It's with great sorrow that we announce the peaceful passing of Yvonne Doyle nee Paquette onAugust 11, 2023, at the ageof92yearsattheChapleauGeneral Hospital. YvonnewasbornJune5,1931, in Chapleau to her parents Corrine and DelmaPaquette.

BelovedwifeofFrankDoyle(deceased) andpartnerJackStevens(deceased).

Predeceased by sisters, Leona, Blanche, Anita, Irene, Marie Rose, and her brother Jerry. Sadly, missed by brother Joey and her lovingsonJohn.

The Caucus has been informed that the investigator foundthatseveralofthespecific allegationsofworkplacemisconductweresubstantiated. The investigator based these findings on interviews with multiple witnesses, including thoseidentifiedbyMPPMantha, as well as other documentary evidence, including video recordings.

The Caucus also understands that although MPP Mantha initially participated in the investigation, he refused to personally attend an interview and did not provide documents promisedtoandrequestedbythe investigator.

In light of these findings, MPP Mantha will not be returning to the Ontario NDP Caucus. In order to continue maintaining the privacy and safety of the Complainant,theCaucuswillnot be disclosing further details of thereport.

A year ago, when I accepted Mario LaFreniere'sinvitationtowriteacolumnforthe ChapleauExpress,IwonderedifIwouldbeable to produce enough material for a month's worth ofChapleauMoments.

Since starting Chapleau Moments a year ago this week, I have often reminded myself of thewordsthatDr.J.B.McClintonsharedwithme in a Timmins restaurant shortly after my arrival there to begin my career as a daily newspaper reporter with The Daily Press in 1964. I was having coffee with Dr. McClinton, a great promoterofNorthernOntarioandHighway101 connectionbetweenChapleauandTimmins,and hesaid,"So,youwanttobeareporter.

"Look around you. There are stories everywhere. If you never left this restaurant for the rest of your life, you would never be able to writeallthestoriesthathappenedinthisplace."

Well,"letmetellyou”Asmygoodfriend Dr.G.E.Youngwouldsaywhenhestartedastory, if I continued to write for another 46 years, I wouldneverbeabletoshareallthestoriesabout the people and moments that are part of Chapleau'shistory.

LetmefirstthankMarioforprovidingme with the opportunity to share some Chapleau momentswithyou--thestoriesoftheincredible peoplewhohavecalledChapleauhome--those who still live there, those who now live somewhere else, and those who are no longer with us but left their mark on the life of the communitysince1885,andbefore.

Let me thank all those who have contacted me during the past year with comments, story ideas and their recollections of thelifeandtimesofChapleau.Maybethat'sbeen thebestpartoftheexperience,reconnectingwith so many of you over the past year and bringing backsuchwonderfulmemoriesofhome.

And yes, I've discovered beyond any doubt that Chapleau is still considered home to thosewhohavelivedthere,eveniflikeme,they havebeengoneformanyyears.Ithasalsobeen greattoopenemailsfromfolksIdonotknowto readabouttheirconnectiontoChapleau.

Of course, I am not really "from" Chapleau, having been born in Hamilton,

Ontario,wheremyfather,JamesE.Morris,who was born in Chapleau, was a flying instructor at theElementaryFlyingTrainingSchoolatMount Hope, part of the Commonwealth Air Training PlaninWorldWarII.HehadjoinedtheRCAFin 1940buttookleavetobeaflyinginstructor,atthe EFTS.Mymother,MurielE.(Hunt)Morriswas borninGlasgow,ScotlandandcametoChapleau withherparentsjustbeforeWorldWarI.

WhenmyfatherwentbackintotheRoyal Canadian Air Force in 1942, we returned to Chapleau to stay with family while he was overseas on active service duringWorldWar II. We stayed after he was killed while on active serviceonJuly16,1943--67yearsagothisweek.

Manyreaderswillrecallmymotherwho taughtatChapleauPublicSchoolfor32yearsand let me say thanks to all those who have kindly remembered her in messages to me during the pastyear.Whileatthepublicschoolshedirected annualconcertsincludingGilbertandSullivan's musical 'HMS Pinafore'. Billy Kemp, Charlie Byce,andGordonBolducallhadleadingrolesin this production, while Joan Kemp was the pianist.

father, my grandfather, George Hunt was the choirdirectorwhiletheorganistwasMissNettie Herner, who later married Arthur Grout. My grandmother, Edith Hunt, along with Mrs. P.J. Collins were joint conveners of the banquet. In 1974, Mom married Ernie, the son of Mr. and Mrs.P.J.Collins.

