Charity Hockey Event Ends In A Tie!

O

n Saturday November 30th a charity hockey event was planned and organized

by Erika Smith as part of her quest for the Miss Northern Ontario Canada Pageant. The game saw the Chapleau Chicks Midget Team squaring off against a select team fom both the Chapleau Fire Department and the local OPP Detachment.

It was a fun, fast paced game in which the Chicks held the lead for the majority of the time, but the CFD/OPP battled back to tie the game 5 – 5 with only one minute remaining in regulation time.

Mayor Andre Byham said the opening remarks, with Erika thanking all those who helped out. Keiko Larocque sang O'Canada followed by the Mayor dropping the puck for the opening faceoff. Besides watching this “edge of your seat” game, the crowd had the opportunity to participate in a chuck-a-puck contest as well as a 50/50 draw.

In total, almost $900.00

was raised for this event, with all of this money going to support the Northern Ontario Families of Children with Cancer.

Erika would like to thank Mayor Andre Byham for his kind words, Keiko Larocque for the excellent singing, Gail Bignucolo for running the clock, David StAmand and Guy Martel for the refereeing, Vicki StAmand for the chuck-a-puck, Megan Morin for w o r k i n g t h e d o o r, Elaine Martel for the 50/50 draw, the OPP and the Fire Department, her team mates from the Chicks for all their support, her family and friends, and of course all the hockey fans from Chapleau who gave of their time

Mayor Byham was on hand for the the opening face-off and money to support this worthy cause.

Wi t h o u t a l l t h o s e mentioned above, none of this would have been possible – “my heartfelt thanks to each and

every one of you”.

Erika said it was a lot of work organizing the event, but “it was also a lot of fun, and I can't believe just how supportive

everyone has been”.

She says she is planning on a similar event in 2014 and can't wait to get things going for that, so watch for details in the near

future. In the meantime she will be working on her sponsorship program for the Pageant and preparing for the big day in early May of next year.

Probe Mines gets several nods for smaller-scale, high grade, underground mine abilities

by Deborah Bacal There is a strong consensus among analysts that Probe Mines (CVE:PRB) is one of the more compelling juniors with a strategic higher grade asset in a desirable jurisdiction, with its latest news of improved recoveries asserting this conviction.

Several analysts covering the stock have come out with bullish research notes since Probe announced almost two weeks ago stellar metallurgical recoveries from a high grade, underground zone at its Borden gold project in Ontario, showing results as high as 98%.

T h e n e w s confirms the changing landscape for the mine, which started as a bulktonnage, open pit resource grading 1.03 grams per tonne (g/t), with infill drilling defining a high grade, underground component to the east of the pro-

posed open pit.

The stock is rated as a “buy”, or “outperform”, at six investment banks, with price targets ranging from $2.60 to as high as $4.90, more than double the company's current trading price.

Probe, which is advancing its 5.9 million ounce Borden asset discovered three years ago, is trading at about $20 an ounce to global resources, according to Cormark Securities, and $30 an ounce considering the higher grade ounces only, which amount to some 3.86 million ounces.

The company late last month returned strong recoveries from updated metallurgical work using composites from the developing high grade zone at the site, showing results ranging from 94% to 98%. The work also proved that more than half of the contained gold was

George enjoyed sports of all kinds and loved to follow the Toronto Blue Jays. George was very fond of live theatre with annual trips to both the Shaw Festival and the Stratford Festival and he was a long time member of the Sudbury Theatre Centre. He loved classical music and enjoyed opera as well.

recovered using the lowcost ‘gravity’ methodology. It is cheaper to recover the metal using this simple method before processing the remaining feed.

Cormark, which has rated the company as a 'top pick' with a $3.30 price target, had previously modeled flat 90% recovery rates, and has adjusted its assumptions on the back of the latest testing, which was also used to achieve a less complex flow sheet than initially suggested.

Cormark analyst Tyron Breytenbach, in a report published November 22, wrote that the significant gravity component offers the potential to remove or delay the requirement for a flotation/regrind circuit in the upcoming preliminary economic report. " We b e l i e v e Borden to be one of the more buildable projects still owned by a junior in a secure Canadian jurisdiction," the analyst noted, adding that the company is "well insulated from the current turbulent junior equity market" with $38 million in cash.

It is now more likely that Borden will be developed as a staged underground and open pit operation, with analysts making adjustments to reflect the more capital-efficient mine plan.

