ADSB Changemakers: Amara Ruffo

A

mara Ruffo is a grade 12 student at Chapleau High School who also serves as the Indigenous Student Trustee and a Chair of the Northern Indigenous Youth Council.

In 2013 Amara was asked to be part of the James Bay Girls at Bat program which she said made a big difference in her life.

This organization created Positivity Books, books that act as journals, a mental health resource, and includes inspirational reminders. She hopes to design and distribute books like these to Grade 7-12 students in ADSB, as they made such a big impact on her life.

She would like to fund this project by applying to use Speak Up Grants that are available to secondary students throughout the district.

Amara knows that this year is especially hard on teenagers and the struggle with mental health can be challenging. She is also keen enough to recognize that even if it is difficult this year – it is ongoing struggle for many. She would like to encourage teachers to continue to focus on the Holistic Person – the emotional mental, physical, and social and the importance of making schools a safe place for all students.

Chapleau Moments by

Michael J. Morris Vince was born in Chapleau, Ontario to Vincent and Dora Crichton. His love for this small town remained steadfast and he continued to spend his summers at “camp” at Mulligan’s Bay, forever working on projects; taking the boat “up river” to reminisce about the memories around every corner; dropping in on longtime friends; and sitting on the porch reflecting and listening to the call of the loon, his obituary noted. He died on December 3, 2020.

Writing in Chapleau Trails edited and published by the late Dr. Bill Pellow, Vince relates that his grandfather arrived in Chapleau in 1911 from England and his grandmother and other family members in 1913. The camp at Mulligan's Bay was built in 1917. He notes that George Hunt, my grandfather, helped build it My grandmother Edythe Hunt and Vince's grandmother Helen Crichton were sisters.

Vince attended Chapleau Public School and Chapleau High School and was active in youth activities. He and his family were active in St. John's Anglican Church.

In an obituary prepared by the family following his death, it noted Vince’s passion for the great outdoors and wildlife began as a young boy spending time in the bush with his dad who was the Fish and Wildlife Supervisor for the Chapleau area.

He earned his Bachelor and Masters of Science degrees at the University of Manitoba, and his Doctorate at the University of Guelph in the field of wildlife diseases. This led to Vince’s career, starting as a regional wildlife biologist for the Province of Manitoba and retiring after 40 years as the Manager

Dr. Vince Crichton aka Doc Moose passion for great outdoors and wildlife began as boy spending time in bush with his father – Game, Fur and Problem Wildlife. He developed an intense passion for moose and spent much of his career focused on moose biology and management. He came to be recognized internationally and was an invited speaker at numerous conferences and speaking events around the world. In particular, Vince looked forward to the yearly North American moose conferences as well as his travels to international moose conferences, where he developed and maintained his special network of kindred spirits, affectionately called “the moosers”.

In November, Vince’s contributions were recognized in the Legislative Assembly of Manitoba, through a Private Member’s Statement acknowledging his passion, dedication and commitment to moose management provincially, and around the world. He was also the first ever recipient of a honorary moose hunting license from the provincial Department of Agriculture and Resource Development. This recognition provided great joy and pride for Vince, and his family, during his last weeks.

After retirement, Vince’s passion turned into advocacy to protect the moose he loved so much, never missing an opportunity to inform, educate and work to get people “into the same canoe, paddling in the same direction”. On November 7, Vince’s 78th birthday, CBC aired the documentary titled – “Giants of the Boreal Forest” which documents Vince’s work and passion and will serve as a special legacy for generations to come.

The obituary points out that riding Mountain National Park was Vince’s Manitoba home. In the spring and fall he spent much of his time cameras in hand, searching for, documenting and monitoring the patterns of the park moose.

