Five Ways To Stop The Next Senate Expense Scandal From Happening b y G re g o r y T h o m a s , Federal Director

Now that the RCMP are investigating, it’s pretty much guaranteed that the Senate expense scandal will have a devastating impact on the people involved.

But it’s Canada that has suffered the worst damage in this scandal.

Thankfully it’s repairable.

When MPs return from their summer break, they need to take five basic steps to restore public confidence in Parliament.

First, they need to submit themselves to the authority of the Auditor General of

Canada.

In 2012, after public outcry forced Parliamentarians to finally agree to let the AG examine the operations of the House and the Senate, they sneakily handed him a blindfold before they let him on the premises.

In his report, the Auditor General conceded that “we did not audit the Board of Internal Economy or Members of Parliament and the work performed by Members’ employees or consultants in their Ottawa or constituency offices. Nor did we audit the procurement

In the wake of the expense scandal, Senator Marjory LeBreton, on behalf of the Senate, asked the Auditor General to examine “every taxpayer dollar” the Senate spends. But when Liberal leader Justin Trudeau asked the House simply to approve drawing up guidelines for the Auditor General to look at MPs spending, his motion was shot down – by the NDP, no less.

Second, MPs and Senators need to post their expense claims and the supporting receipts online.

Alberta MLAs are doing it, so are Toronto city councillors. The technology for posting documents on the internet was developed 20 years ago.

Third, MPs and Senators need to make themselves subject to federal Access to

I n f o r m a t i o n l a w.

Currently, Canadians can’t compel federal politicians to produce financial documents, such as expense claims, under the Access to Information and Privacy Act. This is critical: access requests revealed former Conservative minister B e v O d a ’s w i l d spending in London, i n c l u d i n g h e r t a xpayer-funded $16 glass of orange juice.

Cabinet ministers and their expenses are subject to disclosure under the access law.

MPs and Senators and their expenses are not.

Perhaps that’s one reason why it took seven years for the RCMP to lay charges against former Liberal MP Joe Fontana. The Mounties are alleging that Fontana paid for his son’s wedding reception with a government cheque.

If MPs and Senators were subject to access to information laws, Joe Fontana and Mike Duffy would have been forced to answer awkward questions from reporters and opposition leaders long before the

Prime Minister Harper would be well served to steal this private member’s bill and push it as a government bill.

Undoubtedly, there are more than five things Parliament could do to ensure future scandals are kept to a minimum, but they need to start somewhere.

When Parliament resumes this fall, these five steps should be top of the agenda.

Martel moved to the area from Lasarre in 1951 to salvage the standing timber that burned in Fire Number Six at Racine Lake.

A supply of green timber limits with a allowable cut of 7,500 units from the government of Ontario after the salvage operation resulted in a permanent operation at Racine Lake until 1959 when a portable sawmill was dismantled and by 1960 a new

mill one miles west of Chapleau was up and running with a production capacity of 7,000,000 board feet annually.

NEWS FROM THE PARK BY Mike Mantha Provincial Member of Parliament for Algoma-Manitoulin

Last week writs were issued for five byelections in the electoral districts of Etobicoke-Lakeshore, London West, Ottawa South, WindsorTecumseh and ScarboroughGuildwood. Premier Kathleen Wynne set the voting date for August 1st, the day before the long weekend. The timing of these elections show the liberals are playing politics again. They think that

people won't notice that there is an election however we know that voters are smarter than that. In these byelections voters have a choice. They can choose more of the same politics that leave them falling behind or they can elect a local leader who will deliver results and hold the government accountable. Our leader Andrea Horwath alongside my NDP colleagues and I have shown that we can

deliver results for people.

Unfortunately, we were disappointed again to see the liberals call this election when they did. We feel that elections are extremely important and they should be timed so that everyone can vote and have their voice heard.

The timing of this was done strategically to make it easier for the Liberals to win by suppressing the public's ability to vote.