M a c k i e Research, which has the lowest price target of the bunch on Probe at $2.60, said that the high rate of recovery at a low cost means the overall economic potential of high grade, underground ores is excellent. "We continue to believe Probe has successfully defined a resource which will become a mine, and are on to something new," Mackie analyst Barry Allan wrote.

He said that based on the drilling to date, the new high grade zone looks to be about 1,000 metres long, with the grades of the material consisting of a wide zone of 25 metres grading 6 g/t, within which there is a higher grade core of 5 to 6 metres grading better than 15 g/t.

"It is entirely probable the Borden Gold project starts life as

a smaller-scale, highgrade underground mine.

The advantage of such a start is a considerable smaller footprint, and lower initial up-front capital," highlighted Allan.

The metallurgical results are part of test work completed for the upcoming preliminary economic assessment on the project, and provide the data for a trade-off study to compare the two main processing options being considered for the mine. The first option, which is cheaper, is a combination of gravity with whole ore leach, and the second makes use of a combination of gravity, flotation and leaching.

Though the first option is cheaper, the second provides slightly higher recoveries for the low grade, open pit portion of the resource.

MG Securities analyst Marc Pais, who has a buy rating on Probe and the highest price target of $4.90, said he will await the upcoming PEA to make adjustments to his model, which would include underground mining of the high grade zone.

Pais' discounted cash flow model anticipates a mine life of 13 years from Borden, beginning in 2016, with total production of 2.66 million ounces of gold, at an average grade of 1.4 g/t, assuming 90% metallurgical recoveries -- well below the up to 98% achieved in the latest round of testing from the high grade area.

As the high grade zone expands , w ith more drilling results expected to be announced this month, Probe’s stock is projected to add value, with a resource estimate slated for February, followed by a preliminary economic assessment for the deposit in the middle of next year.

Unlike most Canadian juniors, investors have actually pushed the stock up more than 23% so far this year in anticipation of the p r o j e c t ’s p o t e n t i a l .

Shareholders are not alone in recognizing the company’s skills, as it was recently awarded the 2013 Ontario Prospector Award for its Borden gold discovery.

weekly newspaper, and what a fascinating experience it is to e x p l o r e t h e community's life and times by browsing through their pages.

Since I started writing about Chapleau moments over four years ago now, each week I have been able to share s o m e o f t h e community's history, much of it from the newspapers that were published over the years.

Before I give you a short history of those newspapers, let me answer the question I have been most asked -- "Where do you get all the information?" In the beginning, much of it came from files kept

by Muriel E. (Hunt) Morris, my mother, and Marion (Morris) Kennedy, my aunt.

Over time, new sources started to send me "stuff" (as it is commonly called in the newspaper business), and never a week goes by that I do not receive at least one new story idea and or "stuff". If I tried to name all those who assisted, I would surely miss someone, but I must mention -Anne (Zufelt) McGoldrick, my cousin, who is an expert on Chapleau folks, Doug Greig, who is doing the community a great service by compiling the historical record for future generations and Hugh Kuttner who e s t a b l i s h e d chapleau.com And I also

thank Michael McMullen, my cousin, and Ian Macdonald and Harry 'Butch' Pellow, my long time friends, who always take time to provide assistance.

E n o u g h already. On to the Chapleau newspapers.

The first one the North Star appeared in 1893-94 and the editor was Frank Morris (no relation) a Justice of the Peace, and it was followed by Chapleau Weekly News, printed in Sudbury from 1910 to about 1915.

The Chapleau Headlight published by the Citizens League of Chapleau was on the scene from 1915 to 1917 and it one of its mandates seemed to be k e e p i n g t h e community "dry" -- in other words free from alcohol. It was also highly involved in recruiting for service in World War I. In its first edition of December 3, 1915, Doc Hustler a local character who apparently lived in a shack and sold newspapers from a baby carriage inserted this notice: "That I Doc Hustler have gone out of the newspaper business and have taken up my tools and am now open to do all kinds of first class painting, paper

After the Headlight folded some years later, Roy Lavery founded the Chapleau Times which operated

In 1958, Mid North News arrived with Basil Scully a Sudbury television personality as president, and Arthur Grout, Reg Thrush and J.M. Martel as directors of Chapleau News and TV Ltd. It lasted only 38 issues but Chapleau also had its own television station for a time -CHAP TV. I got my start in journalism there.

The Chapleau Press appeared during 1961-62.