My parents were married in St. John's Churchin1940.Momdiedin1989.

InmyfirstChapleauMomentscolumn,I shared my tricycle ride from our home on Grey Street, uptown and across the old overhead bridge, to visit my grandparents, Lil (Mulligan) and Harry Morris on Elgin Street. It just struck me that trips from Grey Street to Elgin Street were actually started by my parents when they weredatinginthe1930s--aconnectinglinkfor us to both sides of early Chapleau. As I have notedpreviouslymygrandmotherwasamember oftheMulliganfamilywhocametoChapleauin 1885.

Mom was also very active in St. John's Anglican Church where she was choir director. However,oneofthegreatmomentsinherchurch lifewasundoubtedlyin1935ataservicemarking the50thanniversaryoftheparish.Asoneofthe soloists she sang 'Now the Day is Over.' Her

This time let me tell you a bit about my fatherandsomeofhisfriends,andmomentsthey sharedgrowingupinChapleau.Bornin1914in Chapleau, he attended Chapleau Public School and Chapleau High School graduating from Grade 13 in 1933, and yes, one of his teachers was John 'Mac' McClellan. In fact, Mr. McClellancoachedthejuvenilehockeyteamhe played on with Gordon McKnight, Don Robinson, Eric Young, Walter Moore, Bobby Perpete, B. McAdam, Joe Crichton, and Romeo Levesque.Cont’donP.5

At the end of July, the Prime Minister made some significant changes to his cabinet. Whilecabinetshufflesareafairlynormalpartof governing, this particular shuffle has felt a little different.It'sclearthatthereareseveralbigfiles important to Canadians that need to be focused on,suchasthecostoffoodandhousing,climate change and the transition to a clean energy economy,aswellasthechallengesinhealthcare. It's obvious that these issues have not received the attention they have needed or deserved recently, and if this cabinet shuffle signals anything, it's that the Prime Minister is finally realizing that his government must reset its agendaandaddressthesekeyconcernswithreal actionorrisktheelectoralconsequences.

What's often interesting in Cabinet shuffles are not the new faces being given Ministerial responsibility, but those who've lost it. Seven former Ministers are no longer in Cabinet, including Omar Alghabra, Joyce Murray,HelenaJaczek,CarolynBennett,Marco Mendicino, David Lametti, and Mona Fortier. While Murray, Jaczek, Bennett, and Alghabra have announced they will not be running for reelection, Fortier, the former President of the TreasuryBoard,Lametti,theformerMinisterof JusticeandAttorneyGeneral,andMendicino,the former Public Safety Minister, have been releasedfromCabinetwithoutnewportfolios.

While clearly these are difficult portfolios, there have been some problems in each that needed to be addressed sooner, or just handled better. Bail reform has been a big issue on the justice file, and proposed reforms have beenslowtomaterialize.

Fortier, as Treasury Board Minister, was responsible for negotiating on behalf of the government with public servants a few months back, which resulted in the largest public union strikeinCanadianhistory.

However, the most obvious change to cabinetwasinPublicSafety,whereseverallarge, importantfileswereclearlymishandledthisyear by former Minister Mendicino: from the inexplicable last-minute amendments to the government's handgun bill, C-21, that were eventually repealed and justifiably frustrated hunters, farmers, and sport shooters; the mishandling of foreign interference allegations; and more recently, the refusal to negotiate fair contracts with First Nations Police Services.

CabinetShuffleMustMeanChangingPriorities,NotJustChangingFaces

Thesewereimportantmattersthatrequiredadeft hand to navigate, and instead were fraught with ongoing controversies. This file is now being handled by Minister Dominic Leblanc, who has served in the House of Commons for over two decades, seemingly signaling the importance of thefile,andtheneedforasteadyhandtorightthe ship.

On a similar token, it does feel that the government is putting their experienced MPs in frontofthosefilesthatclearlyneedthemostcare. MarkHolland,whohaspreviouslyservedasthe GovernmentHouseLeader,hasnowbeenplaced in charge of Health. Sean Fraser, generally seen asarisingstarintheHouseofCommons,isnow the Minister of Housing, Infrastructure and Communities. Pablo Rodriguez, who has previously acted as Government Whip, House Leader, and Minister of Canadian Heritage, has taken over for Transport, which has been a contentiousfileinthepastfewyears,particularly

withregardstoairlinetravelcomingofftheback ofthepandemic.