Every day at dawn and dusk, Vince’s truck could be seen driving up and down Highway 10 or biking the Strathclair Trail on the search for his “rubber nosed swamp donkeys”. After Julia was born, he could be seen with her in a carrier on his back, then in her “chariot” being pulled behind him on his bike, and later beside him on her own bike – teaching her how to call moose; learning where and what they eat; and seeing them

up close and personal. Julia actually has done a short video for CBC TV The family notes in the obituary that most importantly, Vince was a much loved husband having celebrated his 20th wedding anniversary with Kim in May. He was a respected and adored dad, who will forever be loved by Scott and Susan.

And, he was a grampy. He shared the most special relationship with Julia – she brought the joy for him every single day. While there is an incredible hole in the world without Vince – he has left an imprint that will be impossible to not think about and reflect upon daily.

The family wishes to thank the staff of 7A West and the Palliative Unit at St. Boniface Hospital. While being in the hospital during a pandemic brought significant fear and worry Vince's health care providers were kind and compassionate while waging their own battle. A private funeral service was held on December 12.

If friends wish to do so donations can be made to The Wildlife Society -- Manitoba Chapter or Cancer Care Manitoba in Vince's memory.

On a very personal basis, Vince and I had a wonderful visit in Cranbrook in 2019 while he was in town to speak at a Big Game Conference.

As we prepare to celebrate Christmas in 2020 with the pandemic informing most considerations, it is tempting to think that we are hard done by. Perhaps we should think of it as a challenge while recognizing there are elements of a traditional Christmas that will be missing and others that will be different. Despite that, our experience likely won’t match that of Canadians during the Christmas of 1918. That was the last time there was a global pandemic over the holiday season.

Looking back at Christmas 1918, the World War had just ended, and some troops were beginning to find their way home. There was also a pandemic raging, the Spanish Flu which killed approximately 55,000 Canadians and as many as 50,000,000 people around the globe between 1918 and 1920. That wasn’t likely on people’s minds when they took to the streets in celebration of the Armistice signed on November 11th. That event and the subsequent dispersal of homeward bound

A Christmas like no other troops is said to have spread the flu across the country and within communities.

The Spanish Flu remains the deadliest pandemic ever recorded and, unlike Covid-19, the bulk of those killed were in their 20s and 30s.

There were many similarities to our current situation as well, including recommendations for maintaining physical distance and wearing masks.

Back then there were anti-mask movements, like we are seeing now. According to historical accounts these efforts may not have been as violent or mean-spirited as some we are experiencing today. While social media has made it easier to amplify some of the most contentious parts of this pandemic, it is important to recognize the diversity of opinion that exists around public health recommendations is nothing new.

Our experience now only offers a glimpse of the hardship households endured 102 years ago, advances in many areas, especially telecommunications and technology, have made it significantly easier for us to work, shop, amuse ourselves, and stay connected. Additionally, we are not dealing with communities that were shattered by the ravages of war on a generation of predominately young men.

Despite those differences, time spent reading wartime letters reveals an optimism that was clearly fueled by the end of the war and the port du masque. À l’époque, il y avait, tout comme aujourd’hui, des mouvements contre le port du masque. Ce que l’histoire nous raconte, c’est que ces mouvements n’étaient peut-être pas aussi violents ou malveillants que ceux d’aujourd’hui. Même si les médias sociaux ont amplifié certaines controverses entourant la pandémie, il faut bien admettre que les divergences d’opinions concernant les recommandations en matière de santé publique ne sont pas quelque chose de nouveau.

Ce que nous vivons ces temps ci n’est qu’un aperçu des difficultés que les familles ont endurées il y a 102 ans. Heureusement pour nous, les progrès réalisés dans de nombreux domaines, comme ceux des télécommunications et autres technologies, nous facilitent grandement la vie en nous permettant de continuer à travailler, à faire nos achats, à nous divertir et à rester en contact les uns avec les autres. Qui plus est, nous n’avons pas, comme à l’époque, une génération entière frappée de plein fouet par les ravages de la guerre, avec la perte de tant d’hommes, jeunes pour la plupart.

