Highway to Timmins closed

High water levels closed highway 101E to Timmins. In the last three years a number of highway closures have occurred due to water damage. Could this have been prevented? There was no time frame for the reopening of the highway at press time.

towns' vital services and ability to receive m e d i c a l a n d nonmedical services.

This is not the first instance of inefficient services delivered to this Northern Ontario C o m m u n i t y, s a y s Mayor Byham. The constant road closures and the Mushroom philosophy approach to communication from those at the decision making level reflect the apparent lack of support Government has been giving Northern Ontario and Chapleau.

Mayor Byham remembers when the days when road closures were rare. Now road closures seem to be an

Michael Mantha Responds To Highway 101 Flooding

ntario New Democrat candidate Michael Mantha spoke to the Ministry of Transportation (MTO) Ontario today in response to the severe flooding along highway 101.

This tragedy requires immediate attention to get these communities back up and running.”

Mantha said.

On May 9th, Highway 101 suffered 2 separate major floods, one in Black Creek, the other in Moonshine, Ontario.

The washout is causing a major transportation disruption in the entire region.

“This isn’t the first time we have seen disruptions and delays for motorists due to flooding and road damage. We need to ensure that MTO takes these issues seriously to prevent any future delays. After speaking

with MTO, Mayor and council and local residents, I can confirm that visual assessments by the MTO have been completed and local

contractors were expected to begin r e p a i r e ff o r t s t h i s afternoon. The situation is critical. We must act now.” Mantha asserted.

Chapleau is threatened with the loss of its’ Post Office, AGAIN..

ocal Canada Post employees were advised by their union that there was a possibility that the Chapleau Post Office would be franchised.

In December of 2013 Canada Post in a news release said that Canada Post would strengthen its retail network by opening more franchise postal outlets in stores across Canada and that it would partner with local retail businesses that are conveniently located in the communities they serve and offer added benefits, such as better parking and longer hours.

Chapleau would certainly not benefit from such a move. It might be fine for larger centres but some decision makers are certainly out of touch with the reality of small town Northern Ontario. To rid our municipality of a post office that is already in a convenient and central location is ludicrous.

Letters to the Editor “Respect: admiration, politeness, attention, consideration.”

"Pride: a feeling of pleasure or satisfaction, a proper sense of what is fitting, selfrespect."

These abbreviated definitions were found in a hard copy dictionary on my book shelf. Perhaps they no longer exist on Ipad dictionaries because clearly, some people in this town don't know the meanings of these words.

I'm referring to the disgraceful amount of broken bottles and other trash around the pedestrian bridge over the R.R. tracks, evident now that the snow is gone. This past Sunday afternoon I spent an hour picking up broken glass on the bridge and pathways, a clear danger to any dogs being walked by their owners. Some beer bottles were

obviously newly broken and well spread.

What prompts someone to create such a mess? Where is their respect for town property, their pride in community? I suppose it's the same mind-set that desecrates tombstones in our local graveyard or destroys flowers in our "Peace Park" in a total disregard for anything other than one's own skewed thoughts or actions.

Perhaps the blood drops on the bridge weren't caused by a dog stepping on broken glass, but they could well have been.

And to the person who commented to me (on seeing me picking up the broken glass) "It serves the dogs right for pooping on the sidewalks" How can you blame the dogs?

It's the owners who should be ashamed.

I don't just blame some misguided teens with beer bottles.

I've seen plenty of adults tossing garbage just anywhere. Some role models!

This is a plea to Chapleauites to please think before being litterbugs in any capacity. (I don't really want to be your personal maid.) This is our town. This is our earth. Let's care for it.

Show some respect.

Show some pride.

On a side not: Could town council please leave a garbage can at the top end of the bridge too this summer? Perhaps at least some people will think to use it.

OBITUARY Marie Jeanne Lacroix Passed away peacefully at the B i g n u c o l o R e s i d e n c e , Chapleau Health Services on Friday May 9, 2014 at the age of 96 years.

Beloved wife of the late Eudore Lacroix (2009). Marie-Jeanne was predeceased by all of her sisters and brothers and will be lovingly remembered by her sistersin-law and many nieces and nephews in Chapleau, Foleyet, Timmins, Québec and New Brunswick. Her loyal four legged companion Kobey Benoit will miss their times together.

