Instructions for All Businesses/Workplaces in Public Health Sudbury & District Service Area The Ontario government announced on December 17, 2021 that the province is introducing a 50 per cent capacity limit to certain indoor venues with a usual capacity of 1000 or more. As a result, Regulation 364/20 under the Reopening Ontario Act has been updated so that effective December 18, 2021, at 12:01 a.m., the indoor areas of the following businesses or facilities that have a maximum occupant load of 1,000 or more persons, or a seating capacity of 1,000 or more persons, must limit the number of patrons indoors or, in the case of facilities used for sports and recreational fitness activities, in the indoor spectator areas to 50 per cent capacity: ! Meeting and event spaces, including conference centres or convention centres. ! Facilities used for sports and recreational fitness activities.

Museums, galleries, aquariums, zoos, science centres, landmarks, historic sites, botanical gardens and similar attractions. ! Casinos, bingo halls and other gaming establishments. ! Horse racing tracks, car racing tracks and other similar venues. ! Amusement parks and waterparks. ! Fairs, rural exhibitions, festivals and similar events. Additionally, the Government of Ontario has strengthened Proof of Vaccination requirements removing exemptions for patrons under 18 years of age, and who are entering a facility used for sports and recreational fitness activities for the purpose of actively participating in an organized sport. This took effect on December 20, 2021, at 12:01 a.m. The Letter of Instruction that was initially issued on November 8th and updated most recently on December 17th by our local Medical Officer of Health, had already required these capacity limits and proof of vaccination requirements. As a result, businesses in Public Health's service area would already have had to be compliance with those new Provincial requirements under the Letter of Instruction. ! !

Please note that many of the provisions outlined within the Letter of Instruction are now redundant as were captured within the updated Regulation 364/20. We are in the process of crossreferencing both documents in order to determine if there remain outstanding requirements within the Letter of Instruction that are not currently captured provincially. We will share further updates as soon as possible. In the meantime, Dr. Sutcliffe, Public Health Sudbury & Districts Medical Officer of Health has required in the updated Letter of Instruction that, effective December 20, 2021, that the following apply to concert venues, theatres and cinemas: ! Members of the public at an indoor or outdoor seated concert, event, performance or movie within the concert venue, theatre or cinema must be seated at all times, except: ! while entering the establishment and while moving to their seat, ! while exiting the establishment, ! while going to or returning from washroom, ! while lining up to do anything described in the previous three bullets, ! where necessary for the purposes of health and safety. These instructions are legally enforced by Public health officials and by Provincial Offences Officers and failure to comply with these instructions throughout the Public Health Sudbury & District Service Area (including Sudbury and Manitoulin Districts) is an offence. These protective measures will help reduce the spread of the virus, protect our communities, and preserve the capacity of our health system. Chapleau Moments by

Michael J. Morris When Good King Wenceslas looked out and saw the snow with the moon shining bright in about the year 1000, he could have been describing Chapleau weather on almost any Christmas Eve in its history. Before I go any further with King Wenceslas and his Chapleau connection as revealed in the popular carol 'Good King Wenceslas', I have only recently discovered that he was not really a king, but the Duke of Bohemia, and he was looking out on the Feast of St Stephen, the day after Christmas. To me it doesn't really matter as the carol brings back fond memories and delivers a message that applies any time. Some readers will recall that my mother Muriel E. (Hunt) Morris directed many concerts and musicals during the 32 years that she taught at Chapleau Public School. She was also the choir director at St. John's Anglican Church for years. Music was an important part of our home, and that's how I became acquainted with King