Malgré ces différences, quand on relit les lettres que s’écrivaient les gens en temps de guerre, on ressent un optimisme, que la fin du conflit avait clairement conforté, et on mesure tout le sens que prenaient soudain les traditionnels vœux de « paix sur la terre » qu’on s’échange à Noël.

Aujourd’hui, nos sacrifices sont différents, mais il serait insensé de croire qu’ils sont moins

Un Noël pas comme les autres Alors que nous nous préparons à célébrer Noël 2020, avec la pandémie qui dicte la plupart de nos décisions, il est facile de nous laisser aller au découragement. Peut-être devrions-nous voir cela comme un défi et accepter que, cette année, certaines traditions de Noël seront délaissées et d’autres, différentes. Malgré tout, nous serons loin de vivre ce qu’ont connu les Canadiens pendant le Noël 1918, soit la dernière fois qu’une période des Fêtes a été marquée par une pandémie.

En décembre 1918, la guerre mondiale venait de se terminer, et les troupes commençaient à rentrer au bercail. Le monde était aussi en proie à une pandémie de grippe espagnole, qui a tué quelque 55 000 Canadiens et jusqu’à 50 millions de personnes à l’échelle planétaire entre 1918 et 1920.

Les gens ne pensaient probablement pas à cela lorsqu’ils ont pris d’assaut les rues pour célébrer l’Armistice signé le 11 novembre. On dit pourtant que c’est cet événement et le rapatriement des troupes qui auraient permis à la grippe de se propager dans la population partout au pays.

La pandémie de grippe espagnole reste la plus meurtrière jamais recensée et, contrairement à ce que l’on observe avec la COVID 19, ce sont les personnes âgées de 20 à 30 ans qui en ont payé le plus lourd tribut. Cette pandémie avait quand même beaucoup de ressemblances avec celle que nous traversons actuellement, notamment en ce qui concerne les mesures d’éloignement physique et le

Today our sacrifices are different, but it would be foolish to suggest they are less meaningful. Meaning is rooted in our efforts and how freely those flow, not necessarily by how difficult or arduous they are. We are being asked to make a great deal of change to our lives and one of the most difficult has been to limit contact with those outside our households. Over Christmas this will be extra challenging and critical to our efforts for the quickest end to the pandemic.

It’s clear that the social limitations are among the most difficult elements of this pandemic, but we might recall that at Christmas many of us are driven by a desire to help others.

That dovetails nicely with the sentiment that today’s sacrifice will offer us a brighter future. It doesn’t mean we won’t be frustrated by the exercise. Christmas and the holiday season are arguably the most social time of the year, but we have some amazing ways to stay connected that were unimaginable in 1918 that can help us along the way. And we can remember that there have been other potentially more difficult Christmases that we worked our way past. I am confident that we will with this one as well.

From my family to you and yours, Merry Christmas and Happy New Year! importants. Leur importance se mesure à nos efforts et au naturel avec lequel nous nous y plions, et pas nécessairement aux difficultés ou complications qu’ils comportent. On nous demande de changer beaucoup d’habitudes, et l’un des changements les plus durs à faire est de limiter les contacts avec ceux qui ne partagent pas le même toit que nous. Et pendant le temps des Fêtes, nous devrons redoubler de vigilance et d’efforts dans ce sens pour stopper le plus rapidement possible la pandémie.

Il est clair que la limitation des contacts sociaux est l’un des aspects les plus pénibles de cette pandémie, mais n’oublions pas qu’à Noël, beaucoup d’entre nous sont animés du désir d’aider les autres. C’est une belle façon d’exalter le sentiment voulant que les sacrifices que nous consentons aujourd’hui nous réservent un avenir meilleur; cela ne veut pas dire pour autant que nous y consentons de gaieté de cœur. Noël et les Fêtes de fin d’année sont sans doute la période où les contacts sociaux comptent le plus, mais nous disposons de moyens incroyables – et inimaginables en 1918 – pour rester en contact les uns avec les autres et pour nous aider à surmonter les épreuves. Rappelons-nous d’autres Noëls, peut être plus difficiles que celui ci, dont nous nous sommes bien sortis. Ce sera encore le cas cette année, j’en suis convaincue.

