es summer is coming to an end, school will be starting and it’s hockey season just around the corner.

Chick's hockey will be starting in early September and it is time to register for the 2013/14 season.

CGHA is a partner of the Ontario Wo m e n ' s H o c k e y

Association (OWHA) which governs female hockey in Ontario.

C G H A p r omotes and provides opportunities for girls to play female hockey in Chapleau and are looking for girls to come and register and play this exciting game. Currently we are looking to ice three teams this year

MPAC makes presentation on assessment procedures

n M o n d a y, August 12th, members from the Municipal Property Assessment Corporation were in Chapleau to make a presentation on the procedures and methods employed by M PA C t o a s s e s s municipal properties.

A surprisingly small crowd of approximately 30 people showed up.

online some questions on specific issues were answered while some of the attendees left with a perplexed look on their faces.

Some felt that the models used for assessments throughout Ontario, specifically on market values, shouldn’t be used in smaller Northern Ontario communities.

The four year cycle and phase in program seems to create confusion for the taxpayers.

In the eyes of t h e t a x p a y e r, t h e bottom line is that the mil rate imposed by the municipality in conjunction with questionable assessment methods is the cause for the high taxes.

Future articles will try to make light of both taxes and assessment methods.

Peewee, Bantam and Midget. The executive is always looking for new players and would like to invite any girl who is interested in playing. If numbers are high enough at other ages (Atom level) we would love to add an additional team to our organization.

The executive is considering moving some if not all teams to the rep division which will allow teams a chance to play at the provincial championships in April 2014.

The deadline to register is August 27th to ensure all the registration paperwork is sent to the OWHA to register our teams. So please come out and register your child.

The girls will be participating in fundraising events, weekly practices, tournaments and have exhibition games against other community teams.

Harper has appointed 59 Senators since taking power.

Although the Senate rarely rejects bills, they have the power to do so, and this from an unelected entity.

The latest fraudulent actions by Duffy, Wallin, Harb and Brazeau should theoretically put a nail in the Senate's coffin, but it won't. These individuals should be tried and imprisoned as soon as legally possible because we can assume that illegal acts were committed. It is alleged that Wallin may have tried to alter her claims after the fact. What do you call that? Some people have been jailed for lesser charges. The

latest Senatorial fiasco will not affect us as a society, we will continue to ramble thru life as if nothing was wrong. This is where the real problem lies.

We, as a society, need to be pro-active in the way our country is governed.

Canadians should sue all of the accused for the costs of the investigation or maybe garnishee the remainder Senators’ wages or pensions to account for all of the costs associated with the scandal. It is probably also fair to assume that this is but the tip of the iceberg.

A smokescreen bill to reform the Senate was introduced by the Tories in 2011, but has languished in the House of Commons ever since.

It was estimated that abolishing the Senate could cost $10 to $30 million in severances and pensions. It shouldn't. What happens to employees when a major layoff occurs? They're sent home and sometimes fortunate to get a year's worth of unemployment. Why should we honor pensions and severance payments for fictional positions in a fictional institution.

The only real events in this scenario is fraudulence and dishonesty.

All this at the expense of hard working Canadian tax payers.

Arthur Grout of Smith and Chapple made difference in Chapleau life during community's boom years Chapleau Moments by Michael J. Morris There I was, sitting in the Starbucks of the new Target store in Cranbrook, chuckling to myself and thinking about Arthur Grout, of Chapleau.

Mr. Grout, one of Chapleau's best known citizens, and as Dr. Bill Pellow, writing in Chapleau Trails noted, he had "his fingers in the pie, many pies and sometimes both feet in every aspect of Chapleau's existence" at one time.

But, it was one of the Target managers, they call them "team leaders" that had captured my attention with his clipboard. In fact, it seems like all the team leaders scurry around the store with their clipboards.

Out of the mothballs of memory,

I s a w M r. G r o u t , president of Smith and Chapple Ltd., never without a clutch of papers or a clipboard as he seemed to be always in a hurry, going somewhere, but never failed to stop to talk with a customer.

When I got home I went to Bill's piece about Mr. Grout, and he too, had taken note of the clipboard.

"Remember him racing around from one department to another with his clipboard, jotting down memos to refresh his memory and putting order into a very busy day..."

In fact, when I was going to high school and university, and working part-time at Smith and Chapple, M r. G r o u t o n c e confided in me that if I

wanted to be successful in business, always carry a bunch of papers -- looked impressive to people.

No way that all t h e s e y e a r s l a t e r, Target would have received advice to include in its team leader training program, that all carry clipboards, but there you have it, in more ways than one, A.J. "Art" Grout was ahead of the curve.

As a Smith and Chapple alumnus, I worked in the men's wear, furniture, grocery and garage, as well as at Mid North News and CHAP TV in the late 1950s and early 1960s.

Mr. Grout started as a messenger boy at the store, and in 1930 with his business partner D.O. Payette, took it over with Mr. Payette as president.