Good King Wenceslas

Reflections on those "living underneath the mountain" at Christmas time with Good King Wenceslas Wenceslas as a boy. Mom would sing at home. My grandfather, George Hunt, who could make a piano sound like a full orchestra, would also play it along with many other carols. Grandpa had been the choirmaster at St, John's Church. It became the carol that to me Dr G. applied most to Chapleau weather at Christmas time. Looking outside before leaving for Christmas Eve service, "the snow lay round about, deep and crisp and even. Brightly shone the moon that night, though the frost was cruel..." As we headed to St. John's, I would hum the carol and think to myself that all that needed to be added was the smoke going straight up into the skies, the temperature hovering at Fifty degrees below Fahrenheit and the music and wonderful display at Dr. G.E. Young's office building. The lyrics were published in 1853 by the English hymn writer John Mason Neale. Now, the carol addresses a subject that I never thought about much as a child growing up in Chapleau. I had my family, friends and a community where people cared about and helped each other in times of need. Even though there were times when I missed my father James E Morris who was killed while on active service in the RCAF in World War II, I had my mother, my grandparents George and Edith Hunt and Harry and Lil Morris as well as my aunt and uncle, Elsie (Hunt) and B.W. 'Bubs" Zufelt and my cousins, and my aunt Marion (Morris) Kennedy. But as the King walks with his page, "a poor man came in sight, Gathering winter fuel." The page tells him that this man lives "underneath the mountain." On Christmas Eve in Chapleau those many years ago, as we greeted people on the street who were going to or coming from their respective churches, I never really thought about those who may be homeless and without food--living underneath the mountain, so to speak. The good King took immediate action telling his page to gather food and wine and pine

E. Young display logs that they would take to the peasant and see him dine, "through the rude wind's wild lament, And the bitter weather." The page was ready to give up as the night grew darker and wind blew stronger, but the King encouraged him and they made it to their destination. As I reflected on "Good King Wenceslas" it struck me that one of the most incredible moments when I lived in Chapleau was a telethon broadcast over Dr. Young's cable TV system in the early 1980s to raise funds for those in need. Over $20,000 was raised during the show. I was co-hosting the telethon with other local "personalities" , sponsored by the Chapleau Rotary Club, and as the donations poured in, I became more and more amazed at the outpouring of support. As many of you know, especially my former students at Chapleau High School and College of the Rockies, I loved metaphor and I have talked about the Good King Wenceslas connection to Chapleau. At this Christmas time, I extend my very best wishes to my family and friends, and strangers too (until we met) who have shared moments of their lives with me during the past year. Thank you so much and Merry Christmas. Peace be with you. My thoughts turn to all the good people of Chapleau, past and present, and I leave all of you wherever you may be with the last words from 'Good King Wenceslas', "Therefore ... be sure, Wealth or rank possessing, Ye who now will bless the poor, Shall yourselves find blessing." Merry Christmas! my email mikejmorris41@outlook.com

REPORT from OTTAWA Rapport d’Ottawa by/par

Carol Hughes Federal member of Parliament Algoma-Manitoulin-Kapuskasing

If perspective is everything, that must be true for the holiday season and what we can expect of it. For so many, expectations for Christmas have been shaped and reinforced by commercial interests that continually amplify a commoditydependent version of how we should behave. Although we also hear how it is sentiment that truly matters, the consumer driven focus takes up most of the air in the room, which is a real shame. The result is a pressure driven agenda set by outside forces and the weight of expectations that aren't designed to celebrate the season but to commodify it. It's not so difficult to imagine how we arrived at this point, but a single event stands out as a clarifying moment. People of a certain age will remember the Christmas season hullabaloo related to Cabbage Patch Kids in 1983. That stands out as a symbolic moment when consumerism may have permanently taken the lead in the battle for the meaning of Christmas. Cabbage Patch Kids were the first gift item to become a broadcast news

Christmas can be anything we want it to be sensation and many parents felt compelled to scour stores for that season's 'must have' gift. In the years that followed, the script from the toys was repeated enough times that we now hear about items described as, 'this year's must-have gift.' The original Cabbage Patch phenomenon was based, in part, on scarcity, which we understand is a problem for all manner of goods this year due to shipping problems and global supply chains that have been stressed over the last 20 months. While we hear differing reports about availability and when shipping will return to full capacity, its clear that some desired items won't be available for this year. If that is frustrating, it is also an opportunity to remember there are other ways to view the season. It is possible to consider it in a way that prioritizes elements of our lives we have more control over such as our relationships and ensuring those we care about understand how we feel. This can be considered as striving to embrace the meaning behind the idea that it's the thought that matters more than any gift. Even with that intention in place, it's easy to lose sight of the simpler side of Christmas, but people have already been reassessing aspects of their lives given the way our circumstances changed. One of the pandemic's pleasant surprises was the resurgence of interest in slower-paced

