Susan Cecile, a Grade 13 student, who wroteacolumnintheshortlivedChapleauPress explainedthatstudentswhohadgraduatedfrom the bilingual program at the separate school would be able to take "advanced French instead of the ordinary elementary French", in Grade 9. PlansweretocontinueitthroughtoGrade13for thesestudents.
At that time there were no plans to offer other courses in French, but it was the start of courses for those who spoke French as a first language.
Interestingly, Susan points out that enrolmenthasjumpedto201ascomparedto136 in the previous year. There were three Grade 9 classes, two Grade 10 and one each for Grades 11,12and13.
you may recall the teachers who were Mr. Emerson, Jean Hattie, Sheila Kingston, RaymondAchurch,Yvon Charbonneau, Marcel Gelinas, Clement Miron, Gladys Bowles, and GeorgeEvansinhisfirstyearattheschool.
Susan commented: "We have found our new teachers enthusiastic, cooperative and just plainterrific."
Susan noted the importance of physical educationcourses,whichwerecompulsoryfrom grades9to12,withtwoqualifiedteachers--Mr. GelinasandMissKingston.Activitieswouldbe heldontheplayingfieldandinthe"cellargym".
A skating rink was planned behind the school while there was also a school bowling leaguewithgamesscheduledonceaweekatthe YMCAlanes. Thefeeforstudentswas$2.00a month.
Curling was also popular with 16 teams competing at the Pine Street curling rink after school on weekdays. Playoffs were planned for theendoftheseason.
Religious instruction classes were held weekly conducted by Father R. Marchand of Sacred Heart Roman Catholic Church, Rev. J.G.M.DoolanofSt.John'sAnglicanChurchand Rev.M.A.McBrideofTrinityUnitedChurch.
To mark the start of the school year, BranchNumber5oftheRoyalCanadianLegion dedicatedanewflagandflagpoleinfrontofthe school,accordingtotheSudburyStar.
LegionmemberKenEncilheadedateam which erected the flagpole. The dedication ceremonieswereconductedbybranchpresident HerbertDoigassistedbyScottyWelch.Theflag wasraisedbyWilfredSimpson.
The occasion was also an opportunity to present awards to four members of 1181 Chapleau High School Cadet Corps for proficiency in Morse Code training while at CampIpperwash.TheywereWayneMidkiff,K. Knorz, Danny Mizuguchi and Edward Beynon, whowonanadditionalawardforworkatCamp Borden.

With one in five Canadians experiencing a mentalhealthissueeachyear,thestateofmentalhealth inourcountryisnothingshortofalarming.It'stimeto stoptreatingmentalhealthasasecondaryconcernand recognize its fundamental importance to the wellbeingofindividualsandsocietyasawhole.
The Canadian Mental Health Association's (CMHA) recent report titled The State of Mental HealthinCanada2024paintsastarkpicture,revealing that Canadians' mental well-being has declined significantly, with increased rates of anxiety, depression, and psychological distress reported to be three times worse than before the COVID-19 pandemic. The isolation, uncertainty, and economic challenges brought on by the pandemic have only magnified these issues, making recovery difficult for manyandleavingourhealthcaresystemstrugglingto keepup.
The rising cost of living has further compounded this crisis. Socioeconomic stressors like inflation are having a profound impact as well. AccordingtotheCMHA,Canadiansaffectedbyrising costs report higher levels of anxiety (33 percent) and depression (32 percent), while 31 percent experience increased suicidal ideation. Financial strain is forcing many to cut back on health-related expenses, further exacerbating these challenges. Moreover, geography playsasignificantroleinmentalhealthoutcomes,with provincesandterritoriesshowingsubstantialvariation in access to care and the prevalence of mental health issues.Ruralandremotecommunitiesfacesignificant challengesduetolimitedavailabilityofmentalhealth professionals,longtraveldistancestoaccessservices, and inadequate infrastructure, which exacerbate barrierstotimelyandeffectivecare.
The burden of these systemic challenges weighs even heavier on vulnerable populations. For Indigenous communities in Canada, mental health challenges are deeply intertwined with historical and systemic inequities. The devastating legacy of residential schools, the Sixties Scoop, and ongoing discrimination has left many communities grappling withintergenerationaltrauma.Theseexperienceshave led to significant mental health crises, including elevated rates of depression, anxiety, and suicide. Accesstohealthcareremainsamajorbarrier.A2024 reportbyStatisticsCanadarevealedthat32percentof First Nations people living off reserve, 30 percent of Métis, and 29 percent of Inuit reported unmet health care needs in the past year. Alarmingly, off-reserve FirstNationswomenweremorelikelytoreportunmet needscomparedtomen.Thesedisparitieshighlightthe urgent need for culturally safe and accessible mental healthservicestoaddresstheuniquechallengesfaced byIndigenouscommunities.
Similarly, Canada's youth are also at the forefront of this crisis. Rising rates of anxiety, depression, and emotional distress have made mental health issues a leadingcauseofhospitalizationsamongyouthaged5