Ontario Begins Rollout of COVID-19 Vaccine Phase One to Vaccinate Frontline Health Care Workers Starting December 15 The Ontario government has developed a three-phase implementation plan to receive, store and administer COVID-19 vaccines to Ontarians as soon as they are received. Phase One will begin on Tuesday, December 15, 2020 with a pilot project in Toronto and Ottawa which will include the vaccination of over 2,500 health care workers with the Health Canada approved Pfizer-BioNTech vaccine.

Details were provided today by Premier Doug Ford, Christine Elliott, Deputy Premier and Minister of Health, Solicitor General Sylvia Jones and General Rick Hillier (retired), Chair of the COVID-19 Vaccine Distribution Task Force.

"We are ready to receive these vaccines as soon as they become available thanks to the excellent work of our health care officials and General Hillier and the COVID-19 Vaccine Distribution Task Force," said Premier Ford. "We have one of the most robust and comprehensive plans in the country and I am confident that all the necessary security measures and the advanced logistics systems are in place. The progress we are making is a welcome sign, but we must continue to be vigilant and follow the public health guidelines until vaccines are widely available."

As part of Phase One, Ontario will be participating in a COVID-19 vaccine readiness pilot in collaboration with the Public Health Agency of Canada and Pfizer-BioNTech. Two pilot sites at University Health Network in Toronto and The Ottawa Hospital will receive doses of the Pfizer vaccine to be administered to health care workers who are providing care in hospitals and long-term care homes.

This pilot will help inform the province's preparedness plan to receive larger vaccine quantities as it moves forward in Phase One,

providing the opportunity to test the logistics of delivery, reconstitution of the vaccine, clinic management, and post-vaccine surveillance. The pilot also affords the opportunity to learn from the experiences of those being immunized so lessons learned can be shared with sites that will receive the vaccine in the coming weeks and months.

The two locations were selected for the pilot because this will test the travel logistics in two different regions of the province. In addition, these sites already have the equipment necessary to safely store the Pfizer vaccine at -70 degrees and the trained staff to handle the vaccine. Since this vaccine cannot be transferred beyond the initial delivery location at this time, vaccinations will be administered to health care workers in high-risk areas such as long-term care and critical care units in the Toronto and Ottawa regions.

"Keeping everyone safe is our top priority and this vaccine is Health Canada approved and ready to be administered," said Minister Elliott. "By vaccinating and protecting people who provide essential care in hospitals and long-term care homes, we will decrease the risk of COVID-19 outbreaks in these settings.

Thank you to our frontline heroes, volunteers, and to all the researchers who made this vaccine possible. As we continue to receive more doses, we will ensure that every person who wants a vaccine will receive one."

Phase One will continue with the following key milestones: Based on per capita allocations, an expected 90,000 Pfizer-BioN Tech doses received from the federal government will be delivered to up to 14 hospital sites in GreyLockdown and Red-Control zones in December, to vaccinate health care workers in hospitals, long-term care homes, retirement homes and other congregate settings caring for seniors.

Deliveries of an expected 35,000 to 85,000 doses of the Moderna vaccine, once approved, will

enable vaccinations to be expanded to long-term care homes in the Grey-Lockdown areas.

In early 2021, expansion of additional hospital sites providing the Pfizer-BioNTech vaccine in Grey-Lockdown and Red-Control zones, with continued vaccination provided to health care workers and, with the appropriate safety protocols, to long-term care home and retirement home residents.

It is anticipated that by end of January over 20 hospitals across the province will be administering the Pfizer vaccine.

An expansion of the number of locations to administer the Moderna vaccine would include long-term care homes, retirement homes, public heath units, other congregate care settings for seniors, and adults in First Nations, MĂŠtis and Indigenous populations.