When the end of an era came for Smith and Chapple Ltd. on April 30, 1987, although Mr. Grout had retired in 1962, Bill Payette, com-

mented in an article, "My father was a great businessman and he and Art got along very well." Bill had joined the store in 1941.

In the 1930s in the midst of the Great Depression, the C h a p l e a u Wi n t e r Carnival was founded with Mr. Payette, the catalyst with meetings in his office, but Mr. Grout was more the public face as carnival chairman.

Also, in 1939, King George VI and Queen Elizabeth were visiting Canada and the Royal Train would be passing through Chapleau. Mr. Grout and Earle Sootheran, manager of the jewelry department chartered a plane for a fishing excursion to the Goose River. The plan was to catch some speckled trout to present to their majesties.

It worked. The fish were accepted and Mr. Grout received a letter of appreciation from the Royal couple.

Mr. Grout took over the business in 1949 when Mr. Payette retired, and during the 1950s the physical face of Chapleau changed.

Mr. Grout expanded the store to "the other side of Main Street" where CPR houses had been, and is now Collins Home Hardware. He established a real estate business and built houses at the end of Monk Street as well as several on King Street primarily to house CPR employees as the diesel shop was established.

Probe Mine high grade gold results brightens Chapleau’s future A l t h o u g h Chapleau has always been mainly associated with the railway and lumber mills, it seem like mining will eventually be part of its’ makeup.

“Over the last six months this has turned into a project that we hadn't envisioned,” Probe's CEO David Palmer said in an interview with Northern Miner.

New results from the drilling identifies continuing high-

grade gold deposits.

“We already had a solid deposit on our hands. We thought it was a large lower grade dep o s it w ith h igher grades than Osisko Mining's Canadian Malartic but then we hit this high grade zone in the middle of it,” Palmer says. “So now we think maybe it is more like a Hemlo than an Osisko.”

Agnico investing in Probe mines and the lower cost of drilling are all positive aspects

that will help the mine succeed in the future.

The possibility of hurdles down the road still exist. Land deals with forestry companies and approximately 10 existing cottages on the south side of Borden Lake.

Probe Mines may deal with the situation as Osisko did in Malartic, Québec.

All in all it’s good news for the Chapleau area.

Ontario Weather Review: July 2013 The Ontario Weather Review for the month of July is all wet.

New all time monthly precipitation records were set this month in Windsor and Toronto.

The precipitation totals received in July were greater than any monthly precipitation amount received at those locations. For July alone, Windsor received 3.2 times the normal value and To r o n t o P e a r s o n , received 3 times the normal value. For the observation site right in the City of Toronto, it was the highest precipitation amount since 1841!

Locations all over the province received greater than normal amounts of rainfall. However, as most of those high precipitation amounts resulted from localized heavy showers and thunderstorms, it is possible that other locations, not mentioned in this review, received amounts within the normal to below normal range.

As an example, Earlton had its driest July since

2012.

In contrast, temperatures were generally within normal values across the province with the heat wave experienced around mid-month in Southern Ontario being balanced by the cooler temperatures which dominated towards the end of the month. That being said, Petawawa did manage to finish the month somewhat warmer than normal with an average temperature 2.1 degrees Celcius higher than the long-term average.

Severe Weather O n t a r i o received a generous amount of severe weather during the month of July. There was one confirmed and one possible (still unconfirmed) tornado, numerous reports of funnel clouds, several cases of local flooding and a myriad of damage reports across the province. Mid-month, a heat wave spread across southern Ontario, and at the end of the month, below-seasonal temperatures blanketed the province. However, the

On July 8, a weak low-pressure system combined with a warm and humid air mass to generate several areas of slow-moving thunderstorms across much of southern Ontario. As a result, the Greater Toronto Area (GTA) reported major flooding, after storms produced upwards of 100 mm of rain in just a few hours. The hardesthit areas were in a zone extending from southern Georgian Bay southward through the G TA . I n o n e d a y, Pearson International Airport, Mississauga Works Yard, Toronto C i t y, B i l l y B i s h o p Toronto City Airport and G. Ross Lord Dam in northern Toronto recorded 126.0 mm, 110 mm, 97 mm, 85 mm, and 68 mm, respectively. The 126.0 mm recorded at Pearson airport was a new daily rainfall record at that location, beating the previous daily rainfall record of 121.4 mm set back in October 1954, when Hurricane Hazel hit. The cost of the flood in Toronto is likely to exceed $600 million.

On July 10, t h u n d e r s t o r m s p r oduced tennis ball-sized hail in Zurich (15 km northeast of Grand Bend) and large hail in Stratford. Trees were downed in London, one of which fell on a house.

In Marden, north of Guelph, numerous hydro poles were toppled due to powerful wind gusts.