To effectively address Canada's growing mental health crisis, the federal government must prioritize mental health as a fundamental component ofoverallhealthcare.Acrucialfirststepistoallocate fundingformentalhealthservicesonparwithphysical health care, ensuring that every Canadian can access necessary support, regardless of income or location. For example, integrating mental health and addiction services into Canada's universal health care system would be a transformative move toward eliminating financialbarriers.Bydoingso,wecanensurethatno one is forced to choose between their mental well-
beingandfinancialstability.
Another key solution to the crisis is the development of a national mental health strategy that guarantees equitable access to care for all Canadians. This strategy must prioritize underserved populations such as Indigenous communities and youth by providing culturally safe, community-based services tailored to their unique needs and challenges. Early intervention and accessible care are also essential to addressing these challenges before they escalate. Expanding community-based mental health hubs and telehealth services can help close gaps in care, particularlyinruralandremoteareas.
Mental health is health, and addressing Canada's mental health crisis requires urgent and sustained action. By prioritizing funding, equitable access,andearlyintervention,wecancreateasystem that supports every Canadian. Investing in mental healthcareisn'tjusttherightthingtodo—it'sessential forbuildingahealthier,moreresilientCanada.

Un Spectacle de Noël Magique à Chapleau avec Chuck Labelle
Le 2 décembre dernier, Chuck Labelle a enflammé la scène avec son spectacle de Noël intitulé « Mon vœu de Noël », présenté aux élèves de l’École Sacré-Cœur, de l’École secondaire Chapleau, ainsi qu'à l'ÉSC Trillium, sans oublier les membres de la communauté de Chapleau.
Depuis 30 ans, Chuck Labelle a offert plus de 700 spectacles de Noël à travers la province, et ce matin-là, il n’a pas manqué de charmer une nouvelle fois son public. Petits et grands ont été transportés par la magie de Noël, chantant et dansant avec un enthousiasme contagieux. Pour certains, ce fut un retour dans leur enfance, ravivant des souvenirs chers, tandis que pour d'autres, ce fut l’occasion de
créer de nouveaux souvenirs inoubliables.
L’événement a été un véritable succès, grâce à l’énergie et au talent de Chuck Labelle et de son équipe, qui ont su offrir des moments empreints de magie et de chaleur humaine.
Un immense merci à Chuck Labelle et à son équipe pour avoir partagé ce moment merveilleux avec nous. On December 12, 2024, at approximately 4:00 p.m., two people attempted to use false identification(ID)atalocalbusinessintheTownof Chapleau. The couple had fled the scene prior to
policearrival.ThenextdayonDecember13,2024, at approximately 11:00 a.m., the OPP located the suspectsattemptingtousefalseIDagainatanother businessintheTownofWawa.Policesearchedthe suspects and seized 20 - 25 pieces of false identificationeach.

TIMMINS, ON, Dec. 17, 2024 /CNW/Today, the Minister of Energy and Electrification directed the Ontario Energy Board to amend Hydro One Networks Inc.'s (Hydro One) transmission licence to develop and construct a new priority transmission line project in northeast Ontario. The proposed projectisintendedtosupporttherapidincrease in electricity demand expected in northern Ontario to accommodate electrification of communities, businesses and industry, populationgrowthandeconomicdevelopment activities including advanced manufacturing andminingforcriticalminerals.
"Electricity is the backbone of our economy and Hydro One provides the power needed to support daily life and attract new growthandinvestmentincommunitiesacross the province," said David Lebeter, President andChiefExecutiveOfficer,HydroOne."This designationacknowledgeshowHydroOnehas prioritized Indigenous partnerships and reconciliation. stakeinthetransmissionlinecomponentofthe project through Hydro One's 50-50 equity partnershipmodel.