When an increased stockpile of vaccines becomes available to Ontario, the province will shift to Phase Two of its vaccination implementation plan, which is expected to begin later in the winter of 2021. During Phase Two, vaccinations will be administered to health care workers, as well as to residents in long-term care homes and retirement homes, to home care patients with chronic conditions and to additional First Nation communities and urban Indigenous populations, including MĂŠtis and Inuit adults.

Ontario will enter Phase Three when vaccines are available for every Ontarian who wishes to be immunized. While vaccines will not be mandated, during Phase Three, people will be strongly encouraged to get vaccinated.

"The launch of Ontario's three-phase vaccine implementation plan is a vital milestone in our ongoing work to keep Ontarians safe and overcome these unprecedented times," said Solicitor General Jones. "This limited rollout in Toronto and Ottawa will allow us to test our process as we prepare for the increased availability of vaccines from the federal government."

"In launching the vaccine distribution plan in three phases, we are able to test and refine the logistics involved to better ensure success in this massive undertaking," said General Hillier.

"The members of the COVID-19 Vaccine Distribution Task Force will closely monitor and assess the pilot project and provide recommendations for the next phases."

As the province prepares to rollout its phased vaccination program and head into the holiday season, it remains critically important that all Ontarians continue following public health advice to protect our communities and most vulnerable populations, and to stop the spread of COVID-19.

Les francophones inscrits ont appris des techniques de secourisme, à reconnaître des situations d'urgence, à réagir promptement et à prodiguer des soins, tout en bénéficiant d'une formation hybride (une partie en ligne et l'autre en personne). Ce cours de base peut permettre aux apprenants de sauver la vie d'une personne soit à la maison ou au travail. Sous la direction de l'entraîneur, Alex Tremblay, ils

Le 28 novembre dernier, M. Yvan Carlo Tremblay était au Centre culturel LouisHémon pour faire son lancement du livre « LE CHÊNE ». Plus de 12 personnes se sont déplacées pour le visiter et écouter son histoire et connaître comment son livre a vu le jour. Le lancement, ici à Chapleau, fut un succès. Qui sait? Il

reviendra peut-être plus tard avec un deuxième livre…

École Sacré-Coeur À l’école Sacré-Cœur (Chapleau), chaque jour du mois de décembre est une journée spéciale. Que ce soit par la tenue d’activités à l’intérieur de la salle de classe ou au sein de l’école dans son ensemble par l’entremise de Microsoft TEAMS, une panoplie d’activités est offerte aux élèves et au personnel. Parmi ces activités,

on compte des jeux Kahoot, des bingos ainsi que des créations artistiques collectives. L’école s’assure de poursuivre la belle tradition de tenir une variété de journées thèmes telles que la journée de chandails de Noël, la journée chapeau et la journée des couleurs. À l’école Sacré-Cœur, le mois de décembre est magique!

Le bal des chasseurs (Centre culturel Louis-Hémon, Chapleau) À chaque automne, depuis maintenant 28 ans, le Centre culturel Louis-Hémon fait son concours de chasse et son Bal des Chasseurs. Le concours et le Bal qui est un bon party, sont des prélèvements de fonds très appréciés par nos résidents de Chapleau. Cette année, nous avons dû prendre une décision : soit d'annuler le concours de chasse et le Bal des Chasseurs ou d'aller de l'avant. Nous avons décidé d'aller de l'avant avec le concours de chasse et de faire la remise des prix à l'extérieur et aussi « live » sur Facebook. Nous croyons, qu'avec les circonstances cette année, c'était vraiment la meilleure option. Nous avons des participants depuis le tout début et nous ne voulions pas annuler et risquer de perdre nos chasseurs.

L'an passé, 27 chasseurs ce sont inscrits à notre concours. Cette année, 21 chasseurs se sont inscrits.

