TheOntariogovernmentisprovidingupto $100,000totheNorthernOntarioFarmInnovation Alliance (NOFIA) to study, assess and grow the network of agri-food producers, processors, distributors,procurers,andconsumersinNorthern Ontario.

Inspection of Approved Insect Pest Management Program for the Abitibi River, Gordon Cosens, Pineland, Romeo Malette, Spanish and Timiskaming Forests

The Ontario Ministry of Natural Resources and Forestry (MNRF) invites you to view the MNRF-approved insect pest management program and inspect the project description and project plan for specific aerial insecticide projects to control the Spruce Budworm infestation on the Abitibi River, Gordon Cosens, Pineland, Romeo Malette, Spanish, and Timiskaming Forests in the Chapleau-Wawa, Hearst-Cochrane-Kapuskasing, Timmins-Kirkland Lake, and Sudbury Districts. Based upon the analysis of the pest management options, the MNRF has approved a course of action that includes the aerial spray of insecticide on selected forest stands, starting on or about May 18, 2023 – June 18, 2023.

Chapleau Moments

WhentheLadyMintoHospitalhonoured Dr.JohnJosephSheahanwithamemorialplaque and officially opened the new childrens' ward in 1963. Rev. Gaston Lampron of Sacred Heart Roman Catholic Church referred to him as a "greatsoulandgreatman'addingthattheoccasion wasafittingtributetohismemory.

In dedicating the memorial plaque, Rev. J.G.M. Doolan of St. John's Anglican Church mentioned the affection and respect that Dr. Sheahan Was held since his arrival in 1907 in Chapleau until his death in 1942. Mr Doolan added it was in both his personal andprofessionallife.

The memorial plaque was unveiled by Dr. Sheahan's daughter, Evelyn.

C.B. Greenlaw, chair of the hospital board welcomed the dignitaries who were present for the occasion on a day with "clear skies and pleasant temperatures which parallled carrying out the dedicationserviceon the hospital lawns, according to

MargaretCostellointheSudburyStar.

Dignitaries included Evelyn, Dr. Sheahan's daughter;Ray Jessup, president of the Ontario Hospital Association; E.P. Everitt, CPR Superintendent; and Mrs. Lionel Nolan, a personal friend of Dr. Sheahan who had a long associationwiththehospital.

The Lady Minto Hospital was opened in 1914.Mr. Greenlaw outlined the history of the

Lady Minto Hospital from 1914 when it was the only hospital between Sudbury and FortWilliam (nowThunderBay.

She added that until his death he was not only a physician but " but counsellor, father and friend.Hewasalwaysavailableintimeofneed."

Mr, Everitt of the CPR said that every word he had heard would not bring out all the greatnessthatDr.Sheahanpossessed.Hismedical practice through the north country was very difficultandhetravelledbydogteamandhorses and sleigh as his transportation..As an aside the good people of Chapleau had bought him a Ford totakehimaroundtown.

The inflationary problems that have plagued Canadians throughout the past year are slowly starting to ease. February's year-over-year inflation rate cooled to 5.2 percent, still above target for a healthy economy and higher than the Bank of Canada's target inflation rate of two percent,butmodestlybetterthanwherewe'vebeen throughoutthepastyear.OnecohortofCanadians who are feeling the belt-tightening a bit more significantlythanmostarecurrentandprospective students,thepeoplewhowillserveasthebackbone of our economy of the future. With tuition costs morethandoublingsince1990,andessentialssuch as food and housing taking a bigger chunk out of studentbudgets,it'sgettingmoreandmoredifficult for young people to be able enter the workforce with the skills they need without a mountain of debt.

Budget 2023 invests $800 million to expand loans and grants for the 2023-24 school year, increasing the maximum grants available to $4,200, up from $3,000, for low-income students. This represents a 40 percent increase to student grants for those students who qualify…in normal

PermanentlyExpandingStudentGrantstheRightMove

years. Those students who have been accessing grants and post-secondary financial assistance recently may recognize that this is actually lower than the government's previous grant program increase,whichdoubledCanadaStudentGrantsin the early days of the pandemic, from $3000 to $6000, as a temporary measure. That measure is unfortunately about to end, following the completion of the 2022-23 school year. So while the government likes to tout the increase to the program, it functionally will feel like a decrease for studentsenrolledrightnow.

Additionally, those new grant maximums aren't permanent. They exist only for the 2023-24 educational year, and unless a real commitmentto enshrineanincreasetothegrantprogramismade, the 2024-25 year will see student grants reduced significantly.Alonger-term, sustainable approach must be made to ensure students can fund a postsecondaryeducationwithoutdrivingthemintodebt theycarryforyears,sometimesdecades,tocome.

Grants are a significant form of student funding.Overhalfamillionstudentsaccessstudent grants,butweneedtotakeintoaccounthowmuch of an effect that has. According to Statistics Canada,studentsenrolledinCanadianundergraduateprogramsspentanaverageof$6,834ontuition feesforthe2022/2023academicyear.Soevenwith current grant programs, students who are eligible forthemaximumamountcan'tcoverthefullcostof a year's tuition, let alone rent, food, books, and other necessities. Obviously, many students do

work and save for their education, and many parents are able to save for their kids' education throughRESPs,butstudentdebtcontinuestobea major barrier for young people finalizing their educationandenteringthejobmarket.

The average Canada Student Loan debt climbedto$28,000perdebtorin2019,accordingto the Canadian Federation of Students. In Ontario, oneinfiveinsolvencieswerecausedbyunmanageablestudentdebt.Withthelatestbudget,apermanent freeze to Canada Student Loan debt has been put in place, which will alleviate a significant portionoftheirfinancialburdenastheymoveinto thejobmarket.Thisisgoodnews,bothforgraduatingstudents,andtheeconomy.

