Public Health Sudbury & Districts bracing for the COVID-19 Omicron variant and encouraging rapid uptake of booster doses and strict adherence to all local public health precautions and measures

I

nternationally, nationally, and provincially, the COVID-19 Omicron variant is rapidly becoming the dominant strain with an alarming ability to spread very quickly. Public Health Sudbury & Districts is urgently encouraging all who are eligible to get their COVID-19 vaccine booster (third dose) as soon as possible to maximum their protection against severe illness from Omicron.

“Our area is in the midst of a large surge of cases due to the Delta variant. We have not yet detected Omicron but the startling spread elsewhere in Ontario means we have to do all we can to prevent severe disease and protect the health care system capacity. This means getting immunized with a booster dose as soon as possible. It also means strictly following all public health measures, including the enhanced measures in our area—I am hopeful that these public health measures will slow the rate of spread and frankly, buy us a bit more time to immunize and protect more people with the booster dose,” said Dr. Penny Sutcliffe, Medical Officer of Health with Public Health Sudbury & Districts. “With the Omicron variant, our focus is on reducing severe illness and hospitalizations. Our current understanding is that vaccines are less effective against mildly symptomatic infection, but offer good protection against severe illness and Long Term hospitalization,” added Forecast Dr. Sutcliffe.

quickly ramp up local capacity and vaccination appointments. Area health providers have been asked by the Ministry of Health to assist in this latest vaccination effort. Public Health is advising residents that, effective immediately, any other core public health programs and services will be even further reduced.

“Area health system partners have been asked to pull out all the stops—this means public health along with pharmacies, primary care, and hospitals. Our municipal partners are tremendous allies and are working tirelessly to ensure these efforts are successful—they are providing even more staff, spaces, and support in this race against time. This collective push means everyone is stepping up to get as many booster doses into arms over the shortest time possible. We realize what is at stake and are rallying to limit the severity of illness and protect capacity within our already vulnerable health care system,” said Dr. Sutcliffe.

Everyone is reminded that they must follow the Instructions currently in effect across the Greater Sudbury and the districts of Sudbury and Manitoulin. The importance of following the Instructions combined with individual public health measures to limit spread, cannot be overstated, especially for those not yet fully vaccinated or who are not yet eligible for a booster dose. Limit your outings, get vaccinated, wear your mask, avoid crowds and poorly ventilated areas, keep 2-metres distance, and keep social gatherings as small as possible, if gathering at all. Monitor yourself for symptoms and stay home when ill—even mildly symptomatic people should self-isolate immediately and seek testing to prevent spreading COVID-19 in our community. With the Delta variant still very present in Public Health's service area, individuals should seek to get their first dose as soon as possible and their second doses or boosters once eligible.

Booster dose eligibility In addition to the groups listed below, the Ontario government has confirmed that additional age groups will also become eligible for booster doses—additional information will be shared as details are confirmed.

Loving father of David (Donna), Donald (Ann Marie), Tracy, Timothy, Allan (Nathalie) and Andrew and the late Jo Ann. Proud grandfather of 9 and great grandfather of 10. David is predeceased by all of his siblings and their spouses; Florence MacDonald (George), Edna Kloberdanz (Jacob), Theresa Punstel (Olavi), Ida Arkell (Richard), Beatrice Burton (Lawrence), Eugene Barsalou (Rose), Ernest Barsalou (Joan) and Adelard Barsalou. Marguerite "Bebé" Rose Marie CASTILLOUX (née Barnes)

Passed away peacefully at the Pioneer Manor, Sudbury on Tuesday December 7, 2021 at the age of 80 years.