My colleague MPP Michael Prue announced his intention to introduce legislation in the fall that will let Elections Ontario schedule byelections in such a way to maximize voter turnout and fairness to

all parties. Elections Ontario is a nonpartisan organization with a mandate to review election procedures and states that “the democratic rights of all electors must be protected”. By asking Elections Ontario to set dates for such byelections it will ensure that the elections belong to the people, not the Premier.

I hope to have an opportunity to lend a hand in some of these by-elections to ensure that we can elect more New Democrat MPP's and continue to deliver results for Ontarians.

Since the legislature has risen I have been back in Algoma-Manitoulin visiting communities

and meeting with constituents. Over the past few months, I have made it out to many of your local community festivals, events, fundraisers, fishing derbies, and community meetings. It has been a great opportunity to meet many new people and hear what you are up to and any concerns you may have.

A l g o m a Manitoulin hosts some of the most culturally rich events in the province. The summer is jammed packed with fun events for the whole family. Come celebrate our heritage and our communities by making it out to some of these local events this summer.

The horrific train derailment in Lac Mégantic has shocked all of Canada and beyond as details and the reality of what that small town in Quebec has experienced sinks in. Shock is turning to profound sadness and many in AlgomaM a n i t o u l i n Kapuskasing are reminded of the period that followed the

collapse of the Algo Centre Mall.

It was only a little over a year ago that residents of Elliot Lake watched in horror and disbelief as rescue efforts turned into recovery. With nerves still raw from the experience, witnessing the events in Lac Mégantic has brought back many memories and emotions.

Light emerges from the darkness in trying times With that in mind, Michael Mantha (MPP for AlgomaManitoulin) and I wrote a letter to the Mayor and Council of Lac Mégantic expressing, on behalf of our constituents, our deepest sympathies for everyone affected and our solidarity with them as they grieve and struggle to make any sense at all of this tragedy.

We have been approached by many people who were deeply touched by the events in Lac Mégantic and felt it was impor-

tant to share our story since there will be many similarities.

Most importantly we wanted to share how we learned that light emerges from the darkness in trying times.

In Elliot Lake people came to understand the random nature of tragedy and how it will test communities. Most importantly, it is a process that reveals so much of what is good about a place, but often goes unnoticed. How, in the midst of tragedy, we were able to see the

true nature of our community rooted in a caring and compassionate population that extends well beyond the arbitrary boundaries we put on places.

As events played out in Elliot Lake we received messages from across Canada expressing support, concern, and a desire to do something to help. I know that similar messages are pouring in to Lac Mégantic now and will buoy spirits as one difficult day follows another.

Certainly the

circumstances around this horrible tragedy leave many questions unanswered. Once the victims have received the help they need, there will be an investigation with many tough questions. Just as we are going through in Elliot Lake, a formal and public investigation is the only way we can learn from tragedy and prevent similar catastrophes in the future.

For now we will grieve and our thoughts and prayers are with the people of Lac Mégantic.

Il y a à peine un peu plus d’un an que les résidents d’Elliot Lake ont regardé avec horreur et incrédulité les efforts de secours se transformer en récupération. Les nerfs

encore à fleur de peau à la suite de cette expérience, vivre les événements de LacMégantic a ravivé beaucoup de souvenirs et d’émotions.

Dans cet esprit, Michael Mantha (député provincial d ’ A l g o m a Manitoulin) et moimême avons écrit à la mairesse et au conseil de Lac-Mégantic pour transmettre, au nom de nos électeurs, nos plus profondes condoléances à toutes les personnes qui ont été touchées et notre solidarité dans leur deuil et leur recherche d’une logique dans cette tragédie.

Nous voulions surtout dire que la lumière surgit des ténèbres dans l’adversité. À Elliot Lake, la population a compris finalement le caractère aléatoire des tragédies et comment elles mettent à l’épreuve la résilience des communautés. Il s’agit d’un processus remarquablement révélateur des beaux côtés d’un lieu qui passent souvent inaperçus. Comment, en plein cœur d’une tragédie, nous avons réussi à voir la nature véritable d’une communauté faisant preuve de sollicitude et de compassion qui dépassent largement les frontières arbitraires que nous imposons à un lieu. À la suite du drame survenu à Elliot Lake, nous avons reçu des messages de partout au Canada exprimant soutien, préoccupation et volonté de nous aider.

