Throne Speeches are predominantly aspirational in nature and can be ambitious and optimistic in tone. That wasn't the case this week when the Governor General delivered a speech that was short on commitments and muted in tone. It's as if the government doesn't want to raise expectations, which is a bit of a surprise considering it usually nails the performative stuff but falls short delivering.

While it's true the Prime Minister hoped that parliament would take a more advantageous shape when he called an election in August, Canadian voters didn't share that vision. Instead, they returned a near carbon copy of the previous parliament and demanded action on issues that dominated the previous (2019) election but were largely waylaid by the pandemic. One would have expected those items to populate the Throne Speech, but there were glaring omissions that indicate some commitments may have fallen off the agenda altogether.

To begin, there was no mention of pharmacare or dental care. While these are NDP policy initiatives, the government campaigned and

Throne Speech falls short on important fronts communicated on these ideas – especially pharmacare. With no mention of either in their parliamentary blueprint, it appears they aren't interested in pursuing either measure – both of which deliver considerable cost savings to our health care system and to lower income Canadians who could use a break.

With concerns over costs associated to the pandemic coming into focus there was no indication that the government would be pursuing perennially foregone sources of income. There was nothing about a wealth tax to account for the way most fortunes are amassed in Canada. There was no mention of closing income tax loopholes that account for billions in foregone tax dollars every year. And, there was nothing about taxing web giants who basically operate free of charge in Canada while our media companies play by all the rules which includes paying their taxes.

Considering that the search for children in unmarked graves at the sites of former residential schools played an important role in the federal election, it is shocking that there was no plan for the government to stop fighting First Nations kids in court over a monetary settlement awarded by the Canadian Human Rights tribunal. The government has heard repeatedly from Canadians and the courts that it is time to make restitution. Still, they refuse to comply, choosing to spend public funds on lawyers instead. Additionally, the need to build affordable

Indigenous housing preceded the pandemic which only magnified the challenges associated with the current housing stock. That didn't rank a mention in a speech loaded with talk of reconciliation but limited in details or initiatives.

With devastating floods in BC, wildfires over the summer, and extreme weather events increasing in frequency and intensity, Canada needs to step up in the fight against the climate crisis. The Throne Speech offered an opportunity to signal an end to fossil fuel subsidies while offering a path to help workers and communities transition to a renewable future. The government walked right past that opportunity. As events like the devastating flooding in BC illustrate the magnitude of the challenges that will shape our future, the plan to adopt the technology that will allow us to meet our goal to avoid the worst consequences of climate change becomes more elusive.

The Throne Speech was an opportunity for the government to move past empty words and symbolic gestures and act to help Canadians. As people are trying to recover from the pandemic, many still need help to get back on their feet. The next few weeks are an opportunity for MPs to show Canadians that we came to parliament to work together for them.

The government knows what issues we can move forward on to make that happen. Not all were in the Throne Speech, which is why New Democrats will press for their inclusion as we negotiate the upcoming legislative agenda.

Ce n'était pas le cas cette semaine. La gouverneure générale a prononcé un discours pauvre en promesses et plutôt terne. À croire que le gouvernement ne veut pas susciter d'attentes, ce qui est un peu surprenant compte tenu du fait qu'il parvient habituellement à bien paraître sur scène, même s'il n'arrive pas à tenir ses promesses.

Certes, le premier ministre espérait gagner plus de sièges au Parlement lorsqu'il a déclenché des élections en août, mais les électeurs canadiens n'ont pas partagé sa vision. Ils ont plutôt ramené une copie quasi conforme du Parlement précédent et ont exigé que des mesures soient prises sur des questions qui avaient dominé les élections en 2019, mais qui ont été largement occultées par la pandémie. On aurait pu s'attendre à ce que ces questions figurent dans le discours du Trône. Or, il y a eu des omissions flagrantes, ce qui indique que certains engagements n'étaient peut-être plus du tout à l'ordre du jour.

Pour commencer, il n'y a eu aucune mention de l'assurance-médicaments ou des soins dentaires. Bien qu'il s'agisse d'initiatives stratégiques du NPD, le gouvernement a fait campagne sur ces idées et en a parlé, surtout dans le cas de l'assurance-médicaments.

En ne mentionnant ni l'un ni l'autre dans sa feuille de route parlementaire, il ne semble pas intéressé à poursuivre l'une ou l'autre de ces mesures, qui permettraient pourtant de réaliser des économies considérables, tant pour notre système de soins de santé que pour les Canadiens à faible revenu qui ont besoin de

répit.

Les préoccupations que suscitent les coûts associés à la pandémie se font de plus pressantes, mais rien n'indique que le gouvernement poursuivra les sources de revenus auxquelles il renonce constamment.

Il n'a pas été question d'un impôt sur la fortune qui tiendrait compte de la façon dont la plupart des fortunes sont amassées au Canada. Il n'a pas non plus été question d'éliminer les échappatoires fiscales qui représentent des milliards de dollars d'impôts non perçus chaque année. Et il n'y a eu aucune mention des géants du Web qui opèrent essentiellement gratuitement au Canada alors que nos entreprises médiatiques respectent toutes les règles, notamment en payant leurs impôts.

