaisance enregistrés ou aux groupes sans but lucratif, le financement participatif est peu ou pas réglementé et, comme nous l’avons vu récemment, il permet maintenant à des acteurs étrangers de s’ingérer dans notre démocratie.

Une grande part du débat entourant les manifestations du « convoi pour la liberté », à Ottawa, a porté sur GoFundMe et les autres plateformes web

de financement collectif. Et pour cause : n’importe qui peut créer une page GoFundMe; les participants peuvent faire des dons en se nommant, en restant anonymes ou en utilisant un pseudonyme; et bien souvent, les dons ne sont pas vérifiés. GoFundMe indique que les dons entièrement anonymes contreviennent à ses conditions d’utilisation. Après que des questions ont été soulevées au sujet de dons douteux, le site GoFundMe a retiré la page du « convoi pour la liberté », car elle violait ses conditions d’utilisation. Une analyse de CBC News a révélé qu’environ un tiers des donateurs de cette campagne sont restés anonymes ou ont utilisé un pseudonyme et qu’un grand nombre de dons émanaient de l’extérieur du Canada. En outre, la semaine dernière, le chef du Service de police d’Ottawa, Peter Sloly, a déclaré qu’une part importante des éléments impliqués dans le financement, l’organisation et la participation aux manifestations provenait des États-Unis.

S’il n’y a rien de mal à faire un don au profit d’une cause qui nous est chère, lorsqu’il s’agit de soutenir des mouvements politiques, le Canada s’est doté de lois claires conçues pour prévenir les dons et le financement étrangers, et ces mêmes mécanismes doivent être appliqués aux plateformes de sociofinancement. Nous ne permettons pas que des fonds en provenance des États-Unis – ou de tout autre pays, d’ailleurs – financent nos activités politiques, quel que soit le moyen légal utilisé. Les dons destinés aux candidats ou aux partis politiques sont vérifiés par Élections Canada, comme il se doit. Des plafonds de contributions ont même été établis pour que les

sociétés, les syndicats et les organismes de bienfaisance ne puissent pas exercer une influence indue sur les candidats et les politiciens. Nous devrions appliquer les mêmes normes aux organisations qui permettent aux particuliers de faire des dons à des mouvements politiques par la voie du sociofinancement, afin de garantir que les fonds recueillis proviennent de Canadiens et uniquement de Canadiens.

Compte tenu des récentes révélations dans cette affaire, les néo-démocrates ont déposé une motion, adoptée à l’unanimité, pour que GoFundMe comparaisse devant le Comité permanent de la sécurité publique et nationale de la Chambre des communes. De plus, un amendement a été ajouté pour demander aux représentants du Centre d’analyse des opérations et déclarations financières du Canada (CANAFE) – l’organisme de surveillance du Canada en matière de blanchiment d’argent et de financement – de témoigner devant le Comité. Des efforts sont aussi déployés pour amener d’autres plateformes de financement participatif à comparaître. Si leurs témoignages peuvent faire la lumière sur le fonctionnement de leurs mécanismes de financement et sur les raisons pour lesquelles elles acceptent des dons anonymes, cela nous aidera à déterminer comment empêcher le financement étranger d’interférer avec le processus politique de notre pays.

L’ère de l’Internet a révolutionné notre façon de faire des affaires, d’apprendre et de communiquer avec les autres. Nos lois doivent être en phase avec cette évolution.

AFEC L'AFEC fête ses 15 ans!

En janvier 2007, il y a eu un gros rassemblement de la francophonie à l'école secondaire catholique Trillium.

Depuis 2003, le Centre culturel, l'école Sacré-Cœur, Trillium et Forma onPLUS travaillaient ensemble sur des projets communs tels que la page de journal « Francophonie en folie », les semaines de la francophonie, la radio « Le loup ». Entre eux, il se nommait le Groupe des 4. Ce groupe voyait qu'en travaillant ensemble plutôt qu'en silo, les dossiers avançaient plus vite et le travail était partagé entre les quatre organismes. Alors, le groupe avait une proposi on à faire à la communauté francophone.