Je sais que des messages semblables

affluent en grand nombre à LacMégantic maintenant et qu’ils sauront encourager les résidents durant les jours difficiles qui se succéderont.

Les circonstances entourant cette horrible tragédie laissent assurément de

nombreuses questions sans réponse. Une fois que les victimes auront reçu l’aide dont elles ont besoin, il y aura une enquête et beaucoup de questions difficiles. Comme cela s'est fait à Elliot Lake, une enquête officielle et publique est l’unique façon de tirer

des leçons de cette tragédie et d’empêcher que se produisent de telles catastrophes à l’avenir.

Pour l’instant, nous continuerons de pleurer les pertes de vie en joignant nos pensées et nos prières à celles de la population de Lac-Mégantic.

quin Park is not only a cracking good read. It is a remarkable record of what life was like for fur trappers and their families when trapping was much more than a weekend recreation for the “pseudo bushmen” of today.

Trapper died in 2000.

Although the book is titles “King of Algonquin Park”, most of the chapters describe life in and around Sultan, a small village a few miles east of Chapleau on the main line of the Canadian Pacific Railway. Chapleau and other Northern Ontario readers will recognize, in addition t o Wa k a m i , m a n y names of landmarks, lakes, rivers and creeks. A few examples are Little We n e b e g o n L a k e , M i n k C r e e k , Kebskwasheshi lake and “The Pole Camp”.

Leaving Paton in the truck, he disappeared, stole a case of toilet paper, jumped back in the truck and in jig time they were back on their way to Wakami Lake.

The book is not without its scary wilderness episodes,.

Trapper suffered a heart attack while out on the trapline. When he did not return to the cabin Paton went looking for him and when she found him she managed to get him to the hospital in Chapleau and eventually to Timmins.

His mother died giving birth to a baby brother when Emmett was just eight years old. His father took Emmett and a younger sister into the bush camps in Algonquin Park and tried to raise them himself. Both Emmett

two then moved from “best enemies to a lifetime relationship”.

Their lives in a cabin on the shores of Wakami Lake is a series of yarns about hunting and trapping, living off the land and loving the wilderness.

Emmett, who Paton always called “Trapper” taught her, among many wilderness skills, how to trap, use a gun, pick pine cones, build canoes, make snowshoes and build a house.

Paton Lodge Lindsay is one of the few people who know what the word “babiche” means, how to spell it and how to use it to make snowshoes and canoe seats.

The book has some funny stories and jokes. Two rather ribald jokes are about the child who was born half male and half female and about why men like to fish.

A n o t h e r wonderful tale took place when Paton and Trapper were returning to Wakami lake from Toronto in the dead of winter. They had carefully made up a list of supplies they

King of Algonquin Park is the fascinating story of Joseph Emmett Chartrand. Rumor is that Chartrand was born in a canoe in a snowstorm somewhere in Northern Ontario.

The year was 1914.

and his sister were forced to work in the camps and Emmett was beaten by his father for trying to learn to read. When Emmett caught his father beating his sister he took off at the age of thirteen to make his way in a world mired deep in the Great Depression.

Chartrand firmly believed that his right to trap anywhere he pleased was given to his ancestors by the King of France. The fact that the British took Canada from France in 1759 and that Algonquin Park was the responsibility of the Government of Ontario was of no consequence to Emmett.

E m m e t t Chartrand was named “King of Algonquin Park” because he eked out a living poaching and staying one step ahead of the Park Rangers who never did catch him.

The story switches somewhat abruptly when a young lady named Paton Lodge Lindsay came into his life. Paton was a Toronto girl with aspirations to become a government biologist. She joined Chartrand on his trapline near Sultan, Ontario in 1968. The