activities like knitting, puzzles, or similar hobbies. What took place as these activities grew in popularity was a retreat from the speed and flash of the modern world to a place of comfort where a slow activity brings about positive feelings at a gentler, and some would argue more appropriate, pace. Perhaps it's time to apply some of that thinking to how we celebrate Christmas. And if you need more proof of how mindset can be allencompassing, consider snowfall. Think of the way the first snow of the year can bring about an excitement that tends to be lost altogether by the time late winter dumps arrive only to look like work. It's not the snow that changed, it's the mindset that turns those falling flakes from those being excitedly anticipated to those being deplored. This year, apart from any consumer challenges we are facing there are also considerations for gathering. Whether or not to get together in larger family settings is still something people are coming to terms with. For some, a family Christmas is the biggest hope this year. My family is no different and if public health recommendations permit, we hope to have a somewhat 'normal' family gathering. With those hopes in mind I wish you and yours a very Merry Christmas and a Happy New Year!

How to stay healthy over the holidays

It can be challenging to make healthy choices over the holiday season given that so many celebrations and gatherings revolve around food. Here are five tips to help you eat moderately and stay healthy over the holidays.

1. Load your plate with veggies Pile vegetables, fruits and green salads onto your plate. These foods are low in calories, high in fibre and will keep you satiated. Don't worry, you don't have to forgo the turkey or any of the side dishes; just be mindful of your portion sizes. 2. Eat slowly It takes about 20 minutes for your brain to register fullness once you start eating. Therefore, to avoid overindulging, try to wait five or 10 minutes before refilling your plate. By doing so, you may realize you're already full. 3. Watch what you drink Both non-alcoholic and alcoholic drinks can add additional calories, sodium and sugar to your holiday meal. Consequently, try having a glass of water or seltzer in between the e g g n o g , cocktails and hot chocolate. 4. Be active

Staying active can help make up for eating more than usual over the holidays. It can also help reduce stress and improve your sleep. One good way to keep moving is to encourage your friends and family members to go for a walk after your meal. Partaking in winter sports, such as skiing and snowshoeing, is also a great way to refresh your mind and body. 5. Take care of yourself To stay healthy over the holidays, remember to regularly wash your hands, cough into your elbow and stay at home if you feel sick. Don't overextend yourself and give yourself enough time to rest in between parties. Happy holidays!

Who wouldn't go! Up on the housetop, click, click, click, Down thru' the chimney with good Saint Nick.

The open-air holiday cinema

By Johannie Dufour and Sarah Beauregard Translated by Katya Teague It was outdoor movie night on Snow Island, and the city was screening the premiere of The Distracted Santa Claus, a new animated film by a world-renowned local director. Families unfolded their camp chairs and gathered around heated lamps that were set up on the soccer field to keep everybody warm. With their chairs lined up, twins Orion and Capella wrapped themselves in the large blankets handed to them by their parents. “Dad, can we please have some popcorn?” the little girl asked. “And some hot chocolate?” her brother added. “Good idea, kids. I'll go get us some. Do you want anything, Audrey?” Patrick asked, turning to his wife. “A coffee, please.” “Hurry up, Dad, or you'll miss the beginning,” Orion called out as his father headed toward the concession stand. There was no need to worry, though.

Patrick returned with their snacks long before the movie started. In fact, the screen still hadn't turned on by the time the kids finished their popcorn. “I wonder what's taking so long,” Audrey said. “Yes, this is odd,” Patrick said. “And people are starting to get impatient.” “We could go see the technician and find out what's going on,” Capella suggested. “Yes, his hut is nearby,” Orion added. “I can see it from here.” “Alright, but go straight there and don't take any detours on the way back,” their mother instructed. When they arrived at the hut, the two children knocked on the door, but there was no answer. Since the door was unlocked, they opened it. To their surprise, they saw David, the technician, snoring away in his chair instead of operating the projector. The twins called out his name and shook him, first gently then more vigorously, but nothing worked. David was still asleep. “He's so tired that it's impossible to wake him up,” Capella exclaimed. “But how else can we get the movie started?” “Follow me,” her brother replied. With his sister right on his heels, Orion headed toward the nearest family. He quickly explained that the technician was sound asleep in his chair. “Poor David,” said the mother with a sigh. “I don't know how he gets any rest taking care of four children under the age of 10 all by himself.” “I'm pretty good with electronics,” chimed in the girl beside her. “Go back to your seats, I'll take care of everything.” “Thank you,” the twins replied in unison. As the crowd began to grumble more and more, Orion and Capella returned to their seats