H u m i d e x advisories and heat alerts were in effect for much of southern Ontario from July 1419. For this six-day stretch, most cities recorded temperatures consistently higher than 30oC – and, with the humidex, it felt closer to the mid-40s. Borden, B r o c k v i l l e , Peterborough and Toronto endured five consecutive days above 32oC. Many other locations experienced

three or four consecutive days above 32oC. F r o m t h e evening of July 18 to the early morning hours of July 19, several lines of severe thunderstorms ahead of, and along, a cold front crossed northern and southern Ontario. At 10 p.m., winds caused a sevenkm swath of damage through the bush just north of Massey. It is still uncertain whether this damage may have been tornadic. Around midnight, a storm caused some damage in Dryden. Later, between noon and mid-evening on July 19, a myriad of reports of downed branches, snapped trees, structural damage, power outages and significant hail were received from North Bay to Cornwall to Windsor – and everywhere in between.

Storm damage teams investigated several hard-hit areas such as B a r r i e , C a l l a n d e r, Gravenhurst, Hamilton and Petawawa and found the cause of damage to be due to straight-line winds. The municipality of Callander declared a state of emergency as a result.

M u l t i p l e flooding events have cost tourism and golf courses significant business in WindsorEssex due to the number of heavy rainfall events this summer. In July alone, Windsor received a total of 256.6 mm of rain. On July 1, 8, 9, 15 and 19, respectively, 24 mm, 47 mm, 31 mm, 57 mm and 33 mm fell.

A very slowmoving, low-pressure system gave portions of northern and northeastern Ontario significant amounts of rain and thunderstorms over the weekend of July 26-28.

On July 26, thunderstorms dropped 54.3 mm of rain in Sault Ste. Marie, causing significant flooding to the roadways. Rainfall amounts from the threeday period totalled 92 mm in Nagagami, 64 mm in Armstrong, 62 mm in Sault Ste. Marie, 61 mm in both

Geraldton and Kapuskasing, 51 mm in Chapleau, 49 mm in Timmins, 46 mm in Pukaskwa and 36 mm in Wawa. Some locations in Northwestern Ontario also set new single day records for the coldest daytime high temperature. For example, Thunder Bay only struggled to a high of 13.8 oC on July 26 breaking the previous record cold high of 17.2 oC set back on that day in history in 1945 and 1966. Thunder Bay would again set coldest daytime high records on July 27 and 28.

A brief and powerful thunderstorm triggered by a cold front crossed Kitchener late on July 27, downing trees and flooding some streets with debris. The damage was caused by straight-line winds and it is estimated that the winds gusted to nearly 100 km/h at the height of the storm.

On July 28-29, an upper-level disturbance over the relatively warm waters of the Great Lakes created conditions that were favourable for the development of water-

spouts. On those two days, at least 12 funnel clouds and seven waterspout sightings occurred over the Great Lakes and Lake Nipissing. While waterspouts look like tornadoes, they are usually less destructive and have a shorter lifespan than landbased twisters. No damage or injuries were reported.

Finally, on July 29, a number of thund e r s t o r m s a ff e c t e d eastern Ontario.

Residents of east Ottawa watched as a funnel cloud crossed the area, which briefly became a tornado at about 5:30 p.m. as it contacted the surface and caused some tree damage at a golf course on Blair Road. It was classified as an Enhanced Fujita Scale Zero (EF-0) tornado, the weakest on the EF scale that goes from 0 to 5. It was Ontario's 10th tornado of the 2013 season.

114 mm of rain fell on Chapleau. The normal precipitation for July is 86.7. This was the wettest since 2009.

Kettering, inventor of the electric self-starter, is born in Loundonville,

Anglican Church, the chamber of commerce, the hospital board, and served as a township councillor as well as reeve for short time -and that is likely only a partial list. He was also on the committee that built the Chapleau Memorial Arena on Lorne Street.

He was also a member of the boards of the Northern Ontario Development Corporation, Northeastern Associated Chambers of Commerce and the N o r t h e r n To u r i s t Outfitters Association.

Also active in the Chapleau Rotary C l u b , h e c o m m i ssioned Frank Barberio to build the Rotary Table depicting wood from every country in the world that has R o t a r y. I t i s n o w located in the civic centre.

A major part of Mr. Grout's legacy to Chapleau occurred in

1964 when he arranged to purchase CPR Engine 5433, and bring it to Chapleau to be placed in the park by the station. The engine was moved to its present location by laying a special track from the shops to the park with J.M 'Bud' Park as the engineer of 5433, and Earle Freeborn on the engine pushing it to its new home.

Mr. Grout also headed the Chapleau Centennial Committee which built the centennial museum, now called the heritage musuem which I understand has now been closed for more than a year.

After he retired from Smith and Chapple in 1965, when Gene Bernier and Robert Warren took it over, he continued to promote Chapleau. In 1978 at the official openings of the

Chapleau Civic Centre, Chapleau Recreation Centre and Cedar Grove Lodge in June, he seemed to be everywhere and made a donation of paintings to Cedar Grove. He also loaned his Cadillac to transport dignitaries.

For many years, Mr. Grout's first wife Nettie worked with him at the store.

After she died, he married Grace Hartman who had been a councillor and mayor of Sudbury.

For sure, Mr. Grout could be controversial, and not always appreciated. It goes with the territory when you are as active as he was in the life and times of Chapleau, but he made a difference that improved the quality of life for us in the community's boom years.