Family and friends visited at the Gilmartin Visitation Centre (10 Young Steet, Chapleau, 1-800-439-4937) on Sunday from 1:00 to 3:00 p.m. and from 6:00 to 8:00 p.m. A funeral mass was held at Sacred Heart Church on Monday May 12, 2014 at 11:00 a.m. with Reverend Sebastien Groleau officiating. Interment at the Chapleau Municipal Cemetery will take place in the beginning of June. Memorial donations made to Sacred Heart Church or to the Chapleau Health Services Long Term Care would be appreciated by the family. The family would like to send a special thank you to the Doctors, nurses and staff at the Bignucolo Residence and to Reverend Sebastien Groleau for the care and compassion that Marie-Jeanne and her family received.

OBITUARY Carol Ann Yuhas nee. Clark November 22, 1939- May 12, 2014

Carol, 74 and her husband Frank (deceased) left Toronto in the mid 1960's and bought some land in a remote town in Northern Ontario called Chapleau. With nothing they slowly built their lodge and home and then built outposts, cottages and a hunting and fishing business. They later purchased a plane and started flying people into their remote outposts. They learnt how to use what they had and to fix what broke. They worked extremely hard and made 5 Mile Lake Lodge a very successful business. Carol was on many boards and fought for the environment. She protested pesticides way back when people didn't even know what they were. She was a lover of all animals and in fact had the chipmunks at her lodge so friendly, that they would crawl up her leg to get a nut from her hand. She loved her foxes and bears but knew enough to help them when needed but respect that they were wild and were always meant to be and therefore never tried to tame them. She had a son 18 years into her marriage who was her greatest pride and joy. He was taught how to fly by his dad and became a bush pilot at 18. That same young man had to fly his mom out of the bush when she had a major heart attack in 2000. He did and it saved her life.

As she told one relative recently “I am waiting for Frank to come in the plane and get me”. She finally got her wish on May 12, 2014 when Frank flew down and got her. After a long battle with Sarcoidosis her wish was granted and she joined him, her sisters, and her parents.

She will be missed by her son Frankie her relatives in the city and her lifelong friends and family in Chapleau.

As per Carol's wishes there will be no service.

In lieu of flowers donations can be made to the World Wildlife Fund.

Health care in "ancient Chapleau" precarious but improved when Lady Minto Hospital opened 100 years ago in 1914

Health care in "ancient Chapleau" was precarious for its citizens, according to George Evans, in an article he wrote about it in the community's early years.

For those of us who knew George, we will appreciate his play on the word "ancient" given his love of the history of ancient Greece, and to some extent Rome.

George was referring to Chapleau in the late 19th and early 20th centuries from the beginning when the Canadian Pacific Railway arrived in 1885 until the Lady Minto Hospital opened in 1914, 100 years ago.

Before professional medical help was available on a regular basis, "death struck often and hard" George wrote, not only in Chapleau, but in all the remote communities along the main line

of the CPR. He cites some evidence from Chapleau alone between 1888 and 1918. In the old Roman Catholic Cemetery in that time period there were 74 burials he noted and 44 (59.9%) of them were children who died before their fifth birthday.

In my book 'Sons of Thunder ...

Apostles of Love' the history of St. John's Anglican Church, I wrote that in 1888, life was not easy for the early citizens, and to add to the hardships disaster struck when "an outbreak of diphtheria of the most virulent type inflicted the residents. Several, including young children died from the disease."

In Chapleau, over those early years first aid centres and a "cottage hospital" were established and medical doctors seemed to

come and go.

The pressing need for a hospital was recognized and in 1914 the Lady Minto Hospital was officially opened at the corner of Elm and Queen streets.

There was a public fund raising campaign led by the CPR and the Victorian Order of Nurses with donations of $5000 and $3000 respectively.

It was the only hospital between Sudbury and Fort William now Thunder Bay. An early form of health insurance was implemented whereby married CPR employees paid $1.00 a month and single 50 cents.

By 1914 there were two full time doctors in Chapleau -Dr. J.J. Sheahan, who was the "house surgeon and physician in charge" at the hospital and Dr. Steve Wilkinson.

George wrote that in 1916, the "good people" of Chapleau gave Dr. Sheahan a brand new Ford making him the first person with a car in Chapleau. It was black with nickel plated door handles and nickel

He couldn't go very far out of town for a ride though as the road ended at about the old power dam.

After receiving the car, Dr. Sheahan is said to have quipped, "Instead of babies coming in a little black bag, they will now come in a little black car," I have no official records of babies born at the Lady Minto Hospital but Jim Morris, my father; Dr. G.E. "Ted" Young, and F.A. 'Nick' Card were all born there in 1914, the year it opened.