Si l'on considère que la recherche de corps d'enfants dans des tombes non marquées sur les sites d'anciens pensionnats a joué un rôle important lors des élections fédérales, il est troublant de constater que le gouvernement n'a pas décidé de cesser de se battre devant les tribunaux au sujet d'un règlement monétaire accordé par le tribunal canadien des droits de la personne aux enfants autochtones. Les Canadiens et les tribunaux ont répété à maintes reprises au gouvernement qu'il était temps de faire amende honorable. Pourtant, il s'entête, choisissant plutôt de dépenser les fonds publics en frais d'avocats. Par ailleurs, le besoin de logements abordables pour les Autochtones était criant avant la pandémie, qui n'a fait qu'exacerber le problème. Ce point n'a même pas été mentionné dans un discours où il était question de réconciliation, mais qui était pauvre en détails et en

initiatives.

Compte tenu des inondations dévastatrices en Colombie-Britannique, des incendies de forêt à l'été et de la multiplication des phénomènes météorologiques extrêmes en fréquence et en intensité, le Canada doit intensifier sa lutte dans le contexte de la crise climatique. Le discours du Trône offrait une occasion au gouvernement de signaler la fin des subventions pour les combustibles fossiles et de tracer la voie pour aider les travailleurs et les communautés à faire la transition vers un avenir renouvelable. Le gouvernement a laissé passer cette occasion. Des événements comme les inondations dévastatrices en Colombie-Britannique illustrent l'ampleur des menaces qui pèsent sur notre avenir. Or, les plans en vue de l'adoption de technologies qui nous permettraient d'atteindre notre objectif et d'éviter les pires conséquences des changements climatiques deviennent de plus en plus vagues.

Le discours du Trône était l'occasion pour le gouvernement d'aller au-delà des mots vides et des gestes symboliques et d'agir pour aider les Canadiens.

Les gens cherchent à se remettre de la pandémie, et beaucoup ont encore besoin d'aide pour y arriver. Au cours des prochaines semaines, les députés pourront montrer aux Canadiens qu'ils sont venus au Parlement pour travailler ensemble dans leur intérêt. Le gouvernement sait sur quels enjeux nous pouvons travailler pour réaliser des progrès à cet égard. Ces enjeux ne figuraient pas toutes dans le discours du Trône, et c'est pourquoi les néo-démocrates feront pression pour qu'ils soient incluses dans le programme législatif à venir.

Michael J. Morris Dr. William R. Pellow once C P R employee no 64865 a Twenty year veteran of the rails. Dr. Pellow was born and raised in Chapleau, Ontario, a member of one of the community's pioneer families. Dr. Pellow was the editor and publisher of Chapleau Trails.

I knew him simply as Bill while growing up in Chapleau -- older than me though,) His brother Harry "Butch" was one of my best friends.

I came across the following that Bill wrote about transcontinental rail travel. With the Chapleau High School 100th anniversary coming in 2022, maybe someone should think about rail travel. Me too. As I plan to attend, it has become a maybe when I look at my options to get to and from Chapleau. I no longer drive, and the logistics are a bit difficult to get there and back from Cranbrook British Columbia where I now live. There is no longer transcontinental bus service.

Bill wrote the following before he died on May 20, 2018 at age 88. Bill had become a dentist with a successful practice in London, Ontario.

"Once not so long ago there were fifteen to twenty trains using the CPR transcontinental route from Montreal and Toronto to Vancouver.

Many competitive travel modes were introduced to pick away at the border line profit margins of train travel and the airlines won the battle for passenger business and supremacy." Bill wrote.

HAVE A GOOD WEEKEND

My office received complaints about a troubling winter storm response situation in Dubreuville recently. Weather conditions made the closure of Hwy 17 necessary, which is at times unavoidable. However, there was a definite breakdown in communications. The municipality and residents of Dubreuilville were not notified of the closure. Community members left town via Hwy 519 and were taken aback that 17 had been closed. This put travellers unnecessarily at risk.

As I said, here in the North, our highways are our lifelines. We don't have multiple alternate routes that we can take to get around.

Contractual requirements, procedures, regulations and saving a buck all have their place when it comes to keeping our roads clear and safe in winter. But above everything else, doing what is necessary to keep our transportation lifelines open and ensuring all travellers get to the destination safely day in and day out trumps everything.

Northern Ontarians need and deserve better winter maintenance service than we have had to tolerate for years.

Building a culture of caring at ÉSC Trillium Over the past few weeks, the students of the Pathway in the Catholic Faith (Cheminement dans la foi catholique ) course at École secondaire catholique Trillium (Chapleau) have given themselves the mandate to bring to life a benevolent and wellness activity within their school. Their goal was to educate the school community about bullying and bullying prevention while giving students the opportunity to commit to cultivating respect in their community. Grade 9 students fabricated close to a hundred friendship bracelets. Last week, these were offered to all students and school staff.