There remains only eight Ministers who haveretainedtheirportfolios,includingFinance Minister Chrystia Freeland, Environment Minister Steven Guilbeault, and Indigenous ServicesMinisterPattyHajdu.

It's evident that the Prime Minister realizedthathisgovernmentneededamajorreset onanumberofkeyfiles.Wearestillinthemidst of the worst forest fire season on record. While inflationhasleveledoutonmostconsumeritems, two of the most important, food and housing, remainwildlyhigh.Healthcarecontinuestobea challenge across the country, with consistent surgery backlogs and shuttering emergency roomsbecomingalltoonormal.Thegovernment needs to give these issues the attention they deserve,howeveritremainstobeseenifthenew structureofCabinetwillhelpcorrectcourseand pushthesematterstothefrontofthetable.

De toute évidence, ces enjeux n'ont récemment pas reçu toute l'attention qu'ils méritent ou qui est justifiée. Or, s'il y a une leçon à tirer du récent remaniement ministériel, c'est que le premier ministreaprisconsciencequesongouvernement doit remettre de l'ordre dans son programme et s'attaqueràcesenjeuxclésaumoyendemesures concrètes, sinon il pourrait en subir les conséquencesauxprochainesélections.

Ce qui est le plus intéressant dans un remaniement ministériel, ce n'est pas de découvrir les nouveaux visages associés aux responsabilités ministérielles, mais de constater ceux que l'on ne verra plus. Cette fois-ci, sept anciens ministres ont été exclus du Cabinet, à savoir Omar Alghabra, Joyce Murray, Helena Jaczek, Carolyn Bennett, Marco Mendicino, David Lametti et Mona Fortier. Même si Mmes Murray,JaczeketBennettainsiqueM.Alghabra ont annoncé qu'ils ne se présenteront pas aux prochaines élections, d'autres ont complètement perdu toute responsabilité ministérielle comme

Outrelefaitquecesportefeuillessonttrès complexes, chacun d'eux était touché par un certainnombredeproblèmesquiauraientdûêtre réglés plus tôt, ou à tout le moins être mieux gérés.Au ministère de la Justice, la réforme des misesenlibertésouscautionestunenjeumajeur et les modifications proposées tardent à être mises en œuvre. Du côté du Conseil du Trésor, Mme Fortier était responsable de négocier avec les représentants des fonctionnaires au nom du gouvernement, mais cela a mené il y a quelques mois à la grève la plus répandue au sein de la fonctionpubliquedetoutel'histoireduCanada. Cependant, le changement le plus remarquableauCabinettoucheleministèredela Sécurité publique, car plusieurs grands dossiers chauds ont été incontestablement mal gérés par l'ancien ministre Mendicino. InhisapplicationtotheRCAF,henoted that he participated in all school and local athletics,includingtrackandfieldwherealong withClaudeTurnerandKenGodfreytheywon marathon relay races at Schreiber and Fort Williamin1931,1932and1933.Inthoseyears Chapleau had very active track and field club with a five-mile race held in conjunction with July1celebrations.

After the war, the James E. Morris Memorial Trophy was established, and it was won by Greg Lucas so many times that it was finallygiventohim.Inthe1970s,thefive-mile race was revived, and Greg would present the trophytothewinner.

Tenniswasalsopopular,andIlearnedto playfromsomeofmyfather'sfriendsincluding Greg, EricYoung and Charlie McKee, as well asRev.FrankLeighwhowouldhavebeenabit older.WeplayedontheSt.John'sTenniscourt and, those guys could really whack a ball, and wonsomenorthernOntariotitlesintheirprime.

After graduating from high school, my father became assistant secretary at the ChapleauRailwayYMCAforthreeyears.The YMCA on Lorne Street was a beehive of activityinthoseyearswithrooms,arestaurant, sports activities, and a bowling alley downstairs. As an aside the most famous

bowlerinmymemorywasMrs.MabelYoung, Dr.Young'smother.Dr.Youngwasalsooneof myfather'sgoodfriends.Mr.'Pop'Depewwas thesecretaryasthemanagerwascalled.

Of course, growing up in Chapleau meantskatinginthe"old"arenaonLorneStreet as well as playing hockey on outdoor rinks including on the river by the present beach, skiing,hiking,andcampingandswimming.