Le groupe présenta à la soixantaine de personnes présentes l'idée de créer une alliance pour les francophones de Chapleau. Les gens étaient tous emballés par l'idée et c'est à momentlà qu'est né l'Alliance des francophones engagés de Chapleau (AFEC). Ce e alliance serait un regroupement d'organismes et d'individus qui coordonneraient les ac vités francophones communes de la communauté. L'Alliance servirait aussi à mo ver et à sensibiliser les francophones aux différents enjeux sociaux et poli ques. Ce même soir,

l'UCFO et le Club Maria Chapdelaine se sont ajoutés à la nouvelle Alliance ainsi que quelques membres de la communauté.

Un concours a été lancé pour la créa on d'un logo pour l'AFEC. C'est Denise Godbout qui le gagne. Elle explique la significa on des différents symboles du logo: le jonc représente la nouvelle alliance formée, le trille à l'intérieur du diamant représente la francophonie de Chapleau et la silhoue e représente les gens qui appuient le nouveau mouvement.

Dans les dernières quinze années, nous avons poursuivi nos efforts pour nous assurer que la francophonie à Chapleau soit forte. Grâce à l'AFEC et les dons de la communauté francophone, le drapeau franco vol ge à l'Hôtel de Ville de façon permanente.

Une trousse a été distribuée à toutes les familles francophones. Il y eut aussi la mobilisa on du mouvement de « La Résistance ». Les ac vités de la semaine de la francophonie con nuent ainsi que « Francophonie en folie ».

Avec les restric ons de la pandémie, nous reportons les célébra ons à un temps où nous pourrons vraiment bien le fêter avec toute la communauté!

UCFO Les « articles vedettes » de la boutique « Doigts de fée » des dames de l'UCFO pour le mois de février sont les nappes, les napperons et tapis de table. Plusieurs longueurs et couleurs de nappes sont disponibles.

Tisser une nappe demande plus de temps et de patience que les couvertures ou les tapis, car tu tisses avec du fil au lieu de laine ou des banderoles de tissus d'environ un demi pouce de large. Alors, vous pouvez imaginer le temps que ça peut prendre pour tisser un pouce avec du fil. Voyez la photo qui montre la différence de grosseur entre les deux.

Comme avec les couvertures, les tisserandes aiment ajouter des patrons dans leur tissage. C'est incroyable ce qui peut être fait avec quatre pédales! Les napperons et

tapis de table sont faits avec de la laine à 4 brins ou du Bralon.

Dans les prochaines semaines, nous aurons des billets à vendre pour notre tirage annuel d'un panier d'artisanats.

Comme l'an dernier, il est dans les couleurs noir, gris et blanc étant donné que ces couleurs sont toujours populaires.

Nous prévoyons aussi faire notre journée porte ouverte au mois de mars pour souligner la Journée de la femme.

On devient vieux quand on n'a plus d'intérêt Dans ce qui se passe autour de soi.

On devient vieux quand on n'a plus rien à espérer On devient vieux quand on ne veut plus entendre le rire joyeux des enfants, ni écouter leurs histoires.

On devient vieux lorsque tout le monde a tort et qu'on a toujours raison. À quel âge devient-on vieux?

On peut devenir vieux à vingt ans, trente ans et quatre-vingts ans, Cela dépend de notre a tude face à la vie.

Personne inconnue Quel beau poème « Quand devient-on vieux? » Ça pourrait être une des raisons que les aînés d'aujourd'hui semblent moins « vieux ». Ils ont une bonne a tude face à la vie comme le dit si bien le poème. Ils passent beaucoup de temps avec leurs enfants, leurs pe ts-enfants et arrièrepe ts-enfants, ils semblent être plus ac fs, autant dans leurs loisirs, leur bénévolat ou leur travail et sont en meilleure santé.

But we must be openminded and make an effort to see things from different perspectives and truly understand.