On November 19, 1964, Tom and L e a h ' B u d ' We l c h published the first edition of the Chapleau Sentinel, and they

Basil and Dorothea Scully of Mid North News continued to operate it until July 1977, with an article "May We Bow Out". Tom and Bud had been very active in community activities, with Tom being one of the founders of the Chapleau Junior 'B" Huskies of the International Junior "B" Hockey league in 1966-67.

They retired and were succeeded by Rene and Diane Decosse who operated the Sentinel until 1999.

A "new kid on the block" arrived in March 1997 when Jim

and Phyllis Prince arrived and launched the Chapleau Express.

Jim had been a well known Timmins television personality, who I had known when I started as a daily newspaper reporter at The Daily Press there in 1964 -- wow, 50 years ago in 2014!

In September 2 0 0 5 , M a r i o Lafreniere took over the Chapleau Express as publisher and editor, and he is the reason I have been writing Chapleau Moments since July 2009. I had

“Instead of planning to grow the economy over the next 20 years, this government is expecting to shrink it, and is planning energy consumption accordingly,” said Malcolm. “It’s a sad admission by the government that its policies will continue

to drive manufacturing jobs out of the province.”

“It’s time for this government to disband its horrific green energy policies, and start thinking about everyday families who struggle with the unaffordable cost of living in Ontario,” said Malcolm.

Fat Taxes Make Governments Fat

by Peter Shawn Taylor Across the country various health care organizations and lobby groups are demanding new taxes on the things Canadians choose to eat and drink.

The Ontario Medical Association, Canadian Cancer Society, Heart & Stroke Foundation, Alberta Coalition for Chronic Disease Prevention and Quebec's Coalition Poids have all called for new government levies on 'unhealthy foods.'

While these groups claim to have the best interests of Canadians at heart, their policy prescriptions are flat out wrong. Taxing food is fiscal malpractice.

To understand why food and drink taxes will not make Canadians healthier or thinner, consider more closely a soda tax, the most common suggestion from food tax advocates.

Despite the intuitive appeal that

drinking sugary soda makes people fat − and taxing it will cause them to drink less and lose weight − obesity is the result of many complex social, environmental and biological factors.

It's naive to blame a single product.

For starters, soda isn’t nearly as popular as coffee, water or milk in Canada. Soft drinks only make up 2.5 percent of all calories consumed by the average Canadian adult.

Numerous scientific studies reveal no link whatsoever between the amount of soda consumed and weight gain or loss, particularly among children. A 2009 article in the American Journal of Clinical Nutrition found "no association between sugarsweetened beverage consumption, juice consumption, and adolescent weight gain."

The same result was found in a study of 137,000 children across

34 countries funded by Health Canada.

Further, taxing soft drinks inevitably causes consumers to make substitutions in their diet, choosing cheaper products that may be equally (or more) unhealthy. Using data from U.S. states that currently tax soda, researchers at Yale found a one percent increase in soda tax rates caused adolescent soft drink consumption to fall by a small amount, as might be expected. At the same t i m e , h o w e v e r, t h e consumption of other calorie-laden drinks such as milk and juice rose. Net calories consumed stayed constant.

The same result holds true for other food taxes. A snack food tax covering potato chips, cheezies and popcorn in Maine had no impact on the weight of state residents. And in Australia a 2011 research project that swapped out children's

milk, cheese, yogurt and ice cream with low-fat versions resulted in no overall weight loss as the kids sought extra calories from non-dairy sources. Human behaviour inevitably confounds government efforts to control diet via taxes.

It's worth noting that some of the studies mentioned above found gym class, television viewing and eating dinner with one's family were far more significant factors in adolescent weight gain than the price of cola or ice cream.

Beyond the inability of taxes to fight o b e s i t y, f o o d t a x e s unfairly punish the most vulnerable Canadians.

Fresh fruits, vegetables and other 'healthy' foods can be expensive and for this reason many lowincome Canadians rationally choose to spend their limited food dollars on meals that deliver a lot of calories cheaply and efficiently.

disagree with the statement "it is a proper role of government to tax some foods and not others."

Despite widespread public opposition, why are food taxes still on the political radar? It might be the vast sums they could raise for government.

According to Quebec's Coalition Poids, a 5¢ per litre soda tax would raise $40 million annually in that province. Scaling this across Canada suggests a $170 million annual haul. A pennyper-ounce tax, as has been suggested by politicians in the U.S. and Canada, could raise over $1 billion a year in this country.

Food taxes do not affect obesity rates, they disproportionately hurt lower-income Canadians and they represent a massive new government revenue grab and intrusion into personal choice. Let's take food taxes off the table once and for all.