Beloved wife of Theodore “Ted” Castilloux. Loving mother of Claude Castilloux (late Joanne) of Timmins and Mike Castilloux (Janet) of Vancouver. Proud grandmother of Mathieu Castilloux (Cheyenne) and the late Annie Castilloux. Margaret will be sadly missed by her grand dog Gus who she loved dearly. Dear sister of Leana Desbien (Frank), Harvey Barnes (Karen), Patsy Desbiens (Eric), Richard Langlois (Debbie), Lorraine Langlois and the late Simone Guillemette (late Gilbert). Sister-in-law of Simone Duguay (late Jean), Helen Gosselin (Roger), Paulette Guy (late Gerry), Cecile Castilloux (late Raymond), the late Aline Chouinard (late Normand) and the late Noella Wafer (late Fernand). Margaret will be remembered by her many nieces and nephews. Mom was a very strong caring loving family oriented person especially for her loving husband “Ted". They had beautiful 65 years together and her two sons Claude and Mike were the most important things to her. She was a party girl, she loved to sing and dance to our dad playing violin and the family band Raymond on guitar, Paulette on the accordion, Gerry on the guitar and Cecile on the piano with many other musicians from the Sultan band. Margaret loved to entertain her family and friends, she was a very good cook, she loved life to the fullest and did not want to leave us. Now she is at peace with her long hard battle to Parkinson's. We would like to thank three special people for caring for my mom during her battle, Helen Gosselin, Paulette Guy and Richard Barnes as well as all of the staff at the Pioneer Manor on Poplar Floor.

Cremation has taken place. A memorial mass will be held at St. Joseph Church, Chelmsford on Tuesday December 14, 2021 at 11:00 a.m. with Father Constantin Kazadi officiating. Memorial donations made to Parkinson Canada would be greatly appreciated by the family.

Margaret adorait recevoir sa famille et ses amis, elle était une très bonne cuisinière, elle aimait la vie au maximum et ne voulait pas nous quitter. Aujourd'hui, elle est en paix après son long et dur combat contre la maladie de Parkinson. Nous tenons à remercier trois personnes spéciales qui ont pris soin de ma mère pendant son combat, Helen Gosselin, Paulette Guy et Richard Barnes, ainsi que tout le personnel du Manoir des pionniers sur l'étage Poplar. L'incinération a eu lieu. Une messe commémorative aura lieu à l'église St-Joseph, Chelmsford, le mardi 14 décembre 2021 à 11 h, sous la présidence du père Constantin Kazadi. Michael J. Morris Just over 70 years ago, Chapleau was a busy place as the Christmas season arrived.

Let me start with a message Here is one from Rev. Msgr. Romeo Gascon D.P. of Sacred Heart Roman Catholic Church In the Chapleau Post in 1950.

"Que la paix qu'amène la naissance de Jésus à Noel soit avec vous tous les jours de la nouvelle année.

Que la paix soit partagée par tous les peuples et nations.

Un Joyeux Noël et une bonne et heureuse année."

Here are some of the highlights.

On December 5, 1949, the first Canadian Pacific Railway train with a diesel engine arrived at 11:50 a.m. It was powering Passenger Train number 3 heading west to Vancouver.

We were all let out of school early to go to the station and experience this historic moment.

Chapleau was also selected for diesel repair shops. I was attending Chapleau Public School when this

Dr. Young’s Christmas display train went through Chapleau.

Construction was being completed on the "new" Chapleau Memorial Arena on Lorne Street as 1950 drew to a close. It was officially opened in February 1951.

At the official opening of the memorial arena, Welland S. Gemmell, the MPP for the riding that included Chapleau said, just moments before Reeve B.W. 'Bubs' Zufelt led the official opening ceremonies "Chapleau is now well on the way to

Touching on Chapleau activities as Christmas season arrived more than 70 years ago being on the map. It is now definitely located on the Trans Canada Highway and this should mean a great deal to the community. We in government have tried to give your community as much assistance as possible...".

More than 70 years later, still waiting for that one to happen.

The sewage plant and system had been completed in the Fall of 1950 just before Winter arrived even though there had been the possibility of a challenge under the Lord's Day Act which prevented working on a Sunday except for essential services in those days. Council had approved the work to get the job done. The citizen did not proceed with the challenge.

In the 1950 municipal election Reeve Zufelt was returned to office for another one-year term while the councillors were J.M. Shoup, George Young, Arthur Grout and E.J. Lepine. Clerktreasurer was J.R. Serre, a member of one of Chapleau's earliest families. In the interests of full disclosure Reeve Zufelt was my "Uncle Bubs".