By 1914, Chapleau also had a branch of the Canadian Red Cross Society, just as World War I was beginning and it did

much work in sending parcels overseas.

It met in the newly completed Town Hall on Pine Street, and I have read minutes from one of the first meetings. I was browsing through the now Chapleau Public Library web site of Chapleau history founded by Hugh Kuttner, and thought I recognized the handwriting in scan of the minutes.

I did. My grandmother Edith Hunt, who had arrived in Chapleau in 1913 was the "honourable secretary", and further, my great aunt, May (Mulligan) McMullen was the president. She and my grandmother Lil (Mulligan) Morris were sisters.

of the executive included Rev. Father Romeo Gascon, of Sacred Heart Roman Catholic Church as first vice president; Mrs. L. Copping as second vice president, H.B. Pelton as treasurer and my grandmother, secretary.

G. B. Nicholson, who served as first reeve of Chapleau from 1901 to 1913, was also active in the branch as well as a large number of volunteers.

April was more a winter month than a spring one for northern Ontario, which was clearly demonstrated by the notable snowfall that occurred across that area on April 4-5. A storm system tracked from northern Illinois in the early morning hours of April 4 into the northern Lake Huron area by the evening, then travelled into central Quebec by midday on April 5.

Snow from this system fell across a wide swath of northern

Ontario, with both the W a w a a n d Kapuskasing areas reporting roughly 26 cm and Thunder Bay receiving approximately 15 cm.

About a week after this event, it was m o r e s u m m e r- l i k e severe weather that became a concern. A line of strong thunderstorms called a squall line formed during the evening hours of April 12 in southeastern Lower Michigan.

These storms crossed over into Ontario along the northern part of Lake St. Clair and moved through portions of Lambton County and the Chatham-Kent area between 8:30 p.m. and 9:30 p.m. The storms' approach caused the first severe thunder-

storm watches and warnings of 2014 to be issued in these areas.

The Ontario Storm Prediction Centre received some reports of tree and power line damage caused by damaging winds that was generated from these thunderstorms.

There were also some reports of barn damage. Environment Canada is continuing to investigate this event.

On the heels of these damaging thunderstorms in southwestern Ontario, a complex lowpressure system was developing in the American Midwest on April 13. As this system moved through the upper Great Lakes, it brought a combination of rain, snow and Cont’d on P.5

noon of April 14, generalized rainfall amounts were less than forecast: between 25 and 40 mm from Manitoulin Island through the Greater Sudbury area and into North Bay. Further north, where colder temperatures dominated, 10 to 20 cm of snow fell from Chapleau through the Timmins and Kapuskasing areas.

Flooding nevertheless occurred in some areas, most notably in the municipalities of Tweed, Trent Hills and Centre Hastings, where emergencies were declared.

weekend of April was a white one for parts of northwestern Ontario, as a result of a snowstorm which affected the Thunder Bay region on April 24-25.

Snowfall reports varied between 15 and 30 cm, and brought the snowfall totals for the month of April close to 60 cm. This is well in excess of the normal of 12 cm, but a bit short of the record of 79 cm that was set in 1950.

The month ended on another soggy note for much of the province, due to a large and slowmoving storm system that affected many areas on April 29-30.

The system was centred in Iowa in the early morning hours of April 29 and preceded to drift very slowly northeastwards to central

During this time, the bands of rain spun off from this system swept across much of the province. The area that received the largest two-day rain totals extended from the west end of Lake

Ontario up through the St. Lawrence Valley towards the Quebec border. The two-day rainfall totals in this area were generally between 30 and 40 mm, with some areas receiving total amounts between 40 and 50 mm.

of Joy and Rob G a l l o w a y. T h e i r Timmins-based consultant business offers expert coaching in strategic planning.

Joy Galloway has many years of experience in the fields of health and social services. She is aware of the varied needs of seniors. Her husband Rob, retired MNR forester, is Chair of Spruce Hill Lodge, a residence offering “quality living for seniors”. That facility, formerly the South Porcupine hospital, is an example of renovating a building to provide rooms and suites. At Spruce Hill, much renovation and maintenance work has

been done by volunteers, both corporate and private.

The MBH group discussed different ways of meeting needs of seniors in this community. One of the drawbacks of Chapleau is its isolation, with individual medical and social services provided by head offices in a number of different cities. Yet the isolation of Chapleau is a strength, as its citizens have a culture of looking out for one another, and providing

volunteer effort to make things happen.