This week, Ontario's Legislative Assembly will conclude its business for 2024. Despite the government choosing to keep the legislatureinrecessmuchlongerthanusualthis year,therehavebeenquiteafewissuescovered atQueen'sPark.Unfortunately,morethanafew were caused by this government's actions (or inactions in some cases). It can be almost dizzyingtryingtorecapandcatalogueeverything I've tried to address on behalf of the people in Algoma-Manitoulin who are looking for this governmenttofocusonprovidingthebasicslike healthcare, education, housing, and infrastructure.
Luckily, there are offices within the legislature that assist MPPs in holding the governmenttoaccount,suchastheOfficeofthe AuditorGeneralofOntario(AG).Lastyear,the legislature appointed a newAG, Shelly Spence, whoreleasedherfirstAnnualReportacoupleof weeksago.TheAG'sAnnualReportdoesbotha broad audit of the government programming, as well as a handful of finer tooth audits of certain policyareas.Theheadline-catchingreportsfrom the AG this year focused on the government's
redevelopment of Ontario Place, its opioid strategy, the use of Ministerial Zoning Orders, andtheTorontoDistrictSchoolBoard.
While each of these issues is important, and I encourage everyone to read the AG's full reportonline,thereisonereportthatIfeelisnot getting enough attention, which I want to focus on today. It is her report on the operation of the EnvironmentalBillofRights.
TheEnvironmentalBillofRights(ERB) waspassedin1993,whichguaranteesOntarians therighttobeapartofdecision-makingontopics thatwillimpactourenvironment.Previously,we had an independent officer of the legislature known as the Environment Commissioner who was charged with overseeing the government's adherence to the ERB. When that post was abolished by the Ford government, the responsibilitywastransferredtotheAG.
The AG's report this year raises some serious concernsaboutthisgovernment'strackrecordin upholding Ontarians' rights under the ERB. In total, the AG outlines 21 instances where the government failed to meet or intentionally circumvented the ERB, thus ignoring the rights legislated to Ontarians. Again, I encourage everyone to take the time to read over the thorough reporting from Ms. Spence's office. However, I wouldliketohighlightsomeofthe mostegregiousinstanceshere.
Under the ERB, Ontarians have the right to demand a ministry investigate an instance where they believe there has been harm to the environment. The ministry can then choose to act or not but must respondtotheoriginalrequestwith their reasoning. The report found that the Ministry of Natural Resources failed to respond to a request within the timeline. In one instanceinwhichacoyotehunting contest was being held, the Minister's office intervened and explicitlydirectedtheirstaffnotto meetthelegislatedtimeline.
Another section of the report identified instances where the government bypassed the ERB's provisions that guarantee Ontarianstherighttobeconsulted on environmentally impactful changes to legislation. When the governmentpassedtheRebuilding Ontario Place Act, they exempted
themselves from their obligations under the ERB.Intwoothercases,thegovernmentpassed pieces of legislation before the consultation period had ended without looking at the commentsprovidedbythepublic.Infact,theAG foundthatevenwhenthegovernmentdidn'tgive itself a get-out-of-jail-free card or end consultationsearly,theycouldnotshowthatthey had reviewed and considered feedback from the publicwhenfinalizingtheirproposals.
Finally, the report outlined how the government was not adequately informing the publicwhenputtingoutpublicnoticestorequest feedback. On certain postings, instead of providing the public with unbiased, accurate information, the government filled the proposal withself-congratulatoryrhetoricabouttheirplan and skipped over listing the potential environmental impacts it may have. In fact, dozensofpostingseitherdownplayedordidnot explaintheproposal'spotentialimpactsonwhich theyrequestedcomments.Thisincludedstalling protections for endangered species, removing requirements to obtain environmental approvals on specific projects, and changing Ontario's miningframework.
What this report shows, more than anything,isthatthisgovernmentisonethatdoes notobeytherules.Theiractionsarenotbasedon careful planning with an eye to ensuring Ontarians will benefit from a decision for generationstocome.
Inourcurrentpoliticalclimate,thereisan emphasisplacedonactingimmediatelytogetthe mostpoliticalgainintheshortesttimespan.This sidelinestheresponsibilityofbeinginpowerand leading a government. Resisting the temptation to sell short Ontarians' future by shortcutting or bypassing our rights to make it easier to get the desiredresultisnotsustainable.
It is a topic I've raised on several occasions in this column. What we need now fromourleadersisawillingnesstoundertakethe hardworkofbuildingconsensusaroundpolicies thatwillimproveOntariobeyondthelifespanofa singlegovernment.
AsIsaidatthebeginning,thenumberof issues we're faced with in Ontario can feel insurmountable sometimes, but cutting corners and circumventing peoples' rights will only compoundourproblemsinthelongrun.