Over the years I have received letters at Christmas including one from an old friend asking me when I got my first skates. Well, I don't exactly recall the year but out of the mothballs of memory I remember my mother, Muriel E (Hunt) Morris and my Zufelt cousins (Betty, Anne, Joan) taking me to the old old rink and holding me up. Mom wore something like hockey skates. The old rink was also located on Lorne Street.

Mostly though I joined the kids of all ages in town on a Friday night skating to the "Light of the Silvery Moon" up on the wall at one end while the Town Band provided the music. Those were great days to be growing up in Chapleau.

Two highlights of the Christmas season were of course Dr. G.E. Young's Christmas display on his building and the draws at Smith and Chapple Ltd. hosted by Arthur Grout, the company president at the time.

On Christmas Eve following midnight services at the three churches, Chapleau citizens came together to extend Christmas services as they all ended at about the same time. It would be about 50 degrees F. I would attend the service at St John's with my grandparents George and Edith Hunt... My mother would leave early for church as she was the choir director, having succeeded her father in this position. Mom was also the soloist on Christmas Eve, and I recall these occasions vividly to this day.

In 1950 Rev. E. Roy Haddon had arrived in Chapleau to become rector of St. John's Anglican Church. While in Chapleau he was active in the Legion as he had been in the British Armed Forces serving as a chaplain. Mr. Haddon was also first president of the Chapleau Rotary Club established in 1951. Rev. W. Strapp was the minister at Trinity

First diesel to arrive in Chapleau United Church and very active in community life including serving as president of the Chapleau Hockey Club. Mrs. A. W Moore was also a huge supporter of hockey, and she was honoured by the Chapleau Trappers in 1949. She sponsored the team.

The 1950s were considered to be Chapleau "boom years" and I have only scratched the surface here. Feel free to send me some of your Memories of Chapleau Past!!

There's always so much to consider when embarking on international travel, whether to convert currency, arrange for travel insurance, and now Canadians can add what is required to be eligible to return to the country as part of that preparation. This is partially because concerns related to Covid-19 were recently removed from the screening border officials perform and were meant to be handled entirely through a smart phone app (ArriveCan) or via a web version on computers.

That change caught travellers off-guard w h e n b o r d e r o ff i c i a l s w e r e l o o k i n g f o r confirmation on the app or a via printed report from the web version. Those unable to comply were required to quarantine for 14 days and perform Covid tests while a witness confirmed the process via video conferencing – this happened even if travellers possessed documents related to recent tests and vaccinations. While these technologybased solutions made it all but impossible for some people to travel out of the country, the government didn't exactly rush to address the problem.

In addition to accessibility and communication issues, the app itself has proven to be buggy and problematic, with widespread reports of crashes that frustrate users and consume more data than necessary. As pandemic restrictions continue to ease against the backdrop of a potential 5th wave, it is imperative that any technology designed to support border agents and protect Canadians operates as intended.

This week, with reports of problems at the border continuing, the government informed border services that they can now confirm the appropriate vaccination and Covid test status of travellers who were unable to make use of the ArriveCan app. This will alleviate concerns that exist for those who don't possess the required technology to use the app and ensures that crossing the border doesn't amount to a means test.

À l'approche du temps des Fêtes, de plus en

plus de Canadiens traverseront la frontière. J'ai déjà entendu des témoignages de résidents d'Algoma—Manitoulin—Kapuskasing qui ont visité les États-Unis pour une journée (comme beaucoup le faisaient avant la pandémie) et qui ont été pris au dépourvu par les nouvelles exigences à la frontière. Il ne fait aucun doute qu'une meilleure communication avant que les gens ne traversent la frontière aiderait certains à éviter les problèmes à leur retour, que ce soit par une signalisation claire avant qu'ils ne s'engagent à quitter le sol canadien, par une publicité accrue ou par un mélange des deux.