A strategic plan is a road map for action.

MBH members came from the meetings with plenty of concrete actions to be performed right away. At the end of

the retreat the Galloways commended the directors for being “practical and realistic.” The fruits of this very positive working session should be evident before long in the community.

Maison Boréal Home En Remue-méninges Le conseil d'adminstration de Maison Boréal Home a été très occupé les 2 et 3 mai derniers. En effet les membres du c.a. participaient à une retraite sur la planification stratégique sous la direction de Joy et Rob Galloway, propriétaires d'une firme d'experts-conseils de Timmins.

Joy Galloway a plusieurs années d'expérience à son actif dans le domaine de la santé et les services

sociaux. Elle est très renseignée sur les divers besoins des personnes âgées. Son époux Rob, employé forestier à la retraite du MRN, occupe le poste de président de la Spruce Hill Lodge, résidence offrant “une vie de qualité aux aînés”. Cet ancien hôpital de South Porcupine est un exemple d'un réaménagement d'édifice en chambres et suites d'habitation. À la Spruce Hill, une grosse

part des travaux de rénovation et d'entretien ont été assumés par des bénévoles, tant particuliers que collectifs.

Il y a eu discussion parmi le groupe de MBH sur les diverses façons de répondre aux besoins des aînés d'ici. Un des inconvénients de Chapleau se situe au niveau de son isolement, ce qui fait que plusieurs services sociaux et de santé ne sont disponibles qu'en

FONOM Supports Government's Spring Bear Pilot Project

The Ontario provincial government's spring bear pilot project is the right choice for Northern Ontario. Managing the

bear population to ensure there is minimal interaction with residential areas is a safety concern for both human and wildlife

populations.

F O N O M member communities have seen a high number of incidents where bears have been attracted to developed areas, and its members know firsthand the serious danger that exists with encounters between humans and wildlife. Maintaining a healthy distance between the populations is important, and a limited spring bear hunt is an efficient system of management.

“Other projects

have been tried in the past, but the expense didn't justify the level of success attained,” said Al Spacek, President of FONOM and Mayor of Kapuskasing. “This pilot project shows the government has been considering this issue in detail, and is committed to the best overall solution for all involved.”

While the pilot project is currently facing a legal challenge from animal rights groups, Spacek is confident that an

unbiased review of the matter should see the project proceed without delay. “It is understandably difficult for people far removed from the daily life in Northern Ontario to appreciate it, but calling this a nuisance bear problem minimizes the potential danger. A bear in a residential area isn't a pest, it's a serious concern.”

Allowing bear populations to become established in close proximity to populated areas can alter wildlife

habits and instincts, making this an issue for the animals as well.

It is in their best interests to ensure they do not become accustomed to living in close proximity to humans and with ready access to human food.

FONOM will be following the results of the two-year pilot project, and hopes it proves to be successful in maintaining a barrier between wildlife and the many long-established communities of Northern Ontario.

As a concerned citizen of our community, we would like to know what the plan is for reconstructing the 101 highway from Chapleau to Timmins Ontario. As of Friday

May 9th 2014 the 101 highway has washed out in two places disconnecting Chapleau to Foleyet to Timmins. Some local patients that need kidney dialysis, radiation, chemotherapy can't make it to their appointments because of these washouts. The rumour has it that these washouts will NOT be repaired until a week later which will be

Some local contractors that build roads in the logging operations with culverts the size of Kentucky and roads as long as the gulf sea that say that they can do this type of job in 2 days. No work has been done since Friday May 9th. Everything comes to a halt when these things happen, our groceries, gas, services of all kinds and especially the health and well being of our people. If this was anywhere else in Ontario this would be rectified immediately.

Respectfully, Tahise Demers and Community UPDATE On Tuesday, May 13, work apparently started with the removal of the old culvert. It seems like red tape delayed the emergency repairs. As a community we need to speak up about these road closures that occur year after year. It is suspected that improper inspection of the highways is at fault ie. frozen culverts, beaver dams etc. Hopefully emergency plans will in place next time this occurs. Repair first, fill out paperwork after!

Chapleau Health Services Scholarship Program for Health Students The Boards of Services de santé de Chapleau Health Services (SSCHS) and Chapleau General Hospital Foundation (CGF) would like to encourage qualified students to apply to its scholarship program aimed at providing financial assistance to Chapleau citizens enrolled in the following programs: Registered Practical Nurse, Registered Nurse, Occupational Therapy, Physiotherapy, Social Work and Medical Laboratory Technology.