Two of my father's good friends who shared memories of growing up with him, whichIreallyappreciatedwereClydeFifeand F.A.Nick'Card.

When I turned sixteen, and went to get my driver's license, Clyde was the examiner andwhenIarrived,andknockedonhisdoor,he said, "I was expecting you today. I was there when you were born."And he was. Clyde had enlisted in the RCAF and at the time was stationed in Toronto. So, on the day I got my driver's license, Clyde told me stories, and finallyasked,"Howdidyougethere?"towhich I replied, "I drove.” Clyde replied that since I haddriventohishomeneartheoldpowerplant, I could drive home, and he approved my license.ClydeisthefatherofRobertFife,now theOttawabureauchiefofCTVNews.

Nick, who served as reeve of Chapleau andalsoasacouncillorgrewuponElginStreet almostnextdoortomydad.Infact,untilWalter Paradis built his home there, a vacant lot separatedtheirhouses.Idon'tknowifitisstill visible today, but almost across from their

Asaresultoftheinvestigation,a31-yearold person from Sault Ste. Marie has been arrestedandchargedwiththefollowing:

Public Health Sudbury & Districts has received confirmation that a mosquito on Manitoulin Island has tested positive for West Nile virus (Wnv). This mosquito was detected through routine surveillance conducted by the health unit. The health unit traps mosquitoes annually to identify mosquitoes in the Public HealthSudbury&Districtsareaandtofindoutif thosemosquitoesarecarryingWNv.

Positivemosquitoeswerelastdetectedin the Public Health Sudbury & Districts area in 2018,withintheCityofGreaterSudbury.

“In our service area this year, there have been no confirmed cases of birds, animals or people being infected with the virus. However, this positive mosquito reminds us that although theoverallriskofapersonbecominginfectedis low, the virus is still present,” said Burgess Hawkins, a manager in Public Health’s Health Protection division. “Therefore, taking precautions to avoid becoming infected with WestNilevirusisimportant,”addedHawkins.

WestNilevirusisspreadthroughthebite ofaninfectedmosquito.Mosquitoesgetthevirus by feeding on infected birds. Symptoms can rangefrommildtosevere.Mostpeopleinfected with the virus have no symptoms while others mayexperiencemildsymptomsincludingfever, headache, body aches, mild rash, and swollen lymphglands.Inveryrarecasestheinfectioncan affect the central nervous system and cause serioussymptoms.

Air quality across Ontario, including within the Public Health Sudbury & Districts service area, continues to be adversely affected by smoke plumes fromlocalforestfires(wildfires),aswellaswildfires outsideofourarea.

As the wildfires are expected to continue for the foreseeable future, Public Health Sudbury & Districts would like to remind residents of the health effectsofwildfiresmokeandhowtoprotectyourself.

Smoke from wildfires is a mixture of gases and fine particles from burning trees and plant materials. The smoke releases many contaminants into the air, such as fine particulate matter, nitrogen oxides, carbon monoxide, and volatile organic compounds.

Lowlevelsofwildfiresmokecanimpactyour health. Milder symptoms of smoke exposure include mild cough, headache, and eye, nose, and throat irritation.Thesesymptomscantypicallybemanaged withoutmedicalintervention.Moreserioussymptoms include dizziness, chest pains, irregular heartbeat, severe cough, shortness of breath, wheezing, and asthmaattacks.

Toreduceyourriskofexperiencingsymptoms:

· Avoid outdoor physical exertion. Stop,

reduce,orreschedulestrenuousoutdooractivities.

· Keep airways moist by drinking plenty of water.

· Breathe through a warm, moist washcloth to helprelievedryness.

· Visit places with cleaner, filtered air, such as librariesorshoppingmalls.

· If the temperature is comfortable, keep windows closed indoors and in vehicles. Use the recirculation setting on air conditioners and HVAC systems to prevent smoke from entering. Once the outdoorairhasimproved,adjustthesettingtobringin freshair.

· Follow your health care provider's advice aboutmanagingyourcondition.

· People who have asthma should follow their asthmamanagementplan.

Mosthealthyadultsandchildrenwillrecover quickly from smoke exposures and will not suffer long-term consequences. However, older adults, pregnant people, infants and young children, people who smoke, people who work outdoors, people involved in strenuous outdoor exercise, and people with respiratory or cardiovascular conditions may experience more severe short-term, as well as long-