Nous sommes vraiment heureux de voir la participation de nos gens.

Quoique la décision n'a pas été facile à prendre, nous nous sommes rendus compte que c'était la bonne lorsque nous avons vu le nombre de chasseurs inscrits.

Habituellement, nous remettons 3 prix par catégorie. Cette année, nous en

remettons seulement 1 prix : le plus gros panache pour le mâle, les plus longues oreilles de la femelle et les plus courtes oreilles pour le veau.

Sur 21 inscriptions, seulement 4 chasseurs ont abattu leur original.

Marius Demers remporte la 1re place avec les plus courtes oreilles de veau, Thérèse Demers remporte la 1re place avec les plus longues oreilles pour une vache et Tim Connelly remporte la 1re place avec le plus gros panache.

Il y a aussi 2 prix de participation.

Aussi, pour une deuxième année, nous avons le concours de photos « GameCam ». Les gens nous soumettent leurs photos et pendant une semaine, les gens de la communauté et de l'extérieur peuvent voter pour leur photo préférée sur notre page Facebook. La photo avec le plus de « like » à la fin du concours, gagne la 1re place (30% des recettes) et la deuxième photo avec le plus de « like », gagne la 2e place (20% des recettes). L'an dernier, 19 photos ont été soumises et cette année nous avons reçus 21 photos pour notre concours. Une petite augmentation de participants, nous espérons en avoir davantage l'an prochain.

Le Centre culturel espère vraiment être capable de reprendre les concours et le Bal des Chasseurs l'an prochain. Mais pour cette année, nous sommes très satisfaite avec la participation et les résultats.

THAT the Township of Chapleau does hereby enter into a Municipal Battery Recycling Services Agreement with Call2Recycle Canada Inc. concerning used consumer-type portable batteries in accordance with the terms and conditions contained in the agreement herein attached as Schedule "A" to this By-Law and forming part of this By-Law. 2.

THAT the Mayor and Deputy Clerk be and they are hereby authorized to execute this agreement and to affix the corporate seal thereto.

Cold Water For Clean Water Event Raises Awareness

The importance of clean drinking water in First Nation communities cannot be overstated according to local politicians who will attend the Cold Water 4 Clean Water event to be held at

Nepahwin Beach on Saturday December 12th.

The event is organized and promoted by clean water campaigner, Jordan Cheff, who has put together a number of these events across the region.

“I congratulate Jordan for his creativity in raising awareness with this initiative,” said AlgomaManitoulin-Kapuskasing MP, Carol Hughes. “We can’t be taking access to clean water for granted and efforts like this really help reinforce that idea.”

The event is the last of this 30-day campaign for Mr. Cheff and is set to begin at 10:30 am.

“It sure is uncomfortable to plunge into cold water for 30 days. Do you know what is more uncomfortable - not having access to clean water!" said Cheff.

“We will continue to stand with our brothers, sisters and neighbours across Canada so the day will come that their human rights are no longer ignored" Joining Cheff at Nepahwin Beach are

Lately I've spent a lot of time thinking about the overall welfare of Ontario youth as the world tries to find the right pathways to deal with the multitude of issues that the pandemic is raising. A year ago if you'd have asked me to list all the ways that a potential world pandemic that got a footing here in North America, admittedly my list would be dwarfed to what I'd say now. A year ago if I were listing how a pandemic would affect our children and youth, most of my list would have been generally focussed on their physical health. I probably would have included education to some degree, but primarily thinking of missing school because they were sick or teacher absence.

As my thoughts about Ontario youth ventured into the many different possibilities, it occurred to me that in some ways, when it comes to learning about what people themselves are all about, kids have this skill all over adults in many respects. I came to the conclusion that one of the most effective methods kids have in determining what a person's true values and goals are is to pay less attention to what adults say, and focus instead on what they do.

For example, an adult may take great pains to make sure their children learn the importance of being polite and respectful to others. The adults may even make an effort to model such behaviour. The