and recounted the story to their parents. “Let's hope this teenager knows what she's doing,” Patrick said. At that moment, the screen finally lit up and the opening credits appeared. The audience burst into thunderous applause. “It looks like it,” Capella enthused. “Well done, kids,» Audrey said. The much-anticipated film, both funny and heartwarming, was a hit. Thanks to the twins and their invaluable ally, the outdoor movie night was a success — despite a bit of a sleepy start! As for David, who woke up just in time to see the final scene, he went home feeling more rested than he had in years. THE END

The community Christmas gift giveaway By Johannie Dufour and Sarah Beauregard Translated by Katya Teague Beautifully decorated for the Christmas gift giveaway, the Snow Island community hall buzzed with energy and trilled with cheerful voices. Throughout the room, ecstatic children played with presents just received — building blocks, storybooks, musical instruments, board games and more. As for the adults, they happily chatted among themselves while watching their little ones. Eight-year-old Orion was closely watching the action unfold as he waited his turn to receive a gift. That's when he overheard a disturbing conversation between Santa's helpers. “There are only 32 gifts left,” the Star Fairy said to Peppy the Elf. “But according to the list, there are 33 children left who haven't been called.” “How is that possible?” Peppy exclaimed. “I checked everything myself yesterday. Three times!” “We must have lost one this morning on the way over from the garage at city hall,” the Star Fairy deduced. Orion couldn't believe his ears. “Did you hear that, Capella?” he asked his twin sister. “What?” “Someone's not getting a present,” the boy explained. “Oh no,” Capella replied. “We have to do something!”

Without a moment's hesitation, the siblings offered to retrace the route between the two buildings in search of the missing gift. With obvious relief, the fairy and elf accepted, but they urged the children to be quick. Orion and Capella made a beeline for their parents. As they put on their hats and boots, they hurriedly explained the situation. Audrey and Patrick grabbed their coats and followed the kids out of the hall, ready to help on the important quest. “Hurry up,” Capella urged as they headed outside. “We have to get back before Santa finishes handing out the last of the presents.” “But if we go too fast, we might miss a clue,” Orion countered. “You're right, champ. We need to be quick but attentive,” Patrick said. Halfway to the city hall garage, Orion raised a hand to signal his family to stop. “That's strange,” he said. “Do you hear that? It sounds like bells.” “It's coming from over there,” Capella exclaimed, immediately running toward the mysterious sound. “Look, there it is!” The girl jumped up and down with excitement as her family ran to join her. “Don't you see it?” Hanging by its ribbon from a tree branch, the missing gift jingled as it swung gently in the breeze. “You two make excellent detectives,” Audrey said with a smile as she reached up to retrieve the

package. “ N o w, l e t ' s hurry back before it's too late.” When the family returned to the community hall, they were out of breath but proud to have accomplished their mission. The twins bundled the present in one of their coats so they could discreetly return it to the pile of gifts — there were only three left! “Phew! Just in time,” Peppy murmured. “You saved the day,” the Star Fairy exclaimed. Once all the gifts were handed out, the children of Snow Island prepared to head home — including one little boy who didn't know that his new tambourine had almost been a gift for the squirrels instead of him. Smiling from ear to ear, Orion and Capella wished everyone a happy holiday before rejoining their parents. THE END