"These bracelets symbolize our commitment to cultivate respect, to use the filter of the Holy Spirit, that of benevolence, so that we can remain committed to denouncing injustices and join forces to maintain a healthy and welcoming environment where we can find kindness, generosity and empathy. Each and every one of us deserves to be loved and to be treated with dignity. Ford turned away small business in need while giving millions to those that didn't need help Auditor General finds Ford gave $1 billion away it shouldn't have, is leaving ORs to sit idle, and more

Official Opposition NDP Leader Andrea Horwath is slamming Doug Ford for turning his back on small businesses that legitimately needed help to make it through the pandemic, while giving nearly $1 billion to corporations that didn't need it and didn't qualify.

According to the annual report from the Auditor General, the Ford government gave $210 million to businesses that were ineligible to receive anything, $8 million to businesses that had no revenue loss whatsoever, and gave some businesses $714 million more in support than they lost in revenue.

“Doug Ford dragged his feet for 10 months of the pandemic before finally slapping a support program in place over just two days,” said Horwath.

“Helping small businesses wasn't a priority for Ford, so he launched a late, half-baked program ripe for abuse. I can't imagine how it feels for mom-and-pops to know that while they were closing their doors and walking away from their dreams, Ford was shovelling millions over to businesses that didn't need it.

“Why did the Ford government choose not to put any oversight in place to make sure grants went into helping small businesses keep their doors open and staff employed? Why did he write off that money instead of getting back funds that belong to Ontarians?”

The auditor's report also shows that the Ford government had troubling practices for contracts it was handing out – in some cases to Ford's own buddies and insiders. It gave a $2.5 million contract and an extension to Facedrive, while ignoring red flags that Facedrive was in crisis. The reports also show that wait times for outpatient surgeries are getting worse and operating rooms are underused. To top it off, the reports found patients receiving OHIP-covered services at clinics have been getting gouged with extra charges, receiving a surprise bill after a surgery covered by Medicare.

Weather Summary for Ontario November 2021: Mild Weather Lingered with a Hint of Winter

Temperatures and Precipitation November contrasted considerably with October, which had been much above to extremely above normal across the entire province. Temperatures were near to slightly above normal in the province in November. The Far North had the greatest departure from normal with anomalies of +3oC to +4oC. A mild spell across the north from November 5 to 8 had temperature anomalies as much as +12oC. Precipitation was near to below normal across much of the province due to a lack of major weather systems. Many areas in southern and northeastern Ontario received less than 75% of normal values. However, precipitation was above normal close to the Manitoba border because of a major winter storm that occurred from November 10 through 12. Several stations reported in excess of 20 cm of snow with this event. Precipitation was also above normal near Lake Huron due to several occurrences of lake effect snow during the month.

Significant Events November 10-12: Major Winter Storm across

Northwestern Ontario A major winter storm made its way into northwestern Ontario, bringing a mix of significant weather to the region. Snowfall amounts ranged from 20 to 40 cm across a large portion of the area, with the highest amounts reported in a corridor from Kenora to just south of Sioux Lookout. Large stretches of the Trans Canada Highway were completely closed for over a day due to poor visibility, road conditions, as well as vehicle collisions. Over 50 mm of rainfall was reported at the Thunder Bay Airport, and wind gusts of 60 to 75 km/h were frequent across areas west of Lake Superior. Hydro One reported that over 56,000 customers in northwestern Ontario were without power due to fallen trees, some of whom remained without power through the night of November 13.

November 21-22: Snow Squalls East of Lake Huron and Lake Superior A very strong cold front crossed the relatively warm waters of the Great Lakes resulting in an extended period of lake-effect snow squalls. Lake-effect snow began late in the day November 21, affecting areas southeast of Lake Superior, Lake Huron and Georgian Bay, giving up to 10 cm of snow. Poor weather conditions resulted in several highway closures throughout northeastern Ontario. The lake-effect bands continued through November 22 and became more intense later in the day and overnight. Total snowfall amounts for these areas were generally in the 20 to 30 cm range, with a maximum snowfall amount of 39 cm reported in Eugenia, southwest of Collingwood.

November 28: First Significant Snowfall for the Golden Horseshoe An Alberta Clipper made its way across the lower Great Lakes beginning late overnight November 27. This system brought the first significant snowfall to many parts of southern Ontario, including the Golden Horseshoe. The snow led to poor driving conditions, resulting in numerous collisions and highway closures throughout the Greater Toronto and Hamilton Area. Total snowfall amounts were generally in the 5 to 10 cm range, with a few areas north and east of Toronto receiving near 15 cm.

Outlook for December Cool air will make way for warmer than normal temperatures through the first week of the month beginning in the Northwest. This pattern looks to continue, but will gradually diminish as we make our way to the middle of the month. Near normal precipitation is expected through the first half of the month, as a few systems are likely to track across the region. Lake effect snow is likely to occur in the usual snowbelts with the passage of each system across the Great Lakes.