Student loan debt forgiveness is also an issueworthconsideringifwearetohelpbuildthe economy and the workforce of tomorrow. The Biden administration in the U.S. has proposed a student loan debt forgiveness program, and while theprogramthereisunderreview,there'snoreason wecan'tlooktoemulatesomeformofstudentloan forgivenesshere.Butwhatmaybemorepressingis to get the federal government to work with provincesandterritoriestocapandreducetuitionfees.

Post-secondaryeducationisagatewaytoa better future. Ensuring young people have the abilitytotraintobecomethedoctors,millwrights, educators, and STEM professionals of the future, withoutcripplingthemfinanciallyastheyenterthe workforce,mustbeapriorityifwearetobuildthe thrivingeconomy.

On parle ici des étudiants actuelsetfuturs,soitlespersonnesquiserontlefer delancedenotreéconomiedansl'avenir.Alorsque les droits de scolarité ont plus que doublé depuis 1990etqueleschosesessentiellesdelaviecomme la nourriture et le logement viennent gruger des proportions plus importantes des budgets des étudiants,ildevientdeplusenplusdifficilepourles jeunesdefaireleurentréesurlemarchédutravail en possédant les compétences dont ils ont besoin sansêtrefortementendettés.

Lebudgetde2023investit800millionsde dollars pour étendre les prêts et bourses à l'année scolaire 2023-2024 et pour faire augmenter le montant maximum des bourses offertes à 4 200 $, alorsqu'ilestprésentementde3000$,àl'intention

des étudiants à faible revenu. Cela représente une haussede40%quantauxboursespourlesétudiants qui sont admissibles... lors d'une année normale. Ainsi, alors que le gouvernement aime se vanter d'avoir augmenté les montants accordés dans le cadreduprogramme,d'unpointdevuefonctionnel, les étudiants qui sont présentement inscrits auront plutôt l'impression de devoir composer avec une baisse.

Enoutre,lesnouvellessommesmaximales desboursesnesontpaspermanentes.Ellesontété établies seulement pour l'année d'études 20232024; à moins que l'on ne prenne un véritable engagement en faveur de l'inclusion d'une hausse dans le programme de bourses, on constatera une diminution considérable des bourses d'études en 2024-2025.Ilfautadopteruneapprochedurableà plus long terme si l'on veut que les étudiants

puissent se payer des études postsecondaires sans être contraints de s'endetter pendant des années, voiremêmedesdécennies.

Les bourses représentent une forme importantedefinancementdesétudes.Plusde500 000étudiantsreçoiventdesboursesd'études,mais nous devons tenir compte de la mesure dans laquelle ces bourses ont une incidence. Selon Statistique Canada, les étudiants inscrits dans des programmes de premier cycle universitaire canadiens ont dépensé en moyenne 6 834 $ en droitsdescolaritépourl'annéeuniversitaire20222023.Ainsi,mêmeaveclesprogrammesdebourses actuels, les étudiants qui ont droit au montant maximumnepeuventcouvrirletotaldesdroitsde scolaritépourunand'études,etencoremoinspayer leurloyer,leurslivresetd'autreschosesnécessaires à la vie. Évidemment, bon nombre d'étudiants travaillentetéconomisentenvuedeleursétudes,et nombreux sont les parents qui sont capables d'économiserpourlesétudesdeleursenfantsgrâce à des REEE. Toutefois, la dette des étudiants constitue toujours un obstacle majeur pour les jeunesquiterminentleursétudesetquiarriventsur lemarchédutravail.

Il y a plusieurs organismes francophones dans la communauté, entre autres, Club Maria Chapdelaine (personnes francophones âgées de 50 ans et plus), Centre culturel LouisHémon (art et culture), FormationPLUS (formation des adultes francophones), UCFO (artisanat, culture, femmes francophones), Carrefour-santé (ateliers variés, services de santé en français).

En somme, s’impliquer bénévolement dans un organisme à but non lucratif pourrait être bénéfique autant pour toi que l’organisme lui-même.Alors, si cela t’intéresse, contacte un de ces organismes pour en savoir plus sur les opportunités de bénévolat disponibles.

SuitedelaP.4 desétudiantesetdesétudiants.EnOntario,uncas d'insolvabilité sur cinq découlait d'une dette d'études devenue impossible à gérer. Conformément à ce qui a été annoncé dans le dernierbudget,ungelpermanentdeladetteliéeau prêtd'étudescanadienaétéinstauré,cequiviendra alléger une portion considérable du fardeau financier des étudiants lorsqu'ils entreront sur le marchédutravail.Ils'agitlàd'unebonnenouvelle, tant pour les étudiants de dernière année que pour l'économie.

L'annulation de la dette liée aux prêts d'études est également une question qui mérite d'êtreétudiéesinousvoulonscontribueràrenforcer l'économieetàconstituerlarelèvededemain.Aux États-Unis, l'administration Biden a proposé un programme d'annulation de la dette des étudiants; bien que ce programme fasse présentement l'objet d'une révision, rien ne nous empêcherait de reproduire une forme quelconque de plan d'annulation de la dette des étudiants au Canada. Par contre, il est peut-être plus urgent de s'assurer que le gouvernement fédéral travaille en collaboration avec les provinces et les territoires pour faire plafonner et faire baisser les droits de scolarité.

Les études postsecondaires sont une porte qui s'ouvre vers un meilleur avenir. Il faut en priorité s'assurer que les jeunes sont en mesure de faire des études pour devenir les médecins, les mécaniciens d'entretien, les éducateurs et les professionnels de la STIM de l'avenir, sans les ruiner au moment où ils font leur entrée sur le marché du travail, si nous voulons favoriser la prospéritédenotreéconomie.