New Year's Eve traditions from around the world

People across the country bring in the new year in a variety of ways, from enjoying lavish, multi-course meals to watching the Times Square ball drop on TV and popping champagne at the stroke of midnight. Here's a look at how people in other countries observe New Year's Eve. Brazil You won't see extravagant costumes at this Brazilian celebration. Instead, people wear white to symbolize peace and prosperity for the year ahead. Denmark Just before midnight, it's tradition for Danes to

stand on chairs. This is so they can jump off when the clock strikes 12 to symbolize leaping into the new year. Estonia Since seven is a lucky number, Estonians make sure to eat seven meals on New Year's Eve. This is said to provide the strength of seven men for the year to come. Japan Across the country, bells are rung at Buddhist temples 108 times before midnight. This number symbolizes worldly desires, and the practice is intended to chase them away. Philippines Among Filipinos, circles are said to bring luck. In addition to wearing polka dot patterns, it's tradition to eat 12 round fruits — one for each month — to attract good fortune. South Korea In seaside towns across the country, people gather on the beach to watch the first sunrise of the year. It's said that if you make a wish at sunrise, it'll come true. Spain In Spain, people ring in the new year by eating 12 grapes, one at each stroke of midnight. Doing so

brings good luck and prosperity for the 365 days to come. Turkey Fruit also makes an appearance at Turkish celebrations, where pomegranates are smashed on the ground in front of homes to welcome the new year. Cheers to a happy and healthy year!

Prime Minister Trudeau did not offer to negotiate funding for education, which is a provincial power. Instead, he offered to negotiate child care to help working families get into the workforce. In the final days just before the Legislature broke before Christmas, NDP Leader Andrea Horwath asked Premier Ford, “Does the government not get the urgency here that families actually need a break and $10-a-day child care would be a great break? “Why do we not have that child care deal right now?” The NDP absolutely agrees with the teachers' unions that say child care and

Kindergarten are not the same things. However, we disagree that Doug Ford and Stephen Lecce do not understand the difference. They certainly do understand. Unfortunately, the Province of Ontario is playing political games that are a major detriment to working families. Anyone who watches the news or reads the paper cannot help but notice a continual avalanche of promises to offer new programs and increase spending for Ontarians. Even new highways are proposed in Southern Ontario, which comes at the expense of finishing the fourlaning of Hwy. 69 to Sudbury. But readers should note that the promises are for funding over the next four years, five years, ten years. You get the picture. Ontarians are intelligent enough to know that politics is in full-blown pre-election mode. Without any doubt, as Ontario approaches the drop of the election writ in May, Doug Ford will play out this saga, demonstrating his prowess as a tough negotiator and champion for Ontario working families. Doug Ford may or may not be a tough negotiator, but for sure he is an illusionist, trying to impress Ontario voters. As we see the sun setting on 2021, we look forward to 2022 with hope and confidence in the strength of Algoma–Manitoulin. On behalf of my team and I, we wish you the very best this holiday season. How to prevent impaired driving over the holidays

The number of impaired driving collisions dramatically increases over the holiday season. Here are a few tips to make sure neither you nor the people you care about get behind the wheel while under the influence.

Attending a party If you're attending a holiday shindig, make sure to choose someone to be a designated driver. If this person ends up consuming drugs or alcohol, play it safe by calling a cab or using a ridesharing service. You could also plan to rent a room at a nearby hotel or sleep over at a friend's house to avoid getting behind the wheel. Hosting a party If you're hosting a holiday party, there are a few precautions you can take to make sure your guests don't drive while under the influence of drugs or alcohol. For example, serve plenty of food and provide alcohol-free beverages throughout the night. In addition, offer your spare bedroom or couch to anyone who wants to stay the night, or pre-arrange cab rides for those who need a lift. Tips for the road

When driving home from a holiday shindig, keep an eye out for the following warning signs that another driver might be under the influence of drugs or alcohol: ! They're making wide, abrupt or illegal turns ! They have a slow or delayed reaction time to traffic lights and signs ! They're driving unreasonably fast, slow or at an inconsistent speed ! They're continuously weaving, swerving or drifting out of their lane If you suspect you're driving behind an impaired driver, slow down, stay behind them and, when it's safe to do so, pull over and call 911. Additionally, impaired driving accidents that result in fatalities are more likely to happen very late at night or early in the morning. Therefore, try to avoid being on the road between midnight and 3 a.m.