En plus des problèmes d'accessibilité et de communication, l'application elle-même s'est avérée défectueuse et problématique, avec de nombreux rapports de pannes qui frustrent les utilisateurs et consomment plus de données que nécessaire. Alors que les restrictions liées à la pandémie continuent de s'assouplir sur fond de cinquième vague potentielle, il est impératif que toute technologie conçue pour soutenir les agents frontaliers et protéger les Canadiens fonctionne comme prévu.

Cette semaine, alors que des problèmes continuaient d'être signalés à la frontière, le gouvernement a avisé les services frontaliers qu'ils pouvaient désormais confirmer le statut de vaccination et de test de dépistage de la COVID-19 des voyageurs qui n'avaient pas pu utiliser l'application ArriveCAN. Cette mesure permettra d'apaiser les inquiétudes des personnes qui ne possèdent pas la technologie nécessaire pour utiliser l'application et de garantir que le passage de la frontière n'équivaut pas à une vérification des moyens financiers.

CENTRE CULTUREL Le 27 novembre dernier, c'était notre 29e édition du Bal des chasseurs. Vingt-trois personnes se sont inscrites à notre concours de chasse. Nous aimerions féliciter les gagnants de ce concours. Serge Synnett, première place pour le plus gros buck, Robert Carrière remporte une 2e place et Sylvain Fournier une 3e place pour le sien.

Jennifer Gingras, remporte une première place avec les plus grosses oreilles de femelle. Pour le concours de photos de chasse, il y a eu 25 photos de soumises. Jessica Dew a remporté la première place avec 130 « like » et Paulo Rodrigue la 2e avec 120 « like ». Notre tirage 50/50 avait aussi lieu ce soir-là et l'heureux gagnant est Denis

Le groupe LGS (anciennement nommé SWING) était avec nous en spectacle le 2 décembre dernier.

Ils nous ont offert tout un spectacle, ils ont apporté des danseurs professionnels avec eux.

Il est important aussi de remercier tous les membres du conseil d'administration du Centre culturel Louis-Hémon. Votre présence pendant la planification, la préparation et pendant la durée de cet évènement fut grandement appréciée. Sans vous, le Bal des chasseurs n'aurait pas été le même ! Sachez que je suis très fière de faire partie du cette belle équipe.

Residents of long-term care homes, retirement homes, and Elder Care Lodges !

Older adults living in other congregate settings (for example, assisted-living facilities, chronic care hospitals, naturally occurring congregate retirement settings or congregate senior's apartment buildings, older adults living in congregate settings for people with developmental disabilities, mental health or addiction issues, etc.) !

Vulnerable older adults who reside in congregate settings should be offered their third dose at least 6 months after their second dose.

How to book an appointment Appointments can be booked online through the provincial online booking system at covid19.ontario.ca/book-vaccine and through the local call centre at 705.674.2299 (toll-free: 1.800.708.2505). Online booking is a simple and efficient process and helps reduce call volumes.

The call centre is open Monday to Friday between 8 a.m. and 6 p.m. and is closed on statutory holidays. Individuals can also help people who are eligible by booking an appointment on their behalf.

With many pharmacies and primary care providers offering COVID-19 vaccination, there are even more options available to receive an

mRNA COVID-19 vaccine. Eligible individuals are encouraged to contact their local pharmacy or primary care provider for additional information on a booster dose of the mRNA COVID-19 vaccine.

We have a Toll Free Crisis Line which is staffed 24 hours a day. We can arrange for free transportation to the Centre for women who live in the Algoma/Chapleau area. Premier Ford has demonstrated his choice to stick with his low-wage policies that he is not here for Ontario working families. The NDP has developed a plan that would put Ontario workers on the path to a $20 minimum wage, providing stable, steady annual increases. The NDP plan also includes a fund to help legitimately struggling small and medium-sized local businesses transition to the higher wages proposed.

As I said, Northerners love winter, and they know all about snow. We recognize a snow job when we see or hear one. We are now just months away from a spring election. Something tells me that all of Ontario can expect to receive a constant barrage of snow jobs, lasting well into June this coming year. The good news is, Northern Ontarians are well prepared to handle them.
